No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. The steeply dipping Mammoth orebody is mined by Gunpowder Copper Limited using a sub- level uphole bench stoping method at a mining rate of 350 000 tonnes per year. of three per cent copper ore. Access to the mine, is provided by 1 in 9 decline which spirals in the footwall connect-, ing all the sublevels, thus maximising mobility and accessibility of trackless mining equipment Sublevels are driven in ore off cross- cuts from the decline every 15 metres vertic- ally. Sublevel drives are stripped out to widths up to 18 metres before cutoff slots are mined at each end. A two boom fan drilling jumbo is used to drill inclined rows of holes to the floor of the sublevel above. Two or three rows are fired at a time which allows broken ore and remnants from the level above to be mucked out by rubber tyred LHD equipment to the brow. Ore widths of up to 80 metres are en- countered at lower levels where ring drilling from longitudinal drill drives will break ore to a draw point system below. Development is carried out with three boom rubber tyred jumbos. All haulage from the mine is in 20 and 35 tonne rear dump trucks. All aspects of the mining operation are discussed including ventilation, pumping and drainage, services and future planning.

The measurement of various gas concentrations in the atmosphere at a particular location has become a problem of considerable importance. Levels that need to be monitored vary from the range of percent for constituents such as oxygen to parts per million levels for gases like nitrogen dioxide. In particular, mine air can become contaminated with noxious or toxic gases from several sources: fires within the mine, diesel-powered equipment, and explosive sources. The contaminants that result are carbon monoxide (CO), carbon dioxide (CO2), and oxides of nitrogen (NO and NO2). Additionally, oxygen (O2) may be depleted. Thus, the workman can be exposed to potentially toxic or asphyxiating atmospheres. A device was needed that will continuously monitor the mine air in working areas and provide warning of hazardous atmospheres. The Mine Air Monitor was conceived as being a portable, rugged instrument capable of measuring the concentration of the various atmospheric constituents in the mine environment. The unit was to provide both warning signals and quantitative measurements when hazardous contaminants existed at too high a level, or when the oxygen was being depleted. The initial concept involved optical sensors for all of the contaminating gases to be measured, namely CO, CO2, CH4, and NO2, and an electrochemical cell to monitor O2. When the explosion proof requirements of Schedule 2-G made the concept appear to be unfeasible from the standpoint of weight and portability, the program was redirected and a three channel monitor employing electrochemical sensors was adopted. In this case the gases to be monitored were O2, CO and NO2. The remainder of the program was oriented towards obtaining good, commercially available lectrochemical sensors for the above gases, testing them, reducing deficiencies noted during these tests, and making the necessary modifications to integrate the three sensors into a Mine Air Monitor suitable for the mine environment.

The development of present methods of pillar extraction has evolved from the very earliest of hand mining operations which were limited in scope by venti- lation and transport considerations. Conservation and safety considerations also have led to the current shortwall operations with conventional equipment and powered supports. The shortwall methods have had significant effects on safety, costs, con- servation, flexibility, and other aspects of pillar extraction. The present stage falls short of the ideal but is some guide to prediction in what direction may lie the ideal methods for the future.

The haulage of muck from mines was first illustrated by Georg Agricola in De Re Metallica in the year 1556. In many of his ancient wood cuts he showed a crude car running on wooden rails. These wheels had no flanges. There were four pins sticking down from the car to guide it along the rails. Eventually they made the wheels of cast iron with flanges on them. In England, coal was hauled from the pit mouth to the nearest river or canal in "wains", or wagons, running on the common highways. These wains carried one chaldron of coal, weighing 2500 lbs and it took six horses to haul these wains over the atrocious roads of that day. Somebody, about 1760, invented a cast iron rail. These were cast iron troughs, 4 ft long laid on wooden sleepers. With these iron rails they found that one horse could do the work of six. But this U-shaped groove trapped all the dirt and grit. Somebody had the brilliant idea of attaching a flange to the inside of the wheel and from then on the rails were of timber protected against wear by a strap of iron. In 1969 Holosonics designed and developed a portable system for conducting acoustical surveys in metal mines, with lead-silver veins as the principal targets. Recently this system has been proven useful in describing rock structures for advance geologic information in civil engineering application and underground construction applications. This paper discusses a case history of acoustical surveying from a series of pilot drill holes in an advancing tunnel. In acoustical surveying a pulsed acoustic signal is used to generate reflected signals from the rock formation. Arrival time, amplitude and phase of the returned signals can be determined. These data became the basis for a signal correlation program designed to relate the signals to their respected pseudo-planar reflecting interfaces. An application of acoustical surveying has recently been conducted in a portion of the excavation for the Washington Metro Area Transit Subway. The data results and conclusions of the program are discussed in the paper. Acoustical surveying was successful in predicting the occurrence of major jointing and foliation plane shearing ahead of the tunnel advancement.

