Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

The present fuel situation indicates that, at least for the next 20 to 30 years, the burning of coal will be a main source of energy. All coal contains sulfur, which is converted to sulfur dioxide during combustion. The concentration of sulfur dioxide (SO2) in the resulting flue gas, for most coals, would exceed the limits established by the Environmental Protection Agency (EPA). Therefore, the sulfur must either be removed from the coal prior to its burning, or be collected from the stack gas before it reaches the atmosphere. There is currently a large amount of research devoted to methods of removing the sulfur from the coal before burning, or during combustion in fluidized beds with materials which trap the sulfur in the solid residue. The commercialization of these processes, however, is not expected in the near future. Flue gas desulfurization appears to be the best near term prospect of fulfilling current air quality control regulations. The lime/limestone wet-scrubbing methods are the most advanced flue gas desulfurization processes and will account for the majority of sulfur removal systems in electric power generation. There are currently at least 23 full-scale systems existing or under construction and 17 of these will use the lime or limestone wet-scrubbing process. (1)

Conventionally, a combined system consist- ing of a dry or wet pulverizer and kneading mac- hine is applied to the pretreatment of fine mat- erials for agglomeration, especially for pellet- izing. However, treatment cannot be expected to be satisfactory owing to the complexities of the process. A new process was developed to over- come the defects inherent in the conventional process. This new process treats certain fine materials having a moisture content somewhat lower than that suitable for pelletizing in a ball or rod mill. The mill is of special de- sign in which grinding and strong kneading are performed to give an extremely homogeneous ball- ing material with appropriate size distribution and pelletizing characteristics. The most serious problem in this process is the choking of sticky materials in the mill. A specially designed rubber lining was installed in the mill to overcome this trouble. This paper presents actual results from our iron ore pelletizing plant relating to the pelletization of other fine materials.

Just a few years ago my company was referred to as the Marion Steam Shovel Company. We still make shovels, both two and eight crawler types. The eight crawler stripping shovel appears to have been replaced by the walking dragline for overburden removal and in some cases for the mineral as well. The walking dragline appeared in the coal fields in the early 1930's. It owes its popularity today to the fact that it can cope with overburden depths in excess of 100 feet and with blasted sedimentary rock, all at an 0 & 0 cost of ± 10¢/BCY.

In 1970 U. S. Steel acquired the physical assets of mine, mine property, and preparation plant of the Crystal Block Coal Company near Thacker, Mingo County, West Virginia. The facility, identified as U. S. Steel Mine No. 20, is administered and operated as a production unit of U. S. Steel Gary District, Gary, West Virginia. Mining operations of the No. 20 mine are conducted in the high-volatile Alma seam. The preparation plant, which originally had a capacity of about 150 tons per hour (tph) of raw-coal feed, had process circuitry consisting of a Daniels heavy-media vessel for cleaning the plus-1/4-inch raw coal, a McNally-Pittsburg feldspar jig for cleaning the 1/4 inch by 28 mesh, and Daniels flotation cells for treating the 28 mesh by 0. No water-classification system existed. Refuse tailings from the plant were pumped to several surface lagoons which were decanted to the stream. The settled solids were removed and trucked to the coarse-refuse disposal area. Water make-up requirements were supplied by a small mine-water surface reservoir and augmented with stream water. Estimated reserves of high-grade iron ore at Serra dos Carajás total 16 billion metric tons and have an average grade of 66.7 per cent iron, 2.2 per cent combined silica and alumina, and 0.05 per cent phosphorous on a dry basis. Hematite is predominant and no significant sulfur on other deleterious elements are present. Serra dos Carajás is located in northern Brazil, about 550 kilometers southwest of Belém, Pará. It is six degrees south of the equator between the Xingu and Tocantins Rivers. Both rivers flow northward toward the Amazon River. The greater part of the area is covered by thick jungle, and the most practical means of access is by air.

