The U.S. Bureau of Mines mine fIre diagnostic methodology to locate and monitor fIres in abandoned mines and waste banks is based on the controlled sampling of the mine atmosphere to determine changes in the concentration of hydrocarbons desorbed from heated coal. To provide background data for this methodology, a laboratory study was conducted in which samples of coal and coal waste were heated under controlled conditions. Gas samples from the combustion furnace were analyzed for standard gases CO2 and CO and for the C1 to Cs hydrocarbons. In all tests, the concentration of desorbed hydrocarbons increased during heating and decreased during cooling. A dimensionless hydrocarbon ratio, Rl, was developed as the signature for heated coal. For bituminous coals, the value of Rl increases during heating of coal samples and decreases during cooling of the same samples. Generally, Rl values of 100 or more indicate coal sample temperatures of at least 100° C. The emission of higher molecular weight hydrocarbons from anthracite samples was very low, resulting in relatively low Rl values at all temperatures. Data from fIeld projects confIrmed these results.

Control surface stream loss by identifying and selectively sealing water loss zones in stream channels overlying underground mines. Approach Electromagnetic terrain conductivity surveys, coupled with stream gaging, are performed within a stream channel to identify saturated fracture zones associated with loss of stream water. This information is used to target locations for the injection of expandable polyurethane grout. The grout is injected two to three feet beneath the surface of the strcambed, across each loss zone, to seal the fractured strcambed and restore stream flow across the damaged area. How It Works Multiple zones of infiltration (natural and induced) normally exist in stream channels overlying mined areas, causing water handling and/or acid drainage problems in the mines as well as loss of stream flow. It is typically difficult to accurately locate these loss points. Therefore, Conventional methods of stream repair, such as using plastic membranes or clay and rock rip-rapping, are applied to long lengths of a stream channel. The two step approach developed by the Bureau of Mines First quickly and accurately locates loss zones using electromagnetic ground conductivity survey and gaging instruments. Conductivity is measured at fixed spacings (typically 25-50 ft depending on the instrument and desired observation depth), Ground conductivity increases when saturated conditions exist at depth. These apparent flow loss zones are confirmed by gaping, to eliminate possible effects due to unobservable metal debris adjacent to or buried in the stream sediment.

The operation of mobile mining equipment near the crest of stockpiles and wastedumps is a potentially hazardous practice which often results in localized slope failures. A limit plasticity approach to determine the total admissible weight for moving loads near slope crests is presented. A three-dimensional analysis provides an upper bound solution to the load that can be applied to the top of the slope (dump point), and it also provides the critical distances of the load from the slope crests. The analysis accounts for the inertial forces generated by the deceleration of a moving load (e.g., a dump truck), and it also includes the drag resistance of the front wheels if the brakes are engaged. The results can be utilized to determine the safe operating distances for mobile equipment from the slope edge. This presentation will discuss the application of limit plasticity to the development of the local three-dimensional collapse mechanism. An example with realistic parameters also will be presented.

Quartz dust is one of the most significant ongoing health concerns in coal mining today. Since initial verification of this health risk in coal mines by the Mine Safety and Health Administration (MSHA) during the early 1980’s, the Bureau of Mines has conducted numerous studies in underground mines to identify the sources of quartz dust and its fundamental characteristics. The most significant underground quartz dust source was found to be the continuous miner excavating rock. The percentage of quartz was also found to be higher in the smaller size fractions of the dust when significant amounts of rock was mined by the continuous miner. Furthermore, the quartz content in the continuous miner return remained fairly consistent at greater distances from the face. Another important factor speculated to affect quartz dust generation and its size characteristics is the morphology of the quartz bearing rock. The quartz content of dust between mines had notable differences with respect to the differences between kaolinite content in the dust. Low kaolinite content was associated with higher quartz content and increased size segregation of quartz into smaller dust particles, indicating that the free silica bonding matrix in the rock is most likely another factor responsible for quartz dust produced through mechanical comminution.

The U.S. Department of Interior, Bureau of Mines, is investigating the treatment of refractory gold ores. Chlorination in the treatment of refractory gold ores is applicable in many low-grade gold operations. When usable, this treatment provides an economic means of consuming sulfides and deactivating disseminated organic carbon. Chlorination, however, is a pretreatment technique that requires the neutralization of the chlorine prior to leaching the ore with cyanide. Research by the Bureau has extended the present chlorination technology to allow for the recovery of gold without the use of cyanide and allow treatment of some ores presently deemed untreatable by gold operators using cyanidation or chlorination/cyanidation techniques. Chlorination without carbon of two carbonaceous ores extracted between 1 and 20 pct of the gold; however, carbon-in-chlorine (CICL) treatments resulted in about 90-pct recovery with a reduction in carbon loading. A statistical design campaign for stripping metallic gold from the carbon loaded in a chlorine environment demonstrated elutions exceeding 90 pct.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia)and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation. These questions pose a substantial risk to any potential mineral investor. Only probabilistic methods should be used to quantify this type of problem, short of drilling and metallurgical testing. The Line Creek Mine is operated by Crows Nest Resources Limited, a wholly owned subsidiary of Shell Canada Resources Limited. It is located approximately 25 km north of Sparwood in southeast British Columbia (refer to figure 1). The Line Creek coal deposit is part of the Upper Elk Coalfield in the East Kootenays. The coal is a medium volatile, low sulfur, bituminous coal and is used as a coking coal. Coal close to the outcrop is typically of low F.S.I. and is processed for thermal use. The present pits have a total coal reserve of 30 million clean tonnes and is a multi-bench, open-pit operation. The coal is recovered by front shovel and backhoe combination, and hauled to the plant with a fleet of 120-tonne and 40-tonne capacity trucks. Line Creek is unique in that it can simultaneously treat both metallurgical and thermal coal in separate processing facilities (refer to figure 2). Run-of-mine coal is delivered to the truck dump. The plus 50 mm material is scalped off and reduced to minus 50 mm in two rotary breakers. The raw coal is then conveyed to one of five, 5000-tonne capacity, silos. Typically one silo is used for thermal coal and four for metallurgical coal (refer to figure 3).

