Introduction Electrostatic separation is the selective sorting of solid species by means of utilizing forces acting on charged or polarized bodies under the influence of an electric field. Electrostatic separation is effected by adjusting those forces acting on particles due to the electric field as well as co-acting forces such as gravity or centrifugal forces so that the different species will have different trajectories at some predetermined time. Electrostatic separations can be broadly defined as being either electrophoretic or dielectrophoretic. Electrophoresis is the separation of charged particles in an electric field, whereas dielectrophoresis is the separation of neutral particles in an electric field1. Examples of an electrophoretic separation can be found with sepa¬rations that use corona charging (ion bombardment), contact charging (triboelectric) and conductive induction. Dielectrophoresis motions are due to the stress and repositioning of charges, i.e. polarization of a neutral particle when exposed to a non-uniform electric field. Separations made using corona discharge devices are often called high-tension, electrodynamic or ion bombardment separations. These are the most prevalent in use today in mineral processing. Dielectrophoretic separation of most minerals is based on differences in dielectric constants of the solid species and usually requires the use of expensive intermediate dielectric fluids. Dielectrophoresis has not been employed for industrial mineral separations, though its effects pose interesting possibilities1, and pilot-plant units developed by the U.S.B.M. are available for testing2. Our discussion will be limited to the three forms of electrophoresis found in commercial practice. Typical Industrial Separations Typical industrial applications of electrostatic separation are: 1. Dry concentration of heavy minerals: ilmenite, rutile, zircon, monazite, xenotime, columbite-tantalite, cassiterite, hematite, scheelite and others. 2. Separation of salts: halite-sylvite, etc. 3. Only South Africa can be considered in terms of resources of amphibole asbestos. There are two asbestos producing fields, one in the Northern Cape Province (producing only crocidolite), and one in the Eastern Transvaal (producing only amosite). This chapter discusses the banded ironstone sequence in which amphibole asbestos occurs, and the genesis of the fiber is briefly reviewed. Also, the properties and characteristics of amphibole asbestos are discussed and compared to those of chrysotile. Approximately 300 000 t of arnosite and crocidolite are produced annually. Crocidolite has a potential for a fivefold increase of production chat could be sustained beyond the year 2000. An estimate of the resources of the various producing fields in South Africa is made. The mining methods are also reviewed and evaluation techniques are discussed. The only two types of amphibole asbestos exploited at present in South Africa are amosite [the white colored amphibole asbestos) and crocidolite (the blue colored asbestos). As is well known, crocidolite has been mined in South Africa from the early part of this century, and amosite since the early 1930's. Since these dates, asbestos mining has developed into a significant mining industry. The annual production of crocidolite is approximately 170 000 to 200 000 t. and amosite production is in the region of 80 000 to 100 000 t. CLASSIFICATION OF AMPHIBOLE ASBESTOS Four types of amphibole asbestos are produced economically in the world today: (1) crocidolite, the fibrous equivalent of riebeckite, (2) arnosite, the fibrous equivalent of grunerite, (3) trernolite, and (4) anthophylite. The names trernolite and grunerite apply equally to the crystal and fibrous forms of these minerals. For comparison and clarification purposes, the six known varieties of asbestiform minerals known in the world are shown in Table 1. All the asbestos minerals were originally developed as cross fiber seams in veins or fractures, or were controlled by the lithology. Post- fiber effects caused slip, sheared, and folded fiber seams. Crocidolite and amosite occur in banded ironstone of early Proterozoic age of the Transvaal Supergroup. The fiber seams are developed in certain defined lithological units in the banded ironstone sequence. The lithological units have a remarkable lateral persistence with respect to their chemical nature and physical appearance. Vertically, the banded ironstone sequence displays a heterogeneous nature. Commercial Applications The features and properties that make amphibole asbestos commercially attractive are: 1) The long average length of the fibers is good for greater wet strength in composites. 2) The high tensile strength of crocidolite makes it superior to all other types of asbestos. 3) It is characterized by dispersion in most liquid media, particularly amosite in water. 4) Since the surface charge of amosite and crocidolite is negative, the fibers produce an open lattice work in water with a high bulk volume giving excellent filtration rates and rapid drainage in a wet asbestos cement mix. 5) The insulating properties of amphibole asbestos mats are still important, particularly in a corrosive environment, despite the introduction of many other synthetic insulating materials. 6) Corrosion resistance, particularly acid corrosion resistance. 7) Due to the high modulus of amphibole fibers, resins reinforced with these fibers exhibit

