Mountain Pass, California is located 96 km southwest of Las Vegas, Nevada, and has an exposed surface orebody within view of Interstate Highway 15. Mineral prospecting in this region dates back to about 1860 followed by the discovery and subsequent mining (1870-1895) of silver bearing veins on the north slope of nearby Clark Mountain. In contrast to the four lane divided interstate highway of today, all supplies needed for mining during this early history were transported by wagons from San Bernardino which is 320 km west. Many small lead mines were active in the area during 1917-20, and a small gold mine operated in 1941-42 within 100 m of the orebody presently being worked. In 1949 two prospectors searching for uranium with a Geiger counter discovered a radioactive vein outcrop at Mountain Pass. Further investigation revealed the presence of a large amount of a light-brown, heavy mineral to a depth of about 2 m. A sample of this unidentified mineral was submitted to the Boulder City, Nevada, U.S. Bureau of Mines where a spectroscope examination shoved high level rare earth oxides, carbon dioxide, and fluorine. These results indicated the mineral was bastnasite.

Vince Lombardi once said, "Practice doesn't make perfect, perfect practice makes perfect." When it comes to building a mine that will operate at the optimum level for the set of geologic conditions from which it was developed, Lombardi's remark might be paraphrased to describe the problem: planning won't guarantee the best possible mine operation unless it is the best possible mine planning. Any sacrifice in the best possible mine planning introduces the risk that the end results may not reach the optimum mine operation desired. This section addresses many of the factors to be considered in the initial phase of mine planning. These factors have the determining influence on the mining method, the size of the operation, the size of the mine openings, the mine productivity, the mine cost, and, eventually, the economic parameters used to determine whether or not the mineral reserve even should be developed. A little-known fact, even within the metal-mining community, is that room-and-pillar mining accounts for most of the underground mining in the united States. According to a 1973 study on noncoal mining (Anon., 1974), more than 76% of the producing mines [of over 1089 t/d (1200 stpd) capacity] produced approximately 70 000 000 t (77,000,000 st) or 60% of the nation's underground tonnage of material by room-and-pillar mining. That same year, 96.8% of the nation's under- ground coal mines produced 262 950 000 t (289,911,000 st) of coal extracted from room-and-pillar mines (Anon., 1976). Thus, nearly 333 000 000 t (367,000,000 st) of the United States' raw material is produced from mines using some form of the room-and-pillar mining system. Because approximately 90% of all mining in the United States is done by some variation of room-and- pillar mining, it is appropriate to give special emphasis to the effects of the various elements of mine planning on room-and-pillar mining. The relationship of these elements to other mining methods will become apparent as the elements are described in later sections herein. TECHNICAL INFORMATION NEEDED FOR PRELIMINARY MINE PLANNING Assuming that the reserve to be mined has been delineated with diamond-drill holes, the items listed in the following paragraphs need to be established with respect to mine planning for the mineralized material. Geologic and Mineralogic Information The geologic and mineralogic information needed includes the following: 1) The size (length, width, and thickness) of the areas to be mined within the overall area to be considered, including multiple areas, zones, or seams. 2) The dip or plunge of each mineralized zone, area, or seam, noting the maximum depth to be mined. 3) The continuity or discontinuity within each of the mineralized zones. 4) Any swelling or narrowing of each mineralized zone. 5) The sharpness between the grades of mineralized zones within the material considered economically minable. 6) The sharpness between the ore and waste cutoff, including whether this cutoff can be determined by observation or must be determined by assay or some special tool; whether this cutoff also serves as a natural parting resulting in little or no dilution, or whether the break between ore and waste must be induced entirely by the mining method; and whether or not the mineralized zone beyond (above or below) the existing cutoff represents submarginal economic value that may be- come economical at a later time. *7) The distribution of various valuable minerals making up each of the minable areas. 8) The distribution of the various deleterious minerals that may be harmful in processing the valuable mineral. 9) Whether or not the identified valuable minerals are interlocked with other fine-grained mineral or waste material. 10) The presence of alteration zones in both the mineralized and the waste zones. Structural Information (Physical and Chemical) The needed structural information includes the following: * 1 ) The depth of cover. 2) A detailed description of the cover including: the type of cover; * the structural features in relation to the mineralized zone; * the structural features in relation to the proposed mine development; and * the presence of and information about water, gas, or oil that may be encountered. 3) The structure of the host rock (back, floor, hanging wall, footwall, etc.), including: * the type of rock; * the approximate strength or range of strengths; * any noted weakening structures; * any noted zones of inherent high stress; noted zones of alteration; the porosity and permeability; * the presence of any swelling- clay or shale interbedding; the rock quality designation (RQD) throughout the various zones in and around all of the mineralized area to be mined out; the temperature of the zones proposed for mining; and the acid generating nature of the host rock. 4) The structure of the mineralized material, including all of the factors in item 3 plus: * the tendency of the mineral to change character after being broken, i.e., oxidizing, degenerating to all fines, recompacting into a solid mass, becoming fluid, etc.; * the siliceous content of the ore; the fibrous content of the ore; and the acid generating nature of the ore. Nitrogenase activity (C2H2 reduction) was found to be associated with the following grasses in the field: Agropyron dasystachyum, Agropyron smithii, Aristida purpurea, Oryzopsis hymenoides and Stipa comata. Uptake of fixed nitrogen was also demonstrated for these grasses. Two unidentified nitrogen fixing bacteria were isolated, one from Stipa comata and one from Aristida purpurea. Cynodon dactylon and Agropyron cristatum were successfully inoculated with the unknown isolate obtained from Stipa comata. The inoculated plants exhibited nitrogenase activity (C2 H2 reduction) whereas uninoculated controls gave negative results.