The results of an investigation to characterize the chalcopyrite/solution interface are presented. Several techniques including galvanostatic and steady state polarization, cyclic voltammetry and impedance spectroscopy were used. The results show that the dissolution of chalcopyrite is incongruent. Initially, at low potentials(<O.34V), iron species are released which give rise to the growth of an iron-deficient sulfide (IDS) layer. The dissolved iron might reprecipitate as a hydroxide layer depending on solution composition. Continued oxidation involves diffusion of species through the product layer. At higher potentials (>O.48V) further oxidation leads to dissolution of copper and sulfur species with a resultant breakdown of the IDS layer. The changes in properties of surface coatings resulting from various electrochemical treatments are discussed.

The extraction of nickel and cobalt from low-grade greek laterites by sulfuric acid leaching has been studied. Batch and continuous mini-plant atmospheric leaching as well as pressure leaching techniques were employed. Atmospheric leaching at temperatures as high as 95 OC generally resulted in low Ni extractions (up to 82%), high acid consumption (650-850 kg/t ore or 80-100 kg/kg Ni) and high Fe co-dissolution (30%). Pressure leaching at 260 OC increased Ni extraction to over 98%, with minimal Fe co-dissolution (2.5%); acid consumption was 300 kg/t ore (31 kg/kg Ni). Detailed experimental results and conceptual flow sheets for atmospheric and pressure leaching are presented.

"The use of a torque wrench to establish the amount of actual load developed on an expansion anchor bofting system dates back to work completed in the early 1950s. The advent of ultrasonic measurement systems and hydraulic torque wrenches has made it possible for the U.S. Bureau of Mines to perform torque-tension measurements in the laboratory and the field much more accurately. The results indicate that the amount of initial boft preload may be overestimated by amounts in excess of 45% of the expected load using torque wrenches. This inaccuracy is primarily due to the friction that occurs between the bearing plate and the head of the boft. These parameters become extremely important when the support system is being used to prevent joint members from slipping relative to each other or when the boft acts as a heavy spring to clamp two or more sections together. Methods to overcome the frictional losses are presented in conjunction with a laboratory method to determine the actual torque-tension ratios for expansion anchor and combination bolting systems.IntroductionMechanically anchored roof bolts have been widely used in the mining industry since their introduction in 1947. Estimates made in 1989 indicate that out of 85 million fixtures, approximately 49 million bolting fixtures still use applied tension to complete the reinforcement necessary to maintain stable openings. Nearly 85 million bolts are used yearly. The most widely used bolt is the resin-anchored headed rebar, followed by standard mechanical roof bolts, specialty bolts (mechanically anchored, resin enhanced fixtures) , and combination bolts . Po st-tensioned resin rebars, combination systems, and friction stabilizers make up the remaining 10% of the units used (Fig. I).For mechanical, combination, and tension rebar bolts, the bolt tension is the primary means of reinforcing the roof, but in many cases, because of poor installation procedures, the bolts are ineffective. Mine operators recognize the importance of proper installation procedures. Long-term bolt tension measurements are required in the Code of Federal Regulations (CFR)In each bolting cycle, the actual torque or tension of the first tensioned bolt installed with each drill head shall be measured immediately after it is installed. Thereafter, for each drill head used, at least one roof bolt out of every four installed shall be measured for actual torque or tension. If the actual torque or tension of any roof bolts measured is not within the range specified in the roof control plan, corrective action shall be taken."

Improved models continue to be produced for the major pits which Increase confidence levels required by Gold Fields management and provide the basis for more accurate long and intermediate term mine planning. Various kriging and non-kriging estimation techniques are used at Gold Fields -Chimney Creek Mine. This paper reviews the modeling histories and, current procedures used to construct these models with particular emphasis on the North Pit deposit.

