INTRODUCTION Today, raise drilling (boring) has become the stan¬dard method of raising throughout the Western world. It is estimated that the majority of raise footage com¬pleted in 1977 was accomplished by the raise drilling method. Extensive replacement of the drill and shoot system by mechanized raise drilling has occurred be¬cause users have recognized one or more of the follow¬ing advantages. In a direct cost per meter comparison, mechanized raise drilling is economically more attractive than drilling and shooting. Mechanized raise drilling offers improved personnel safety over the drilling and shooting method. Mechanized raise drilling is a faster and more predictable method for excavation than is drilling and shooting. The raise cost per unit of length becomes less as the raise length increases, offering greater flexibility in the overall design of mines. Mechanized raise drilling provides a substantial reduction in labor requirements. 6) Mechanized raise drilling improves the working environment. 7) Mechanized raise drilling improves the rock in¬tegrity of round, unblasted raises. Increasing acceptance of the raise drilling technique is enhanced by continuing equipment development. Today, a wide range of machines and capabilities is available, machine drive systems have been improved, reliability has been increased, and cutter technology is being improved quite rapidly. Table 1 lists the four major manufacturers of raise drilling machines, cutters, and reamers, together with the approximate number of machines that each company had in operation at the end of 1977. Although Reed and Smith are major suppliers of reamers and cutters, they do not manufacture the drilling machines. Four or five other relatively minor suppliers have built machines, reamers, and cutters for raise drilling, but they did not have a substantial num¬ber of machines in the field at the end of 1977. MACHINES FOR MECHANIZED RAISE DRILLING There are three principal arrangements for making machine-bored raises. They include the use of standard raise drills, reversible raise drills, and blind-hole or box¬hole raise drills. Standard Raise Drills The standard raise drilling machine is set up on one mine level or on the surface, and a pilot hole is drilled from that level or surface to a level below. When the pilot hole has been drilled, the raise then is reamed back from the lower level to the upper level or the surface. This arrangement is illustrated in Fig. 1. Reversible Raise Drills The reversible raise drilling machine is set up on a lower level of the mine, and a pilot hole is drilled up¬ward to a higher level. The raise then is reamed back from the upper level to the lower level. This arrange¬ment is illustrated in Fig. 2. The machines used for this type of raise drilling normally are capable of being used as standard raise drills. Blind-Hole or Boxhole Raise Drills The blind-hole or boxhole raise drilling machine is set up on a lower level of the mine, and a full diameter raise is bored to a higher level without the use of a pilot hole. This type of machine is illustrated in Fig. 3. Drill Recommendations If access to upper and lower mine levels is equal, the standard raise drill should be used. The complexity of the equipment and associated handling procedures for boxhole drilling far outweigh any mechanical advantage or reduction in the number of operations, provided that access to an upper level is available. If there is good access to a lower level but only limited access to an upper level, the use of a reversible raise drill should be considered. If there is no access to an upper level, a blind-hole or boxhole raise drill is the only practical mechanized system. MACHINE SELECTION There are six major considerations in selecting a machine for raise drilling. These include operating range, cutter loading, machine structure and main¬tenance, drill string configuration, drive system, and automated controls. Operating Range As shown in Table 2 and Figs. 4 through 6, raise drilling machines are available for a wide range of hole sizes. Standard raise drill ratings range from raises of 0.9 m (3 ft) diam and 120 m (400 ft) length up to raises of 3.5 m (12 ft) diam and 900 m (3000 ft) length. Boxhole raise drilling machines are available for raises ranging from 0.9 m (3 ft) to 2 m (6 ft) diam with lengths up to 90 m (300 ft). Table 2 lists, among other criteria, the torque and thrust of typical machines; torque and thrust are the main criteria for analyzing the capacity of a machine. The raise sizes shown in Table 2 assume a condition of medium hard to hard rock formations and optimum cutter loading. The recommended raise size for a given machine can be exceeded when raising softer rock formations or when the operator is willing to accept a lower level of performance; the performance is related directly to the 1093