INTRODUCTION During the last few years, several new ventilation developments have attracted the interest of mining engi¬neers. Some of these developments are applicable pri¬marily to hard-rock mining, while others are more applicable to coal mining. STOPPINGS Parachute Stopping The parachute stopping is a new type of quick-erect stopping that is intended for temporary use in hard-rock mines (Kissell, Thimons, and Vinson, 1975). As shown in Fig. 1, the stopping is shaped very much like an ordinary parachute, with a canopy of impermeable fabric that is sewn to regularly spaced straps running to a common point. To erect the stopping, the straps are attached to a fixed anchor point such as a roof bolt, and the edge of the canopy is lifted into the moving air¬stream. The airstream pops the parachute canopy into place, and the differential air pressure across the stop¬ping holds it in place, forcing the fabric against the walls, roof, and floor of the mine opening. The principal advantage of the parachute stopping is that it requires only a few minutes to install, making it a great time-saver for emergency use or for day-to¬day changes in ventilation during the production cycle. However, the parachute stopping does require some minimum air velocity to lift it and some minimum differential pressure to hold it in place. For a fabric weighing 0.27 kg/ m2 (8.0 oz per sq yd), the minimum air velocity is about 0.5 m/s (100 fpm), and the mini¬mum differential pressure is about 0.05 kPa [0.2 in. water gage (WG) ]. There is always some air leakage around the stop¬ping, mainly depending upon the extent to which pipes or other obstructions encumber the airway and prevent good sealing. Leakage of a few cubic meters per second (a few thousand cubic feet per minute) can be expected, unless foam is used to improve the seal at the edges of the canopy. Quick-Fix Blowout Stopping The quick-fix blowout stopping is a variation of the parachute stopping (Thimons and Kissell, 1976), and it is used in the proximity of blasting operations. This type of stopping is designed to be blown out easily by the blast forces, and it may be reinstalled quickly and easily. The long high-strength straps of the parachute stopping are replaced by groups of short straps that tear easily. These straps are attached at six equally spaced locations around the perimeter of the canopy. To erect the stopping, one strap of each of the six groups is fastened to the mine wall, roof, and floor by using spads, by setting pins with a powder-actuated gun, or by tying the straps to some firm anchor point. Once the straps have been attached, the differential air pressure across the stopping, which must be at least 0.025 kPa (0.1 in. WG), forces the stopping perimeter against the mine walls, thus creating the air seal. It is the self-sealing feature of this stopping that makes it a significant time-saver. Only a few attachment points are needed; in many cases, four attachment points are sufficient, since the stopping naturally tends to form a seal with the airway surfaces. When nearby produc¬tion blasting exerts excessive forces on the stopping, one or more of the straps tears away from its attachment point, protecting the stronger canopy from damage. Damage-Resistant Brattice The damage-resistant brattice is a stopping that is designed for use in mines such as salt and limestone mines where the differential pressures are low and the roof is relatively flat. As shown in Fig. 2, the damage-resistant brattice consists of a series of brattice panels that are hung vertically and joined by Velcro® connections. When the brattice is subjected to strong blast forces, the Velcro® connection peels apart and allows the panels to open without incurring