Operating uranium mill tailings containment and mill decommissioning activities are regulated by the Nuclear Regulatory Commission (NRC) and the Environmental Protection Agency (EPA) through numerous regulatory mechanisms. Reduction of radon emissions from tailings disposal areas, remedial actions to return groundwater to baseline constituent concentrations, and 200-to 1,000-year stabilization of tailings are major focus areas of regulation. The cumulative economic impact and uncertainty associated with regulation are very significant and will hinder future development of uranium milling facilities.

SYNOPSIS Many tabular mining problems can be modelled effectively by displacement-discontinuity techniques, which can be extended directly to represent fracturing on discrete planes and movements on planes of weakness. This paper presents a unified method for computing the energy changes that occur when multiple discontinuities intersect and are extended incrementally. It shows how this method can be used to deduce energy-release information for standard layout problems and, in addition, how the technique can be incorporated in numerical procedures based on the displacement-discontinuity method. Examples are given to demonstrate the effects of off-reef fracturing and the importance of stope-fault intersections during seismic events.

Freeze sampling yields representative and quantitative data that, when combined with information on the sedimentology of gravel-bed rivers, may facilitate the development of improved dispersion models for source detection. The surface heat transfer coefficient is measure of the rate of heat transfer from exposed rock surfaces to the ventilating air. Knowledge of its value is of particular importance to accurately simulate the early stages of rock cooling after the opening of an excavation. A number of theoretical formulae for the calculation of the coefficient are available for use in mine climate simulation. However, direct determination by in situ measurement is preferred. Instrumentation, which has been developed for in situ mine measurement, and experimental procedures involving measurement at varying air velocities, are described. In a major study covering four Australian underground mines, the system has been used to determine surface heat transfer coefficients. A direct relationship was clearly established between the measured surface heat transfer coefficient and air velocity. Comparison is made between experimental results and those previously measured or calculated by others. The relationship established can be described by an equation and holds for air velocities above 0.4 mls. The derived relationship was con- firmed at all mines tested and is independent of geology and tunnel dimensions found in modern mines.

Recent studies conducted at Virginia Tech have shown that ultrafine coal particles can be selectively coagulated and separated from mineral matter without the use of traditional agglomerants or flocculating agents. This technique utilizes hydrophobic interaction forces to induce coagulation of coal particles, while particles of mineral matter are dispersed using pH control. After selective coagulation, the coal coagula can be recovered by a sedimentation technique. In the present work, factors such as pH, particle size, and solids concentration have been examined. A wide range of coal samples have been successfully upgraded using this technique.

The main direction in the mechanisation in the mines of the Donbas and the USSR is long-face technology with complexes on the base of hydraulic supports. On the base of the 30 year old experience of exploitation of the coal clearing systems the serious data about the behaviour of the contained rock, display of underground pressure &apos;on longwalls and preparatory workings have been accumulated. Exploitation works in mines of the USSR are carried out at different depths: from 1000m to 1200m. There are 26 mines in Donbas, which exceed the depth of 1000m. It is the mines of Donbas, where is a rich experience of the exploitation of coal seams in various conditions. Besides, there are wide variations on the factors of the extraction thickness, depth of seam, angle of dip, occurrence of gas dynamics and others. In many scientific establishments, and in Donetsk Polytechnical Institute also, there are scientific research/results, which can be of interest for the coal mining countries.The volume of coal mining from longwall system-mechanised walls in Donbas became stable at the end of the 70s at level of 70 percent. All the efforts to increase this level have not given any notable results, not saying about the technical-economical data, which gradually deteriorate. It shows that positive progress in using the technology for the long walls is over and it is necessary to find new ways of mechanisation of coal winning.

Thermal plasmas are interesting for a wide range of metallurgical and chemical processing applications. The 300 kW experimental reactor PRESS, which has been in use since 1987, is operated in the transferred arc mode with three or one plasma torches . Tests include remelting of silicon fines and production of ultrafine silica. Work on a novel three stage process for production of silicon metal is under way. A 1:1 model of the plasma reactor is used to measure the wall heat flux distribution calorimetrically. The cold walls of this model are divided into several water-cooled sections. The same plasma torches as in the real hot-wall reactor are used. In parallel to the experiments and calorimetric measurements theoretical work is done on numerical modelling of one and three transferred arcs. A modified version of the flow simulation program FLUENT from Creare Ltd. is used.

Synthetic spinel is proving to be a highly effective refractory for specific applications, but its cost limits applications. Formation of spinel from a raw material such as diaspore or bauxite could provide a suitable and less costly starting material. In the study reported here, finely ground (-325 mesh) diaspore from Missouri and bauxite from Guyana and China are combined with hardburned MgO (-325 mesh) in appropriate proportions to yield spinel and spinel with secondary phases. A classical sintering and creep study was completed, accompanied by a microstructure study to determine completeness of the reactions and morphologies of the reaction products.

One of the Northwest Mining Association&apos;s guide-lines is: "If you always do what you&apos;ve always done, you&apos;ll always get what you&apos;ve always gotten." Another way of saying this is, simply, "when the road curves, don&apos;t refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don&apos;t make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren&apos;t doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public&apos;s recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn&apos;t. And we wondered why those who had always protected mining weren&apos;t doing their job, and why we were having such limited success in reining in the regulators.