Metalliferous sediments and/or saline brines have now been discovered in numerous sea floor deeps along 900 km of the axial rift zone of the Red Sea (Fig. 1). The Atlantis II Deep remains the most interesting of the the brine deeps both in terms of intensity of submarine hydrothermal processes and in terms of potential economic importance. In fact, successful completion of a pre-pilot mining test in 1979 indicates that the Atlantis II Deep may become the first deep sea base metal sulfide mine (Mustafa and Amann, 1980). Under the most optimistic scenario, the Atlantis II Mine might be established 4-6 years after completion of a year long pilot mining test in 1983-84. If established, mining would produce about 100,000 tons per day of wet mud with about 200 tons per day contained zinc, and proportional amounts of Cu and Ag. Expected mine life would be about 15-20 years (Anon., 1981). In addition to direct economic importance, the Red Sea brines and metalliferous deposits provide significant insight into exploration for sea floor brine-related ore deposits and for analogous ancient deposits. In this paper I will concentrate on the economic potential of Red Sea deposits and sea floor exploration for brine related deposits, but some ramifications of relevance to ancient deposits are extant.

6, 7.3 meter diameter autogenous mills at Wabush Mines are undergoing conversion from a radial configuration of pulp discharger to a curved design. Improved discharging efficiency has effectively lowered the pulp level in the mill. The low level operation enhances the grinding efficiency netting a 12% power reduction. Significant reductions to rate of wear has been a spin off benefit. The design incorporates features for holding the assembly solidly in place thus eliminating bolt hole damage and leakers. Preliminary work in one 11 meter mill at Hibbing Taconite did not indicate that all the same advantages were available in their process.

Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

The AMAX of Canada Limited Kitsault mine is located approximately 150 kilometers, by air, north of Prince Rupert, British Columbia at the head end of A1 ice Arm, just east of the southern tip of the Alaskan Panhandle. It is presently only accessible by sea or air, although a road is being constructed by the company which will provide access to Terrace, a commercial centre with a population of about 15,000. The topography is typically coastal mountainous with peaks rising to 2,100 meters around the head end of the inlet. The concentrator is at an elevation of 515 meters with the mine at 630 meters. This open pit molybdenum mine was previously operated between 1968 and 1972 by British Columbia Molybdenum Limited, a subsidiary of Kennecott Copper Corporation. AMAX of Canada Limited has spent $194 million to refurbish and expand this operation.

INTRODUCTION Square-set timbering of stopes developed from stull support methods because veins too wide for stulling were being mined. In general, the void caused by the stoping of the ore is filled with a system of interlocking timbers. Timber framework supports the wall rock, the mining operations, and provides access. A timbered stoping method can be used in all widths of veins at any dip. The timbering can be normal and parallel to the planes of the walls or at angles to these planes. Irregularly shaped ore bodies can be worked by timbered methods. Pinching or swelling of the vein will not adversely affect the method. Timbered stoping is especially advanta¬geous where weak ground is encountered in the vein or the wall rock. The ground is unsupported only until timber sets are stood. These stopes can be filled with sand or waste when desirable. The customary method of developing a square-set timbered stope with haulage drifts above and below and timbered raises on each endline is shown in Fig. 1. The drifts are timbered the full stoping length. The raises have two compartments with the manway and timber slide in one compartment and the chute in the other. The drifts and the raises cannot be widely spaced as handling timbers is an important consideration. Stoping can begin immediately above the drift timber and continue in both directions and upward from the raise. Breasting down each blast round for only one timber set laterally is the common practice. The blasted ore falls to a lower floor where it is slushed or trammed to the chute. Drilling can proceed on the upper floor while broken ore is being removed from the stope. As shown in Fig. 2, square-set timbering may be used in cut-and-fill stopes to support the back and walls until fill is added. There are various ways of developing an ore block for timbered stoping. Fig. 3 depicts the situation for the main haulage in the vein with an intermediate drift separated from it by a sill pillar. The ore is slushed into the chute connecting the two drifts. The situation in Fig. 4 is identical to that in Fig. 3 except that no sill pillar is used. In Fig. 5, the haulage drift development is done in the footwall with crosscuts driven to intersect the ore body. The intermediate drift development is above the crosscuts with a minimal sill pillar. The main bottleneck in timbered stoping is in the timbering process. Drilling in the stope is generally held up while timbering is done. Two or three men are re¬quired to do the timbering and an additional one or two men are needed to transport and raise or lower the tim¬ber. Good organization is essential to timbering. Skill must be exercised in standing the timber to support the ground and still maintain good production. COSTS AND PRODUCTIVITIES Development and stoping costs are presented in Tables 1 through 7 for the situations in Figs. 3 and 5,