damage. The Velcro® connections can be resealed by hand within a matter of minutes. Such damage-resistant brattices have withstood the blast effects of 318 kg (700 lb) of ammonium nitrate-fuel oil (ANFO) explosive detonated as close as 91 m (300 ft) from the brattice. Ordinary brattice cloth is used for the panels, with a 51-mm (2-in.) wide strip of Velcro® hooks sewn along one edge of the length, and a 51-mm (2-in.) wide strip of Velcro® pile sewn along the other edge. Both the hooks and the pile are sewn onto the same side of the brattice cloth. The resulting Velcro® seal formed be¬tween adjacent panels is perpendicular to the brattice itself, and the leading edge of the seal can be directed either toward or away from the blast forces; the brattice works equally well in either case. To hang the brattice, panels of brattice cloth about 0.9 m (3 ft) longer than the height of the airway are cut from a 1.8-m (6-ft) wide roll. The additional 0.9 m (3 ft) of brattice cloth allows 0.3 m (1 ft) for attachment to the roof by means of a board, with 0.6 m (2 ft) for forming a good air seal at the floor. Each brattice panel is wrapped once or twice around a 51 X 102 mm (2 X 4 in.) or 25 X 76 mm (1 X 3 in.) mounting board that is 254 to 305 mm (10 to 12 in.) shorter than the width of the panel. Determination of the best time to replace an aging unit of equipment is a recurring problem which is common to essentially all surface and underground mining operations. Virtually all mining equipment is subject to wear and the resulting deterioration that increases with equipment life. This mechanical deterioration results in lower availability and, thus, decreasing, production. Due to decreasing production and increasing repair costs, there is an optimum age at which the replacement of a given equipment unit with a new unit will result in the lowest cost per unit of production for the equipment operation in question (Figure 1). Determination of this optimum replacement age is further complicated by factors such as: possible overhaul alternatives, fleet replacement and expansion alternatives, remaining life of the mine, and technological improvements in the potential replacement or differences in the production capacities of these replacements. Determination of the optimum time to replace an equipment unit becomes more critical each successive year due to the rising capital costs of new equipment versus maintaining old equipment. An incorrect choice of the replacement age for an equipment unit can result in excessive costs to the mining operation. If a unit is replaced too early, the capital cost of the unit is not fully utilized; conversely, replacing a unit too late results in excessive maintenance costs and low production. The economic life of a piece of equipment is the equipment age that results in the lowest total discounted cost per unit of production for that piece of equipment, not considering the cost of future replacements. The economic life of a piece of equipment is usually shorter than the physical life, the maximum age at which a machine is capable of doing useful work. The optimum replacement age for a piece of mining equipment may vary from the economic life of that equipment due to the remaining life of the mine, fleet considerations, costs associated with potential replacement machines, and capital rationing constraints. For example, the equipment life of the current machine that may result in the lowest cost per unit of production might be 10 years; however, when the timing of the future replacement costs are entered into the calculation, a different life for the current machine might result in the lowest total cost per unit produced for the remaining life of the mine.

