"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."

"When MacLean Engineering chairman and founder Don MacLean got the first question from a minesite about the possibility of addressing ventilation limits through incremental fleet electrification, he was intrigued. It was back in 2015, and the MacLean scissor bolter was already diesel-electric (jumbo trailing cable), so it made sense to him that if they could engineer a battery drive system for the unit’s tramming cycle, they would have the inaugural electric vehicle (EV) MacLean unit.At that time, there were not any entirely diesel-free hard rock mines in existence on the planet, and that remains the case to this day — although the Borden project in northern Ontario is progressing toward that goal (see page 33). This meant there was essentially zero market demand for battery electric vehicles as well as a complete lack of battery technology to address the battery electrification of heavy haulage. Heavy haulage is the part of a typical mine’s mobile fleet with the largest footprint when it comes to diesel particulate emissions, greenhouse gases and wasted energy in the form of heat.Three years later — the wave of battery electrification that is currently picking up speed across the mining industry promises to hit full swing by the early 2020s when a slew of new build, diesel-free mines will start construction. But this movement toward emissions-free mobile fleets is not a completely new phenomenon. Instead, it is an updating of mining technology from a previous generation. What is going on now is the re-electrification of mining. Up until the 1960s, early generations of battery technology (lead acid) and electric locomotive systems were the norm for material and ore haulage in Canada and elsewhere.The thought of a coming paradigm change in mining was particularly pertinent to Don MacLean back in 2015, as he had been part of the era that ushered in the first generation of rubber-tire diesel equipment, when he was a divisional foreman with Inco in Sudbury in the 1970s. He was part of the operating team that was tasked to build a rail loop on one extraction level of the mine. At that time, events on the ground overtook the project, as diesel-powered mobile equipment became a viable option. Once the first diesel scoop was introduced at Creighton #3 shaft, it was clear what the power, haulage capacity and mobility could do for operations and that era of electric rail haulage underground was effectively over."

Federal regulations require refuge alternatives in underground coal mines to sustain life for 96 h while maintaining an apparent temperature below 35 °C (95 °F). Research by the U.S. National Institute for Occupational Safety and Health (NIOSH) has shown that heat and humidity buildup is a major concern with refuge alternatives because they have limited ability to dissipate heat, and high internal air temperature and relative humidity (RH) may expose occupants to heat stress. The heat transfer process within and surrounding a refuge alternative is complex and not easily defined, analytically or experimentally. To investigate heat and humidity buildup in refuge alternatives, NIOSH conducted multiple in-mine, 96-h tests on a 10-person tent-type refuge alternative, a 23-person tent-type refuge alternative and a six-person metal-type refuge alternative. The results show that when moisture was introduced to represent perspiration and respiration from miners (wet tests), the average temperature at midheight increased by 10.5 °C (18.9 °F) and the RH approached 88 percent for the 10-person tent-type refuge alternative; the average temperature at midheight increased by 9.4 °C (16.9 °F) and the RH approached 94 percent for the 23-person tent-type refuge alternative; and the average temperature at midheight increased by 7.7 °C (13.9 °F) and the RH approached 95 percent for the sixperson metal-type refuge alternative. For the dry tests, where no moisture was introduced, the average internal temperature increased by 12.6 °C (22.7 °F) for the 10-person tent-type refuge alternative, by 10.3 °C (18.5 °F) for the 23-person tent-type refuge alternative and by 8.4 °C (15.1 °F) for the six-person metal-type refuge alternative. These results may provide refuge alternative manufacturers and mine operators with guidelines and considerations for evaluating temperature profiles for portable refuge alternatives. The information may then be used to make decisions on occupancy ratings and heat mitigation strategies based on the thermal environment in which the refuge alternatives will be installed.

"Mining is an inherently risky business. Over the years, major mine disasters have resulted in the deaths and injuries of thousands of miners in the United States. These disasters also resulted in innovations in approaches to mine design, operations and the training of miners and mine rescue teams. The U.S. Congress responded to these disasters with new laws designed to create mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards and to promote improved safety and health conditions in the nation’s mines.Following a mine emergency preparedness and response holistic gap analysis in 2012, the U.S. Mine Safety and Health Administration (MSHA) identified the need for the development of risk and readiness assessment models for MSHA and the mining industry. MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the mining industry for use at operational levels. In 2012, MSHA hired ABS Group, a recognized industry leader in safety risk management and a wholly owned subsidiary of the American Bureau of Shipping, to develop self-assessment models to help meet this objective.In September 2012, MSHA chartered a project to supply the coal mining industry with a pro-active toolset for mine operators to:1. Self-assess the risks associated with underground coal mining operations in order to prevent major mine emergencies.2. Assess the preparedness of mine operators to respond to an emergency.3. Measure the readiness of mine rescue teams and responsible persons to execute emergency plans.MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the coal mining industry for use at operational levels."

