Vertical circular shafts have been proposed for multiple access to high level nuclear waste deep geologic repositories. Shaft construction is a critical path item in the commissioning of a repository. Other constraints on the shaft design and construction criteria include the lack of design precedence for long term performance and the importance of minimizing rock and groundwater disturbance. A comparative evaluation of conventional and mechanized shaft sinking techniques is presented in the context of the particular geologic and design constraints. Technical and non-technical factors for blind drilling, blind boring, raise-reaming, drill-and-blast and ream-and slash methods are reviewed for typically "hard rock" and "salt" type repository sites. Appropriate shaft designs are developed, the suitability of each method to the particular requirements evaluated and construction costs and schedules determined. The explicit appraisal of the significant design factors for each method serves as a rational basis for the preliminary selection of the most suitable sinking technique for a particular set of site/design conditions.

In 1981, U.S. Bureau of Mines personnel conducted a survey of claims and prospects in the Wheeler Ridge RARE II area to determine if mineral resources or potential for resources exists at deposits in the area. Results of Bureau of Mines investigations indicate the area contains no identified mineral deposits. However, the geologic setting at the Round Valley Peak Prospect near the center of the study area is considered to be favorable for the discovery of tungsten resources with associated molybdenum and copper. Tungsten deposits, should they be present, would be expected to occur at depth in tactite at or near the calcareous rock-granite intrusive contact. Sand, gravel, and stone deposits in the area are not considered to be resources because equal or better quality material is available closer to major markets. INTRODUCTION The 16,200-acre (6,560 ha) Wheeler Ridge study area is 11 mi (18 km) northwest of Bishop, California, on the eastern flank of the Sierra Nevada range. The John Muir Wilderness adjoins the study area's western boundary (fig. 1).

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

"Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action.Through tighter control, ""insurance"" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.IntroductionA straight grate indurator, or pelletizing machine, consists of a continuo us moving train of pallets on which a feed stream of unfired, ""green"" pellets is deposited on a hearth layer o f fired pellets. This bed moves through several zones in the furnace where it is dried, preheated, fired and cooled by streams of gases which are pulled or blown through the bed by a series o f large process fan s. Control systems for straight grate plants are designed to maintain gas flow through the machine to ensure that sufficient time and heat are available to raise the temperature of the entire green bed to 1300°C where hematite bonding take s place.For the pas t two year s a new approach to control systems using microprocessor-based instrumentation has been designed and tested in an existing plant with a straight grate indurating furnace processing magnetite ore. The purpose of the test was to determine the most efficient operating setpoints for all levels of production above fifty per cent of design capacity. Through a combination of feed forward control, variable setpoints and additional loops, significant savings have been realized. Thus far the project has taught us much about control systems design and operation, energy utilization, and the process itself."

INTRODUCTION The Northern Great Plains Coal Province which occupies approximately 36.6 ha contains about one-half of the nation's total coal resources. About one million ha are underlain by coal that is considered to be mineable from the surface. The topography of the province is predominately plains, rolling hills, and some badland areas characterized by breaks or sharply eroded hills. Elevations range from about 1500 m above sea level on the west to about 600 m above sea level on the eastern boundary. The average slope of the ground is approximately 2 m per km. Streams in the province drain generally easterly and southeasterly (1). In the United States, the Northern Great Plains Province lies within the states of North Dakota, South Dakota, Montana, Wyoming, Nebraska, and Colorado. The coal within the province is located almost entirely in the states of North Dakota, Montana, and Wyoming. Although it is relatively low rank, the coal within the province encompasses a large portion of the total remaining U. S. reserves. The U. S. Geological Survey estimates the total remaining coal resources of the United States to be 2.6 trillion mt within 1000 m of the surface, and 2.9 trillion tons within 1830 m of the surface. Of this total, only about 177 billion mt are classified as reserves meaning that they are (1) known in location, quantity and quality from geologic evidence supported by engineering measurements, and (2) economically recoverable based on currently available technologies and current market value (2).

An exploration and preliminary mine design contract was undertaken in Thailand to establish whether adequate lignite resources existed for the addition of future power generation plant through to the year 2000. The lignite ranges in heat value from 14 to 24 MJ/Kg (air dry basis) and occurs in 2 major seams consistituting measured reserves of 536 Mt (with an ash cut-off level of 45 % on an air dry basis) and a strip ratio of 4.1 bank cm/t. The paper describes the pre-planning, programming, equipment used, project management, logistics and exploration methods adopted to undertake the contract in a monsoonal area using Australian drilling and geophysical contractors.