The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation's land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan's charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don't share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn't agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government's largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That's nearly two bits a ton for every ton of coal leased in 1981. You wouldn't stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America's wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world's security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren't we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress' mandate to provide for environmentally responsible development of America's energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;

In most mining operations, some degree of selectivity is applied. Whether one deals with surface or underground operation, ore zones, and waste zones are defined not only on the basis of the value of the ore contained, but also taking mining constraints into account. A number of computer techniques are presented which can be used to determine the optimum location of the footwall and hanging wall of ore zones intersected by drill holes. Minimum mining width and minimum internal waste width constraints are taken into account, as well as other economic constraints. The system is presented as an integral part of a larger manumatic ore reserve and mine planning system.

Does an idea have merit? What does it cost to implement? Can the concept be implemented successfully? The ultimate proof is to try, then see. However, when there are many millions of dollars at stake, blindly building and trying requires considerable courage. Owners and investors in retrospect might choose other less complimentary words. So we might ask, "How might we establish the feasibility of an idea or concept before committing large sums of money to the ultimate test?" From this basic and prudent question, has evolved the engineering concept of the feasibility study. A feasibility study is simply a systematic evaluation of an idea or concept to determine the prospects for success. In a literal sense, a feasibility study considers an idea in terms of its data base, "builds" the idea on paper, "operates" that idea, calculates the cost and benefits, then measures the probable success in terms of some economic, technical or financial standard. Feasibility studies can be quite modest in scope yet provide useful insights as to the viability of an idea. A study might be initiated only to examine the completeness or validity of the metallurgical data base. Another study could be a search for a workable idea or solution to an already-identified possibly troublesome problem. In this latter case, the question, "Will it work?" may be far more important than, "How much will it cost?" Feasibility studies are sometimes global in scope, involving several dozens of specialists and examining an entire "grass roots" mining complex. Other studies may be less ambitious but equally important in examining an expansion proposal or developing new operating techniques. Studies may be commissioned to remove plant bottle-necks, solve maintenance problems and so on. The terms study and feasibility study are used interchangeably in this chapter. They denote a systematic method to examine a proposed concept or idea. DATA BASE Typically, studies are initiated with a minimum amount of specific information and a maximum number of assumptions. The purpose of this study was to evaluate the current literature on the use of calcium chloride and ligninsulfonates as dust suppressants with respect to potential adverse effects on health or the environment. Calcium chloride poses little internal hazard to man and animals, but toxicity to vegetation in and around the area of application should be expected. The effects, however, should be considerably less than those observed from using calcium chloride as a road deicer. Except for trout, ligninsulfonates seem to pose little direct systemic toxicity problems in aquatic organisms, animals and man or any problem with local vegetation. Because of a greater volume of information on its use and effects, calcium chloride is recommended over ligninsulfonates.