Alterations were performed on a previously developed heap leaching model representing sulfuric acid solution leaching of a malachite sandstone ore. The alterations were made in order to approach a more realistic solution to the leaching equations used in the model and to provide a means of obtaining a constant acid con- centration in the model' s simulated heap effluent solutions. This constant acid concentration is desired if the effluent solutions are to be treated in a solvent extraction-electrowinning plant. An economic study was made showing a use of the leaching model for an imaginary heap leach operation. The example illustrates a method of selecting heap leaching parameters if data are available on mining costs, dump costs, capital cost, etc. This was achieved using an incremental investment technique.

The Australian Mining Industry Council (A.M.I.C.) was established in 1967 as a body to co-ordinate the interests of the mining industry on a nation-wide basis. Its member- ship now embraces the great majority of mining groups in Australia. One of A.M.I.C.'s major continuing functions since its formation has been to work with Governments towards the enactment of more effective and efficient mining legislation. Yet, over the period, the,overall position, if anything has deteriorated. The main reason for this was that because of the rapid succession of what appeared to be quite separate problems during the period there was never sufficient time for Govern- ments to take stock of a situation before it would be changed by a new set of circumstances. By early 1973, the Council was certain that most of the various questions raised were really part of the one overall land use problem and its work in this area thus took a new emphasis from that time. In discussing the Council's involvement with Australian mining legislation over the last six years, the paper helps to clarify the present situation. It then explains a land management system which the Council believes could pro- vide the basis for the type of enlighened

Over and above the technical support arid consulting work described in the preceding Parts of this Volume, ADL staff also provided a wide range of additional technical assistance to the Bureau on an ad hoc basis over the course of the contract, and particularly in 1973. Some of these assignments were on tasks that temporarily assumed a high priority at PMSRC, requiring a fast response, while others were more suited to conventional schedules but on communication and location topics less directly related to those in the preceding Parts. Chapter I briefly describes some of the diverse short-term assignments while Chapters I1through V treat assignments on the other topics. I SHORT-TEXM ASSIGNMENTS A sampling of short-term, fast-response assignments undertaken on mine communications and miner location for PMSRC during 1973 are given below. These assignments included technical reviews, discussions and recommendations related to the theory, experimental data, designs, and hardware implementation of experimental CW and pulse miner location EM transmitters; preparation of technical performance specifications for a miniaturized preproduction prototype CW electromagnetic location transmitter; review of specifications for a seismic signal detection experimental study; participation in technical discussions and experiments with PMSRC and equipment suppliers regarding the UHF radio/radiax-cable communications installation in the Bruceton mine; participation in an informal conference to discuss mine communication and monitoring needs and preferences with representatives of the Bureau, mine operators, and equipment manufacturers; participation in technical discussions with representatives of a U.S. mine operator and CERCHAR* concerning the characterization of faults on trolley lines and means of improving their rapid detection;** recommendation of simple signal, noise, and ground fault measurements on mine phone lines; review of an inexpensive automatic telephone dialer; preliminary discussions regarding the feasibility of adapting and assembling a collection of available telephone industry carrier equipment for installation and test in an operating coal mine; evaluation of a proposed call alert mine paging system; review of hardware designs and future experiments for a mine communication sled; design critique of a proposed six-channel narrow-band FM voice modem for carrier communication on the mine phone line; preparation of technical performance

In a closely controlled laboratory retorting system for oil shale, a relationship was developed by the Bureau of Mines between the temperature in the retort and the weight ratio of ethylene to ethane in the gases produced. Reciprocal temperature was shown to be directly proportional to the log ([ethylene]/[ethane]). From this relationship a number, called retorting index, was developed. The retorting index has the dimension of temperature, but its magnitude depends on both temperature and residence time for the reactants in the heated zone in the oil-shale retort. The slopes of the lines relating reciprocal temperature and the logarithm of the ethylene-ethane ratios are nearly constant for each of the retorting processes for which data have been presented. The retorting index should be a valuable tool to control the operation of oil-shale retorts, either aboveground or in situ. If an optimum operating condition can be established, the maintenance of the optimum or the departure from it should be easily monitored by use of the index.

