This paper discusses some basic fundamentals in compressed air system design and layouts that should always be considered in planning or evaluating a compressed air distribution system in Construction and Mining. Often times, mining operations use central air or "power house" type systems that more closely resemble a typical industrial or plant compressed air distribution system. This paper does not attempt to cover this type of system.

In 1774 a Swedish chemist, C. W. Schule, first recognized manganese as an element. That same year Schule's associate, J. G. Gahn, isolated the element manganese for the first time. In 1856 the Bessemer process of steelmaking gave birth to the economic importance of manganese. Later, in 1882, Robert Hadfield discovered high manganese steels. Although the primary use of manganese is in the ferroalloy industry, two additional important uses for manganese are making chemicals and dry cell batteries. Manganese is also vital to plant and animal life. Various chemical compounds of manganese are used in fertilizers, feeds, glass manufacture, paints, varnishes, and for numerous medicinal and chemical purposes. For the study of industrial minerals and rocks, only the chemical and battery grade material is of concern, but for the sake of comparison, metallurgical aspects are included in this presentation. Although currently the world's largest consumer of manganese, the United States is producing only minor amounts of ore at the present time. This is due primarily to the fact that although huge deposits of manganese occur within our borders, all are of such low grade as to be economically unfeasible to mine. For many years various government agencies and segments of private industry have devoted sizable sums of money and time in an attempt to upgrade ores from the various deposits, and also in an attempt to recover manganese from blast furnace slags. In view of current world prices, and the quantity of high grade material available, there is little likelihood that any of these approaches will be found to be economically feasible in the near future. Geology and Mineralogy Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are predominantly manganese to those having only minor percentages. [ ] Geology From a geological standpoint most manga¬nese deposits are complex. In general, it can be said that all primary deposits of manganese are carbonates or silicates. The most productive and profitable have been those of sedimentary origin and residual concentrations. Examples of these residual types of deposits are associated with the metamorphosed lodes of Madhya, Pradesh, India, and the lateritic deposits of Orissa and Bihar, India; nodules in the residual clays of the Philippine Islands, U.S. southern Appalachians and Arkansas, Ghana, and Brazil. Sedimentary manganese deposits are best exemplified by the Nikopol district of Russia and the Tchiatouri area of Georgia, USSR. Hydrothermal replacements are characterized by the rhodochrosite deposits of Butte and Phillipsburg, Mont. Federal and State sulfur oxide emission and ambient air quality regulations have been implemented to fulfill the requirements of the Federal Clean Air Act Amendments of 1970. Primary and secondary air quality standards have been established at levels considered necessary to assure the protection of the health and welfare of the public. Standards of performance under this Act have been established to control the rate of sulfur oxide emissions from individual sources so as to protect and to improve the quality of the Nation's air. The new source standards of performance were made rigorous for large coal burning stationary sources. This has had a severe impact on the electric utilities that operate the coal fired steam electric plants which are the largest consumers of the Nation's coal production. States have taken different approaches in State Implementation Plans (SIPS) as approved by the Federal Environmental Protection Agency. Some states, such as Pennsylvania, have chosen to permit moderate SO2 emission rates from existing sources which are not in critical air basins. All are required to meet primary and secondary air quality standards and to limit sulfur oxide emissions from new large stationary sources to a minimum of 1.2 LBS of S02/MMBTU fired. This re- quires a fuel sulfur percentage of about 0.7 for a 12,000 BTU/lb coal. In an effort to develop strategies and technologies to conform to performance standards while continuing and hopefully expanding the utilization of the Nation's coal supply, the electric utilities, the Federal and State regulatory agencies, and other industries and government agencies are considering several alternatives. 1. Natural low sulfur coal 2. Flue gas desulfurization - (FGD) non-regenerative and regenerative 3. Coal gasification 4. Liquefaction and solvent refined coal 5. Fluidized bed combustion 6. Chemical coal cleaning 7. Physical coal cleaning Of these options, only the first and the last can be considered to be widely used in full commercial practice at this time. FGD has certainly demonstrated technical and operating feasibility and is close to being in full commercial practice but it remains to be seen if the large systems under construction are economically and environmentally optimum.

This paper describes a Client Consultant Relationship and shows how an engineering team created an environ- ment which fosters the development of good, economical and sometimes unique solutions. A major factor in establish- ing this environment was the Client's instruction to the Consultant to "propose solutions which, in the Consultant's considered opinion, best satisfy the needs of the project - not necessarily solutions which reproduce methods adopted elsewhere in the past." The Consultant's experience in other projects and disciplines outside mining has contributed by providing a cross- fertilisation of ideas. The team approach also allows the Client's expertise to be applied positively throughout the design process. These factors and the Client's foresight in providing adequate time for planning, allow the Client-Consultant Team to apply sound fundamental engineering in developing effective solutions.