"The City of Atlanta’s Water Supply Program Tunnel project includes a 7,315-m (24,000-ft) long, 4-m (13-ft) diameter, hard rock tunnel. A complex aspect of the project involves connecting five, blind bore shafts to the tunnel in a location close to current drinking water reservoirs. During the supplemental geotechnical investigation following the initial contract award, results from additional borehole geophysics were reviewed. Unfavorably oriented fracture sets forced a change in the original pre-excavation grouting program designed for that site. Real-time grout monitoring and geophysical data were compared to provide assurance that the program, as designed, correlated with the in situ ground conditions. Following grouting, results were modeled, and all grouting data were reviewed to determine if grouting was complete.Project backgroundThe current water supply system operated by the city of Atlanta’s Department of Watershed Management (DWM) consists of four, aged, raw-water pipelines, one of which dates back to 1893. Based on previous assessments completed by the DWM, the entire water supply system is at, or will soon reach, its recommended useful life. As such, the city acquired the Bellwood Quarry in 2006 with the intention to create a water storage facility with a volume of approximately 9.1 billion L (2.4 billion gal) to serve approximately 1.2 million people.The project location is shown in Fig. 1, which is generally in the northwest part of downtown Atlanta, GA. The overall project has been divided into two phases. The Phase 1 project connects the quarry and the Hemphill Water Treatment Plant (HWTP), and the Phase 1 Extension project connects the HWTP to the Chattahoochee Water Treatment Plant (CWTP) and the Chattahoochee River. A 7,315- m (24,000-ft) tunnel with a finished diameter of 3 m (10 ft) connects all three elements. The HWTP location is also where the city’s two most proximate drinking water reservoirs are located."

"After industrial sand has been mined and processed, the finished product is typically loaded into small bags of 45 kg (100 lb) or less, large bulk bags of 454 to 1,361 kg (1,000 to 3,000 lb), or vehicles such as trucks or trains for transport to end users. As the sand is being transferred and loaded, dust can be released into the work environment, potentially exposing workers to respirable crystalline silica. A number of control technologies have been developed and utilized in an effort to reduce dust liberation during loading operations. For bulk loading into trucks or trains, the U.S. National Institute for Occupational Safety and Health (NIOSH) evaluated one of these technologies, the Dust Suppression Hopper (DSH), at two industrial sand processing plants. Results from these case studies show that the DSH reduced airborne respirable dust levels by 39 to 88 percent, depending upon the product size being loaded.IntroductionInhalation of respirable crystalline silica dust can lead to the development of silicosis, a disabling and potentially fatal lung disease. Once contracted, there is no cure for silicosis, so the goal is to prevent the development of the disease by limiting exposure to respirable dust containing crystalline silica at or below the exposure limit of 50 µg/ m3 recommended by the U.S. National Institute for Occupational Safety and Health (NIOSH, 2002). At industrial silica sand operations, the product contains high levels of crystalline silica, so effective control technologies are needed to minimize the respirable dust exposure of workers.NIOSH, in partnership with the Industrial Minerals Association–North America, published a dust control handbook (NIOSH, 2012) focused upon control technologies for industrial- mineral mining and processing operations. One chapter in this handbook discussed technologies for controlling dust liberated during bulk loading, including telescoping loading spouts, dust collection systems for loading spouts, enclosures for load-out areas and a newer technology known as Dust Suppression Hopper (DSH)."

