Esso Australia Ltd. operates a large natural gas producing system in the Gippsland Basin, supplying gas to the Gas and Fuel Corporation of Victoria, the State Electricity Commission of Victoria and several industrial customers. Gas reaches the Longford processing plants from three offshore platforms via a network of large diameter pipelines, which must be protected against the formation of ice-like hydrates. When gas production commenced in 1969, methanol was used to inhibit hydrate formation in the offshore pipelines. However, later investigations showed that the methanol was causing excessive degradation of molecular sieve in the onshore gas-processing plants. (Molecular sieve is used to remove water and H2S from the gas prior to further processing to remove heavy hydrocarbons.)

The PSU/MVS program, one of the computer programs for ventilation network analysis most recently developed at The Pennsylvania State University, was applied to the analysis of modifications to an existing ventilation system for a coal mine located in southern West Virginia. The program is well designed and has diversified capabilities which allow the users to make decisions on the optimum size and number of fans, the location and number of airshafts, and the optimum operational procedures. The mine had 10 working faces, from which the average production rate was about 5900 tons of clean coal per day. Two vane-axial mine fans were used in parallel at a shaft, and both of them operated simultaneously. One additional shaft was in the final construction stage and it would be used in four months to alleviate the load for the existing fans and distribute intake air more evenly. The overall ventilation surveys, including the altimeter pressure survey and the air quantity survey, were carried out in the mine entries, shafts, slopes, and gob areas. Computations were made using the above-mentioned computer program on the present condition and after one additional fan was placed in operation at the new shaft. Also, recommendations were made on the air route and fan blade settings for the most economical and efficient ventilation system. Further studies were carried out to decide the proper period when the third air shaft would be required according to the long-term mining plan. Additional branches were added for the next 4 years of the production plan, and the ventilation conditions were tested at the end of each year. Numerous combinations of blade settings and modifications of air routes were tested. It was recommended that the third air shaft be added at the end of the third year so as not to experience fan stall.

The Bureau of Mines investigated the availability of manganese from known domestic occurrences. Eight of these deposits were found to have demonstrated resources totaling 420 million metric tons with an average grade of 10 percent contained manganese. They were found to be submarginally subeconomic. Economic evaluations of the eight deposits resulted in incentive prices ranging from $8 to almost $35 per long ton unit (22.4 pounds) of contained manganese. Comparing these prices with the current market value of $1.70 per long ton unit of manganese clearly illustrates the submarginal nature of the domestic ores analyzed. These domestic resources would probably not be developed except in the case of an extreme national emergency. Production from the eight deposits would take 3 to 6 years to develop, and the final product would be manganese ore concentrate, which could be used in the production of ferromanganese. If preproduction development began in 1981, annual production would peak in 1987 with 900,000 metric tons of recoverable manganese. Thereafter, production would see a steady decline unless additional resources were located or technologic improvements were made to allow processing of lower grade material, or unless mining and processing of ocean manganese nodules began to take place.

In Louisiana salt mines a sudden erruption or outburst of salt and gas occurs when the heading face approaches a pressure pocket (altered salt with high pressure gas). The resulting cavity is semi-ellipsoidal, reaching lengths of 50m or more. Potential risks from the outbursts include loss of life and equipment. A gas outburst is initiated by "disking" of the salt in biaxial compression and propagates by spalling of the cavity walls and further disking. The outburst is terminated by a combination of dilatancy hardening, increase in stress along the cavity axis, and enlargement to boundaries of the pressure pocket.

The use of high pressure fluid cavitation is investigated as a means of breaking an ore into its constituent grains. This Cavitational Rock Dissagregation (CRD) is found to be possible and effective in breaking down galena ore, both in sandstone and dolomite host material. The technique did not work as well in comminuting and cleaning oil shale, because the cavitation drove the oil into emulsion with the water. The presence of dominant bedding in the rock also caused preferential breakage to these lines, rather than to the individual grain boundaries. This problem was also encountered in tests on igneous ore where weakness plants of the overall ore proved weaker than the boundaries of the individual grains. It was found that the prevailing expression of cavitation erosion dependence on pressure was not absolutely valid. In contrast it was found that CRD is much more sensitive to jet flow diameter, and when this was recognized it was found possible to erode rock with compressive strength of up to 350 MPa with operating jet pressures of 10 MPa.

