The West Pioneer RARE II study area, No. 1-006 (fig. 1), has Figure 1.--NEAR HERE a high molybdenum resource potential. Two molybdenum-bearing areas are being explored by Utah International and by Cyprus-Moly Corp, Inc. using geophysical exploration and diamond core drilling. The study area also contains potential resources of gold and silver at six prospects: the Bear Paw (Ibex), Black Bear, Coeur d'Alene, Franklin No. 1, Martin, and Maynard. In addition, the Black Rear and the Martin contain possible copper, lead, and molybdenum resources. Most of the workings are caved.

Ladies and geltlemen, it is indeed a privilege and a pleasure to be here in Denver with you. I want you to know too I'm not a stranger out here. Golden, Colorado is the headquarters of A. T. Massey Coal Company's Western Division, headed by Vice President, Gregory H. Hoyl. I also have a very close friend and fraternity brother who works and lives in Denver so I could talk on and on about this area and our western coal properties, but it's Massey's coal terminal business I'm to focus in on today, and that's a horse of a different color. INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. Many factors -- political, environmental and technological -- will determine the extent to which the United States realizes the potential of its vast coal resources. Not the least of these factors is technogical development including mining, processing and transportation. With regard to processing technology, about 50% of the 800x106 tons of coal mined annually in the U.S. is processed in preparation plants. The purpose of the physical separations accomplished in these preparation plants is to remove ash (present as clays and other oxide minerals) and sulfur 'present mostly as pyrite). Coal flotation circuits for such separations are becoming more important in the processing of minus 28 mesh coal. (1,2,3) For example in the U.S. in 1960, 31 flotation plants processed 26,500 tpd; whereas in 1980, there were 80 flotation plants which processed 78,300 tpd. This corresponds to an annual growth in flotation plant capacity of 10 per year during the past two decades. Coal flotation is based on the natural or induced hydrophobicity of coal particles which are separated from hydrophilic ash and sulfur constituents by attachment to air bubbles. The coal particle/air bubble aggregates are collected in a froth phase which is created by the addition of a suitable frother such as MISC. Without exception, such separations are made in a conventional flotation cell, which, in essence, is a stirred tank reactor with a shrouded rotor to shear the air as it passes through a hollow shaft. The dispersed air bubbles (4.0 mm diameter) are stabilized by addition of the frother. Collision of the air bubbles with, and/or precipitation of the air bubbles on, the coal particles results in the formation of coal particle/air bubble aggregates which rise in the gravitational field and are collected in the froth phase developed at the top of the flotation cell. Restraints on successful separation by this conventional flotation technique are particle size and retention time. Generally it is found that effective flotation is only achieved for particle sizes between 10 and 1000 microns. Further, with respect to retention time, it is found that a nominal retention time of at least 2 minutes is required for successful separations. These facts limit the effectiveness of conventional coal flotation. Coal fines may be lost in the reject stream and disposal is frequently a problem. The retention time required for conventional flotation results in large floor space demands which limit the capacity of the plant.

The Bureau of Mines has developed the shearer-clearer--a new type of dust control system for longwall shearers. The system partitions the airflow around the shearer into a clean split and a contaminated split. The dust cloud is confined to the vicinity of the coal face, while the shearer operators remain in the clean split on the gob side of the machine. The shearer-clearer operates on the principle that each water spray moves air like a small fan and can be positioned to direct the dusty air towards the face. The hardware is inexpensive and can be installed in a single shift. It consists of several strategically mounted water sprays and one or more passive barriers. Laboratory testing indicates reductions 1n shearer operator dust exposure as high as 97 pct. Preliminary results from an underground demonstration in one mine also indicate that considerable dust reductions at the shearer may be obtained. In conjunction with the development of the shearer-clearer, dust surveys were conducted in three other mines to determine if some shearer spray systems currently in use partition the flow in a manner similar to the shearer-clearer, and if so, whether this partially accounts for markedly cleaner conditions on some longwalls. Results from these surveys indicate this to be the case. A feature of the cleaner longwalls was a downwind orientation of their water sprays, which is a key element of the shearer-clearer system. The shearer-clearer system described in this report was designed for an Eickhoff EDW 300 shearer working a 7-foot coal seam. The testing to date has concentrated on cutting directions counter to the primary airflow. The development effort continues for different mining equipment and conditions. It is expected that different systems will be required to accommodate the range of conditions occurring underground. Application of the system presented here to conditions different than those described is not likely to produce the same results.

This volume is a task-by-task review of work performed in modernizing the BMINES finite element code. Much of the discussion is accomplished by cross reference to the user?s guide, which is Volume I of this two-volume report. The computer program described in this report provides for the static, three-dimensional, linear and nonlinear analysis of structural and geologic systems by the finite element method. The nonlinear material properties currently available in the code include isotropic, anisotropic, variable modulus, plastic, viscoelastic, and viscoplastic. Load application capabilities include gravity loading, surface tractions, and initial stresses. The element library includes rods, beams, plane and axisymmetric quadrilateral elements, three-dimensional brick elements, thick shell elements, and plane, axisymmetric, and three-dimensional joint elements. Special features include the ability to simulate excavation and construction sequences by means of element activity. An automatic mesh generator is included in order to simplify input preparation.

