Introduction The last two or three decades have been marked by striking developments in methods of mining and tunnelling. In view .of increased competition and various economic factors, intensive ' mining has been largely practised, and no effort seems to have been spared to increase outputs and lower the cost of production. In metalliferous mining, the compressed-air rock-drill has effected marked savings in this direction, while in coal mining, the coal-cutting machine has revolutionized mining methods and materially contributed to economical working. Yet, for many years, little or no advance was made in methods of handling the rock, or coal, once it had been successfully broken. Loading by hand is, undoubtedly, the most laborious occupation in the whole of mining operations, and it is also the greatest single item that enters into the cost of production. In view of this, the lag of improved handling methods behind the process of winning the rock or coal is rather surprising. The point, however, was appreciated by mining men, and the introduction of various forms of conveyors and loaders is the result. The belt conveyor, the chain conveyor, the shaker conveyor, and the mechanical shovel entered various parts of the field, but it was left to scraping to provide a method of both conveying and loading. From the pure loading point of view, the choice lies between mechanical shovels and scraper loaders. While it is realised that each of these machines has applications peculiar to itself, yet it should be realised that much work which has hitherto been done by mechanical shovels can be done equally effectively with scraper loaders and at a considerable saving both from the point of view of initial outlay and upkeep.

The mine of the Alpha Portland Cement ..Co., Iroaton, Ohio, ..working in. a. bed of limestone 96 feet thick at a depth of approximately 510 feet below the surface, has established a won¬ derful safety record, having operated 6 years—frcra September 21, 1926,. to September 21, 1932 - without a lost-time accident. This mine, with 61 to 86 employees (average 68) and daily output of 1,000 to 1,200 tons of limestone, operated 1,041 days during the 6-year period, or the equivalent of 578,894 man-hours of exposure. ...... ... . Immediately above the limestone is a 20-foot .bed of hard..sandstone.. At present about 10 feet of limestone is left up as. a roof and.about. 42 feet is being extracted. Of the lower portion of the bed it is believed that about. 25 feet. ..immediately below . the .present workings is suitable for cement and will be extracted later. The mine workings are reached by two rectangular concrete shafts, one a 2-compartment hoisting shaft and the other a 2-compartment air and escape shaft- In the latter shaft one compartment is used as an airway and the other, as a cage compartment fo.r a man and material cage. .. . - . The tipples at both the air shaft: and. hoisting shaft are-of steel. The.ground landings at both shafts are fenced in with hand-operated gates in front of the cage compartments.- The two shafts and the crushing plant, which .is.a part of the hoisting shaft-tipple structure, are adjacent to the mill buildings. The rock is hoisted on self-dumping cages in 4 ton capacity, end-gate, steel cars. An electric hoist with automatic overwind device is used at both the main shaft and air shaft. The controls for the main hoist are in the tipple where the engineman is stationed and from which point he has an unobstructed view of both the ground, landing and the cage coming into the dump.

Electrical apparatus and circuits began to be used in mines about 50 years ago. A search of the literature on mining reveals that in 1882, umping was being done by electricity in some aines of England. One account tells of a small electric locomotive being used in 1882 "to drive eight corves loaded with coal" in a mine near Dresden. In an account of his visit to some English mines, en American in 1892 mentions that he saw underground electric signals, lights, pumps, hoists, and one revolving- cutter-bar 19wall mining machine,. Among the carl electrical installa- tions in the United States was an electric locomotive in the Lykens Valley Coal Co. mine at Lykens Valley, Pa., in 1887. In 1889 the Sperry electric coal digger was being tried out. Tarce mining machines were placed in the Prospect mine, East Palestine, Ohio, in 1890. An electrical pumping plant was put in oneration during 1892 in the Woodward mine of the Delaware, Lacka- rahma & Western Railroad Co. Thus we Almost coincident with the proposed use of this new servant in under- ground workings, came the thought of making it safe in gassy mines. find an account of a design for a protected stationary electric mine lamp proposed by Edison in 1831. Enclosed-type motors rere developed in the United States and shiped to English collieries about 1903. From those early beginnings there has been continuous progress until to-day one finds hundreds of pieces of specially designed electrical apparatus distributed in American coal mines and in mines of nearly all important coal-producing countries. Along with introduction of this equipment grew the idea of the necessi- ty of government aid, in standardization. In most coal-mining countries to- day the governments either directly or indirectly have a considerable in- fluence in guiding the design of electrical equipment intended for use in Pasay mine

