Sensitive and tolerant species of macroinvertebrates were present across a wide range of conductivity concentrations in the Isaac River catchment in Central Queensland, indicating the need for further ecological studies in the field to underpin the development of regionally-tailored guidelines for conductivity. The Isaac catchment has naturally high conductivity, but there is also increasing pressure on resource companies to ameliorate saline mine water discharge. Recently, catchment management efforts have included a revision of the water quality guidelines that are specific for the broader Fitzroy catchment. These guidelines include the use of macroinvertebrates as indicators of ecosystem health, but developing and applying such guidelines first requires a good understanding of macroinvertebrate ecology and population dynamics, ideally from field validation. To date, studies of macroinvertebrate tolerance to conductivity in southern freshwaters, as well as in laboratory-based ecotoxicological tests conducted in Queensland, have suggested that ranges exceeding 1000 ¦S/cm are likely to have negative impacts on survivorship of all taxa. However, these results may not be transferable to natural populations of macroinvertebrates from the Isaac, where the naturally high-conductivity water may allow the opportunity for adaptation. To test this, macroinvertebrate assemblages were examined at a series of sites in the upper Isaac River catchment at the end of the dry season in 2012. Patterns in the assemblages were examined together with water quality parameters, in order to gauge the ability of macroinvertebrates to survive at conductivity concentrations exceeding 1000 ¦S/cm. The specific conductance of the field sites ranged from 477 ¦S/cm to 9791 ¦S/cm and a total of 39 families from 13 orders were identified. Species richness was not significantly different between sites of differing conductivity. Macroinvertebrate populations were dominated by Dipterans as well as the traditionally more pollution-sensitive families Ephemeroptera and Trichoptera. There was an absence of any correlation between conductivity and species richness (P > 0.050), suggesting that macroinvertebrate taxa richness occurs independently of conductivity, at least in this particular cohort of mining and/or grazing influenced ephemeral systems in Central Queensland.CITATION:Stitz, L, Fabbro, L D and Kinnear, S, 2013. "Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. "Most mineral processing plants have high water requirements for their operational activities. These plants often function in an environment where water is becoming increasingly scarce. An increase in population will result in an increased demand for water; potentially beyond the limits of supply and hence increased competition for the resource. In South Africa, Gauteng and the North West Province are likely to be first to experience a shortage of potable water.In order to avoid a water crisis, efforts must be made to ensure the effective management of water resources and the minimisation of wastage. Hydrometallurgical plants have a responsibility to society and the environment to operate in a sustainable manner - reducing their water requirements will certainly assist towards developing a sustainable footprint.This project improved site water management by: surveying the potable water and storm water systems with a view to assessing the current water accountability and determining methods to improve accountability determining the monthly and yearly water balance for the site and presenting it in the form of a water balance sheet drawing up an input-output and operational model in accordance with the Minerals Council of AustraliaÆs æWater Accounting Framework for the Minerals IndustryÆ calculating the water footprints of the refinery identifying ways in which water savings could be achieved recommending management systems for water usage monitoring.This work was conducted in South Africa. Long-term water management is typically ignored in mine closure planning. A review of 73 mine closure plans dating from 2007 to 2013 shows that, on average, relinquishment is proposed to be achieved in 11 years. A separate review of 57 mines in actual closure shows that only five have so far achieved relinquishment with an average closure period of 14 years after production cessation. The remaining 91 per cent of sites in closure have an average closure duration to date of 21 years - and still going.A common issue among those sites in closure is water management, with a further common issue being acid and metaliferous drainage (AMD). Of the closure plans that were reviewed only one site had allowance for long-term (>50 years) of water treatment. Of the sites in actual closure 25 per cent have reported that they expect such long-term water treatment, with many acknowledging that in perpetuity treatment is probable.Clearly there is a gap between what is being allowed in closure plans and the reality of closure. There are a number of factors leading to the optimism of the closure plans, including unrealistic assumptions, pressures to reduce closure cost provisions and the technical complexity of many AMD issues.Long-term water management is a reality that needs to be acknowledged and addressed. The mining industry faces concurrent pressures of reducing water use, energy consumption and greenhouse gas (GHG) emissions in coming years. However, the interactions between water and energy use, as well as GHG emissions have largely been neglected in modelling studies to date. In addition, investigations tend to focus on the unit operation scale, with little consideration of whole-of-site or regional scale effects.This paper presents an application of a hierarchical systems model (HSM) developed to represent water, energy and GHG emissions fluxes at scales ranging from the unit operation, to the site level, to the regional level. The model allows for the linkages between water use, energy use and GHG emissions to be examined in a flexible and intuitive way, so that mine