Efforts to stabilize international markets in commodities have gradually intensified during the course of this century in keeping with the grow- ing complexity and interdependence of the world economy and the increasing involvement of government in economic activity. Successive Australian Governments have con- sistently supported the concept of commodity agreements and arrangements in an effort to lessen short term fluctuations in price and to moderate the boom/bust conditions which tend to charac- terize production and trade in many commodities. The objective is to stabilize price at a level which equates supply and demand over the life of the arrangement. Such action involves a degree of market inter- vention and government involvement in the inter- national trade in the commodity concerned; the acceptability and desire to foster such arrange- ments varies from country to country depending upon attitudes to market intervention and man- agement. However attitudes, even among those opposing commodity agreements, have under- gone a major reversal in this century. Before the first world war, such intervention as existed almost entirely involved the physical producers. There was almost no government involvement and at that level most regarded commodity agree- ments as neither desirable nor practical. However government regulation of such activities as pro- duction and marketing of food during World War I, coupled with post-war shortages, followed by overproduction and the crash in prices during the Great Depression, stimulated producer gov- ernment interest in commodity market regulation. Consumer governments took a little longer and with a few exceptions, it was not until the post World War II period, that the fear of shortages of basic commodities brought some consumer countries to accept the concept.

Prospectors were digging silver in the Ray mine area in 1873, and by 1880 high-grade copper ore was feeding a 30-ton copper furnace. In 1910, D. C. Jackling and his associates organized the Ray Consolidated Copper Company, known in mining circles as Ray Con, to exploit the Ray orebody. For 50 years, all mining was underground and the Ray mine was known the world over for innovations in mining methods. It was the first to mine important tonnage (8,000 tpd) by block caving methods. The mill at Hayden, 26 miles (41.6 km) from the mine, kept pace with the new mining methods developed at Ray and in the early 1920's flotation replaced gravity concentration by the vanner machines. First mining by open pit methods began in 1950 and in January 1955 all underground mining was discontinued. The new primary crushing plant, installed in early 1967, featured design simplicity with a low capital cost. The 54 in. gyratory crusher was installed within a total height of 6 1 ft (18.65 m) from the truck dump road bed to the floor beneath the feeder-conveyor under the surge pocket. The crusher is fed by 120-ton trucks dumping from one side only into a 200-ton hopper equipped with a horizontal splitter bar to protect the crusher spider. The crushed ore pocket, of 120 -ton live capacity underneath the crusher, discharges to a 0 to 200 fpm (61.2 mpm), variable-speed, 72 in. by 80 ft long (1.83 m by 24.4 m) sloped belt feeder, probably a first in the industry. Wood-picking stations are provided on either side of the belt so that old mine timbers and tramp iron can be removed from the crushed ore and the wood can be dropped into Dempster containers located below the belt. Counter-weighted finger gates control the bed depth on the belt at 14 in. (356 mm) and a low- level radiation unit automatically maintains a minimum of a 3 ft bed (900 mm) of material on the belt directly under the surge pocket. The conveyor is skirted for its full length and is approximately 60 in. (1.52 m) wide inside its metal skirt liners. Ten impact idlers at 12 in. (305 mm) spacing are provided under the loading pocket and remaining idlers are spaced at 18 in. (457 mm). The belt is 1 ¼ in. (31. 8 mm) thick; and, while it has occasionally been damaged by tramp material, belt life averages 11 million tons. A process has been developed for the successful hydrometallurgical extraction of copper from sulfide ores. The extracted copper in the form of a salt is converted by reduction to copper metal. Purification of the metal is described which includes a description of the casting of ETP quality copper wire bars.

[Consider a square block W in an ore body S2, to be valued from one centre sample w, and one corner sample w2 (Fig. 9.1). The sample set is ws = Iw,;w21. We can estimate the block average µw by the average of the sample values x, and x2: µw = 'z (x, + xz). Titanium and zirconium heavy minerals occur in the tailings streams from processing plants which use the hot-water extraction process for recovery of bitumen from tar sand. In a research program conducted by Syncrude Canada Limited, the crude tailings stream was upgraded to produce quality zircon and titanium mineral products. To process the tailings through conventional upgrading equipment, bitumen residues must first be removed from the mineral grains. Then, by gravity separation, fines and coarse sand grains were removed and a 71% heavy minerals concentrate was prepared which was further separated by high-tension equipment into zircon and titanium minerals concentrates. The zircon concentrate was upgraded by gravity, magnetic and high-tension cleaning to produce a high-quality 98% zircon product. The titanium minerals concentrate was separated into rutile, leucoxene and ilmenite fractions. Heavy minerals distribution in tar sand drilling core samples has been evaluated for various locations on Syncrude Lease 17, and expected annual production levels of heavy minerals have been estimated. A preliminary evaluation has been made of the potential for zircon, leucoxene and rutile production and for further upgrading of ilmenite and leucoxene to synthetic rutile for titanium dioxide pigment production.

