Rare earth elements (REEs) are a group of lanthanides elements which have been widely used in the electronic, petrochemistry, metallurgy, and defense industries. Their demand has increased sharply in the past decade with the boom in electronic device production. Some countries now consider them strategic metals for the future and it has been forecasted that REEs may become a dominant contributor to global economy. In the wake of REE exploration, mining and processing, concern has grown over occupational and community health issues and risks. A portion of available literature on this topic however is written in the Chinese language, and thus research information related to health and REE mining is not readily accessible to mineral development planners in countries such as Canada, where REE mining is now evolving. As REEs also represent an important commodity, primarily stemming from Chinese production, it is important to begin to understand the potential health costs related to this mining sector. There are two main objectives of this paper. The first is to present an overview of REE mining with a focus on geological characteristics, global production and uses with particular attention to the main producer: China. The second is to present the results of a literature review (using both Chinese and English sources) on REE mining and health and identifies key occupational and community health issues that require consideration. This paper concludes by identifying some critical issues this sector needs to address to ensure the sustainable development of this mining activity.

Due to continuously growing resource demands and increasing requirements for sustainability, safety and environmental protection on the other hand, the mining industry is being subjected to these additional requirements. Over the past few decades progress has been made in all topics. In 1987, the United Nations published the following in the Brundtland Report: ?development that meets the needs of the present without compromising the ability of future generations to meet their own needs.?[5] The term ?Blue Mining? means to work sustainably, economically, ecologically, and efficiently while also improving ergonomics, for example by increasing automation. An example of how mining can actively be involved in energy management will be shown. Initial evaluations of underground cavitites were done for purpose of energy storage. The planning and construction of underground pump storage plants both in active and inactive mining operations was also investigated.

Rock-breaker automation and remote operation improves the safety and efficiency of mining operations. This article presents an overview of the Rocklogic rock-breaker automation system architecture that provides collision avoidance, automated parking, and remote operation functionality. The system consists of a distributed computer control system that interfaces with sensors attached to the rock-breaker, the rock-breaker hydraulics, and the site infrastructure. We present results of an automated Transmin rockbreaker installed in a production environment at an underground Australian mine site. The system has been in production use for over 900 days during which there have been no reported collisions, and 100% adoption of the remote operation technology. As a result, Rocklogic has significantly improved the safety of rock-breaking operations and reduced the rock-breaking cycle time, thereby improving the sites overall throughput.

For a long period of time, the Chinese Government has been attaching great importance to and supporting the rapid development of the coal industry. Particularly since more than 30 years ago, when China introduced the Reform and Opening-up policy, the reform and development of the Chinese coal industry has witnessed world-recognized achievements. National coal production increased from 618 million tonnes in 1978 to 3.52 billion tonnes in 2011. While China?s coal production accounts for 49.5% of the world?s total, its annual production growth contributes to over 80% of global production growth. China is a country utilizing coal as its main source of energy. As the Chinese Government gives support to the rapid development of new and renewable energy sources, as well as to increased coal utilization efficiency, the ratio of coal in the primary energy consumption mix will gradually decline. However, for a long period of time to come, the total volume of coal demand will keep rising modestly. The Chinese Government has been highly committed to and actively promoting the overall, coordinated and sustainable development model, which puts people first. It has put forward a strategic task to build an ecological civilization, and highlighted its resolve to uphold the basic national policy of resource conservation and environmental protection, with a view to the pursuit of sustainable development. China will incorporate its response to climate change into the national economic and social development program, and take effective measures to lower CO2 emissions 40?45% per unit of GDP in 2020 compared to 2005. At the same time, China will increase the ratio of non-fossil fuels to 15% in the primary energy consumption mix. All of the above factors have raised requirements for the Chinese coal industry, with implications for clear directions, plans and goals for the development of the coal industry.

