Nearly 4,800 mining professionals and exhibitors occupying 580 booths attended the 2000 SME Annual Meeting and Exhibit, Feb. 28-March 1, in Salt Lake City, UT. The technical program included80 sessions and four specialty symposia: bulk material handling, control 2000, minor elements 2000 and plant operaters. Meeting highlights included the keynote session. Executive shared their perspectives on pivotal issues and approaches to address the challenges of the new millennium. SME has begun planning for its 2001 Annual Meeting, Feb. 26-28, in Denver, CO. Along the Pacific West coast of Latin America there are several large operations of metal mining activities. To mention only a few: Chuquicamata in Northern Chile moving daily approximately one million t of copper ore and waste, Cerro Verde near Arequipa in Peru, or lanaccocia. Apart from the coal deposits in north-east Columbia it is mainly to deal with metal-mining, which has due to geographical reasons relatively high cash-cost. This sector of mining is traditionally severely depending on the world-market.There are reasons to believe that the world-market will remain on a low price level and some analysts predict that in general the price-level will continue on low basis for the next decade. The cash-cost factor becomes therefore even more important as it already is. The goldprice development during the year 1999 illuminates that market changes can quickly lead to a severe crisis which forces the shutdown of mines with cash-costs close to or above the present market price per ounce. The breakdown of the cash-cost shows, however, that there are ways to overcome even the crisis like it struck the low-grade open pit goldmines around the world. Especially hitherto the “Electronic Option” is the only solution as the possible reduction using advanced technology based on the application of electronic detonating systems and newly developed special ignition procedures. The electronic option will lead to tremendous cost reductions similar to the results of research operations Thiess Contractors, Brisbane, Australia have carried out in Australia in 1998 and 1999. The electronic option allows a comprehensive integration of side effects of the blasting process which in the past could not have been achieved so far. Electronic initiation can achieve secondary effects which have an additional and positive impact on the level of costs. Appropriate application can enhance the production of material which will reduce the primary crusher costs or even make a primary crusher operation obsolete.

Lead is used in CIP/CIL circuit to increase the leaching rate of gold from ores. At least four mechanisms have been proposed for the action of lead in gold leaching circuits: (I) precipitation of sulphides as highly insoluble lead sulphides preventing consumption of cyanide and oxygen; (2) su,face reaction on sulphide particles forming an insoluble lead sulphide layer peventing dissolution of those sulphides; ( 3) precipitation of lead sulphide, which undergoes further oxidation to soluble lead sulphate recycling the lead to solution,· ( 4) contact reduction of lead onto the gold szaface which then acts as a secondary oxidising agent. Rotating disc studies using a pure gold disc show that small amounts (5ppm) of sulphide ions are sufficient to significantly reduce the leaching rate of gold. Lead increased the leaching rate at small concentrations but at higher levels decreased the rate of leaching. The detrimental effects of lead were only found for a pure solution when leaching the gold disc. Ores mediate the amount of lead available by ads01ption/reaction, thus, reduced leaching rates from excess lead are not serious even when 500ppm of lead ions are added to the sluny. The detrimental effects of sulphide ions could be countered by lead addition during the leaching process. A penalty, in the form of reduced leaching rate, will occur the longer lead addition is delayed. A time lag was noted between the addition of lead and the increased leaching rate when a large concentration of sulphide ions was present.

Since the production prototype continuous vat leaching pilot plant was installed at Ariel Resources in Costa Rica in 1995, the test results and lessons learned have been invaluable in plotting the future of this method. Vigorous test programs in base and precious metals as well as design developments for studies have shown the advantages, economically, technically, and environmentally that favor this method over current practices in heap leaching and stirred tank leaching. Much larger individual vats have been developed with throughputs as high as 5000 t/d with larger vats envisaged, and there has been a trend towards using vats with ground ore. Five projects are slated to begin detailed engineering this year, three in precious metals and two in copper. Of particular interest to future producers is the ability to deposit d,y, detoxified tailings at a fraction of the cost of conventional methods. Proprieta,y work is ongoing which promises to eliminate the need for tailings dams when using other methods of processing such as flotation. This is of particular importance in light of dam failures around the world in recent years.

Recovery of iron and copper from acid mine drainage was studied in pilot scale at a continuous treatment plant at the mine site of the King's mine in Roeros, Norway. The average load on the plant was 1 m3/h. The process tested in this project is a three-step process consisting of: 1) Fe(OH)3 precipitation at pH 3.5, dewatering of iron sludge and transport to ferric chloride plant; 2) after filtration precipitation of residual metals at pH 9, concentration of metal sludge by flotation; 3) extraction of metals from the sludge with sulphuric acid followed by recovery of copper by electrolysis. The copper could be used for local production of different crafts, but this condition needs a further evaluation. The process economy at a full scale plant is evaluated.