"The majority of tunnels for civil engineering applications are now being constructed using some form of mechanical excavation. Beginning in the 1960s with rock tunnel boring machines (TBM), the tunneling industry has introduced both earth pressure balance (EPB) and slurry pressure balance (SPB) soil machines; mixed soil and rock machines and a variety of different mechanical devices for the construction of small diameter tunnels. Over time, these machines have become more powerful and more adaptable to a wider variety of ground conditions; so much so that tunnels are now being constructed in ground conditions and in the vicinity of third-party impacts that would have been considered beyond the state of the art just 10 years ago. Figure 1 is an example of a mixed ground crossover TBM used successfully at Mexico City’s Túnel Emisor Poniente II.All of the above is highly advantageous for the tunneling industry, but it has also placed a much higher level of risk on the performance characteristics of the tunneling machines, on the contractors operating those TBMs and on the manufacturers of those machines. Most of the risks for a tunneling project are associated with creating the space inside of which the finished facility will be constructed. In order to create that space, the tunnel contractor must make many decisions about the best way to excavate the ground, the best way to control the ground at the face of excavation and the preferred method for supporting the ground around the tunnel in a manner that is safe for the workers and stable with respect to all of the overlying and adjacent existing structures. If it is proposed to use some form of TBM in order to build the tunnel, then the TBM becomes central to all three of these activities and becomes an integral part of managing the risks associated with these activities."

"The last few decades have seen some remarkable advancement in information technology, but recently various digital technologies have resulted in several synergies to deliver innovation in diverse applications. The mining industry has been relatively slow in adopting these technologies compared to the other industries, but this scenario is changing fast.Challenges. Mining companies globally are going through a series of challenges such as declining ore grades with complex metallurgy, increasing depth of ore bodies, high capital and operating costs, lower productivity, shortage of technical resources, significant pressure from stake-holders to deliver, along with growing environmental and corporate social responsibility issues. Improvement in profitability would need significant improvements in operational performance.Consequently, over the last few years, there has been a major focus among some mining companies to imbibe operational excellence. This has been only possible because of the replacement of a silos-based approach by an integrated view of the organization. Such an integrated view is now possible via the evolving digital technologies. Even so, such a transformation calls for a change in culture, which, for most organizations is not trivial. Attempts in the past to integrate functions, such as through mine-to-mill initiatives in the mining industry, have demonstrated significant benefits to many operations (McKee, 2013). Still, sustaining these benefits has clearly been a challenge due to manpower turnover and lack of proper systems and structures that integrate information between business functions within an operation and between operations and the corporate level.Opportunities. The advent of digital technology has opened up opportunities to integrate interdepartmental information for a unified understanding across an entire organization. The advances in instrumentation, equipment control systems, supervisory control systems (SCADA/ Historian) and industrial networks have helped in the direction of enterprise- wide integration. "What is the primary responsibility of geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer — ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geoengineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this article will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face.What is our purpose?A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question “What is our purpose?” I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor ground water levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: Safety. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or ground water."

"Mineworkers are routinely tasked with making critically important decisions about whether or not a hazard presents an imminent danger. Researchers from the U.S. National Institute for Occupational Safety and Health collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants revealed not having a systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. In this paper, we identify and describe three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication and specialized training, to increase awareness of imminent danger situations. IntroductionIn recent years, the metal and nonmetal mining sector, as categorized by the U.S. Mine Safety and Health Administration (MSHA), experienced an increase in the number of fatalities occurring at mine sites. From 2013 to 2015, 69 mineworkers were fatally injured, twice the number of fatalities in each of the previous two years (MSHA, 2015a). As a way to address this increase, MSHA issued its P15- IV-01 program policy letter, suggesting that “miners would benefit from rigorous workplace examinations conducted by experienced and trained examiners” (MSHA, 2015b). The goal of these examinations is to find hazards in the field and mitigate them before they cause injury or death to mineworkers. While it is important to identify all hazards in the workplace, it is critically important to identify those hazards that are considered imminent danger because they require an immediate response to avoid a severe or even fatal injury."