INTRODUCTION Designers of major public works projects in the past have displayed varying degrees of environmental consciousness, and tunnel designers in particular have always had to deal with certain environmental considerations - ventilation, lighting, aesthetics - as matters of primary design. Today, however, with a widening sector of the public becoming environmentally aware, tunnels are treated as elements of whole transportation systems, and are subject to increasing environmental scrutiny. The Route H-3 tunnels in Hawaii are examples of the time, care, and detail involved in a major rock tunnel project. Project Description The Route. Interstate Route H-3 is a proposed 10-mile highway crossing the Koolau Mountain Range on the island of Oahu, Hawaii, providing a direct connection between the Pearl Harbor area and the windward part of the island in the vicinity of Kaneohe. It is designed as a dual highway with provision to accommodate mass transit. As shown on Figure 1, the project includes two sets of twin bore tunnels (through the Main Koolau Range and through Red Hill), three highway sections of which two are through largely undeveloped mountain valleys (South Halawa and Moanalua), a viaduct, and three interchanges. From the Halawa Interchange to the Kaneohe Interchange, the proposed highway consists of two 3-lane roadways separated by a median where the highway is at grade. One lane of each roadway will not be constructed initially but will be landscaped and reserved for mass

This Bureau of Mines publication describes the hardware system and software package for the semiautomatic acquisition and automatic processing of high-resolution mass spectrographic plates. The semiautomatic data acquisition allows a tenfold saving of time compared with manual data acquisition. Automatic processing of the high-resolution data to yield exact masses, intensity, and the corresponding empirical formulas is accomplished by efficient programming on a small, inexpensive, programmable calculator system.

This report covers the design and testing of a novel bulk materials conveying device by the Bureau of Mines. The transport concept of the device is to create a traveling wave with a steep front so that the bulk material slides and cascades down the front of the wave with some horizontal motion. Ideally, the front should act like a continuous chute. The concept of moving bulk materials along a belt without any forward movement of the belt itself was demonstrated. The conclusions reached were that the mechanism as designed could not overcome the inherent major disadvantages that would make the undulatory conveyor suitable for practical applications.

Slurry transport of industrial minerals has proven to be practical, economical, and efficient. Industrial minerals currently being pumped for long distances include cement, clay, phosphate, sand, and various waste product from industrial mineral processing operations. This paper will touch upon the basic theory of hydraulic transport of solids and then consider the economic and engineering considerations upon which construction and operation of such a line would be based. Where possible, actual cost data will be presented.

The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces. THE KIDD CREEK MINE is located within the Abitibi greenstone belt, near its west end, in an area known as the Porcupine mining camp (Fig. 5). The Abitibi belt, long known for its many major gold and base metal deposits, is the largest Archean (early Precambrian) greenstone belt within the Canadian Shield. In the Porcupine area, the greenstone belt is composed principally of Keewatin (older Archean) basic to intermediate volcanics, with subordinate felsic volcanics developed• locally. Greywacke, mainly of volcanic derivation, occurs associated with and overlying these volcanics. Timiskaming (younger Archean) sediments, principally coarse clastics, unconformably overlie the Keewatin volcanics and sediments. The reader is referred to Goodwin and Ridler (1970) •r. for a more comprehensive description of the Abitibi belt.

4.1 Introduction Using methods outlined in previous sections of this report, programs were written and/or obtained to: i) select best combinations of "a" and "k" for up to 8 different value parameters, ii) calculate available and unavailable ore tonnages and other statistics, and iii) produce contour maps of various parameter characteristics and available tonnages on a line printer. All the above programs are written in Fortran IV for execu¬tion on IBM 360/370 computers. 4.2 Calculation of Coal Reserves The Ore Reserve program suite consists of the following sections: (a) UNIT 1: This unit is a subroutine called by Unit 2 to determine values for "a" and "k" from the given data. (b) UNIT 2: These programs calculate ore reserves and are composed of a main program and several sub¬routines. The U.S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 20 or 30 ampere leak, would represent such a fault or illegitimate load and a substantial fire risk.

INTRODUCTION Detailed investigation of a 60-ft-deep excavation in a mixed profile of sands and stiff clay was performed by the University of Illinois for the Washington Metropolitan Area Transit Authority (METRO). The work was coordinated through DeLeuw, Cather and Co., the General Engineering Consultant of METRO. Instrumentation was concentrated in a portion of braced excavation for the Gallery Place Station near the intersection of 7th and G Street. The early construction date, the 60 ft depth of cut, and the proximity of large buildings formed the basis for selection of this site as the focal point of observation and measurement. A history of lateral and vertical displacement is provided wherein movements which occurred during excavation to the full depth of cut and, subsequently, during station construction and the removal of braces are described in detail. Observations of preloading and the consequent brace loads and wall displacements are described. The effect of temperature change on brace loads is discussed and the measured apparent earth pressure for the 60-ft cut is provided. The paper discusses the relationship of lateral displacements of the cut wall to the construction procedure, and compares the lateral wall displacement with both lateral and vertical movement in the surrounding soil mass. Based on observed movement, the method by which displacement was predicted for a nearby 82-ft-deep excavation is described. The performance of the 82-ft-deep excavation has been summarized elsewhere (2).