"This paper describes an alternative method of vehicle control which uses a micro-processor to control the field current and armature voltage concurrently. The field tests carried out and the conclusions drawn from the basis of the paper.IntroductionIt is generally accepted that the main obstacle to a greater use of electric vehicles is the relatively poor range and performance when compared to alternatives such as diesel and petrol-engine vehicles. Much effort has been applied to the problem of increasing the energy storage density of batteries and considerable improvements are now being reported.Improvements in the efficient use of the stored energy, although unlikely to achieve the necessary increase in range and performance for a widespread acceptance of electric vehicles, can nevertheless make a useful contribution. Because the improvement in efficiency is achieved by a reduction in losses, it follows that the temperature rise in drive-train components is reduced. These advantages, coupled with the increasing cost of energy, make improvements in the efficient use of the stored energy desirable, if not absolutely necessary. To achieve this with the large and rapidly varying loads encountered during the operational use of a vehicle will require a more flexible system of control than that provided by the current limit. This paper describes an alternative method of control which uses a micro-processor to control the field current and armature voltage concurrently.The value of these parameters is selected to supply the power demand at the motor shaft, with the minimum losses in electrical transmission, thus increasing the efficiency with which the stored energy is used."

The Role of the Operator The ultimate objective of any installation is to be able to accomplish the useful work that it was originally designed for. The operator needs a tool that he can both operate effectively and maintain efficiently. The overall design and subsequent installation of a comminution circuit should be a marriage of good engineering practice and practicality. Since the operator must operate and maintain his equipment, his input into the design and installation is vital to its ultimate success. The design of a crushing or grinding circuit is dependent upon many factors including flowsheet design, equipment selection, physical layout, space restrictions, climatic restrictions and considerations for future expansion. The operator must live on a day-to-day basis with the results of the final design and installation. The most satisfactory operation will result when the operator has a major input into each of the criteria that are used to define the final design and installation. The operator referred to is not only the mining company or organization that is having the installation built for its specific use but, more specifically, the person or persons that will actually be responsible for its daily operation and maintenance. Future references to the "operator" will include those individuals with that daily reponsibility. The operator's input into the installation of the circuit is of equal importance to his input into the design. The engineering organization which puts together all of the various design drawings for circuit installation is generally restricted to trying to get all of the details onto a multitude of 24" x 36" two dimensional drawings with a few isometric drawings thrown in. It's almost impossible to get all of the details of a final installation onto all of the drawings, and field modifications are necessary to make everything fit properly. In a multilevel installation, such as a grinding or crushing circuit, it is difficult to envision space requirements to adequately operate and maintain the various pieces of equipment simply by looking at a set o£ drawings. For some designs it is helpful to build a scale model so that a more realistic view of what the installation will look like can be seen. Timber support of mine openings continues to be an effective system for ground support, due to its avail¬ability, flexibility, and ease of installation. Timber support of mine openings as a primary method to support loose rock has been replaced to a large extent by rockbolting and by filling systems. How¬ever, the many designs of square-set timber and varia¬tions of crib and stull support that have been developed to suit many stope configurations have proven reliable over many years of application. Integrated in modern excavation and stoping methods, timber remains an im¬portant ground support material for today's mines. ADVANTAGES AND DISADVANTAGES OF TIMBER SYSTEMS Timber, when used as a part of the total support system, is recognized for its unique support properties. More than a cover to prevent minor falls of ground, timber systems have been carefully designed to provide adequate support with sufficient compressive qualities to achieve a safe working environment in extremely diffi¬cult ground conditions. In some cases, a timber support method is designed to yield while retaining its protec¬tive support qualities. Little