P.T. Inco has constructed a smelter to produce 45 000 tonnes (49 500 tons) of nickel per year as a nickel matte from the lateritic ores of Sulawesi, Indonesia. The facilities include mines, five screening stations, two dryers, three novel reduction kilns, three electric furnaces, three top blown rotary converters, and associated infrastructure of port, towns and a hydroelectric generating station. The screening stations and converters are unique in the industry. The problems encountered in the construction and operation of this complex facility in remote Indonesia are described.

In the construction of "Hamacho" subway station (Tokyo Metropolitan Rapid Transit), in order to minimize ground surface settlement, the pipe-roof method was employed as an auxiliary measure when removing the portion between two parallel shield tunnels to form one large tunnel for the station. 14 steel pipes (dia.1,219.2mm, length 75m) were driven in horizontally so as to cover tunnels and support heavy and extremely soft covering soil and surface structures. Procedures of temporary supporting, excavation under compressed air, reinforcing, concreting, etc., and some comparisons with conventional methods are described.

In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare--not to mention off the target of the intended purpose for the regulation. Manitoba has now joined Ontario and Quebec in providing for new incentives and lower tax rates for the mining industry. A single rate of tax (to replace the former two-tier royalty), an investment tax credit and a relatively straightforward set of rules for calculating taxable mining profits are the main features of new mining tax legislation announced by Manitoba's Finance Minister Donald W. Craik in his May 15, 1979 budget address. On introducing amendments to reform The Metallic Minerals Royalty Act, the Finance Minister indicated that the new tax regime is intended to restore the Manitoba mining tax system to a competitive position in Canada, and should result in renewed investment in the province's mining industry. 1n this regard, the government could be right-there is little question that the new tax regime will produce greater incentives for the mining industry than the two-tier royalty system introduced by the New Democratic government in 1975. The proposed changes, contained in Bill 57, would largely be effective January I. 1979.

The original flowsheet of the TANCO mill consisted of a simple two-stage gravity circuit for the recovery of the tantalum concentrates. With decreasing grade and grain size of the tantalum minerals, considerable modifications to the circuit have been required. This paper discusses the various recent improvements carried out 011 all stages of the flowsheet, which have resulted in a 10% increase in recovery. Future improvements, including on stream analysis, and the possibility of tantalum flotation , are also discussed.

Sometimes a project is born easy, sometimes a project has a hard time being born. Probably every project can say we had tremendous problems to overcome and they would all be right. This project had all things happen to it. Born easy, a hard time after being born, there were tremendous problems to overcome but here it is, a major copper project, a major operation, and a new source of copper for Mexico and the world market. La caridad is an ore body located in the state of Sonora in northwestern Mexico. It is at an elevation of 1,200 meters above sea level and the nearest major city is Hermosillo, the capital city of Sonora. Hermosillo is located approximately 270 kms (about 168 miles) to the southwest of la caridad. North of la caridad, 130 kms (about 81 miles), is the U.S. border town of Douglas, Arizona, which has a sister city on the Mexican side of the border -Agua Prieta.

Syncrude Canada Ltd. has recently completed construction of its ambitious tar-sand mining and processing facilities at Mildred Lake, Alberta. The Syncrude site is approximately 48 km (30 miles) north of Fort McMurray near the west shore of the Athabasca River. The Syncrude operation involves the open-pit mining of approximately 270,000 tonnes (300,000 tons) of tar sand daily using draglines and a conveyor system. Bitumen is extracted from the tar sand, upgraded to oil-gas and transported to refineries in Edmonton and other locations for final processing . The Beaver Creek Dam forms part of the mining facilities for the Syncrude tar-sand mining operation. Water from Beaver Creek is diverted from the open-pit mine site south to the Athabasca River via Ruth Lake and the Poplar Creek Dam. General site layout is shown on Figure I . Design of the dam was completed by R. M. Hardy and Associates Ltd. of Edmonton, Alberta (now Hardy Associates (1978) Ltd) . Construction was undertaken during the summers of 1974 and 1975 under the direction of Canadian Bechtel Limited, managing contractors for Syncrude Canada Ltd. Total length of the dam is approximately 2.8 km (1.7 miles), with a maximum height in the order of 16 m (50 ft) The Beaver Creek Dam is located in a broad, flat, poorly drained valley. About 50 per cent of the site is covered with treeless peat deposits, which ranged in thickness from in excess of 5 m (15 ft) at the east end of the dam to less than 1 m (3 ft) at the central portion. The peat deposits overlie Pleistocene meltwater sediments on top of clay/clay shales of the Clearwater Formation and the tar sands of the McMurray Formation. The peat deposits and high groundwater levels at the site combine to make the excavation and construction of a conventional rolled clay cutoff impractical. For these reasons, the slurry cutoff trench technique was utilized to produce an efficient and effective seepage cutoff under various sections of the Beaver Creek Dam .