The copper-zinc orebody at Sherritt Gordon's Ruttan Mine occurs in a structurally complex area of the Rusty Lake greenstone belt in northern Manitoba. Problems in interpreting drill results indicated a large deviation, and the structural complexity an erratic deviation, of drill holes. This was confirmed when a surface hole was intersected 420 feet to the left of line on the 800 level. This problem acted as a catalyst in promoting a search for a suitable down-hole survey method. The instruments investigated included magnetic multishot and gyroscopic units as well as the ABEM Reflex-Fotobor. Only the Fotobor came close to meeting the company's needs of simplicity, reliability, accuracy and ownership. In this paper, the methods of operating this instrument, as well as the data extraction and reduction techniques, are described. Data on the accuracy and repeatability of the instrument are presented, and a tabular presentation of the results of surveying on 86 holes totalling 64,000 feet of drilling is made. Preliminary statements of the results of ongoing research on causes of hole deviation are presented and recommendations for minimizing deviation are given. The use of the survey device is recommended in areas of structural complexity, for very steep or backsight holes and where expected ore intersections are missing.

The Pachuca-Real Del Monte district, Hidalgo, Mexico (Figure 1) has produced roughly 1,500,000,000 oz Ag., 6,000,000 oz Au. and minor Pb., Zn, and Cu from about 100,000,000 tons of ore since discovery early in the 16th century. Production has come from epithermal vein deposits that have been up to 8 km in length, 650 m in vertical extent and 45 m in width but which averaged 200-400 m in length and vertical extent and 2-4 m in width. Ore deposits occur through-out an area about 12 km E-W by 10 km N-S (Figure 2) and between the elevations of 2000 and 2800 m above sea level. The deposits occur as shoots in the veins and terminate laterally where the veins narrow, upward where the veins pinch out and downward where the veins decrease in silver con-tent to below the cut-off grade; the veins are known to extend 500 m below the bottoms of the ore bodies and probably extend to much greater depths. The district lies wholly within a mid-to-late Tertiary volcanic rock sequence that is made up principally of andesite and dacite lava flows and flow-breccias. Although the bottom of the sequence is not exposed in the district, stratigraphic constructions indicate the volcanic rocks to have an aggregate thickness of 2000 to 2500 m. Structurally, the area is characterized by gentil warping and normal faulting of the volcanic rocks. Pre-ore modifications to the volcanic rock sequence consisted mainly of faulting along west-trending, south-dipping normal faults and north-trending high-angle faults.

"The Syncrude project is an integrated complex designed to mine, extract and upgrade bitumen from the Athabasca tar sands to produce 129,000 barrels per day of synthetic crude oil. This paper provides a brief general description of the location, history and geology of the tar sands and the overall organization and structure of the project. The major emphasis and the bulk of the detail presented deals with the extraction plant; a material handling and mineral processing installation designed to treat 312,000 tons per day of tar sand feed.History of the Tar SandsThe Athabasca tar sand deposit was recorded in 1788 by Peter Pond, however the first serious geological mapping and exploration did not begin until 1915. Little interest was taken in the deposits until the Second World War, when the governments of Canada and Alberta conducted an extensive exploration program. In addition a number of pilot plants were sponsored during the 1940 -1950 decade. The hot water separation process was successfully demonstrated on the pilot plant scale during 1948 -49, and was established commercially in 1967 in the G.C.O.S. plant. The Syncrude plant, due to come on stream in April 1978, also employs the hot water separation process."

Whereas the ultimate world supply of energy minerals-defined as fossil fuels and fissile materials - is controlled by geological factors, the actual supply at any particular time is controlled by economic feasibility, technological innovations and /or political decisions. This paper identifies and discusses the principal uncertainties surrounding the international availability of energy minerals from now until the end of the century. A brief comparison is also made between energy and non-energy minerals. Genuine shortage s of energy minerals are now of a very long-term nature, whereas artificial ones may occur at any time and have a serious effect on the world economy due to the dependence of most OECD countries on imports of energy mineral . This paper argues that events over the last decade, such as the demand for a New International Economic Order, the OPEC increase in crude oil prices and the growing international lobby on environmental issues especially relating to nuclear safety - will progressively lead to a major, long-lasting transformation of the energy scene world wide. This transformation will encompass demand, in terms of conservation and efficiency, the supply mix of the various energy minerals , the supply system and the structure of the different energy industries . It is already affecting the role of governments and reaching into the question of national sovereignty both of developed countries, such as the U.K., Norway and Australia, and the developing countries, thereby making energy minerals a key area of international relations.

