Orrmins' translations of various acts of the Norwegian Government, which were forwarded from the American consulate at Oslo^ and transmitted to the Bureau of Mines through the courtesy of the State Department. This digest is released subject to amplification and correction, if necessary, by the proper American foreignservice officers.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. In some instances the towns were entirely under the control of officials of mining companies, being on company property whereas, in other instances, the towns wars incorporated not under company management. "INTRODUCTION Canister-type gas masks have become an essential part of the equipment of many industries, not only for use in emergencies, but also in performing normal operations of industrial processes and procedures, particularly where ventilation is not practically or economically feasible. They are also used widely for enhancing safety of operations which previous to the development of gas masks had been performed in harmful atmospheres.Since the inception of industrial gas masks the Bureau of Mines has been actively engaged in endeavoring to increase the efficiency and safety of these devices, and this bureau has become a source of advice to manufacturers in producing devices of good quality and to industry in the proper selection and use of these devices. In order to give first-hand information and keep current with the demands and needs of industry it is necessary to perform investi-gations from time to time. This report deals with tests of certain types of commercial gas-mask canisters for protection against mercury vapor.TYPES OF CANISTERS EXAMINEDThis investigation included tests of the following types of canisters:(a) Gas-mask canister filled with 725 c.c. of granular activated charcoal, 8 to 14 mesh, and of a quality used in gas masks which meet the Bureau of Mines approval requirements 4 for protection against organic vapors."

"INTRODUCTION Compressed air for operating coal-mining equipment is seldom considered in conjunction with modern methods and appliances. But the Jamison Coal & Coke Co. has proved the economy and efficacy of compressed air for this purpose at its Mine 8 near Farmington, 8 miles west of Fairmont, Marion County, W.. Va., and the mining industry as a whole concedes its superior safety in gassy or dusty coal mines.The uses for compressed air in coal mining are now generally associated with such equipment as coal punchers, chain-breast machines, and to a lesser extent the ""radialaxe"" type of mining machines.Electricity has rapidly superseded compressed air for power in coal mines during the past 20 years; and in the last few years the general, and often unwise, use of electricity at the face region has taken on added impetus through the widespread use of mechanical loading equipment.Some of the unfavorable results of this increased use of electricity are shown in the growing number of mine explosions and fires of electrical origin. In the past four years 59 explosions of this type took the lives of 672 men, or 74.8 per cent of the total number of deaths from explosions were due to explosions of electrical origin.3In 1926, an explosion in Mine 8 of the Jamison Co. killed 19 men. The exact source of ignition was not determined, although it was definitely decided that it was of electrical origin and probably was at an electric coal-cutting machine.Prior to this disaster the company had done some experimenting with compressed-air-driven mining machines, and its Mine 9 had been completely equipped with air-driven chain-breast machines; a few of these machines were also in use in Mine 8. The explosion, however, gave impetus to the adoption by this company of compressed air for operating face equipment. The chain-breast machines were as satisfactory as electric machines of the same type; but the trend in the industry was toward faster cutting machines, which required less physical exertion on the part of the operating crews. A track-mounted machine of the arcwall type was found to be suitable for the conditions and system of mining, so that one of these operated by compressed air was developed by the Jeffrey Manufacturing Co. working with the officials of the Jamison Co.The first of these machines was installed in the latter part of 1926 and additional machines were delivered from time to time, until at present there are nine of them in the mine. Necessary improvements have been made, with the result that a fast-cutting, easily handled, efficient, and safe mining machine has been developed for cutting the hard Pitts¬burgh bed coal of the Fairmont field."

Radioactivity, the property of radium that led to its isolation more than 30 years ago, is the characteristic that makes it of value in the treatment of disease. Tyler3 gives the following brief history of the investigation: The way to the discovery of radium was opened in 1895 by Rontgen, who found that the glow from a Crooke's tube contained penetrating rays, which .he called X rays. Prof. Henri Bequerel, while investigating the effect of various phosphor¬ escent substances, found that uranium salts produced photographic impressions even when enveloped with opaque substances. To Marie Sklovouski, a young Polish student, who later became Madame Curie, Professor Bacquerel delegated the task of learning how and why uranium possessed power to emit these peculiar rays, which he had proved to be electrical in character. Madam Curie, examining by electri¬ cal methods the radioactivity of a large number of minerals containing uranium and thorium, discovered that some specimens of pitchblende had about four times the activity of the metal uranium; that chalcolite, the crystallized phosphate of copper and uranium, was twice as active as uranium; that autunite, a phosphate of calcium and uranium, was quite as active as the same weight of pure uranium. In order to check these discoveries, she prepared chalcolite artificially, starting with pure products, but found that this artificial chalcolite had only the acti¬ vity represented by its composition, or, roughly, 40 per cent of the activity of uranium. This led to the conclusion that there was some element or substance in the residue from uranium minerals that possesses a high degree of activity. After an exhaustive chemical investigation of pitchblende from Joachimsthal, she found that this mineral contained not only uranium but also another radioactive sub¬ stance, to which she gave the name of polonium, in honor of her native land. Later in 1898, Monsieur and Madame Curie found still another element, which, when brought to a state of concentration, was several million times as active as uranium, and to this was given the name of radium. Debierne afterwards found a fifth radio¬ active substance, actinium; and in 1906 Boltwood isolated the metal ionium. Strict¬ ly pure radium chloride was first produced in 1902. The first radium was produced commercially from the uranium residues obtained from the mines of Joachimsthal, Bohemia. Tyler calls to attention that, as the ores were a government monopoly, search was begun at once for sources in other parts of the world. As a result, radium-containing ores have been found in about 10 countries.