Of the various critics of federal energy and minerals policy we are hearing these days--and they are legion--few make their points more vividly than our fellow SME member and eloquent spokesman for the mineral industry. Mr. Eugene Guccione. In a moment of comparative mellowness. Mr. Guccione recently characterized Washington's time-honored legislative and bureaucratic machinery as a case of "...scientific illiterates asking the incompetents to do the unnecessary." I hope the prevailing industry view of government is not quite that harsh, and yet one cannot deny that government intervention is indeed pressing in on the mineral industry with increasing force. What is happening today in Washington and in state capitols will have enormous impact--both short and long term--on the future of coal and mineral production in the United States. Symptoms of this trend are everywhere. In the first place, there is a sentiment, widely held and still spreading, that the government must become involved-- that no matter what the problem, the solution lies in more government intervention. Free enterprise versus statist, reflex reaction organizations. When it cones to regulation in the resource field, there is too often a tendency to start out by assuming guilt on the part of the mineral industry. This can lead to laws governing mineral recovery that are more punitive than constructive...laws drawn up with little research into the scientific or economic considerations involved.

ANALYTICAL PRESSURE - VOLUME COMPUTATIONS FOR THE MINE PROTOTYPE A new coal mine is projected, with entrance by slope 1,500 feet long. Nine main entries will be standard for development, five as intake and four as return. One return shaft is planned near the slope bottom, and an intake shaft and portal are planned 5,000 feet north of the slope bottom. The slope will have an area of 150 square feet and a perimeter of 55 feet. A belt and supply track will be within the slope. The return shaft will be circular with a diameter of 18 feet and will be 500 feet deep with an escapeway. Two hundred feet of the shaft and 500 feet of the slope will be concrete lined. Select the fan to operate five units per shift and drive the 5,000 feet to a proposed new portal, using the slope for an intake. Two main splits are planned with the maximum of three units on any split. The amount of air desired at each unit is 25,000 c.f.m; a shop at the slope bottom will require 10,000 c.f.m. In the solution of this or any similar problem, the first step is to determine the resistance factors. CALCULATION OF R FACTORS Slope area = 150 sq. ft.; Perimeter = 55 feet; Length = 1,500 feet. The friction factor K must be established. Five hundred feet of the slope is smooth lined, moderately obstructed by belt; K = 35. The remaining 1000 feet is in sedimentary rock and moderately obstructed; K = 85.

A nuclear technique for the analysis of copper in bulk materials has been developed and successfully field tested at Mount Isa Mines Limited. The technique utilises the gamma-ray resonance scattering process. A bulk analyser based on this technique gives a rapid and accurate measurement of the percentage by weight of copper or nickel aver- aged over a large mass of sample, typically 20 kg. The only sample preparation required for accurate analysis is crushing to -2.5 cm. At Mount Isa over 100 mineral samples covering a wide range of rock types and copper contents were analysed. Bulk analyser assays and chemical laboratory assays agreed closely for underground pillar-extraction and geolog- ical chip samples, conveyor belt samples, and finely ground samples from the ore concentrator. For the concentrator samples, the root mean square deviation between bulk analyser and chem- ical laboratory assays was 0.06 wt.% copper. The chemical assay errors for these samples were about 0.06 wt.%

Experimental modifications have been made by the Bureau of Mines on standard pneumatic rock drills to reduce the noise of the air exhaust, drill steel resonance noise, and noise radiated by the drill body. A close-fitting case and muffler around the drill body, consisting of a metallic honeycomb skeleton filled with viscoelastic absorber on the inside and a durable outer shell, provide both exhaust and drill body noise muff ling and absorption. Drill steel resonance noise is reduced by a constrained-layer treatment consisting of a tubular metal cover bonded to the ouside of the sod by a viscoelastic filler. Damping alloy components have been developed to reduce metallic resonance noise. Combined, these modifications have reduced the drilling noise level in granite from 115 dbA to 97 dbA. Data are presented on the individual and combined effects of these modifications on drilling noise and performance.

Polymorphic transformations taking place in grinding processes, of massicot to litharge in PbO system, and of y to a in Fe203 system, were re-investigated. Grinding was carried-on in a steeel rotation mill charged with WC balls, under inert atmosphere. The kinetics of transformation in PbO was established by means of quantitative X-ray diffraction analysis. The resulting data fit a modified logistic growth function up to about 75% of transformed volume fraction, when a mixture at steady-state equilibrium is formed. The reasoning for the use of a modified logistic function is discussed. A sigmoidal growth function can be used if resulting data fit also an empirical power relationship between transformed volume fraction and time. However, it lacks the significance expressed by a modified logistic function. Assuming, the loss in magnetism is directly related to the amount of transformation in Fe 203, a quantitative analysis was performed using a magnetic balance method. The results fit only the modified logistic growth function, and transformation proceeds almost to completion. A wide literature survey of the subject is given. Available data from literature is compared with the results of the present study, and is shown also to fit a modified logistic grown function, with surprisingly similar slpes in a linear plot, independently of the material. The instrumentation effect on kinetics parameters, and the establishment of equilibrium mixture values, are discussed.