Kidston Gold Mine is a 3.5 million tonnes per year operation located 280 kilometres west of Townsville, Queensland. Kidston's ore body consists of 44.3 million tonnes graded at 1.79 grams per tonne gold and 2.22 grams per tonne silver. Full production commenced in March, 1985. During the remainder of 1985, Kidston milled 3.77 million tonnes of ore and produced 213,614 ounces of gold.The ore is comprised of granodiorite, polymictic and volcanic breccias. The degree of oxidation of the rock influences the milling capacity and therefore determines the cut-off grade; ore is categorised as oxide, transition and fresh. The milling rates are 15,400, 12,000 and 9,600 tonnes per day for oxide, transition and fresh ore respectively.The ore is treated in a conventional cyanidation/ carbon-in-pulp plant (CIP). The plant consists of a primary crusher, semi-autogenous grinding (SAG) and ball mills, leach circuit and carbon-in-pulp circuit. Carbon stripping and dore smelting are done on site. The major difference between the Kidston plant and other Australian CIP plants is that a cyclone separation and washing circuit rejects half of the dry tonnage as a sand tail prior to CIP treatment. This difference allows the CIP circuit at Ki.dston to be smaller and makes the CIP less sensitive to the grind circuit product size.

In the last two years the Commission for the Environment has received four Environmental Impact Reports (EIR) for Audit and has been or is involved with at least four environmental impact assessments (EIA) related to mining. The EIRs have included Weavers Coal Mine, the Monowai-Maratoto mining proposal, the Martha Hill mine and the Wainui Road Mill. The EIAs are related mainly to coal fields in the Waikato but also included a further EIA on Martha Hill.

"IntroductionThe Key Lake uranium-nickel deposits are located within a Mineral Lease centred at latitude 57 ° 12' north and longitude 105 °39' west along the southeastern rim of the Athabasca sedimentary basin in northern Saskatchewan, approximately 240 km north of La Ronge (Fig. 1). Access is provided by an allweather provincial highway from Pinchousc, situated about 200 km to the south, and a private airstrip maintained at the mincsitc.These deposits have been developed by Key Lake Mining Corporation on behalf of the Saskatchewan Uranium Joint Venture. Participants in the joint venture include Saskatchewan Mining Development Corporation (50%), Urancrz Exploration and Mining Limited (33 1/3 %) and Eldor Resources Limited (16 2/3 %).Considerable geological work has been conducted on the Key Lake orebodies and reported in summary papers published by Dahlkamp and Thn, (1977), Dahlkamp, (1978), Gatzweiler eta/., (1979) and Kirchner el a/. , (1980). However, intensive geological research is ongoing, particularly since many problems regarding ore genesis and controls remain unresolved . Exploration History and DevelopmentThe events (Gatzweiler eta/., 1980) which led to the discovery of the Key Lake ore bodies began in the summer of 1971 by following up on the reports of airborne radiometric anomalies and anomalous radon values in the Zimmer Lake water situated approximately 5 km to 6 km to the southwest. This work succeeded in locating a few high-grade uranium and nickel-bearing boulders associated with esker material. An integrated program, consisting of various geochemical and geophysical surveys along with diamond drilling, culminated in the discovery of the Gaertner orebody during July 1975. Subsequent fence drilling across the strike extensions of this ore structure located the Deilmann deposit, approximately I km to the northeast, in June 1976"

In mid-1984, SAIMM reached an agreement with the South African Region of what is now the Institute of Metals to combine the physical-metallurgical activities of the two organizations. This was the outcome of several years of informal collaboration, and followed the recognition in 1982 by the SAIMM Council that applied physical metallurgy had grown in importance to South African industry and should have a place alongside the two areas already well-established for SAIMM commitment and support-mining and extractive metallurgy.

