The Bureau of Mines has been engaged in a continuing research effort to develop processes for increasing the recovery and utilization of fluorine from low-grade resources. This current research has shown that over 98 percent of the fluorine in phosphate rock is extracted when the ore is treated with excess phosphoric acid in the presence of water vapor at 150° to 180° C. More than 80 percent of the fluorine can be recovered as fluosilicic acid, which can then be converted to commercially useful hydrogen fluoride or fluorspar by previously developed Bureau processes. Extraction of P205 from the ore was about 98 percent in batch tests and 90 percent in semicyclic tests.

Froth flotation has been described by several authors" as being analogous to a first-order rate process. Although a few investigators"," have found orders other than one fit their data best, the rate is described most often by the first-order equation, [ ] where r is rate of disappearance of floatable mineral by flotation, C(t) is concentration of floatable mineral in the cell, t is time, and k is first-order flotation rate constant. One of the difficulties in using this rate equation to develop a mathematical description of an actual flotation process is the determination of a suitable value of the constant k. The value of k, which reflects the floatability of the floatable mineral, is dependent on the hydrodynamic conditions in the cell, type and concentration of flotation reagents used, pulp density, and pH, method of froth removal, aeration rate, particle characteristics, and many other factors. Therefore, it is reasonable to expect that each particle of floatable material has a distinct value of k and that a unique distribution of k values exists for given feed and cell conditions. This has been observed and discussed by several investigators, and mathematical descriptions of the batch cell and steady-state continuous cell with distributed flotation rate constant have been developed." The mathematical description in the form of a transfer function of the continuous or flow cell under unsteady-state conditions with a distributed flotation rate constant has not been presented in the literature. Research was conducted by the Bureau of Mines to develop a technique to grow metallic fibers from a sulfide mineral. In this research, chalcopyrite (CuFeS2) was made sulfur deficient, and the remaining sulfur partitioned to the iron in the mineral to liberate metallic copper, or to the copper to liberate metallic iron. The metals formed on the surface as fibers and in the interior as spherical particles. Fiber growth is very fast. Lengths of 3 to 4 cm form in a matter of minutes, and the diameter of individual fibers is less than 1 µm. The mechanism of fiber growth is explained, and the reactions are reversible as predicted. Copper fibers can be made to grow from the surface at 400° C or to dissolve back onto the solid surface and be replaced by iron fibers at 625° C. Growth and dissolution can also be controlled to form copper/iron duplex fibers.

The first phase of our work for PMSRC on this contract was devoted to a comprehensive and in-depth assessment of electromagnetic (EM) noise measurements and data taken by several contractors for use in the design of operational and emergency mine communications. Pertinent measurements and data of other selected investigators were also included in the evaluation. This assessment treated the measurements and instrumentation used, the data analysis and presentation methods, and the utility of the final results. This phase concluded with the identification of the most useful results and methods, the remaining data gaps, the contractor most qualified to fill these data gaps, and the definition (with PMSRC and this contractor - NBS, National Bureau of Standards) of a follow-on noise measurement program, instrumentation system, and data processing methods tailored to obtain the necessary but missing noise data. A partial bibliography of references related to electromagnetic and seismic noise and propagation in the frequency bands of interest was also compiled during this first phase. The body of this Part of the final report presents a summary of the findings of our EM noise assessment, together with detailed recommendations regarding the new noise measurements to be taken and the instrumentation and data processing methods to be used. This work was done during the latter part of 1971 and the early part of 1972. Gentlemen, the title of my paper is Surface Mining An Interim Land Use. Surface mining has become one of the major controversies of our time. This has happened in spite of the fact that all surface mining to date has involved only 6 million acres out of a total of 2300 million or approximately one-fourth of one percent of the total land area in the United States. I'm not going to dwell on whether peoples' perspectives are out of focus in light of the area involved, the energy crisis, national security, or the international balance of payments problem. While these things are all critically important, it is not the function of this paper to relate to them. Maybe the amount of attention attracted to surface mining is out of proportion to a lot of other things, but I don't feel that we should use that as a basis for procrastination. However, let me categorically state that anything that affects the surface of the earth is a form of land use --- be it an interstate highway, a power plant site, a golf course, a corn field, a strip mine, or the plot of ground on which your house is located.

