The Bureau of Mines studied blast-produced ground vibration from surface mining to assess its damage and annoyance potential, and to determine safe levels and appropriate measurement techniques. Direct measurements were made of ground-vibration-produced structure responses and damage in 76 homes for 219 production blasts. These results were combined with damage data from nine other blasting studies, including the three analyzed previously for Bureau of Mines Bulletin 656. Save levels of ground vibration from blasting range from 0.5 to 2.0 in/sec peak particle velocity for residential-type structures. The damage threshold values are functions of the frequencies of the vibration transmitted into the residences and the types of construction. Particularly serious are the low-frequency vibrations that exist in soft foundation materials and/or result from long blast-to-residence distances. These vibrations produce not only structure resonances (4 to 12 Hz for whole structures and 10 to 25 Hz for mid walls) but also excessive levels of displacement and strain. Threshold damage was defined as the occurrence of cosmetic damage; that is, the most superficial interior cracking of the type that develops in all homes independent of blasting. Homes with plastered interior walls are more susceptible to blast-produced cracking then modern gypsum wallboard; the latter are adequately protected by a minimum particle velocity of approximately 0.75 in/ sec for frequencies below 40 Hz. Structure response amplification factors were measured; typical values were 1.5 for structures as a whole (racking) and 4 for midwalls, at their respective resonance frequencies. For blast vibrations above 40 Hz, all amplification factors for frame residential structures were less than unity. The human response and annoyance problem from ground vibration is aggravated by wall rattling, secondary noises, and the presence of airblast. Approximately 5 to 10 pct of the neighbors will judge peak particle velocity levels of 0.5 to 0.75 in/sec as "less than acceptable" (i.e., unacceptable) based on direct reactions to the vibration. Even lower levels cause psychological response problems, and thus social, economic, and public relations factors become critical for continued blasting.

The above paper gives a fair amount of information and is a useful addition to the literature on a subject of growing importance. I believe that more experimental results could have been given, together with more details of the modifications made to the plant that enabled it to operate with the success mentioned in the paper. One important omission is a definition of the word fines. As pointed out elsewhere!, this word is used very loosely.

INTRODUCTION The meaning of cash flow has already been defined as after-tax earnings available for use by the corporation or business. It is therefore apparent that a significant part of mineral economic evaluation is concerned with correct and accurate computation of taxable income under existing tax laws, and the proper treatment of tax allowances and deductions. The various methods of depreciation, depletion, and amortization are all means whereby the investor can earn back or recover, before taxes are imposed, the investments made for purposes of doing business or for the production of income. Each of these three types of tax deduction are applied to different investment items such as property, equipment, buildings, research, etc. The cost of buildings, equipment, machinery, and transportation equipment are representative of capitalized business costs that must be recovered by depreciation over the life of the asset. The property investment costs of acquiring natural resources such as minerals, oil and gas, and standing timber are examples of investment costs that may be recovered by depletion. Several other capitalized business costs, such as research expenses and trademark expenses, may be recovered by amortization. The term "capitalized" means that the in- vestment cost is not deducted as an operating expense in the year that it is incurred, but is spread out over a period of years through depreciation, depletion, or amortization deductions according to lawful schedules. Of course, any capitalized cost can only be deducted once. The other costs of doing business which are not capitalized, such as labor and operating costs, are said to be "expensed," i.e., they are written off for tax purposes in the year they occur. DEPRECIATION Depreciation, according to US tax law, is a deduction from taxable income permitted as a "reasonable allowance for the exhaustion, wear and tear of property out of its use or employment in a business." The original cost of the property is the usual basis for determining depreciation. Since depreciation write-off is applied over the useful life of the asset, the first step is to determine the estimated useful life or its allowable depreciable life. These two lives may or may not be the same. No average life is applicable to all types of depreciable assets under different conditions or in different types of business. It is the taxpayer's responsibility to determine the useful life of the asset according to his own operating conditions and experience, within the guidelines set by the US Internal Revenue Service (IRS). The Class Life Depreciation Range (ADR) System permits the taxpayer to choose from a range of depreciable lives at 20% below or above the present guideline life. The second step required in calculating depreciation is to determine an estimated salvage value for the asset. The salvage value is an estimate, made at the time of acquisition, of the amount of money which can be realized by the sale of the asset at the end of its useful life. The four depreciation methods most widely used in the US are: (1) the straight-line method, (2) the declining balance method (double declining balance), (3) sum of the years - digits method, and (4) units of production method. Straight-Line Depreciation Method The straight-line depreciation method is the simplest for calculating depreciation. The depreciation for each year is determined by subtracting the estimated salvage value from the first cost of the asset and dividing the result by the years of life. The method gives equal annual deduction over the depreciable life. Salvage value equal to or less than 10% of the first cost may be ignored. [first cost - salvage Straight line = years of life ] Declining Balance Depreciation Method Declining balance depreciation, or double declining balance (DDB) as most frequently applied, is used for accelerating depreciation in the early years of the asset and is the fastest depreciation method allowed by the US Internal Revenue Service. This report presents a design and cost investigation for several alternative versions of a field-worthy mining machine-mounted respirable dust monitor. Three main design variations are considered: (a) light scattering sensing, (b) Beta-filter tape sensing, and (c) a combination of the two preceeding methods. Eventual instrument production coats as a function of design complexity are tabulated. Cost estimates for the development and field testing of field-worthy prototypes are also presented. A general discussion on the technical aspects of these design alternatives is included following a modular-hierarchical approach of progressive complexity. The technical background to this report has been provided by the experience and results derived from the work performed under U.S. Bureau of Mines Contracts Nos. H0166097 and H0377092.

