Reduce costs of recontouring surface mined land by improving bulldozer blades. Approach A specialized 48-foot-wide bulldozer blade set at an angle, a 13-foot bulldozer blade with swept-forward end sections, and a 24-foot grading bar are used in conjunction with conventional bulldozers to reduce the cost of recontouring surface mined land. How They Work The angle blade is used to do the initial and intermediate leveling of long spoil banks. It is mounted at an angle on two 410-horsepower crawler tractors in a side-by-side offset configuration, but requires only one operator since both tractors are controlled by a single set of controls. The angle blade usually begins its cycle at one end of the spoil bank where the operator fills the blade and moves forward, continuously cutting and casting the material to the repose slope. At the opposite end of the spall bank, the angle blade turns around and begins cut-ting and casting material to the opposite repose slope. This action continues until adjacent banks meet or the lateral distance from the center line of the spoil bank to the repose slope exceeds approximately 40 to 50 feet. At this distance, the sidecasting angle blade is no longer effective, and conventional bulldozers are used to do the final land shaping.

The Silver City mining region is located in Grant County, southwestern New Mexico (Fig. 1). This area is well known, having produced large tonnages of base and lesser amounts of precious metals over the past several years. Mining within the region continues today, as well as exploration activity, which seems to have been on the increase since the recent discovery of a large skarn-associated Zn-Pb-Cu replacement deposit near Pinos Altos, a mineral district within the region (McKnight and Fellows, 1978). Because the Silver City area contains a number of mineral districts and retains promise for additional deposits, as suggested by widespread hydrothermal alteration and favorable igneous rocks, it was selected as the focus of two independent geochemical studies, both seeking to enhance anomaly-to- background contrast in order to improve our abilities to detect blind metal deposits or subtle manifestations of near-surface occurrences. The first of these independent studies involved the systematic sampling of those secondary Fe-Mn oxides that occur within coatings, selvages, and fault fillings, and then the selective extraction of these oxides from the host-rock matrix by chemical methods. The second study sought to isolate clastic Fe-Mn-rich materials from the heavy fraction of stream alluvium. The ultimate source of the clastic Fe-Mn oxides is presumed to be the same coatings, selvages, and fault fillings sought by the direct sampling of joints, but has been transported as a result of lateral erosional processes.

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador's total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. The Bureau of Mines is conducting research on various technologies to recover alumina from domestic resources for feedstock to existing aluminum smelting capacity as a means to reduce dependence on imported bauxite, which represents 93 pct of U.S. aluminum requirements. One of the more promising technologies being investigated is the hydrochloric acid leaching of kaolinitic clay. In the hydrochloric acid leaching technology, alumina is recovered from iron-free aluminum chloride leach liquor and separated from impurity elements by sparging the liquor with HC1 gas to crystallize aluminum chloride hexahydrate (ACH). A large-scale crystallizer with a 336-gallon usable volume was constructed and operated to obtain engineering and design data for potential scale up and to demonstrate the ability of the technology to produce specification grade alumina. Test campaigns involving about 1,400 hours of operation were completed. ACH meeting all chemical purity requirements could not be produced by a single crystallization, but was produced by recrystallizing the product from the calcined kaolin clay leach liquor. Product crystals with a size distribution of more than 80 pct plus 100 mesh and 65 pct plus 65 mesh were made at a rate of 10 pounds of ACH/(hr)(ft3). The zirconium tube heat exchanger used to maintain constant process temperature operated with an over-all heat transfer coefficient of 420 to 500 BTU/(hr)(ft2)(°F).

The character of phosphorous-bearing minerals in the Birmingham red Iron ores and iron-bearing minerals in the Eufaula bauxite deposits in Alabama has been Intensively studied by petrographic, ore microscopic, luminescent microscopic, scanning electron microscopic, electron microprobe, and x-ray diffraction techniques. A total of 15 types of phosphorous-bearing mineral grains have been recognized in Birmingham iron ores by their characteristic sizes, shapes, and distributions. Size measurements, modal analyses, and texture analyses have permitted an estimate of potential liberation of phosphorous from the iron ores by beneficiation to be 27% In areas of previous mining and 60% in areas of current iron reserves. Fine grinding, selective flocculation, and flotation may constitute the best beneficiation technique for future research. Hematite and goethite are the most important iron minerals in Eufaula ferruginous bauxites, but pyrite, marcasite, and siderite are Important iron minerals in some varieties of ferruginous bauxite, and lepidocrocite and ilmenite occur locally in minor quantities. Although simple screening will remove the coarsest iron-bearing grains, research on the utilization of high gradient magnetic separation to reduce the amounts of iron-bearing grains is recommended.

