"Domestic Situation:The greatly increased use of lithopone as a base for paints, particularly for interior use, has timulated the demand for barytes to such a degree that the supply cannot keep pace with the demand. Lithopone is an artificially prepared compound composed of about 70 per cent barium sulphate and 30 per cent zinc sulphide, precipitated together. Its most important use is in paint, but it is also used in oilcloth, linoleum, rubber goods, shade cloth, etc.Prior to the war large quantities of barytes were imported from Germany, but during the war imports were negligible, domestic production increased very greatly and is still increasing. Ground barytes as used in paints/ formerly regarded as an adulterant, but now it is generally recognized as a valuable paint constituent. Mile domestic sources have expanded rapidly they have not overtaken the demand and there is need for still greater expansion. Stocks are low, little is being sold on the open market, and prices are high. Since barytes is a gangue mineral associated with metallic ores now being mined in the west, it is suggested that more attention be given to its recovery as a by-product.The following tables compiled from reports of the U.S. Geological Survey and the Bureau of Foreign and Domestic Commerce, indicate the growth of domestic consumption."

THE Tri-State field is now believed to be the largest zinc district in the world. It has a potential production sufficient to supply the entire zinc demands of the country. It is estimated that a train 70 miles long would be required to haul the district's 1919 output of 60 per cent. zinc concentrates. For many years,, including 1917, Missouri surpassed Oklahoma in zinc production. In 1918, however, Oklahoma led by a wide margin and, in 1919, Missouri produced less than one-sixth of the total for the three states, when Kansas replaced Missouri in second place in the production. The district is now producing one-third of the zinc of the world and twice as much as ever before at the present price.

"There is continued activity in connection with probable reopening of old-time silver producers, but this is largely offset by other obstacles which make metal mining in Colorado a rather precarious proposition. Discussions at the joint meeting of the Colorado chapter of the American Mining Congress and the Colorado Metal Mining Association in Denver, January 20, 21, and 22, brought out many interesting facts, among them that Colorado, once a producer of high-grade ores, and with freight rates, smelting charges, etc. to accommodate high-grade ores, is now compelled to depend almost wholly upon low-grade complex ores or abandon mining, In the face of this, the railroads threaten to advance freight charges, and smelters , because of decreasing tonnage, high labor, etc., must either advance smelting charges or close (the Globe Smelter et Denver recently closed, and it is said that the Salida Smelter will close in February). A serious menace is the possibility of increase of rates by companies supplying electrical power, and the threat of the agricultural interests, now in the saddle in Colorado, to alter the laws so as to greatly increase the burden of taxation to be borne by the mines.In order to stimulate interest in Colorado metal mining, the Colorado Metal Mining Association and Colorado chapter of the American Mining Congress have planned to have an elaborately staged exhibit in the Denver Auditorium during the latter part of the coming summer, This exhibit will reproduce an old time mining camp,including mining structures such as mills, headframes, etc., as well as the camp saloons, dance and gambling halls, etc., together with mineral exhibits from many of the old time mines, no abandoned, but possibly to be reopened. due to increased price of silver, Inasmuch as the Bureau of Mines plans a National First-Aid meet at Denver in August or September, and the Rocky Mountain Mining Institute will also hold its summer meeting in Denver, it seems advisable to hold the three meetings simultaneously and it is proposed to have this done.Labor supply is fairly abundant and apparently not inclined to be dissatisfied; few, if any, strikes or other labor disturbances being found. In some mining regions advances in wages were posted January 1 and no wage reductions are noted.The Rocky Mountain Coal Mining Institute held its meeting at Denver, January 20, 21, and 22, and much attention was devoted to methods of bringing down coal without use of explosives chiefly by undercutting and subsequent use of hydraulic processes of forcing down the coal. Some attention was given the question of labor and it was suggested that the time is at hand when labor unions should be made responsible bodies by incorporation or otherwise. It was agreed to hold the summer meeting in Denver simul-taneously with the holding of the National First-Aid. and Mine Rescue Meet.In general, coal production in Colorado is proceeding satisfactorily with occasional interruption by local strikes, and tonnage is up to that being produced before the strike, but not nearly up to the record of 1918. In general, the labor supply is plentiful, but demand for coal is by no means great and unless some cold weather intervenes, it is probable that the lignite mines will have to go to a three or four day a week basis. There have been no recent disasters, but the Pictou mine of the Colorado Fuel and Iron Company encountered a heavy supply of water, and had to be abandoned until such time as arrangements can be made to pump or bale the water out."