The role played by lawyers in business has, in the course of the last 15 to 20 years, changed perceptively. This development has coincided with, and indeed has been a reflection of, the changing nature of Australian business, especially as the mining industry established its predominance in the Australian economy. The nature and extent of governmental regulation of business, too, has changed markedly. As a consequence, there has been a qualitative'change in the nature of commercial law practice. For the needs of business to be met, lawyers have had to develop specialist skills in new areas. Furthermore, there has been the emergence of the "in-house" lawyer, who increasingly plays a primary rather than a subordinate role in corporate law practice. There is no evidence to suggest that this trend, which is by now so well established, will prove to be ephemeral. Instead, with all indications pointing towards even greater governmental regulation of business activities, the intimate role of the lawyer in business seems entrenched.

Forecasting demand is an art as well as a science, and much personal judgment is required. National forecasts made for sand and gravel, crushed stone, and/or aggregate may be misleading or unhelpful locally. This is because of significant variation in demand within different geographic and/or political areas in the US, and/or the use of an inadequate data base and forecasting methodology. The best forecasts may be made for local or regional market areas, irrespective of geographic or political boundaries, provided a proper data base is available.1 The Bureau of Mines compiles detailed statistics on commodities sold or used in the construction industries and, therefore, is in an advantageous position to make national aggregate demand forecasts. Definitions of some terms used in this presentation are necessary before proceeding.

The US Department of the Interior, Bureau of Mines conducted laboratory tests to devise a process for recovering a marketable grade of tungsten from the brine of Searles Lake, Calif. The brine contains only 56 ppm W (70ppm WO3). Using ion exchange resins synthesized by USBM chemists, 98% of the tungsten was extracted from the brine and 92% of the tungsten was recovered as a marketable iron-tungsten concentrate containing 44% tungsten as tungsten trioxide. Although major technical problems have largely been resolved, research is progressing to escalate testing in a process research unit to provide more reliable data for an economic appraisal

Zinc oxide, an n-type semiconductor, and nickel oxide, a p-type semiconductor, were studied in electrostatic separation experiments in pure and doped forms. In addition, pure potassium chloride and potassium chloride containing one volume per cent silver were also investigated. It was found, in agreement with theory, that the presence of dopants in the oxides could either increase or decrease the electrical conductivity of the base compounds and, thus, control the response of these particles to electrostatic separation. Further, it was shown that the same dopant in the n- and p-type semiconductors produced opposite conductivity effects; again in accord with theory. Finally, it was found that the presence of dispersed silver particles in the normally insulator phase potassium chloride produced sufficient electronic conductivity to cause the silver containing particles to respond as would materials possessing "medium-type" conductivities.

The only mining activity in Belize during 1976 involved the production of construction aggregates, which were used domestically. A comprehensive ordinance regulating mineral prospecting and mining was proposed during the year. Under the ordinance, which would supersede all grants and titles, ownership and control of all minerals except petroleum would be vested in the Government. Exxon Corp. entered into an agreement with three oil companies to achieve a majority interest in nine oil prospecting leases covering 1 million acres, mostly offshore Belize. The agreement was with Weatherford International Inc. which had 30% interest in the leases, Ajax Petroleum Co. with 40% interest, and Canadian Superior Oil Ltd, with 24% interest. A new entity, Esso Ventures Inc., was established to be responsible for conducting extensive geophysical operations and drilling an exploratory well offshore Belize.

