Ontario has a diverse industrial mineral resource base including abundant resources of structural industrial minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone and dolostone. These resources are used in the production of aggregates, brick, metallurgical stone, fillers, lime, cement and other construction materials. The majority of the operations are in deposits of Paleozoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were over 140 million metric tonnes of aggregates produced in 1985, approximately 115 million tonnes of which was produced in southern Ontario with the remainder being largely from Crown land in northern Ontario. The structural industrial minerals account for over 80% of the value of total industrial mineral production, with the remaining 20% of the value king accounted for by the non-structural minerals being led by salt which is produced in southwestern Ontario. A host of other non-structural industrial minerals are known but production is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite and by-product metallurgical sulphur products (Fig. 1). Location and Market Area Major production is in the area closest to the large markets of urbanized southern Ontario and the northeastern and north-central United States. In general, with the abundant variety and widespread resources of industrial minerals and the large population within 400 miles of most deposits, the market offers great potential. Ontario's 9 million population accounts for about 35% of the entire gross domestic product of Canada of $476.361 billion dollars in 1985. This equates to about 113 of the nation's buying power being within a 200 km (125 miles) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well developed industrial minerals industry fulfilling most of the structural industrial minerals demand in Ontario, as well as a subsidiary demand in neighbouring provinces and states.

The mineral industry of Bangladesh was totally dominated by natural gas production and its downstream uses. A small amount of cement was produced, and clays were used locally for ceramics and construction materials. Nitrogenous fertilizer was produced from natural gas and a modest, scrap-based steel industry produced steel for local consumption. The country has been developing and using its abundant and inexpensive gas reserves as fast as practical. The population, however, was predominantly dependent on agriculture for its livelihood. The industrial sector accounted for 10% of the economy, and most of the industrial output was directly associated with agricultural products jute, tobacco, and textiles. Industrial expansion, even with the availability of gas, was severely constrained because of limited domestic demand, lack of skilled work force and management, poor infrastructure, and a low rate of domestic savings. To put greater emphasis on the industrial sector, the Government established a National Committee for Industrial Development in July. The Committee instituted policy reforms in the areas of trade and investment. One important step was to move from a positive import list to a negative list, thereby permitting imports of items not restricted or banned. The system for recovering and approving new domestic or foreign industrial investments was streamlined to expedite what had become a cumbersome, bureaucratic exercise. To encourage industrial development in areas away from the crowded urban centers, several economic incentives reportedly were adopted. These included a reduced tax rate on imported machinery, exemption of import license fees, a reasonable debt equity rate, and a 9-year income tax exemption period.2 In the trade sector, imports increased 12% in fiscal year (FY) 19843 mainly

This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. "The Plastojrost apparatus, developed by Ritter and Juranek in the 1960s has been modified primarily, to automatic temperature control. A limited investigation of carboniferous and cretaceous coal samples showed that both coals undergo the same changes when coked in the Plastofrost unit. Dilatometer plastic range and total dilatation correlated well with the Piastofrost plastic range for the carboniferous Appalachian coal, but not for the cretaceous western Canadian coal. Work to elucidate the characteristics of some western Canadian coals using the Plastofrost is in progress. IntroductionCoke quality is critically affected by the properties of the plastic phase in the coal-to-coke transformation. Since these properties exist in a coke oven and are not measurable, they are approximated by standard laboratory tests, such as free swelling index, plastometry, and dilatometry. Of particular interest to us is the anomalous behaviour of western Canadian coals of cretaceous origin. By many predictive methods, these coals should not produce coherent cokes. When coked in pilot scale test ovens, in fact, they produce cokes of good stability. They typically make up 20% of Japanese coking coal blends and are also used in South Korea, Mexico, Brazil, and several European countries. This anomalous behaviour has been studied in our laboratory<8.9.1O). Plastic properties or rheological tests examine just the external ramifications of the coal-to-coke transformation. To understand the process, however, microscopic examination of the coal and coke seems to be needed. The Plastofrost unit has been shown to be a convenient means to this end."

