In the process of mining coal today, our greatest asset, the coal miner, is faced with the indirect and direct consequence of underground mining operations. The indirect considerations may be the rank of the coal seam, the amount of overburden, geological factors, seam permeability and cracks. The introduction of newer, bigger and faster coal-producing face equipment having the capability to cut or rip through the bedding planes, cleats and micropores of the coal seam brings about rapid liberation of gas accompanied by greater concentrations of coal dust, has exerted a direct consideration and greater demand upon mine ventilation systems and dust control. The purpose of mine ventilation is to provide sufficient pure air to the miners working underground and to dilute, render harmless, and carry away all the dangerous and noxious gases. The mining operations which create coal dust are cod cutting, drilling, blasting, loading, hauling, dumping and movement of face equipment. The created fine dust causes the propagation of explosions. When quantities of coal dust with no methane present are raked in a sufficiently dense cloud in the presence of a source of ignition, an explosion is possible.

The advantages to be gained from the use of a high-density ion-exchange resin in a uranium recovery circuit are shown. It is concluded that, in existing fluidized-bed plants, the throughput of solution can be increased by up to 40 per cent at the same uranium recovery. Alternatively, the values in the barren solution can be improved at the same flow-rate of solution.

Outbursts of coal and gas are coupled both in their nature and mechanism and take place under varied sets of physical and geological conditions. The main interacting factors are geology and seam structure, seam gas composition and pressure and strata stress. By pre-draining the seam gas in advance of workings one of the factors contributing to outbursts is removed. One method of pre- draining gas from the coal seam or from areas of geological disturbance is to drill long horizontal holes in the coal seam. The technology to drill horizontal holes up to 600 m in the coal seam is now available by hydraulic control of the rotation and thrust on the drill bit and accurate survey methods to determine the vertical and horizontal position of the drill bit.

The economics of recovering slimes by gravity concentration, except in a few highly specialized cases, was hampered by the lack of suit- able high capacity equipment. However, in the last decade increasing cost of power and reagents, coupled with the development of high capacity units, has led to a reappraisal of the benefits of slime gravity concentration. This paper seeks to analyze the merits of gravity concentration, and the constraints placed upon it by the laws of motion. It traces the recent developments of unit processes, and their application to a wide range of minerals. The economics of gravity concentration are also discussed.

1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. "A computer-based drill core logging system used to examine computer-based drill core logging system used to examine copper mineralization hosted in volcaniclastic rocks at the Sustut deposit, in north-central British Columbia, has many advantages over conventional logging. A relatively simple format for recording geological information allows complex, but significant, geologic parameters to be recorded consistently, accurately and quickly. This allows graphical presentations and statistical interpretation of the data that lead to rapid and detailed analyses of the control and distribution of copper mineralization at the Sustut deposit.Ore mineralization is concentrated in lens-shaped bodies and is zoned from native copper cores through chalcocite, bornite and chalcopyrite to a margin containing pyrite. Chalcocite, the principal mineral, occurs mainly in volcaniclastic agglomerate characterized by a specific grain size, a narrow range of matrix and fragment proportions, and a specific sorting.IntroductionWe report here a case history of the practical application of a detailed computer-based drill core logging system applied to the Sustut copper deposit of Falconbridge Nickel Mines Ltd. The Sustut deposit, containing a few tens of millions of tons of ore grading slightly more than one per cent copper (Church, 1975), is in north-central British Columbia about 875 km north of Vancouver. The deposit is contained in volcaniclastic sedimentary rocks of the Upper Triassic Moosevale Formation, which is within the upper part of the Takla Group (Monger and Church, 1977) of basic volcanic and associated sedimentary rocks. Takla rocks occur along the eastern fringe of the Intermontane Belt in the Canadian Cordillera (Sutherland Brown et al., 1971). The deposit consists of concentrations of copper sulphides, native copper and pyrite within pods and lenses parallel to bedding in the host sedimentary rocks. These sheet-like deposits exhibit a mineral zoning from pyrite at the fringes successively through chalcopyrite, bornite and chalcocite to native copper at the core (Wilton, 1978; Wilton and Sinclair, 1979)."

In this paper various formulae are developed which can be used to estimate stream flow rates or weight ratios given information on the stream components. The type and level of experimental error present in the stream component analyses does have an important bearing on the numerical values (and reliability) of the weight ratios calculated by the various formulae. A simple but theoretically sound method is shown for selecting appropriate estimation formulae for any given engineering operation. The derived formulae are applied to sets of experimental classification data for illustration purposes.

