"INTRODUCTION Although galena is the most common lead-bearing mineral, is easily concentrated by gravity methods, and is readily susceptible to flotation, nevertheless some galena-bearing orebodies have within them small deposits of lead ore that fail to give a high recovery when treated by the customary milling methods.The secondary minerals, cerussite and anglesite, which result from natural oxidation of galena, cause losses when the customary method of lead-ore concentration is practiced. The identification of oxidized lead-ore minerals and the efficient concentration of a lead ore taken from the oxidized portion of an orebody which has previously yielded poor recoveries mere the objects of a recent investigation. Thus the ore examined was selected from a large orebody. The work was undertaken at the Mississippi Valley Experiment Station of the United States Bureau of Mines in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo.DESCRIPTION OF OREThe ore was of a brownish color owing to oxidation of some of the iron minerals to limonite. The lead content was 6.80 percent, and a cursory examination showed that most of the lead was present as galena. Small amounts of sphalerite, siderite, and pyrite were readily identified. The chief gangue mineral was dolomite, accompanied by smaller amounts of calcite and glauconite."

"INTRODUCTION In previous reports 5 results were given of a manhole investigation carried out over a period from June 1929 to July 193C in cooperation with the Edison Electric Illuminating Co. of Boston. Mass., and during 1931 in cooperation with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by the Edison Electric Illuminating Co. and to develop methods of eliminating these hazards. These investigations have demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.The investigation carried out during 1932 has been along lines similar to those conducted during 1929, 1930, and 1931 test crew consisting of two men, one an employee of the Consolidated Gas Co. and the other an employee of the Edison Electric Illuminating Co., was continuously employed during the year in the testing of gases in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Consolidated Gas Co.As in the previous investigations, all tests were numbered. The test-data sheets, on which the information regarding the tests was recorded, were prepared in triplicate, ono copy going to the Edison Co., one to the gas company, and the third to the Bureau of Mines at Pittsburgh, Pa. These test-data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record of each manhole tested was immediately available. A typical test-data sheet was given in the 1931 report. These data sheets were found to entirely satisfactory and no changes were made during the 1932 investigation. The procedure of sampling manhole atmospheres, shipment of the samples to Pittsburgh, and method of analysis has been the same as that described in the 1931 report and need not be repeated here. Likewise, there has been no change in the method of calculation of explosibility of the samples analyzed or the use of charcoal filter tests given in appendix A."

"INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

The greatest hazard of early mining was from explosions of methane ignited by open lights . With the advent of safety lamps and forced ventilation this hazard was greatly reduced until the application of electricity to modern mining not only multiplied the sources of gas ignition but the accompanying , machines and haulage systems increased the amount of explosive dust , through which a methane explosion is more liable to become a major mine disaster , and thus greatly furthered the need of adequate ventilation to keep down the concentrations of methane . Adequate ventilation is still the best preventive of such explosions . However , even with a well laid out and controlled ventilating system the amount of air passing through entries and rooms is liable to vary within wide limits because of open doors , falls of rock , or other accidental causes . The percentages of methane under normal conditions should therefore be kept so small that they will not be increased to explosive proportions by short interruptions in ventilation . Mine ventilation and methane detection are inseparable safety precautions . The increasing importance of ventilation necessitates more accurato determinations of the methane concentrations throughout the mines . This paper discusses in detail some of the steps in the development of methane detection and specially notes the more accurate detectors now available . One of the earliest means of detecting methane was by a candle . About 1835 , John Buddle , Sr. , a noted mining man of his period , when questioned by a Parliamentary Committee as to the safety of using candles , replied :