K+S Potash Canada GP (KSPC) is part of the K+S Group, one of the world's leading suppliers of standard and speciality fertilizers and the world?s leading salt producer. Globally, the K+S Group employs more than 14,000 people. The K+S share ? the only commodities stock on the German DAX index ? is listed on all German stock exchanges. Legacy, K+S Group?s most recent project, is a greenfield solution potash mine and production plant in the south of the Canadian province of Saskatchewan. Therefore K+S will invest 4.1 billion CAD. With the expected commissioning in summer 2016 the company projects to reach the two-million-tonnesmark of production capacity at the new location at the end of 2017. The gradual extension of the annual capacity to 2.86 million tonnes of potash products will occur afterwards. The Legacy Project will be Saskatchewan?s first new potash mine in nearly 40 years. It is one of the world?s most economically attractive potash projects. The project will contribute to Saskatchewan?s growth through employment, tax revenues, utilities, and local partnerships. Located in the southern part of Saskatchewan?s potash belt, the deposit is too deep to be mined conventionally due to rock mechanics and high temperatures. Legacy will therefore be a solution mine. Proximity to the urban centers of Regina and Moose Jaw is imperative, with their workforces and economy, as well as access to highways, railway carriers and, most importantly in the prairies, water. With this unique project setting and mining technique, we are convinced that Legacy will be one of the most efficient, economic, sustainable and safe potash facilities in the world.

Ventilation Air Methane (VAM) is a high volume low concentration methane source. The capture or use of methane from VAM is challenging, which results in the routine discharge of methane into the atmosphere. Mitigating VAM has the benefits of providing an energy source and reducing the atmospheric Greenhouse Gas (GHG) burden. The GHG radiative forcing effect of methane is 17?23 times as potent as carbon dioxide on a 100-year time horizon. Thus, any reduction in atmospheric methane would be beneficial. The calorific value of methane is 55.5 MJ/Kg; therefore, a 100 m3/s flow with VAM concentrations from 0.1?1% can provide 3.8?38 MW of exploitable power. Strategies to mitigate VAM such as: Thermal Flow Reverse Reactors (TFRR), Catalytic Flow Reverse Reactors (CFRR), Lean Burn and Catalytic Gas Turbines, Biothermica Vamox®, Megtec VOCSIDIZER©, and Vamcat? are briefly reviewed. The review of VAM mitigation technologies reveals disadvantages such as the need to maintain a minimum internal heat capable of oxidizing the methane. This requirement uses all of the available methane up to the point of reaction sustainability and up to half at the highest methane concentration in VAM. Some systems may introduce a pressure drop to the ventilation system, which would impinge on the existing ventilation system design. These impediments necessitate the development of a more amenable technology. In the proposed system, gas turbines (GT), coupled to a combustion chamber with an external fuel supply, assist the combustion of the VAM. The combustion-chamber coupled system provides electricity, while the heat contained in the GT exhaust gases increases the temperature of the VAM, encouraging the development of a flame inside a combustion chamber. The flow from the combustion chamber streams through a primary air/fluid heat exchanger capable of producing steam of a high enough quality to generate electricity using conventional steam turbines. The residual heat after primary extraction, directed through other equipment, provides additional heat based products such as industrial scale dry air, chilling by an absorption chiller or hot water. The overall design of the system is scalable for low to high VAM flows or variations in concentrations and is capable of providing the company or community with heating, chilling, hot water, electricity or motive force as needed by the particular site or community. The Multi-generation system uses heat from three sources to provide clean efficient energy while mitigating the atmospheric emissions of methane. These sources are heat from the GT, often considered waste heat, heat from fuel injected into the igniters and heat from the VAM. The opportunity to collect carbon credits may improve the economics. In order to design a system with this capacity, a detailed analysis of the combustion characteristics of three separate flows is required. VAM is the main airflow, having the highest volumetric effect, while the GT exhaust and the additional fuel added to the hot exhaust flow of the gas turbine are lower flows, but have a higher velocity and temperature. The aim of the modeling undertaken in this work is to establish the combustion dynamics, degree of pre-heating required and the geometry essential to the design of combustion based VAM mitigation multi-generation systems.