Freeport IndonesiaÆs DOZ (Deep Ore Zone) mine is scheduled to commence production in the second half of 2000. The DOZ will produce 25 000 tpd using mechanised block cave mining methods and will have a number of major improvements when compared to previous block cave mines in the district. The DOZ will have an independent and improved ventilation system, a flexible and efficient truck haulage system, and a more reliable crushing and conveying system than in previous underground mines in the district. This paper will describe the mine plan, haulage, and ventilation systems, and compare them to those used in other operations in the district.

The Kiruna mine produced about 19 Mt processed iron ore in 1999 using sublevel caving. General failure in the hangingwall has been widely studied and its mechanism is rather well understood. Failure in the footwall is more recent and not perfectly explained. Plane shear failure and Hoek and BrayÆs circular failure charts were successfully used to match the first surveyed failure surfaces. The footwall is not free yet but covered by a caved waste rock abutment whose exact behaviour is poorly known. Based on new field data and numerical models (FLAC), the following paper presents recent improvements in understanding the Kiruna mineÆs footwall failure process.

In 1998, approximately 57,000 tons of titanium metal was consumed in the form of mill products (1). Only about 5% of the 4 million tons of titanium minerals consumed each year is used to produce titanium metal, with the remainder primarily used to produce titanium dioxide pigment. Titanium metal production is primarily based on the direct chlorination of futile to produce titanium tetrachloride, which is then reduced to metal using the Kroll magnesium reduction process. The use of titanium is tied to its high strength-to-weight ratio and corrosion resistance. Aerospace is the largest application for titanium. In this paper, we discuss all aspects of the titanium industry from ore deposits through extraction to present and future applications. The methods of both primary (mining of ore, extraction, and purification) and secondary (forming and machining) operations will be analyzed. The chemical and physical properties of titanium metal will be briefly examined. Present and future applications for titanium will be discussed. Finally, the economics of titanium metal production also are analyzed as well as the advantages and disadvantages of various alternative extraction methods.

The paper point out development and successful commercial introduction of new technologies into a metalurgicall. The discussion that follows examines the overall issues of implementation from a management perspectiva and will highlight areas where key success factors are often overlooked. The framework presented is structured around the following key themes: The prime incentive for introducing new technologies is broadly one of economics, the implementation of new technologies is, to a large degree, a process of risk management and although the implementation of new technologies revolves around technical and economic issues, in the end the decisiva factor is people. Proper recognition of the human factors is critical to success. In this sense, the above principles are discussed in the sections that follow and include a number of examples to illustrate how technology can be successfully implementad and how it can fail.

The paper point out some reasons why contract mining should not achieve the same success in Latin America as it has in Australia. In this sense, any reasons are: the size of operation, mining industry employees bonus scheme, the privatization of nationalized mining assets, general sales tax and the mining unions. Therefore, great deal depends on the attitude or "mindset" of a company's employees. lt is strongly my view that the attitude with which a contractor approaches a job will give rise to a superior mindset amongst its employees when comparad to those from most mining companies. The value of this cultural difference is significant and should never be underestimated. lmportantly, it doesnot only manifest itself in a more productive workplace: it is invariably the case in Australia that the safety achievements of contract miners are superior to those generally expected from the mining industry at large.

Extraction by organic solvents is a chemical process in which metal species in the aqueous phase react with an organic reagent to form an organometallic com- plex, thus, the metal species leave the aqueous phase and enter the organic phase from which it can be stripped back in the aqueous phase to obtain a pure and a concentrated solution. The metal in the organic phase is not bound to carbon atoms as in organometallic compounds but to oxygen, nitrogen, sulphur, or hydrogen by a co-ordination (dative) bond (Habashi, 1999).Solvent extraction was used for the first time in hydrometallurgy in connec- tion with the special and urgent materials requirements of nuclear energy during World War II. A plant was constructed in the United States for the preparation of high-purity uranyl nitrate solution. In this plant, the yellow cake (a high-grade sodium or ammonium uranate) was dis- solved in HNO,, and uranium was selec- tively extracted by ether then stripped by water to give a concentrated solution of pure uranyl nitrate. This was gradually followed by developing methods for other high-priced metals such as plutonium, thorium, niobium, tantalum, zirconium, hafnium, boron, beryllium, and molybde num. The second step took place in the 1960s when solvent extraction was applied for the first time to extract a rela- tively cheap metal-copper. At present, solvent extraction technology is wide- spread, well accepted, and highly efficient. Posteriormente, el yacimiento fue visitado por variosgeólogos que postularon diferentes modelos genéticos del yacimiento para así estimar su potencial económico -en tanto se incrementaron los datos geológicos del yacimiento. Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. The miner will be working in entry 5 while the bolter crew pins entry 4. When you get up to the face you see that Mo, the remote control continuous miner operator, has rounded off the left inby corner in order to make his first cuts in the right hand rib. Now, he has squared around enough so that you and Red, the miner helper, can set some posts on the corner. The two of you set posts along the left inby rib of #5 entry while the shuttle car operator waits. You are in a tight spot when Mo decides to start mining. You must decide where the best place is to stand for safety and to be out of the way.

