A new agenda has risen. Born out of governments' policies and world economies, the years ahead will carry with them reduced growth. For inflation dependent and capital intensive industries, such as metals and mining, as well as most other natural resource industries, a period of long-term contraction in outmoded and costly capacity will evolve. This will be supplanted by new, lower cost capacity in some cases, but only if the total cost of production, including cash operating and debt service costs comes in at or below current market conditions. The industrial outlook can be characterized as bearish. As one major U.S. bank economist put it, mining companies planning their five-year forecast from 1984 out, should take the current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or slightly declining. As a result, capital funding will be problematic. The low cost producer, that is one with low cash costs and low principal and interest costs per unit of production, will succeed.

The greatest of all gifts is the power to estimate things at their true worth. LaRockefoucauld INTRODUCTION The primary reason for performing a feasibility study on a proposed mining venture is to investigate all phases of the proposal in as much detail as necessary to justify either dropping the project or continuing expenditures through the next stage. The economic evaluation component of the feasibility study, therefore, must ultimately be based on information which provides an answer to the question, "What is it going to cost?" Unfortunately engineers preparing feasibility studies never have all the engineering or economic information they would like or need. Consequently, the economic portion of the analysis can only be performed if estimates of the various costs associated with the project are made. Project cost estimates, in turn, require estimates of all the physical factors affecting cost components, including anticipated performance of plant and equipment as well as all pertinent geologic, mineralogic, and metallurgical variables. Before useful cost estimating procedures can be applied considerable data must be collected, compiled, and organized. Preparatory work typically includes organization of cost data available for estimating purposes, development of techniques for updating historical costs, and establishing methods of forecasting prices and costs over the duration of the project. Cost estimates for mining and mineral processing projects involve so many features and variables that it is absolutely essential to have some means by which the vast amount of detail can be organized. It is very important to identify, in as much detail as possible, all the cost data available (historical and developed) to the estimator. These costs, after being properly identified in detail, should be com- piled, stored, updated regularly, and made readily available for use in developing new cost estimates Accessing files of current cost information requires a standardized numerical system of classifying cost data. When uniform definitions and procedures are used, every project record contributes to the common store of estimating data.

For many reasons it appears that deep-rooted, perennial shrubs offer potential for improved stabilization and provide maintenance-free vegetative cover to harsh sites where perennial grasses have not been successful. The very fact that a drought-adapted shrub has a massive root system that can use moisture from a greater volume of mineral waste soil materials suggests that long-range arid environment resource development may be greatly enhanced by utilization of desirable forage shrubs. An effort is underway to assemble information and plant materials of promising species from many arid regions of the world. Surprisingly, many of the better plants for arid sites are quite high in protein content, and with proper management, breeding, and selection may prove to be very desirable livestock feed. Advancements in arid-land solid waste stabilization hold favorable promise for many industries that mine and mill in arid regions for effective reclamation of disturbed areas. Particularly exciting is the possibility of establishment of high density maintenance-free vegetative cover of climax vegetation that reclaims the disturbed area back to its original land use. Because of high shrub productivity, stabilization potential, nutritional quality, and reclamation success, greater use should be made of shrubs in disturbed land reclamation associated with mining and milling operations in harsh arid environments.

Because of the competitive nature of the iron ore pelletizing industry, commodities required for the production of pellets are continually being scrutinized to minimize their usage and offset rapidly escalating costs. In the Tilden pellet plant, the usage of one commodity, bentonite, has been reduced from over twenty-four pounds per long ton of pellets to as low as eight pounds per long ton. The evolution of bentonite usage from plant start-up to the present time is described.

Computer programs are presented that provide mine electrical systems based on computer modeling for design and safety analysis suitable for large or small computer systems and handheld calculators. Bureau of Mines research has resulted in load-flow, fault, grounding, reliability, short-circuit, transient, and cable ampacity computer models that enable mine power system engineers to analyze their system or to design a system. This report describes the capabilities of the program.