During a research period lasting over three years, a vast number of seismograms were collected and analyzed. From this data, other than obtaining a host of new information pertaining to the effects of surface mine blast on underground mines, it was found that by mounting seismograph velocity transducers at the center of crosscuts in underground mines, seismograms can be obtained which give fairly accurate information about the maximum levels of vibration, and the associated Of stresses and strains, misfiring of blast holes, delay accuracy and delay overlap. The technique of analysis is a simple one; it involves matching of the frequency of wave or wave groups with the shot card information such as rows of holes, number of holes and the cumulative milliseconds of delays used in the blast holes. Any discrepancy that might exist between the frequency of waves and the expected cumulative millisecond delay for a given row or hole eventually will show up as a mismatch in the analysis. This simple technique enables the seismographer to be involved not only in the monitoring of blast peak vibration, but also in making recommendations as to the choice of millisecond delays, reducing the possibility of delay overlaps and reducing the hazards of blast hole cutoffs.

"The Conservative Government 's budget proposals brought forward on December 11, 1979 have been withdrawn, but they are far from dead. On the contrary, a number of those budget proposals, especially the ones which would close loopholes and result in other technical changes being made to the Income Tax Act, should be considered to be alive and well.It is not unreasonable to expect the next government, of whatever political persuasion, to reintroduce many of these technical changes in the next federal budget. For that reason, last December's budget may have offered an interesting preview of what the mining industry and other taxpayers can expect in 1980. It is quite possible that some of these changes may be effective as of the original dates announced in the withdrawn budget proposals.This month, ""Tax Notes"" reviews the main pro visions of Mr. Crosbie's December, 1979 budget, with a primary focus on the changes that would have affected the resource sector.It must be emphasized that all of the budget proposals discussed herein have been withdrawn, that none of them are law and that any actual changes in our tax rules will have to be dealt with by the new Parliament that will be assembled following the February 18 election. December 1979budget withdrawnThe federal budget proposals brought forward by Finance Minister John Crosbie on December II, 1979 were withdrawn as a result of the defeat of the Conservative Government on a motion of non-confidence in the House of Commons on December 13. However, it appears quite possible that at least some of the proposals may be introduced into Parliament at a future date, possibly with retroactive effect.In a press release issued by the Department of Finance, Finance Minister John Crosbie stated that if the Conservative Government is returned to power, it will reintroduce all of the measures contained in his December II budget.Mr. Crosbie stated that all of the income tax measures contained in the budget would be reintroduced, effective on the dates indicated in the Notice of Ways and Means Motion tabled on December II. Some of the more important measures in December II budget, and their effective dates as indicated in the Notice of Ways and Means Motion, are discussed below.The December budget had also introduced or increased excise taxes or duties on gasoline, wines, cosmetics and photofinishing. If the Conservative party is re-elected, these measures will be reintroduced with prospective effect (i.e . effective as of new dates to be announced in the new budget)."

As part of its mission to assure the maximum recovery and use of the Nation's mineral resources, the Bureau of Mines, investigated an improved procedure for producing rare earth-silicon alloys. For example, a charge consisting of 681 grams of mixed rare-earth oxides, 309 grams of ferrosilicon (75 wt-pct Si), and 182 grams of aluminum metal along with a flux consisting of 681 grams of CaO and 45 grams of MgO was reacted at 1,500° C in an induction furnace. Good slag-metal separation was achieved. The alloy product contained, in weight-percent, 53 RE, 28 Si, 11 Fe, and 4 Al with a rare earch recovery of 80 pct. In current industrial practice rare earth recoveries are usually about 60 pct in alloy products that contain approximately 30 wt-pct each of rare earths and silicon. Metallurgical evaluations showed the alloys prepared in this investigation to be as effective in controlling the detrimental effect of sulfur in steel and cast iron as the commercial rare earth-silicon-iron alloys presently used in the steel industry.

