An upsurge in demand for Australian coal has seen a much needed programme for a new generation of coal ports. This paper discusses design concepts in planning a large modern terminal, with the 25 Nt/a Port Kembla and the 50 Mt/a Newcastle facilities as practical examples. The need is emphasised for a studied Master Plan, in-built materials handling flexibility and staged development. Trends in bulk ship design and loading methods are noted. Features of these Australian designs include methods of dealing with poor ground conditions, functional civil engineering for environmental protection and optimal marine structure designs.

INTRODUCTION Jack Spalding in Deep Mining, Chapter 3, states: "In deep mining, to start stoping an orebody without a definite plan of operations covering the whole extraction from beginning to end is to invite serious trouble. Any stoping without plan is bound to leave, toward the end, a number of pillars, remnants, or promontories, which, as they are reduced in size, are liable to fail and cause a general collapse. The object of stope planning is so to mine an orebody that at no stage in the operation is a remnant left. Definition: `When a block of ore is stoped in such a way that eventually a small piece is left entirely surrounded by stoping, that piece is termed an island remnant.' The design of and adherence to a plan of stoping is of greater importance in preventing rock bursts than the type of ground control adopted." This, of course, is just an example of the old axiom that an ounce of prevention is worth a pound of cure. And in this context, mining does not have to be very deep before poor ground conditions, made worse by lack of good planning, force a mining company to resort to more expensive methods of ore recovery. At all times when rock pressures become excessive, stoping plans must be devised to avoid the creation of pillars or promontories. This is most readily recognized when mining deep narrow ore veins by open methods. It would be a little more general to say that stoping systems should seek to avoid or minimize localized concentrations of rock stress. Ore bodies, and particularly those at Falcon¬bridge, can reach large widths and leaving pillars for extraction at a later time cannot be avoided. However, good planning can reduce the effect of factors which create bad ground conditions. The necessary ingredients of planning are time and information: time to formulate and revise ideas; information, gained in exploration and early development, to provide the fullest knowledge of the ore body. In this way, plans become meaningful. It must always be kept in mind that the long-term results of good planning often require decisions not compatible with reaching earliest full production. PLANNING FOR DEEP MINING At Falconbridge Nickel Mines ore bodies presently being found and prepared for production lie at depths in excess of 610 m (2000 ft) below surface. Current un¬derground exploration is being directed towards favor¬able locations below 914.4 and 1219.2-m (3000 and 4000-ft) depths, at most mines. The Onaping Deep ore body has been traced to a depth of 1508.8 m (4950 ft) and at Falconbridge mine the ore body is under develop¬ment below the 5000 level. Planning for more efficient ground control has therefore become an important con¬sideration of future mining. HYDRAULIC BACK FILLING AND CUT-AND-FILL STOPING The advent of hydraulic back filling has led to the increasing use of flat-back cut-and-fill stoping methods during the last ten years, until it has probably become the commonest method of mining deep ore deposits in Canada. These methods account for almost all the pro¬duction from Falconbridge Mines at this time. The ad¬vantages claimed are: safety-a minimum of open ground; very little supplementary ground support (except rockbolted backs and walls); greater selectivity and flexibility in extraction (horizontal extension of the vein, high grade ore stringers going out into the walls); and high productivity and increased mechanization in larger ore widths. There is some difference of opinion as to whether hydraulic classified tailing back fill provides any great resistance to initial closure of the stope walls. The evi¬dence available suggests that it does not. Addition of portland cement to the back fill just prior to placement has produced a material having the properties of a weak concrete. It is confidently expected that this material will assist greatly in the efficient mining of pillars and generally in giving increased ground support to oppose closure. PRINCIPLES OF STOPE PLANNING BY LONGITUDINAL FLAT-BACK CUT-AND-FILL Again quoting from Spalding: "The practice of con¬trolling output by stopping and starting stopes is bad¬stopes once started should proceed without interruption, and control must therefore be obtained by altering the rate of stoping. It is therefore necessary that faces should normally advance at a medium rate which can be boosted, if required, to give temporarily a greater output. Modern high productivity stoping methods, however, generally aim to achieve and maintain the maximum output possible from a stope. Control of tonnage and grade, therefore, becomes a more complex problem requiring very careful scheduling and organiza¬tion. With the basic method of flat-back overhand stoping using hydraulic fill, it is not usually possible to mine in such a way as to avoid creating pillars." Consider an ore body as illustrated in Fig. 1. It is 274.3 m (900 ft) high by 228.6 m (750 ft) long on strike and averages 4.6 m (15 ft) in ore width. It rep¬resents approximately 907 000 t (1,000,000 st). The ore body could be mined by advancing one long single face through all the levels from bottom to top. A total face length of 228.6 m (750 ft) would accommo¬date five 45.7-m (150-ft) stopes. See Fig. la. Each of these stopes would produce approximately 1814 t/m (2000 stpm) and the ore body would require a period of ten years for complete extraction. A possible im¬provement to this scheme might be to stagger the indi¬vidual stope faces. See Fig. 1b. Problems of hanging wall failure can be reduced by this arrangement. From the point of view of reducing travelway maintenance, it is good practice to employ a stoping system of retreat. Decrease dust concentra¬tions of longwall face workers by keeping them up¬wind of the headgate stage loader and crusher. Approach Direct the face airflow from tailgate-to-headgate, the direction of coal transport. How It Works Ventilation is the primary method of dust control on longwall faces, and the most effective ventilation control is to put workers upwind of dust sources. Recent ad¬vances in longwall dust sampling by the Bureau have shown that on some faces, the headgate crusher and transfer points are signifi¬cant sources of dust -some¬times making up more than half of the total dust to which the face workers are exposed. Also, when the air is coursed from head-to-tail, the relative velocity between the air and moving coal on the face conveyor can cause dust entrainment from the conveyor, particularly if the coal is dry. On the faces where these dust sources are a signifi¬cant problem, they may be eliminated by coursing the air from tailgate-to-headgate, provided that the mine roof is stable enough to permit the necessary intake of the tailgate along with an aux¬iliary intake at the headgate.