The Roybal Raise incorporates the simplicity and low cost of a short bald-headed raise while overcoming the usual impediments to driving a high baldheaded raise. The concept provides for speedy excavation and maximizing the use of the excavated opening, using the rock for structural support. The design is simple: two baldheaded raises are driven parallel to one another, interconnected by dogholes about 8 m (25 ft) apart. In this fashion, the raise can be driven safely and efficiently to 60 m (200 ft) or more. When the raise is complete, the excavation requires no timber for support or partitioning. Rather, the rock itself supports the construction. As a test, a two-compartment Roybal Raise was attempted at the Independence mine in the Willow Creek District of Alaska. One side was driven 2 x 2 m (6 x 6 ft), intended for a manway and equipment skip. The other was driven 1.5 x 1.5 m (5 x 5 ft) for a muck compartment. Both sides were driven at a 65° angle from horizontal and 1 x 1 m (4 x 4 ft) dogholes spanned the 4.6-m (15-ft) pillar between the two compartments. After topping out at 50 m (160 ft), the raise was found to meet all expectations of efficiency, low cost, and practical simplicity. Technique Preparing the Roybal Raise for driving involves no elaborate or costly site prep except assembling materials and providing for muck removal. Normally, the raise muck falls directly onto the sill or track and is picked up either by an overshot mucker or a front-end loader. Raise mining proceeds initially by taking up both compartments simultaneously to the first doghole. It progresses by alternating one side as a clear manway for access with the other side, the active side, as a muck compartment (Fig. 1A). This stage proceeds quickly for no mucking or staging is required to cycle the first three rounds. On the fifth round, in addition to the normal raise round, rib holes are winged out toward the adjacent raise, thus starting the dogholes. Finally, as the sixth raise rounds are drilled and shot, the first doghole is also completed from both sides. The second stage commences by establishing one side as a clear manway for access while the other side, used as a muck compartment, is prepared for active mining. Figure 1B illustrates this step in the succession of raising with the active side advancing to the second doghole level. During this stage, services are maintained through the manway side and equipment is stowed in the doghole during blasting. As the active side advances, muck may be allowed to fill the bottom portion of that side since it is unnecessary to clear it for access. The next stage of raising involves cleaning out the former muck compartment and preparing it for use as a manway. At the same time, the former manway is prepared for advance and use as a muck compartment (Fig. 1C). As in the previous step, the same doghole is used for access and equipment storage. The active side advances until the second doghole is completed, at which point equipment and access are moved to the new doghole. From there, the active side is driven past the second doghole 8 m (25 ft) more to the third doghole level. Again, half of the doghole and the next raise round are mined. The fourth stage involves switch ing back the manway side for the muck side (Fig. ID). The new muck side is driven to the third doghole where equipment storage and access are reestablished. From there, the active side is advanced to the fourth doghole. In the same fashion, the raise is advanced to the top, alternating the manway side with the active side, maintaining access through the inactive manway, and storing equipment in the uppermost doghole. The Bureau of Mines investigated energy-efficient methods for recovering potash values from process and waste brines. Laboratory pan evaporation of four chloride brines produced crude salts containing predominantly sylvite, halite, and carnallite. Six sulfate-chloride brines produced crude salts containing primarily schoenite, kainite, leonite, sylvite, carnallite, and halite. Potash grades ranged from 7.2 to 22.2 pct K20, and recoveries from 84 to 99 pct. Sylvite flotation from chloride evaporites, with amine collector, recovered 90 to 97 pct of the potash in a concentrate containing 54.3 to 60.3 pct K20. Fatty acid flotation of the high-sulfate evaporite recovered 78 pct of the sulfate minerals in a 27.8-pct-K20 concentrate. Flotation of the chloride minerals with amine collector recovered 80 pct of the potash in a 59.7-pct-K20 concentrate. Solar evaporation of 10,000 gal of brine recovered 99 pct of the potash in a crude evaporite containing 24.5 pct schoenite and 20 pct sylvite. Continuous flotation in a 100-lb/h process research unit recovered over 95 pct of the potash in schoenite and sylvite concentrates containing 28.0 and 62.3 pct K20, respectively. An economic evaluation suggested a rate of return of 3 pct for a new facility and 9 pct if. the process is adapted to fit an existing plant.