sites can predict energy and emissions impacts of water use reduction schemes and vice versa. This paper examines whether this approach can also be applied to the regional scale with multiple mine sites.The model is used to conduct a case study of several coal mines in the Bowen Basin, Australia, to compare the utility of centralised and decentralised mine water treatment schemes. The case study takes into account geographical factors (such as water pumping distances and elevations), economic factors (such as capital and operating cost curves for desalination treatment plants) and regional factors (such as regionally varying climates and associated variance in mine water volumes and quality).The case study results indicate that treatment of saline mine water incurs a trade-off between water and energy use in all cases. However, significant cost differences between centralised and decentralised schemes can be observed in a simple economic analysis. The Fitzroy River Aqua-Eco Health Project is a collaborative research project between the Central Queensland University, the University of Queensland and BMA. It is designed to assess the aquatic ecology and health of the streams within the Fitzroy catchment located adjacent to mine sites. The universities are conducting an independent sampling program expected to yield the most comprehensive monitoring to date. The project design incorporates in situ testing of water quality variables including temperature, dissolved oxygen, conductivity, oxidation reduction potential, pH and turbidity. Water and sediment chemistry incorporate testing for sulfate, suspended solids, nutrients and metals. This sampling is complemented by quantifying changes in the abundance and diversity of a wide range of biota, including microbial, macro invertebrates and fish.This paper will detail the program and highlight some of the particular difficulties in conducting this type of research in ephemeral stream systems. Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. There has been significant growth in mining and energy exploration in South Australia, which has identified new major potential opportunities. This sector generates significant economic value to the state and their support remains a priority for the state government. The delivery of this economic and associated community value to the state is dependent on the mining and energy sector being able to access reliable water supplies.The vast majority of priority areas for the mining and energy sectors are located in areas that have traditionally been of low priority from a water-use perspective and hence, data and knowledge levels are generally low.Recent studies have identified a potential increase in demand for water in the mining and energy sector for potential developments from approximately 40 GL to over 170 GL over the next ten years. The studies found that water and water infrastructure is the second highest proportion of planned infrastructure capital investment by resource companies. The South Australian GovernmentÆs Plan for Accelerating Exploration (PACE) initiative (PACE 2020), also identifies addressing the issues of location, use and management of South AustraliaÆs water resources as a key priority for the growth of the mining and energy sector.The Department of Environment, Water and Natural Resources (DEWNR) has developed the facilitating long-term outback water solution (FLOWS) initiative. DEWNR is currently undertaking a suite of programs to provide groundwater information at the regional scale to better target water supply options for mining and energy developments and community water supplies.The Goyder Institute for Water Research has leveraged significant research investment of $3 M to develop methodologies to interpret airborne geophysics to map groundwater sources.The FLOWS Initiative will provide key content for the PACE Water Program and will also assist in the development of water supplies for remote far north communities by identifying alternate groundwater sources to improve water supply security.This paper will discuss how developing an appropriate science and knowledge base will encourage and secure development where appropriate, enable prudent decision-making and policies regarding water allocation, accounting and licensing, whilst ensuring the protection of environmental assets.CITATION:Power, N and Costar, A D, 2013. The sustainable management of surface water associated with coal mining and coal seam gas projects is a considerable factor affecting the global competitiveness of these resource companies operating in Australia. Management of surface water can be costly, but effective water management and hence environmental stewardship enhances corporate social responsibility and the social license to operate. The surface water issues for the two industries are comparable, yet there is currently a lack of alignment between how Queensland, where the majority of AustraliaÆs coal seam gas projects are located, manages and regulates water on coal mine projects and coal seam gas projects.This paper provides a high level comparison of Queensland legislation and highlights the lack of alignment of this legislation regarding surface water management in these two industries. Through a case study, it looks at the surface water management process at a coal mine site based on the current legislation and principals of surface water management. QueenslandÆs lack of alignment in legislation regarding surface water management in these industries is understandable given the different development paths and time scales of the two industries. The coal mining industry has developed over a long period of time and the legislation has progressed in parallel, whereas, the coal seam gas industry is relatively new in Australia and the legislation has had to advance quickly. "Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. Four key ingredients were identified that are central to providing companies with a leading edge in the successful mitigation of water risk: understanding and