Hydrocarbon gases, primarily methane but also the Ca through Cs paraffins, the Ca and C3 olefins and possibly the C4 and Cs olefins, are byproducts of coal formation. Although it is generally believed that coal formation occurred at temperatures below 200° C, most experimental work on gas formation from coal has been performed at temperatures between 200° and 1,000°C. The objective of this Bureau of Mines experiment was to determine if observable changes in the gases from coal could be produced at temperatures below 200° C in relatively short periods of time. The experiment involved heating coal samples from six coalbeds at constant temperatures and analyzing evolved gases. The composition of the gases at three temperatures was compared. At 35° C, over 99 pet of the gas is methane; at 125° and 150°, methane constitutes approximately half of the hydrocarbon gas. Isobutane and pentane are the predominant higher hydrocarbons at temperatures between 100° and 150° C.

An examination of the neutron capture gamma ray method using a 252CF neutron source indicates that this technique may be feasible for process stream analysis of ores. Simulated laboratory experiments were made on iron in taconite and magnetite, and copper and nickel in their respective ores. Satisfactory analyses were obtained for 500-1000-g samples in a combined irradiation and counting time of 100 min. For large industrial size samples this time could be shortened. Based on these experiments, a set of guidelines are given for the use of the neutron capture gamma method in an industrial mill.

This publication describes abandoned-mine fire-control work administered by the Bureau of Mines under cooperative agreements with State and local governments. The work was done by private contractors under the supervision of Bureau engineers. The work is authorized by Public Law 738, approved August 31, 1954, and Public Law 89-4, approved March 9, 1965. Earlier work was authorized by Interior Department Appropriations Acts for fiscal years 1949-55. A total of 70 fires have been controlled under this program in the eastern bituminous region. The nature and extent of the abandoned-mine fire problem in the bituminous region is discussed, and the methods used for controlling these fires are described. The methods that have been used, either singly or in combination, include loading out and cooling the burning material, installing fire barriers, surface sealing, and water and pneumatic flushing.

Measurements of surface magnetic field noise were made at various locations over the Geneva Coal Mine near Price, Utah, on June 12, 1973. The locations selected were on the surface over emergency locator beacons underground at depths between 3S0 meters (1150 ft.) and 488 meters (1600 ft.). The surface terrain where these measurements were made was mountainous, and access was difficult. There were no power lines within several miles, and the weather was clear; therefore, the magnetic noise levels were about as low as will normally occur. Results of measurements of distant sferics indicate rather sharp cutoff frequencies below which broadband, impulsive noise is attenuated. The mechanism of propagation for this noise above the daytime cutoff frequency of 3500 Hz and the nighttime cutoff frequency of 1700 Hz is deduced to be a waveguide formed by the D or F layers of ionosphere as an upper plane and the earth as a lower plane.

The effect of poisoning on the behavior of platinum electrodes in redox potential measurements in metallurgical systems was studied in the presence of such inorganic surfactants as cyanide and sulfide and such organic surfactants as dodecylammonium acetate, trimethyldodecylammonium chloride, potassium ethyl xanthate, and potassium diethyl dithiophosphate (Aerofloat®). These chemical species represent, more or less, typical constituents encountered in leaching, flotation, and sewage treatment systems. Triangular wave voltammetry was used as the experimental technique to study the nature of poisoned surfaces. Among the species studied hydrogen sulfide and dodecylamine were found to form a resistant surface film affecting charge transfer. Platinum electrodes appeared to have a weaker tendency to adsorb sulfide species in alkaline pH ranges, while cyanide, xanthate, and dithiophosphate affected the normal electrode behavior differently. Possible methods of reactivation of a poisoned electrode by mechanical cleaning are suggested.