The first step in energy conservation in any industrial plant involves implementing many of the day-to-day "housekeeping" items, such as fixing leaks, turning out lights, etc. When this step has been accomplished, additional opportunities require a detailed analysis of the energy systems, evaluation of risks and costs, and assignment of priorities. Examples of conservation schemes drawn from the experience of Du Pont's Energy Management Consulting Services will be discussed. The utility of heat balances for kilns and dryers in minerals processing will be outlined. The input needed from management for the success of conservation efforts will be discussed.

In the treatment of many problems related with the optimization of a given ore dressing process, microscopic studies can provide invaluable assistance. Such studies are generally carried out through mineralogical determinations both qualitatively and quantitatively. Frequently the solution of a specific problem requires the combination of these in adequate proportions. Often the nature? of the problem poses some conditions regarding the way the microscopic determinations are made in order to yield useful information. Most publications applied to mineral beneficiation show results of ore microscopy without mentioning the methodological details involved in the determinative work and therefore it is not possible to judge their reliability and/or their relevance. As methodology must necessarily change from case to case, it is very important for the microscopist to identify first the direct and indirect mineralogical information required to solve the problem. Without such guidelines selection of methods for the qualitative and/or quantitative determinations cannot be made.

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: ( 1) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold is so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfides and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

Hydraulic slurrying and pumpability characteristics of phosphate matrix (ore) have not been quantitatively defined. An elemental triangular diagram analysis of rock/sediment texture is used to classify the nature of the ore; then related to empirical field data of hydraulic pressureand production yardage ratios. This experiment is applied as a geotechnical tool to provide empirical data of ore slurry and pumpability characteristics as key considerations in the design of slurry pipeline systems. A real texture variability maps are developed on a section of land to assist mine engineering planning.

Pyrometasomatic zones are a type of replacement deposit, normally in a carbonate rock unit, which consists of a zoned, coarse-grained, generally iron-rich mixture of calcium and magnesium silicates. These zones or rock masses are also called ?skarn,? and ?tactite?. They are formed as a result of the interaction of a shallow intrusion of magma with a carbonate or calcareous host rock and are considered to be of hydrothermal origin. Three environments of pyrometasomatic deposits are depicted in Figure 1. Of course, the interaction takes place at high temperatures. Pyrometasomatic zones are categorized as calcic or magnesian, depending on whether the intrusive interacts with a limestone or a dolomite. Common pyrometasomatic zone minerals are garnet, epidote, quartz, calcite, wollastonite, actinolite, hedenbergite and diopside. Pyrometasomatic zones are of considerable economic importance because they contain ore deposits of tungsten, molybdenum, copper, lead, zinc and iron. According to Rose and Burt (1979), the chronological sequence in the formation of a ?typical? pyrometasomatic deposit is as follows: 1. Shallow intrusion of magma at 900-700°C into carbonate sediments.

The Republic of Botswana, one of the newer countries of southern Africa, attained independence on September 30, 1966. It covers an area of about 225,000 square miles (582,000 square kilometers) which makes it slightly larger than France, or slightly smaller than Texas. It is bounded by Zimbabwe, the Republic of South Africa and Namibia, including the Caprivi Strip. Angola and Zambia are close neighbors. (Map 1). Botswana lies at the center of the southern African plateau at a mean elevation of 3,300 feet (1,000 m). It is a natural habitat for most species of African fauna. The rolling sands and extensive grasslands of the Kalahari Desert cover the southwest. The climate is sub- tropical. Summers, although tempered by north- easterly breezes, are hot, but mean maximum temperature seldom rises above 100°F (38°C). Winters are dry with wide temperature variations, which often give rise to frosts.

The energy situation the world faced during the decade of the Seventies resulted in actions throughout the free world to reduce its dependence on OPEC oil. Many nations heeded the indicators early in that decade and commenced efforts to reduce their oil requirements. Those nations which did not heed these warnings had the message brought to them more emphatically in the last portion of the decade with the further rapid and continuing rise in prices of OPEC oil. Furthermore, the demonstrated unstable nature of large oil-producing countries has made it clear to all free world nations that their energy demands of the future must be provided for by some more stable and assured supply. Now, early in the decade of the Eighties, we see the need for expanded use of coal as an energy supply to be essential. The result in 1980 and 1981 has been a great increase in demand for steam coal worldwide. In essence, a new business for the United States has developed in steam coal export. In the United States, the large growth in foreign demand for our steam coal is now well recognized and documented. A major impediment in meeting this growing demand became abundantly clear in 1980. This impediment is the congestion existing at U.S. coal export ports. With the recognition of this constraint, a plethora of activity has been observed in announcements for alleviating the problem by improving and expanding current export port facilities. In addition to improvement and expansion, an abundance of totally new facilities has been announced in an effort to find ways to meet this large demand in the new business of steam coal export. This is needed; and hopefully, many of these plans will be translated into action. While total implementation of all stated plans is not expected, much of the implementation depends upon large- scale dredging, large waterside ground storage sites, and improved handling equipments in the conventional type of export ports. The time and capital required for implementation is great, and environmental problems associated with dredging are substantial. Host significantly, and unfortunately, implementation that does include dredging our ports will still not permit use of the truly large colliers of 140,000 DWT and greater, which are evolving as the "state of the art" in long-distance sea transport.