At this point, you decide to take your crew and travel on foot in the belt entry that is on a neutral split of air. After traveling about 6 crosscuts in the belt entry, you encounter heavy smoke at which time you and your crew don your person-wearable SCSRs (PWSCSR). After donning the apparatus, you and your crew continue traveling outby in the belt entry. Near the mouth of the section, one miner in the group starts to have trouble breathing from his SCSR. Because breathing resistance is increasing with the length of time the apparatus is worn, the miner is "outbreathing" the device since his oxygen requirements are greater that what the PWSCSR can supply. It is several days after the accident and the mine superintendent assigns you and the safety supervisor to thoroughly investigate the accident to determine all the contributing factors. Your job is to make specific recommendations to prevent future slipping/tripping accidents.

The move toward partial pillar extraction versus full pillar extraction has necessitated a new approach to underground section stability. When pillars are mined too small to support the weight of the overburden, they will, in some cases, remain stable for a considerable period; in other cases, they will collapse unexpectedly and violently. There is no discernable difference between the pillar safety factors of the failed and stable cases. The explanation lies in the characteristics of the overburden layers. A method is proposed that recognizes the overburden characteristics in the evaluation of stability. Two stability factors are calculated: one for the pillars, the other for the overburden. Using this method, it is possible to make use of the bridging capabilities of overburden layers to prevent pillar collapse. It is possible to scientifically design partial pillar extraction layouts that will be safe. Using energy considerations, it is also possible to prevent violent failure of pillars.

Coal pillar design has been based on generalized formulas of the strength of the coal in a pillar and experience in localized situations. Stress measurements above and in coal pillars indicate that the actual strength and deformation of pillars vary much more than predicted by formulas. This variation is due to failure of strata surrounding coal. The pillar strength and deformation of the adjacent roadways is a function of failure in the coal and the strata about the coal. When the pillar is viewed as a system in which failure also occurs inthe strata rather than the coal only, the wide range of pillar strength characteristics found in the United Kingdom, United States, Republic of South Africa, Australia, People's Republic of China, Japan, and other countries are simply variations due to different strata-coal combinations, not different coal strengths. This paper presents the measured range of pillar strength characteristics and explains the reasons. Methods to design pillar layouts with regard to the potential strength variations due to the strata strength characteristics surrounding the seam are also presented.

The eighth annual RMCMI Mine Rescue Evaluation was held during the 1999 Institute convention at the Crested Butte Marriott Resort, Colorado. [ ] Elliott Tsosie, Mary Rowell, Janna Aune, Guy Horton, Art Saenz and Bill Balaz were pleased with the 1999 Mine Rescue Program, The Mine Rescue committee is but one of 17 volunteer committees; this one co-chaired by Bill Balaz, Elliott Tsosie and Janna Aune. There were three evaluators, Art Saenz, Western Environmental; Mary Rowell, ProCare and Guy Horton, Horton Rope Rescue. Nine teams participated and brought 89 participants, 26 spouses, nine children and five teens. The teams were BHP LaPlata, BHP Navajo, BHP San Juan, all from Farmington, NM; Bridger Coal Co., Rock Springs, WY; The Coteau Properties Co., Beulah, ND; Northwestern Resources, Jewett, TX; Powder River Coal Co., Gillette, WY; Solvay Minerals, Green River, WY and Western Energy Co., Colstrip, MT. To observe were members from Centralia Mining Co., Centralia, WA. [ ] Evaluators: Mary Rowell, Guy Horton &Art Saenz The three professional evaluators provided challenging scenarios for the Mine Rescue participants on the grounds of the resort property. Some attending convention were alarmed to see stretchers with "victims" and phoned the hotel switchboard to report the catastrophe. Team members had no prior knowledge of what the scenarios might be and derails were provided only as they arrived at the scenario location, with one exception. Seven to ten or more articipants make up each team. Some teams also ring an alternate and team trainer. For identification purposes, the "victims" wore white shirts emblazoned both front and back with a red VICTIM designation. There was a staged demonstration by three response teams who had not previously worked together. This was enacted on the convention floor following a Technical Session meeting attended by about 200 members. Three response teams from BHP's Navajo and San Juan Mines together with Coteau Properties' Freedom Mine provided a demonstration of their response skills. For never having worked together before, they presented a very professional enactment. This is described at length in the Welcome Session copy. Training sessions were held Saturday and Sunday to enable the teams to prepare for the scenarios. A swap meet was Saturday evening for teams to swap hats, shirts, belt buckles, stickers etc. Each participant received a royal blue golf shirt and ivory cap with royal blue bill. Culmination of the Mine Rescue program was a Tuesday morning Awards breakfast when teams were presented with jade acrylic plaques. [ ] Teams participating in the Mine Rescue Evaluation received trophies on Tuesday morning. The captains above represent BHP-La Plata, BHP-Navajo, BHP¬San Juan, Bridger Coal Co., The Coteau Properties Co., Powder River Coal Co., Solvay Minerals, and Western Energy Co.