A programme began in 1970 to eliminate the charging of fine materials into the copper blast furnace of The Electrolytic Refining and Smelting Company of Australia Ltd. at Port Kembla, N.S.W. A disc pelletiser and drying plant has been installed as part of this programme. Feed material for the plant is a blended mixture of copper concentrates, fine copper-bearing residues, and blast furnace cyclone dust. The operating parameters for the disc have been calculated by comparing the perform- ance of three other discs on the plant. Re- search work on choice of binder, feed moisture and drying conditions has led to the production of reasonably high strength pellets. A description of the pellet plant and modifications necessary to overcome the initial performance problems is given.

INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. The effect of various zinc electrowinning solution impurities on the surface morphology of deposited zinc was investigated. Impurities studied included Al, Ag, Cd, Co, Cr, Cu, Ge, Mn, Ni, Sb, Sn, Ti, Pb02, PbSO4, and HC1. Also, the effect of animal glue, gum arabic, and Na2SiO3 additives on the deposited zinc surface structure was studied. Results were compared with deposits from a pure electrolyte consisting of H2SO4 and Zn+2, 200 and 65 gpl, respectively. Zinc was deposited on a Al cathode, 99.9 pct pure, using Pt anodes. Time, temperature, current density, and impurity concentrations were con¬troller The bulk of the tests were conducted at 40° C and 75 A/ft2 (82 mA/cm2). A scanning electron microscope (SEM) was used to examine the surface morphology. X ray diffraction techniques were used to determine crystal orientation and nondispersive X-ray spectrometer analyses were employed in an attempt to locate impurity concentrations on the zinc deposit when pitting or re-solution occurred. The impurities were categorized by their effect on current efficiency, morphology, and apparent mechanism of H2 evolution from the cathode.

In addition to explosion-proof enclosures, the IEC has published recommendations: 1. 79-2 Pressurized Enclosures, 2. 79-3 Intrinsic Safety, 3. 79-5 Sand-Filled Apparatus, 4. 79-6 Oil-Immersed Apparatus, and 5. 79-7 Increased Safety. All these are valid methods of electrical hazard reduction and find wide use in industries other than mining. Magison (52) discusses in detail each technique and, therefore, such an examination will not be repeated. Two other systems, lamina and labyrinth, are but variations of common explosion-proof enclosures and, therefore, will not be cov¬ered. (34,35,46,53,54,61) By examining other national authorities' opinion, the following will investigate each system's applicability to coal mining. Intrinsic safety applies to any system which is incapable of re¬leasing sufficient energy to be an electrical hazard. (49) Not one foreign country contacted disagreed with the concept, and they find these systems totally acceptable. Only South Africa does not accept oil-immersed apparatus, but no reasons were given. (62) Healy (27) stated that Queenlands, Austrailia would accept all techniques, yet some were still to be employed. Japan specifications allow for all but sand filled. (42,43) Increased safety or Protection Type "e" is an approach in hazard reduction in which special design considerations are applied to ensure an extremely low probability of electrical or mechanical breakdown

Peak Downs Mine, a five million tonnes a year coking coal operation, strip mines a, series of Permian coal seams. Seam thickness ranges from 0.5m to 5.0m, and seams consist of multiple coal plies with intermediate shale and mudstone partings. Four 47m3 draglines strip overburden to a cover depth of up to 60m. Coal loading is by 12m3 shovels and 14m3 to 18m3 front-end loaders. Parting removal takes place where the layer of shale and mudstone between seams exceeds 0.3m in thickness. Parting has been removed by a wide variety of earthmoving equipment in order to evaluate the problem and to select the optimum method from an operational and economic standpoint. Multi-seam stripping of the thicker seams is accomplished by working draglines from spoil- pile benches. Coal seams thinner than lm are recovered by dragline and stacked in the pit for later loading.