"Refuge alternatives provide shelter to miners trapped underground during a disaster. Manufacturers must demonstrate that their refuge alternatives meet the U.S. Mine Safety and Health Administration (MSHA) requirements for oxygen supply, carbon dioxide removal, and management of heat from the occupants and mechanical/chemical systems. In this study, miner size and activity level were used to determine the metabolic heat rate, oxygen requirements and carbon dioxide generation that are representative of miners in a refuge situation. A convenience sample of 198 male miners was used for the distribution of current U.S. coal miners, and the composite 95th percentile height and weight were determined to be 193 cm (76 in.) and 133 kg (293 lb). The resting metabolic rate (RMR) was determined to be representative of activity level in a refuge alternative. The highest likely metabolic heat generation ranged from 113 to 134 W, depending on occupancy. The highest required oxygen supply and carbon dioxide removal were estimated to be 23 L (0.81 cu ft) of oxygen per hour per person and 20 L (0.71 cu ft) of carbon dioxide per hour per person, which means the margin of safety is 50 percent or more compared with the MSHA requirements. The information on metabolic heat generation can be used to assess refuge alternative thermal environments by testing or simulation. The required oxygen supply and carbon dioxide removal can be used to assess refuge alternative requirements. "It is the duty of the mine operator to ensure the mine environment is healthy and safe for the mine workers. For deep and hot underground mines, this requires maintaining adequate working temperatures by means of mitigating the heat load generated by strata, auto-compression, mining equipment, explosives, ground water and human metabolism. The heat load is best reduced by minimizing the amount of heat transferred to the mine air from these sources and through the use of efficient ventilation with effective cooling systems. The heat emitted by mining equipment and vehicles contributes a significant proportion to the combined heat load of an underground mine. This is especially a problem for diesel equipment due to the fact that besides heat, a large amount of water vapor is produced, which increases the humidity in the production workings. Diesel engines have proven advantageous in recent history due to their high power output and reliability. However, as mines continue to become more mechanized and deeper the climatic problems introduced by elevated heat generation will continue to rise. With that, the issue of heat generated by diesel equipment must be addressed.The economic alternative for diesel engine equipment fleets in underground mines is the electric engine. Technological advances in battery technology, increased mechanical output and improved reliability have made the electric engine significantly more competitive in comparison to diesel engines. Because electric engines do not utilize internal combustion, the heat produced by them is significantly less than the diesel engines. Battery-powered mining equipment likewise eliminate diesel particulate matter (DPM) produced by diesel engines. Utilizing battery electric equipment in underground mines provides many advantages, such as: (a) reduced heat load, (b) healthier and safer environment for the mine workers and (c) reduced mine operating costs due to lower ventilation requirements"

This year’s inductees, selected by the National Mining Hall of Fame’s Board of Governors, represent exploration, extraction, management, education and research and development in the U.S. mining industry. Their contributions have had significant and lasting impacts on the mineral and mining industry; these individuals were selected for being mavericks, thought leaders, researchers, educators, mentors, wealth builders and philanthropists.Professor John M. Guilbert, Dr. Leo J. Miller, Robert E. (Bob) Murray and Douglas (Doug) B. Silver will join 240 other mining industry luminaries when formally inducted into the National Mining Hall of Fame on Sept. 29, 2018. Additionally, the Prazen Living Legend of Mining Award will be presented to the Freeport- McMoRan Foundation. The 31st Annual Induction Banquet and Ceremony will be held at the Ritz-Carlton in Denver, CO.2018 National Mining Hall of Fame inducteesProfessor John M. Guilbert was a renowned geologist and professor of economic geology at the University of Arizona; he had a distinguished 50-plus year career in academia and business. Guilbert, together with J. David Lowell, worked on the most important breakthrough in mineral exploration in the last 100 years, the Porphyry Copper Model. This work, known as the Lowell and Guilbert Model, was utilized by exploration geologists worldwide over the next four decades to discover hundreds of millions of tons of copper metal and numerous profitable mines including the prosperous Bajo de la Alumbrera copper mine in Argentina. Guilbert was a founder of The World Museum of Mining in Butte, MT. He was the recipient of countless awards including the Society of Economic Geologists (SEG) R.A.F. Penrose Medal as well as the D.C. Jackling Award from the SME.Dr. Leo J. Miller was a maverick in the mining industry and no armchair geologist. He believed that active fieldwork, on foot with a rock pick, was indispensable for exploration. His basic tenet was to absorb as much information about an exploration target up front, formulate ideas – sometimes novel ones — and then get out into the field to prove those ideas. Miller was known to diverge from the standard interpretation of the geological processes, which formed the mineral deposits, and to apply innovative applications of high-tech tools to more usual exploration programs. This approach resulted in a 50-plus year career that included the discovery of the Kidd Creek massive sulfide deposit and the development of the Lee Creek phosphate deposit; which other explorers had previously given up on, believing whatever phosphate might be present would be too difficult and expensive to mine. The recipient of many honors and awards, Miller received the SME Robert M. Dreyer award in recognition of outstanding achievement in ore discoveries."

