"Noranda's Heath Steele Mine is located 35 miles north of Newcastle in northern New Brunswick. Blasthole open stoping with partial delayed filling is the major mining method in use. The selection of stope and pillar dimensions to ensure mine stability was originally subjective. This paper describes the progress made in attempting to rationalize design.One major feature is the fracture pattern. The main orebody now being mined, the B zone, has undergone five periods of folding and each period of folding developed a family of fracture planes which are axial planar to that particular fold pattern.The other major features considered are the calculated increase in stress due to mining and depth and its relationship to measured strain. Experience has shown that ground problems affecting production have usually originated in rib pillars. Field observations of ground deterioration and multi-wire extensometer measurements of strain are tabulated together chronologically for each pillar.A factor representing stress and a common plane of weakness are identified. Graphical analysis is used to determine the effect of the plane of weakness on a typical stress/strain curve and provides a base for the design of pillars."

Information will be provided on the economics and costs of various design alternatives, and how they can influence financial results of a particular project. Technical and economic factors that pertain to an actual operation, Freeport Indonesia, Incorporated's block caving mine in Indonesia, will be provided, and highlights of the planning, development and operation of this mine will be presented. The major thrust of the paper will be to emphasize the importance of good planning and to encourage economic analysis of various methods of layout and design.

At Jim Walter Resources Alabama coal property, the first of twelve projected longwall mining systems started to operate In March, 1979, at the No. 3 Mine. The second longwall started to mine adjacent to the original workings in June, 1980. At the end of 1980, 2 ½ panels had been extracted using the same basic ventilation plan. A single split of air ventilates each longwall panel with intake air traveling the headgate across the face to the tailgate where it is directed and controlled to a 1500 foot deep fan shaft specifically located to exhaust from the longwall area and the gobs associated with longwall extraction. The simplicity of the system makes it easy to understand, apply and control In a relatively gassy coal bed.

"This paper summarizes the optimum leach conditions for each Of several cobalt-containing arsenical feed materials, describes the solution treatment prior to purification of cobalt recovery, and discusses the plant operation on one feed as well as the treatment of effluents.IntroductionDuring the period 1962-1964, when the demand for uranium was low, Eldorado Mining and Refining Limited (Eldorado Nuclear Limited) made a decision to undertake a three-year diversification program. One area chosen in this program was that concerned with the processing of cobalt-nickel materials. Many such materials were evaluated over the three-year period, ranging from tailings, residues, ores, concentrates and speiss to metal scrap. Cobalt feed materials, on which much of the effort was concentrated, were those containing arsenic together with other metals such as silver, copper, nickel and iron. This paper describes the treatment of arsenic-bearing feed materials (ranging from 0.3 to 570/0 As) and the subsequent purification stages required before the separation and recovery of high-purity cobalt. Because of the current interest in treating cobalt ores, it seemed appropriate that the information on the treatment of various cobalt feeds should now be made available . Although a large amount of data were generated during the research and process development program, a complete scientific correlation and understanding could not be achieved. Nevertheless, the data may provide a guide to others involved in processing not only cobalt, but other arsenical ores."

The exact date of man's first use of coal is lost in antiquity. The discovery that certain black rock would burn was undoubtedly accidental and probably occurred independently and many times in the world over thousands of years. It is quite likely that these independent discoveries were made when primitive man chanced to build camp fires on exposed ledges of a black rock, then was amazed when it caught fire. The Chinese recorded the use of coal 1100 yearn before the Christian Era and from the Bible we learn that King Solomon was familiar with coal in what is now Syria. In Wales, there is evidence that the Bronze Age people used coal for funeral pyres, and it is known that the Romans used this fuel. There are other ancient references. So the knowledge that coal would burn, and even some uses of that knowledge, go back thousands of years. However, practical and consistent use of coal seems to date to England in the Middle Ages. COAL IN AMERICA In the Americas, there is evidence here and there of occasional use by the Indians. However, the first recorded discovery of coal, in what is now the US, was by French explorers, who reported an outcrop exposure on the Illinois River in 1679. Following this, other discoveries were made by French and British explorers, but the first recorded actual usage was in Virginia in 1702, where a French settler was granted permission to use coal for his forge. Earliest recorded commercial mining was in 1750, from the James River coaEeld near Richmond, VA, a deposit now abandoned. Besides local consumption from this field, shipments were made to Philadelphia, New Pork, and Boston. During the Revolution this coal was of impor- tance in the manufacture of shot and shell; so important, in fact, that the British sent an expedition in 1781 to destroy the iron works and

'Increased underground extraction of coal' was the theme selected for the 1981 mining vacation school, which was held at the University of the Witwatersrand in January and February. The response of the industry to the invitation to register was so good that three separate schools of one week each were arranged between 26th January and 13th February. In terms of the total number of delegates, some 225 actually attending, the school can be described as the most successful ever organized by the Institute.

Thiourea is a reagent capable of complexing gold and silver. With the proper oxidant, thiourea can effectively dissolve metallic gold and silver. A thiourea leaching system possesses potential advantages over conventional cyanidation including acidic solutions instead of alkaline, cationic complexes in contrast to metal-cyanide anionic complexes, and faster leaching rates with acidic solution of thiourea. Generally, the rate of metal dissolution in thiourea solutions is fastest when ferric ion is employed as an oxidant. Acidic thiourea solutions for certain applications could offer a nontoxic and noncorrosive option for processing gold and silver. This paper provides information regarding the fundamental chemistry of the acidic thiourea system, and reviews the dissolution of both silver and gold in acidic solutions of thiourea. The recovery of gold and silver from acidic thiourea solution is discussed.

In support of its goal to maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines has investigated a novel hydrometallurgical system with sulfur dioxide. Differential leaching with dissolved SO2 of manganese, nickel, and cobalt from their hydrous oxides was found to be very rapid and efficient--almost instantaneous and quantitative. In this method a given weight of mixed oxides previously ground to minus 200-mesh is slurried with a leach solution containing a specified quantity of dissolved SO2 for 10 minutes at room temperature and ambient pressure. An empirical leaching parameter, R, is defined as the ratio of the number of SO2 moles in the leaching solution to the weight of the metal oxide charge. Plots of the variation of metal extraction with the ratio R generate a series of sigmoidal-shaped curves, each of which is characteristic of a specific metal extraction. A threshold value of R is required to initiate the leaching of a given metal from the mixed oxides. Once this threshold is reached, the metal recovery can increase to more than 95 pct in very short times. For increasing values of R, the extractability of various metals by SO2 follows the order: Mn > Ni > Co >> Fe, Al, Cu. Differences in the threshold R values permit a variety of metal separations to be made simply by adjusting the quantity of SO2 in the contacting solution. Success in this leaching system depends upon comminuting the sea nodules to less than 0.149 mm (100-mesh). Above this critical size, leaching is slowed due to the inaccessibility of inner particle reacting groups to the SO2 leaching agent. This results in nonselective extraction and less extraction of preferred metal values. At or below 0.149 mm, leaching by SO, is possible with all its attributes of selectivity, sensitivity, and rapidity. Leaching with HC1 solutions of the same pH level as dissolved SO2 yielded mixed, slow, and incomplete metal extractions. This observation rules out any interpretation based on hydrogen ion as the leaching agent. The leaching curves resemble the complexometric titration curves of heavy metals with specific coordination species.

Furthermore, the coke combustion propert- ies are not always taken into account in current blast furnace operating practice with combined blast. A complex dimensionless parameter, which re- flects the properties of the interacting media, is the ratio of the kinetic energy of the hot, com- bined gas stream to the potential energy of the coke flow, burning at the tuyere in a gas of known composition. Statistical processing of experimental data on the extent of the raceway zone, obtained from literature and our own work on operational furnac- es, has led to a working formula of the following Form:

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). There are a number of mineral processing operations which produce at some point a stream of hot particulates. At today's energy prices it becomes important to recover the energy held in the hot particulates. Sometimes it is convenient to use gas, e.g. in air pre- heating, and this will be appropriate in some circumstances. There are cases where it would be very useful if energy in the hot processed particles could be exchanged to the cold feed solids. This can be achieved within appropriate limitations by countercurrent heat exchangers comprised of parallel channels which contain, alternately, fluidized solids of 'hot' and 'cold' streams respectively. A pilot- plant has been built. Some calculations relating to industrial application will be Presented.

"The main solution, ore and residue pulp streams in the Rio Algom Quirke I uranium mill at Elliot Lake have been sampled and analyzed for radium-226. Analysis of the ore and leached residues indicates that Ra-226 dissolves and precipitates within the first pachuca tank. A maximum of approximately 0.2% of the Ra-226 in the ore remains in solution during leaching.IntroductionConcern over the acid drainage and radionuclide dissolution problems associated with uranium tailings disposal sites in Canada has prompted investigation into methods for improving current uranium processing practice.Present commercial practice usually involves leaching of the uranium ore with sulphuric acid, ion-exchange separation of the uranyl sulphate complex from the leach liquor and"" precipitation of the uranium as yellowcake. Daughter products of U-238, such as Th-230, Pb-21O and Ra-226 remain with the tailings and undergo long-term dissolution.Table I summarizes the probable behaviour of the radionuclides during milling. The concern here is with Ra-226, because it will deposit in the bones if ingested and is ""thus considered a serious health hazard(1), Similarly, Po-218 and Bi-214, which are daughter products of Rn-222, can be retained in the lungs and are considered to be the principal sources of radiation dosage(2) arising from the inhalation of Rn-222. Previous investigations(3-9l indicate or imply that Ra-226 undergoes redistribution during milling. However, detailed published information on the behaviour of Ra-226 in the uranium milling process appears to be lacking. A knowledge of the behaviour of Ra-226 in uranium mills, particularly during leaching, could lead to improved methods for its control.This paper reports the occurrence of Ra-226 in the Rio Algom mill. The main objectives of the study were to determine (1) the distribution of Ra-226 within the solids, (2) at what point, and how rapidly, redistribution occurs and (3) whether there are high concentrations of Ra-226 in solution."