At the time of the preparation of the monograph upon the mining legisla- tion of Newfoundland, by the Imperial Institute of London, the existing local statutory law (as distinct from case laws and the applicable English acts) con- sisted of the following legislation: 1. Chapter 129 of the consolidated statutes, entitled "Of Crown Lands, Timber, Mines and Minerals," as amended by the Crown lands act, 1928. 2. Chapters 131 and 132 of the consolidated statutes (acts relating to mines regulation and rewards for discovery of minerals, respectively). 3. Crown lands act, 1918, as amended by the crown lands (amendment) act, 1921. 4. The Labrador Act, 1927. 5. The Crown royalties act, 1927. 6. "PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. All of these factors must be considered in any plan outlined to prevent accidents resulting from falls of roof and coal.ACKNOWLEDGMENTAcknowledgment is made to the officials of the operating companies for their cooperation and assistance during the study and collection of data to complete this report.GENERAL INFORMATIONLocation and Ownership The mines included in this report are within 18 miles north and south of Kemmerer, Lincoln County, Wyo. "INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.

The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

"The third annual safety contest for plants producing sand and gravel, which was conducted in 1911 by the United States Bureau of Mines in cooperation with the National Sand and Gravel Association, registered further progress in safety as compared with the two previous annual contests. Both the accident-frequency rate and the accident-severity rate were reduced.The period covered was the calendar year 1931; sixty plants participated, and 17 States were represented by the participating companies.The contest covered accidents and man-hours worked by all men at the participating plant who were employed by the same company; and it included work up to the point of delivery of the material directly to the consumer or to an independent agency of transportation--in other words, to the point of relinquishment of control of the material by the producer.The purpose of the yearly contests for producers of sand and gravel is to aid in the promotion of safety among the employees and in the reduction of accident costs to the companies. The contests develop friendly rivalry among the various plants and among the employees of individual plant in a concerted effort to prevent accidents.Two safety trophies are awarded annually, both of which are provided by Rock Products magazine. One of the trophies is for the host safety record among plants that were in operation the contest year 100,000 or more man-hours; the other trophy is for the best among plants that were in operation lees than 100,000 man-hours. Awards and the relative standing of the various plants are based upon statistical compilation by the Bureau of Mines of accident reports and employment reports furnished by the enrolled companies. are summarized at the close of each year, and the summaries are submitted to each company concerned for certification as to the accuracy of the summary and the completeness of the company's reports from which the summary was prepared. When the summery is returned signed by an official of the company, the records are considered to be a trustworthy basis for determining the relative standing of the various plants. The position of each plant is determined by its accident-severity rate; that is, the number of days of disability resulting from accidents for each 1,000 men-hours of work done by all employees at the plant."

The authors acknowledge with appreciation the assistance given by Stanly A. Easton, vice.-president and general manager, F. M. Smith, smelter director, and A. F. Beasley, smelter superintendent, whose generosity, sympathy, and assistance made it possible to obtain this information for the mining industry.GENERAL DISCUSSIONWhen the charge has been dropped into the lead blast furnace, it is out of control of the operator to the extent that, whatever the material is, it must practically all be melted and run out of the blast furnace. The necessary uniformity of mixture to produce slags of regular composition and the choice of the slag—forming ingredients and products to be formed can be made only before the charge to dropped.It was found (R.I. 3096) at Kellogg, where the charge is mostly sinter, that the ratio of the slag—forming ingredients taken from each tuyere was nearly constant, in contrast to the irregular composition of slags taken similarly from a furnace whose charge consisted of ingredients differing greatly in chemical and physical nature, including size. If the charge consists almost entirely of sinter, the blast furnace should then operate more uniformly."

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. By a decree of March 14, 1929,5 the President of the Faitian Repub- lic, considering it to be necessary, until the mining legislation of the Republic shall have been revised, to put into effect the mining law of Decem- Der 4, 1860 (relative to mines, diggings, and quarries), by the authority given in article 55 of the Constitution, declared the law of February 14, 1919, to be abrogated and the provisions of the earlier mining law (December 4, 1050) again to be valid. No concessions were granted under the law of 1919. All citations in this paper, unless otherwise designated, refer to the law of 1930.

In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. The mining enactments now in force, according to the High Commissioner for the Malay States, are as follows:
