The basic mining law of Esthonia is the law that was passed by the Parliament (Riigikogu), or State Assembly, on March 17, 1927 (effective Avril 1, 1927), superseding the Russian Mining Law Book VII of the Code) issued in 1912. References in this digest are only to articles of the Law of Merch 17, 1927. However, the law concerning all industrial enterprises (Riigi Teataja No. 28, 1920, Law No. 106) governs not only mills and refineries but also mining operations themselves (arts. 2 and 3). No access was ad to that law. Esthonia is not well supplied with minerals; its industries are primari- ly agriculture and dairy farming. Natural gas, prites, lead, zinc, iron ore, salt, and mineral waters have been found but never as yet in deposits of commer cial size. The production of oil shale is of some importance; and peat, which covers as much as 5 per cent of the total area of the country, is mined in sub- stantial quantities. Cement rock, gypsum, fire clay, and phosphate rock likewise are produced, though only on a small scale.

The law of June 5, 1911, suplements and amends the Laws of April 21, 1810 (the basic law) and May 2, 1837. The Royal Decree of September 15, 1919, coordinates the provisions of the Law of June 5, 1911, with those of the Laws of April 21, 1810, of May 2, 1837, and of July 8, 1865, that have remained in force, as well as with certain articles of the Law of September 1, 1913, which revisad the system of taxation. The revised code has been brought together in one volume.3 All citations in this abstract refer to the coordinating Royal Decree of September 15, 1919, unless it is otherwise specifically indicated.

"The smoke nuisance, like many other undesirable and longstanding features in our present civilization, is still with us. On reviewing the situation we are astonished to find no authentic record of a major smoke-abatement campaign that has succeeded in eliminating a smoke nuisance, in spite of the fact that the problem has been with us since the use of bituminous coal began. We might well ask ourselves where the trouble lies; is the problem impossible of solution? We can not blame the average citizen for harboring this thought as a conviction. He has been urged for so long but sees so little evidence of progress. He has repeatedly been assured by the scientist and the engineer in most convincing terms that smoke. is unnecessary, that it can be avoided; small wonder is it that he is beginning to distrust so-called authority on the subject.On the other hand, the scientist and engineer are entirely within their rights. We all know that even high-volatile coal can be and is now being burned with no visible smoke. We know that even small domestic heating furnaces, with favorable conditions and with proper care, can be fired by hand without producing much smoke. And we know that when such equipment is fitted with suitable stoking devices, little or no smoke results. What, then, is the answer?Perhaps we may learn something from a critical examination of a typical smoke-abatement problem. Probably one of the most enlightening campaigns that has been waged in the United States is that of Salt Lake City, Utah; therefore, the purpose of this paper is to discuss the important aspects of this particular case."

"Up to the last 10 or 15 years, responsibility for accidents in mines was generally, though not universally, placed upon the person or persons immediately involved. Present-day thought is rapidly veering toward holding the industry responsible for accidents, with ultimate payment of the bill by the consumer, if financial expenditure should be necessary. While it is undoubtedly correct in principle that responsibility for accidents in and around mines should be shouldered by the employer and while it is probable that as time passes the burden will become even more definitely than now that of the mining companies, on the other hand it is an undeniable fact that large numbers of accidents occur through acts of omission or of commission of some person, very frequently the victim of the accident being the offender.Out of about 3,000 persons killed every rear in our -mines and quarries, nearly half or approximately 1,500 of the fatalities are due to falls of overlying material or of persons, about 500 to haulage, about 350 to fires and explosions, about 125 to explosives, approximately the same number to electricity, and about 300 to various miscellaneous accidents.Generally the accidents from falls involve but one or two persons at a time, and the tendency is now as it always has been to charge the victim or possibly a coworker with the responsibility. Usually this sort of accident occurs at or near a working face (statistics indicate that about 80 per cent of fatalities from falls of roof or rib occur near the face), and as it is Generally agreed that it is the duty of the worker to keep his working place safe, the worker and especially the face worker is given the blame in case of accident."

"The use of trailing cables on cutting machines, loading machines, and similar electrically operated apparatus is recognized as a necessary adjunct to the economical operation of such units. On the other hand, such cables because of their liability to failure from being run over by cars, locomotives, and other track-operated equipment offer one of the greatest hazards - indeed, probably the worst hazard - met with in the operation and maintenance of permissible equipment. Therefore, the Bureau of Mines is seeking ways of making the use of trailing cables less hazardous.Recently the bureau conducted an extensive investigation of both concentric and duplex rubber-sheathed trailing cables at the Pittsburgh Experiment Station. The results of this investigation were published in two reports.3 4In a larger part of portable motor operations in mines a double-conductor cable can be used. The investigation already mentioned indicated that it is feasible to construct a 2-conductor cable that will stand considerable abuse, such as being run over by loaded cars or light-weight locomotives without producing dangerous arcing in the cable either from grounds or short circuits. There are conditions where more than two conductors are necessary, and in such instances it will probably be necessary to use a cable less resistant to this kind of abuse.Schedule 2C, covering the tests of electric motored equipment, was approved February, 1930. This schedule provides for performance tests on trailing cables as follows;Trailing Cable Performance: The following performance test, optional with the manufacturer, is established for determining the suitability of trailing cables for use on permissible equipment. Trailing cables that pass this test will be especially recommended for this service.The cable will be placed across the two rails of a track and a 4-wheeled 7-ton car will be run over it 50 times. The speed of the car shall be approximately 3-1/2 miles per hour and potential shall be applied to the cable during tests. The cable will be shifted in position after each passage of the car thus giving 100 places over which two wheels have passed. To warrant special recommendation of the Bureau, a cable must neither become short-circuited nor grounded either to the rails or wheels in more than 10 per cent of the 100 places.The Bureau of Mines is prepared to conduct tests as outlined in the foregoing paragraphs to determine the suitability of trailing cables for use on permissible equipment. Application for such tests should be made to the Director, Bureau of Mines, Washington, D. C. Each application should be accompanied by a check for $25.00, made payable to the Treasurer of the United States, to cover the expense of conducting the test on a given size and make of cable."

According to reports received by the United States Bureau of Mines , Department of Commerce , as of January 1 , 1930 , there were 412 completed refineries in the United States with a daily crude oil capacity of 3,755,585 barrels . This compares with 413 refineries of 3,509,540 barrels capacity on January 1 , 1929 , which indicates that whereas the number of refineries was practically unchanged , the total capacity increased 8 per cent during the past year . Of the completed plants as of January 1 , 1930 , 358 plants , of 3,634,825 barrels total capacity , were operating and 54 , with a capacity of 130,760 barrels , were shut down . Compared with a year ago , this indicates a decline in the percentage of the total refinery capacity that is inoperative . There has been a decided decrease in the number of shut-down plants since 1924 and 1925 , when one plant in every three was inoperative . Many of the inoperative plants of 1924 and 1925 were constructed soon after the boom times of 1920. Some of these were operated for a time but were unable to show a profit during 1923 and 1924 , when an overproduction of crude petroleum was accompanied by demoralized markets for refined products . Prices for refined products improved in 1925 and 1926 , but only a comparatively few of the shut -down plants , then partly obsolete , were able to obtain or renew their crude connections and compete successfully with the larger , more firmly established refineries . After five years or more of continuous idleness , a refinery would be rendered practically useless through corrosion and obsolescence . Consequently , most plants now being carried as " shut -down " have operated intermittently since 1923 . struction . A material change occurred in 1929 in the matter of plants under con- On January 1 , 1929 , there were 14 plants under construction , with a potential capacity of 99,000 barrels per day , whereas on January 1 , 1930 , there were only eight plants of 37,200 barrels capacity being built . This decline was due to the fact that the construction program in west Texas , which was at or near its height on January 1 , 1929 , was completed prior to January 1 , 1930 .

Safety first is no longer merely a motto ; in some industries and in some parts of the mining industry it is an accomplished fact . In connection with the National Safety Competition of 1928 in which 284 mines and quarries participated , 42 plants were operated without a single lost - time accident . The winning company in the bituminous group had an accident severity rate of 0.053 per thousand man hours of exposure . Excellent safety records of various kinds are becoming more and more frequent , and the indication is that in reality safety is first in many mines and qquuaarrrriieess .. The safety achievements in the Stewart mine of W. J. Rainey , Inc. , are unusual even among mines winning awards in the competition .

As part of the work done at the Washington coal mines during the year 1929 , a study was made of the safety practices in and about the mines . Inasmuch as electrical blasting has made considerable headway it is interesting to note the manner in which it is done and the reasons why it was discarded at some of the mines . Blasting is done at the mines in the State by means of capped fuse , electric blasting " caps , " and in some instances by electric delay detonators . Black blasting powder with fuse is used at most of the open- light mines . The use of squibs was discontinued several years ago because the coal operators , without exception , recognized the dangers incidental to their use . Permissible explosive and dynamite are also used at some of the open- light mines . With the exception of some rock work and the driving of level work in gangways and air courses the explosive is detonated by means of capped fuse .

"Technical statistical study has been made of accidents in the anthracite region of Pennsylvania in which explosives were involved. The data have been taken from the accident reports in the files of the department of mines of Pennsylvania, supplemented by inquiries in the field.This study has disclosed a wealth of information regarding the nature and the cause of accidents that occurred where different means of firing shots of explosives were employed. In the anthracite region shots are fired with fuse, with squibs, and with electricity,Many of the salient features of this accident experience are illustrated in this report of investigations, and a number of recommendations are made to reduce the hazards of each of these three methods of shot firing.Experience seems to demonstrate that, under conditions in the anthracite region, electric firing of shots is substantially the safest method; that accidents wherein fuse is employed are more frequent than accidents in which electric firing is employed; and that the number of accidents when squibs are employed far exceeds those in which either fuse or electric firing is used."

"Methods and costs of rock-dusting bituminous coal mines have been discussed in various publications by the United States Bureau of Mines and others.3 This paper discusses the present methods and cost of dusting at the Swastika mine of the St. Louis, Rocky Mountain and Pacific Co., Raton, N. M.In the Swastika mine the recommendations of the United States Bureau of Mines with regard to rock-dusting are followed at least as well as in any mine in the States of Wyoming, Colorado, and New Mexico. This mine is located at Swastika, N. M., approximately 4 miles west of the town of Raton and is in the Raton coal seam. The mine is rated as gassy and produces approximately 1,000 tons of coal per day.A mining system known as the ""room-and-pillar with cut-offs"" is used which results in recovery of nearly 100 per cent of the coal. The mine employs approximately 250 men.Ventilation is maintained by a Sirocco fan so arranged that the air current may be reversed and exhausting approximately 130,000 cubic feet of air per minute at 3 inches water gauge. This fan is supplemented by two auxiliary fans for emergency use. Three main entries penetrate the hill in a straight line for approximately 8,000 feet. The haulage is through the center entry, which is also used as the intake in conjunction with a two-compartment concrete-lined shaft located at the end of the entries. The main return for 3,000 feet inby the fan is 12 feet wide and 7 feet high. For this distance the ribs have been reinforced by a wall made of coke-breeze blocks plastered over with cement. Solid concrete blocks are used for the top row of blocks of the wall. Steel 10-inch I-beams spaced 40 inches apart center to center are supported on these solid blocks and thus support the roof. The next 1,000 feet inby has the same area, but the cement blocks extend to the roof, as no crosspieces are needed. The airways are kept clean and well rock-dusted.A rather unique system is used to handle gas feeders along the intake and haulage entries. There these feeders occur in the roof or where gas is apt to collect in high points along the haulage, tin funnels as large as 3 feet in diameter are placed near the roof. From these a 2-inch or other suitable-sized pipe is run into the return through the wall of the nearest break-through. A valve on this pipe line controls the amount of air pulled. These devices keep the high places clear of any gas, even when strong feeders are encountered.Fifteen-ton electric trolley locomotives are used on the main haulage and approximately 30 roller-bearing oars, each having a capacity of approximately 3,000 pounds of coal, compose a trip. All loaded tripe carry steel drags on the last car, and automatic derails are located at advantageous points throughout the mine.All loaded trips are thoroughly sprinkled on the sectional partings and at the main parting. The track is sprinkled every idle day, or if needed, every day; from a large tank mounted on a truck hauled by a motor. Neither nozzle nor spray is used, as these were unsatisfactory. The water leaves the tank. through a 11/2-inch valve and is permitted to flow on the road through a horizontal 11/2-inch T. Water is obtained from filling stations located throughout the mine. It is stated by the officials that the use of this method of sprinkling permits the entire haulage roadbed to be wetted down in two hours."