After some decades of lying low and being treated as a second rate fuel, coal is back in the news. Production is rising. Predictions are for an ever expanding use, and they differ only in their rates of increase. Even the FBI is involved in trying to stop fraudulent sales of non-existent coal lands and leases to the innocent. In short, we have a nearly chaotic boom on our hands. Obviously our energy production base is in the process of undergoing a major shift, and the process will present many problems. However, there is little doubt that the industry has the basic strength and organization to be able to deal with the new issues that will arise as a result of these shifts in production and use of coal. After all, it does produce nearly 800 M tpy now, and coal is the single biggest fuel for generation of electricity. This role of coal is illustrated in the table below, which shows the coal equivalent quantities of various fuels used in the production of electricity.

"Hudson Bay Mining and Smelting Co., Limited, Flin Flon, Manitoba, Canada, has developed a metallurgical wastewater treatment system employing two-stage lime neutralization, sludge recirculation and conventional mechanical thickening.Laboratory investigations, initiated in 1970, led to the construction of a pilot-scale minewater treatment plant, at Schist Lake Mine, in early 1971. This plant, treating 600 cubic meters/day wastewater containing 30-60 mg/l zinc, demonstrated metal extraction efficiencies of 99% under normal operating conditions.On the basis of this pilot work, a second pilot-scale treatment system was established in 1975 at the Flin Flon metallurgical plant to treat zinc refinery process waste water. Through numerous improvements, including automatic control equipment, the system has evolved to a full-scale operation capable of treating 800 cubic meters/ day wastewater containing 4-11 gm/l zinc. Treated effluent contains 0.2-20 mgll zinc. Hydroxide sludge produced returns to the metallurgical process for recovery of metals while clarified effluent discharges to waste.With the system, Hudson Bay Mining has achieved its original goal: the reduction of environmental contamination, while realizing ii return from metal recovery."

What is prime farmland? Can such land, once it has been strip-mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on strip-mined land in St. Clair County (1). This research was done almost 30 years before requirements of Public Law 95-87 were passed by the United States Congress and signed August 3, 1977.

A quantitative x-ray diffraction method has been developed for the analysis of alteration minerals in wallrock. Alteration data are plotted and contoured (analogous to geochemical data). Alteration trends outlined by this technique correlate closely with geochemical anomalies, and in some cases extend well beyond the perimeter of anomalous base metal values. "Monomineralic contouring," applied originally to porphyry-type mineralization, has been extended to other types of mineralization, including volcanogenic massive sulfide deposits. Equipment and techniques used in the quantitative measurement of alteration mineralogy are discussed.

Terminals form part of the transportation chain from producer to consumer in the world-wide conveyance of bulk commodities. As such, they are a vital link in providing a buffer between widely differing transporation modes. It is essential in the conceptual design of such terminals that an overall view of the entire system of which they form a part is taken. Only in this way can it be ensured that the system will operate smoothly and without disruption, for in the end such disruptions can have dramatic repercussions, both on the cost of the commodity in the market place and on production. In this respect, computer simulation is a useful tool in arriving at the optimum design for the system. The Richards Bay Coal Terminal provides a good example of such an approach. Commissioned in 1976 to handle 12 Mt per annum, it is now handling 24 Mt per annum, with plans for further expansion to 44 Mt per annum in the future.

INTRODUCTION Hydrometallurgical processes for the extraction of metal values can be divided into two broad categories: (a) Processes involving the treatment of high grade material (e.g. finely divided mineral concentrates); and (b) processes which treat lower grade material (ores, waste dumps, etc.). This discussion will be directed primarily toward the first category, but in either case a fundamental knowledge of the intrinsic kinetics and thermodynamics is necessary to understand the behavior of the system. The bulk of research efforts in the last decade along these lines has been aimed at the recovery of copper (1-8). However much information has also been reported on uranium (9, 10) , zinc (11) , cobalt and nickel (12, 13). More comprehensive reviews on these areas are also available (14). As discussed by Sepulveda and Herbst (15, 16) one of the most difficult problems facing process designers is the acquisition and scale-up of reliable information concerning the intrinsic kinetics of leaching systems. The scale-up or modeling of these multiparticle systems is far more complex than that of homogeneous ones. This is due to the numerous rate determining steps which are possible with heterogeneous reactions and the broad distribution of properties of a multiparticle feed such as particle size and mineralogical composition (16). In addition, other factors must also be considered such as interactions between particles, the anisotropic nature of individual particles, the effect of solution chemistry, and electrochemical phenomena. All of these factors must be taken into account, often simultaneously. The thrust of this paper will be to more closely examine how the factors mentioned above can be treated. "This paper discusses the mining problems encountered at the Fording River coal mine to date, and how they have been solved. All of the production now comes from surface mining, but underground hydraulic mining is planned and briefly described. Other facets of the operation, including markets, equipment and personnel, are covered. IntroductionFording Coal Limited was formed in 1968 to mine and market metallurgical coal resources held by the company in the East Kootenay region of southeastern British Columbia. The company, at its Fording River operations, holds approximately 48,000 acres of coal lands, having an estimated 2.0 to 3.0 billion long tons of metallurgical coal in place. (Although not a point for further discuss ion in this paper, the company also holds approximately 1.0 million acres of mineral rights. These consist primarily of coal in Alberta, potash and coal in Saskatchewan, and minor industrial mineral holdings of limestone, salt and bentonite in the three western provinces.)Fording Coal is owned 60% by Canadian Pacific Investments Ltd. and 40% by Cominco Ltd. Inasmuch as Cominco itself is owned approximately 54% by CPI, it is seen that the effective CPI ownership of Fording is about 82%. The company, originally staffed and managed by Cominco, has been independent since January, 1978, with its own board of directors, management, staff and employees.The company's head office is in Calgary, Alberta. The Fording River operations are located approximately 45 miles north of the Crowsnest Pass, near the Alberta/British Columbia boundary, only 95 air miles and 200 road miles from Calgary.A contract was signed in 1969 with the Japanese steel mills to provide 45 million long tons of metallurgical coal over IS years, commencing in 1972 at an annual rate of 3 million long tons per year. Despite some start- up difficulties, the mine and plant facilities achieved their rated capacities in 1975, producing and shipping at the 3-million-Iong-ton level. The coal specifications are shown in Table I."