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. The settlers of a new country necessarily suffer at first from the lack of accumulated stocks of metals - in-use that are possessed in older countries . Our American colonists were at first compelled to import their metals in manufactured forms , and it must have proved difficult to produce an exportable surplus of commodities with which to pay for them . These circumstances stimulated a search for domestic ore deposits . Various discoveries resulted , so that as early as 1628 , we find the colonists importing two craftsmen from England to establish iron -works in Massachusetts to beneficiate local ores . In 1648 , an iron -works at Lynn was producing metal at an annual rate of 400 tons . Later on , the colonial iron industries became of importance , some metal being actually exported to England . The people of this country thus early became convinced of the necessity for domestic mineral production . It is now little realized how persistent were their efforts to - make mineral discoveries , before the gold- rush to California ; the extraordinary success of our subsequent mineral explorations has overshadowed the earlier record . Precise and complete accounting of our mineral production , having the character of national bookkeeping , is available only for the series of years beginning with 1880 , when commences the official record that is provided by the Government publication called Mineral Resources of the United States . In the period of 52 years , from 1880 through 1932 , the value of mineral production of the United States amounted to more than 122 billion dollars . Only 12 billions of this total were produced in the 21 years , 1880-1900 , while nearly 110 billions were produced in the first 31 years of the present century . Of this 110 billions , over 53 billions were produced in the most recent decade , 1921- 1930 , the production of the previous decade , 1911-1920 , having been only 37 billions , though it included the war period ; that of the decade 1901-1910 was 16 billions . In 1931 , the total value of mineral products of the United States was $ 3,180,000,000 , compared with an average annual value of $ 5,556,000,000 during the previous five - year period , 1926-1930 . The decline in 1931 from that average was therefore 43 per cent . As to the three great groups of mineral commodities , metals fared worst , with a decline of 55 per cent in the value of their production , while the value of fuels declined 39 per cent , as did that of the nonmetals group .

"INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. O. Ilsley, supervising engineer, electrical section, Bureau of Mines, to whom the occurrence of an explosion in a switch box had been reported. "The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

"INTRODUCTION For the past six years the United States Bureau of Mines in cooperation with the University of Alabama, Tuscaloosa, Ala., the Missouri School of Mines and Metallurgy, Rolla, Mo., and certain operating companies of the Florida land-pebble phosphate district have conducted an investigation to determine the amenability of phosphatic sands to concentration. 4 This paper discusses briefly an investigation of the concentration of fine phosphatic sanads of the land-pebble district of Florida. The process used - namely, the tabling of material previously given a selective oiling treatment - is new in its application to the phosphate industry, although old in principle.The feed to the standard phospidate washery is a hydraulically wined mixture of phosphate pebbles, quartz sand, and clay in which the quartz sand grains are segregated in the fine sizes. Me standard method of concentrating (washing) consists of wet-screening. at about 20 mesh to recover the plus 20-mesh material. 5 Lately some of the washeries have introduced hydraulic classifiers for sizing of the screen undersize to recover the coarser spigot products, but even this additional treatment allows much of the fine phosphate to be wasted."