Before the development of the underground stoping and mining costs can be considered, certain facts about the ore body, the proposed mine, markets, etc., must be known or determined. In the case to be studied, the zinc-lead mineralization occurred with a narrow vertically dipping structure of undetermined length and vertical extent. Exploration completed to date has revealed 6.5 mil¬lion st t of proven reserves. A further 820,000 st of in¬dicated reserves has been outlined and this tonnage is considered capable of being expanded by a factor of approximately four after more detailed drilling. After studying the market conditions and completing a very preliminary feasibility study, it was decided that production would be 730,000 stpy (or 2000 stpd) of ore. First year production would be at the rate of 1500 stpd. The main design criteria for the selection of the min¬ing methods are minimizing surface subsidence, maxi¬mum recovery of the ore body, maximum degree of grade control, maximum productivity, and safe working conditions. Two basic extraction systems are considered capable of meeting these requirements: mechanized cut¬and-fill stoping and sublevel long-hole stoping with filling. The primary development system of the mine has been designed to give maximum flexibility in stoping systems and layout and to permit changes if considered necessary as a consequence of actual production ex¬perience. At the present time, access to the mine is by a circu¬lar concrete lined vertical shaft, 16 ft diam, sunk to a depth of 1380 ft. Two exploration levels have been driven within the ore zone at depths of 165 and 1246 ft below the surface outcrop. The development to date had the objective of sampling the mineralization and produc¬ing detailed information on the outline of the ore body and the distribution and controls of zinc and lead values. In an attempt to satisfy the basic design criteria for the mine, it was decided that production would be best achieved by a combination of 40% sublevel long-hole stoping and 60% cut-and-fill mining. Costs of exploration and capital development of per¬manent underground facilities are normally written off over the life of a mine. Production expenditures, on the other hand, are of a temporary nature and are normally charged as and when incurred as an operating expense. Reasonably accurate predictions of mine production costs can be built up from engineering design and estimates of individual mine activities for ultimate inclusion in the comprehen¬sive data required for financial decision making. The simulated operations can be costed on a detailed basis in the form of a monthly operating budget. The budget format can be generalized or detailed, depending upon the scope of the project. However, ex¬perience suggests that a fairly detailed format has the advantage of assuring that all significant cost items are included. For underground costing it is suggested that the budget structure include five major cost centers (i.e. development, diamond drilling, ore extraction, hoisting/ transportation, and general mine expense). These in turn are detailed under numerous subheadings. The mechanism for compiling an operating budget will be illustrated. Because of its relative simplicity, ore extraction under sublevel long-hole stoping has been chosen for illustration. All other activities, simple or complex, can be estimated in similar fashion. BLOCK AND STOPE DEVELOPMENT Long-hole blocks, used where advantageous, will be up to 250 ft in height, depending upon the vertical con¬tinuity of the mineralization, and approximately 300 ft long. Drawpoints will be at 36-ft intervals and serviced by loading crosscuts driven from a footwall drift parallel to and close to the ore zone. Pillars between the stopes will be 50 ft wide. Stopes will be drilled off with vertical rings of blastholes drilled from sublevels approximately 60 ft apart vertically. This drilling will be done by percussion drilling machines (31/2 in.) mounted on a trackless drilling rig. Load¬haul-dump (LHD) equipment will be used to move broken ore from the drawpoints to the orepass connecting to rail haulage systems. On completion, long-hole stopes will be backfilled to prevent caving and to facili¬tate later pillar removal. From a planned stope layout, a forecast of produc¬tion and development is made in Table 1. Table 1. The Bureau of Mines determined the effect of slag additives on copper solubility and the distribution of typical impurity elements between copper-iron matte and silica-saturated fayalite (iron silicate) slag at 1,250° C, in CO-C02 atmospheres with 10 pct S02. Small additions (<10 pct) of CaO, A1203, and MgO were shown to decrease copper solubility in the slag. Additions of CaO increased the solubility of bismuth and tellurium in the slag at lower matte grades. Al 20 3 additions decreased the solubility of tellurium in the slag, but increased that of bismuth at lower matte grades. A1203 additions increased the solubility of both at lower matte grades. With no additives, matte grade did not affect the solubility of bismuth in slags, whereas increasing matte grade resulted in a slight decrease in the tellurium solubility in slag. Additions of CaO or As203 alone to the slag increased selenium and arsenic distribution to the matte, but had little or no effect on antimony distribution; whereas small MgO additions decreased antimony distribution to the matte but had no effect on arsenic and selenium distribution. In slags with no additives, selenium distribution to the matte increased with increasing matte grade, while that of antimony decreased and that of arsenic was unchanged.