INTRODUCTION In recent years in Poland, a problem connected with the occurrence of a considerable amount of liberated galena grains in size fractions under 1mm has arisen in the zinc-lead processing area. Operating practices have included crushing of ore particles under 0.2 mm followed by flotation. Jigs were applied to separate the concentrates from size fractions under 10 mm and to prevent the galena overgrinding. However, the fractions being too wide, the jigs have not worked effectively, in spite of the great differences in specific gravities of galena, blende and gangue minerals. Fine galena grains move into light fractions in considerable amounts and hence are overground. Therefore, the flotation becomes difficult and galena is lost in its tailings. These losses could be avoided by introducing separation in the grinding and classification circuits. The amount of 0-1 mm fraction is great; therefore, the application of concentrating tables or other kinds of jigs is impossible from an economic point of view. Taking these factors into account, the possibility of application of pinched-sluices was investigated. These are simple devices without moving parts, they have a high output for the unit areas, and their water and energy consumptions are low. In this paper, the results of zinc-lead ores beneficiation in pinched-sluices are presented.

Alunite [KA13(S04)2(OH)6] is a promising non-bauxitic aluminum resource, the domestic reserves of which are estimated to be 800 x 106 tons at 35 percent alunite. The major gangue mineral associated with alunite is quartz. The thermochemical process that has been developed for treatment of this ore does not provide for the initial removal of gangue prior to processing. In this regard, it may be desirable to concentrate the ore to gain significant technical and economic advantages. Experimental results indicate the effectiveness of an oleic acid flotation technique and exemplify the problems encountered in fine particles processing. These results show that the quality of separation studied as a function of temperature, collector addition, and depressant addition is dependent on the degree of liberation achieved during size reduction. At coarse grinds the quality of separation was limited by the presence of locked particles while for finer grinds where more extensive liberation is achieved, better separations were obtained. The degree of liberation for each size interval was determined by an SEM/energy dispersive x-ray technique and found to be independent of the extent of size reduction, suggesting that liberation occurs by indiscriminate fracture and not by detachment. Up to 89 percent liberation was realized for a minus 400 mesh grind. Under these circumstances, the quality of separation appears not only to be limited by the remaining locked particles, but, also, by contamination of the alunite concentrate with fine quartz gangue (< 2µm). The best separation for the minus 400 mesh grind was a rougher recovery of 88 percent with a grade of 65% alunite at 50°C.

Austenitic manganese-steel castings are very widely used in crushing and grinding in the&apos; gold-mining industry in South Africa, The service life of a casting in a short-head crusher is difficult to predict because there are no clear-cut criteria by which such a judgement can be made, The addition of molybdenum and zirconium to the castings for crushers failed to result in improved performance, The results of extensive tests with through-hardened steel castings were very disappointing, mainly because of a design factor in the bowl liner. The design of the bowl liner is an important determinant of the life and performance of these castings. The extent to which the material in a crusher is reduced in size has profound effects on the consumption of metal and power, and on the effective life of a casting. Tests on manganese-steel castings in an 8 ft by 12 ft rod mill provided data on the total consumption of metal, and on the variations in the pattern and rates of wear of liners over lengthy periods. Progressive changes in the wear profiles of the lifter bars and the other liner components showed unexpected features. There are clear indications that, whereas a set of lifter bars will at first lift the charge strongly with relatively little slippage, there is a later period characterized by more slippage and greater wear on all the liner components.