A central requirement for using simulation models is the need for retrospect testing to validate experimental conclusions. Acceptance of a model by managers and safety practitioners is more likely to depend on its tested performance in-the field rather than on the underlying logic or the validity aspects of the model itself. It is here that simulation bridges the gap between theory and useful design procedures. The original version of the rail haulage sub-assembly was success¬fully tested in the field (Sanford, 1969). However, the case studies that were described here involved single-stage haulage and restricted jobtypes from UGMHS. Since this report together with Volume VI (Production Subsystem) describes extensive changes and modifications to the rail haulage sub-assembly and UGMHS, field tests were necessary to verify both the rail model and the linking concepts to the Produc¬tion Sub-system. Mine Description The candidate mine selected for model verification works the 6 1/2 foot Pittsburgh seam. Shaft openings are used for manways and ventilation and a dual compartment slope for materials handling. In the bottom half of the slope, a hoist with track handles supplies and equipment. In the upper half, a 42 inch belt conveyor travelling at 450 fpm moves coal from a rotary dump to the surface. The immediate roof is shale with the first 12 inches taken during development mining. About 4500 raw tons are produced daily from seven face units and one spare working three shifts. At seven of the sections,

The location of trapped miners from their seismic signals will be in- accurate if we assume the P-wave propagation velocity is a constant. P- wave velocities are anything but constant in regions about mines, so some calibration is necessary to obtain more accurate seismic locations. The reference event method compares the time arrivals of signals generated by the miners with those previously recorded from a reference or calibration event in the vicinity of the miners. This method locates the miners' position relative to the calibration source. Hence, the location of the miners is absolute if the reference event position is known absolutely, usually from surveys and mine maps. Advantages resulting from the system, besides greater accuracy, are locations independent of the velocity model assumed, the same solution from the full array and from any subset of four or more seismometers in the array (three if the miners' depth is known), fewer seismometers required, and no complex computers required for analysis. VELA Uniform experience shows that the accuracy of locations of teleseismic explosions and earthquakes is improved by an order of magnitude over locations computed from average travel time curves. Each calibration event is applicable only over a limited range. We recommend a field test of the method at a mine to measure its location accuracy, the range of effectiveness for each calibration event, the number of seismometers needed, and the number of reference events required per mine. From these experiments we could decide whether the reference event method was useful and, if so, what form a practical rescue system would take.

The subjects to be examined in my portion of the session entitled "Technology of Aluminum.. Recovery" will be twofold. 1. Economics of the basic aluminum economy--supply-demand-price. 2. Specifications of aluminum products produced from municipal waste--from the secondary aluminum standpoint. It is the object of this speech to first impress everyone with the excellent long-run markets for the aluminum products from municipal waste and then to acquaint everyone with the rather liberal scrap specifications that the recycling industry can tolerate. The most important statement that can be made about the recycling of aluminum is that it is now and will be an economic necessity. This is true far many reasons; one which hit the headlines recently was Interior Secretary Rogers Morton's statement "Third-world nations could use mineral wealth not to achieve political ends but to jack up economic positions. The result could be sky-rocketing prices and dwindling supplies on world markets." There is no reason why the group of countries that supplies most of our bauxite can't get together the way oil-producing countries got together on the price of oil. (Jamaica and Surinam, are original sources of two-thirds of the aluminum used in the United States.) The worry is not so much that we will end up without the basic raw material but rather that the price might be so high that we could not afford it. So much for the blackmail reason for recycling aluminum; the supply and demand picture in both the primary and recycling sectors of the aluminum economy is far more meaningful.