Some facilities require ground vibration limits that are far below typical vibration levels of interest in most blasting situations. A possibly extreme example of such a facility might be the proposed SSC (Supercollider Super Conductor) high energy particle study system. The applicability of conventional blast vibration predictors for such a low amplitude vibration is highly uncertain. For this preliminary study, a series of field measurements are made, and the results integrated in a set of vibration predictor equations. Ground vibrations induced by blasting operations at one proposed SSC site are monitored at close distances (hundreds of feet), intermediate distances (miles), and long distances (tens of miles) from the blasts. Peak particle velocities are recorded at short distances, ground displacements at other points, as well as frequencies. Theoretical analyses are performed by integrating all data in a variety of ground vibration predictors. From the statistical analysis of the data, ground motions at various points along the ring site are predicted for a given charge weight. The approach taken appears adequate for making tentative estimates of exceedingly low amplitude vibrations at great distances from mine blasts.

For centuries Thailand has been a significant, though primarily unofficial, producer of gold. Panning has been the traditional way of making a living for innumerable villagers during the December to May dry season following the harvest. During this period groups can be seen working the streams, rivers, fields and dry valleys at as many as 90 localities in 28 provinces. Attesting to their efforts are the five and a half ton solid gold Buddha at Wat Trimit and much of the gold jewelry sold in Bangkok. This traditional panning will continue, and probably become more extensive, in harmony with commercial endeavors using modern technology suitable for extraction of gold from types of deposits for which gravity separation would give very low recoveries. Several such deposits have been discovered in the course of geochemical and geological surveys conducted by the Royal Thai Department of Mineral Resources with the object of contributing to early interpretation of the results of a country-wide airborne survey.

Introduction The US has the largest total (364 Gt, or 401 billion st) and recoverable (182 Gt, or 201 billion st) coal reserves in the world (Steam/Its Generation and Use, 1978). However, progressive coal use in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. Since the promulgation of the Environmental Protection Agency (EPA) New Source Performance Standards (NSPS), it has become apparent that all US coals will require sulfur removal to comply with the new sulfur dioxide emission levels. If more stringent emission standards are imposed, through pending acid rain legislation or amendments to the Clean Air Act, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the development of new and advanced coal cleaning technologies to continue and promote the use of coal. Table 1 summarizes the EPA NSPS for sulfur dioxide emissions. Fortunately, the basis for determining sulfur dioxide removal is the Btu and total sulfur content of the run-of-mine coal. Thus, credit is given for any sulfur removed before combustion, e.g., through physical coal cleaning. Unfortunately, physical coal cleaning alone may be unable to produce a compliance coal with respect to the EPA NSPS. Therefore, all industrial and utility coal-fired boilers will require post combustion gas cleanup, e.g., flue gas desulfurization (FGD), to comply with the new regulations. Of these, chemical coal cleaning offers the advantages of providing (1) high quality fuel for combustion (low sulfur and ash, high Btu, and attenuated product variability); (2) a solid fuel product for use in retrofitted gas and oil boilers; and (3) a solid fuel product with multiple end uses, e.g., internal combustion engines, carbon electrodes, coke, or chemical feedstock. Gravimelt process In the Gravimelt process, 1.4 mm x 0 (14 mesh x 0), physically beneficiated coal of about 5% moisture is fed into a 3401 to 3901 C (644 ° to 734 ° F) molten bath of sodium hydroxide and potassium hydroxide. Organic and pyritic sulfur and most of the mineral matter in coal react with and are dissolved in a molten mixture of potassium hydroxide and sodium hydroxide. The reacted coal sulfur is converted to alkali sulfides and polysulfides, whereas the mineral matter is apparently converted to alkali-aluminum silicates and other byproducts that are water and acid soluble. Coal residence time is 60 to 240 minutes. The sodium hydroxide to potassium hydroxide ratio is about 9:1. The total hydroxide-to-coal ratio is no less than 10:1. The specific gravity of the caustic melt is about 1.8 g/cm3 . Thus, coal is buoyant in the bath, and insoluble mineral matter with density greater than 1.8 g/cm3 would sink. Reacted coal is first water-washed with an equal weight volume of water in a countercurrent mode of operation. The coal is filtered and the filtrate sent for regeneration. The coal is then acid-washed in 10% sulfuric acid. The acid-water/coal mixture is filtered to recover the final coal product, and the filtrate treated with lime to precipitate dissolved mineral matter. The precipitate is filtered from the mixture and discarded. The water is recycled to the plant. Filtrate from water-washing is treated to remove sodium sulfide. The sodium sulfide is chemically treated to produce hydrogen sulfide, calcium car¬bonate, sodium hydroxide, and other products. The hydrogen sulfide is treated to produce sulfuric acid for the acid-washing step. The calcium carbonate is treated further or discarded, and the sodium hydroxide is concentrated by evaporation and recycled to the reactor. The Gravimelt process is currently at the bench-scale stage of development. A 0.9-kg (2-lb) continuous reactor is in operation with a continuous water- and acid-washing section adjacent. The regeneration section is not developed to a meaningful extent, although key reactions have been tested in the laboratory. Process conditions, product recovery efficiencies, etc., however, have not been determined adequately and continuous regeneration operation has not been attempted. Work is now in progress to develop each section to a continuous bench-scale operation in processing coal at 9.1 kg/h (20 lb per hr). Microwave process The carbon and hydrogen in coal are relatively transparent to microwave radiation. However, water, caustic, pyrite, and other mineral matter components are strong conductors of microwave radiation energy at the proper frequency. As a result, selective heating of the noncarbonaceous materials occurs that enables the chemical reaction of sulfur and ash with caustic. Although very high temperatures may result from

