An integral part of the Brisbane Suburban Railway Electrification involved the relining, refurbishment and track lowering in the Roma Street, Brunswick Street and Gloucester Street double track tunnels. The design and the construction procedures had to satisfy the Queensland Railways electrification clearance and track standards and the requirements of maintaining track services through the tunnels during work. Refurbishing of the tunnel linings was carried out to extend the life of the tunnels.

Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

Introduction This papers describes some of the latest improvements that have been incorporated or planned by the Cleveland-Cliffs Iron Co. to reduce operating costs and improve pellet quality. The Cleveland-Cliffs Iron Co. operates and manages mining, beneficiation, and pelletizing operations in Michigan, Canada, and western Australia. This paper deals with the grate-kiln pelletizing operations at Republic, Humboldt, Tilden, Empire, and Pioneer in Michigan, and the Adams and Sherman in Ontario, Canada. Table I characterizes each operation in regard to location, ore type, pellet capacity and date that pellets were first produced. All of the operations with the exception of Pioneer and Tilden, utilize downdraft-two-pass grate cycles of drying followed by preheating. Pioneer utilizes an all-downdraft, three-pass grate cycle which consists of three drying zones followed by the preheat zone. The Pioneer and Tilden cycles have been described previously (Lindroos and Koski, 1966; Villar and Dawe, 1975; Koski, 1977). Tilden utilizes a three-pass grate cycle with a stage of updraft drying, followed by two downdraft drying stages. Recuperation systems which supply hot gases to a drying zone from second stage cooling were designed and fur¬nished for Tilden I. Tilden II will be identical. Empire IV will also be furnished with a recuperation system. The Adams grate¬kiln system was retrofitted with a recuperation system. This paper will summarize some of the efforts that are in effect or planned for grate-kiln pelletizing systems to: (1) reduce operating and maintenance costs, (2) reduce energy requirements, (3) improve product quality, and (4) meet environmental standards.

The function of a process mineralogist in the operation of a copper mine and plant is to assist in the identification and classification of the operation's main throughput. These include ore, concentrates, slag and matte, and to a lesser extent, refined products. In addition, a number of other products not normally thought of in association with mineralogy are examined. These include scales from submersible pumps, failed boiler tubes, acid plant, and shaft furnace; characterization of inclusions in failed compressor gear teeth as well as in copper rod; and flue dusts from a smelter, air transported particulates and coatings on passive copper anodes in the refinery. Techniques and equipment required for these studies include simple hand magnets to the high intensity Isodynamic separator, visual examination to electron microscopes, x-ray equipment, DTA, IR, heavy liquid separation, and contracted services of custom laboratories. Several examined products from Magma Copper Company have been selected to illustrate the range of techniques and equipment required by a process mineralogist.

Lower the respirable dust exposure of longwall shearer operators by use of a modified head to tail cutting sequence. Approach Modify the cutting sequence of double-drum shearer operations cutting unidirectionally head to tail, so that the tailgate drum is used to mine the entire coal face except when cutting out at the head. This approach would place the primary dust generating source, the cutting action of the drum, on the return air side of both shearer operators. How It Works Currently, 75% of the double-drum shearers in operation employ a unidirectional cutting sequence. On half of these operations, the primary cut is taken as the shearer travels from the headgate to tailgate ends of the face, with roof support to be advanced on the intake air side of the shearer. Typically, the leading (tailgate) drum is taking a full cut during the head to tail pass and the trailing (headgate) drum is cutting bottom coal. In this mode of operation, the dust generated by the trailing (headgate) drum can spread out into the walkway, and increase the respirable dust exposure of both head and taildrum operators. As an alternative, if the trailing drum is "free wheeling" or cutting minimal coal during the head to tail cut, and bottom coal taken by the tailgate drum during the tail to head clean-up pass, both operators are able to work on the intake air side of the primary dust generating source (drum) except when cutting out at the head. This modified cutting sequence would save wear on the conveyor and help to eliminate overloads, as well as reduce the respirable dust exposure of both shearer operators. This modifcation is only applicable to long-wail operations currently cutting unidirectional head to tail, and to those operations where this unidirectional cut would not produce operating constraints.