The objective of this circular is threefold: First, to describe briefly the various modes of occurrence of sand and gravel. Second, to emphasize the need for adequate prospect¬ ing and exploration prior to the expenditure of funds for development and plant construction. Third, to describe various methods of prospecting and exploration and their application to the several modes of occurrence of sand and gravel. Sand and gravel may be found in nearly every county or township in the United States. Commercial deposits, however, are by no means so widespread. The introduction of concrete and the consequent impetus given to consumption of gravel and sand aggregates has seriously depleted deposits in some congested areas. Increasing re¬ strictions in the specification requirements for marketing sands and gravels have further narrowed the economic areas. On the other hand, the combination of increasing transportation costs and decreasing selling prices has forced the decentralization of gravel production. As a result smaller, intermittently operated, and widely scattered portable or semiportable unit plants have been encroaching on the territory formerly supplied from centrally located pits with large tr.atment plants. Generally speaking, the small portable plant can not produce any great variety of ma¬ terials to as exacting specifications nor as economically as the large permanent plant.

Much has been written concerning accidents in coal mines; the fact that accidents cost the employer and employee money is generally well known, but how much accidents actually cost is vague, even in the minds of many operators. Unquestionably there are hazards in coal mining, but many of them can be eliminated; and from the prevention of accidents there can be realized a material saving in dollars and cents as well as in human suffering. In presenting the frequency, severity, and cost of accidents in some Tennessee coal mines, it is hoped that other mines in Tennessee, as well as mines in other States, will by a comparison of the data with their own ex¬ perience be enabled eventually to reduce the number of' their accidents.

The mining industry of the United States has for many years possessed the dubious aistinction of having the poorest accident rate of all of the major lines of industrial endeavor in this country, and until recently there ras little or nothing to show that any material improvement might be expected. However, there are now numerous trends indicating that the corner has ceen turned at last, and it is strongly hoped that the mining industry is likely to follow the railroads, the cement and other industries in operating with occurrence of only a reasonable amount of loss of life and limb through accidents. The complete accident figures for metal and nonmetallic mineral mining for 1931 are not yet available, but fragmentary data shor that 1831 vill un- questionably have very low accident rates, probably the lowest in the history of our metal mines. One underground metal mine has produced over 14,000,000 tons of copper ore rithout a fatality; another metal mining company with an electric slovel operation has handled upwards of 75,000,000 tons of material, copper ore and waste, without the occurrence of a fatality; an iron-ore compan, which orns six mines (three underground, three open pit), has operated every one for a year or more without a lost-time accident with a con- siderable number of employees and a large production; and alot.er iron-ore producer with 30 mines and about 3,000 employees as an average of nearly 10 months of operation in 1931 without a lost-time accident. umerous other wonderful safety records of metal mines in 1931 indicate unmistaimbly tat the record of the noncoal mining industry of the United States as a role in 1931 will undoubtedly be found to be excellent. According to the latest relatively complete figures (those of 1930) available for the coal industry, fewer than 650,000 persons are employed in and around the coal mines of the United States, the figures indicating at a little over 493,000 people are engaged in bituminous mining and a little under 151,CCO in anthracite mining. The oft-repeated expression that the taproot of safety lies in the attitude of the management toward accident-prevention work is indisputable and has become almost an axiom. Trite and somewhat timeworn though the statement may be, it is nevertheless true that the supervisory force must earnestly support a policy of safety and maintain at all times a con¬ siderate regard for the welfare of the employee if that high degree of cooperation of the employee, so vital to the successful prosecution of any safety program, is to be expected. The responsibility for preventing accidents rests upon the management, and in the case of the Spring Canyon Coal Co. such responsibility is recognized and accepted with little or no reservation. This company, aside from the humanitarian aspects involved, believes that safety is good business and not a matter to be treated passively or in a perfunctory manner. The problems with respect to safety that have been met and wholly or partly solved can best be appreciated when some of the natural conditions, adverse and otherwise, existing at this operation are taken into consideration. Mine 1 is about 1 mile north of the town of Spring Canyon, Carbon County, Utah, and is served by both the Denver & Rio Grande Western and Utah Coal Route railways. During the year 1931 the mine produced 312,397 tons, approximately 10 per cent being derived from pillar workings. The normal daily output during the summer months is about 2,000 tons, and during the peak of production in the winter season the daily production varies from 2,500 to 3,000 tons. The number of miners varies from 87 in summer to 220 in winter, and the day men vary in number from 66 in the winter to 45 in the summer; 12 company men are employed the year around. The officers of the company are J. B. Smith, president, San Francisco, California; T. R. Stockett, general manager, Salt Lake City; and G. A. Murphy, superintendent, David Brown, assistant superintendent, and John Sullivan, mine foreman, all of Spring Canyon, Utah.