The value of protective clothing in the prevention of injuries has long been recognized in many of the leading industries , but the adoption of the idea into mine safety programs is comparatively new . Once started , however , the idea has grown rapidly and the results already obtained by mining companies have shown that it is fundamentally sound . Both coal and metal mining companies are rapidly adopting these protective measures , and since 1924 many mines have become well equipped with eye , head , and foot protection . At the present time approximately 70 percent of the employees in the anthracite mines of Pennsylvania are provided with safety hats . At many metal mines all employees are provided with safety hats, shoes , and goggles . The Pennsylvania mining law provides that all shaft · workers in anthracite mines shall wear protective hats . In According to a study³ made of the nature of 3,485 temporary injuries and of the parts of the body of underground coal mine employees most exposed to occupational hazards , the head and face were injured 665 times , the hands 856 times , and the feet 565 times . Of 2,555 temporary injuries in metal mines , the head and face received 484 , the hands 788 , and the feet 357 . a similar study4 made by a coal -mining company for the year 1928 , of 556 injuries the scalp received 9 , the skull. 4 , the eyes 47 , the hands 62 , the thumbs 21 , the fingers 141 , the ankle , the feet 51 , and the toes 35 . Probably most of these injuries could have been prevented by suitable protective clothing and equipment . This study also revealed that at least one injury occurred

Marked progress in safety has characterized the operation of coal mines in general in the State of Washington during the 5- year period 1928-1932 , particularly during the years 1931 and 1932. Physical conditions such as steep pitches , inherently bad roof and floor , prevalence of gas , and explosibility of the dust of Washington coals present certain definite hazards . Although advances have been made in accident reduction in Washington , the State still has far to go in that direction . The State has endeavored to reduce its coal -mine accidents by the usual method of making certain definite safety requirements mandatory . The value of education has not been underrated , but the educational method used has not altogether achieved the res lts desired by the industry itself , particularly within certain imdividual organizations . The past 2 years have witnessed a growth , in certain instances , of the essential ideas that the observance of safety precautions on the part of all is demanded if accidents are to be reduced , and that the initiating and carrying out of any program to promote and obtain desired results in accident elimination must begin and function from the top downward . Mining operations of Washington mines have been described in various publications of the United States Bureau of Mines .

"INTR0DUCTIONThis publication is a third of a series devoted to falls of roof and coal in coal mines of the Western States. It gives the results of examinations of the mines of the Rock Springs coal District of Sweetwater County, Wyo., which represent the principal coal beds therein and approximately 75 percent of total production of the State.A study was made of safety conditions at all the producing mines of the district and suggestions were offered the operators regarding methods and practices which would, in the opinion of the writer, provide additional safeguards to prevent accidents from falls of roof and coal.In presenting the subject, consideration must be given to such features as character of the coal beds, depth of cover. methods of mining, timbering practice, roof testing and supervision, and for comparative purposes to certain statistical matter bearing upon relation of accidents to their causes, tonnage produced, men employed, days worked, and lost days due to accidents during the 3—year period covered by this study.ACKNOWLEDGMENTSThe writer acknowledges the cooperation of the officials of the various coal companies, without whose assistance this work could not have been completed.F0UR REPRESENTATIVE COAL OPERATIONSThis report relates to four representative coal operations in the Rook Springs district of Sweetwater County, Wyo., which are referred to as mines A, B, C, and D. "Adequate lighting for all mining operations would unquestionably tend to promote both safety and efficiency; this would be true not only for men but also for the animals that man impresses into service in mines. The Markeeta Coal Co. and the Alabama Fuel & Iron Co. both operating mines in Alabama, have found that equipping mine mules with portable electric lights is more efficient, much more humane, and far more safe for both men and animals then the more or less usual method of forcing the animal to do its work essentially in darkness.This report is intended to give the mining industry data, that will aid in trying to bring about safe and efficient operation of mines.The authors desire to thank Charles F. DeBardeleben, president, Fred R. Bell, general manager, Hewett Smith, C. H. Shepherd, and R. A. Sensing, superintendents for the Alabama Fuel & Iron Co.; and Charles F. DeBardeleben, Jr., president, and H. M. House, superintendent for the Markeeta Coal Co., for their cooperation in furnishing the data for this paper.The eight mines operated by the Alabama Fuel & Iron Co. and one operated by the Markeeta Coal Co. in Jefferson and St. Clair Counties, Ala., are the only mines in Alabama where mules are provided with portable electric lights, and there are few if any mines in other States in which this system is in use.These two companies are convinced that equipping all mine mules with good lights decreases underground haulage cost by animals by prolonging the useful life of the animals, increasing their efficiency, lessening haulage wrecks and delays on haulage, and increasing production. Last but not least of the advantages would be the more humane treatment of the animals.The nine mines are developed by slopes along the dip of the coal bed, with double-room entries on 200- to 300-foot centers turned right and left off the slopes and with approximately 1 per cent grade in favor of the loads. Rooms are driven up or diagonally up the pitch from these entries.A surface hoist delivers the empties from the surface to the entry sidetracks at the slope and pulls the loads to the surface. From these sidetracks, mules pull one to four wooden cars, each of which holds 1-1/2 to 2-1/2 tons of coal, deliver the empties to the rooms and entry faces, and pull the loads to the slope sidetracks. The mule haul varies from 100 to 3,000 feet; there are no locomotives or trolley wires in any of these nine mines, seven of which are rated as gassy and two as nongassy by the Alabama state Mining Department."