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

INTRODUCTION The Washington Metropolitan Area Transit Authority's (WMATA's) rapid transit system, Metro, ultimately will comprise 162.5 km (101 miles) of line divided among 10 routes. As shown in Figure 1, about 24 km (15 miles) of the system will consist of mined rock tunnels distributed along the A, B, C and K Routes. The structural construction contracts for all of the A, C and K Route rock tunnels are complete and trains are running in about one-third of them. A contract for construction of rock tunnel section B-9, the southernmost third of the B Route, was awarded on June 27, 1980. The final design of Sections B-10 and B-lla, the remainder of the rock tunnel portions of the B Route and the Metro system, are well advanced and should be under con¬struction by 1982. Of Metro's 87 stations, 11 will have been constructed by mining in solid rock, a not inconsiderable achievement, since each structure must be over 183 m (600 feet) long, wide enough to accommodate two trains and one or two passenger platforms, and high enough to achieve a stable arching action without encumbering columns. With the passage of years, some original priorities have been reordered, and ways have been sought to streamline and simplify this most complex of Metro structures without grossly violating the architectural standards that make it unique. This paper will summarize that search, and describe the design and construction aspects of the resulting product, the dual chamber rock tunnel station.

INTRODUCTION This paper describes the use of a shield and compressed air for construction of a short section of a pair of twin single-track tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system. Although only two blocks long, this section posed the greatest difficulties to both engineers and contractors, and is the most expensive section of line construction on the MARTA system. All this derives directly from its setting--these tunnels had to be constructed through mixed-face conditions. SETTING The Broad Street tunnels form a link between the Peachtree Center and Five Points Stations, in the heart of Atlanta's central business district (Figure 1). Peachtree Center sits atop a solid rock ridge, which inspired the design of a deep rock-mined station, as described in the 1979 RETC. Five Points Station is MARTA's hub--the intersection of the system's two main branches. It is located in the old railroad gulch, a filled-in erosional valley at the base of Peachtree Ridge, and was constructed by open-cut methods. The alignment and profile of the Broad Street tunnels were closely constrained by these two adjacent anchors, and in the six-block stretch between them there was very little room for maneuvering. Since the rock ridge petered out about in the middle of the section, it was evident at the outset that there would be about two blocks of rock tunneling at the north end, two blocks of soft ground construction at the south, and two blocks of mixed-face in between. It is this central two-block section that is the focus of this paper.

Replacing the former Mineral Exploration Assistance Program (MEAP) and also the assistance formerly provided to the mining sector under the Small Business Development Corporations Act, the new Ontario Mineral Exploration Program (OMEP) promises to offer a valuable benefit to certain eligible applicants.Unfortunately, the program is not without its shortcomings: the eligibility for grants or tax credits under the program is comparatively restrictive, and an October 1980 federal budget provision to amend income tax legislation would blunt some of the originally intended attractiveness of the grants and credits.IntroductionIn his budget of April 22, 1980, Ontario Treasurer Frank Miller introduced a new incentive program to encourage mineral exploration in the province.The Ontario Mineral Exploration Program (OMEP) replaces the Mineral Exploration Assistance Program (MEAP), which will be phased out by March 31, 1981. Exploration programs approved under MEAP will continue to qualify for incentives under that program, but will not qualify for OMEP."

The Bureau sees potential in this particular effort for reducing accidents and injuries, improving worker satisfaction and health, and increasing productivity.

The Kayford, Boone and Nicholas Division of Bethlehem Mines Corporation operates a modern coal preparation plant in Van, West Virginia. Since the start-up of the Van Plant in 1976 until the summer of 1980, the refuse handling system proved to be a costly maintenance problem and a material handling bottleneck. During the 1980 two-week miner's vacation the original system, which included two screw conveyors and a drag conveyor, was replaced by an installation utilizing two Flexowall steep angle belt conveyors. This paper describes the technical and economic analysis that led to the new installation and reviews its first year operating performance. The Van facility is a heavy media plant designed to handle 127 mm x 0 raw metallurgical quality coal from the Powellton seam at a maximum feed rate of 590 TPH (metric tons per hour). Depending on mining conditions, the clean coal recovery rate averages between 50 and 65%. The plant is set up with three types of cleaning circuits. Coarse material (127 mm x 12 mm) is cleaned in heavy media baths. Intermediate size material (12 mm x .5 mm) is cleaned in heavy media cyclones. Fine coal (.5 mm x 0) is cleaned in a hydrocyclone1 froth flotation circuit.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSS systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

