The White Pine orebody is characterized by a high lateral stress or highly faulted and joined conditions. Because of these difficult conditions roof support has always been a main concern. Mechanical bolts were widely used in the early seventies; however, it became apparent that major improvements in ground control were required if safe operation at White Pine was to be continued. The first step was taken in 1973-1974 with the testing of resin bolting. Record of caves and roof-falls with either type of support demonstrated superiority of resin bolting versus mechanical bolting - Safety was dramatically improved which was the absolute first consideration; however resin bolting was still more expensive than mechanical bolting. In order to generalize resin bolt installation, the second step was therefore to acquire special roof bolters compatible with resin bolting. The machine was to enhance the safety of the operation. This was achieved by the acquisition of the Secoma bolting machine equipped with an automatic bolting turret. Being a "hands off" operation the safety of the operator is total. Using a fixed taped attachment of the drill steel on the chuck a front guide and an automatic regulator torque thrust on the steel drilling in small diameter was possible. Being a fully automatic process only one operator is required per machine versus two operators with the conventional machines. The two main objectives were reached enabling the extension of resin bolting to the whole mine.

"Indusmin's history dates back to 1937 when they developed the Blue Mountain Nepheline Syenite deposit at Nephton, Ontario, and began supplying material for the glass, fiberglass, paint, ceramics and rubber industries.Since then, as a subsidiary of Falconbridge Nickel Mines, Indusmin has expanded the Nephton operation, diversified into the aggregate quarries for the construction industries, with operations at Acton and Halton, Ontario, established silica plants at St. Canut, Quebec and Midland, Ontario, to supply the glass, carbide, ceramics, cleanser and concrete products industries, and the purchase of a foundry, Fahramet Limited, Orillia, Ontario, supplying steel and alloy castings to the mining, construction cement and petrochemical industries.Indusmin also has a Technical Resource Centre and Head Office facilities in Toronto.As this paper deals with Indusmin's experience with dust abatement, and although dust control is a concern at the Nephton, St. Canut and Orillia plants, we will be confining this paper to the experience gained at the Badgeley Quarry and Midland plant of the Ontario Silica Operation."

In the past decade, many hardrock surface miners have revegetated dumps and tailings ponds to allow those waste disposal areas to blend more easily with the surrounding landscapes. Efforts have also been made to more creatively use the flat land resulting from the disposal of overburden and tailings. However, the mines which serve the best post-mining land uses are those that have been preplanned to incorporate such end uses. To more fully explore such a philosophy, interdisciplinary team from The University of Arizona conducted a study during 1974 and 1975 of six open pit copper mines in the Santa Cruz River Basin south of Tucson, Arizona for the purpose of investigating both interim and end-use possibilities for mine waste disposal areas. Among other reasons for the study, it was felt that alternatives for such waste areas would be more socially acceptable than barren dumps or tailings ponds. The team, known as the Mines Project Group, consisted of architects, engineers, and hydrologists. As it would have been economically infeasible to move the existing waste rock dumps or tailings ponds, preplanning was limited to the disposal of waste generated after the inception of the project. To better present their concepts, architecture professors Kenneth Clark and Fred Matter constructed a large-scale cardboard relief model of the mines and the surrounding Santa Cruz River Valley (1). The model was built at a scale of 1:12 000 (1 in = 1000 ft) with 30.48 m (100 ft) contour intervals and covered an area of 40.23 km by 32.18 km (25 miles by 20 miles) in scaled area. The mines being studied were cut into the model, but the proposed waste dumps and tailings ponds were built separately so different disposal configurations could be evaluated.

In a high risk venture such as mining where capital is committed and contracts are signed on the minimum of information, decisions are based primarily on production forecasts derived through consideration of such factors as management-labor relations, mining practice, variations in physical conditions and the equipment applied. Among these factors, the physical conditions offer the least opportunity for control and, due to the wide range of mining conditions that may be experienced, little effort has been made to develop objective methods for measuring their effects on mine out- put. The aim of this paper is to demonstrate a method for assessing these relationships that can be applied under a wide range of conditions both in new mines and in working sections where there is a need to determine the impact of proposed operational modifications. psing empirical data from active underground mines, a mathematical model was developed to derive a set of regression equations for predicting production as a function of mining conditions