This user's manual covers a set of 5 computer codes which were generated during development of a simulation of deep ocean mining operational economics. Table 1.1 provides a summary of these codes, and a more thorough description of each follows, In addition to the descriptions in this user's manual, internal documentation is provided throughout each code, except for the very simple ones, for ease of understanding or possible modification. The two major codes are MINER, which performs the deep ocean mining system operational simulation, and MSWEEP, which calculates the sweep and feed efficiencies for a set of collector paths generated by MINER. The standard operating procedure is to input the system and operating parameters to MINER, which computes a set of collector paths automatically and stores the information in the fife PATH.DAT. MSWEEP subsequently retrieves the collector path data in PATH.DAT, and uses it to calculate sweep and feed efficiency. Separating MINER and MSWEEP allows parmetric execution of MSWEEP without recomputing the collector paths with MINER. PIPEST, RESP, and OBSTCL are special-purpose codes described in more detail in the following documentation.

The background for the 630-million-dollar-plus iron ore project at Kudremukh is outlined. The system and plants for mining, crushing, concentrating, transporting via a slurry pipeline, filtering and shiploading 7.5 million metric tons of iron ore per year are fully described. The mode of operation and the problems encountered in such a transfer of North American technology to developing countries are analyzed. Difficulties encountered during construction are discussed and the progress milestones made over a two-year period are enumerated.

A joint federal-provincial approach in gathering basic information from industry on mine production, concentrator operations and ore reserves, initiated during 1978, is a major step toward the goal of achieving better government-industry communication through a common data base. Information from questionnaires sent out by provincial governments is shared with the federal government; correct interpretation is ensured by mine visits conducted jointly by provincial and federal representatives. Initial focus is on nonferrous metal mines. The federal Department of Energy, Mines and Resources (EMR) is responsible for a national analysis that is aimed at the early detection of worrisome developments-and their reasons-in the flow from resources to reserves and from reserves to supply of these metals. The heart of the national analysis is the annual construction of a "monitoring curve", showing each metal's aggregated mine production as it would decrease over time if no new reserves and production capacity were to be added from the year of analysis. For a given metal, a comparison of monitoring curves from year to year can reveal early signs of supply stagnation. In anyone year, a monitoring curve in conjunction with foreseen needs for Canadian mine output will show the production gap that would have to be filled from reserves and production capacity yet to be developed. The production gaps for copper, nickel, zinc and lead, the four leading base metals mined in Canada, are shown for the 20-year period ahead, in the context of production achieved during the past 20 years. It is shown that reserve levels commensurate with likely future production levels would require that average annual reserve additions during 1978-98 exceed the average annual additions during the preceding 20 years. Reserve levels of all four metals have declined in recent years. A review of significant discoveries in the last five years suggests that this fall in reserves is not the result of a lack of exploration successes, but of stagnation in development for various economic reasons.

Wall control at the Pipe Open Pit is of primary importance in ensuring the long-term stability of the operation, while keeping costs to a minimum. Blasting techniques have been adapted to the variations in competence and structure of the wall rocks. A portion of the perimeter wall is being developed in incompetent peridotite . A recent change in pit slope design provides a wide safety berm on alternate benches. A support program which consists of pinning the crests of wide berms with vertical reinforced concrete dowels and horizontal bolting of walls shows evidence of increasing the stability of the pit walls. This paper describes the blasting and support techniques which are contributing to successful wall control in the Pipe operation.

