The Bureau of Mines investigated the availability of the land in south-central Alaska for exploration and mineral development of locatable minerals under State or Federal laws. The land ownership for an area of nearly 72.5 million acres in south-central Alaska was divided into 3 availability categories and 15 subcategories. In July 1985, 31.0 million acres of the study area were available for mineral exploration and development, 6.2 million acres were available with restrictions, and 35.3 million acres were unavailable. About 23.6 million acres in the study area are underlain by mineral terranes. About 9.9 million of the 23.6 million acres are available for mineral entry, 2.4 million acres are available with restrictions, and 11.3 million acres are unavailable. While much of the land currently classified as unavailable will be reclassified once it is conveyed to the State or to Native corporations, about 22% of the unavailable lands underlain by mineral terranes are now Federal parks, preserves, wildlife refuges, wild and scenic rivers, and military lands, all of which are considered permanently unavailable for mineral exploration and development.

This report presents a programme of work to demonstrate the use of a surface-based centralised computer control system for the remote monitoring and control of underground conveyors in a US coal mine. The system selected for demonstration was the 'Dynalink' Micro MINOS system which is manufactured by Hawker Siddeley Dynamics Engineering Limited. The site selected was Barnes S Tucker Lancashire No. 20 Mine located near Carrolltown, Cambria County, Pennsylvania. The system concept, operating and application software was designed and developed by the. British National Coal Board. The report describes the selection of the site, specification of the system requirements, commissioning, operation and evaluation of the system under typical US mine operating conditions. Experience with the system, based primarily on the system reliability and performance of conveyor control, was favourable. Mine management personnel felt that the system had successfully achieved its objectives and were keen to expand monitoring and control to other activities.

Operational and economic factors tend to favor the application of continuous processes in preference to batch processes in the majority of mineral processing applications. In this paper, the requirement for a Continuous Elution Process is established and the development of a large-scale pilot plant is described. It is based on a Continuous Elution apparatus which has a number of special features. These are the subject of various patent applications. The apparatus is suitable for adaptation to the AARL, Zadra and other methods of elution. The performance of the Atmospheric Continuous Elution System (ACE) is concluded to have significant advantages over the batch process.

The U.S. Bureau of Mines (USBM) established on August 15, 1983, a Generic Mineral f Technology Center (GTC) for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University (PSU) and West Virginia University (WW) in association with participating MRIs at Massachusetts Institute of Technology (MIT) and the University of Minnesota (UMN). The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through researching and advancing the fundamental under- standing of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. Other Center activities include the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications in the respirable dust area.

Borehole (slurry) mining, where a tool incorporating a water-jet cutter and a downhole slurry pump mines phosphate through a borehole, was field tested in northeastern Florida as part of a US Bureau of Mines program to increase the domestic availability of critical minerals. About 1.5 kt (1700 st) of phosphate ore were mined at 23.6 t/h (26 stph) from a depth of 76 m (250 ft). The borehole was filled with water during mining for roof support and to assist slurry pumping. Underwater cutting was enhanced with an air-shrouded water jet. Mined cavities were backfilled to prevent subsidence after abandonment. Roof subsidence during mining was avoided only when the cavity was filled with water. Environmental monitoring before, during, and after mining included hydrological studies and measurements of water quality. Significant water quality changes occurred only in the zone being mined and were confined to the immediate area of the borehole.

INTRODUCTION The continuous mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker's Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982). One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Elorgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cy to toxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le ?oux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly . Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles , of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). This report presents the results of a study for the Bureau of Mines to compare loan terms for non-fuel mineral projects in developing countries, from various International Financial Institutions (IFIs), and from private sector commercial sources. The study compares IFI and commercial loan terms for seven mineral projects in developing countries. The International Financial Institutions represented are: ? International Bank for Reconstruction and Development (World Bank) ? International Finance Corporation (IFC) ? Inter-American Development Bank (IDB) ? Asian Development Bank (ADB) ? International Monetary Fund (IMF) In addition, the costs of financing for these mineral projects were compared with the costs of long-term debt to the five largest U.S. mineral producers.

As coal reserves at shallow depths continue to be exhausted, a number of U.S. coal mining companies are beginning to develop coal seams previously thought to be coo deep to mine economically. Because of increased cover load, mines operating in deeper seams face unique ground control problems. In addition, the volume of methane gas contained in coal beds increases with depth, and ventilation requirements are much more stringent for deep underground coal mines than for shallower mines. When the longwall mining method is used at great depths, ventilation, ground control, and operational considerations must all be addressed in the design of longwall panels. This paper examines the influence of these factors, particularly ventilation and operational considerations, upon the feasibility of two, three, and four-entry longwall development panels in Jim Walter Resources' four deep mines.

The presence of calcium ion in iron ore pulps causes heterocoagulation of montmrillonite on hematite leading to indiscriminate dispersion. Two methods were investigated to control the adverse effect of montmorillonite: chemical method using such complexing agents as EDTA and sodium tripolyphosphate, and mechanical method involving ultrasonic treatment. Their roles in controlling the adverse effect were investigated by zeta potential measurements, starch adsorption tests, and flocculation and selective flocculation tests.