Studies to enhance the FLSmidth forced air machine through changes in the design, showed important improvements through changes in the number of Rotor blades, stator designs, rotor air distribution and other designs features. The main outcomes from this study highlighted that increasing the number of rotor blades increased the selectivity while decreasing power requirements while stators with slots have better results in terms of recovery, flotation efficiency and selectivity than without slots.Also the rotor air distribution makes a difference in the design when comparing different distribution criteria whilst keeping all features of shape and number of blades etc constant. At the most efficient rotor air distribution design, copper recovery reached one of the highest values while keeping good selectivity. The possible explanation for that is the increase in the pump capacity indicated by the increase in the specific power.It was seen as significant that reduction in specific power for some designs tested compared with the then current standard design had an average of 30% less power consumption.As a result, FLSmidth was able to identify new designs that decreased power and improved recovery, as well as, identifying some designs that specifically improved fine and/or coarse particle recovery.CITATION:Silva, R, Caldwell, K, Bell, D, Olson, T and Vianna, S, 2013. "Los Pelambres, majority owned by the Chilean company Antofagasta Minerals, is one of the leading producers of copper and molybdenum in the country. It is located high in Andes Mountains, over 3000 metres above sea level, 316 km from the nation's capital, Santiago.The maintenance service supplied to Los Pelambres over the past 13 years has evolved to the point that FLSmidth now provides an integrated service crucial to the management of their customer's assets. The contract initially involved specialty mechanical, electrical and instrumentation maintenance and has developed to encompass maintenance planning and plant control systems.The integrated partnership has delivered excellent results in the areas of improved availability, reliability and return on investment. The operation is now amongst the industry leaders in plant availability.The integrated maintenance service has delivered: An increase in plant availability from 93%, in the first year, to 96.5% today, generating approximately $50 million additional income per year, Quality work procedures, Process and equipment improvements, Major shutdown planning involving more than 700 personnel, 6000 parts and over 2 000 discrete activities.The ongoing success of the partnership requires a high level of understanding between both companies. The ball mill in closed circuit with hydrocyclones is an industry standard, and well known methodologies exist for equipment sizing, selection and design. However, the potential to improve the capacity of ball mill circuits by replacing cyclones with screens has been recognised for many years and recently has been successfully realised, thanks to developments in fine screening technology. Proper methodology for equipment sizing and selection is required to capitalise on this opportunity, but there is currently insufficient information and few guidelines available on how to design such a circuit. This paper discusses the differences between ball mill circuits closed with cyclones and with screens. A methodology is described for equipment sizing and selection for a circuit closed with screens, and the laboratory testing requirements are described for low grade base metal ores and magnetite ores. The Autogenous Kelsey Axial Displacement (KAD) mill is essentially a short retention time centrifugal mill, designed to effectively harness extraordinarily high concentrations of input energy for efficient particle size reduction. The mill which has an operating duty band extending from primary to ultra-fine also has the unique capacity to generate fine and ultra-fine products from single stage size reductions of either coarse or fine mineral feeds, in both wet or dry operating modes. This paper covers developments following a recent optimisation programme which confirmed that mill shell speed and the velocity differential between the shell and the rotating internal disc assembly tips could be optimised in relation to specific energy for a given feed rate and feed size providing the product size remains constant. Subsequent test-work further demonstrated the versatility of the mill with duties ranging from the removal of surface contamination associated with heavy mineral concentrate particles to the production of premium ultra-fine talc, from a single stage of size reduction. Open circuit grinding of a rougher gravity concentrate to liberate gold ahead of leaching also highlighted the scope for the application of low cost KAD milling for a range of hydrometallurgical feed preparation duties, which involve fine and ultra-fine grinding.CITATION:Kelly, J and Kelsey, C, 2013. OZ Minerals' Prominent Hill copper-gold concentrator is located 650 km north-west of Adelaide in the Gawler Craton of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a design capacity of 8 Mtpa. The flotation circuit includes six rougher cells, an IsaMill for regrinding the rougher concentrate and a Jameson cell preceding the three stage conventional cell cleaner circuit.Since its commissioning, the Prominent Hill flotation circuit has been the focus of a series of projects aimed at continual performance improvement. This has been achieved by a systematic approach of project identification, evaluation