It was when the controversial Chinese export policy for these critical commodities was epitomized in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al., 2016c; Mancheri, 2015).The world was dismayed, especially in REE-importing countries such as the United States that was, and still is, totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand, and the Chinese sovereignty of the REEmarket on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016).The prices of REE, however, dropped rapidly in late 2017 and were in six-year lows, before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REEmarket entrants (Barakos et al., 2016b; Rollat et al., 2016). Production cutbacks and industry consolidation in China have impelled REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation process of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

"Diesel particulate matter (DPM) is an occupational health hazard in underground mines. It generally occurs in the submicrometer size range and is often present in the mine atmosphere with significant concentrations of dust particles that tend to occur in the supramicrometer size range. As dust can interfere with analytical methods to measure DPM, it is often removed from a sample stream using an impactor-type size selector such as the DPM impactor (DPMI). Because the DPMI physically removes oversized particles from the stream, its performance may be gradually reduced with aging. Sharp-cut cyclones (SCCs) are an alternative size selector for DPM sampling applications, with a major advantage that, by design, they should not be susceptible to rapid aging. This paper presents the results of a field study designed to compare the performance of aged versus new/clean DPMIs and SCCs in an underground mine. DPMI aging resulted in clogging of the device and, eventually, a reduction of its effective particle cut size, but when sample flow rate was maintained, DPM sample mass collection was not affected until significant aging had occurred. Under the conditions of this study, the effects of SCC aging were observed to be minimal at the end of the study period. IntroductionSubmicrometer-sized particles are increasingly recognized as significant respiratory health hazards (Cantrell and Watts, 1997; Kenny, Gussman and Meyer, 2000; Ristovski et al., 2012). Diesel particulate matter (DPM) represents a major source of submicrometer particles in both public and occupational environments (Kittelson, 1998; Abdul-Khalek et al., 1998). Relative to other occupational groups, underground miners can have some of the highest DPM exposures due to their work in confined spaces where large diesel equipment is used (U.S. Environmental Protection Agency, 2002; Grau et al., 2004). DPM largely consists of solid elemental carbon (EC), commonly known as soot, and organic carbon (OC) that may be sorbed to EC particles (Kittleson, 1998; Abdul-Khalek et al., 1998). EC and OC can be measured by thermal-optical methods such as the U.S. National Institute for Occupational Safety and Health (NIOSH) 5040 standard method (Birch, 2016), and their sum is referred to as total carbon (TC). While the complex nature of DPM does not allow for its direct measurement, both TC and EC have been accepted as suitable surrogates for monitoring occupational exposures to DPM (Noll et al., 2007; Birch, 2016)."

"Native antimony metal is rare and antimony generally occurs together with gold, lead, copper and silver. There are more than 100 antimony minerals, although the sulfide mineral stibnite is the main economic mineral.Antimony enters the supply chain either as a result of mining (primary production) or recycling (secondary production). China has by far the largest antimony resources and is, as a result, the world’s center for antimony mine production. While China remains the leading primary producer, accounting for 69 percent (80.5 kt or 88,700 st) of the global 117.5 kt (129,000 st) in 2017, market consolidation and regulatory inspections across China leading to closures of facilities have caused a significant decrease in Chinese output from 115.8 kt (127,600 st) in 2015 (81 percent of global production).Tajikistan and Russia are the next largest producers of antimony after China, both ramping up production in recent years. Russia could significantly increase its supply of antimony if Polyus moves ahead with supplying 10-12 kt/a (11,000–13,200 stpy) of contained antimony from gold tailings. Australia and Bolivia are also significant mine producers outside China. The value of the different ores varies based on the metal content of the concentrates, with the most valuable gold-bearing ores sourced from Australia’s Costerfield Mine and the least valuable mercury-bearing ores sourced from the Anzob Mine in Tajikistan. On average, Bolivian and Russian ores trade at an intermediate value between those from Costerfield and Anzob. Nearly all of the rest-of-world production is exported to China, where the ores and concentrates are processed into antimony ingots and oxides.Antimony ingot production is not as widespread as is the case with antimony mine production, owing to the high levels of pollution that are associated with antimony smelting. It is for this reason that smelting has been largely confined to China and other Asian countries ,such as Vietnam and Myanmar, where environmental legislation has historically been less stringent. Tajikistan has become a growing producer of antimony ingot since 2014, coming from the commissioned metallurgical plant at the Anzob Mine.Antimony oxide production is undertaken on four continents with China being the biggest producer. There is also a considerable amount of oxide production in Europe (mainly Belgium and France), which relies on imported antimony metal feedstock, mostly from China.A new antimony project under construction by Strategic and Precious Metals Processing (SPMP) in Oman made progress in 2016 and 2017, and after producing first metal in April 2016 in test facilities, was set to be commissioned in the first quarter of 2018. Commissioning had been moved back to June 2018, with a potential ramp-up to 2-3 kt/a (2,200 to 3,300 stpy) of antimony metal by the end of 2018. SPMP is also reviewing producing antimony oxide as part of its flow sheet."