or no initial investment in equipment or plant is required for incorporating timber into the mining support system. Low cost cutoff saws and portable chain saws are sufficient equipment for effective use of dimen¬sioned (sawed) or round (stull) timber support. Until recently, small sawmills of various complexity were com¬mon at mine surface plants. Sawmills at the mine sites have generally been replaced by timber vendors' mills. Suppliers have been able to use efficient cutting and lumber handling methods to reduce the cost of mine timbers. Most suppliers will package dimensioned mine timber into bundles that are suitable for handling down mine shafts and on level conveyances. The principal disadvantage of timber as a support method is higher material cost and labor cost associated with its labor-intensive installation. Furthermore, stand¬ing timber reserves of mine quality wood are in short supply in some areas, and heavy competition exists for alternative uses of the timber supplies. Vendors are reluctant to supply large cross section dimension tim¬bers relatively free of defects. Some mine operations require 4.8-m (16-ft) lengths of firm timber over 0.09 m2 (144 sq in.) in section and these are difficult to obtain in large quantities. APPLICATION OF TIMBER FOR MINE SUPPORTS Timber used in mine support has been cut from many species of trees. A firm hardwood with physical properties similar to western Douglas fir has been pre¬ferred in the US. Other harder and softer woods, how¬ever, have been used when readily available or where the specific strength or crushing quality of the wood is a desired specification of the support system design. Hard¬ wood, commonly oak, has been used where maximum crushing resistance is required. Mahogany and fir are widely used for shaft guide timber. Normally, timber is used with its core axis parallel to the long axis of the timber dimension. However, in some cases, it is placed normal to its core in a "butt" log position, so as to provide maximum resistance to abrasion of the ore passage adjacent to the cut end of the block. By selective placement of timber block¬ing, controlled resistance to ground closure can be achieved which will prevent early failure of primary sup¬port members of the timber structure. Timber is widely used in modern mining operations as a construction member for chute-lip support. These designs are tailored to each operation to conform to the dimensions of the haulage equipment being used. As a construction material, wood requires none of the spe¬cial equipment necessary for placement of concrete or steel support. Placement of these alternate support ma¬terials requires carefully dimensioned and engineered excavation for their installation. Wood can be easily sawed to fit on location. The successful use of timber in heavy ground de¬pends on the careful and accurate placement of block¬ing and bracing to achieve the controlled yielding re¬sistance needed to support the mine opening. Similarly, frequency, size, and placement of top and bottom block¬ing stulls in flat-bedded deposits are carefully determined to provide adequate support at the mining face. Con¬trolled caving through failure of the stulls may be required as the scope retreats from the earlier mined-out sections. The support program must achieve both of these dimensionless qualities by specification of stull frequency and size. The utility of the square set-system of ground sup¬port and timber support is described in Chap. 2, re¬printed from US Bureau of Mines Information Circular 6691. Four examples of effective use of timber for support of stoping and other mine openings are pre¬sented in other chapters in this section. The Gilman mine's use of Mitchell slice stoping described in Chap. 3 is an early modification of the square-set mining system. This application proved reli¬able for heavy ground and overcame some of the dis¬advantages of conventional square-set timber. Chap. 4 describes the Burgin mine's use of timber with other reinforcement material. This combination of materials achieved high strength and control with yielding com¬ponent members necessary for heavy, squeezing ground. Chap. 5 describes the Bunker Hill mine's use of square¬set timber in a new configuration that provides an effi¬cient and safe support for stoping using small load¬haul-dump (LHD) mobile equipment. The main industrial minerals produced are non-metallic - clay, dolomite, limestone, pumice, salt, serpentine, and silica sand. The other minerals, some with minor production, include diatomite, feldspar, magnesite, sulphur, asbestos, and perlite. Energy and metallic minerals and aggregate are excluded from this account. These industrial minerals occur in a wide range of rock types and geological ages. For example clays are known from the weathering products of Cretaceous rhyolite and leaching of Eocene coal measures; from Quaternary weathering of contemporary loess and shallow marine sediments, and of greywacke of Triassic-Jurassic age; and from the hydrothermal alteration of Late Cenozoic acidic volcanic rocks.