"INTRODUCTION The Bankhead mine of the Cane Creek Coal Mining Co. is in the central part of Walker County, Ala., 4 miles south of Jasper. The Mary Lee bed in this part of the State yields a practically free-burning coal which is marketed as a. steam-raising and domestic fuel. As mined, the coal ordinarily contains ash-forming impurities to an extent that makes it necessary to treat the coal by some washing process before it is marketed. At present the Bank-head coal coarser than 3-1/2 inch is hand-picked and the coal finer than 3-1/2 inch is washed in two single-compartment jigsThis paper contains the result of screen-sizing and float-and-sink tests on a representative sample of the run-of-mine coal and the results of tests made to show the amount of coal liberated from impurities by crushing the coarser sizes. .This report is one of a series on the washability of Alabama coals which is being prepared by the U. S. Bureau of Mines and the University of Alabama, with the cooperation of the coal producers of Alabama.SAMPLING AT THE MINE'The Mary Lee bed at Bankhead consists of two benches separated by a rock parting which varies in thickness from place to place in the mine. The top bench has a very uniform thick-nest; throughout the workings and yields about 65.0 per cent of the output. The bottom bench varies greatly in thickness and in nary places becomes too thin to work at a. profit. The sample for the washability study was taken underground at a place which was typical of the mine as a whole. In taking the sample the working face was squared up and a representative section out from each bench. Care was taken to secure a, quantity of coal from each bench proportional to the quantity contributed to the mine output. The rock parting as gobbed in accordance with the usual mining practice. The total sample taken weighed 3 tons."

"In accident prevention, a study of statistical data is necessary to determine primary causes of accidents to devise means to eliminate causes at the original sources. Explosions in coal mines of the United States during the 10 years ending December 31, 1931, ranked third in the causes of fatal accidents; they constituted 16.2 per cent of all fatal accidents in bituminous mines and 8.4 per cent of all fatal accidents in anthracite mines. A study of coal-mine explosions in Pennsylvania, with approximately 160,000 men employed in anthracite mines and about 145,000 in bituminous mines or about 205,000 out of -the approximately 525,000 men employed in all coal mines of the United States, should give information of value to all persons endeavoring to reduce or eliminate coal-mine explosions. This circular reviews explosions of gas or dust or of both in the coal mines of Pennsylvania to show the hazard of gas and dust, to point out the influence of certain factors in causing explosions, and to emphasize the efficacy of explosion-preventive measures.The data published annually by the State Department of Mines and of the United States Bureau of Mines were used in compiling the tables of explosions. Through the cooperation of W. H. Glasgow, secretary, Department of Mines of Pennsylvania, and his assistants, many doubtful cases were clarified, so that as far as recorded the history is comparatively complete. Figures used in compiling some of the tables were furnished by W. W. Adams, chief statistician, demographical division, United States Bureau of Mines.Anthracite in the Wyoming Basin of Pennsylvania was used locally by gunsmiths in 1755, by blacksmiths in 1769, and as domestic fuel in 1808.Mining and shipments developed slowly between 1806 and 1812, but more rapidly after that.Early mining along the outcrops gave essentially no trouble from gas, but by 1870, when State inspection was established, explosions were frequent; ventilation was crude and accumulations of gas were generally ""brushed"" or burned out.Table 1 lists 1,232 ignitions and explosions of gas in anthracite mines from 1870 to 1932, inclusive, every one of which was accompanied by loss of life. Some details are given of 110 representative cases in which five or more lives were lost or in which it appeared that some violence was present.During the period 1870 to 1932, inclusive, gas explosions caused 2,213 fatalities, or an average of about two deaths for each ignition or explosion. Records are not available as to the number injured in these and in other explosions where no deaths occurred, but from a study of explosion reports it appears probable that the number injured exceeds the number killed. In the 110 cases described, 599 were killed and 294 were injured. As shown in Table 2, fatalities from gas explosions averaged 8.3 percent of the total fatalities in Pennsylvania anthracite mines from 1870 to 1931, varying from 6.0 percent in 1931 to 13.1 percent in 1927."