This paper describes the development of a trim blast design to improve the stability of a final pit wall. Description is given of the effects of rock characteristics, rock type, and pit plans on the blast design. Currently, six benches have been mined with trim blasting. A more stable final wall has resulted and the successful program has reduced mining costs over an extended time period. Low cost blast monitoring and field observation were used to determine peak particle velocity and blast damage. Using criteria developed from this relationship, trim blasts were designed and evaluated.

A Knowledge of the amount of time the material spends in a continuous mill in a closed-grinding-circuit is essential for circuit performance analysis and scale-up design. A convenient method for acquiring this information involves the use of tracers in residence-time-distribution (RTD) experiments. In a typical wet process the RTD measurements are usually done by injecting a pulse tracer into the mill inlet and detecting it in the circuit exit. In this article a simple to use mathematical method for the calculation of the closed circuit material residence time in the mill is developed. Using this method there are no restrictions on the location of the tracer injection or detection points. Any convenient location in the closed circuit can be chosen without affecting the simplicity of the method. This method also enables the calculation of the degree of mixing in the mill. The use of this method for the analysis of impulse response data obtained from several commercial grinding circuits is presented.

The current Canadian coal production is approximately 57x106 tonnes per annum of which some 25 million tonnes is exported. Two thirds of the Canadian output is classified as thermal and one third as coking or metallurgical coal. The Canadian coal industry, like the industries in some other industrialized nations, has gone through a cycle of ups and downs. The current world vide recession and stable oil prices have somewhat dampened the plans for a further growth of this industry - albeit temporarily. No new mines are expected to be developed within the next few years. However the production is projected to increase to 60x106 tonnes in 1985 increasing to an estimated 75 to 80x106 tonnes by 1995. The Canadian mines are highly mechanized and are willing to employ the modern technology to maintain its competitive position in the world's coal market. This paper reviews the recent technical developments which continue to improve resource recovery and productivity.

Adsorption experiments were conducted at two different solids loadings, to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In the region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region II, while surface precipitation was predominant in region III along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

"The Lang Bay germanium property is a carbonaceous sandstone deposit outcropping near the Pacific coast, 100 km north of Vancouver. The germanium-bearing seams are up to 5 m thick. Where one such seam outcrops, it averages 50 to 60 g Ge/tonne. Drill core analyses have shown considerably greater concentrations of germanium at depth. Additional drilling to establish continuity and grade of the germanium-b earing strata is scheduled for 1986. The germanium occurs in association with lignite, which makes up 1 to 2% of the seam. American Cyanamid Company engineers have developed a proprietary flotation reagent effective for concentrating the germanium rich vitrain portion of the Lang Bay lignite. Ongoing laboratory studies are developing procedures for further upgrading and refining of this germanium. This paper outlines progress made by Fargo Oil Corporation on Lang Bay geology, reserve estimation, mine planning, ore dressing, refining, and economic evaluation.IntroductionIn 1871, Mendeleyev specula ted on the properties of a ""missing"" element between silico n and tin on the periodic table. The discovery of germanium fifteen years later proved the Mendeleyev predictions to be remarkably accurate. Almo half a century later, the pioneering work of McCutcheon of Eagle-Picher led to production of germanium dioxide from Oklahoma zinc smelting residues. Demand for the element surged due to development of the Ge02 diode rectifier during World War II, followed by development of the transistor in 1947. The chief commercial sources for germanium during the following two decades were the Cu-Zn mines in the Congo and the Zn-Cu-Pb mines of Tsumeb in Southwest Africa. The germanium was chemically combined in complex Cu-Fe sulphides (germanite and renierite), from which the element was recovered either by leaching the selectively roasted sulphide, or by direct fuming of GeS(I). Although these deposits have reportedly been depleted (2), new deposits of renierite have been discovered in Zaire. Alternative sources of germanium are therefore being sought worldwide for use in infrared optics, semiconductors, fibre optics, and catalysts. One such source is germanium-rich coal (2)."