Traditionally, the development of a mineral resource project goes through a fairly set pattern of decisions from what commodities to search for; where to look; how to locate; what are the reserves; how can they be exploited with optimum returns for all stakeholders; where are the markets and what will be the price received; what financing arrangments? However, due to the unique nature of most mineral resource properties, the relative significance of individual parameters on the ultimate development decision will vary from project to project. Sensitivity analysis in its formal sense is most frequently related to the economic analysis of a project particularly in conjunction with the ultimate development decision making process, and acknowledges the uncertainty of the actual values with their impact on the corporate decision making yardsticks. In many cases, this analysis merely adds more values to confuse the decision makers who may well opt for some subjective rationale to overcome the numeric confusion. However, sensitivity analysis should be used more frequently to exploit the development dollar to its maximum, THROUGHOUT the phases leading to the development decision. It is essential to identify the critical inputs to the various decision tiers in a project as early as possible and direct the funds to ensure that these parameters are determined as accurately as possible. Examples are used to illustrate the need for an even-handed quantification of the parameters which affect the outcome of decisions en route to the final one while minimising the risk in making an optimum assessment in relation to development funds Available.

Bong Mining Company/Liberia provides the rare opportunity to compare two generations of grate kiln pelletizing plants operating on the same magnetite/hematite ore basis. In this paper advantages and drawbacks are compared: mechanical aspects, energy-savings, pellet quality. Plant I with up- and down-draft drying gas flow. Plant II runs only on down draft drying and incorporates a heat-recoup system. Ferteco Mineracao/Brazil operates a Lurgi straight grate plant since 1977 on hematitic pelletfeed. Energy-political situation and char- coal as energy source in Brazil are reflected also in the search for alternative fuels for pelletizing. First measures and results are reported as well as intended further steps towards a 100 % oil replacement.

The Mine Safety and Health Administration (MSHA), U.S. Department of Labor, did a linear analysis for a new underground coal mine in Grant County, WV, through the interpretation of LANDSAT imagery and high-altitude, color-infrared aerial photography, to identify areas of potentially unstable roof in advance of mining. The Bureau of Mines included this mine in its ongoing study of the correlation between geologic features and linears. Three years after the analysis, after mining had progressed through the plotted linears, a cooperative Bureau-MSHA study evaluated the effectiveness of the linear plot in predicting areas of unstable roof and defined the geology associated with the linears. Adverse roof conditions at this mine include roof falls, potted-out roof, water inflow, and local areas requiring supplemental support. At the time of this study, 34 pct of the mine workings were within 200 ft of a plotted linear. Fifty percent of the adverse roof area in the mine occurred within this area. The primary geologic anomaly associated with the linears is an increased frequency of jointing. The majority of the plotted linears coincide with the prominent joint orientations. Additional features observed in the linear zones include roof rolls and a sandstone channel that cuts into the coal seam.

Short-range mine planning (less than five years) previously was accomplished using contour and isopac maps, pencil and paper, an abacus, and our lucky quarter. Through the use of both micros and mainframe time sharing, Glenrock Coal Company (GCC) has been able to virtually put the old equipment away (except the problem solving quarter). In the process, GCC has saved many man-days and eliminated the more tedious parts of mine planning, such as picking elevations off a map with an engineer's scale and repetitive calculations. These savings have allowed GCC to do a more extensive job of mine planning as well as offer more alternatives, making GCC better prepared for possible economic changes. Mine planning, simply, involves looking at what has been done and deciding what needs to be done using various constraints. The application of this concept is not as easy as it sounds. The need for experience and insight cannot be replaced by a machine, but machines can supplement a person's ability by doing the bookkeeping and the repetitive work. Through the application of computers and their accessories, GCC has brought mine planning to a more modernized state. The following paper will detail the development and use of one system as used at GCC. Fine coal cleaning by froth flotation has become common practice in the U.S. with more than 80,000 tons treated in this way per day. In spite of this large tonnage, developments in the automatic control of coal flotation circuits have lagged significantly behind those for mineral systems. One reason such developments have been limited is that instruments have not been available for the on-line measurement of carbon or ash and another critical variables in coal slurries. A second reason is that the influence of the operating variables on coal flotation has not been completely understood. During the last few years some of the required instrumentation has been developed and an improved knowledge of the flotation process itself has occurred through mathematical modeling; as a result certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, DYNAFLOAT. After constructing a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables have been analyzed. In order to develop combined grade and recovery control strategies, the authors found it necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known final, feasible grade/recovery operating conditions. Finally, an advanced strategy which uses an on-line model to identify disturbances and take control actions is proposed.

