Nonferrous smelting processes have been through a rapid transformation since the beginning of 1980. The copper smelting technology has changed from the conventional Blast Furnace process to the Flash Smelting and MIB process. In the field of lead smelting, the technology has changed from the Blast Furnace Smelting to the Direct Smelting such as QSL and KIVCET. In 1992, Onsan Refinery successfully commissioned Direct Smelting QSL technology for lead. The QSL could produce more than 160,000 ton per year of lead bullion from lead concentrate and various residues. Moreover, since the year 2000, the TSL (Top Submerged Lance) Technology utilizing the same Direct Smelting process has been successfully commissioned to treat lead concentrate as well as lead sulfate residue produced from a hydrometallurgical zinc plant. This paper presents and compares the energy flows of lead smelting processes such as a conventional process and the Direct Smelting Processes plotted on the Pb-O-S phase diagram. The oxygen potential diagram suggests how to control the oxygen potential in the furnace. Also, it describes the recent operational experience in the TSL plant of Onsan Refinery with necessary mass balance of key elements.

BolidenÆs Aitik mine, located 100 km north of the Arctic Circle in northern Sweden, is one of EuropeÆs largest copper mines. This operation produces 18 Mt of ore per year and 99 per cent of this tonnage needs to be deposited as tailings. The tailings pond currently covers 1140 ha but at closure it will hold around 760 Mt of tailings and occupy an area of 1400 ha. The tailings contain less than one per cent sulfur and only 0.03 per cent copper. The carbonate content is as low as 0.25 per cent but silicates, with substantial accumulated buffering and metal adsorption capacity, are abundant. A programme of comprehensive material characterisation and investigations has been undertaken in order to design a decommissioning strategy that meets the regulatory requirements and secures long-term physical and chemical stability of the deposited tailings. The main concern has been the potential generation of acid rock drainage (ARD). Standard tests using acid base accounting (ABA) and humidity cell tests during 15 weeks were not conclusive regarding the ARD generation potential. The accuracy of the results was considered to be unsatisfactory, therefore the humidity cell tests were gradually extended in time. In total, almost four years of humidity cell tests were conducted on various sets of samples which were selected in order to cover the variation in sulfide content existing on site and in various points of the milling process. The laboratory results were subject to detailed geochemical evaluation in order to fully understand the interaction between acid-producing reactions, driven by weathering of sulfides, and acid-consuming reactions by dissolution of carbonates and alumino-silicates. The laboratory tests were followed by both pilot tests and field measurements in order to estimate the scale dependency between the laboratory and the field results. It was found that sulfide weathering rates in the field were considerably lower than those measured in the laboratory. However, it could not be verified that the tailings top layer would maintain a neutral pH in the long term even under field conditions. Thus, a reviewed tailings management plan, including de-pyritisation of the tailings during the last years of operation, is considered.

LKAB's Kiruna mine, located above the Arctic Circle in northern Sweden, is one of the world's largest underground mines, and it is one of the most modern. The Kiruna orebody is a high-grade magnetite containing about 80% low-phosphorous iron ore and about 20% high-phosphorous iron ore in situ. The mining method used is large-scale sublevel caving. Due to the blending of high-phosphorous ore with low-phosphorous ore during the extraction process, only about 20% of the run-of-mine ore can be used for the mine's low-phosphorous product. The blending process is highly irregular and difficult for the mine-planning personnel to predict. An algorithm was developed that uses principles of gravity flow to predict the run-of-mine phosphorous grades from the in situ geologic block model. The model can be used for both long- and short-term predictions.

Sixty years of rock bursting in the Coeur d'Alene district has taught painful lessons and led to a number of practical advances in controlling rock-burst hazards. This paper summarizes these lessons, concentrating on practical measures that have been successfully adopted to reduce hazards. These lessons are explained in the context of district mining history and current understanding of rock-burst phenomena. Overall, the paper provides the practicing mine engineer with an appreciation of rock-burst hazards and an overview of practical measures that can be used to control these hazards in the context of Coeur d'Alene district experience.

In view of the increasing environmental regulations that have been promulgated in the last 30 years, non-ferrous smelters and refineries have learnt to handle effectively the process waste streams that need to be bled from the system for impurities' control. The cations of concern are copper, lead, zinc, cadmium, mercury, thallium, nickel, silver, sodium and potassium. Anionic species of arsenic and selenium also need to be addressed, Sulfates and chlorides-not a major concern at present-have come under scrutiny in the recent past. The current paper reviews several treatment options with reference to a) types of waste streams processed b)process chemistry c )discharge options and recovery of treated water and d) sludge disposal. The long term goal of any smelter and/or refinery should be to achieve zero liquid discharge from the plant. Methods to obtain zero discharge are discussed.