"The Pronto Mine located at the east end of Lake Lauzon, Long Township, some 12 miles east of Blind River is of historic note being the discovery locality and the first producing mine of the Elliot Lake uranium camp. Radioactive bedrock was discovered in 1949, a commercial deposit was verified in 1953 and production commenced in 1955. Production continued to April 1960: total tons milled 2,264,404 from which 4,643,835 pounds U,O, were recovered at a recovered grade of 2.05 pounds U3O8 per short ton.The orebody is in a bed of pyritic quartz pebble conglomerate at the base of the Matinenda Formation of the Elliot Lake Group of the Huronian Supergroup. The rocks strike east and dip 15 degrees to 20 degrees south and unconformably overlie Early Precambrian granite, the upper surface of which is marked by a regolith. Several diabase dykes cut the orebody which is also affected by albite, chlorite, and carbonate-rich alterations. To the south the orebody is cut by a fault. The orebody is 6to 10 feet but locally 10 to 15 feet thick, has a strike length of 3,500 feet and extends down dip for 3,600 feet to a depth of 1,000feet. Some 300,000 tons of ore grade mineralization remain in the deeper portion of the mine.IntroductionThe Pronto Mine, (Photo I) at the east end of Lake Lauzon in Long Township some 12 miles east of Blind River, is of particular interest as being the discovery site and the first producing mine of the Elliot Lake camp.Production at the Pronto Mine commenced in 1955 and continued until 1960 when the mill was converted to treat copper ore from the nearby Pater Mine at Spragge. With a price slowly rising above US$35 per ounce gold became a mineral worthy of prospecting and mining endeavour in the early to mid 1970s. Fortune therefore appeared to smile onNew Zealand with its favourable geological environment for gold and past record of major gold production from both hard rock and placer deposits. This was a particularly welcome development as the post war years, including both the base metal exploration boom of 1967/1971 (which produced major nickel, iron and bauxite mines in Australia) and the earlier period of uranium exploration failed to produce any mines in New Zealand with the exception of the small Tui Mine and iron sand mining. Whilst hard rock mining now appears imminent it is 15 years further along the track since the 1967/1971 exploration boom and eight years since the upsurge in prospecting for gold in 1978. New Zealand still has no hard rock base or precious metal mining. This is not for want of proven or potential gold mining situations for these clearly exist at Waihi, Monowai Reef, Golden Cross, MacRaes Flat and elsewhere.

The Red Dome deposit is located about 15 kilometres by road west of Chillagoe in far north Queensland. The deposit is within a well known band of mineralisation which is adjacent to the Chillagoe - Mungana railway line. Many workers have observed an inverse relationship between final concentrate grade and valuable component recovery achieved by a flotation circuit, i.e. an increase in either grade or recovery may only be achieved at the expense of the other. The relationship is termed a "grade-recovery" curve and, in theory, limits the separation obtained by the circuit. However, circuit surveys in a nickel concentrator indicate that the operating "grade-recovery" curve of a circuit is not only determined by the nature of the ore and the circuit operating conditions, but also by the circuit design, particularly in terms of stage capacities. The surveys show that different capacity circuits can produce different operating curves for the same ore, and that capacity reallocation between stages has the potential to improve both grade and recovery. In particular, the relationship between circuit design and operating curve position is shown to be a function of the circulating loads generated by the circuit design, balancing the beneficial effects of recycling material against the proportion of plant capacity consumed by recycling.