INTRODUCTION TO SAMPLING THEORY Before specifically discussing mineral sampling and sampling procedures, let us briefly consider broader and more universal concepts of modem sampling theory. A sample is de- fined as a representative part or a single item from a larger whole, being drawn for purpose of inspection or shown as evidence of quality. In modem theory the sample is a part of a statistical population whose properties are studied to gain information about the whole. The theory of sampling is built around the concept that if enough representative units of a larger overall population are selected without bias, the average value of the units will approximate that of the total population. Modem theory attempts to answer the question of how many samples are enough, given certain limits and constraints, and seeks to apply methods of sample selection and of estimation that provide, at the lowest possible cost, estimates that are precise enough for the purposes at issue. In order to meet these objectives the designer of a sample survey must rely heavily upon statistical theory. Statistics has been defined as the collection, presentation, analysis, and interpretation of numerical data. Statistical methods are primarily concerned with making valid inferences about a population based upon samples taken from the population. For most statistical applications, the total sample is in terms of number of items, attributes, or things; whereas mineral samples are usually in terms of weight or volume of mineral particles. Certain steps are involved in a well designed sample survey without regard to the particular field of application. Because the desired characteristics of an unmined mineral deposit can- not be known other than by sampling, we will consider these principle steps in terms of a mineral sample survey: 1) Clear definition of the objectives of the survey. In the case of mineral sampling this step is so apparent as to be almost ridiculous. However, it is surprising how often the overall objective of a sampling program is overlooked when decisions are made on a day-today basis. 2) Definition of the population to be sampled. The word population is used to designate the aggregate from which the sample is chosen. A sampling program may be designed to determine the grade of a single stope within a mine, the grade of a particular zone within a complex ore body, or the total value and extent of a mineral deposit. Since 1882, world zinc production has increased. In contrast, United States zinc production rose until about 1915, but since then has remained nearly constant, with a slight tendency to decrease. Production from the Tri-State district, the largest early source of zinc in the United States, has gone down steadily; this decline has been balanced by a growth in the rate of other districts. These changes in United States production are due to economic, not geological, factors. Recent exploration has located large mineable ore bodies; additional deposits will undoubtedly be found in the strata-bound carbonate rock and volcanogenic environments. A statistical analysis of the exploration effort in the Middle Tennessee district indicates that new discoveries can be expected there. Thus, the United States is in an early stage of the production cycle for zinc. Of major mining districts in the United States, only the Tri-State is exhausted under current economic conditions; large zinc resources of low-grade material, which would repay mining at higher prices or improved technology, are known to exist in that district.

Resistivity tests indicated that, at temperatures lower than 1450°C, reducing agents alone, as well as burdens consisting of high-carbon ferrochromium and reducing agents, exhibit wide differences in resistivity. These differences are less pronounced at elevated temperatures. The resistivity of a reducing agent and the volume fraction it occupies are important factors controlling the resistivity of burdens of high-carbon ferrochromium. A mathematical model is formulated to describe the dependence of the resistivity of mixtures of conducting and insulating particles on the particle sizes and the volume fraction occupied by the conducting phase. The resistivity of burdens of high-carbon ferrochromium is high if the particle size of the reducing agent is larger than that of the other components of the burden. A number of reducing agents showed small variations in their reactivity towards chromite ore in the solid state. However, with chromite ore in the liquid state, reduction proceeded more rapidly with reducing agents occupying larger volume fractions. During the smelting of manganese ore, high initial rates of reduction were observed for reducing agents that had a high reactivity towards carbon dioxide and a high content of volatile matter, and that occupied a large volume fraction. High liq'uid-state reactivities were observed for reducing agents occupying a large volume fraction and having a Iow degree of graphitization.

Mineral deposits in New Zealand whose origin can be ascribed to primary magmatic segregations are associated with mafic-ultramafic complexes related to two orogenic episodes which took place during Palaeozoic and Mesozoic times. These mafic-ultramafic complexes are essentially of two types. One is ophiolitic and has podiform chromite mineralisation presumably formed below a spreading ridge. The other type occurs as intraplate layered intrusions in which Fe-Cu-Ni sulphides and Fe-Ti-V oxides have formed as a result of liquid immiscibility with the host magma, and have subsequently accumulated by gravity means. Generalised descriptions are given for some deposits in NW Nelson, Fiordland and Marlborough districts.

"The Kidd Creek concentrator is located twenty-six kilometres east of Timmins, Ontario, within a metallurgical complex including a 109,000 MTPY zinc plant and a new 59,000 MTPY copper smelter and refinery. A complement of 159 persons is employed in the operation of the concentrator.Ore from the Kidd Creek Mine is crushed underground to minus 15. 0 cm, then transported twenty-seven kilometres by rail 1:0 the concentrator. After being crushed to minus 1. 6 cm, the ore is further processed by grinding and flotation.The concentrator commenced operations in November of 1966 at a designed capacity of 8,200 MTPD. Two parallel flotation and grinding circuits treated copper-zinc ore (2.28% Cu, 5.63% Zn) and a third treated silver-copper-lead-zinc ore (230 g/MT Ag; 0.57% Cu, 0.88% Pb, 7.89% Zn).By 1975, the concentrator was treating 9,100 MTPD of ore. Seven concentrates were being produced, namely, high silve1: copper, low silver copper, lead, low silver zinc, high silver zinc, pyrite and tin.Planned minesite expansion to a second underground mine required increased concentrator throughput. Expansion of the concentrator enabling a thirty-three percent increase in copper-zinc ore throughput occurred during the period 1975 through 1978. This expansion included increased load-in capacity, major redesign in the crusher house, the addition of a fourth grinding and flotation circuit, the building of a fourth dryer, and numerous expansions of services."