"Slag foaming occurs in several pyrometallurgical processes. These processes include steelmaking in basic oxygen steelmaking furnaces and electric arc furnaces as well as various non-ferrous operations like sulphide smelting/converting and base metal slag cleaning. Although slag foaming in steelmaking processes has been extensively researched, little attention has been given to slag foaming in non-ferrous operations. Slag foaming phenomena are complex because often the system consists of three or more phases. With this in mind, factors previously identified as influencing slag foaming were investigated. These include the slag basicity, physical properties of the slag, namely viscosity, surface tension and density, the formation of particles due to undercooling of the slag and the FexO concentration in the slag.Slag foaming was investigated in a vertical tube furnace. The different slags were contained in alumina crucibles and bubbling argon gas through the molten slag induced foaming. The foam height was measured by using stainless steel probes and a voltmeter. The conductivity of the slags made it possible to measure the foam height from the position of the probes when the electrical circuit was completed. Slags were foamed at different temperatures to investigate the effect of solid precipitates.The effect of increasing FexO concentration was found to decrease the foam index due to lower viscosities, but higher surface tension depression appears to have led to increased foam index values at high FexO concentrations."

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7, 200 kg (15, 900 lbs) per day or 61%. Metal loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change and fewer than 1 % got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

To improve the air quality in large-opening stone mines by developing better ventilation techniques, including appropriate fan selection in conjunction with air-coursing methods. Background Stone mines are the most common underground large-entry mines in the United States. Data from the Mine Safety and Health Administration (MSHA) for the year 2000 indicate that there were 162 active nonmetal underground mines in the United States, of which 117 were stone mines. Many underground stone mines are drift mines developed from previous quarry operations. Typically, these room-and-pillar mines have entries that are 20 ft or higher and at least 40 ft wide. These large dimensions lead to a very small ventilating pressure loss, even when significant air quantities move through the mine. This is especially true of drift mine operations where ventilating pressure losses of <0.25 in w.g. are common. Underground stone mines with shafts that are<200 ft deep typically have ventilating pressure losses that are <2 in w.g. The pressure losses through these mines are much lower than those of a typical coal mine or deep metal/nonmetal mine. Therefore, the ventilation techniques and principles are quite different. In addition, because of new MSHA regulations that limit the concentration of diesel particulate matter, these mines may need to greatly increase their ventilation airflow. Therefore, large-opening mines need a fan that can move large air quantities and operate at low static pressures. There are three fan types for mine ventilation: centrifugal, axial vane, and propeller. Centrifugal fans are uncommon in underground stone mines as they are often associated with mines requiring the highest of ventilation pressures. Axial vane fans are widely used in all types of mining operations. They are the most common fan type currently found in underground large-opening stone mines. However, they typically do not operate at low static pressures with high efficiency. Propeller fans are currently uncommon in underground stone mines. They are designed for low static pressures and large air quantities at higher efficiency. This fan type best suits the ventilation needs in large-opening stone mines?they produce large air quantities at low pressure losses. Mines with air shafts<100 ft long and at least 12 ft in diameter have fairly low mine static pressures and may also benefit from propeller fans.

Most systematic studies carried out on passive treatment systems incorporating the use of limestone drains, under aerobic or anaerobic conditions, essentially deal with the treatment of effluents from mines in the USA. A limestone drain typically comprises a trench filled with crushed limestone rocks surrounded by impervious materials. In the case of anoxic drains, the trench is generally isolated under a geomembrane liner covered with soil. Contaminated mine effluents flow by gravity towards these limestone drains where the passive treatment consists in bringing the carbonates into solution, thus increasing the pH and alkalinity. Factors to be considered in the design are: chemistry of the contaminated mining effluent ([metals, [Al], [sulfates], dissolved oxygen, acidity, pH), desired residence time, nature of the rock, grain size, density, void ratio and mass of the limestone rock used, alkalinity, life span and hydraulic behaviour of the drain. Certain secondary effects (saturation by sulfates, co-precipitation, adsorption) may either be beneficial (lowering the sulphate and metal load) or harmful (armoring the limestone rock and clogging of the drain). This paper gives a brief status report on the available knowledge on the use of limestone drains for passive treatment of mining effluents heavily loaded with metals. Examples given include the old Lorraine mine (Ni-Cu), Témiscamingue, where limestone and dolomite rock drains were installed in 1998 when a cover with capillary barrier effects was placed over the tailings site.