"Steel manufacturers have noticed a decided tendency on the part of many of their customers to become more exacting in their steel specifications. Under these conditions, the steel must not only meet the specifications of physical properties (tensile strength, reduction of area, elongation, impact strength, grain size, normality, etc.) and the chemical analyses, but must also pass the inspection test of ""cleanliness.""By cleanliness is commonly meant the absence of oxide and sulphide inclusions. Other foreign particles such as furnace or ladle slag, ladle and runner brick, etc., must also be absent. The determination of cleanliness at present is usually made by microscopic inspection or macroetching.The rejection of steel for lack of cleanliness is increasing, out cleanliness is one of the most difficult requirements for the manufacturer to fill. The reason for this is that every steel inspector has a different conception of a. clean steel. A material which does not pass the examination of one inspector way be regarded as entirely satisfactory by the metallurgist of an¬other company. The cause of this confusion and disagreement concerning the definition of a clean or a dirty steel is simply that as yet no standardized procedure for the determination of impurities has been proposed and generally accepted, since many variables are encountered which interfere with the development of a satisfactory method. An idea of the complexity of this situation will be obtained from the following pages.A Survey of Proposed Analytical MethodsAlthough no analytical method has been accepted, many procedures have been proposed, as may be seen in Table 1. Therein are listed 16 of the better-known processes, pith references to the work of their originators, their mechanisms of determination, and their applicabilities. Among these is included the electrolytic method developed by one of the present authors, and some comparison between this and previously proposed procedures may be obtained by a study of the table. It appears that this new method Las many advantages over the others, and this paper presents a critical Study of its value."

"The erection of barricades by men who are shut off from escape in mines at time of fire or after an explosion has been consistently advocated by the United States Bureau of Mines. Largely through the publicity given by the bureau to this excellent type of emergency safety endeavor, several hundred lives have been saved during the past 20 years. One of the earliest instances of barricading in the United States of which there is fairly complete record was in connection with the Cherry mine fire in Illinois in 1909; in this fire 259 lives were lost, but 20 men were saved by two barricades and were brought safely to the surface after seven days. In another coal-mine fire, followed later. on by an explosion, at Delagua, Colo., in 1910, 79 lives were lost, but 18 men saved themselves by erecting canvas brattices or barricades; the miners in one barricade were removed safely after five hours and those in another after 21 hours. In 1911, after an explosion in a coal mine at Briceville, Tenn., in which 84 lives were lost, five persons were brought out alive after 58 hours behind a barricade. Twenty hours after an explosion in which 73 were killed at McCurtain, Okla., in 1912, 13 men were taken out alive and one dead from behind a barricade or partition constructed of canvas. In 1914, after an explosion at Eccles, W. Va., in which 181 were killed, 35 men barricaded themselves in one place and after four hours were brought to the surface alive; this barricade was also of canvas. In 1915, 112 men were killed in an explosion at Layland, W. Va., but two groups of men, 47 in all, were able to barricade themselves; after four days 46 men were rescued alive, but one man was dead. In 1915, an explosion at Boomer, W. Va., killed 23, but 27 others barricaded themselves in one place and after seven hours came out alive. All of the foregoing instances of barricading were in coal mines. In 1917 there were three cases of barricading in a Montana metal-mine fire (the North Butte) during which 163 lives were lost. One of the barricades, sheltering 19 men, failed because the region barricaded was in porous broken ground through which the poisonous gases seeped and killed the entire group. From another of the barricades, engineered by an assistant foreman, 8 men were taken out, 6 uncon¬scious and 2 dead, 50 hours after the fire started. The 6 unconscious men lived, out the assistant foreman who directed the men was one of the 2 who had died. In the third case of barricading in this metal-mine fire,,men, also led by an assistant foreman, kept themselves closed in for about b6 hours and then broke barricade or bulkhead, 25 oing in one direction to safety, and 4, including the assistant foreman, going in another direction to death from poisonous gases. There have been a number of other cases of barricading, some successful and others a failure. Probably the worst failure was that in the argonaut (gold) mine fire in California in 1922; all of a group of 46 miners behind a barricade were found dead when reached after 21 days."