INTRODUCTION Rocky Mountain Energy is the mining subsidiary of the Union Pacific Corporation, and has been active m uranium exploration since 1966. Since 1970, RME's uranium activities have been funded 50% by Mono Power, the fuels supply division of Southern California Edision. RME and Mono recognized the need for development of new methods for recovering low grade uranium deposits, and contacted Halliburton Services in regard to in situ leaching, because of Halliburton oil industry experience. As a result, a joint venture between the three parties was formed in 1974. BEAR CREEK The first ISL test was at the Bear Creek deposit in the Powder River Basin of Wyoming, about 60 miles north of Douglas. The mineralized sand is the tertiary Wasatch formation, which is an arkosic sandstone. The sand typically contains about 10% clay. The predominant clay being montmorillonite with some kaolin and illite. The roll front type trends occur along the flanks of old stream channels. This deposit was being considered for exploitation as an open pit mine. Routine amenability testing indicated it was quite amenable to a conventional acid leach, consuming about 50 lbs. of sulfuric acid per ton of ore in an agitation leach, while recovering more than 95% of the uranium. Hydrology testing indicated a permeability of about 1 darcy. The groundwater has a pH of about 8. 0 and TDS of about 1200. Test Facility The Bear Creek test was a summer-only operation, with no effort towards weather-proofing. Uranium was removed from the recovered leach solution by fixed bed ion-exchange columns. Loaded resin was eluted with strong sulfuric acid. The recovery plant was designed for simplicity of operation, with little concern for the grade or form of the yellowcake product. The plant was constructed of PVC piping and valves, fiberglass reinforced tanks, and stainless steel pumps. All waste streams were directed toward a lined evaporation pond. Wellfield The test pattern was a 30 foot radius 5 spot, with wells fully penetrating the 30 foot ore sand to a total depth of about 165 feet. The injection wells were three-inch PVC with slotted casing, while the producer was eight-inch I. D. , with a stainless steel screen. The eight-inch well was necessary in order to accommodate a six-inch stainless steel pump. Wells were cemented using cement baskets, at the top of the sand, to contain a latex acid resistant cement. Leach Conditions The lixiviant generally contained from five to seven gpl sulfuric acid, and about 0. 5 gpl hydrogen peroxide. The pH was generally 1.4 and EMF was usually -550 millivolts. Injection rates were rather variable from well to well, with a total injection rate between 12 and 25 GPM. Production rate was set at 25 GPM, since the production pump could not be throttled more than that. Approximately two pore volumes of solution were injected during the three-month test. Leach Results Injectivity was quite variable, but was generally rather poor, because of poor completion techniques. The problem stemmed from injecting before the injection wells had been completely cleaned of drilling mud. Pregnant solutions averaged about 50 ppm U308, with groundwater dilution varying from 10 to 50%, depending on the injection rate. Injectivity did decline with time, probably as a result of contamination of the well faces. A total of 1000 lbs U308 had been recovered when the test was shut down. This probably represented about 10% of the mineral under leach.

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

This paper describes the analytical characteristics of Western subbituminous coal and the manner in which these characteristics apply to their use in a utility-sized steam generator. It compares these characteristics with those of typical Midwestern coal and Eastern bituminous coal. The paper also reviews in detail the design considerations that must receive attention when various blends of these three coals, or any combinations thereof, are planned to be used. This research paper describes variations in analytical and utilization characteristics when coals from different origins are blended in order to achieve a predetermined sulfur content for the purpose of predicting sulfur oxides emissions as they affect environmental regulations and the resulting alterations in utilization characteristics such blending would cause, and how such blends of coal would affect a utility-sized steam generator.

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. Early in the design stage of their new concentrator for the Mount Wright Plant, Quebec Cartier Mining decided to use a process computer for total control of crushing, grinding and concentrating. A map of the area is given in figure 1 and a view of the plant in figure 2. Although the use of process computers is not a new idea in petrochemical and chemical industries, their use in the mining industry is very limited. We innovated in using the computer, not only for data logging, as we have seen in some other plants, but a sole operator located in the administration building, starts and stops mill lines, crushers, load-out system, tailings, thickeners, etc ... by means of a CRT console. Our process is fairly simple as can be seen on the schematic process flow diagram (figure 3). .The ore, carried by 136t diesel electric trucks, is dumped through ore pockets onto two primary pan feeders. The feeders supply two 1,52mx2,79m gyratory crushers which reduce the ore to minus 20,32 cm. Each crushing line have a capacity of 5600t per hour and feed a shuttle conveyor distributing the crude ore into six silos.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. The sharp drop in world phosphate demand that took place in 1975 due to temporarily high prices, now seems to be reversing itself. And prices for both phosphate rock and phosphate fertilizers, which declined dramatically from their 1975 highs, now appear to be bottoming out. This recent price weakness has delayed new mining ventures that had been planned for completion by around 1980. While there is ample capacity to supply near-term rock needs, the stage seems to be emerging for a better supply-demand and price environment in the late 1970's and early 1980's.