The importance of coal as a major source of energy used by the steel industry has been increasing due to the gradual changeover from steel- making by the open hearth process to steelmaking by the basic oxygen process. Since the production of steel by the BOF process increases the demand for hot metal, there is a growing need to ensure the supply of coke required for the production of hot metal. Coal used for cokemaking has become, therefore, an increasingly important raw material for the steel industry in recent years. Our current projections indicate that coal will be the source of 71% of the total energy requirements of Inland Steel Company in 1985. As a result of the energy shortages of the last few years, various conservation programs have been initiated by the steel industry to reduce the consumption rate of fuel. The efforts to conserve energy have been successful to a great extent due to the rapid advances made in the technology of ironmaking that facilitated gradual reductions in the quantity of coke used per ton of hot metal produced in the blast furnaces. The decrease in the consumption rate of coke was made possible by the use of improved raw materials, such as iron ore pellets and fluxed agglomerates, the operation with high blast temperatures, the injection of auxiliary fuels, and the enrichment of the blast with oxygen. It is expected that additional reductions in the fuel consumption rate will be possible in the ironmaking operations of the large blast furnaces that are being equipped with facilities for proper burden distribution and for operation with higher blast temperatures at high top pressure. The purpose of this paper is to show the effects of coke quality on the production of BOF steel. The importance of coke quality will be pointed out by discussing the effects of the physical strength of coke on both the blast furnace productivity and the steelmaking operations of an integrated steel plant, such as Inland Stee1 Company.

TO measure high temperature properties of blast furnace burdens ( the change of gas permeability accompanied by contraction, soft- ening and melting ) which govern the gas flow and its distribution, a series of experiments were carried out under simulated blast furnace conditions, using sinter, acid pellets and self -fluxing pellets. 1) The high temperature properties are affected by the ore's reducibility ( up to 1000 -1200¦C ), and the composition, and volume of gangue before reduction. Generally, the burde- ns with high basicity ( Ca0/Si02 ), high reduc- ibility and low volume of gangue have good high temperature properties. Good high temperature properties are : a high temperature at which the gas permeability rapidly decreases, a high melting point and a low maximum pressure drop. 2) Using acid pellets, slow-down of red- uction rate occurs around 1000¦C because the pellet forms a dense metallic shell, while its slag core, resulting from a FeO, Si02 and A1203 reaction, has a lower melting point. 3) The addition of MgO sources improves high temperature properties both of sinter and Pellets.

The department of the Interior is a federation or holding company of several fiercely independent bureaus which have either jurisdiction or expertise - or both - in a wide range of environmental fields. Each bureau is an advocate for its own concerns and an enforcer of its own mandates. This can be confusing to the company operating in the field. I will try to explain our concerns, help you see where we are "coming from," and give you some insight as to how we can help you. Other speakers have stressed the environmental concerns and site selection factors for uranium wastes so I will focus on the concerns of the Department of the Interior and some of the assistance we can give you in this area People are more aware and more concerned about environmental factors now than they used to be. Thus the past decade has brought about an evolution in both siting and design of uranium mill tailings ponds. Site selection criteria used to be simple - find a tract of land as near to the ore supply as possible with enough space and suitable topography for the expected volume of wastes. Site selections in the past have left a legacy of problems to be corrected - radioactive wastes on stream banks and in floodplains, mill wastes in and near established communities, and unprotected wastes subject to constant erosion. This is no longer acceptable environmentally or socially to a newly aware and concerned public. (Series of 30-35 slides showing uranium mine and mill wastes in Western United States. INTRODUCTION A technique is needed to apply the flotation method successfully to apply the flotation method successfully to low grade and complex ore bearing hard-to-float oxide minerals. Thus it is necessary to find a new selective, powerful collector or to develop a new flotation process. Some attempts to use two or more kinds of collectors combined in flotation have been made but the principle of the reaction between the collectors used and the surface of mineral as well as the effect of combined collectors on flotation has not yet been fully understood. As part of the study on the improvement of selective collection in flotation, we have been investigating the flotation of minerals using two kinds of organic reagents, one of which is a conventional collector. We found xanthates were able to adsorb even onto the surface of oxide mineral, with the help of another organic reagent, e.g. a chelate compound (1). Furthermore, a notable effect of combined reagents such as the xanthate-amino acid combination (2) was found on the reagent adsorption phenomena and the collection phenomena, depending on the combination of reagents. The present study was carried out to clarify the effects of adding two kinds of collectors to the collection of mineral in flotation in the following two cases: (1) joint use of xanthate and di-alkyl dithiophosphate for galena collection and (2) joint use of a cationic collector with xanthate for scheelite collection.