Two innovations in nickel-arsenic separation have been studied on a laboratory scale. The first requires only a nitric acid atmospheric leach without preliminary roasting and leads to favorable final conditions for precipitation of arsenic as highly stable FeAsO4, The second is an NaOH-H2O2 pressure leach which is an alternative to the known NaOH-O2 pressure leach. Either method offers the possibility of rapid and efficient separation of nickel from arsenic and is applicable, for example to the high grade niccolite deposits in the Great Slave Lake area of northern Canada.

COM Energy, Inc., a subsidiary of Occidental Petroleum Corporation, has constructed a 1.6 million hectoliter-per-year COM plant in Jacksonville, Florida. COM will be distributed to customers in the region as a substitute for fuel oil presently burned in boilers and kilns. As the market for COM grows, COM Energy, Inc. expects to build additional units both in this country and overseas. This paper addresses the overall status and technical aspects of the project, focusing on the facilities for COM production and utilization.

Political issues and a glaring infrastructure deficiency have retarded the emergence of a strong mining component to the Alaskan economy in recent years. Barriers to orderly mineral development are slowly being removed attendant upon changing political circumstances. Infrastructure development, as an investment avenue as well as a responsibility of the State, is receiving much greater attention than in the past. Alaska of course has a rich and varied mining history going back to the 19th Century. This paper, however, focuses on the mining potential, not the mining heritage of the 49th State. The mining industry is emerging from a nadir in the economic cycle - times during which it was buffeted by unsympathetic administrations and confused and confounded by the protracted land status- conflicts prior to enactment; of the Alaska National Interest Lands Conservation Act (ANILCA) and other milestone legislation. Today Alaska&apos;s mining industry looks toward a bright and healthy future and, in the process, will become a very important and vital component of the State and national economy.

In its role of providing technical assistance to the mining industry, the Bureau of Mines&apos; Tuscaloosa Research Center has conducted research to develop trapped miner location systems which would aid in locating miners trapped by underground mining disasters. Efforts to produce electromagnetic systems for the location of trapped miners underground and to communicate with them were surveyed, from the 1920&apos;s to 1981. Theoretical studies of through-the-earth electromagnetic transmissions are described as well as studies of the electrical characteristics of various rocks, minerals, and soil. Several trapped miner location systems are reviewed including the Westinghouse systems, the DEVELCO system, and an automated three-dimensional location system, and the phase difference of arrival technique. Tangential research, relevant to trapped miner location systems is described. A comprehensive bibliography covering all aspects of trapped miner, through-the-earth electromagnetic location and communications systems is appended.