The General Image Processing System (GIPSY) is being employed for the quantitative textural analysis of complex sulfide ores from the Southern and Central Appalachians and for the determination of liberation characteristics of the mineral constituents during grinding. Optical images from a microscope-mounted TV camera or from 35mm film are converted into digital images which are subsequently analyzed by GIPSY, a transportable image processing software package. Properties measured by GIPSY include spatial distribution of mineral constituents, grain sizes, grain shapes, grain orientation and mineral co-occurrences.

The identification of lost mineral values in mill tailings frequently requires the inspection of hundreds of thousands to millions of particles. The search of these particles can be made automatic by using an electron microprobe. A standard instrument (Cambridge Mark V) was modified by the addition of stepping motors to advance the specimen stage in a controlled manner. The X-ray Signal is monitored continuously by a computer interfaced to the instrument with an analog-to-digital converter. 400,000 particles of a tailings sample can be scanned in about 3 hours. Particles as small as 2 um and containing as little as 3% of a particular element can be detected.

It was not many years ago that people would have argued that a coal session did not belong at an International Mining Convention. Historically, steam coal has always been used domestically due to its natural geographic diversity and high transportation expense. Times have changed. With the help of Opec, steam coal has gone international. As opposed to metallurgical coal, whose trade routes have a long history, whose supply sources are more limited and whose market growth is seen by most to be relatively flat, steam coal export forecasts are calling for more than a doubling by 1990 and a quadrupling by the year 2000. Suddenly, one must be familiar with coal mining on a global basis in order to predict which regions will be able to fill these markets.

Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976. Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen percent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March '80, Sidbec-Normines use coke addition as a current operation. This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port-Cartier pellet plant.

Assessment of revegetation success on mined lands is a difficult, time consuming task and has been the subject of a number of controversies. Present regulations require that both plant cover and aboveground plant biomass be measured for use in making that assessment. Of these two variables, biomass is the most time consuming to measure and requires destructive sampling, a most undesirable requirement on fragile, recently revegetated areas. On the other hand, plant cover can be estimated using the point-frame method which is relatively nondestructive. In addition, vegetation can be sampled more uniformly with the point frame and in less time if species composition measures are to be made. A study was done to evaluate the predictability of aboveground biomass production on revegetated mined sites and adjacent native prairies using plant cover estimates made with the point frame method. The predictability of biomass production by cover estimates bears on the need for both measurements in assessing revegetation success. In general, a positive, statistically, significant correlation was demonstrated between plant cover (estimated by the point frame) and aboveground biomass (estimated by the harvest method) regardless of community type (mined or native), species composition, diversity or level of biomass production. However, the latter did have their effects on the relationship and must be accounted for in any predictive equations (that is to say, the predictive equations must be considered site-specific). Considering the relationship observed between the two parameters, cover estimation may be a sufficient indicator of revegetation success, especially where time and minimization of disturbance are critical.

Few efforts have been undertaken to date to assess the quality of mandated coal mine health and safety training for new miners and for experienced miners. This study was concerned with the quality and effectiveness of existing classroom health and safety training programs. The study involved field data collection through pre- and posttesting of trainees, audio-taping class sessions, and administering short feedback forms with trainers and trainees at 14 sites in West Virginia, Maryland, Kentucky, and Pennsylvania. Results indicate that goals, methods, materials, and outcomes of existing training programs vary widely among trainers and sites. The report provides less by way of solution to problems, than it highlights the breadth of issues that relate to the question of training effectiveness and quality. The report concludes that additional work by industry, labor, government, and academia is necessary in order to improve health and safety training programs. Recommended steps are: (a) to develop performance standards and measurable criteria in each of the types of mandated training, (b) to develop better training of trainers, (c) to develop expanded training support services. and (d) to undertake further research and development in health and safety training in the mining industry