THIS paper gives a preliminary summary of results of tests on the resistance to fatigue under reversed stresses of steel subjected to cold-working and of tests to determine the effect of rest on the endurance of steel under reversed stresses. The tests of cold-worked steel were undertaken as part of an investigation by the National Research Council Committee on Fatigue Phenomena of Metals and were made by Mr. Moore; the tests to determine the effect of rest are part of an investigation now being made by Mr. Putnam. Both series of tests were made in the Materials Testing Laboratory of the University of Illinois. The preliminary results of these tests are reported now because it is believed that test data on fatigue strength should be available at the earliest possible moment; however, it should be clearly kept in mind that this paper gives preliminary results and is intended to encourage discussion rather than to give final conclusions. Before giving the data of the tests, the writers will explain the term "fatigue strength" as used in this paper and will discuss briefly the method used in interpreting the test data of repeated-stress tests. " The term fatigue strength, as applied to a material, may be defined as that maximum fiber stress that will cause fracture of the material after the repetition of any given number of cycles of stress, each cycle involving the variation of stress from a minimum to the above maximum. The fatigue strength, then, varies with the number, of repetitions occurr,ing in the lifetime of a structural or machine member and with the range of stress for each cycle of stress. The fatigue strength will be lower for a member in which the stress is completely reversed than for one in which the stress varies from zero to a maximum. In interpreting test data from fatigue tests under reversed stress, the stresses and corresponding numbers of repetitions required for failure are plotted on logarithmic cross-section paper. With the gradual depletion of the natural-gas pools of the Kansas district, together with the uncertainty of further cheap fuel developments, some of the western zinc companies turned to the coal fields, attracted by their permanency and the success of the Matthiessen & Hegeler Co. and the lllinois Zinc Co. Being then confronted with the problem of using a relatively high-priced fuel, although the ultimate supply was very great, the fuel economies of the kilns and furnaces became of far more importance, and the more modern equipments, as a result, embodied distinct gaias in this phase of the business. In addition, there have been some pronounced advances in the actual making of gas from these coals. Increased efficiency in gas making has contributed its hare to lowering costs and those plants located in the higher priced fuel districts have probably been obliged to study these economies somewhat more closely. Naturally, many beneficial changes have resulted in both practice and apparatus in these sections. On certain western coals, for instance, the actual saving in fuel consumption has been 50 per cent. By this is meant that, where about 1.75 tons were burned to smelt 1 ton of oxidized ore, 0.7 to 0.9 ton is now required. While comparisons by T. R. Ingalls1 of fuel economies in smelting in this country and Germany before the war may, in general, be correct, they do not appear to do justice to the more progressive American practice. It is doubtful whether German plants were substantially bettering these fuel ratios. Data furnished by Bender and Frams do not afford records averaging less than 0.9 ton coal per ton ore on materials from 40 per cent. to 50 per cent. zinc. The great activity with which the oil resources of the northern Cantons of the State of Veracruz have been developed has largely resulted from the great success obtained by the important explorations carried out since 1902 in the Ebano district in the North, and several years later near Tuxpam, in the South. It must not be thought that these successes were quickly obtained, since the preliminary studies by good experts, the acquisition of what were thought to be the most promising coast lands, the extensive clearing thereof, and finally the number of unsuccessful drillings at great depth, signified an original outlay of some tens of millions of dollars before finding commercial oil. The discovery of oil in industrial quantities at Cerro de la Pez, Ebano district, and the famous Dos Bocas gusher some years later, which was burned, once and for all made famous the Veracruz coast, where today is concentrated the Mexican output of mineral oil. In 1917, this production was nearly 61,000,000 bbl. It is well known that this output represents only a fraction of what the wells in actual production can furnish, because with adequate means of transportation and storage, the present extraction could be somewhat over 300,000,000 bbl. a year. These enormous potential oil resources of the Veracruz coast proceed from a relatively small number of wells, scattered over a few oil fields, separated from each other by large unexplored areas, wherein may be found other favorable fields which, in time, will undoubtedly become just as great centers of oil production. Experts who know our Gulf Coast believe that lands with commercial oil resources lie not only between the Pgnuco and Tuxpan Rivers, but that indications are that the oil zone of Mexico, with more or less interruption, takes in the coast zone from Northern Tamaulipas to the foot of the Sierra Madre of Chiapas, and the banks of the Usumacinta River. This generalization is not merely the outcome of optimism, but is the result of the persistency with which one finds, throughout this Gulf Coast, the most usual characteristics upon which we depend for recognizing oil-bearing lands.

The United Eastern Mining Co.'s property is in the Oatman, Gold Roads mining district of Mohave County, Ariz. The mine and mill are 26 mi. (41.8 km.) southwest of Kingman, the nearest railway connection. The ore consists of a mixture of calcite and quartz with some andesite. The values, which are mainly gold, alloyed with approximately 34 per cent., by weight, of silver, are extremely fine so that fine grinding is a most important factor in extraction. The milling process, briefly, consists of single-stage, coarse-crushing, two-stage ball milling in cyanide solution, followed by combined mechanical and air agitation, and by straight counter-current decantation. The Merrill zinc-dust precipitation method is used to recover the values, and is preceded by the Crowe vacuum treatment of the solution. The most notable features of the plant are the absence of filters, and the use of short peb mills loaded with steel balls, for fine grinding. As originally designed, the capacity of the mill was to be 200 tons per day, although the grinding end was to be capable of handling double that amount. By adding extra agitators and thickeners and by some alterations to the grinding end, the daily capacity has been raised to 285 tons. This, it is hoped, may be increased to 300 tons during the warm months of the present year. IN 1882, Peckham put forward a provisional hypothesis to account .or the distillation of petroleum.1 He did not formally state the hypothesis, but in a discussion of facts drawn from many fields he made it clear that he regarded petroleum, and especially the petroleum of the Pennsylvania fields, as a "fractional distillate produced under high pressure and consequently at a comparatively high temperature.?2 He quotes James Hall on the geology of the Appalachians and says:3 It is not necessary here to discuss the nature or origin of metamorphic action. It is sufficient for our purpose to know that from the upper Silurian to the close of the Carboniferous periods the currents of the primeval ocean were transporting sediments, sorting them into gravel, sand, and clay, forming gravel bars and great sand beds beneath the riffles and clay banks in still water, burying vast accumulations of sea weeds and sea animals far beneath the surface. The alteration, due to the combined action of heat, steam, and pressure, of the formations of the Appalachian system from Point Gaspe in Canada to Lookout mountain in Tennessee, involving the Carboniferous and earlier strata, distorting and folding them, and converting the coal into anthracite and the clays into schists along their eastern border, could not have ceased to act westward along an arbitrary line, but must have gradually died out farther and farther from the surface (source?). The great beds of shale and limestone containing fucoids, animal remains, and even indigenous petroleum must have been invaded by this heat action to a greater or less degree, and that "chronic evaporation" of Prof. Lesley must have been the inevitable consequence. From an investigation of the relations between coal and petroleum, White has" more recently concluded as follows: (1) Petroleum is a product generated in the course of the geodynamic alteration of deposits of organic debris of certain types buried in the sedimentary strata. (2) The quantity and characters of the oils generated are determined by: (a) the composition of the organic deposit at the beginning of its dynamo-chemical alteration; (b) by the stage in the progress of the dynamo-chemical alteration of the organic substances; (c) by the elimination, under certain conditions, of the heavier and more' viscous hydrocarbons through filtration incident to migration.