The construction of a major sewerage scheme requiring 15.3 km of 5.5m excavated diameter tunnel in basalt, mixed and soft ground has been undertaken by the Melbourne and Metropolitan Board of Works. A double shielded Tunnel Boring Machine was selected to excavate 13.7 km of basalt and mixed ground. Advanced methods for recording operational data on the TBM were introduced. Progress to date has shown that the TBM can excavate rock very effectively with a best weekly production of 178.8m; soft ground has been encountered and successfully handled.

"Fine iron ore recovery from the tails of Les Mines Quebec Cartier was investigated using Reichert trays and spirals. The effect of feed rate, density and splitter setting on the performance of rougher, cleaner and recleaner stages of a 2DS tray assembly was determined using 2- and 3- factorial experimental designs. The tray concentrate, assaying 27% Fe, was further upgraded by spiral to yield a concentrate assaying 55% Fe. Further laboratory scale testing showed this material to be easily upgraded to 65-66% Fe with high Fe recoveries.This paper presents the metallurgical results of the three tray stages. The model used to predict the performance of a full recovery circuit is then described. Simulation results are presented and their reliability assessed. Finally, an economic evaluation of the proposed scavenging circuit is summarized.INTRODUCTIONThe Mount Wright plant (UWP), located near Fermont, Quebec, processes daily 130,000-150,000 tonnes of iron ore assaying between 27 and 33% Fe, to upgrade it with three stages of 44.5 cm pitch GEC spirals to 66% Fe, while rejecting approximately 80,000 tonnes assaying between 6 and 11% Fe (1-3). Heavy liquid separation (at 3. 3 g/mL) of the plus 37 µm fraction (+400 mesh) of the tails reveals that a significant fraction of the iron is in the sink product, below 150 pm (100 mesh), as shown in Table 1. Also shown is the iron grade of the sink and float fractions. The high grade of the fine sink indicates that hematite ls well liberated below 105 µm (150 mesh), as previous studies have shown (4,5). The iron grade of the floats is very low in the fine size range, but increases with increasing size above 105 pm, because of incomplete liberation. Overall, two thirds of the plus 37 µm iron ls in the sink product, which constitutes less than 10% of the total tail."