evaluating water risk including the technical and operational aspects of water management, plus the longer term strategic and social aspects articulating a strong business case that prioritises water risks and their financial exposure to the organisation constructing a clear roadmap that practically links the water strategy objectives with on-the-ground implementation and action building capacity in the organisation to manage, engage and coordinate on water to mitigate risk.CITATION:Ringwood, K and Tang, A, 2013. "Unconventional gas resources, including coal seam gas (CSG) reservoirs, can be located above and below aquifers that provide groundwater for agricultural, industrial, urban and other uses. Development of these resources may, therefore, lead to potential impacts on groundwater supply.Management of reservoir/aquifer interconnections necessitates a program of focused data acquisition. For example, groundwater transfer from shallow aquifers to underlying CSG reservoirs may occur where CSG-containing units subcrop beneath shallow aquifers, possibly at significant distances from operating wells.Arrow Energy is undertaking studies of connectivity between aquifers including an investigation in collaboration with the Queensland Office of Groundwater Impact Assessment to evaluate connectivity between the Condamine Alluvium (CA) and CSG-containing Walloon Coal Measures (WCM).The Condamine Valley hosts highly productive agricultural land with groundwater resources heavily utilised for irrigation. Water demand outstrips available supply and groundwater has been subject to restrictions on further development since the early 1970s. Developments that could have an additional impact on groundwater resources in the CA are of major concern to local landholders. This paper describes: planned field investigations at two sites: 1. Stratheden, where pumping from the WCM will be undertaken 2. In 2009, the Queensland Government developed a series of amendments to environmental authorities (EAs) for mines throughout the Fitzroy Basin in response to studies that assessed the cumulative impacts of mine water discharges in the basin. One of the key amendments was the requirement for all mines in the Fitzroy Basin to develop and implement a receiving environment monitoring program (REMP). The intent of the REMPs was to provide baseline information on the condition of the receiving environments of the mines and any impacts resulting from release of mine-affected water. Since this time, the requirement to complete a REMP has been incorporated into new or revised EAs for mines (including metalliferous mines) in other regions, as well as for other industries that discharge to natural watercourses (such as coal seam gas). This paper discusses the approaches that can be used to incorporate biological monitoring and direct toxicity assessments into REMPs. It highlights the importance of collecting biological data using sound experimental design principles to investigate whether releases resulted in environmental harm; and the use of monitoring data, coupled with direct toxicity assessments, for setting more realistic, site-specific trigger values and release limits (compared to the default guidelines such as Australian and New Zealand Environment and Conservation Council (ANZECC), which may not be appropriate to the region). The coal mining industry is now faced with new regulatory requirements that limit the discharge of chlorides into receiving streams. To meet these new regulatory standards for treated mine water, a zero liquid waste approach was developed using advanced treatment technologies. Mining is a water intensive sector, contributing to declining water resource quality around the world. Improvements to current mine water management practices can help reduce the amount of water utilised by the mining sector and the impact on water resources. Creating a water account can help companies understand water use in their operations and identify areas where water reduction is possible. Water accounting methods include the Water Footprint Network method and the WaterMiner tool.The Water Footprint Network method is used to determine the amount of direct and indirect water used by an organisation either in a process or to manufacture a product. The total water footprint is divided into the blue, green and grey water footprints. Blue water is the amount of water abstracted from surface and ground water resources. Green water is the amount of rain water utilised. Grey water is the amount of freshwater required to assimilate the waste stream to the natural resource and still conform to ambient water quality standards.The WaterMiner tool is a program available via the internet, which can be used to model water use of mineral processing sites. The program reports the amount of raw, worked and treated water used by the process and recommends flows that can be added to reduce the amount of fresh water required by the process.To gain information on mine water management practices in South Africa, a water account for a platinum mine was developed using the Water Footprint Network method and WaterMiner tool. "Understanding controls on groundwater and surface water flow and quality at mine sites throughout all mine stages is critical to effectively manage environmental impacts over the entire mine life. Monitoring forms is an essential component of this proof of understanding. Typically, monitoring programs at mine sites have been developed in the framework of existing conditions. However; recognition of the challenges of climate change and the performance of mines during recent extreme events in Australia has highlighted the need to develop monitoring programs that are resilient and responsive to changing environmental conditions. Water monitoring programs need to be effective under a range of environmental conditions, potentially not historically experienced.This emerging challenge requires cross-disciplinary teams to work together to understand issues including: representativeness of background conditions to