In this decade of the 1.970's it is forecast that eight billion cubic yards of rock will be excavated from 400, 000 miles of new tunnels, drifts and other underground workings in the western world, according to estimates in a report of the Organization for Economic Cooperation and Development (OECD). It is expected that the cost of this work will be in excess of $54 billion in constant 1970 dollars. Most of this underground excavation will be in mining -- 97% of the tunnel length and 89% of the volume - -the balance in construction. In addition to this huge excavating task, in the 18 developed nations of OECD, will be projects in the Communist Bloc and in the developing nations. Underground excavation requires the successful completion of three principle activities: A. Break -- to free rock from the solid work face. B. Remove-- to clear the work area of broken rock. C. Support -- to assure stability of rock surrounding the underground excavation and to eliminate risk of rock collapse. In today's fully mechanized excavation systems, continuous miners, roadheaders or tunnel borers, (A) break the rock loose from the face, and (B) remove broken rock with their mucking devices and load it onto belt conveyors, mine cars, trucks, or any other appropriate haulage system for disposal. Coaxial cable structures form the subject of substantial theoretical and experimental investigations either directly related, or which can be extrapolated, to the communications needs and environments of U.S. coal mines. Communication systems based on "guided" waves, of which "leaky" coaxial cables are one implementation, are attractive candidates for providing a range of communication functions primarily along haulage ways, and possible also within sections up to the working face. (However, there are still strong reservations as to whether a practical coaxial cable sys tem could provide sufficient communications coverage within a section. ) In this Part, we present the results of some theoretical calculations of the performance of leaky coaxial cable communication systems. We also analyze the applicability of the theoretical and experimental results obtained by other researchers to the needs of U.S. coal mines. In particular, this investigation has been focused on the utility of relatively low cost, conventional, flexible, coaxial cable at frequencies covering the LF through HF bands and extending into the lower part of the VHF band, as opposed to relatively high cost, special semi-rigid, coaxial cable* at frequencies in the VHF and UHF bands. There are three major design alternatives for coaxial cable communication systems considered in this chapter: • Base station feeding a coaxial cable with high surface transfer impedance (holes in outer conductor, e.g., braid construction). • Base station feeding a coaxial cable with repeaters (U.K. experiments). • No base station, direct communication via a coaxial cable with periodic radiative structures.

A prototype particulate size analyzer system was developed that would rapidly determine size distributions of homogeneous and two-mineral materials in the 74-micrometer (200-mesh) to 7-micrometer size range. The system sizes particles in a series of hydrocyclone elutriation steps and senses the weight of the five sized fractions by nuclear attenuation techniques. Size distribution of materials was determined from experimentally developed mathematical relationships that existed between particulate weight and the measured transmittance of gamma rays from an Americium-241 source. In the developmental phases, size distributions of three minerals (quartz, magnetite, and hematite) and a laboratory prepared two-mineral mixture of quartz and magnetite were accurately determined by the prototype system. In later stages of the investigation, semiconcentrates, an intermediate magnetic product from a taconite plant, were evaluated. Using 25-gram feed samples of this industrial material, the analyzer system was found to predict weight percentages for individual size fractions with an accuracy of ±0.85 percent or better at a 95-percent confidence level.

Mill scale, which contains a high proportion of magnetite and wustite, was added to the feed to the Whyalla grate kiln pellet plant during the production of acid pellets for domestic consumption. Its addition resulted in increased production -rates together with reduced consumptions of bentonite, fireclay and fuel. Mill scale was particularly beneficial when treating feed containing difficult to process, earthy, high ignition loss iron ores. Test work in the laboratory and subsequent plant experience showed that the magnetite and wustite oxidised in the drying and preheat sections of the travelling grate. The additional heat reduced gas flows through the grate kiln system, aided the drying of green balls containing earthy ores and increased the preheat strength of the balls. These advantages were offset to some extent by higher power consumptions to grind the harder mill scale and process difficulties caused by the contamination of mill scale with oil and coke.

Exploration The technology of underground construction and particularly of tunneling, both now and in the future, starts with knowledge of the properties of the medium surrounding the tunnel. Although we are trying to develop machines that can excavate tunnels independently of the properties of the medium, and although we may achieve some success in this direction, we seem always to be brought up short by a paradox: With increasing sophistication of machines and with increasing complexity of construction jobs, our methods are likely to become more sensitive rather than less sensitive to changes in the medium. I suspect that the need for more precise knowledge of subsurface conditions in advance of construction will increase rather than decrease as time goes by. In the recent anniversary issue of Engineering News Record, Probing the Future, Senior Editor Bill Jacobus prophesies highly sophisticated devices to probe the unknowns of the earth's soil and rock materials. He envisions that "drill holes to obtain borings will give way to rock-melting coring devices". He may be right; it is hard to argue the accuracy of predictions of the future. The role of calcareous minerals in that area of the environmental improvement program involving the control or elimination of sulfur oxide emissions is discussed, and a new concept in gas scrubbing, rendering possible the use of calcareous rocks more extensively for this purpose, is presented. Calcareous rocks are defined as the more common limestones, consisting essentially of calcium carbonate and magnesium carbonate. The effect of magnesium carbonate on the reaction rate of limestones and lime toward sulfur oxides in aqueous scrubbing systems is pointed out. The relative economics of lime- stone versus lime as aqueous scrubbing reagents for sulfur dioxide are indicated.