Tin mining has taken place in the New England region of New South Wales since 1872. Until fairly recent times there was little pro- vision made for environmental protection. Mining methods,which included ground sluicing and open cutting,had considerable environmental impact. Much of the topsoil was lost and there is little vegetation on the infertile and at times toxic, subsoil. Thus much of the lands disturbed by mining have not been stabilised and are eroding, causing extensive pollution of adjacent watercourses. There are more than 1500ha of abandoned tin mine sites in the New England, representing one of the worst rehabilitation problems in New South Wales and reflecting poorly on the mining industry as a whole. Recent tin mining operations incorporate progressive rehabilitation in their mining cycle. Topsoil is stockpiled and later respread. This topsoil contains a seed source, facilitating revegetation and thus stabilisation. The tin mining industry, under considerable cost pressures at present, is seeking a cost- effective revegetation technique. Most of the mines in the New England are situated in a forest environment. Trials have been conducted in the past using exotic pasture species with limited success due to the characteristics of the subsoil. Other revege- tation trials have used pine or eucalypt tree species. The cost of these techniques is a major disadvantage. Certain acacias species were observed colonising disturbed tin mining areas on very infertile subsoils. Acacias have a number of characteristics indicating a possible applic- ations in mine rehabilitation programmes.

This paper discusses factors affecting the productivity of continuous coal mining operations. It analyzes design and operational relationships in continuous mining systems, and investigates how their productivity can be improved by selecting the number of headings, the dimensions of pillars, and the depth of cuts as well as the miner loading rate and tramming speed, the shuttle car payload and hauling speed, and the roof bolting cycle time. A computer simulator has been found very efficient in analyzing effects of section layouts and equipment operating characteristics on the productivity of continuous coal mining systems.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied parts of the 19,747-acre Lower John Day (OR-005-006) and 7,538-acre Thirtymile (OR-005-001) Wilderness Study Areas in order to evaluate their identified mineral resources. The study areas are located in Gilliam and Sherman Counties, OR, about 13 mi west of Condon. The area is underlain by the Miocene-age Columbia River Basalt Group. The Thirtymile study area is inferred to have 790,000 yd3 of subeconomic gold resources averaging 93.8 mg/yd3 gold ($1.21 yd3 at a gold price of $400 per oz) in two river bars. The Lower John Day study area has five river bars with gold occurrences totaling 1.0 million yd3 and averaging 13.5 mg/yd3 ($0.17 yd3) gold. A preliminary mining feasibility estimate suggests gold could be profitably mined in the study areas from placer deposits containing at least $3.83 yd3 in gold content. Stone, sand, and gravel occur in the study areas, but more accessible deposits are closer to regional markets. No mines or prospects are in or near the study areas; however, one lode mining claim, now abandoned, was located in the Thirtymile study area. Oil and gas leases cover both study areas.

