A study of the ground area surrounding the Getchell, Nev., gold mine mill tailings was conducted so that a better understanding of the effects of arsenic toxicity on Upper Sonoran vegetation could be obtained. The Getchell area was selected because of the known high values of arsenic currently contained in the tailings waste (1% or higher). Mill wastes as well as the scrubber product As2O3 are contained in the tailings pond. In order to determine the effect of the tailings disposal on the surrounding vegetation, plots and line-transect techniques were employed to obtain plant ecological information on the area surrounding the ponds, and also non-affected control plots. Data for percent ground cover, species frequency, and plant vitality as a function of distance from the tailings ponds were collected. Heretofore, underground coal mines in Alabama have operated under only 60 to 360 meters of cover: however, new mines (at least 5 in the early opening or development stages) will be operating under cover ranging from 600 to 660 meters. With increased rock confining pressures, roof stability problems will become more critical. Initial studies in two 7 ½ -minute quadrangle areas in the Warrior coal basin of Alabama indicate that the orientation of certain lineament and fracture-trace modes mapped from ERTS-1 (Earth Resources Technology Satellite) imagery correlate closely with the strike of joint and fault modes. High altitude (118,000 m) U-2 aircraft data were used to support these findings. In addition, over 50 percent of the normal faults mapped in the study area could be directly correlated with ERTS and U-2 lineaments and fracture traces. These correlations provide clues to the structural development of the Warrior coal basin and may, in turn, be used as a guide to the prediction of roof-stability conditions in advance of mining.

My subject this morning is coal liquefaction technology. Actually, coal liquefaction involves a number of technologies in a very complex system. The first slide shows the major components of such a system with arrows to indicate appropriate flows. The components are the facilities for coal feed preparation and handling; the coal hydrogenation or base liquefaction section; facilities for product separation and recovery, and in addition, facilities for the production of hydrogen from coal-based sources. A very rough break- out of the investments involved in these areas is given at the bottom of the slide. Investment is spread about equally among the three areas of operations Another way of looking at it is that the investments in what might be called support facilities are of the same magnitude as the base investment in the hydrogen facilities. Therefore, it is appropriate in a discussion of coal liquefaction technology to treat it as a system composed of a number of technologies. The next slide lists the various functions in the feed preparation section along with an indication of technology status. Storage, crushing, grinding, drying of coal all have been in commercial practice for a number of years. The slurrying and pumping of coal at least in water slurries, is practiced commercially also. The heating of coal slurries in oil to high temperatures under pressure is not in commercial practice and development and testing is going on by a number of people in this area. Some rather complex phenomena occur when coal oil slurries are heated to high temperatures.

The Bureau of Mines conducted both laboratory and field investigations to study the effectiveness of medium-pressure (up to 30,000 psi) water jets in controlling the generation of airborne respirable dust during the hydraulic fragmentation of coal. Laboratory studies were conducted at the Farmington High Energy Test Site of the Twin Cities Mining Research Center, and field studies were carried out at the Humphrey No. 7 mine, Mount Morris, Pa., in the Pittsburgh coalbed. The water jets were produced by commercially available triplex pumps. The dust samples were collected by midget impinger samplers, and analyzed by electronic and optical counting techniques. Respirable dust concentration for a full-scale production model was projected at below 2 mg/m3, the maximum exposure allowed by the Federal Coal Mine Health and Safety Act of 1969.

A mathematical model for estimating the liquid level in the hearth is presented. The analytical result was checked on a cold two-dimensional model and an additional boundary condition for the fundamental equation resulted. The applicability of the resultant equation was investigated on a cold model and a regression equation obtained for the average liquid level for Kashima No. 1 BF. Comparison of calculated and observed results were in fairly good agreement. It is concluded that the liquid level in the commercial furnace can be calculated from the measured values of pressure in the bosh and operating conditions.

This final report reviews installation, maintenance and inspection of mine pager telephone installations. A Technical Handbook was developed and distributed. Certain commercial telephone test equipment was modified and a tone source and switching circuit were developed for use in the testing of mine pager phone systems. Descriptions are included of the modifications to a commercial test set and of a tone source/ switching unit.

As world demand for various minerals increases the mining industry in its endeavour to satisfy this demand will, eventually,look to the extraction of orebodies which previously may have been uneconomical to mine. These orebodies may be of two types. Firstly, new low grade orebodies and secondly, remnant sections of previously mined orebodies. Some of the factors relative to remnant mining operations are discussed and the potent- ial of remnant mining in providing an important contribution to future world metal production is considered.