A review of the possibilities of performing microchemical analysis in thin sections using a combination of scanning transmission electron microscopy and energy dispersive spectroscopy of x-rays is given. Particular attention is paid to the factors that limit accurate analysis at the highest spatial resolution. As an example of the use of these techniques applied to a potential problem in minerals processing, the identification of iron pyrite and pyrrhotite particles in Illinois, Herrin #6 coal is presented.

Resource Engineering and Development, Inc. is designing and building a portable 150 to 225 TPD, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, high-grade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on about 17 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

INTRODUCTION Excess bronchogenic carcinoma has been demonstrated among underground uranium miners in the United States, Czechoslovakia, and Canada (Archer 1981). This excess cancer is attributed largely to radiation from the alpha particles delivered to the tracheobronchial epithelium by the decay of short-lived daughters of radon. Interaction between the radiation and cigarette smoking has been demonstrated in production of the excess cancer (Archer 1973). The distribution of histologic types of bronchogenic cancer among uranium miners was established as different from that in other men in 1964 when an analysis of the first 51 cases among United States uranium miners was published (Saccomanno 1964). It was confirmed five years later by Yugoslavian studies (Horacek 1969). A later analysis, using a relative frequency method, indicated that oat cell and other small cell undifferentiated carcinomas increased markedly with increasing exposure to radiation in uranium mines (Saccomanno 1971). A subsequent analysis used only cases from an epidemiological study so as to enable calculation of expected numbers. It showed that there was an elevation in incidence of epidermoid, adenocarcinomas, and possibly other types, as well as small cell undifferentiated carcinomas (Archer 1974). At that time, it was felt that the histological distribution of cancer among uranium miners was well established. However, one of the authors (GS) has noted that fewer oat cell carcinomas were appearing among uranium miners in recent years. In his material the fraction of oat cell carcinoma, in successive 5 year periods between 1960 and 1980 was 59, 46, 37, and 22 percent. The association with calendar years is almost certainly spurious, reflecting some other factor associated with time. From the standpoint of tumor biology such a change must be important. This is a preliminary report which attempts to determine the cause of that change. POSSIBLE REASONS FOR OBSERVED CHANGE IN CELL TYPES 1) It might reflect a decrease in radiationinduced carcinomas, so that most of the ones being seen now are cigarette-induced. This appears to be a possibility because radiation levels in mines had been markedly reduced in the early 1970s, and because most of the uranium miners now developing carcinoma had quit mining during the 1965-1975 period. 2) It might represent a change in interpretation by the pathologists involved. 3) It might represent a real change in distribution as a result of increased latency, an aging population, cessation of smoking, increasing pack years of cigarettes, or other factors which have changed with time. Each of these possibilities is being checked. Dr. Waxweiler, later in this conference, is presenting an updated mortality analysis of United States underground uranium miners. His data indicate that lung cancer incidence among the Study Group of uranium miners is still quite high, but the ratio of observed to expected is falling somewhat. It is apparent that decreasing exposures in uranium mines is not yet reflected in normal lung cancer mortality rates. Reason #1 is therefore very unlikely. Thirty-five percent of the histologic types of carcinomas in this study were classified by a panel of three pathologists, 45% were classified by one of the panel members, and 20% were classified by a number of

Floor heave or deformation of the mine floor into the mine opening is a problem which has plagued coal mines in this country and others. In mining areas where room and pillar mining is practiced, floor heave generally occurs when the stress applied to the floor material by a coal pillar exceeds the bearing capacity of the floor strata. When the floor strata beneath the coal pillar fail, the pillar moves downward and displaces the material under it. This material, in turn, moves outward and upward into the mine opening (Figure 1). As the underlying materials fail, the load supported by the coal pillar may be transferred to adjacent pillars. If these are marginally stable, they too may become overloaded and push into the floor. Thus, floor heave can spread through a large portion of the mine in a progressive manner. As the pillars push into the floor, differential movement and flexure of the roof strata may cause them to weaken and fail, resulting in subsidence of the ground surface above the mine. This paper describes the problem as it was manifested in the Zeigler Coal Company No. 5 and Murdock room and pillar coal mines near Murdock, Illinois, and reports the results of a U. S. Bureau of Mines- sponsored study conducted by the University of Missouri-Rolla. During the course of the study, floor heave in the two mines hindered the transportation of men, machines, and coal to and from the working mine-face, interrupted ventilation plans, drastically increased roadway maintenance costs, intensified safety and strata control problems, destroyed large pieces of equipment, and, several times, pre- vented access to otherwise minable coal resources. The ultimate objective of the study was to develop one or more simple procedures to allow detection of a potential floor heave problem during the exploration phase of mine design--before initiation of production mining.