The Powhatan No. 4 Mine is located in southeastern Ohio along the Ohio River in Monroe County. The mine produces approximately 3.2 million tons of steam coal annually from the Pittsburgh No. 8 seam. The Pittsburgh No. 8 seam in this area dips to the southeast in varying amounts from 10-feet to 40-feet per mile. The seam is made up of a main bench coal (4' to 5f' ) containing several thin and variable partings and a rider ("roof") coal (0" to 18") which is separated from the main bench by a parting (0" to 18") that is reasonably consistent in occurrence and position. Strata overlying the seam varies from a bedded to nonbedded calcareous mudstone-claystone (6' to 12') in the north and east regions of the mine to a sandstone (Pittsburgh Sandstone C10' to 40'1 in the south and west regions. The Redstone Limestone (10' to 18' ) overlying the mudstone-claystone in the north and east thins and rises toward the area of sandstone deposition in the south and west. From its opening in April of 1971 until late 1981, primary roof support in the long-1 ived entries at Quarto Mining Company's Powhatan No. 4 Mine had been achieved with 8-foot and 10-foot. 518-inch mechanical roof bolts using a Single expansion shell. These bolts were installed so that the expansion shell achieved a competent anchorage in the limestone. However, as the mine developed westward, the limestone began to trend upward becoming inaccessible as an anchorage medium at the 8-foot and 10-foot horizons. Anchorage achieved in the underlying mudstone-claystone strata was failure-prone due to weathering (after exposure to air and moisture) and inconsistencies in the anchorage horizon, leading to an increase in the incidence of reportable roof falls at the mine. Responding to the threat to safety and productivity posed by the increase in roof falls. Mine Management through its Safety and Engineering Departments, sought solutions to the problem. In seeking a solution to the problem, the safest and en engineering groups examined the reportable roof falls to determine the cause of those failures. Their examination pinpointed two items which were found to be a common link in the majority of those falls; namely, anchor integrity and geologic trends. Analysis of the roof falls indicated that due to effects of air and moisture on the anchoraae zones in the mudstones and clay- itones, the integrity of the anchorage over time could not be maintained. Geologic trends noted included the upward trend of the -main limestone as mining progressed westward, inconsistencies in the amount of roof coal and draw slate in the immediate mine roof and increasing evidence of heavily slickensided immediate mine roof. In the absence of the protective barrier provided by the roof coal, the immediate strata and particularly the draw slate, is susceptible to deterioration due to the weathering effects of air and moisture and thus is prone to "eat out" around the roof bolts and cause roof falls. The presence of heavily slickensided roof creates a need for increased contact surface such as that provided by plank and header blocks to aid in holding up the roof and tends to make the behavior of such roof very unpredictable. Having determined the causes of the roof falls. Mine Management began to identify the kind of roof support which would best solve these problems, while at the same time providing the mine with a safe, cost effective and efficient roof support system. This paper will provide an analysis of how this decision was reached, the background that was researched to aid in forming the decision, the considerations that played key roles in the formulation of the plan, the mechanics of following through and implementing the new roof support system, and an assessment of the resultant gains in safety, productivity and improved costs derived from the implementation of the new roof support system.

Research at the University of Colorado on southern pine and Douglas-fir piling has determined that the existing building code design stress values of 1200 psi and 1250 psi, as determined by ASTM D-2899, are substantiated; but testing procedures should be revised. All full size piling tests should be standardized at 1/d ratios of 2:1, or confined tests performed. Also, it has been determined that theoretical design values for timber piling should not be based on the lumber criteria of D-245 and D-2555, but instead should follow the pattern set by engineers in the utility industry for timber poles, in accordance with ANSI 05.1.

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. The 1980's has seen a revolution in gold mine developments in Australasia. We are witnessing a near ten fold increase in all phases of gold mine development ranging from exploration through to production. Ounces produced have yet to mirror this activity but have increased from a low point of 600,000 in 1980 to 1,800,000 ounces in 1985 in Australia alone. In 1980 the region had less than 10 gold mines, yet 14 new mines started production in 1985 and as many as 28 might start up in the next 18 months. Developing gold mines in the 1980's in Australasia has not been the easiest of jobs, yet the great number of new developments suggest that we have entered a new era that will rank in history along with the 1850's, 1890's and 1930's as high points.Within- our Australasian region two very distinctive styles of gold deposits are being discovered and developed. On the Australian mainland the new mines are in geologically old rocks and are mostly the low grade haloes surrounding worked out high grade deposits. Most are limited life open pit operations depending on recent innovative carbon-in-pulp or heap leach technology. In the Pacific Islands region the style of discoveries are geologically recent, large bulk-low-grade deposits often geologically analogous to porphyry copper deposits. These deposits are typically 10 to 20 times larger than those being proved up on the Australian mainland.

Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

"The measurement and evaluation of the noise emanating from an ST4A scooptram in an underground stope under a simulated work cycle, and under three conditions of after-treatment systems is covered.These include scooptram without muffler or filler (bare engine), an in-line small filter, compared to a larger-filter, and the larger filter with an in-line muffler in series with fume diluter, which were tested under three engine operating conditions-IDLE, wide open throttle (W. 0. T.), and working condition. This is load, short haul and dump operation.The results showed an attenuation of the scooptram at work of 8 to 15 dBA, 16 cm from the exhaust pipe of the machine, to 4.8 dBA at the operator's ear. Recommendations are made to increase the attenuation at the operator 's ear by additional improvement in design of the fume diluter.IntroductionIn current mining operations, the diesel engine provides a safe, efficient and highly mobile source of power. In the major underground mine s in Canada the most common types of diesel equipment are load-haul-dump (LHD) machines and ore trucks. In general, there is a tendency to use high horsepower, diesel LHD machines in mines to achieve maximum productivity. The increased use of diesel-powered equipment in underground mines has shown no cause pressure levels were measured at the exhaust and outlet pipe. Also, while measuring the octave band and A-weighted sound pressure levels, the operator's position was also measured."