The need to prevent the sterilisation of coal stems directly from the fact that it is a non-renewable resource. In N.S.W. a vast amount of coal resource is located under major public utilities such as freeways, railways, stored waters, pipelines carrying gas, water and sewage, and transmission lines. Total extraction has occurred under freeways, transmission lines and pipelines with little or no damage. Where damage has resulted, the cost of restoration was only a small fraction of the value of the coal recovered. However, coal at present is being sterilised and perhaps lost for ever under stored waters and railways. If engineering solutions are available for mining under these improvements economically and with maximum safety, then coal should be extracted and utilised to the benefit of the State.

"The Dawn Lake uranium deposits are located 340 km north of La Ronge, Saskatchewan, in the Athabasca Basin between the Midwest Lake and Rabbit Lake deposits. Four zones of uranium mineralization, called the ""11, 14, 11A and 11B Zones,"" lie within the Athabasca Sandstone, at the sub-Athabasca unconformity and in the basement.At Dawn Lake, approximately 100 metres of Helikian Athabasca Group clastic sediments overlie Aphebian Wollaston Group pelitic and calcareous metasediments and pegmatites. Uranium with some nickel, cobalt and copper, occurs near the sheared stratigraphic contact between calc-silicate gneiss and graphitic, pyritic pelite. The mineralization lies in an area of low magnetic susceptibility which is thought to represent a rock sequence lying stratigraphically high within the Wollaston Group. There is no obvious vertical displacement of the unconformity by faulting, despite considerable brecciation, shearing and slickensides seen in the basement rocks. This suggests horizontal displacement on steeply dipping wrench faults as the main tectonic control along the 11, 11A and 11B trend.Below the Athabasca unconformity, the Wollaston Group rocks are altered to fine-grained mixtures of clays, chlorite and silica commonly called regolith. Along the mineralized trend post-Athabasca fracturing and (or) compaction have occurred through this clay-rich alteration zone, causing the steeply-dipping primary foliation to become contorted. This ""crenulated"" horizon can reach depths of 35 metres below the unconformity and is thickest along fault zones in the calc-silicate rocks. The ""crenulite"" is a distinctive unit which at Dawn Lake is commonly found above pods of ore located deep below the unconformity.Much of the mineralization in the 11A and 11B Zones occurs above, beside and below the thickest part of the crenulated zone, although the crenulated rock itself contains negligible amounts of carbonate, pyrite and uranium. Intense vuggy alteration and collapse breccias are found in calc-silicate rocks deeper and to the west of the 11A and 11B mineralization. There are at least two ages of uranium deposition in the basement zones, shown by small bright cubes of ""pitchblende /"" overgrown and replaced by duller botryoidal ""pitchblende II. ""Sooty pitchblende and yellow secondary minerals are the result of still younger reworking.The geological setting of mineralization, along the contact between carbonate-rich calc-silicate rock and pyritic pelite, suggests that the uranium was concentrated at a pH/Eh boundary located between deeply weathered, carbonate-rich and sulphide-rich basement rocks."

It has been developed by TransAlta Utilities Corporation as a captive mine to supply fuel to two genera ting power plant s. The mine is owned by TransAlta and operated under contract by Manalta Coal. Within the mine permit area, TransAlta own s the right to mine 80% of the recoverable surface mineable coal.The planning process starts with the annually produced 25-year energy forecast which is provided by the Electric Utility Planning Council (EUPC). A 1983 forecast predicts an average annual increase in energy requirements of 4% over the next 25 years. Put another way, the requirement will double before the end of the century. A lar ge part of the base load generation of the Province of Alberta is provided by th e plants fueled from Highvale Mine. The Highvale Mine is therefore expected to maintain a high output over a long period of time.Mine PlanningMine planning is an ongoing, interative process that draws from many sources. All levels of planning draw from the same sources but du e to the different processes and objectives of each planning class, the degree of influence may differ. The planner becomes then a coordinator bringing together data and excerpts from several disciplines in groups. Generally, there are four classes of mining plan s; these are all used at the Highvale Mine (Table I)."