One of the interesting features connected with the great continental uplift, which formed the table land of Mexico, is the great depth to which oxidation and secondary enrichment of orebodies occurred. This table land lies at altitudes ranging from 4000 to 7000 ft. (1219 to 2133 m.) above sea level. Several cases could be cited of oxidized zones in copper and lead mines which reached depths of upward of 1500 ft. (457 m.) below the surface, and it is universally admitted that the oxidized zone in a mine is limited by the permanent water level. Mexico, however, like many other countries in which deserts occur, is visited at rare intervals by tremendous floods, which sometimes cause variable water levels over long periods. The following cases bear out the idea, and lead to interesting conclusions of commercial value. My paper demonstrates that carbonates of ores may occur below water level and sulfides above, and I will endeavor to explain the causes of the phenomena in certain specific instances. During the last few years, one of the great problems in the milling of all ores has been that of grinding. This subject involves not merely the cost of the operation, but also the selection of the proper degree and character of grinding to yield the best metallurgical results on the given ore. Considering the diversity of machinery, one is led to wonder at the variety of grinding methods employed, even when realizing that metallurgy demands varying products. In an attempt to investigate the relative grinding resistances of a number of ores now being milled in this country and Alaska, the manage-mxitofthe Portland mills requested Samples of average mill-run of ore from various companies. The request met with a ready response, indicating the desire of all operators to gain information on the subject. The difficulties involved in this investigation were numerous, lack of time for outside problems during this strenuous period being a serious one. Also, we were unable, in the time, to obtain a correct 150-mesh screen; in the screen analyses tabulated and plotted herewith, the 150-mesh screen was used merely to protect the 200-mesh screen, not to ascertain points on the curves. The experimental grinder was a small iron tube-mill, 8 by 121/2 in., in which was placed a definite number (74) and weight (3450 gm.) of 3/4-in. steel balls, 1 Ib. water and 1 Ib. ore. To obtain uniform conditions, each ore was first crushed and screened, and from the sized products a "standard feed" was artificially prepared, the same standard being adopted for all tests in that particular series. "Location. The iron formation of the Gogebic district (including the Penokee) comprises a narrow belt south of the western part of Lake Superior extending from Michigan for a considerable distance into Wisconsin. From the mouth of the Montreal River (about twenty-five miles west of Ashland) the iron formation is only about twelve miles distant, but it is about twenty miles south of Ashland. Beginning on the east at a point about eight miles east of Wakefield, Mich., it extends through Sunday Lake, Bessemer and Ironwood in Michigan, and thence south of west through Hurley, Wis., and only a short distance south of Mellen, Wis. About eight miles westward from Mellen, the formation disappears, but six miles further west it is known to reappear and continue thence for about eight miles. The total length of the range is about sixty miles, two-thirds of this distance being in the State of Wisconsin; but nearly all of the ore has been obtained from the eastern third of the district, which is in the State of Michigan.History. This iron range was first noted in 1848 by Dr. Randall, assistant geologist to Dr. David Dale Owen, while following the fourth principal meridian northward. It was also reported by Charles Whittlesey in an account of a survey made in 1849, and published by Owen in 1852. Analyses of the iron ore are given with the following account. ""The bed of magnetic iron ore south of Lac des Anglais is of extraordinary thickness,25 to 60 feet. * * In the wild and deep ravines where the Bad River breaks through the range, there is a cliff of slaty ore * * * probably three hundred feet thick. * * * I estimate more than one-half of this face to be ore, and in places the beds are from ten to twelve feet in thickness, with very little inter-mixture of quartz * * * . The position of the best exposures of ore which I saw is such as to require from eighteen to twenty eight miles of transportation to reach the lake."""