The topic of the industrial applications of mineralogy is a vast field which can be adequately covered only in a large book or by a two or three semester course. This paper recalls experiences of the writer in this field, a task requested by the Process Mineralogy Committee. Therefore, this paper is largely an account of the industrial mineralogy problems I was involved with, since my student years, Although I will treat each application only briefly, it is hoped that they will illustrate to the students in the field how varied are the applications of mineralogical methods. In this respect, I want to emphasize that it is important for mineralogy teachers to point out the usefulness of mineralogical methods much more often in their courses. Not only does that help prepare young individuals for industrial careers, but also it arouses their feeling of consciousness of public responsibility which is an important attribute for the world&apos;s scientists. When professors utilize the varied applications in their teaching of mineralogical methods students then understand better the significance of learning those methods and appreciate the many years of necessary university preparation. The first time I was involved in an application of mineralogical methods was about 1944 as a student of Professor Paul Niggli. He was asked to study the problems of ice crystallization on wings of airplanes. The ice formed at high altitudes and during the winter. This was not outside his realm of expertise because he was the main initiator of the Snow Research Institute on the Weissfluhjoch in Switzerland. I believe that the work of this Institute was an important factor in stimulating much of the snow research subsequently carried out at the United States Army Snow Research Center, which was located at that time in Willmette near Chicago. Dr. Bader, one of Paul Niggli&apos;s former students, was the Director of Research at Wilmette at that time and for quite a number of years thereafter. A mineralogist-crystallographer can make important contributions to a better understanding of the problems of snow and ice formation, avalanche hazards, and the prevention of hail. An economical, remotely operated (automated), temporary roof support (ATRS) has been developed by the Bureau of Mines for use on a single, fixed-head roof-bolting machine (squirmer) that operates in low coal seams (less than 42 in thick). The ATRS eliminates the need for squirmer operators and helpers to go under unsupported roof to set or remove temporary support prior to or during the roof-bolting cycle--a task that annually accounts for approximately 20 pct of all roof fall fatalities. The ATRS can be adapted to any squirmer used in the U.S. low coal fields. A prototype ATRS was field-tested at Imperial Colliery Co.?s Mine No. 20 in Eskdale, W. Va. The Mine No. 20 amended roof- control plan, which requires the use of the Bureau?s ATRS as temporary support during face bolting, has been approved by the Mine Safety and Health Administration (MSHA), U.S. Department of Labor.

This paper will present an overview of several hydrometallurgical processes which can be used for sea-nodule metal recovery and some simplified economics. Before going any further, here are some of the basic figures from which the economics were developed. The first is to establish a representative composition for a typical nodule feed (Slide 1). This set of chemical analysis figures can be taken as typical for a deep Pacific nodule feed and shows manganese at 30%, copper at 1.1%, cobalt at 0.2%, nickel at 13% and iron at 10% for the metals of economic interest1.

In the establishment of a useful failure criteria for complicated, fabricated structures, two basic areas of knowledge must be evaluated: 1. The accuracy of the applied stress analysis must be known in comparison with actual stresses encountered during mill operation. 2. The metallurgical fracture properties of the basic materials must be established with reference to non-destructive examination (NDE) methods to be used during fabrication. Both of the above can only be evaluated by use of full scale tests on the structures, and/or components, of interest. This paper describes such tests and comparisons as applied to several large mill installations. In addition, weldment component fatigue tests arid flawed casting strain gauge tests are also discussed. The combination of such test results allows for the formulation of failure criteria directly applicable to the fabrication and examination procedures followed in grinding mill structure manufacture.

Mining lignite in the Gulf Coast often requires some interaction with shallow ground water system. Suggestions for determining ground water data and analysis requirements for regulatory compliance are given. Simple methods for estimating mine inflow seepage, ground water level declines, and changes in ground water chemistry, which may result from mining, are discussed. The mining of lignite often results in interaction with shallow ground water systems. An evaluation of the interaction is required as input to mine permitting and engineering. Your evaluation will proceed more smoothly and produce more meaningful results with some planning prior to performing your evaluation. Work has been carried out under Bureau of Mines Contract HO 395132 to develop improved sensor cells for use in direct-reading detectors and diffusion exposure meters. A pumped CO sensor cell was developed which has a shorter response time, improved temperature cycle characteristics, and improved linearity and stability at high CO concentrations. Diffusion CO sensor cells have shown good response level stability and linearity up to 1000 ppm. In addition, a new sensor cell catalyst has been developed for NO2 sensor cells which has a much shorter response time and improved response stability characteristics.