To those concerned in attaining greater safety to life and incidentally to property in coal mining, the meeting of representatives of the national mine safety research organiza¬ tions of the principal coal-producing countries, which was called by the Safety in Mines Research Board of Great Britain at its experimental station near Buxton, should have deep significance. It is notable, first, because it meant the friendly cooperation of countries not many years ago engaged on either side in the great World War; and second, because of the remarkable degree of agreement in the essential fundamental factors and methods of attaining greater safety in coal mines when it is considered that the questions were approached by different paths and that the applications dealt with widely differing natural conditions and national points of view. Varying views, of course, were held as to the relative importance of certain factors, but the differences were of detail rather than of principle. When the meeting adjourned it was unanimously agreed that such meetings should be continued annually and that the greatest benefit was to be derived by close cooperation in the exchange of data. Belgium, France, Germany, Great Britain, and the United States were represented by one or several members of the respective national research organization. It is of interest to note that this research work in Belgium, France, and Germany is supported directly by na¬ tional organizations of mine operators or owners but placed under a scientist appointed by the respective Government, thus giving the work official standing. In Great Britain the work is carried on by a Government board, consisting of persons connected with the coal¬ mining industry or in mining research, appointed by the Secretary for Mines, to direct the work of research of the Mines Department. It does not, however, come under its inspection service. Its work is supported by a penny-a-ton tax on output of coal. In the United States the mine-safety research work is directly supported by the Federal Government.

"PURPOSE OF INVESTIGATIONOf more than 300 bituminous mines examined by Crichton 5 and his assistants in connection with litigation in Indian Creek Valley, Payette County, Pa., only four were found to have alkaline water. That work and many observations from of the authors have shown the general prevalence or acid drainage from bituminous coal mines. In connection with investigations pertinent to coal-mine drainage that are being conducted by the United States Bureau of Mines, it was noted with considerable interest therefore, that a mine in the Thick Freeport bed about 20 miles north of Pittsburgh had no acid water in the workings, As it was thought that this condition might be common to all mines,this condition in this bed most of them were visited, samples of the outflow and from different parts of the mine inside were examined, and such general information as was available was gathered.ACKNOWLEDGMENTSThe authors acknowledge with thanks the courteous assistance of mine officials in connection with collecting the data for this paper, and of the analytical and coal laboratories of the Bureau of Mines for analyses."

"One of the properties of an explosive, of interest to the user, is its ability to transfer detonation across an air gap to another explosive charge. This Property is of particular importance with permissible explosives used in coal mines, since they are relatively insensitive to detonation when compared to many of the commercial dynamites used in metal mining.An essential characteristic of an explosive is that it shall always be sufficiently sensitive to propagate detonation completely. An insensitive explosive constitutes a hazard because of (1) the danger of drilling into unexploded portions of charges of explosives which have partially misfired, and (2) the likelihood of a low order of detonation, or the burning, of all or part of the charge in a hole prepared for blasting. The latter condition not only usually produces large volumes of poisonous gases, but it is particularly hazardous in gassy or dusty coal mines where explosions may result.The Bureau of Mines and manufacturers of explosives determine the sensitivity of explosives to detonation over an air gap by means of a [(halved-cartridge gap test,"" for which the ends of the cartridges of explosive exposed to one another, are cut off. Since in blasting, the crimped ends remain on the cartridges used, this investigation has been made to ascertain the effect of the crimped paper ends on the distance detonation is propagated over an air gap as compared with the propagation distances obtained when the crimped-paper ends are removed."

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.