The Raglan Mill had been in production for less than a year when the initial toxicity tests on the effluent revealed that it was defined as ?toxic? under regulations. Testwork was begun to address the fundamental reasons for the toxicity and a systematic approach was initiated to identify causes. Elimination of the problem presented a challenge once the main conclusion identified high dissolved solids as the principal culprit. In particular, normally benign soda ash (sodium bicarbonate) reagent additions used in milling, was identified as the main contributor to the problem. Following analysis of all requirements and safety considerations, a concept to recycle 100% of the mill process water was pursued. In addition to meeting regulatory requirements, this project would have numerous positive benefits to the operation, including reducing fresh water consumption and lowering costs.

In mining today, planning is of paramount importance, even more so when one considers that the business margins are reducing, requiring the evaluation of diverse alternatives for the optimal use of scarce resources. Additionally the capital required to approve some projects demands the best planning possible. Modern planning requires that all of the aspects of the business be represented, and not just the planning of the extraction in an isolated form. In order to carry out integrated strategic planning in the mining business one needs to have implemented a culture within the organisation that allows the business to be understood as a interelated system of processes. These processes must be co-ordinated so that they interact properly between each other and so define an integrated plan that optimises the available resources and maximises the benefit to the company. This defined culture should consider the important variables of each activity within the processes, and its’ relevance to the strategic plan. In this sense, this paper shows an example of computer tools used in order to reach the described objectives.

Experience, it is said, is the best teacher. Some experiences, however, should be shared so that no one else will ever have to live through them again. The fire at the Sunshine Mine is one such experience. ?Hard-rock mines don?t burn.? The Sunshine Mine near Kellogg, ID, was the nation?s premier silver producer for many years. In 1972, the mine was nearly 6,000 feet deep, contained hundreds of miles of worked-out areas, and employed nearly 500 people. Because of its depth and the type of host rock for the silver (unburnable quartzite), the general thinking of the day was that fires in mines such as the Sunshine were impossible, because ?hard-rock mines don?t burn.? What wasn?t really considered was that timber supports, foam insulation, and mining equipment do burn and that the carbon monoxide gas produced by burning is far more deadly than fire itself. Thus, no one was prepared when, on May 2, 1972, a fire of un-known origin broke out below the 3100 level of the mine. Before long, 173 miners on the day shift were trapped by thick, black smoke. By the time the fire was out, 91 miners had died, and the Sunshine Mine Fire became known as one of the worst mine disasters of the 20th century. It became the catalyst for passage of the Metal/Nonmetal Health and Safety Act of 1977, which applied the same federal safety standards to hard-rock mines as those regulating coal. Mandated safety training, mine inspections, and equipment standards were brought into force.

Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims&apos; families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users&apos; decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. Technology Transfer Industry introduction to the MERITS program will occur throughout 2002. MERITS presentations at the Joseph A. The Environmental Excellence in Exploration (E3) project is driven by the recognition that the minerals industry can only maintain its long term viability by ensuring its continued access to lands to explore for, and develop, new mines. Widespread implementation of sound environmental management practices by the exploration community and improved education and understanding of that by stakeholders will help substantially in accomplishing this, and E3 is designed to meet these needs. Exploration crews are now viewed as ambassadors for the global mining community. Their performance in managing the environmental aspects of an exploration program can demonstrate a commitment on the part of the international mining sector to environmentally responsible exploration and mining. We have all observed that failure to behave responsibly can alienate local residents, encourage anti-mining NGOs and jeopardize development. As the saying goes, ?you don?t get a second chance to make a first impression?, and we want to make a favourable first impression. The E3 project is focused on creating an electronic manual, the e-manual, which will provide rapid access to the most up-to-date information on environmental management practices for minerals exploration globally. The e-manual will reflect current thinking and practices in environmental management. It will be richly illustrated with actual examples that reflect the realities of exploration. It will strive to identify the key environmental issues and concerns that apply to most exploration projects, and identify other sources of relevant information useful to field practice. It is our belief that E3, or something very like it, is central to ensuring that the industry survives the current challenges to its viability. E3 will be a cornerstone of the mining industry?s drive to sustainability simply stated, if we are not permitted to explore for mines, there will be none of them at some point in the relatively near future.