According to the Balandin's (1) "multiplet theory of catalysis", adsorption can occur only if atoms of the reactant molecules are congruent with surface atoms of the catalyst. Such a condition calls for certain definite geometrical relationships between the reactant molecules and the atoms at the surface of the catalyst. If such a match or geometrical 'fit' is not provided, the surface reaction will not take place. An appropriate analogy to this may be the lock and key theory that enzymes should fit a substrate just as a key fits a lock. Similar geometrical considerations in adsorption studies were made in connection with the flotation of minerals. Gaudin(2) and Gaudin and Preller (3) proposed that if the dimensions of collector ions are in registry with the mineral lattice, an ordered layer of adsorbed species is formed. They explained that the structural fit is one reason for good flotation of galena with xanthate. In another study, Bachmann (4) attributed the selective flotation of KC1 from NaCl with amine to the fact that the lattice parameter of the amine collector is closer to that of KC1. Schubert(5) investigated the flotation of various nonmetallic minerals with amine and pyridine, and related the dimensions of the collector ions with the anion distances of the mineral surface. He concluded that good flotation is obtained when the tolerance is within 20%. The geometrical theory has also been used by Groszek (6) to explain the preferential adsorption of n-paraffin onto the basal plane of graphite. The geometrical theory has thus been found useful in explaining adsorptive properties of an adsorbate relative to the substrate structure. The purpose of the present work is to examine the possibilities of a geometrical fit between sodium dodecyl sulfate and Cu(OH)2 surface, and to construct a crystallographic model of the surface compound.

The use of computers in system analysis is well established. Analog computers have been used for this purpose since about 1940. As the power of digital computers increased and their cost decreased, much of the analysis formerly done by analog computers has been diverted to digital computers. The mathematical foundation for system analysis was laid between the years 1700 and 1900. In the 1930?s, telephone repeater amplifiers were designed using systems analysis techniques. From 1940 to 1960 systems were analyzed using either direct simulation or LaPlace transforms. Since 1960 analytical methods have been expanded to include linear vector space theory. All of these methods are being used to analyze the dynamic behavior of mining machinery.

To improve communications between mine workings and surface locations during emergency situations and for administrative purposes. The Approach: Development of a device for interconnecting phone systems which permits two-way communication between a public telephone and a mine pagerphone by authorized personnel. How It Works: The system, developed by personnel at the Bureau's Pittsburgh (Pa.) Mining and Safety Research Center, makes connections between the public phone line and mine pagerphone line. As shown in Fig. 1., incoming calls are sensed by the ring detector (4) and the system "answers" the call electronically. To reach the pagerphone system, the caller inserts an audible tone of fixed frequency through the microphone of his telephone. This tone is produced by a miniature, pocket-carried tone generator and is detected by a tone recognition circuit (5). When this hap-pens, relay, switching, and logic circuitry (6) closes the connections between the two phone systems. Simultaneously, a page activator (9) places a DC paging voltage on the mine phone line.

This review of literature is centered around ore evaluation and reserve calculations as generally used in the mining industry. Methods of data interpolation were reviewed with the object of determining a method that would best suit the evaluation of under- ground coal deposits. Further, computerized data library concepts as related to geological data were investigated together with a brief evaluation of the data requirements for the total project. Additionally, computer techniques for the processing of geological data with a view to generate management information for decision making were reviewed including hardware and software availability. 2.1 Interpolation and Extrapolation of Data The importance of accurate estimates of value parameters in terms of their geographical and geological distribution within a, mineralized body has long been recognized in the evaluation of metallic and non-metallic deposits. As the factors which affect mineral distributions and associations are better understood, accuracy, and reliability of estimation increases. The ideal objective is to develop a deterministic model with the capability of accurately predicting the value at any geographical location. The most important value parameters requiring determination in any orebody are the grade and the quantity of ore that can be mined at the stated grade. These two parameters are modified or qualified by others which include physical dimensions and physical and chemical characteristics of the ore value. Therefore, the