However, use of longwall systems during the past 10 years has increased much more slowly than was anticipated. Radon in the Environment Radon, as a natural nobel gas, can be detected nearly everywhere in the environment as a decay product of ubiquitous uranium. As it is emanated from soil and rocks measurable concentrations have been found at the surface of soils and in even higher concentrations in enclosed spaces like, for example, mines and buildings. While above soil surface activities caused by radon have been found in an order of magnitude of up to 1 pCi/l (Weigel, F. 1978), concentrations in enclosed spaces and mines are higher because of the lack of atmospheric circulation. Beside air circulation the relevant figure depends on the Ra226-concentration in the surrounding rocks or building material, as well as on emanation coefficient and the diffusion coefficient. While representative Rn222concentrations in well ventilated buildings are reported to be in an order of magnitude of 1 pCi/l maximum values up to one order of magnitude higher have been found in badly ventilated brick buildings (Ettenhuber, E., Lehmann, R., Clajus, P., 1978) (Aitken, J.H., et al., 1977). Just now it was stated that the reduced air circulation due to German legal regulations on energy conservation will increase radon exposure of the public considerably (Jacobi, W., 1979). Radon in Mines Radon exposure of workers is, of course, a matter of concern in uranium ore mines where relatively high concentrations of the uranium to be mined are present. Measures to protect workers' health have been implemented, based on experience on dose-effect relationship. They serve to meet exposure standards by limiting inhalation of radioactive particles, in reducing radon concentrations or in limiting working hours. Both improved measuring devices and capacity as well as the lower discrimination threshold enable to measure radon concentrations in other mines, e.g. in coal mines. It is known that radioactivity in coal is small compared with that in other minerals and even soil, rocks. Nevertheless, radioactive elements were identified in coal and so the question was whether the concentrations of radon in coal mines might be a subject of concern. The problems encountered when measuring radon in coal mines are described below, as the measuring device has to be flame proofed which is an important additional requirement. Measured radon concentrations in British coal mines have already been published (Duggan, M.J., Howell, D.M., Soilleux, P.J., 1968 (Dungey, C.J., Hore, J., Walter, M.D., 1978). The authors found concentrations of up to 14 pCi/l in Cornish mines. In most cases the values were in the order of 2 pCi/l. These results were consistent with measurements reported from U.S.-coal mines (Lucas, H.F., Gabrush, A.F., 1966). Such concentrations of radon were not considered to represent a hazard for British miners (Ogden, T.L., 1974). In Germany, too, first measurements have been carried out in five coal mines in the Saarland in the 60's. Air samples were taken at different places in the coal mines, dried, fed to an ionisation cell and measured by a device including reference cells. Samples taken at ventilated places showed radon concentrations consistent with the lower British results. They all kept within the standards of the first German regulation on protection against radiation. Measuring the radon daughters was renounced because of the relatively low radon concentrations and the requirements for flame proofness in coal mines. Moreover, it can be ascertained that because of the effective ventilation the disequilibrium factor between the decay products and the radon concentration remains far below the value of one (Muth, H., 1978) (Keller, G.). In 1979 the committee on mine safety and health protection in coal and other mines of the EEC proposed to have measured and evaluated radon concentrations in European coal mines to find out whether they complied with international standards. Great Britain and Germany agreed to this proposal and by commissioning such measurements to scientific institutes complied with the request to harmonize the methods used. In the Federal Republic of Germany, e.g. Westfälische Berggewerkschaftskasse (WBK) and Staatliches Materialprüfungsamt; Dortmund (MPA) were requested to carry out the measurements in coal mines of the Ruhr coalfield whereas Saarberg Interplan was responsible for the Saar coalfield. The WBK measurements are reported in later paragraphs.

The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. Reclamation of surface mined lands has two basic objectives: (1) the elimination or abatement of undesirable environmental conditions, and (2) the restoration of mined land to its former or more productive uses. This paper addresses some of the planning concepts and site factors that influence the selection of suitable land uses for surface mined lands. Three planning concepts included in the discussion are: (1) mine land planning, (2) comprehensive land use planning, and (3) environmental site planning. The site factors that will influence the selection of an appropriate land use have been grouped into three categories: (1) legal, (2) geographic, and (3) natural. The natural factors are further subdivided into three groupings: geomorphology, soils, and climate.

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s7 the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature; a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

Ground movements in the zone adjoining an active cave were measured at four sites in the San Manuel Mine. Measurements were made to detect extension and inclination, basic components of displacement, which can readily be duplicated by mine personnel using relatively simple equipment. The displacements demonstrated the development of a zone of strain relief surrounding the active cave, within which the ground tends to migrate toward the cave, and extension cracks develop tangential to the cave. This expansion of the ground surrounding an active cave can be exploited to promote future caving; it also creates special problems with respect to the design of an effective ground support system for mine openings in the production area.