With the burgeoning development of precious metals heap leach mining projects throughout the country regulatory agencies are beginning to take a closer look at the short-and long-term environmental consequences of heap leach mining. This increase in regulatory review is occurring on federal, state and local levels, and is affecting both large- and small-scale mining developments. Small-scale mining developments are receiving especially critical regulatory scrutiny because in the eyes of some regulatory agencies, small developers lack the credibility automatically accorded to major mining companies. This is due in part to a bad image of small miners based upon past environmental problems and permit violations caused by a few, small operators. The proponent of a small mining development thus faces special problems during the project permitting process, and must convince the regulatory authorities of his company&apos;s ability and commitment to plan, develop, and decommission a mining operation in compliance with environmental regulations. Not only must the small developer have a thorough understanding of the regulatory requirements affecting his project, he must also devote considerable effort to careful internal planning in order to produce a well organized approach to project permitting. The importance of proper planning cannot be overstated. Project planning is key to convincing the regulatory agencies that the small miner is capable of developing a viable project. More- over, the economics of a small mining project demand permit acquisition at modest cost and in a timely fashion. A well planned permitting effort will thus ensure that permits are received within budget and on schedule. This paper will review the federal, state, and local permitting requirements for heap leach projects, and the variability of these requirements from state to state. The environmental assessment process for projects developed on public lands, and the acquisition of zero- discharge water quality permits, air quality permits, and local special use permits as they apply to small mining developments will be discussed. The paper will conclude with a review of project decommissioning and cyanide neutralization requirements and their implications for small-scale heap leach projects.

Provide reliable, early-warning fire detection instruments, telemetry, and control systems for noncoal underground mines. Approach Industrial-grade fire detection instruments and signal telemetry equipment were modified for long-term exposure to harsh underground mine conditions, then were installed in four mines to evaluate long-term performance and reliability. How It Works The elapsed time between the onset of a fire and its detection is critical because fires tend to grow in size and intensity with time. Early fire detection and warning permit the initiation of a mine&apos;s emergency plan (evacuation, fire fighting, etc.) while the fire is still small, or ideally, while it is still in the incipient stage. Fire detection and warning systems, utilizing sensitive heat, flame, smoke, and gas analyzers, provide the most rapid and reliable indication of a developing fire.

Bureau of Mines researchers developed and tested equipment to measure corrosion rates on a commercial-scale mill as an aid in predicting the effect of corrosion on minerals and how this effect relates to downstream processing. Bench-scale experiments were designed for duplicating ore grinding conditions closely enough that realistic rate determinations can be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5% of the total grinding media wear in the operations studied.

The Thalanga massive sulphide deposit is hosted by Upper Cambrian rhyolites and volcaniclastics of the Mt. Windsor Volcanics near their contact with overlying dacites, rhyolites and sediments of the Trooper Creek Formation. The ores and host rocks have been subjected to a single strong deformation and to lower to middle greenschist facies metamorphism. A main lens with surface gossan dimensions of 55U m x 6 m dips steeply, plunges shallowly to the west and is offset by a series of normal faults. It is flanked by smaller lenses to the east where the mineralized horizon is stopea out by granite. The area to the east and south of the gossan is masked by Tertiary cover. A complex exhalite package is represented by banded sphalerite-pyrite- galena-chalcopyrite, massive pyrite and chalcopyrite and assemblages dominated by dolomite, chlorite-actinolite, tremolite, talc, barite and rare gypsum. Accessory tetrahedrite, arsenopyrite, bismuthinite, magnetite and native gold are associated locally. Pods of quartz-magnetite formed distally. The ores are underlain by strongly to moderately pyrite-silica-sericite altered rhyolites with the strongest alteration closest to an interred synvolcanic fault. This alteration is characterised by an enrichment in MgO, Na2O, FeS2 and base metals with a depletion in CaO and Na2O. There is a general enrichment in Pb and Zn towards the hanging wall with some enrichment of Cu near the base of the main lens due to replacement by ore tiuias near vent discharge sites. Zonation of Cu to 2n-Pb in also evident over narrow intervals

Stowing has been successfully used in many countries as a means of controlling surface subsidence, minimi ing incidences of spontaneous combustion, maintaining gate road stability and maximising coal recovery.Australian experience in stowing is limited but in the future increased extraction of thicker and/or multiple seams by longwall operations and resolution of conflict of alternative land u&apos;ses may necessitate the use of stowing in coal mining. At present there is little incentive for mining companies to introduce and operate a stowing system because costs have to be borne by the individual companies and benefits spill over to society and the State. Cost sharing by the industry and State incentives may overcome the problem of cost disincentive.