An air-pulsated jig has been widely adopted as a main coal washer. It may be mainly because of its many technical and economic features such as large capacity, low running cost, long life, etc. However, the recent increasing demand of fuel coal requires a higher productivity and efficiency of the air-pulsated jig. To fill this requirement theoretical and experimental investigations have been conducted on model and practical jigs in Japan. This paper generalizes the results of these investigations. In jig operation it is essentially of the most importance to create efficiently the pulsation of the water best suited for coal washing. The optimum pulsation should be determined by the theory of jigging process, and the method to realize it by that of pulsating mechanism.

Investigations of underground coal gasification (UCG) have been actively pursued by the U.S. Department of Energy since the early 1970s; the Lawrence Livermore National Laboratory (LLNL) conducted its first field experiment in 1976. In conjunction with field and laboratory studies of the process of recovering energy in the form of combustible gases from the burning of coal deposits in situ, an extensive environmental program has been conducted at LLNL under the auspices of both the U.S Department of Energy and the U.S. Environmental Protection Agency. This program has focused on groundwater contamination and ground surface subsidence caused by UCG. The material presented in this paper is a summary of results from the environmental studies of UCG activities conducted by LLNL as described by Mead, et al. (1981) and supplemented by the author's experience with this program in 1980 and 1981. The following sections describe specific groundwater contamination and surf ace subsidence problems encountered during field experiments in northeastern Wyoming, and will discuss implications of preliminary findings from geohydrological investigations of a site in southwestern Washington. Finally, possible environmental control technologies that are most likely to be effective in mitigating environmental impacts are discussed.

One of the major operating costs for any labor-intensive operation is that of its employees' wage and benefits package. Today's packages are extremely complex, with multiple pay rates for different grades and shifts, intricate bonus criteria, and expansive benefit packages that include all sorts of medical, dental, pension and other costs that can be "hidden" from direct examination and consideration. The problems of estimating the total cost of such a package to a company becomes even more acute at negotiation time, when pressure from both sides to settle intensify and changes to package offers come rapidly. A comprehensive system is needed that can evaluate these costs and perform sensitivity analyses, on the various components of an agreement so as to aid in the solving of major labor deadlocks, productivity problems, and cost impacts created by those agreements.

Chemical and physical properties of surface soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the existing surface soils, especially when these soils are classed as prime farm lands. In Texas, materials from the Carrizo, Calvert Bluff, Simsboro, and Hooper Formations overlie the lignite. The Carrizo Formation consists of thick clean sands with poor water and nutrient retention capabilities. These materials are least suited for placement of the surface of reclaimed land. The oxidized, medium textured overburden from the Calvert Bluff and Simsboro Formations possess adequate water and nutrient properties and are better suited for sustained plant growth. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation. However, caution must be exercised in vegetating these materials since they may contain acid forming sulfide minerals.