The purpose of this paper is to review and discuss some of the less evident and sometimes neglected opportunities for progressive developments in coal research. While a great deal of both promotional and technical information flows from some areas of coal research, output deficiencies in other areas of activity have reached a magnitude where important developments have been, and will increasingly be, unfavorably affected. These areas mainly involve coal mining and preparation. Some recommendations for the intensification of effort in these areas follow: Coal Mining While a huge tonnage of in-the-ground coal is assured, the location and distribution of these tonnages are becoming less favorable. The easy-to-mine coal which is located in or near population centers has been, or is being, mined. The vigor with which the less accessible reserves are recovered by the mining industry depends largely on the condition of the coal market at the time of mining. Hence, during a buyer's market, the commercially oriented mining industry is compelled to mine the easier and less costly reserves. Conversely, during a seller's market, the need to rapidly expand production results in more difficult mining and higher cost coal as few obstacles are encountered in finding markets. Hence, a seller's market tends to enhance the recovery of reserves while a buyer's market does not. One reason for today's fuel supply problems is that the Nation has recently emerged from a long-term coal buyer's market which lasted from about 1950 to 1968. During that period, national policy caused severe production cutbacks which regretably drove the industry to mining only the more accessible and better quality reserves. Often in order to remain in business, many hundreds of millions of tons of more difficult to mine reserves were abandoned and lost behind caved areas. Many of these reserves are close to population areas and would not have been lost in a more stable economic climate. It is difficult to fully account for all the impacts that were caused by the great buyer's market of the 1950s and 1960s. Besides the obvious loss of reserves that were once considered national wealth, the mining of better reserves tended to produce a generation of technically optimistic mining people. Mining people frequently became accustomed to looking at nothing less than outstanding mining conditions as a result of the declining market. Many are now and have long since received a re-education in the other half of mining. Going from many years of mining accessible, select and easy-to-win reserves, to the crash-driving of development entries in reserves that were considered unworthy of mining during 50s and 60s, frequently results in a much higher rate of encounter with in-seam and out-of-seam rock as well as with coal-deficient areas or "washouts." Intensive entry driving activity and compulsory non-selective mining in sometimes lean reserves were brought on by the need to rapidly open up new supplies of coal. Working under these requirements presents a continuing reminder that much more needs to be known about the relatively esoteric art of planning the best direction for driving entries in order to insure that a more consistent and greater supply of coal is available during early mine development. All of the preceding discussion tends to point to a need for a better estimate of those reserves of coal that are likely to be mined in the future. Such estimates should not be limited to the compilation of the amount of coal in the ground; but, where possible, should also include information concerning the capability for producing this coal. After all, a coal seam of ample thickness may have a degree of thickness variability, undulation, bad roof or floor, so as to make what would otherwise appear to be an attractive mining condition untenable. Underlying the problem involving the feasibility of producing known reserves is the need to develop better methods for the characterization of coal seams and associated lithotypes, based on drill core data, once at area is selected for mining. Reserves and their characterization involve aspects of exploration technology that are frequently considered mature. The resulting technological deficiencies may be the main reason why coal exploration frequently does not end with core drilling of a property, as it should, but extends into the mining operation during the driving of development entries. When exploration is extended to the driving of development entries, the near absence of integrated decision-making theory involving mining, geology, mathematics, and economics becomes, once again, all too painfully apparent and frequently results in very costly rationalizations. Hence, by the formal initiation of a concentrated program to combine the cyclical effects of economics with geology and mining, more relevant estimates of reserve distribution, tonnages, and production capability should be forthcoming. Moreover, a similar formal effort is needed to develop a combination of the most advanced concepts of mathematics, geology, and mining to better "see" coal seams as a means to favorably implement many long-range decisions involving mine safety and productivity. Much more applied research needs to be done on coal mining systems for mining in thin seams and/or under bad roof. Current difficulties in both of these areas at recently opened coal mines should provide a sobering glimpse into the future. Full-scale applied research, sponsored by appropriate federal agencies, is urgently needed on a scheme involving a new combination of established mining and preparation elements. The scheme may include: (1) a continuous mining machine remotely operated by a miner stationed at some distance behind the machine using a cord attached control box; (2) hydraulic transport of coal through pipes from the mining machine to a coarse refuse removal grid, crusher, and then on to portable concentrating equipment; (3) the hydraulic transport of clean coal out of the mine in pipes to the surface for thermal dewatering, if neces-
