Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. 1. Any society of undergraduates at a technical school, comprising students in any branch of engineering, metallurgy, chemistry, geology, etc., may be recognized by the Board of Directors in its discretion as an Affiliated Student Society, and its name, together with the names of its President and its Secretary, may be published in the Bulletin or the Year Book of the Institute. The individual members of such a society will not be catalogued as individual members or associates of the Institute, but may at any time be proposed for election as members or associates of the Institute, in the usual way. 2. Membership in an Affiliated Student Society, certified by the official representative thereof, and accompanied with suitable testimony as to character and qualifications, will have special, weight with the Membership Committee of the Institute, in its consideration of the proposal of a candidate for membership or for Junior membership.

In recent years the Government and other large consumers of coal have appreciated more and more the desirability of definitely determining by chemical analysis and test the character and quality of the coal they purchase. Higher prices for coal point forcibly to the need of giving more study to engine room and boiler room efficiencies and economies; this implies an intimate knowledge of the character and quality of the fuel used. Analyses and tests of delivered coal furnish data whereby power plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for technologic investigation of fuels and the analyzing and testing of fuels belonging to or for the use of the United States Government, a laboratory is maintained at the Pittsburgh station of the Bureau of Mines, where samples representing deliveries of coal purchased for Government use are analyzed and tested.

The Institute makes liberal provision for inclusion of engineering students through individual Student Associate membership. Such members pay $2 per year, receive MINING AND METALLURGY, may purchase Technical Publications at reduced rates, have the privilege of attending all meetings and are furnished a distinctive badge in the form of a watch fob. Provision is also made for the affiliation of organized student societies in recognized schools of engineering chemistry, geology and related sciences. In order to qualify for affiliation it is not necessary that all members of the society become Student Associates since the individual members of the society are not listed as members of the Institute However, a large majority of the members of many of the societies are also Student Associate Members of the Institute. Among the things that the Institute does for the affiliated societies are the following: (a) A copy of each issue of MINING AND METALLURGY is furnished to the society; (b) Reports of the meetings and activities of the society are reported in MINING AND METALLURGY; (c) Assistance is given by the Institute in obtaining speakers for the meetings of the society; (d) The name of the society and of its officers is listed in the annual Directory and other publications of the Institute; and (e) Members of the society are given the use of the Engineering Societies Employment Service. Student organizations, desiring to be recognized as affiliated student societies of the Institute, should make application to the Secretary, giving particulars as to the nature of their organization, of their membership, and their officers. The accom¬panying list on page 24 gives the names of the affiliated student societies, their presi¬dents and their secretaries, as of April 17, 1931.

I. PRESIDING OFFICERS. At all Business meetings of the Institute the President, or, in his absence, the Vice-President, or, in the absence of both of them, any other member of the Board of Directors to be chosen by the meeting, shall preside. At all other meetings of the Institute the President of the Council or, in his absence, one of the Vice-Presidents, if present, shall preside II. ORDER OF BUSINESS. At each Business meeting of the Institute the order of business shall be as follows 1. Reading of minutes of preceding meeting. 2 Report of the President. 3. Report of the Treasurer. 4. Report of the Secretary. 5. Election of Directors. 6. Reports of Standing Committees. 7. Reports of Special Committees. 8. Special Orders 9. Miscellaneous business. This order of business may be changed by a vote of a majority of the Members and Associates present in person or by proxy. The usual parliamentary rules shall govern all meetings of the Institute except in cases otherwise provided by the Constitution or the By-Laws. At all sessions of the Institute other than business meetings, the order of proceedings and the time of adjournment, shall rest in the discretion of the presiding officer