The Bureau of Mines investigated two methods for recovering potash from carnallite ore in continuous 100-lb/h flotation units. In the insoluble-slimes flotation procedure, insoluble slimes were removed by flotation prior to potash flotation. In the direct flotation method, insoluble slimes were depressed and the potash floated directly without prior removal of the insoluble slimes. Seventy-three percent of the potash in the ore was recovered in a leached final KCl product contain-ing 59.1 pet K20 using the insoluble-slimes flotation method. The direct flotation method recovered 74.5 pct of the potash in a final product containing 60.2 pet K20. The rate of return on the investment was calculated at 13 pct for the insoluble-slimes flotation method and 15 pct for the direct flotation method, based on a Bureau economic evaluation.

Paper presents project results investigating current techniques for dragline wire rope removal and the development of less hazardous means of performing the task. The cannon is the most prevalent method used in American surface mines. A cannon test program was conducted that used 40-and 50-grain primer cord to establish force produced using a 56-pound projectile. Socketlwedges were separated to establish separation force data. Two alternative removal methods, pendulum ram and portable hydraulic pusher, were developed and tested. Both provide sufficient force to effect separations under normal conditions on draglines with up to 78- cubic yard buckets.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

Trialkylphosphine sulphides, in contrast to their well known oxide analogues (1,2,3,4), have received comparatively little attention as metal extractants and previous studies have been biased toward analytical rather than commercial solvent extraction applications (5,6,7). The sulphides are soft Lewis bases and only from complexes readily with the limited number of metals in the periodic table which can be classified as soft acids (8) e.g. Ag+, Hg2+ and Pd2+. Consequently, these compounds tend to be more selective than the broad-spectrum, hard-base, phosphine oxide extractants such-as TOPO (trioctylphosphine oxide). The purpose of this paper is to describe a potential application of one phosphine sulphide, CYANEX® 471X extractant, in the selective recovery of silver from base metal sulphate solutions. CYANEX 471X is triisobutylphosphine sulphide (TIBPS).

"Most of the discoveries of nickel sulphide deposits in Western Australia have followed the search for gossans. The chances of further discoveries depend on improving our understanding of the cover of strongly leached and transported materials that obscure approximately 85% of the area of the Yilgarn Block that has nickel sulphide mineralization potential. The lateritic profiles that are observed on the Yilgarn Block today were formed over a period of more than 100 m.y. of warm and humid climates. This lateritized land surface has been preserved by induration during subsequent arid climates as well as by the structural stability of the Yilgarn Block.In geochemical surveys of lateritied terrain samples have to be taken from at least the saprolite zone usually by drilling so that confident predictions can be made of the significance of analytical data. Account must be taken of the mineralogy of samples, as well as the nature of the horizon of a laterite profile that is being sampled, owing to the concentrating effects on trace elements of Fe and Mn oxides.Multivariate techniques have been applied successfully to analytical data in gossan recognition when textural evidence is ambiguous. Pathfinder geochemistry has also been used in gossan recognition and the most significant recent advance has come from studies of platinum group metals in nickel sulphides and their dispersion during weathering."

Relative enthalpies of CuBr from 298.15 to 1,301 K were measured at the Bureau of Mines to provide thermodynamic data needed for the advancement of mineral technology. The temperatures of transition were measured by differential scanning calorimetry (DSC) and the standard enthalpies of transition[ (IlH~r) by drop calorimetry. The combined results gave reversible transitions at 657 K with llH~r= 1.10 kcal/mol, at 741 K with lm~r == 0.51 kcal/mol, and at 759 K with an enthalpy of fusion (AH~) of 1.22 kcal/moL ] An anomalous increase in heat capacity preceded the first crystal transition at 657 K. Tabulated values are listed for the standard relative enthalpy, heat capacity, entropy, and Gibbs energy function from 298.15 to 1,500 K. Standard relative enthalpies are also given in equation form and combined with thermodynamic data from the literature to derive values of standard enthalpies of formation and Gibbs energies of formation.