With the ever increasing consumption of mineral commodities, the vital question is not whether sufficient mineral quantities will be available, but rather can the known existing low grade resources be mined economically. Conventional conveyor systems are being used in some open pit mines to decrease haulage costs. n an effort, to take this concept one stop further, this contract study examines the use of a high angle conveying system in an open pit mine. It identifies available high angle conveying equipment and examines the haulage and crushing costs associated with both a conventional truck and shovel mining operation and a high angle conveyor operation. These costs analyses were performed on a hypothetical copper, taconite and phosphate mine. Information was gathered from a series of high angle conveying equipment and open pit mining operations in the U.S. Volume I includes a detailed review of the state-of-the-art in high angle conveying concepts, the, hypothetical mine development, and the cost analyses. Volume II includes the appendices.

The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb the earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled. ACTIVE SURFACE MINING OPERATIONS Mining by surface methods includes rock quarries; sand and gravel pits; huge open pits to extract iron, copper, phosphate, and other ores; and coal mining. Production of coal by surface methods is now approaching 408.2 Mt/a (450 million stpy), amounting to almost 60% of the total coal output. Surface coal mining can be classified into the following five broad categories : Open-pit mining is practiced where coalbeds are extremely thick, as in some western states, or where coalbeds are sharply pitching, as in the anthracite region of the eastern United States. An investigation was made to determine the mechanical properties of oil shale at elevated temperatures and confining pressures, the thermal properties at elevated temperatures, and to provide mathematical models for mine design for in situ oil shale retorting. A review of current activity in in situ retorting is included with a comprehensive list of references. Tests were run at temperatures from 20°C to 500°C and confining pressures to 1500 psi with shale of 10 to 30 gallons per ton. A major loss of strength occured in heating 140°C with a partial regain from 380°C to 500°C. Higher grade shale had lower compressive strength. Elastic properties showed large variations. Brazilian tensile strength showed a similar temperature sensitivity as the compressive strength. Equations were developed for each property in terms of grade, temperature and pressure. Thermal, electrical and acoustical properties showed anomalies through the temperature range. Creep is a major factor in overall deformation of heated shale. Oil shale was found to be an excellent insulator. Loss of pillar support area at 800 hours of heating would be about 10 percent. Good correlation was found between a finite element model using the developed properties and an in situ heater test.

Changes in the 1980 quantity and value of the sales of various natural abrasives, compared with the data for 1979, were of a mixed nature. Output of garnet and special silica stone products increased in both tonnage and value during the year, while emery and tripoli-type materials production decreased in both tonnage and value. The reported quantity and value of sales of manufactured abrasive material-fused alumina and alumina-zirconia, silicon car-bidet and metallic iron and steel shot and grit-also decreased for 1980. Generally speaking, Australia's reserves of its more important minerals (in terms of export earnings) are adequate to sustain forecast rates of production to the year 2000. The rate of forecast production increases of these commodities (aluminium - whether as bauxite, alumina or metal, black coal, iron ore and ferro-alloy minerals, base metals, tin, uranium, and mineral sands) reflects a well- ordered and sustained growth phase of Australia's mineral industry.

As the demand for most industrial minerals on the world market continues to climb, educational institutions maintain traditional policy in emphasizing chiefly metallic ore deposits and energy resources in addition to the general disciplines. In spite of their increasing importance, few universities exhibit great depth with respect to industrial minerals courses due to the shortage of specialized faculty in a category this broad. As new ideas are formulated and technological advances are developed in the field of industrial minerals, the classroom still exists as a student's primary source of information. This opportunity to give today's students the benefit of modern developements has not been utilized to its utmost potential.