This paper concentrates on subsidence measurements, applied over the thick and steep seam mining in the Rocky Mountains Region of Western Canada. The studies to date indicate that two new subsidence monitoring techniques appear to be the most suitable methods for these conditions. The computerized telemetry and aerial photogrammetry systems are being tested for the reliability of the systems during the winter months within the net- work of laser surveying over the workings of the new hydraulic mine.

How It Works In an emergency, the new transceiver is snapped onto a caplamp battery for power. (Normally the 1 1/2-pound transceiver is either carried by the miner or is strategically located in the mine.) Sydney's Eastern Suburbs Railway from Central to Bondi Junction required the construc- tion of 10.4 km of single-track tunnel and five underground stations. Much of this work took place beneath the commercial centre of Australia's largest city. This paper discusses the general precautions taken and the specific design solutions made for such problems as support of a 15-storey building with foundations several metres above the excavation to ensure negligible differential settlement, excavation immediately below running tunnels, underpinning of multi-storey buildings, tunnelling under massive masonry retaining walls and demolition and rebuilding of part-completed structures.

The development and use of short-lived radioactive tracer methods for the onstream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA's predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA's projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners' average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records. If it was recorded, only a fraction of the day on which it was discovered would be entered into the cumulative exposure calculation (time-weighted average). 4) Some of the mines visited used a mine average radiation concentration, and every employee working underground was given the same exposure per unit of time spent underground. As a result of the 1977 study, more stringent sampling and recordkeeping standards were proposed and public hearings held in 1977. The resulting new and revised health standards on radon-daughter sampling and exposure recordkeeping became effective August 30, 1979 (Mine Safety and Health Administration, 1979). Prior to these new regulations, radondaughter sampling requirements were on an "as often as necessary" basis (Code of Federal Regulations, 1978). The new regulations required practically all active work areas in underground mines to be sampled at least once every 2 weeks, with many areas requiring weekly sampling. BACKGROUND AND PROJECT DESCRIPTION A 16.5 kt per day underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. Small scale underground mining first began in 1920 and large scale open-pit mining was initiated in 1965, but because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first production is scheduled for 1983. Full production of 9 Gg of molybdenum per year will be reached in 1984. Access to the mine will be through a service shaft, development shaft, and a conveyor decline. 'The service shaft, 7.3 m in diameter and 396 m deep, will be used for personnel, supplies, development muck, and fresh air intake. It will be equipped with a large, double-deck man and material cage. A double-drum hoist will be used for cage hoisting and will handle up to a 27-t load in balance with a counterweight. Development muck will be loaded into skips in balance and a single-drum auxiliary hoist will provide secondary access. The 396-m-deep, 4.3-m-diameter development shaft will be used for initial mine development, mine exhaust air, and a slick line pass for concrete entering the mine. The development shaft is located 400 m north of the service shaft. Run-of-mine ore will be transported from one of two 1.4-kt storage pockets by a 1.2-m-wide conveyor belt located in the 10°, 1980-m-long, 5.0-m-wide, and 4.6-m-high decline. The decline conveyor belt has a centerline length of 2229 m and a vertical rise of 363 m. It will be powered by four 448 kw motors driving a single drive pulley. There will be two 1.2 m transfer belts on the surface with centerline lengths of 322 m and 542 m. All three conveyor belts will be reinforced with steel cables. On the surface, in addition to the headframes and hoist houses for the two vertical shafts, a large maintenance shop, warehouse, compressor house, change house, main office building and timber framing building have been constructed.

In order to better understand the relation- ship of underground and surface oil shale processing systems, a block flow chart is presented in Fig. I. From this figure only modified in-situ and Room and Pillar underground mining are currently committed and into the Detailed Design and Construction phases. Figure II illustrates the times required (Federal land site) to bring oil shale operation into production. As this example shows, only those companies having progressed beyond the exploration stage have a chance to obtain oil shale production within the next 10 years. A more detailed breakdown of the oil shale development for those on private lands or having already obtained Federal lease lands is shown in Fig. III for shale oil development (without major regulatory changes).