The Bureau of Mines conducted this research to determine the feasibility of using soil redox measurements, a relatively new method in mining geophysics, to locate or define a variety of conditions that are hazardous or otherwise of interest to the mining industry. The method was used in three widely separated areas in an attempt to de- fine subsurface concentrations of methane, the edges of coal-burn areas, and a hydrothermal vein set. Both a description of the method used and test cases are given in this report.

The Province of Ontario covers an area of some 400 thousand square miles, however the subject I will be talking about today, the licencing of pits and quarries in southern Ontario, refers to about one quarter of this total area but contains better than 93% of the total population of the province or about 8 million people. Southern Ontario had and still has many inviting features to industry. The Great Lakes almost surround us, hydro power has been relatively inexpensive and abundant, but more in line with our topic today are the ample deposits of sand, gravel and limestone, all of which are used directly or indirectly throughout and are the mainstay of our construction industry. I say we are fortunate to have these non-renewable resources in abundance in close proximity to our industrial and metropolitan areas, but like so many of our resources we have taken them for granted for too long. What has happened in our case, as I am sure is common in many of your own similar situations, because of the recent, current popular trend by naturalists and environ- mentalists to preserve our natural heritage at the expense of all else, through parklands and indiscriminate zoning policies, these once abundant reserves have been tremendously eroded.

Recovery of uranium from wet-process phosphoric acid is a newly developed source of uranium. Many processes have been developed but the OPAP (octylphenyl acid phosphate) process is still the valuable one because the OPAP reagent compound has the high extraction ,power and cheap cost. The OPAP process was already studied by murthy(1) in 1970 and its complete process flow sheet was first fulfilled by F.T. Hurst(2) in 1974. WCFC(3) (western Co-op Fertilizer Ltd.) in cooperation with ESI (Earth Science Inc.) set up the OPAP uranium recovery pilot plant in Canada in 1978. We have studied the OPAP process since 1974 and first improved the OPAP extractant by proper adjustment of the DOPAP/MOPAP mole ratio with CH3OH-H20 method, resulting in shortening the phase separation time and avoiding the precipitation occurrence in our process. Second, we utilize the reduction and oxidation occurring by DC power supply on either side of the membrane to achieve the extraction and stripping at the same time. An improved OPAP process in which high recovery yield of uranium and acid uncontaminated by iron has been developed in our laboratory.

This section of Minerals and Materials analyzes the following three factors affecting the recent performance of the U.S. and world mineral industries: 1) the health of the U.S. and world economies, 2) the level of interest rates and 3) the performance of productivity in both the U.S. mineral industry and the general economy. While these indicators do not exhaust the possible critical factors, they represent an initial attempt to probe some of the considerations underlying the performance of the U.S. minerals and materials industry. The U.S. and World Economies It is essential to analyze the state of the U.S. and world economy because the demand for minerals and materials is a derived demand; that is, since minerals and materials are used in the productive process, the demand for them is a direct function of the demand for the finished products of which they are a basic input. Thus, the demand for minerals and materials is directly affected by changes in present and planned consumption and investment expenditures. The past two issues of this publication have highlighted the generally discouraging performance of the national and inter-national economies. Briefly, the world economy is in the third year of the first long recession in recent history where inflation rates have remained above 5 percent. With many countries either unable or unwilling to support domestic spending while inflation continues, there has been a growing tendency to institute trade-restrictive policies to support domestic demand. The resulting weakened demand conditions in exporting nations have had a direct effect on the mineral industry.