longer-term conditions at the mine site sensitivity of mine and closure designs to changing climate and hydrologic conditions methods of performance (eg water quality or quantity) failure during extreme climate events such as flood or extended drought.These understandings come together in a detailed conceptual and, in many cases, numerical hydrologic model that considers the mine-water environment under a range of conditions. The groundwater, surface water and water quality monitoring programs that are developed from the conceptual model need to be sufficiently responsive to be effective in the face of such changing conditions, with results in turn informing the conceptual model. Extended drought, major floods and changing weather patterns can alter recharge and discharge areas, oxidation profiles and ultimately, the contaminant flux estimates that would have contributed to mine design parameters and performance. "Water evaluation and management during mining exploration and operational activities is crucial to minimise direct and indirect operational costs and also in delivering mining companies the less tangible, but equally critical æsocial license to operateÆ.Mining is often carried out in remote areas, where the mine will be the most significant and visible user and potential contaminator of water resources. However, wherever it is located, a mineÆs use of water must be managed in the context of two key aspects: the natural parameters of the resource; its abundance, its temporal variability and its chemical and physical qualities other users of the resource; other industry, potable water supplies and ecological requirements of local habitats.It is vital, therefore, that this commodity be assessed to an appropriate degree to help establish the viability and sustainability of the mining project and identify those other stakeholders who may be affected by the mining companyÆs activities.This paper outlines the background to catchment-scale model and presents a cost-effective method for establishing a robust water baseline and creating a water management tool to be used throughout whole mine life cycle. Numerical surface and groundwater modelling has long been established as a tool for reactive management, following collation of yearsÆ worth of data. Now, using freely available remote sensing data and desk study information, analytical modelling techniques can be used cost effectively to provide mining companies with a tool for assessing and managing their water consumption requirements at the outset of a new project venture.The paper includes a selection of case studies to show how the use of analytical modelling can be used as an evaluation and management tool to help not only assess general watershed parameters and water availability but also how it can be used as a tool to provide decision makers with the information to complete æwhat if?Æ scenario assessments. Increasingly the community and government regulators are calling for æzero dischargeÆ mines. Some mining companies are beginning to explore ways in which they can transition to zero discharge. When striving to attain zero discharge, mines must consider multiple variables in addition to water quantity. These include climate regime, water quality and regional water budgets. Rio Tinto Alcan has undertaken feasibility level assessments into the expansion of its bauxite mining operation in an area south of the Embley River in far north Queensland. The project has the potential to extend their Weipa operations by approximately 40 years.The construction and operation of two additional mineral ore processing plants are proposed for the South of Embley project. Golder Associates was engaged to develop and conduct modelling assessments of potential sources of water supply required by mineral ore processing.Two models were developed using GoldSim: a dam yield model and a water balance model. GoldSim is a graphical object-oriented modelling environment with a capacity to carry out dynamic probabilistic simulations. Originally developed by Golder, GoldSim has been applied successfully in a decision support role to a range of mine water management operations.The dam yield model was used to provide estimates of reliability and volume of annual water supply of several potential surface water dams. This information was then used to determine a hierarchy of water supply options for processing plant operations. The water balance model dynamically simulated the water demands of the two production plants and the consequential response in water supply, with respect to the timing and discharges provided by the various source options.Use of the model provided a preliminary operational tool to assist with water supply management decisions. Water quality issues required a blending of water from separate sources and attention paid to scheduling to ensure water supply through the dry season. The model also helped identify risks to water supply in the event of underperformance of one or more water supply sources. This paper describes how specific technical and regulatory issues related to water management have been dealt with at Anglo AmericanÆs Moranbah North mine. It compiles the collection of practices that have been implemented since 2010 in response to climatic and regulatory drivers. Operations must continually evolve as they face emerging challenges. For Moranbah North mine, one key challenge is the integration of its mine water system to that of its new neighbouring mine Grosvenor. The commitment to ongoing improvement has placed the mine in a good position to face this particular challenge.Water-related risks were identified then mitigated by technical practices, which have focused on improving underground water management, increasing storage capacity and installing a state-of-the-art control system for the management of water on-site and for releases of mine-affected water to the environment. These practices are supported by an extensive monitoring and audit system that provides confidence in the reporting of activities and outcomes.