The oil shales of the Green River formation were deposited in an inland lake which contained abundant plant and animal life. A high percentage of sodium bicarbonate existed in the lower water layers. Digestion of the kerogen-rich mud accumulating on the lake floor lowered the pH of the interstitial waters and precipitated the sodium minerals dawsonite and nahcolite in the kerogen-rich mud. After about five million years of existence, uplift of land areas around the lake caused an influx of clastic sediments which filled up the lake. Continued tectionics gently folded the basin and caused fracturing of the kerogen-lean oil shale. Nahcolite existing in the fractured lean oil shale was dissolved by subsurface waters leaving a tremendous aquifer in a portion of the oil shale. The extent and porosity of the "Leached zone" aquifer is dependent upon the percent of kerogen and nahcolite originally deposited in the oil shale.

HISTORY OF PROCESS DEVELOPMENT The manufacture of coke from coal commenced at the beginning of the 17th century by heaping coal into circular mounds in the open, covering with earth, clay or ash and slowly burning the coal in the mounds to produce a heap of coke. Naturally the process was slow in production rate with low coke recovery due to the loss of that part of the coal which was completely burnt to ash. As a natural consequence of this initial carbonisation method, a coke oven design was developed so that the coking chamber, which was constructed of brick, was circular in plan, cylindrical in section with a dome shaped roof - similar in shape to the original coal mounds. As the shape of the chamber was similar to the old dome shaped beehive, the ovens were called beehive ovens. The ovens were built in long single or double rows with retaining walls between each oven and as such were known as a battery of beehive coke ovens. In these early beehive ovens, coal was charged from hand wheeled tubs into a hole into the top of each oven, hand- levelled with a rake and the oven side opening sealed with bricks and clay except for some small holes in the opening to admit limited quantity of air for combustion. Coking commenced by the heat retained in the brickwork from the previous charge. The gases evolved from the coal, together with the admitted air, were partially burnt inside the oven to supply the heat for carbonisation and the surplus gases were burnt to waste at the top charging hole. The heat from this gaseous combustion inside the oven together with the reflected heat from the brickwork of the arched roof of the oven allowed carbonisation of the coal charge to proceed from its surface slowly downwards to the floor of the oven. At the end of the coking cycle (usually 4 or 5 days) when there was no more evolution of gases, as indicated by diminishing gas flame and a drop in oven temperature, the brickwork of the oven opening was removed. The coke was then quenched by inserting a pipe with spray holes to spray water over the coke charge in the oven after which the coke was raked from the oven. The work of charging and levelling the coal, bricking and removal of oven opening, quenching and raking out the coke all required manual labour. As these ovens only carbonised a 5 to 7 ton charge of coal per cycle of 4 to 5 days, to produce 3 to 41/2 ton of marketable coke, the labour required per ton of coke was high.

Extraction of crude ores and minerals inevitably produces various by-products either as a result of nonusable residues or as waste by-products from process operations. Thus for each 100 tons of coal extracted in a strip mine operation, one can expect to produce 25 tons, or more, of mine refuse. In addition, the amount of ash produced from the burning of coal will represent 10 to 20 percent of the weight of coal burned. With the advent of lime/limestone scrubbers now being installed on many power plants, an additional by-product is produced that in most instances is equal in volume to the sluiced fly ash. Statistics developed by the National Ash Association have indicated that sluiced waste from power plants in the United States currently exceeds 25 million tons per year (dry basis). Overall mineral industry statistics (copper mines, etc.) indicate better than 200 million tons per year. In the past it was general practice to send most of these waste materials to holding ponds or lagoons simply as a means of disposal or "throwaway" of unwanted by-products. Unfortunately modern society has reached a stage where these large quantities of waste materials are creating monumental environmental and economic problems that need urgent attention. Among these problems are concern for loss of future usable land, pollution of ground water, loss of potential mineral reserves, and loss of opportunities to recycle or use these by-products for the benefit of future generations. An example of the latter is the serious shortages of construction quality aggregates that can be replaced with some of the by-products produced from waste materials from the extractive and chemical industries.