In connection with certain cooperative work carried on between the Ordnance Department of the U. S. Army, the U. S. Bureau of Mines, and the U. S. Geological Survey during the year 1918, it was the writers' privilege to make metallographic examinations of a great many test bars and other pieces of nickel-steel gun forgings. The material studied came from many different steel plants throughout the country and consisted both of forgings that had been accepted by the Ordnance Department and those that had failed to pass the specified physical tests. In general, these tests require a minimum tensile strength of 95,000 lb. (42,091 kg.)! an elastic limit of 65,000 lb. (29,483 kg.), an 18 per cent, elongation, and a 30 per cent. reduction in area. An average chemical composition of the steel studied is 0.38 per cent. carbon and 2.9 per cent. nickel. The steel was of both basic electric and basic open-hearth manufacture. The object of the metallographic work was twofold: to assist in detecting defects in the steel and, if possible, to suggest remedies for the same; and to obtain as much information as possible in regard to the relation of the microstructure of the metal to its physical properties. The grcatcr part of the investigation was devoted to defective metal that failed to pass the ordnance specifications. Many types and kinds of more or less serious defects thus came under observation, but most of these were due to the attempts by the manufacturer to meet the enormous demand for ordnance steel with more or less inadequate equipment, and were soon remedied. Two defects, the so-called "flakes" or "snowflakes" and a certain "fibrous" or "woody" fracture, were encountered so frequently and were so disastrous to the steel that the greater part of the study was devoted to them. As a result much information as to their nature and their effects upon the steel and something in regard to some of the conditions that favor their development has been obtained. The refractory linings of open-hearth steel furnaces above the bath line are subject to severe wear not only from the heat caused by the combustion of the fuel and the reactions of the bath, but also from the melting action of the gases when not controlled and directed, and from the scouring of the oxides, etc. with which the products of combustion are charged. The framework that encases or binds the furnace is made up primarily of an iron or steel pan in which the furnace proper is built, side and end buckstays, and tie-rods. The expansion and contraction are so great and variable that the bindings may be subjected to severe stresses unless the tie-rods are carefully adjusted in heating up the furnace, but they are most affected by direct heat and usually become deformed from that cause when the lining is worn thin and, sometimes, when sections of the lining fall in and expose some of the framework. A deformed framework displaces the skewback of the roof arch and tends to distort or crush the roof. Bent buckstays deform the front wall, causing the door frames to stand away from the lining so that the gases burn between the lining and the frames, destroying both of them. Frequently the frames are attached to the buckstays; then when the latter bend the frames usually break. Preventing the distortion of the framework and maintaining the economy of the refractories are real factors in the cost of steel making. Nat only does the cost of general repairs and reconstruction add directly to the cost of steel produced, but the time lost in making repairs cuts down the steel production and increases the overhead expense of both the furnace shop and its allied foundry or mills. Many years ago water-cooled equipment applied to iron blast furnaces made it possible to increase greatly not only the size and production of the furnaces but also the life of the lining. It also cut down the loss from frequent repairs. The open-hearth furnace is a much later invention, especially as a commercial factor; for though it dates from the Fred Siemens patent of 1856, much more progress was made in the Bessemer process until the latter eighties and most of the development