Sodium, a relatively abundant element in Illinois coal, is reported to cause fouling of utility boiler heat exchange surfaces. Distilled water extraction of 22 Illinois coal samples resulted in average removal of more than 50% of their included sodium. Chlorine was the dominant anion. Extraction rate conformed to Fick's law of diffusion. Extraction with hot water increased both the rate and maximum amount removed. A commercial-scale countercurrent staged process can be envisioned as technically feasible.

Research pertaining to flow of solutions in leach dumps has generally been neglected. This technical note proposes a method for evaluating the flow patterns and incorporating the results into dump-leaching models. Three dump-leaching models1-3 have been proposed to scale up laboratory test data to expected field results. These models are based on the same physical picture in a dump and differ only in the importance of diffusion or surface chemical reaction rate. Selection of this rate-controlling phenomemon is based on type of ore (sulfide or oxide), physical dimensions of the particles being leached, and the leach heap itself. All three models are applicable to specific types of operations. The models are similar in the use of a size distribution analysis for the dump material and the assumption that the leach solution flows around each particle. Transport of the leaching agent to the interior of the particle takes place by diffusion [(Fig. 1)]. However, normal dumps are of a higher bulk density than the material in a laboratory column used to generate the scale up data. How does this difference in bulk density affect the scale up equations? Increasing the bulk density can be expected to give more particle-to-particle contact; therefore, individual particles will be blinded by each other. As blinding increases with bulk density increase, the particles will behave like larger particles with a coarser apparent size distribution. The extreme will occur when the bulk density reaches that of the undisturbed rock, the entire dump behaving as a single particle with the dimensions of the heap itself. Harris4 alluded to this phenomenon in his paper. An alternative method of describing the same phenomemon is to consider the flow paths of the solution. At high bulk densities leach solution no longer surrounds each particle, but flow paths are separated by several particles and channeling is said to take place. Instead of the particle radius being the maximum distance through which the leaching agent must diffuse, the maximum distance is half the separation distance of the solution flow path. Particle size distribution must then be replaced in the models by the concept of channel separation distribution. Like size distribution, channel separation distribution specifies the cumulative percentage of the rock in the dump situated less than a specified distance from a solution channel. Thus, [ ] Distribution of the solution channels is a function of how the dump was built (among other things), and therefore it cannot be determined in the laboratory. Accordingly, it becomes necessary to determine a range for d and a in existing operations or measuring these parameters before leaching starts. Howard5 gives a clue to one possible technique of measuring solution channel distributions. SASKATCHEWAN POWER CORPORATION is a Provincial Crown Corporation responsible for the production transmission and distribution of electric power and natural gas in the Province of Saskatchewan. Through the electric power responsibility, we became interested in the coal reserves in Saskatchewan, which, although still somewhat of an "orphan fuel" in the early and mid 1950's, gave the promise of providing a low-cost source of energy for electric generation. Coal in Saskatchewan, a lignite with an "as-received" heating value of from 5000 to 6500 Btu's per lb and up to 40% moisture, was first recorded in 1853 . By the end of the 19th century, many small mines were in operation in the Estevan, Coronach and Shaunavon areas supplying local inhabitants with a cheap source of heat. These small mines, some of them prosperous, some of them not, continued operation right up to the late 1940's, when oil replaced coal in the market place. The year 1930, however, saw the introduction of the new technique of strip mining in the Estevan area. This technique revolutionized coal mining. It was now possible to use large machinery to uncover the coal and cast the overburden to one side instead of burrowing through thin seams of coal varying from 2 to 10 feet thick. The overburden cast aside by these large mechanical shovels, or later draglines, created heaps of spoil which at that time, during the depression, were a sure sign of prosperity and the welcome news that people had jobs. By the late 1940's, coal production had dropped off, but the spoil piles remained and were now labelled by some as "scars on the landscape", even though there had been some natural succession of grasses. In addition, some people had planted trees in experimental plots and even some aerial seeding had been done.

Through the remainder of this century, world consumption of fluorine per ton of primary aluminum produced will continue to be substantially reduced. Growth of the primary industry will offset some of the unit consumption, but demand for new fluorine sources will decline sharply. Continued application of dry fume scrubbing systems will be the most significant factor in reducing demand.