Groundwater freezing was used to stabilise 8m thick beds of saturated and weakly cemented sands at a depth of 170m, during driving of twin 1 in 4,5.2m o.d. circular drifts from the surface to the Coal Measures through 600m of Permo-Triassic strata. Instrumentation was installed during erection of the lining in frozen and unfrozen ground to measure ground and groundwater pressures on the lining and ground temperatures up to lm into the frozen ground. Observations showed that following thawing, effective lining stresses in the frozen zone were low, indicating minimum strata disturbance during freezing and subsequent machine excavation. Groundwater pressures were lower than expected.

Previous production at Spektakel was undertaken during the periods 1854 - 1888 and 1892 - 1901. During this period a total of 41,7 kt of ore grading 32% Cu was hand-sorted from 270 kt to 360 kt of ore mined. Initial open-pit mining was followed by underground mining, access being by means of an inclined shaft to the 85 fathom level. During the period 1946 - 1952 cement copper equivalent to 5,452 kt of blister was produced by leaching of oxidized ore. The Spektakel ore-body branches and coalesces both in plan and in cross-section which accounts for its remarkably complex configuration. Constituent rock-types are andesenite and various varieties of biotite diorite and of ?norite? (biotite-hypersthene diorite). Closely related spatially, and possibly genetically, but predating the above-mentioned basic rocks are bodies of biotite-bearing monzoritic rocks, locally termed shonkinita.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Conventional testing of crude kaolin ores emphasizes physical properties as they relate to end uses of kaolin products. This approach to evaluating crude ores does not reveal the basis of behavioral differences between typical coarse and fine kaolins from central Georgia. Optical and scanning electron microscopy in combination with XEDS have been employed to characterize both coarse Cretaceous and fine Tertiary kaolin in order to shed light on the reasons for the gross differences in their properties. Routine evaluation of various parameters was also carried out. Bulk densities were 1.48 g cc-l for the coarse clays and 1.53 g cc-1 for the fine clays. Surface areas were 15 m2 9-1 and 25 m2 9-1, respectively. Brookfield viscosities were low for the coarse clays at 70% solids, and high for the fine clays. The situation was reversed for Hercules viscosities. Sixty percent of the coarse clays had particles of less than 2 um and the fine clays had 90% less than 2 cm. Micrographs of thin sections prepared from blue-dyed epoxy-impregnated crude ores and of SEM fabric samples demonstrated vivid differences in texture. Cretaceous kaolins appeared to be completely recrystallized residual products of former aluminous sediments, while Tertiary kaolins retained their essentially sedimentary character. Differentiation of the coarse and fine kaolins is rapidly accomplished by both optical and scanning electron microscopy, and should be considered a valuable analytical technique in evaluating kaolin ores.

The Bureau of Mines investigated a hydrometallurgical procedure to recover Co, Ni, and Cu from an electrolytic zinc industrial copper filter cake. The copper filter cake is presently unmarketable or of low value because economic and environmentally acceptable processing technology is lacking. Research by the Bureau of Mines has developed a multistage process for recovering or recycling over 93 pct of the Zn, Cd, Cu, Co, and Ni from this material. The stages involved are (1) wet sizing, (2) H2S04 leaching of undersized material, (3) H2S04-Mn02 leaching of H2S04 leach residue, (4) selective precipitation of As, Cu, and Co-Ni products, and (5) precipitation of manganese for recycling to the leach circuit. The final process residue is only 1.6 wt-pct of the initial cake and consists of lead sulfate.

A mineral purvey of the Granite Chief RARE II area (A5-261), covering about 23,400 acres (9,470 ha) of Tahoe National Forest and the Like Tahoe Management Unit, was conducted by the U.S. Bureau of Mines and the U.S. Geological Survey in 1979 and 1980 (fig. 1). The investigation by the Bureau of Mines indicates that the area has a low potential for mineral resources. Samples taken from prospect pits and favorable outcrops indicate no minable quantities of precious or base metals. Placer deposits are too small and low grade to be considered a resource.