GENERAL DESCRIPTION Block caving is a distinct caving method applied mostly to large, massive, ore bodies because of its in¬herent low cost and high production capabilities. Areas of sufficient size are removed by undercutting so that the mass above will cave naturally. Drawing of the caved ore at the bottom of the ore column causes the caving action to continue upward until all of the ore above the undercut level is broken into sizes suitable for handling. When properly applied, block caving results in a lower mining cost per ton than any other under¬ground method. There are three distinct forms: (1) dividing the horizontal area into rectangular or preferably square or nearly square blocks, drawing evenly over the entire area to maintain an approximately horizontal plane of con¬tact between broken ore and caved capping; (2) divid¬ing the horizontal area into panels across the ore body, retreating by undercutting manageable areas from one end of the panel to the other and maintaining an in¬clined plane of contact between the broken ore and caved capping (thus the name panel caving); and (3) no division of horizontal area of the ore body into defi¬nite blocks or panels (this is termed mass caving). Undercutting may be from wall to wall, retreating from one end of the ore body to the other, maintaining an inclined plane of contact between the broken ore and caved capping. The total active caved area is deter¬mined by the size of block that will not produce undue stress on workings below the undercutting level and by total production requirements. This type of operation is also referred to as panel caving at some properties. SUITABLE ORE BODIES Block caving in its various forms is applicable to deposits of various shapes and ores of various strengths. Its success is governed by rigid requirements and limi¬tations. In unsuitable deposits or where improperly em¬ployed, the loss of ore may exceed that of any other mining method. Good planning, systematic work pro¬cedures, careful supervision, and good judgment con¬tribute to its success. Ore Characteristics Included as a necessary characteristic in an ore body suited to a successful block-caving operation is a proper fracture pattern. Ore hardness should be another gov¬erning factor, and the toughness or softness of the ore should be considered. There must be sufficient horizon¬tal area available for expansion of the undercut, if neces¬sary, to start the caving process. Large, massive, ore bodies usually meet these conditions. Veinlike deposits must be wide and dip rather steeply to conform to the block-caving limitations. The capping must be of such a nature as to cave when the underlying ore is being removed since the weight of the overburden aids in crushing the ore. The most favorable capping character¬istic is that it breaks into coarse pieces and resists attrition as the block is drawn. Soft capping, by breaking into fine pieces and sifting into the ore or channeling through the ore to the drawpoints, can seriously dilute the ore and hinder the extraction of clean ore from the blocks. Types of Ore In block caving, a fairly uniform distribution of val¬ues in the ore is necessary. Grade values may range from low grade to high grade, but most often the sys¬tem is applied to low-grade ores. Wide veins, thick beds, or massive deposits of homogeneous ore overlain by ground which will cave constitute suitable ore bodies. The ore must be such that it can be supported while blocks are being developed and undercut but breaks up readily when caved. Some applications include porphyry copper, disseminated molybdenite, hematite in the Lake Superior iron district, limonite deposits in northern Spain, the diamond mines of South Africa, asbestos and nickel in Canada, and massive magnetite in Pennsylvania. Size and Shape Outline of the ore body should be fairly regular, and the sides of the ore body should dip steeply. It may not be economical to mine small portions of ore extending into the walls of the deposit, and low-grade inclusions in the ore cannot be left unmined. Some dilution of the ore, as mining progresses, by low-grade or barren cap¬ping is inevitable and, unavoidably, some clean ore is left between drawpoints. Determining Cavability The use of rock mechanics is sometimes advantageous in helping to determine the cavability of an ore deposit. The US Bureau of Mines has information and testing ability which can assist in determining the cavability of ore types. Several competent consulting orga¬nizations knowledgeable in rock mechanics can also as¬sist in evaluating the cavability of an ore body. Some recent work has been done to better define the cavability index of various ore bodies; an example of how this was determined is discussed by McMahon and Kendrick (1969). The intensity of the fracture pattern is a critical parameter to be analyzed. The question to be answered is, "How intense must the fracture pattern be?" Table 1 is a tabulation of the size of rock fragments that appear at the drawpoint of various block-cave mines around the world. These are indicative of the fracture-pattern spac¬ing and, as can be seen, they vary substantially from the almost sandy material at the Mather mine to fairly sizable blocks at the Grace mine. Several sets of fractures are essential to promote good caving. Ideally, two vertical sets at nearly right angles to each other and a third set nearly horizontal are required to insure a good caving ore body. Since initial caving of an ore mass is almost always by the action of gravity acting on these planes of weakness, it is doubtful