[Currently the cost of carrying out 'in situ' geotechnical investigation programmes or installing and operating monitoring systems at construction or mining sites is rising var." rapidly. This is primarily because of our ever increasing labour rates. As a result of this problem efforts are no,, being made develop techniques for the economical; collection of large quantities of geotechnical data relating, to such problems as done stability evaluation, the behaviour of underground openings, or 'in situ' testing procedures. The efforts to reduce the labour content. are particularly apparent in those procedures which have traditionally been manpower intensive e.g. 'in situ' permeability testing where an entire drilling crew and their associated eguipment have been on standby while testis has been carried out; or data collection in underground construction operations where much tine is typically wasted obtaining or maintaining access to instrument sites. In an attempt to illustrate one specialist consulting company's approach to the problem of reducing investigation costs, this rarer examines four recent developments in the field of geotechnical investigation and monitoring which have come about during the last two Years as a result of cur research and development programme. Although these techniques and devices have been developed for specific projects, they all have broad applications in the geotechnical field and they are indicative of the direction in which this company feels developments will take place.]

A reciprocating plate column is described in which two sets of perforated plates are mounted alternately on two shafts and are reciprocated with a phase difference of 1800 between them. It is shown that such a column is mechanically superior to the previously proposed types: under practical operating conditions the pressure fluctuations at the base of the column are only a small fraction of the static head. Furthermore, mass transfer experiments with the system tributyl phosphate in kerosene- acid aqueous solutions of uranyl nitrate show that both high specific throughputs and reason- ably good efficiencies can be attained in this type of column. A comparison with the more conventional extraction equipment (mixer -settlers, pulsed columns) on the basis of residence time per equilibrium stage indicates the potential of reciprocating plate columns in hydrometallurg- ical application, especially in which the requirements of separation efficiency are modest while the scale of operation is large.

Almost one half of Canada's total land surface is underlain by permafrost. This term describes the thermal condition of earth materials when their temperature remains below 0°C continuously for a number of years. The drilling and blasting of frozen materials requires more energy than the blasting of same in its unfrozen state. The cost of comminution could double in permafrost even with adequate organization, drilling equipment and proper explosives.

Coal washing practice can be improved not only by critical examination of the plant being operated but also by studying plants operated in other areas. The developments at the Australian Iron & Steel Pty. Ltd. plants are discussed in relation to experiences there as well as developments which have taken place in Queensland in recent years. Early A.I.S. problems involved small coal cleaning in heavy medium cyclones and flotation. A proposed future plant flowsheet for A.I.S. is considered in the light of these experiences. Reference is made to plants operated by the Thiess, Peabody, Mitsui Coal Company Pty. Ltd. at Moura and the Utah Development Company's plants at Blackwater and Goonyella in the development of coal washing prac- tice in Australia.

"Although Canada has achieved one of the highest living standards in the world, people and organizations have, over the past decade, begun to question the cost and means of this achievement. Concern has been expressed about the degree of environmental disturbance arising from industrial activities which have greatly contributed to our increased living standards. These industries include hardrock mining, pit and quarry operations, hydro-electric schemes, various agricultural enterprises and urban land developments.In the construction and operation of the above industries many environmental problems arise because the natural vegetative land cover is destroyed or drastically disturbed. Disturbance may occur to such a degree that revegetation is di ffi cult, often it appears impossible. Portions of the environment around such industries remain aesthetically unacceptable and appear to offer little or no potential for future resource use in wildlife, recreation or agriculture.The general public cannot dissociate itself from the activities of the aforementioned industries. It has, over many years, accepted the benefits and conveniences arising from those activities. Despite this, the increasing level of public concern imposes upon industry a need to alleviate or repair past, present and future environmental disturbance. Therefore it is incumbent upon industry to modify present technology or develop new techniques which would allow the disturbed environment to be easily and rapidly repaired."

This note is a review of current research intended to increase the utilization of coal ash. Due to the magnitude of the fly-ash research program, some projects may be inadvertently omitted. Field research on fly-ash for use as an agricultural fertilizer is being monitored at Virginia Polytechnic Institute and State University. This research is directed at determining the plant nutrients that are available in fly ash as well as the quantities of fly ash that can be applied to agricultural soil.

Anaheim Bay, located at Seal Beach, California, is the site of the Huntington Harbor development of waterfront homes and marine facilities. The main entrance to Anaheim Bay is a relatively narrow channel connecting the bay with the Pacific Ocean which runs under California State Highway One. During the development of Huntington Harbor the old highway bridge was replaced with a new, higher bridge to allow for boat passage through the channel. At that time only the main span decking of the old bridge was removed, leaving the support pillars and the approach ramps in place (see Figure 1). The narrowness of this channel, plus the increasing boat traffic created a situation in which public demand for the removal of the old bridge became significant. Because the bridge was located within the boundaries of the Seal Beach Naval Weapons Station (see Figure 2) the Navy became involved in the bridge removal. Eventually the task was assigned to the Naval Amphibious Construction Battalion One and work began in early 1974.