The object of the writer is to call attention to a rather unique aggregation of economic products distributed over a line of succeeding formations about 3 mi. long, to be seen within a few miles of La Salle, Ill. Fig. 1 is an ideal section of the stratification exposed and exploited along a distance of 3 1/5 mi. in a southwesterly direction from the quarry of the Utica Hydraulic Cement Co. located near the historic site of Kaskaskia village to the Oglesby shaft at Oglesby. No attempt has been made to cover the whole field, special mention only being made (with the exception of two places) of the operations found along the course or parallel to the direction assumed in the ideal section. I have used Fig. 2, after J. R. Bent and De Witt Kelly, to locate the relation of the La Salle anticline to the coal mines of this district and to show the operation of No. 1 and 3 mincs of the Illinois Zinc Co. Anticline and the Rock Formations Owing to the structural deformation between La Salle and Utica, the older rocks of the state are exposed to the surface along the northern embankment and the bottoms of the Illinois River valley near the latter place. At; the Illinois Zinc Co. works, Sec. 16, Tp. 33, R 1, a well for water mas sunk 1828 ft. and samples taken every 10 ft. of the ground penetrated; duplicates were sent to Mr. Cady of the Illinois Geological Survey. A general compilation or synopsis study of this section is here presented. As the well is over 1 mi. west of the Western limb of the anticline, the section affords some reliable data. These samples were studied and interpreted by H. M. DuBois as Lower Magnesian, and by G. H. Cady as the Lower Magnesian. The results are given in Fig. 3. The most interesting geological feature of this district is the La Salle anticline. In 1865, Leo les Quereux, looking at Split Rock, asked how it happened that the upper coal measures overlie strata of the Lower Silurian and what has become of the formations which are generally found intermediate—the Upper Silurian, the Devonian and sub-carboniferous, and the lower member of the coal measures?

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel were all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance. Some treated their steel with considerable refinement while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations ? Confining our inquiry to the committees and associations that had dealt with this question in England, France, and the United States, it was found that in Great Britain the British Engineering Standards Committee, now the British Engineering Standards Association, had devoted much time to the problem of satisfactory standards for aircraft steels. In April, 1918, this Association presented a set of specifications described as "British Standard Specifications for Aircraft Steels for Government Purchases in the United States of America." "The Vermilion range extends from the vicinity of Tower to and beyond the ""international boundary, crossing into Canada at the eastern end of Hunter's Island. Merchantable bodies of ore have been discovered at but two localities along this extent, at Tower and at Ely, twenty-one miles east.The iron bearing formation of this range occupies the lowest position geologically of any of the Lake Superior iron formations, being placed by Van Rise and Clements in the Archean, as shown from the following succession:Lower Huronian Intrusive granites, granite porphyries, dolerites, and lamprophyresKnife Lake slatesAgawa formation (iron-bearing) Ogishke conglomerate(Unconformity.)ArcheanIntrusive granites, granite porphyries, and some greenstonesSoudan formation (the iron-bearing formation). (Minor unconformity.)Ely greenstone, an ellipsoidally parted basic igneous and largely volcanic rock The ores of the Vermilion series occur in the Soudan formation (the Agawa iron bearing rocks are not of commercial importance).At the Minnesota mine at Soudan the ore is a dense, hard hematite, occurring in irregular connected and disconnected lense shaped bodies in the jasper, which is intricately infolded in the ellipsoidal greenstone or green schists, so called on account of a characteristic ellipsoidal parting. The strike is about east and west and the dip approximately vertical, with a westerly pitch. The underground workings at this mine are some 4,500 feet in extent east and west, and over 1,500 feet in depth. The structure here is probably the most complex in the Lake Superior iron districts. F. W. Matthiessen, who, with E. C. Hegeler, of La Salle, was one of the creators of the zinc industry in the-United States, was born in Altona, Schleswig-Holstein, Germany, Mar. 5, 1835. He was one of a family of remarkable brothers, two of whom were long absociated in this country with the sugar and glucose industry. Mr. Matthiessen was educated at Freiberg, and came to this country in 1857 with Mr. E. C. Hegeler, after having, in company with that gentleman, visited the mining districts of Germany, Belgium, and England. They first went to Friedensville, near Bethlehem, Lehigh County, Penn., wherc attempts had already been made to produce zinc from the ore deposits found in that place. The ore was a he silicate but all attempts to extract zinc from it had failed. Mr. Matthiessen and Mr. Hegclcr were successful, but declined to invest their money in the zinc industry at