INTRODUCTION A complex interaction of worldwide economic and political forces is increasingly requiring 3 primary participants for the successful development of large natural resource projects in developing countries. They are the host government of the developing country (the "host government"), one or a consortium of international natural resource companies, (the "Resource Company") and one, or more likely, a syndicate of international lenders. The host government typically controls the rights to its country&apos;s natural resources and establishes the economic ground rules for their development. However, because of worldwide inflation and the depletion of easily accessible, high-grade resources, the nominal and real capital development and operating costs of projects have been spiraling. Moreover, the depletion of high-grade and mineralogically uncomplicated resources also raises the technical and operating risks associated with resource recovery. Thus, despite increasing political self-consciousness and economic nationalism in developing countries, international resource companies are still often necessary project sponsors since they can provide, among other things, the required technical and management expertise and equity capital. The presence of these factors, and often the addition of worldwide market access in a project, is often critical in determining whether or not the project will be considered creditworthy by international commercial lenders. The international commercial lender is often the critical third party in project development, due in a large part to the ever escalating-costs of project developments relative to the financial resources of many companies and even a growing number of countries. In addition, lenders have other reasons for taking more than a passive interest in all aspects of a project&apos;s development. These reasons include the following: 1. Projects are often financially structured such that the primary security for a loan, once completion and performance standards are met, is the cashflow of the project rather than recourse to its sponsors. 2. Lenders, in addition to the "project risk" just described, are frequently asked to assume various elements of "political" risk which nay put them in a sensitive economic position between the host government and international resource firms (This is discussed later). 3. International banks today have large loan portfolios of developing country debt with final maturities ranging from one to fifteen years. The various current projects undertaken are the building blocks of most developing country economies that will hopefully contribute to the long run economic development of a country as well as generate the foreign exchange necessary to repay foreign loans in the future. In this regard it is useful for lenders to realize whether a given project "makes sense" in terms of a country&apos;s natural resource endowments and competitive advantages over other countries. The type of framework discussed in this article would help lenders to better make such assessments. In order to facilitate the continued international flow of capital and technology to developing countries and of readily available supplies of raw materials from them, it is important for each of these three parties to increase its awareness of the goals and objectives of the other parties as well as the bargaining process that results in the legal, financial, credit and fiscal structures by which a joint venture project ultimately proceeds. Each of the parties faces increasingly complicated accept/reject decisions when they are faced with difficult choices among. a wide range of alternative structural combinations each of which has different implications for risk and reward to them. Therefore, by increasing the mutual, 3-way awareness of the decision processes of the other parties, it should be possible to: • provide better information and results in the formation of more rational expectations by all parties going into negotiations, • facilitate the project formulation process by allowing parties to focus more clearly on the areas of common interest and conflict, • result more frequently in final structures and agreements that better reflect the economic and political realities associated with a project and thus • result in more creative, innovative agreements that should reduce the need for changes to them and thus promote the kind of long run political stability conducive to attracting capital and further investment.