The peatlands of the U.S. and Canadian parts of the Upper Great Lakes region have a long history of modest utilization in agriculture, forestry, horticulture, and as natural undisturbed areas. Only recently have they been assessed as potential sources of non-renewable or renewable energy. This new interest in peatlands, should current proposals be realized, might mean the commitment of millions of acres to energy production purposes. The magnitude alone of this potential utilization of peatland signals the possibility of substantial environmental disturbance, local resource shortages, resource use conflicts, and social and economic change. Peat- land resource managers in the region are just beginning to weigh the advantages and disadvantages of large-scale peatland utilization. The Minnesota Department of Natural Resources has made a considerable effort to study peat resource management issues and will shortly make recommendations to the state legislature regarding utilization alternatives. What follows is a general discussion of peatland utilization and management trends in the region with a focus on Minnesota and its peatland management efforts.

Conventional flame channelling operates continuously at over 120 db --flame-drill channelling at a maximum of 95 db. The latter process was developed under this program. Individual drill holes are spaced to leave narrow rock webs. Sound and dust passing from the hole are effectively treated by a muffler and water injection.

Avoid accidents that can occur when applying belt dressing from an aerosol can, particularly when can pressure has dropped or when spraying against wind. Approach Use a garde-type sprayer. How It Works Commercially available garden-type sprayers can be used for applying conveyor belt dressing from 12 feet away, or more. Pressure is easily raised and maintained at about 50 psi. Most sprayers have a hand pump, but a battery-powered cordless model is also available. Garden-type sprayers are available in various sizes from 11/2 to 18 gallons, with the larger models wheel mounted. The 3-gallon model evaluated by the Bureau has a shoulder carrying strap, which gives additional safety advantages. Use of the strap frees both hands for climbing ladders or holding onto catwalk rails. When spraying, one hand can remain on a handhold to lessen the chances of touching a moving belt.

The Sherwood Mine is being monitored to determine the nature and extent of changes in the mine and its environs which result from the closing and the cessation of pumping. Of particular interest was the possibility of piping-induced subsidence occurring as the mine flooded. Previous experience in the district indicated that this possibility was very real. A monitoring system, including acoustic sensors, extensometers, surface subsidence monuments, and ground water observation wells was installed in July 1978, just prior to the mine closing. Late in 1979, three piping-induced subsidence events occurred. The monitored data, and related laboratory studies are being applied to a quantitative description of piping-induced subsidence.

By 1968 Cyprus Pima was milling 38,000 tpd of copper ore using a conventional flowsheet consisting of three stages of crushing rod mills and ball mills. A 15,000 tpd expansion was put on stream late in 1971 using primary crushing, semiautogenous mills, and ball mills. Identical ore is treated in both concentrators. This paper shows the weight and life of each individual liner for each crusher and each mill over a four year period from 1974-1977. Power and media consumption are shown for the same period and a comparison is made between the two reduction methods.

On April 5, the potlines at Consolidated Aluminum Corp.'s 35,000 ton-per-year primary aluminum smelter at Lake Charles, La., were frozen when natural gas lines were accidently cut by a dredge. Full production is expected to resume in 3 to 4 months. Three primary aluminum producers announced plans to restore much of the idled capacity in the Pacific Northwest as a result of a special power allocation by the Bonneville Power Administration. Reynolds Metals Co. planned to bring a total of 40,800 tons per year of capacity back onstream at Troutdale, Oreg., and Longview, Wash. The Aluminum Company of America (Alcoa) will restart half of a 23,500 ton-per-year potline at Vancouver, Wash. Kaiser Aluminum & Chemical Corp. planned to restart a 27,500 ton-per-year potline at Mead, Wash., and to bring an additional 10,000 to 20,000 tons per year back onstream at Mead and Tacoma, Wash.