and implementation which has led to a progressive improvement in flotation performance. Innovations that have been successfully implemented include aspects of cell design and operation, and reagent suite optimisation.Improvements to the mechanical cells initially focused on the installation of a modified rotor-stator design in the rougher circuit, as recommended by Outotec. Isolated cells were fitted with this technology and proven to provide a benefit for copper recovery before the design was trialled in subsequent cells along the bank. Based on this success, further modifications were made to other aspects of the rougher and cleaner cells.Laboratory trials conducted at Prominent Hill involve a screening process identifying potential reagents from a list of products, which are then rigorously tested in the laboratory before one is selected for trial in the concentrator. Where these reagents have demonstrated a statistical improvement in performance they have typically been incorporated permanently into the flotation circuit. FLSmidth-Summit Valley Technologies has been a leader in gold processing equipment for nearly two decades. Over the past several years an extensive research and development effort has led to improvements in Mercury Abatement systems and process efficiency in Adsorption Desorption and Regeneration (ADR) or "Carbon" plant operations. Two technologies will be discussed that are focused on efficiency improvements followed by an explanation of Mercury Abatement systems. Gold and silver can be desorbed from carbon in several ways. FLSmidth has made significant improvements to the Pressure ZADRA process allowing for lower energy consumption and lower capital costs. This patented process is known as the Split-ZADRA Strip method. Split-ZADRA allows a plant to elute loaded carbon in a semi-continuous fashion. This increases the grade of the Pregnant Strip Solution, improves electrowinning efficiency, reduces capital equipment costs, and reduces energy requirements. During desorption and electrowinning for the Pressure ZADRA process, the pressure and temperature of the circulating strip solution is changed multiple times. A self-contained heating and cooling system has been developed which decreases the energy requirements for elution. Mercury Abatement technology has become increasingly important in recent years. Along with FLSmidth Summit Valley Technologies' complete Mercury Retorting Systems, FLS-SVT has developed systems for the capture and removal of mercury from electrowinning cell and strip solution exhaust, Carbon Regeneration exhaust, and the dore furnace exhaust. This paper describes each of the technologies introduced above and their success in operational gold and silver mines. "AustraliaÆs mining sector faces challenges to its competitiveness; operating costs are being adversely affected as a result of volatile commodity prices and growing international market pressures.Diesel fuel-generated power used in typical remote mining projects is generally reliable and quick-to-deploy; however it is ongoing expensive operating cost.Many mines and communities in remote locations source electricity from diesel generation, and often pay over $300/MWh in fuel and carbon only (i.e. excluding CAPEX). These costs are expected to rise over time and are vulnerable to price shock events or supply chain interruptions in international markets.Solar photovoltaic (PV) and other renewables can be integrated with existing diesel units to provide a highly reliable power supply. Such renewables now provide a cheaper source of electricity while maintaining the mining industryÆs stringent reliability requirements; some renewables are now cheaper than diesel power ù supplying electricity at approximately $226/MWh.Also, significant funding and concessional rate financing have recently become available to support the development of remote solar-diesel (or solar-wind-diesel) hybrid systems, including: up to $2.2 billion of as-yet uncommitted grants through the Australian Renewable Energy Agency (ARENA) and is now seeking mining industry partners, up to $10 billion of concessional financing for emerging renewable technologies through the Clean Energy Finance Corporation (CEFC) and this commences July 2013, ongoing revenue support through the Renewable Energy Target scheme, and other regional support programs administered by various governments.This paper explores: the business case for renewables - what applications and when to consider them, the potential operating cost savings if solar was integrated, the technical challenges and common pitfalls, and how to overcome them, and the upfront investment costs and whether the site is eligible for Government subsidy programs.CITATION:Chambers, C, 2013. A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. Despite advances in technology, the Australian underground coal mining industry continues to have incidents involving spontaneous combustion. Managing these incidents relies heavily on understanding the state of the event as it develops and controls are applied. Gas analysis plays a major role in aiding this interpretation. This interpretation is based upon laboratory testing of coal samples under conditions very different to those found in an underground coal mine. This paper will explore the links between laboratory data and actual events. It will highlight the difficulties of using laboratory data. It will outline the relevance of laboratory data and how it can be usefully applied to manage spontaneous combustion events as well as in establishing relevant