The word "research" has been used in the title of my presentation somewhat against my better judgement. There are many definitions of the word. But the one I like best comes from Webster's New World Dictionary. It reads: "Careful, systematic, patient study and investigation in some field of knowledge, undertaken to discover or establish facts or principles. ..." I like that. In only 9 words, the definition conveys to me the very essence of what should be going on either in or for the coal industry. Unfortunately, not enough coal-related research is going on. And much of what is being done is, in my view, not really as effective as it might be.

If dynamite is used in hot metal mines, it may be subject to decomposition, and the increase in nitroglycol vapour under the high temperatures causes bad headaches of workers. Also the explosives containing ammonium nitrate are very dangerous when mixed with sulfide ores at a high temperature!. Therefore we developed a heat-resistant water gel explosive which is safe to be handled at these hot metal mines.

The copper and nickel smelting industries are important contributors to the technical and economic well-being of Canada while some of the smelters are among the largest sources of sulphur dioxide emissions in Canada. A review of the operations in six smelters - Falconbridge Limited, Falconbridge, Ontario; Hudson Bay Mining and Smelting Co. Limited, Flin Flon, Manitoba; Inco Limited, Copper Cliff, Ontario and Thompson, Manitoba; Noranda Mines Limited, Horne Division, Noranda, Quebec and Gaspe Mines Division, Murdochville, Quebec - have shown that about 80% of the total sulphur input to these smelters was emitted to the atmosphere in 1980. A simultaneous review of the existing and emerging technologies which can directly or indirectly reduce the sulphur dioxide emissions indicated that it is possible to reduce the emissions to below 20% of the sulphur input to these smelters. This can be achieved by varying degrees of modifications to the smelting operations and installing sulphur fixation facilities at significant costs which may increase the metal production costs. This would consequently make the competitiveness of the Canadian copper and nickel producers more difficult in the already tough world metals market.

This report develops information and recommendations which could be used by a mine operator who desired to install a rescue chamber. Volume I covers the following major areas: atmospheric life support, configuration and construction, chamber location, power and lighting, equipment and supplies, communications, and psychological aspects and training. Volume II contains the following appendices: History of Barricading, Chamber Pressuriztion Considerations, Diffusional Infiltration of Gas, Compressed Air Storage, Location Examples, and Psychological Aspects.

Forecasting, an ancient art, is con-ducted by everyone in varying degrees. It is a vital aspect of mineral production and conditions must be predicted over a long time frame in all aspects of the industry from exploration to plant construction. Although many government agencies as well as private industry make forecasts, there are insufficent "make good" analyses performed. The performance of more such studies could sharpen forecasting ability.

INTRODUCTION Coal characterization involves a variety of analyses which are designed to yield as much information as possible about the properties of coal. The types of analyses which are now regarded as necessary for any truly quantitative assessment of coal include the following: 1. proximate analysis 2. ultimate analysis 3. petrographic analysis The two traditional forms of analyses are the proximate and ultimate types. A proximate determination reveals the amount of moisture, volatile matter, fixed carbon, and ash which are present in the coal. Nowadays, a sulfur determination is usually included in the proximate analysis. The ultimate analysis, in contrast, includes a major alkaline oxide determination, which tells how much sodium, calcium, and potassium are found in a sample. Sulfur forms, i.e. sulfide and sulfate vs organic sulfur, are also identified as well as carbon, hydrogen, oxygen, nitrogen, and trace element concentrations. Proximate and ultimate analyses have been used for many years. The petrographic analysis, one which identifies and quantifies organic microcomponents of coal, is a comparatively new technique of coal characterization. Petrography adds great detail to a coal analysis and, to be sure, is a necessary component of any complete analysis. Coal is not at all uniform in its composition. Equipment which will reliably produce high velocity water jets for use in rock excavation is now available. This report reviews some cases where water jets were used in excavating low to medium strength sandstone in Colorado and Utah. The primary discussion is of water jet assisted rotary drilling for blast and bolt holes in tunnels, shafts, and chambers. The subjects include drilling performance, effects on work environment, safety, and controlled blasting results. Information is also presented concerning trench excavation utilizing water jets.