In 1481, U.S. Bureau of Mines personnel conducted a survey of mines, prospects, and mineral resources in the Table Mountain RARE II area. There are no mines or active prospects in the study area. One prospect in the study area, the Waterfall Prospect, is estimated to contain 480 tons (440 t) of indicated subeconomic tungsten resources averaging about 0.18 percent tungsten trioxide (W03). Other tungsten occurrences are at the Stevens Prospect, just northwest of the area. Stone and sand and gravel deposits in the area are not considered to be resources because equal or better quality material is available closer to major markets. INTRODUCTION The 4,400-acre Table Mountain study area is 13 mi (21 km) southwest of Bishop, California, on the eastern flank of the Sierra Nevada range. The John Muir wilderness adjoins the study area on the southwest (fig. 1).

Continued development of an especially impregnated silica gel capable of reversible chemical detection of carbon monoxide (CO) was reported. The affects of changes in mine-related ambient conditions on the detection catalyst's response were explored. Temperature, humidity, and several interfering gases were found to affect the detection catalyst. The interferents include hydrogen sulfide, nitrogen dioxide, acetylene (and methylacetylene), and ammonia. High humidity decreased the detection catalyst's sensitivity to carbon monoxide for some formulations. Increasing temperature generally decreased the reaction time of the detection catalyst with carbon monoxide. Badges and carriers for the visual presentation of the detection catalyst were constructed. Several variations of these devices included provisions for absorbants and filtering agents which help protect the detection catalyst from gaseous interferents. A variety of catalyst support agents were tested in an effort to find the most suitable. Included were alumina, magnesium oxide, magnesium silicate, and several forms of silica gel. In addi tion to free-flowing forms of these sorbents, thin layer chromatography plates coated with cellulose, alumina, and silica gel and newly developed PTFE entrained silica gels were examined. A limited physical, chemical, and mechanistic characterization of the detection catalyst and the materials used to prepare it has been carried out. Metal component ratio studies, spectral, analytical, pH, and rate measurements were done.

Volume III of the final report examines the indication versus interruption procedures used on motion-drive power equipment, with emphasis on surface excavators. The report begins with a review of the electromechanical acid conversion used with the Ward-Leonard control system. Protection criteria for the drive-system components are then discussed. Fault sources and fault calculations for both the ac supply source and dc power loop are introduced to assist in discussing indication and interruption procedures. The subject is then expanded to examine the dynamic process of the machine and determine the effects of fault current and position of the machine to allow for an orderly shutdown. With this analysis, possible indication an interruption procedures are given for the four-quadrant duty cycle of excavators. The report concludes by introducing other mining operations that utilize similar motion-drive systems and also static (solid-state) drives and recommends further research in these areas, as well as a more detailed examination of the dynamic fault analysis for excavators.

"During the past century, the development of vehicular transportation has benefitted tremendously from the performance improvement in engines in a situation where low-cost, plentiful fuel supplies were the order of the day. Engine advances were enhanced by and also dictated fuel modification to better adapt the energy source to the power plant.In discussing the several aspects of the change in approach from ""an engine and its fuel to a fuel and its engine"", the authors touch on the following areas:1. Description of an engine concept that provides the needed flexibility in fuel appetite at good efficiency to cope with future requirement s.2. The constraints placed on liquid fuel resource energy utilization efficiency by special engine-required fuel properties and the fuel efficiency of the various engine types available.3. Future vehicle engine fuel sources. This review will put into perspective the problem associated with the net energy available from future fuel sources under extensive research and development at present.4. A brief review of test data to show that fuel-tolerant and fuel-efficient engines are viable and that, in a fuel-resource-limited future, they can be a ""light at the end of the tunnel.""The Texaco Controlled Combustion System (TCCS)The TCCS is a unique means for stratified charge operation of an internal combustion engine in such a manner as to eliminate the requirement for octane or cetane number specification for the fuel. Octane rating is an empirical engine test method that evaluates a gasoline's resistance to spontaneous ignition or ""knock."" Cetane is based on a different engine test, which determines a diesel fuel's ease of spontaneous ignition . High cetane number enhances cold starting and permits high-speed diesel engine operation. As one would expect, the fuels in current use cover a band when the two values, octane and cetane, are plotted against each other."