This paper summarizes the geomechanics programs conducted in two hard rock underground mining operations in the Western United States, between 1966 and 1981. The two projects were directed towards understanding the behavior of the rock masses, at the scale of the caverns. To this end, the emphasis was put on large scale field measurements, complemented by limited laboratory testing. The results of these observations were used to build realistic finite element models of the underground chambers. In the marble mine, at Crestmore, California, the models were applied to the structural optimization of the room-and-pillar pattern. In the granite mining, at Climax, Nevada Test Site, the models explained some unusual stress changes observed during excavation. Based on the large number of geomechanical techniques employed, specific conclusions and recommendations are offered regarding the quality, applicability, and usefulness of the various methods. The two case histories clearly indicate chat numerical models are extremely useful for a detailed understanding of the structural behavior of mine openings. To be realistic, these models must be based first and foremost on large scale field observations. The lessons Learned on these two projects also are directly applicable to the design and analysis of nuclear waste repositories in hard rocks such as basalt, granite, and welded tuff.

Longwall mining offers low cost potential for coal with high capital investment. As opposed to two shifts-per-day operation in most long- walls, Saarberg Mines in Germany increase utilization of capital by operating their longwalls around the clock. Differentiation between capital and operating costs, corrective maintenance versus preventive maintenance, improved roof conditions, and economical life of equipment was investigated. A surprisingly high degree of improvement was attained. Capital costs at Saarberg longwall coal mines have been reduced through a step-by-step research and trial program. This reduction was particularly influenced by the high performance pilot longwalls at the Ensdorf mine. The following presentation shows data and figures of those longwalls. End results were 40% reduction in capital costs, which could contribute favorably to investment decisions in the coal industry in a supply side economics environment.

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers' durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC's Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2). The U.S. mining production index declined 7.7 percent between April and June as compared with 1.2 percent for total U.S. industrial production (Table 1).

A program for the compilation of evaluated physical and chemical numerical properties data is being pursued at the National Bureau of Standards within the Office of Standard Reference Data. This program is being sponsored by the Department of Energy and managed by the Battelle Office of Nuclear Waste Isolation in Columbus, Ohio. The intent is to assemble a reliable body of numerical properties data concerning candidate mineralogical materials in which high-level radioactive wastes are to be buried. The ready accessibility of the data to site designers and the credibility achieved through the evaluative process are designed to help assess and compare the feasibility of each candidate material for use as a disposal site. Both generic and site-specific data are to be assembled. To date, generic rock salt properties have been assembled and published by the NBS as NBS Monograph 167. Details of the effort to produce this book are discussed.

"Overburden covering bedrock uranium deposits was sampled to depths of 29 m and Rn concentrations measured at the same depths. Total-alpha activities, V concentrations and Rn emanation (J) of the samples were measured. The U-flux into the overburden was greater in the past: oxidation and dissolution has since removed most U, leaving decay products which indicate the presence of U deposits when U itself does not. Distributions of U and decay products and their ratios to each other reflect U-migration and degrees of U-removal. Rn distribution in overburden is related to the J of overburden samples and the presence and movement of groundwater. Simple, rapid methods of total-alpha and J measurement are described.IntroductionThe overburden drilling apparatus developed by Bondar-Clegg and Company makes possible sampling and radon measurement in overburden from the surface down to about 50 metres. This apparatus was used here to study the diffusion of uranium and its decay products from ore deposits into over lying overburden at the N deposit of the Amok Ltd. property (Cluff Lake, Saskatchewan) and on the Imperial Minerals Ltd. property at Gooderham, Ontario. These ores are enclosed in bedrock; the overburdens were deposited by glaciers or streams. The migration of uranium and its decay products in such situations and the factors which affect it have been little studied in the past, as readily usable techniques for mapping it in three dimensions have not been available. The results reported here are somewhat sketchy and preliminary, but they indicate the value of the methods used and some of the patterns to be expected. Surface and subsurface sampling and measurements were carried out on 3-line grids crossing known zones of mineralization. The lines were 60 metres apart at Gooderham and 40 metres apart at Cluff Lake."