"Through-the-Earth (TTE) radio has been proposed as a means of emergency communications in mines. The propagation of a TTE radio signal depends chiefly on the subsurface conductivity distribution. Robust forward models of signal propagation can be computed based on a realistic conductivity estimate. These models can be used, for example, to optimize frequency, estimate signal range, identify zones of anomalously strong or weak signals, or to optimize the position of the above-ground TTE radio unit. A method was developed to determine the conductivity distribution of a mine overburden using TTE radio transmission data. At multiple locations in an underground test mine, we recorded a wideband electromagnetic signal, spanning a frequency range of approximately 500 to 8,500 Hz, transmitted from a vertical magnetic dipole at the surface. Using a finite-difference time-domain forward modeling code, a layered Earth conductivity model that accounts for topography was fitted to the observed data, which minimizes the difference between the calculated and observed attenuations for each transmitter-receiver pair, for each frequency of interest. Introduction and objectiveThrough-the-Earth (TTE) radio has been proposed for emergency underground communications. The most common type of TTE radio is based on the transmission and reception of signals by electromagnetic induction. These signals are in the extremely low to very low frequency range — in practice, between 400 and 9,000 Hz. This technology was historically developed for mine safety, although recently other applications have been suggested, such as communications in civilian infrastructure like high-rise buildings or tunnels, in the military, and even for wireless detonation and activation. In a coal mine, which is a setting of particular importance for TTE radio due to the higher risk of accidents, day-to-day communications can be done through a wired link. High-frequency line-ofsight systems, whose signals cannot penetrate rock, are also used for communications from nonfixed points. Another option is a leaky feeder system, which is a permutation of a line-ofsight system and a wired link, where a partially shielded coaxial cable allows the signal to “leak” (Delogne, 1982). In an incident such as a mine collapse or explosion, a TTE radio system can still provide a communication link, as wired systems can be severed, and line-ofsight systems cannot penetrate through collapsed portions of the mine, or to the surface (Forooshani et al., 2013; Yarkan et al., 2009)."

"The U.S. Geological Survey and Natural Resources Canada conducted a study on the net import reliance of each North American country, and the impact of North American trade on the net import reliance of 12 nonfuel mineral commodities that are associated with advanced technology products: cadmium, cobalt, gallium, germanium, graphite, indium, lithium, nickel, rare earth elements, selenium, silver and tellurium. The combined results for North America, using 2014 data, showed greatly reduced net import reliance for nearly all of the commodities evaluated, which is largely the result of pooling the resources of production and recovery in Canada and Mexico of materials that are consumed in the United States. This study highlights the mitigation of potential supply risk for critical materials that results from trade within the North American trade bloc. IntroductionMultiple metrics and definitions exist for what constitutes a critical material, but there is broad acknowledgment that a mineral commodity may be considered critical if, among other factors, its production is geographically concentrated, if it has few or no substitutes, or if the country of origin is politically unstable. Numerous governmental and independent researchers have proposed methods of investigating criticality, with differing priorities such as economic resilience or strategic military supplies (European Commission, 2014; Graedel et al., 2015; U.S. National Science and Technology Council Subcommittee on Critical and Strategic Mineral Supply Chains, 2016). While criticality really depends on who is asking the question, and despite the differing priorities, there are several commodities that are commonly found to be of concern. In particular, some critical or potentially critical materials are used increasingly in advanced technologies, or they have complicated supply chains because they are coproduced or are produced in controlled markets.Commodities for which imports are required to satisfy domestic demand are those for which the importing country is net import reliant. "The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."