"Canada's mining industry has reason to celebrate the federal government's budget which was tabled on February 26, 1986. The budget contains an important proposal to improve the flowthrough share rules by effectively eliminating the investor's liability to third parties. This proposed rule change and other important budget proposals are the subject of this month's edition of Tax Notes. IntroductionWhile Finance Minister Michael Wilson's February 26, 1986 budget received a mixed reaction from business and labour leaders, the budget was mainly ""good news"" for the mining industry. A long-standing bugaboo in the flow-through share rules will be cleared up, a permanent set of rules will be installed for the tax treatment of Northern allowances, and limited partnerships will apparently be able to continue to serve a useful role in financing exploration programs. Flow-Through SharesThe present rules which apply to an investment in flow-through shares are structured in such a way that the relevant Canadian exploration expense (""CEE"") must be incurred by the investor, and not by the issuing corporation. Obviously, in the case of most flow-through share issues, this requirement that the investor incur the CEE poses a practical problem-the investor typically does not have the expertise or organization to incur the CEE. As a result, an integral part of most flowthrough arrangements is an agreement whereby the investor appoints another party (usually the issuing corporation) as his agent to spend the flow-through funds on CEE on his behalf. Although the issuing corporation might consequently be the party which actually spends the flow-through share funds on CEE, nevertheless the legal structure is such that the investor is the ""principal"" who is incurring the CEE. As such, the investor is legally responsible for any third-party claims with respect to the exploration program. Third-party liability might arise, for example, in the case of property damage, personal injury, environmental infractions, and so on."

The application of conventional rock mechanics methods to complex ground is very difficult. Yet. In most underground mining, the ground is complex. Therefore. conventional methods are not only difficult to apply but are also generally ineffective in improving underground operations. Similarly, conventional rock mechanics instrumentation has not significantly contributed to improvement of mining practice. Rock mechanics instrumentation in underground mining operations is often considered to be" merely an expensive nuisance. A new system of mine instrumentation is changing this traditional view. The new instrumentation method, called the SPDR method, was originally devised by Dr. Shosei Serata to meet the specific requirement of establishing the Stress Control Method of mining upon a solid quantitative foundation. This instrumentation method has contributed substantially to the widespread success of Stress Control mining under widely varying ground conditions in different types of underground mines (1.2.3.4). The instrumentation method provides an effective means for optimizing Stress Control mining patterns, simultaneously achieving reduction in production costs and substantial improvements in safety (5). The principles and methods of the new instrumentation method are described below, with field examples.

Ring tension tests have been conducted on 229 mm (9 in) diameter disks of Grande basaltic andesite and Pomona basalt with various center hole sizes in order to study the relationship between ring tensile strength and relative hole radius (hole radius/disk radius). The tensile strength, [ ] decreases as the relative hole radius, [ ] increases. A power equation, [ ] where C and R represent the coefficients of strength and shape, respectively, adequately represents the ring tensile strength as a function of relative hole radius over the range investigated. This equation can be used to distinguish the effect of the hole size from the strength results, to predict the tensile strength of a ring sample containing arbitrary hole sizes, and to approximate the critical relative hole radius of the material tested.