INTRODUCTION Shrinkage mining at Inco Ltd.'s Crean Hill mine can best be defined as a horizontal breasting method utilizing the broken ore for the mining floor and to provide wall support, with draw from a series of boxholes or draw¬points at the base of the stoping block. In choosing to shrink a given block of ore, the initial investigation centers on the ore configuration and grade, the expected ground conditions in the stoping area, the expected profit compared to alternative mining methods, the future production requirements, development lead time, the availability and type of equipment in the area, and the availability of experienced miners. These factors are weighed against other mining methods and shrinkage mining is chosen when the advantages outweigh the dis¬advantages. These will be discussed in more detail later. At Inco Ltd.'s Crean Hill mine, shrinkage mining makes up 17% of total mine production and is decreasing due to the advent of advanced blasthole techniques, notably in-the-hole drilling. Shrinkage is an adaptable mining method that is currently employed in narrow irregular ore zones, as undercuts for in-the-hole blast¬hole stopes, in ore bodies that do not extend from level to level, and in areas where quick production is required with a minimum of capital outlay or minimum develop¬ment. Two major types are currently in use which are classified on the basis of type of draw system employed. These are the utilization of load-haul-dump (LHD) equipment drawing from drawpoints, and the slusher and train method drawing from boxholes into a slusher trench and loading into a train. A third method being phased out is drawing from chutes directly into a train. In all three methods the actual stoping operation remains the same. In the initial planning of a mining block, the ore body is first located using an exploration diamond drill¬ing program. This is essentially done at a 130-m (400¬ft) spacing and it gives an indication of the amount of ore, grade of ore, the configuration of the ore body, as well as other geological features such as ground condi¬tions which will affect future mining. This drilling is done from an exploration drift 165 m (500 ft) long in the hanging wall and covers a vertical extent of 330 to 670 m (1000 to 2000 ft). However, these data are not accurate enough for detailed planning. When the de¬cision has been made to mine, a preliminary develop¬ment drill drift is driven in such a position that it can serve the dual purposes of allowing the ore body to be drilled off in detail, or of later serving as a haulage or access drift. Diamond drilling from this drift is usually on a 15-m (50-ft) grid spacing and gives adequate information for detailed planning. Utilizing the drill data, a decision is made on the mining type. For a shrinkage operation, the stoping block is ideally 49 m (150 ft) in length and a maximum of 13 m (40 ft) in width. Lengths of 65 m (200 ft) are considered a practical maximum because of the length of time the back of the stope remains open during the min¬ing of a cut. A minimum length of 13 m (40 ft) is used because the amount of time spent in opening a new cut increases in comparison with the total stoping time. The maximum width of 13 m (40 ft) is used because ex¬perience with the ground indicates that generally stope backs tend to be unstable over greater widths. However, widths of 33 m (100 ft) have been mined. A minimum width of 5 m (15 ft) is used to allow an effective draw, but in unusual cases, a width of 3 m (10 ft) has been mined successfully. The dip of the ore should not be less than 1.04 rad (60°). Angles flatter than this will not pull properly resulting in inefficient mining because of ore hang-ups on the footwall side of the stope and the need for large stagings on the hanging wall. In considering shrinkage, mining ground conditions play an important role. Strong shearing, cross faulting, or dikes are avoided. These usually cause dangerous mining conditions and an alternative safer mining method which will give adequate support to these adverse ground conditions is employed. Production requirements are taken into considera¬tion when planning a shrinkage mining program. In it¬self, shrinkage mining is capable of producing ore in a relatively short time with little capital development. If quick production is required, this method can produce ore rapidly as all that is required is that the draw system be completed and the miners with jacklegs and stopers produce a limited amount of ore. The obvious disadvan¬tage is that not all the ore broken can be pulled from the stope immediately. However, a mining horizon with sev¬eral shrinkage stopes in different stages of production can adequately maintain scheduled tonnage require¬ments, the cycle being stopes under development, stopes actively mining, and stopes completed and pulling. When the decision has been made to use shrinkage mining in a given block, the haulage and draw system is driven. The proximity of the orepass system dictates whether the system is to be a LHD operation or a slusher trench operation. If the orepass system is in close prox¬imity to the stoping block, LHD equipment is employed because of its ability to operate efficiently over short haulage distances. A long tram to the orepass usually dictates a slusher trench operation with haulage by train. Internal orepass systems are used effectively with LHD equipment with a load-out and retramming taking place on a lower horizon. In addition, stoping blocks in older areas of the mine are developed track because of the capital cost involved in converting an existing level to trackless mining. DRIFT DEVELOPMENT USING LHD EQUIPMENT The haulage drift for a draw system using LHD equipment is driven parallel to the ore body in the foot¬wall at a sufficient distance to allow an 11.5-m (35-ft) drawpoint to be driven into the ore (Fig. 1). The actual position of the drift depends entirely upon the ore con¬figuration and the drift size depends on the equipment to be used. Drift sizes of 4.6 x 4.1 m (14 x 121/2 ft) for an St-4 and 3.8 x 3.6 m (111/2 x 11 ft) for an St-2 meet company and government clearance standards and allow sufficient space to accommodate a ventilation pipe.