A 5-hole pattern was drilled from the surface at a site near Oak Grove, Jefferson County, Ala., to degasify the gassy Mary Lee coal bed in advance of mining. Gas and water production was monitored for 1 year, 4 months to allow gas flow to stabilize fully. A thickened water stimulation treatment was designed and applied in one hole of the pattern to evaluate this degasification technique for the Mary Lee coalbed. A gas production rate of 70,000 fts/day after stimulation treatment indicates that the use of vertical boreholes coupled with hydraulic fracturing in advance of mining the Mary Lee coalbed would provide for more rapid degasification and could provide a possible source of natural gas.

Molybdenum alloys with good strength properties at elevated temperatures were produced by the powder metallurgical internal oxidation method previously applied to tungsten and known as oxyreaction strengthening. Commercial molybdenum powders were blended with 0 to 10 pet of a reactive powder, ZrMo2. The effects of composition, blending procedure, and sintering conditions on strength properties at elevated temperatures were studied. Strengthening was attributed to zirconium in solid solution with molybdenum and to the presence of submicrometer particles of Zr02. Several alloys had tensile strength and stress-rupture properties com-parable with those of the best commercial alloys. The maximum tensile strengths obtained were 92 kpsi at 1,200° C and 53 kpsi at 1,316° C. The maximum stress-rupture life at 30 kpsi and 1,200° C was 145 hours.

The technology for using limestone or lime to scrub SO2 from power-plant flue gas has significant implications to the limestone industry. A brief status report on these processes will be made, possible process requirements on the limestone properties will be reviewed, and projections on the buildup of demand with respect to time will be reviewed. Disposal problems inherent with the use of these throwaway processes will also be summarized. Given a viable technology, relations among (1) distance of power plants from low- and high-sulfur coal and limestone deposits, (2) modes of handling and transporting immense tonnages of bulk material-coal and/or limestone, and (3) regional air-quality standards are some of the factors which will ultimately determine the demand for limestone. A discussion of these factors will be presented, with the intent of identifying geographic regions where significant increases in production can reasonably be expected.

"THE ECSTALL CONCENTRATOR is situated adjacent to Highway 101 and the Ontario Northland Railroad, 15 miles east of Timmins, Ontario. Ore is delivered to the concentrator by rail from the mine, which is 17 miles northwest of the plant. Power and fuel are obtained from the hydro and natural gas lines which pass close to the plant site. Water is obtained from the Frederickhouse River, 6 miles east of the concentrator. The main concentrator building is a large structure 500 by 640 feet by 90 feet high and contains facilities for fine crushing, crushed ore storage, grinding, flotation, tin recovery, concentrate handling and reagent handling. Located in the same building are the machine shop, warehouse, metallurgical laboratory, pilot plant, men's change room, sample preparation area and an assay laboratory. The general concentrator layout is shown in Figure 47. Originally designed to handle 9,000 tons per day, the concentrator now treats 10,000 tons per day. Two different ore types are processed by selective flotation in three individual circuits to recover copper, lead and zinc concentrates. In 1973, another circuit was added to recover pyrite and tin concentrates from the combined zinc tailings of the three main circuits."

A fragmentation experiment was performed in cooperation with Duval Corporation in a porphyry copper molybdenum deposit near the Sierrita pit south of Tucson, Ariz. A 10-hole test blast was detonated to establish relationships between blasthole spacing and the resulting fragmentation. Blastholes were 9 in. in diameter and 110 ft deep. The 10 blastholes contained a total of 17,400 lb of aluminized slurry blasting agent in 50-ft columns with 60 ft of stemming. Blasthole spacings of 25, 20, and 15 ft were tested. Diamond drill core examination was the primary method used to determine the condition of the rock before and after blasting. Topographic surveys were used to measure the rock swell produced by the blast and a fragment size distribution was obtained for the rubblized material on the surface. The rubble zone at the surface was ideal for in situ leaching. Fragmentation to depths of 110 ft was excellent from the 15- to 20-ft blasthole spacing patterns. Good breakage was also produced by the 25-ft pattern although the effects of the blast were not as obvious. In situ leaching tests were not conducted. However, based on size consideration only, all three blasting patterns produced adequate breakage for successful leaching.