GENERAL STATEMENT Data frequently can be collected by several dif¬ferent methods. The method required for the nec¬essary precision for inflow prediction to mines should be selected and other methods avoided. Pre¬cision monitoring or measuring techniques fre¬quently require more time, expertise, and expense in their implementation that may not be justifiable. The temporal distribution of the data needs also may dictate the method used for data collection. Continuous recording devices may be required for time sensitive data whereas point measurements of other parameters may be adequate. Data needs will vary as the hydrologic investigation proceeds. In¬itial data needs may require only a qualitative col¬lection of data such as the areal distribution of precipitation. Subsequent data needs may require the measurement of ground water levels to the near¬est hundredth of a foot. Data requirements can be difficult to fulfill for ground water systems. This is particularly true for anisotropic, heterogeneous hydrostratigraphic units since the hydrogeologic parameters vary both ver¬tically and areally. Techniques exist for determining the storage characteristics of both unconfined and confined hydrostratigraphic units but these pro¬cedures require the installation of multiple wells in the same unit which may be impractical. Specific tests are discussed subsequently that permit the determination of vertical hydraulic conductivity. Data collected from field procedures or tests are generally preferred to laboratory derived data. This is especially true for hydrogeologic parameters such as hydraulic conductivity. SURFACE WATER SYSTEMS Precipitation Precipitation data can be collected from sources that maintain a historical record. The US Depart¬ment of Commerce, National Oceanic and Atmos¬pheric Administration (NOAA), maintains weather observation stations across the country. Such a sta¬tion frequently can be found near a proposed mine site but the type of weather data collected varies from station to station. Fortunately, precipitation data are collected ubiquitously. The data collected by NOAA can be purchased for the area of interest in the form of monthly and annual tabulations. Private weather stations constitute a second source of precipitation data. Existing data usually are analyzed by one of three methods. The station average method merely sums the depth of precipitation at each station and divides the sum by the number of stations as fol¬lows: [ ] where Pavg is the average precipitation (L), P, is the depth of precipitation at station i (L), and N is the total number of stations. This method is applicable where there are a relatively large number of stations uniformly distributed across the area (Hjelnfelt and Cassidy, 1975, pp. 71-72). The second method, called the Thiessen poly¬gon method, weights the precipitation at each sta¬tion in direct proportion to the area it represents without consideration of topography. The stations are plotted on a map and perpendicular bisectors are drawn on the lines connecting the stations. The polygons formed by these bisectors constitute the area that the precipitation for that station repre¬sents. The overall precipitation can be calculated with the following equation:

For a large scale open pit mining and concentrating operation, on a low-grade disseminated ore body, it is possible to set an approximate lower bound on economically feasible operating scales and an approximate upper bound on economically desirable scales in a relatively straight forward manner. The optimum scale ofplanned operations, with respect to the objective ofmaximisation ofthe net value ofthe orebody, will have to be arrived at by iterative planning runs, but it may be expected to lie close to this upper bound. The effects of infrastructural costs and of the addition of a risk premium to the cost of capital, to form the discount rate for planning purposes, are considered theoretically and by worked example. It is concluded that a perceived special, unsystematic, risk should not be accounted for by the use of such a risk premium as this is inducive to placing a greater amount of investment capital at risk, for no greater return-rate to investment.

"In June 1983, the Computer Applications and Process Control Committee (CAPC) of the Canadian Institute of Mining and Metallurgy (CIM) circulated a questionnaire to coal mining, exploration and consulting companies in Canada to determine the industry's level of interest in holding a workshop-style meeting to introduce company personnel to ""state-of-the-art "" computer systems designed to carry out specific technical and management junctions. It was necessary to conduct the survey to determine the specific fields of application and the nature of training which are of most interest.Almost universally, the companies expressed interest in computer workshops and training for applications in the Canadian coal industry. The survey showed that all categories of personnel felt the need for some sort of training. Areas of specific interest identified were: exploration and geology, mine design, reserve calculations, coal mining technology, coal preparation, rock mechanics, ventilation, financial planning, and process simulation. The details of this survey together with an assessment of the significance of computer applications in the Canadian coal industry are presented in this paper."

"The gas sorption and emission characteristic of coals are important to the planning and conduct of mining operations. Methane drainage from coal strata can also provide a supply of fuel in certain circumstances. Gas emissions have also created hazards during the handling and transport of coals and the release of gas also appears to be related to the yield of fine sizes during mining and processing operations.This paper summarizes studies at the University of Alberta on the permeability and gas emission of certain bituminous coals. Permeability of 'solid' samples was found to be drastically reduced by confining pressure. An emission index, .P, which has been related to outbursting behaviour of coals, has also been related to the proportion of fine s in cleaning plants. Gas sorption isotherms are dependent on temperature, moisture content, the gas involved and the type of coal and can be approximately expressed by the Langmuir or the Freundlich equations.