Atentative Draft of a standard smoke abatement ordinance has been prepared by a joint committee made up of representatives of the American Society of Heating and Ventilating Engineers, the Stoler Mamufacturers Association, the American Civic association, and the Fuels Division of the American Society of Mechanical Engineers. The Committee is desirous of obtaining helpful criticism and suggestions about this ordinance, which should be mailed to the chairman, Dr. O. P. Hooi, Bureau of lines, ashington, D. C. "This paper presents data obtained as part of an investigation of the explosive properties of ammonium nitrate. During the course of the work: it was found desirable to investigate the sensitizing action of nitrostarch in mixtures of ammonium nitrate containing low percentages of this material. Data were derived as to the sensitivity to decomposition by heat and the completeness of detonation and,of detonation of straight ammonium nitrate, as compared with ammonium nitrate-nitrostrarch mixtures containing 1 to 10 per cent of nitrostarch.The ammonium nitrate was a sample of coated material obtained from the salvage of amatol shells. "The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. For meting out justice standardization seems urgently called for."

The Mascot concentrator treats 1,900 tons of zinc ore per day by gravity concentration and flotation. During the year 1929 the heads averaged 2.90 per cent zinc, and the recovery was 90.15 per cent; the concentrates produced contained 60.19 per cent zinc. ACKNOWLEDGMENT Acknowledgment is made to M. The Institute is custodian of funds for support of numerous gold medals and prizes and has representatives on boards awarding still others. Details regarding the Institute Awards are given below. The Institute is represented on the boards of the John Fritz Medal, the Hoover Medal and the Washington Award, in connection with the three national societies of Civil, Mechanical and Electrical engineering; and, also, in the case of the Washington Award, with the Western Society of Engineers. Robert W. Hunt Medal and Prize THE partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes: first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2. The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel. The scope of the term "iron and steel" shall be determined by the subcommittee considering the awards. In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material. 3. A subcommittee of three to five, including the Chairman of the Iron and Steel Division, shall be appointed by the Iron and Steel Division annually to adjudge the award subject to approval. 4. The awarding committee shall submit its report to the Iron and Steel Committee at its October meeting, and the award shall be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of .the Institute. 5. The recipient of the award shall be designated "The Hunt Medalist." Awards of the medal have been made as follows: 1920—-Robert Woolston Hunt. 192G—John A. Mathews. 1926—Charles Lewis Kinney, Jr. 1929—Edgar Collins Bain. 193G—James Aston. Awards of the prize have been made as follows: 1928—C. H. Herty, Jr. 1929—William E. Griffiths.

In these days, when mass production seems to be the watchword of all industrial companies, nothing is left undone to attain this end. Transportation, where necessary, becomes a question of very great importance. For this reason every mechanical contrivance known to man is employed, with its resultant advantages. So successful has man's ingenuity been that, offhand, we are inclined to say that practically all transportation on a large scale is done mechanically, that is, where speed and economy are desiderata. Granting this, one would think that to read a paper on the horse before your honourable and highly technical Society would surely be a waste of time, and that any Company employing old-fashioned 'horse' power would certainly be very much behind the time, to say the least. However, the fact remains that the biggest industry in our country today-coal mining-must use horse power to a great extent, being compelled -both by considerations of economy and by necessity. For this reason,' in the production of coal under present conditions, the pit horse is of great importance to this industry and is to be considered seriously as one of the units that help to make coal mining a success or a failure. Hence, in employing horses as a power for transportation, care must be exercised in selecting the animals, and the care of this power must be considered as seriously as any other department of such an organization. In selecting a pit horse, several things must be borne in mind, that is, one must get as much horse power as possible in as compact a form as is practicable. This determines the type of horse we must use, which is of very great importance under our present conditions of coal mining. With low roof, steep grades, and forced production, a distinct type of animal must be selected.

THE subject assigned me, "Safety in Mining," is a very broad one and only the high spots can be covered in this short paper. As this is a meeting of the Coal Division, these remarks will be directed largely to coal mine safety, although the principles of safety and effective accident prevention methods are relatively the same in every branch of mining or industrial work. The coal mining industry should take pride in the part it has played in the development of the accident prevention movement, and there is ample proof for the statement that the first real organized accident prevention, work, both abroad and in this country, was con- ducted in the coal mining industry.