"INTRODUCTION The Powhatan mine of the Franklin Coal Mining Co. is located in the western part of Jefferson County, Ala., on the Louisville and Nashville Railroad, 40 miles west of Birmingham. The Mary Lee bed at this point yields coal with fair coking qualities, but with an ash content as mined so high as to prohibit its use in the production of metallurgical coke. At present the entire output of the mine is washed in single-compartment jigs and marketed as locomotive and domestic fuel.Figure 1 gives a typical seam section of the Mary Lee bed at the Powhatan mine. This section shows that the bed is divided by rock partings into three benches. In many parts of the mine, particularly in the older workings the roof rock is so weak that it can not be held without excessive timbering. This condition has restricted the operation in many parts of the mins to the middle and bottom benches of coal. The 6 inches of draw rock between the top and middle benches is very strong and makes an excellent roof requiring only a normal amount of timbering to support it. In the newer workings of the mine the character of the rock above the top bench is strong and it is believed that in the future it will be possible to work all three benches. This study was undertaken for the purpose of determining the washing characteristics of the Mary Lee bed at Powhatan and the effect on these characteris-tics of including or omitting the coal from the top bench. It was also the purpose of the study to show whether it would be possible to produce a washed product sufficiently low in ash to be used for the manufacture of metallurgical coke. This paper is one of a series of reports on the washability of Alabama coals which is being prepared by the U. S. Bureau of Mines and tin University of Alabama. With the cooperation of the coal producers of Alabama. It contains the results of screen sizing and float-and-sink tests of representative samples of run-of-mine coal, and the results of table tests on the minus 3/16-inch sizes of the raw coal."

The colony of French Guiana ( or Cayenne ) is administered by a governor , assisted by a privy council of five members . A council - general of 16 members is elected by French citizens resident in Guiana, and the colony is represented 3 in the French parliament by one deputy . The area is about 34,740 square miles . French Guiana is the largest gold producer of the French colonies , producing nearly $ 1,000,000 worth annually . Considerable prospecting has been done on the bauxite deposits , which are extensive . Copper , iron , lead , and 4 mercury deposits are also reported . In 1931 , 10,000 prospectors for gold were reported as working . The French Government is taking an active interest and has sent a committee of mining experts to explore the region ; no permits are to be issued to individual prospectors while the committee is in the colony . Plans for development of mining industry include consideration of 4,500 convicts and 2,500 natives already in the colony and available for labor .

The mining law of May 16, 1884, is still the basic mining legislation in Smeden. To satisfy a demand for a revision of the entire mining law, special commissions have been at work for a number of years; but present indications are that the work will require several more years for its completion. The changes contemplated would affect mainly the relations between the nine operator and the landemer, as the present law, according to general opinion, tends unduly to jeopardize the landowner's right in favor of the miner. The socialist party desires additional changes, especially in the direction of giving more direct control of the industry to the State, a control that it now seems to exercise through individual agreements with mining companies. Its control of the Lapland iron mines comes through its sharing the ownership with the Luossavaara-iirunavaara Altb. In this instance, the Government should be Considered as a private commercial body, since the agreement with the company

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Further recent legislation, brought about by the agreement of the Siamese Government to become a party to the international tin restriction scheme (inter- national tin pool), is the tin and tin ore restriction act (Siam), B. E. 2474, which came into force on September 1, 1921, its purpose being to suspend the

This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries . This interpretation of the mining laws of French Indo - China is a translation of an article published by the Department of Mines of Indo - China ; 4 and it is released subject to correction and amplification by the proper American foreign- service officers .

The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

This paper represents one of a series of digests of foreign mining legislation that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries . This interpretation of the mining legislation of Tunisia was prepared from a copy ( in French ) of the Mining Decree of Tunisia promulgated December 29 , 1913 , by the Resident General of France in Tunisia and effective January 1 , 1914. It is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers , to whom it will be referred through the courtesy of the Department of State .