Lack of visibility from cabs of the large haulage trucks used in open-pit mines has become a serious safety problem. This Anaconda research program was conducted to develop a low-cost system for alerting haulage truck operators of the presence of small vehicles in their blind areas. Several systems, developed and tested to help solve this problem, are summarized and evaluated in this paper. As the size of the haulage trucks used in large open-pit mines has increased, so have the blind areas. Mine utility vehicles, pickup tucks and cars become concealed within these blind areas and, thus, become a serious safety hazard. Figure 1 shows the typical blind areas of a 150-ton haulage truck. The areas of greatest concern are those at the rear center and front right corner of the truck. It is within these areas of "no visibility" that numerous small vehicles over the years have been crushed by the large haulage trucks at various mine sites. Although the occupants in most instances, have escaped the vehicle before it was destroyed, injuries and deaths have occurred. The accidents, in most cases, were attributed to negligence or carelessness on the part of the driver of the smaller vehicle, but the problem of limited visibility still exists, and a solution is needed.

State geological surveys promote sound procedures for evaluation of mineral resources before development-procedures that protect the environment and accrue maximum benefit to citizens. Sophisticated laboratories have been equipped for geophysical, geochemical, petrographic, and mineralogic characterization of materials to assist citizens in land-use planning and optimum development of natural resources, activities clearly within purview of the state. Proper use of these facilities in support of exploration in a competitive, free-enterprise system should be based on achieving ultimate benefits to the public, but, in general, should not entail competition with commercial laboratories.

This report describes a field survey and laboratory investigation into the causes of failure of resiliently clad screen decks applied to coal preparation plants. Blinding of screen deck perforations and delamination of the resilient cladding are studied and mechanisms responsible for these failure modes are hypothesized. A laboratory test program to simulate the mechanisms was begun and abandoned when it became apparent that meaningful test results would require a substantially redirected effort. No meaningful test data was obtained from the laboratory simulation.

This paper presents an overview of -- the carbon-in-pulp process for gold and silver recovery as seen in the early 1980's. Traced back to its origins in the mid-nineteenth century the process development through the present state-of-the art is described. The process technology and equipment design are described in detail for the carbon-in-pulp process. A typical process flowsheet is given with a description of appropriate design criteria. Technical advantages and disadvantages as compared to the traditional countercurrent decantation process are discussed including some illustrative comparisons of capital and operating costs. A summary of currently operating carbon-in- pulp plants throughout the world is given with an insight into future developments in this industry.

Wollastonite is a little known industrial mineral of the silicate group. The largest and purest known deposit in the free world is being mined and beneficiated in Millsboro, New York by NYCO, A Division of Processed Minerals Incorporated. The associated garnet and diopside are separated from the wollastonite using dry high intensity magnetic separators. Beneficiated wollastonite is used extensively as an additive and filler in the ceramic, paint, refractory, and wallboard industries. Wollastonite acts as a functional filler due to its unique chemistry and physical acicularity.

Significantly reduce respirable dust exposures of longwall shearer operators when cutting out at the headgate. Approach As a result of Bureau research, a ventilation curtain is recommended to be mounted between the stage loader and the coal rib to more effectively prevent the ventilation air from blowing across the shearer drum as it cuts out at the headgate. Some mine operators already employ this method of reducing dust, but a vast majority do not. How It Works One source of extreme concentrations of respirable dust for longwall shearer operators is the shearer headgate drum as it cuts through into the headgate entry. As the drum cuts into the entry, it is exposed to the primary ventilation airstream. The high velocity air passes through and over the rotating drum, picking up large quantities of dust.

Studies of used or unused refractory materials are excellent examples of applied mineralogy in industry. Refractory materials are mineral substances containing ceramic or chemical bonding systems. Knowledge of the mineral composition, bonding, and textural relationships often explains the resulting physical property values of a refractory and contributes to the interpretation of refractory wear mechanisms occurring in steel plant service.

There has been a long history of ironmaking on the North East coast of England centered around the River Tees. The industry developed here because of the availability of good coking coals to the North in Co. Durham, and the discovery in 1851 of ironstone in the nearby Cleveland Hills, South of the .River. Cleveland ironstone is relatively poor in quality, with an iron content not exceeding h% and high proportion of sulphur and phosphorous. The iron exists in chemical association with alumina and silica, and physical beneficiation processes involve a serious loss in iron unless the upgrading is limited, when the economics of the process become doubtful. Over the years, richer foreign ores have replaced the local ironstone, and the last operating mine was closed in 1964.