A process has been developed for increasing the grade of chalcopyrite concentrates from about 25 percent copper to about 60 percent copper. The concentrates are treated with two steps of autoclaving and then by flotation. Because of the lower associated weight, copper in the concentrates could be shipped and smelted at less cost than untreated concentrates. Use of the process can also increase overall yield from an orebody if a lower grade concentrate is sent to enrichment than would be sent to a smelter. Potential applications of the process would be for treating concentrates that must be transported a long distance for smelting or for treating concentrates so as to increase the capacity of a smelter.

Man has mined in all his time on earth about 3 billion ounces of gold. About one-half of this has been mined in the past 35 years. This gold is roughly in 3 large holdings: one-third held as reserves in Central Banks; one-third held as personal reserves; and one-third is in jewelry or other fabricated products. The world per capita availability of mined gold is increasing and there are many factors and forces shaping gold's future. Currently, gold has a favorable exchange ratio and this is encouraging many new gold-mining developments. Production is increasing and new techniques are surfacing. The use of gold in the financial markets is increasing in some unique ways and gold is again fulfilling its role as a universal money, making gold's future predictable. Currently, man is mining gold at the rate of approximately 44 million ounces annually and is therefore adding to the total supply of gold approximately 1.5% of newly mined gold each year. This current production plays a small role in the pricing mechanisms since a very large part of the 3 billion ounces mined in all of history is available to the market in one form or another.

Associated with cordilleran intrusives of intemediate to acidic composition, gold/silver ores are generally found in the intruded host rocks which are adjacent to these intrusives. Generally precious metal deposits lie further from the intrusives than allied base metal deposits. For vented intrusives, the associated volcanics may constitute the intruded rock and form the host for precious metal accumulation. Potential field methods, particularly magnetics, can help to define unseen boundaries of intrusive systems and thus can point to generalized prospecting targets. Other clues arise from the intrusive system type, its emplacement fracturing, the host rock type and local magnetic changes caused by mineralization processes.

Aqueous SO2 (sulfurous acid) is an interesting chemical compound. It functions as a reagent in various hydrometallurgical systems, but also represents an undesirable constituent in gyro- and hydrometallurgical effluent solutions. When present in such streams, SO2 can be oxidized to the more stable sulfate form to avoid exsolution of SO2 as a source of fugitive emissions and to simplify standard water treatment plant operation. This study provides information on the stoichiometry, kinetics, and mechanism of SO2 oxidation using oxygen and an iron salt catalyst with solutions containing 0.05-20 g/L (0.002-0.7 oz per gal) SO2. The effects of iron salt concentration, oxygen pressure, temperature, degree of agitation, and pH on SO2 oxidation are also described.

This paper addresses two issues affecting the international ferrochromium market as they pertain to the changing pattern of U. S. chromium import dependency. These issues are 1) the long-term ferrochromium production cost differential between the United States and the Republic of South Africa and 2) the ability of Zimbabwe to expand ferrochromium production and exportation. This paper draws upon the data and analyses of a recent Bureau of Mines Minerals availability Program appraisal that evaluated the international availability of chromium in the form of chromite and ferrochromium from 10 market economy countries. South African ferrochromium producers are shown to have a long-term production cost advantage over U.S. producers of $0.03 to $0.04 per pound of contained chromium, in 1981 dollars. Zimbabwean ferrochromium production and exportation are expected to increase in the future. Major expansions of production capacity will be dependent upon alleviating potentially serious constraints in electric power, rail, and port facilities. In the long term, ferrochromium production costs in Zimbabwe are expected to increase faster than the rate of inflation, because as chromite mining from the podiform resources in Zimbabwe decreases, production from the Great Dyke resources will increase.