trigger action response plans to facilitate early detection and control of such events. The paper will identify some of the factors that need to be applied when adapting laboratory data to apply to the underground coal mine. It will outline the need for comprehensive knowledge of the local conditions and gas concentrations to be expected at all locations in an underground coal mine. Further, it will demonstrate the need for mine environment monitoring to go beyond simply measuring gas concentrations but also to include reliable atmospheric pressure, temperature and air velocity monitoring.CITATION:Cliff, D, 2013. Taquari Vasouras potash mine (Vale Fertilizantes) has many interesting features including virgin rock temperatures of 50¦C at depths of 700 m. The mine has a relatively small shaft system with limited ventilation carrying capacity, which was not adequate to exploit the full extent of the deposit. This limitation was overcome by installing two large-scale recirculation systems with underground reconditioning centres. This paper describes this unique mine ventilation and cooling system and some of its history over the past two decades. The two controlled recirculation systems have been operating safely for some ten years and the use of large-scale recirculation has been a fundamental component in the increase of production and extending the mining further-and-further from the shaft centre. The recirculation systems have played a huge role in the mine profitability and comprehensively extending the mine life. The paper also discusses a number of novel design and operating features such as reverse running pumps for energy recovery. The underground chilled water system design required a number of special safety features in order to minimise the risk of water leakage since this could be catastrophic in a potash mine. This paper describes a good example of a mine in which the final ventilation and cooling system design ends up very different to what was envisaged at the greenfields stage.CITATION:Bluhm, S, Funnell, R and de Oliveira, L, 2013. The underground metalliferous mining industry continues to change under the influence of many factors including, to name a few, new mining techniques and equipment, new approaches to risk management, more stringent safety and health standards, new employment practices and orebodies become deeper and often lower grade. In addition, the same technological revolution and plummeting cost of technology that has brought the GPS, smart phones and digital cameras to the general population is also working its way through the mining industry impacting on communications, automation and process control as well as introducing major efficiency and productivity dividends. However, not all factors are positive including, in particular, the issues of carbon costs and electrical power. This paper explores some of the trends affecting ventilation in hard rock mines, some of the existing and likely future challenges and some of the potential future solutions to these issues.CITATION:Brake, D J, 2013. Springvale Colliery is an underground longwall mine situated approximately 10 km north-west of Lithgow in the western coalfields of New South Wales. Following a full-scale review of the mineÆs ventilation system in mid-2010, it was clear that the mine by early 2013 would become ventilation constrained as a result of the increasing size of the mine workings, the predicted worsening tailgate conditions and plans to introduce a fourth continuous miner unit. This realisation led Springvale to embark on a major upgrade of the mine ventilation system that would meet short-term and life-of-mine (LOM) requirements.Included in the upgrade project was the installation of a new high pressure centrifugal main exhaust fan that is capable of overcoming the high resistances imposed frequently on the circuit by restrictions in the tailgate airway. The new fan featuring a 2.5 MW motor is designed to be capable of operating at a quantity of 250 m3/s at a pressure of 7.9 kPa, a substantial improvement over the previous system, which had an operating duty of approximately 145 m3/s at 1.9 kPa. The new fan is of a centre hung design and features a backup diesel motor to maintain ventilation in the event of a power outage.Structural engineering analysis determined that under the operation of the new main fan the existing standard of ventilation control devices (VCDs) at Springvale would not be adequate to withstand the increase in differential pressures. As such, an upgrade of critical VCDs was undertaken utilising a novel high flexural strength (9 MPa) shotcrete and thin spray-on liner, which help serve to safeguard the structural integrity of the appliances and prevent increased leakage as roadway conditions at VCD sites deteriorate over time (a serious problem in many areas of the workings at Springvale).In addition to the main ventilation system upgrade, a separate upgrade focusing on improving development face ventilation was also undertaken. This upgrade included the purchase of two high capacity (22 m3/s) variable inlet vane (VIV) auxiliary fans to facilitate comfortable development face ventilation.The upgrade of the mine ventilation system at Springvale has been three years in the making, but has removed a major business risk in that it has afforded mine planning and operational flexibility (a fourth unit can now be introduced) for the LOM, and importantly provided unprecedented levels of comfort to operators at the working faces where previously ventilation and heat issues were frequently reported.