INTRODUCTION This chapter outlines some general principles and procedures that a rock mechanics engineer can use to arrive at a logical design for the size, shape, and spacings of underground openings in various types of com¬petent rock formations. Rock formations can be clas¬sified into six major categories which are useful for design purposes, provided the necessary input data are available regarding the geology of the site, the physical properties of the rock, the in-situ stress field in the rock, and the general geometry of the underground openings. The US Bureau of Mines (USBM) developed a rock classification system based upon these concepts and found it to be useful for design purposes (Obert, et al., 1960; Obert and Duvall, 1967). This classification sys¬tem is given in Table 1; however, an extra column has been added to the original classification to indicate the appropriate design techniques for each rock class. In this classification system, two main classes of rock are considered: competent rock and incompetent rock. Competent Rock Competent rock is any rock which, because of its mechanical and geological characteristics, is capable of sustaining underground openings without the aid of any structural support except that provided by unmined rock in the form of pillars and side walls, etc. Roof bolts and small random props which support only local loose rock are not considered structural supports. Competent rock is further subdivided into three ad¬ditional categories-massive, laminated, and jointed¬ which are defined as follows: Massive Rock: Massive rock is a rock formation where the spacing between mechanical defects such as joints, partings, or faults is equal to or greater than the critical dimensions of openings, or where the strength of the bond across these mechanical defects is com¬parable to the rock strength. Laminated Rock: Laminated rock is a rock forma¬tion divided by approximately parallel planes of weak¬ness into lamina whose thicknesses are small compared to critical dimensions of openings and where the bond between the lamina is weak compared to the rock strength. Elastic Rock-This is rock whose physical proper¬ties will permit the use of elastic theory to predict strains and displacements from applied stresses. Inelastic Rock-This is rock whose physical proper¬ties are such that strains and displacements are a strong function of time as well as applied stress. Incompetent Rock Incompetent rock is any rock which, because of its mechanical and geologic characteristics, is not capable of sustaining underground openings without the aid of additional structural support in the form of linings, steel sets, or systems of props. This classification system for rock depends not only on the mechanical and geologic characteristics of the rock but on the size of openings and their depth be¬low the surface. For example, many competent rocks at shallow depths for small stress fields could become inelastic rock at greater depths and larger stress fields, or competent massive rock for small openings could be¬come laminated or jointed rock for larger openings. Thus, to classify rock for design purposes requires a knowledge of the geologic properties of the rock mass, the physical properties of the rock, the general size of the openings to be mined, and the average range of the in-situ stress field to be encountered. To design underground openings and structures in rock, it is necessary to use criteria of failure for rock under various stress conditions, and to use safety factors to allow for differences between laboratory and in-situ strength properties of rock and to account for errors in¬troduced by the various assumptions made in the design process. Criteria of failure based on maximum stresses have been found to give reliable results in practice. Thus, it is assumed that rock will fail in tension when the tensile stress exceeds the tensile strength of the rock as determined by a standard modulus of rupture test on samples of rock core. If the tensile stresses in rock are small, then it is assumed that the rock will fail at a value of compressive stress equal to the compressive strength of the rock as determined by standard uniaxial compres¬sive strength tests on samples of rock core. Flotation of rutile with N-benzoyl-N-phenyl-hydroxylamine (N-BPHA) has been investigated. Initially, floatability tests were performed in a Hallimond tube. The results indicated that rutile was floatable in the pH range from 2 to 4 at N-BPHA concentration between 2x10-3 M and 2x10-2 M. Selectivity against hematite was recognized when operating at pH values below 2. Following the hypothesis of the formation of a surface chelate between N-BPHA and titanium ion, this compound was precipitated from a solution of Ti(SO4) to which N-BPHA was added. I.R. spectrometry oft the rutile before and after treatment with N-BPHA solution confirmed the presence on the rutile surface of the same compound. The absorption isotherm and kinetics were determined by analyzing N-BPHA in solution with an U.V. technique. A hypothesis for the mechanism of adsorption of N-BPHA on rutile is suggested.