INTRODUCTION Landowners in Texas for many years have freely granted, reserved and leased "oil, gas and other minerals" or interests therein. In recent years we have witnessed much litigation concerning what sub- stances should be included as "other minerals" within the phrase "oil, gas and other minerals," and this question has received the attention of numerous legal scholars. At the South Texas Uranium Seminar held in Corpus Christi, Texas, in September, 1978, Mr. William R. Dodson presented a paper dealing with this very subject and entitled "Uranium - Mineral or Surface? Who Owns It?" In his paper, Mr. Dodson reported on two recent Texas Supreme Court decisions, Acker v. a, 464 S.W.2d 348 (Tex. 1971) and Reed v. Wylie, 554 S.W.2d 169 (Tex. 1977). which held that the particular substance in question in each case is not a mineral within the phrase "oil, gas and other minerals" if substantial quantities of the substance lie so near the surface that production will entail the stripping away and substantial destruction of the surface. Since that time another chapter has been written in the Texas saga of "When is a Mineral not a Mineral?" and it is the intent of this paper to present an update of the Texas law. A review of the early Texas cases so ably covered by Mr. Dodson in his paper will not be repeated, except as is necessary to illustrate the evolution of the legal doc- trine which has been so aptly named "The Surface Destruction Test". BACKGROUND In order to appreciate the genesis of the problem, one must consider that oil and gas production commenced in Texas many years ago, Spindletop came in in 1901. As oil and gas became more valuable, land- owners with considerable frequency sold interest in the oil, gas and mineral estates in their lands, and reserved interest in the oil, gas and mineral estates in their lands when they disposed of their property. Due to the oil and gas background, and perhaps be- cause oil and gas was paramount in the minds of the parties, the traditional language employed in these grants and reservations was "oil, gas and other minerals" or variations thereof. There are literally hundreds of instruments employing this language constituting a link in the chains of title to thous- ands of acres of Texas land. In addition, there are thousands of acres of Texas land held by oil, gas and mineral leases, the primary terms of which have been perpetuated by production, containing similar language in their granting clauses. The severance of the mineral estate from the surface estate results in two separate and distinct estates, each having all of the incidents and attributes of an estate in land. with the surface estate being the serviant estate, and the mineral estate being the dominant estate and having certain easements in the surface estate to explore. produce and remove the minerals. Harris v. Currie. 176 S.W.2d 302, 305 (Tex. 1943). As observed by the court in the Harris case, this is because a grant or reservation of minerals would be wholly worthless if the grantee or reservor co~lld rwt enter upon the land in order to explore for and extract the minerals granted or reserved. Although the Texas law has recognized that an oil and gas lessee has the right to use so much of the surface as is reasonably necessary to produce the minerals. Warren Petroleum Corporation v. Monzingo, 304 S.W.2d 362, 363 (Tex. 1957), recent decisions of the Court have qualified this doctrine. In Getty Oil Company v. Jones. 470 S.W.2d 618 (Tex. 1971). Getty's pumpine, units were interfering with ones self-propelled sprinkler system utilized for irrigating the premises, and Jones sought to require Getty to install the-pumping units in cellars so that the sprinkler system could pass over them. In an effort to accommodate both the surface estate and the mineral estate, the court held (page 622) "...where there is an existing use by the surface owner which would otherwise be precluded or impaired, and where under the established practices in the industry there are alternatives available to the lessee whereby the minerals can be recovered, the rules of reasonable usage of the surface may require the adoption of an alternative by the lessee". Bearing in mind that the "reasonable use doctrine" grew up in the oil and gas industry involving sub- stances which can be produced by methods that do not destroy or deplete the surface estate, the question presented is whether the Texas courts will extend this doctrine to situations where claimants of "other minerals" seek to produce shallow deposits of iron ore, coal, lignite and uranium by surface mining methods which do destroy or deplete the surface estate? The surface destruction test has answered this question in the negative, at least as to iron. coal and lignite. However, the multitude of mineral estates in Texas which have been created by a grant. reservation or lease of "oil, gas and other minerals" will, doubtlessly, continue to fuel the fires of litigation. The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

Up until ten years ago the industry had arrived at a relatively conventional, and consistent design of coke ovens. Through the years the designers and builders were not being heavily taxed to come up with revolutionary new designs. However, the stimulus for design change was ever present. These stimuli for change are quite important and they are the driving force which produce improvements. The most obvious stimulus to change a design is commercial. To "build a better mouse trap and the world will beat a path to your door" is the well used cliche which best befits this philosophy. As in all businesses, coke oven designs require that all of the considerations, which affect the cost or the desirability of the design, be optimized. One way to increase the desirability of the particular design, 1s to make the design in- expensive to operate. Or, put another way, to increase production for the same operating cost