This paper deals with the search for the best practical means of storing sulphide bearing tailings, where there is no residual excess of carbonate material. It is the common experience that the sulphide content decomposes, with the aid of bacterial action, and the resulting sulphuric acid escapes, along with any heavy metal solutes, through embankments that are usually porous to some degree. The problem is typified in the tailings of the uranium operations of Elliot Lake, Ontario, where mining started some 20 years ago. The approach to tailings disposal paralleled the practice for other hydrometallurgical plants treating gold and base metal ores. Impoundment areas were designed to retain solids, and a clear and neutral overflow was considered satisfactory practice. Now experience has shown that these areas, some idle for over a dozen years, release acids, in seepage and overflows, to an unacceptable degree. To protect natural water courses neutralizing plants are operated wherever required. Lime slurry is fed continuously into the tailings outflows in a quantity sufficient to raise the pH to 8.5 and precipitate heavy metals that may be in solution. The objection to this procedure is that the plants will require servicing indefinitely, unless a better remedy is found.

Electrowinning of copper from chloride solutions in a diaphragm cell was studied by the Bureau of Mines. The copper powder product was shaken periodically from the cathode and removed from the bottom of the cell. The effects of copper concentration, brine concentration, copper chloride species, and cell voltage were investigated. Power consumption of 1.1 and 2.1 kW-hr/kg were obtained with cuprous and cupric chloride solutions, respectively.

Coal is a very versatile resource, having variable characteristics and having potential for a wide variety of mar- kets. Australia has extensive deposits of black coal, although they are concentrated mainly in Eastern Australia. Assessments of the currently known reserves are related to the qualities of these reserves. Markets available to black coal fall into the broad groupings of metallurgical, fuel, conversion and miscellaneous markets and the requirements of these markets are related to coal characteristics. Market trends in Australia and on the export market are discussed and projected forward. By the end of this century Australian consumption of black coal could well be 100 million tonnes per annum, and, in the absence of any export restriction, a similar amount is likely to be exported. Currently defined black coal resources in Australia will last at least 600 years at these projected rates of consumption. Although the position appears satisfactory in considering the projected life of the black coal resources, there is a serious lack of detailed information on reserves, mining and preparation yields, quality and possible environmental restrictions. Action is required on three parallel courses: (1) a consistent, systematic and extensive survey of current coal resources in Australia, (2) accelerated exploration activity to define poorly prospected and potential areas, and (3) regular updating and extension of the knowledge of Australia's coal resources. This information would be of tremendous assistance for the formulation of a national energy policy on coal.

Expertise has been developed locally to a high level during the last decade which has contributed to the success of many recent mining projects. The services available'cover the whole spectrum from the evaluation of ore reserves, through feasibility study and financial evaluation to design, project management and commissioning. Using these services effectively and economically is an objective which client and consultant both must pursue but which is not always achieved. To meet escalating energy requirements, substantial increases in production from the strippable coal and lignite deposits in eastern Montana, western North Dakota, and northeastern Wyoming already have occurred, and further expansions are expected at least until the year 2000. Such production, attributable largely to rising demand for low-sulfur coal, must be accomplished with a minimum of adverse effects on the environment. Information on geology, climate, and current land use in the Upper Missouri River basin is presented in the Bureau of Mines review as a guideline to what operators may expect during and after mining. Proven methods of protecting the air and water from pollution and of restoring mined land for other uses are described, and untried methods of land reclamation, some with equipment yet to be manufactured, are discussed as possible means of maintaining aesthetic values in the basin. Costs incurred to protect the environment are part of the production cost and thus are borne by the ultimate consumer. Unit production costs are less for the thick coal and lignite deposits of the basin than for the thinner but higher Btu coal deposits of the Eastern and Midwestern United States. Precise comparisons of environmental protection costs between mines in such disparate areas cannot be made, because of differences in physical conditions, accounting procedures, and other variables.

A comparison is made between elementary block estimation techniques and the optimal methods of geostatistics using data from an Australian deposit. Considerable improvement in the estimates are obtained by using the optimal technique in this case.