"Considering the traumatic events of Canadian mining taxation of the 1970s, one wonders at the sanity of anybody who tries to predict what the 1980s might hold for the tax structure of the mining industry. Yet, the author agreed to tackle this task when called upon to do so at the annual meeting of the Quebec Metal Mining Association in June. The text of this ""daring"" speech follows.IntroductionI have been asked to play the part of the oracle at Delphi, and to predict what the 1980s might hold for the Canadian mining industry in terms of taxation. To appreciate the challenge of this difficult assignment, try to imagine someone in my position back in 1972 attempting to forecast the balance of the 1970s. I daresay that ten years ago nobody could possibly have conceived of the devastating and casualty-ridden rollercoaster ride that mining taxation actually took in the 70s. Nevertheless, I shall examine the entrails and try to shed some light on what might happen during the balance of this decade as far as mineral taxation is concerned.If one were to retreat deep into history, one would find that taxation generally served one purpose-namely, to raise revenues for the government. More recently, an important second function has emerged: taxation is increasingly being used as a fiscal tool-a tool intended to mould and shape future events in order to accomplish certain economic, social and political objectives. It is these two main forces-the need (or desire) for revenues and the perceived convenience of using taxation as a fiscal tool-which will continue to shape the tax structure of the future.In our assessment of where taxation of the mining industry may be headed, we should be able to learn something by looking at where we have been."

The Picher Mining District, located principally in north-eastern Oklahoma, was one of the world's largest lead-zinc mining areas during its 55 year life. The field covers an area of approximately 72 square miles (186 km.-); an estimated 1.6 x [103 yds3 of material (1.22 x 103m3)] worth in excess of one billion dollars, has been mined. Mining activities were typified by surface exploratory drilling identifying ore distribution and extension of underground workings to the lead and zinc deposits outlined. Exploration holes were either left unplugged or plugged at the surface with a section of a telephone pole. Low grade ore and waste rock were discarded in mined out portions of drifts. These waste piles containing pyrite and marquisette were left underground and oxidized during the many years of active mining. Upon cessation of mining activities in the mid-1960's, the drifts and shafts of the abandoned workings began to flood as the cone of depression filled in, leading to the dissolution of the oxidized sulfides and the formation of large volumes of acid mine water in the mined out openings. The resulting poor quality water, with high concentrations of cadmium, iron, lead and zinc, began discharging at the surface in 1979. Contamination of the underlying aquifer supplying local residents was first detected on a localized scale in 1980. The present surface water and ground water contamination have lead to the area being classified as one of the top ten hazardous waste sites in the U.S. by the EPA under the superfund program.

The region of metalic ore deposits in northern Chile, southern Peru, western Bolivia, and northwestern Argentina occurs in arid zones at altitudes as high as 4,600 meters. Because surface water supplies are meager, new mines require unexploited sources of water. Prolific groundwater aquifers occur in salar basins in this region of the Andean Highlands. Exploration water wells have been constructed and aquifer characteristics have been tested in eight salar basins. Results indicate groundwater quality is good. Aquifer transmissivity and storage computed from results of pumping tests indicate maximum production water well capacities in excess of 170 liters per second.