The highest recorded loss of life due to the collapse of mine workings occurred at the Coalbrook North Colliery in South Africa on 21st January, 1960. A total of 437 persons died when bord and pillar workings collapsed over an area exceeding one square mile The whole mass of strata from the 470 ft (143 m) deep seam to the surface being affected. Although the Coalbrook disaster was unique in its scale the problem of pillar failure, particularly in old workings, is by no means uncommon nor confined to recent history. Indeed, the collapse of large pillared areas was a regular feature of mining in the north of England in the early part of the nineteenth century. When a section of underground workings collapses, the air under the descending roof is compressed very rapidly. The pressurised air is dissipated subsequently at a rate governed by the leakage paths available. If the collapsing area is small, such as the case of a local fall of roof, then there will be little danger of an air blast. If, however, an extensive area collapses suddenly then the rapid compression of air will give rise to a pressure shock wave that will be transmitted through the remaining workings as an air blast. If worked out areas are connected to current workings via unstopped airways an air blast caused by pillar failure in the old workings will be extremely hazardous to personne1 and may cause extensive damage to equipment, perhaps even reaching to surface plant. At Coalbrook, the air blast blew out a wall in the surface fan house. Areas that are considered liable to sudden collapse may be isolated from current workings by the construction of stoppings. However, such stoppings must be capable of withstanding the 'hammerblow' effect of peak air pressures developed during the collapse. The work described in this paper was undertaken in order to determine the maximum air pressures that stoppings must withstand during a major pillar failure. The result has been a method of establishing peak air pressures that is quick and simple to use. Readers who are concerned primarily with the practical application of the method are advised to turn directly to the last main section of the paper.

The purpose of this paper is to present an example of the application of a theoretically derived mathematical model for track-soil interaction to the evaluation of the mobility of large-scale mining equipment used in open pit operations. The model described by Karafiath and Nowatzki (1978) and presented in detail by Karafiath (1978) was used to predict the performance characteristics of four different bucket wheel excavators (BWEs) on rwo types of copper mill tailings at various moisture conditions. The BWEs considered In the analyses are two-and three-tracked continuous excavators. Most have boom-mounted rotating buckets and swinging side- or rear-discharge conveyors. The analyses were performed at the request of Dames and Moore for the Kennecott Corporation's proposed remining of selected tailings deposits at the McGill, Nevada, concentrator. The objectives of the analyses were to determine whether BWEs would have sufficient mobility In the tailings deposit to achieve satisfactory production rates, and TO compare the predicted performance of the various BWEs evaluated. Good qualitative agreement was obtained between the results of the theoretical analyses performed for the McGil1 operation and the actual performance of BWEs in two South African gold mine tailings impoundments.

With the growing dependence on coal as an energy source, finding a means to prevent or reduce the freezing of coal during winter shipment has become increasingly important. Several chemical companies focused on this problem and applied chemical technology to develop suitable solutions. As a result, a number of freeze conditioning agents have been introduced in the past few years, several of which have been highly effective in controlling frozen coal. The efficacy of these chemicals has been well established, however many users have found that only a well defined program will produce acceptable results at a reasonable cost. Positive program results yielding recognizable benefits have caused many power generating and coking plants to consider freeze conditioning agents. A freeze conditioning agent (or FCA) has been defined as a multi-component organic liquid designed to be sprayed on coal particles at bulk shipping points to assure that receiving locations will be able to unload, store and use the treated coal with minimum delay or inconvenience. The chemicals are generally applied at rates of 1 to 2 pints (0.473 to 0.946 liters) per ton and normally function by changing the crystalline structure of water left on the coal during processing. The bond strength of the ice that may subsequently form is markedly reduced. Instead of freezing into solid, unmanageable masses, the coal can be easily unloaded by rotary dumping or the opening of hopper car doors.

Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

The Electroslurry TM electrowinning concept has been incorporated into a process flowsheet for recovering copper from smelter flue dusts. The process has averaged 96% recovery of the copper as high-grade electrowon while at the same time removing a majority of the impurities that degrade drawn copper as a result of recycling flue dust and liberator cathodes: The dust is processed through several stages consisting of leaching, copper precipitation, Electroslurry TM electrowinning and waste liquor treatment. The process may be integrated into a smelter operation and become an effective and feasible means of maintaining good product purity.

This report summarizes the program to develop and construct an improved light-scattering dust monitor (ILSDM). This improved light-scattering dust monitor, which operates on the forward light scattering principle, provides instantaneous measurements of airborne dust concentrations in units of mg/m. The program was divided into two phases. Phase I involved the design of the ILSDM which was reviewed by the Bureau of Mines. Phase II included the fabrication of a prototype ILSDM based upon the design developed during Phase I. After completion, the ILSDM was delivered and demonstrated at the Bureau of Mines. A description of the final ILSDM design, operating instructions, maintenance instructions and recommendations for additional work are also included in this report.