Bethlehem because 01 certain local conditions. Hearing of the discovery of zinc -ore in the West, they visited both Wisconsin and Missouri and thought of settling in the coal region of East St. Louis. Finally La Salle, as being near to the Wisconsin fields and having much coal, was selected ae the site of the new smelting company, and on Dec. 24, 1858, the first shovelful of dirt was turned for the buildings of the new industry. The Civil War at first interfered with the manufacture of zinc, but afterward a lively demand for the metal arose and the future success of the institution was established. A large rolling mill was added in 1866, and in 1881 the manufacture of sulfuric acid as a byproduct was begun. Mr. Matthiessen also developed the Western Clock hlanufacturing Co. of La Salle, which manufactures the Big Ben alarm clock, from a small plant having 25 men to the present large institution which employs some 2000 workers. Mr. Matthiessen's affiliations with other metal industriefi have been numerous. But the contributions of the great zinc manufacturer to the causes of philanthropy and education have made his name known throughout the country, beyond industrial circles. He has given to the city of La Salle probably a sum total of $500,000 in various benefactions. Among the objects of his philanthropy were the La Salle-Peru Township High School, which he has made a model institution of secondary education for the entire United States; also the Tri-City Hygienic Institute of La Salle, Peru, and Oglesby, Ill., which he endowed for $200,000 This Hygienic Institute, which is unique in the United States, has a traincd staff of health officers, bacteriological laboratory, medical library, infant welfare station, milk station, free dental clinic, school nurse, and isolation hospital. Mr. Matthiessen was elected mayor of the City of La Salle three times and gave generously to the municipality of which he was the head. He also saved for the people of Illinois one of the great scenic districts of the state, Deer Park, with its cafions and natural beauties, which he con-verted into a model scenic resort, and the proceeds of which he gave to the charities of the Tri-Cities in which he lived. He died on Feb. 11, 1918.

AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

That lead and zinc deposits are the result of prolonged,, slow deposition is the idea of most students of ore deposits, and in many cases, where the ore-bearing solutions have been very weak or the precipitating conditions have been very feeble, the ore accumulations have undoubtedly taken a long period of time. As these two vital conditions have been subject to great variations in the different mining camps, the following example is highly interesting in showing that deposition can be very rapid under favorable conditions, geologically speaking, and also extremely recent. In fact, the writer is inclined to regard most, if not all, of the Mississippi Valley deposits of lead and zinc as probably being very young, at least not older than Tertiary, if not Quarternary, in age. The extensive Joplin lead and zinc district, in southwestern Missouri, which is about 60 years old and has numerous mines that were abandoned from 1 to 50 years ago, shows that the lead and zinc today are in an active condition of solution and redeposition, although these two metals occur in the predominant form of sulfides. The mine waters from the older and more or less abandoned portions of the district are frequently so acid, mainly from the oxidation of associated pyrite, as to necessitate the use of wooden pipes and pumps. The first boom in the Oklahoma zinc fields, which is the southwestern extension of the Joplin district, occurred when ore was accidentally struck in drilling a water well. Among the mines then opened up was the Mission mine, at Lincolnville, Ottawa County, Okla. This mine was opened in 1903 in lean "sheet ground," or a flat blanket formation of chert carrying disseminated zinc blende, or "jack," and galena. Theore-body was very free from iron pyrites and the concentrates were very high grade, the "mineral," or lead concentrates, assayed 80 to 85 per cent. lead and the jack, or sphalerite, assayed 60 to 65 per cent. zinc. The orebody was very shallow, occurring at a depth of 76 to 95 ft. (22 to 28 m.) and very wet, requiring three or four pumps to handle the water. The mine was operated until 1914, when it was closed by litigation and immediately filled with water. The second Oklahoma boom, five years ago, opened up the large, active camps of Picher, Tar River, and Century, which are located 2 to 5 mi. west of Lincolnville. They are considerably deeper, being farther down on the westwardly dipping monocline that emanates from the Ozark