A total of 55 conveyor belt fire tests were conducted in the Bureau of Mines Fire Test Gallery, located at the Factory Mutual (FM) Fire Test Center West Glocester, R.I. The objectives of these tests were to: 1) determine the fire resistance and burning characteristics of various conveyor belt materials under simulated mine conditions; 2) provide essential data for designing a reliable bench-scale conveyor belt fire resistance test; and, 3) determine fire test conditions that will discriminate between low, moderate and high fire resistant materials. Belts, representative of those which mold he found in underground coal mines were examined under n umber of experimental conditions which included; ignition intensity; air flow rate; ratio of belt bright (h2) to overall gallery height (h1); exposure time; and, belt width. It was found that fire propagation could be achieved for some "fire resistant" belts (complying with the present Schedule 2G standard for approval) when exposed to an Ignition source of =6000 Btu/min for a 15-min period at a belt height ratio of 01.66. There appears to be a dependency of flame propagation on air flow rates and belt width, although the tests performed do not provide a quantitative trend. Recommendations are made for additional work to resolve some anomalous date and to fill voids in the rest program.

Among the known iron deposits in Canada, many are of low grade and require beneficiation to produce an acceptable blast-furnace feed. Some of the deposits have never been considered for commercial exploitation due to the lack of a suitable concentrating process. A number of deposits of this type are located in Northern Ontario. The problem in upgrading these deposits is three fold. Firstly, the iron occurs as a mixture of magnetite and hematite. Secondly, the grain size of the material can be fine to very fine. Thirdly, the complex mixture of gangue minerals, which consists invariably of silica, flaky silicates and carbonates, slimes excessively on fine grinding. Algoma's efforts to concentrate these iron-bearing materials culminated in the development of a "Selective Flocculation and Desliming Process" employing slimes removal as the sole beneficiation technique. The process was applied successfully in the laboratory using two stages of grinding and a total of seven deslimings. Prior to the removal of slimes, the iron-bearing fines were selectively flocculated from a thoroughly dispersed pulp using a modified starch as flocculant, Sodium silicate was employed as dispersant. An attempt was made to optimize some of the process variables using material from one specific iron formation near the town of Geraldton in Northern Ontario. The preparation of the starch proved most critical. This matter, and the method used to evaluate the degree of breakdown of the starch molecule, are therefore discussed in some detail.

The flotation of calcite has been studied by many investigators, especially in terms of type of collector; pH; and metal ions that activate and, more importantly, depress the flotation of calcite (1)(2). Research was extended to the investigation of the effect of polyvalent metal salts and sodium silicate using these materials added separately or in mixtures (3)(4)(5)(6). Flotation of calcite was also studied with respect to its function as a carrier in the beneficiation of kaolin clays by Ultraflotation (7) (8) (9). The carrier used in Engelhard Minerals & Chemicals Corporation's industrial Ultraflotation operation is calcite. This fact, coupled with the continuing interest in Ultraflotation phenomena, led to a study to determine the effect of polyvalent metal-silicate hydrosols on the flotation of calcite.

Environmental legislation, both existing and proposed, requires that mills, tailings dams, evaporation ponds, and related processing facilities be located, constructed, and operated within stringent guidelines. An early step in planning a new processing facility is performing a site selection study in which topographic, hydrologic, geotechnical, and environmental parameters are evaluated for several alternate sites. Once a site is selected, then an environmental report, including a description of the proposed action, alternatives, baseline surveys, and discussions of potential environmental impacts, mitigation measures and monitoring programs is required. The federal legislation, siting studies, and environmental studies (along with the implications of these as they affect design) are discussed. In addition, costs for performing these studies and implementing control of effluents are discussed.

Laboratory batch flotation tests were conducted to determine the viability of the Bureau of Mines coal-pyrite flotation process in desulfurizing various coals from the midwestern coalfields. Nine coals obtained from western Kentucky and Illinois were used in the study. In addition to the Bureau's coal-pyrite flotation process, some of the coals were subjected to two-stage rougher-cleaner coal flotation for comparison. The results of this work showed that up to a 70-percent pyritic sulfur reduction could be obtained by flotation and that the Bureau's coal-pyrite flotation was superior to rougher-cleaner coal flotation. Because many of the coals retained far too much sulfur even after second-stage flotation treatment, it was concluded that these midwestern coals are more difficult to desulfurize by flotation than are the Appalachian coals tested in earlier Bureau experiments.

This paper reviews screening principles on Banana and conventional units and demonstrates the capacity and effic- iency of these units. Furthermore, the behaviour of modern Banana screens and modem screens in general, are examined with respect to life, vibration isolation, noise emission and maintenance requirements.