In recent years, market rates of interest have risen well above their historical long-term average. Also during this period, the short-term variability of interest rates has been greater than in prior years. Interest rates have a significant effect on the operation of our economy. They influence the extractive industries in a number of ways. Their major long- range impact is on investment decisions - specifically the valuation of mineral deposits. An understanding of the factors that influence interest rates is important to the engineer or businessman who makes the investment decisions for the mining company. The effect of changes in the market rate of interest on the value of mineral reserves is critical to the future financial success of the mining enterprise. The most common simplification of the factors determining the level of interest rates is that they are a function of the demand for and the supply of money. While this is an oversimplification, most businessmen would be hard- pressed to provide a better explanation. The purpose of this paper is to explore certain fundamental economic aspects of interest rates and to examine their effect on the analysis of investment in mineral deposits.

The efficient operation of an open pit mine presupposes that the slopes are maintained at an angle which closely approaches that of the ultimate stability of the slope. In order to do this in a safe manner, it is essential that the data relating to the behavior of the slopes be monitored and made available, through an instrumentation system, to the appropriate personnel so that soundly-based engineering decisions may be reached with the minimum of wasted effort. In addition to simply detecting potential failures, the system should also define what type of failure is developing; i.e., rotational, wedge, or dilational failures. Providing this data is the prime function of a stability monitoring system. Therefore, in an operating open pit mine, the instrumentation system must provide information which will have a direct bearing upon both the safety and the economics of the operation, as well as provide data which is pertinent to initial design, or to the re-design of slopes where developing instability is found to be a problem.6 It is possible to excavate pit slopes which will remain stable under extremely adverse conditions; however, such slopes would usually be so flat that they would tend to render the operation of a pit uneconomical which might otherwise be mined at a profit. On this basis, all practical pit slopes must be considered to be, to some ex- tent, unstable; if they are not, the design is too conservative and the mine is not returning its maximum profit. To reduce the problem to its fundamentals, one can simply state that the ideal pit slope design produces a slope which stands with zero maintenance for the entire life of the pit and then collapses into the final excavation as soon as the personnel and equipment have been removed. Such a design is impossible to achieve, but the fact remains that an efficient slope would hover on the edge of failure for the life of I the pit. As one retreats from this position, the profitability of the mine decreases because of an unduly conservative design.

Elastic and viscoelastic behavior of three rocks-Tennessee sandstone, Barre granite, and Indiana limestone-was studied experimentally under uniaxial tensile stress. Cylindrical specimens of these rocks, about 1.0 in. diam and 2.0 in. long, were subjected to incremental constant stress history under uniaxial tension. The stress was held constant for a period of 40 min at each stress level. During this period, longitudinal and transverse strains on specimens were continuously monitored. The straintime history at each stress level was analyzed for elastic and viscoelastic parameters of a generalized Burger model. The viscoelastic parameters under uniaxial tensile stress were compared with those under uniaxial compressive stress. The experimental setup, experimental procedure, analysis techniques, and more significant results are described. This limited research effort clearly indicates the importance of the mechanical behavior of geologic material under tensile stresses.

Two modes of seal application were identified, and promising state-of-the-art seals of both types -shaft and drum -were selected for initial rating by non-destructive testing. Only one shaft seal survived the initial test, and a search was made for other candidate seals including new seals. One new type of seal was found that gave promising enough operation, as both a shaft and drum seal, to be recommended for installation in prototype wet-head machines.

The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. A panoramic concept of the possibilities would comprise the following fields: 1. The Pneumoconioses or Dust Diseases. 2. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. The most obvious are lead, mercury, arsenic and manganese. 4. Diseases associated with mining. These include leptospirosis, ankylostomiasis and mycotic infections of the skin. 5. The Beat Diseases of coal miners working in narrow seams. 6. Illumination problems and miners nystagmus. 7. Geographical and climatic problems

Crushed and broken stone is used directly in construction as an aggregate and accounts for about half the value and two-fifths of the quantity of natural aggregates consumed in the United States. Sand and gravel provide most of the balance of aggregates except for some lightweight materials such as pumice and expanded shale. Conditions necessary for production of crushed stone from a deposit are : 1) Quality-should pass rigid specifications for strength and durability. 2) Cost-low average total delivered cost. Construction aggregates are hard, essentially inert materials suitable for being formed into a stable mass either (1) by the addition of cementing or binding materials that produce a concrete or (2) by compaction or by natural weight to produce a road base or foundation. Aggregates usually provide about 80 to 100% of the material volume of the construction masses in which they are used. The construction industry utilizes as aggregates about 70% of all crushed stone produced in the United States according to statistics provided by the U.S. Bureau of Mines (USBM) , [Table 1], using definitions as shown below. Nonconstruction uses of crushed stone, [Table 2], are included elsewhere in Industrial Minerals and Rocks because such uses require the special physical or chemical characteristics which are discussed in those chapters.
