Because of the high number of accidental methane gas ignitions in metal and nonmetal mines, the Bureau of Mines searched for a simple guideline that would allow mine personnel to evaluate the methane hazard in a given mine. Air samples were collected by the Bureau in 53 metal and nonmetal mines and analyzed for trace evidence of methane gas. Samples were collected in the returns and at the working faces. Those mines classified as gassy by the Mine Safety and Health Administration had a significantly higher average methane concentration than those classified as nongassy. Of the 9 gassy mines sampled, 7 had methane concentrations above 100 ppm, whereas only 1 of the 44 nongassy mines had a concentration above 100 ppm. The 100-ppm concentration may be used as a simple and convenient guideline for forecasting the methane hazard in a mine, whether or not the mine is classified as gassy. There was no consistent correlation between commodity mined and methane concentration, nor was there a correlation between mine depth and methane concentration. Neither of these factors can be considered a guideline for predicting methane hazards.

Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

The rapidly escalating capital costs for new projects, or extension of existing projects, has placed greater emphasis on maximum use of existing resources. Thus, when increased grinding capacity was required to achieve metal production from lead-zinc ores a number of alternate approaches were studied. The most cost effective way of achieving the required 5% increase in grinding circuit capacity was to install upgraded instrumentation and computer control of grinding - Fewings, Wickham and Wiseman (1). Once the computer installation cost had been borne by the financial returns from that project, other projects involving computer control were economically viable on an Incremental cost basis. These Included centralised control of tailings thickening and return circuit water distribution, centralised control of the crushing plant and use of the computer as a data processor for an on-stream analysis system for flotation slurries.

During the past five years the use of all-hydraulic drilling equipment has increased rapidly, and we have now reached a point where the hydraulic drill has become an alternative to be seriously considered for every drilling operation. The hydraulic drills have many advantages over pneumatic drills, but they also have certain characteristics, which makes a potential user hesitate before making the switch. And when the decision to use hydraulic drills has been made, the user then faces another choice of equal difficulty: the choice between different hydraulic systems. This paper discusses some of the factors to be taken into account when considering hydraulic drilling equipment for rapid tunneling in hard to medium hard rock. THE CHOICE BETWEEN HYDRAULIC AND PNEUMATIC EQUIPMENT The choice between a hydraulic and a pneumatic drill is much more than just that: It is a choice between two different systems. The choice is usually based on the productivity, economy or ergonomy of the system. However, also other factors should be considered, such as service capabilities and training requirements. And finally the choice will be influenced by the need to acquire know-how in the new technology. INTRODUCTION The early record of tunnel excavating machines in hard rock tunneling has not been one to particularly brag about. We have all heard the stories of major difficulties when trying to break hard rock with machines at promised advance rates of several times that of conventional drill and blast. Unfortunately, sometimes this has not happened. It has been through this trial of the past generations disappointments that today's TBM's have evolved to their present high level of performance in a wide range of ground conditions. Today's machines offer much increased reliability and durability. This translates into high availability to the tunnel contractor. Although there still are occasional disappointments being reported, the state of the art is that reliable and predictable machine excavation of rock now is both a reality and well founded expectation. The most recent editions of Atlas Copco's MINI/MIDI Fullfacer, we feel, make a strong contribution to the reliable performance of todays TBM's---especially in small-size rock tunnels. This report will, 1.) explain the equipment and effect of rock both on the cutting technique and machine performance; 2.) list advantages of the non-circular shape, during and after construction; 3.) list applications in civil and mining industries; 4.) discuss North American experiences, performance and costs; 5.) list advantages over drill and blast and; 6.) discuss briefly lease arrangements.

Computerized financial models can be used in all phases of the mineral industry from setting exploration targets to projecting profit plans for producing mines. In this presentation, I will use the example of an exploration company entering a new district to trace the application of financial models through the following intermediate phases. 1. Hypothetical analysis and strategy 2. First encounter of mineralization 3. Preliminary drill results - decision process 4. Feasibility studies 5. Post-feasibility negotiations 6. Producing mine 7. Acquisition of producing mines or mineral properties. I will conclude with a brief discussion of the mechanics of the financial models that we use at Wright Engineers Limited. As we progress through the seven phases, the availability and accuracy of the data will parallel the complexity and application of the financial models. However, the same basic financial models are utilized throughout the seven phases. I will begin by suggesting that the exploration group is somewhat autonomous and has the mandate to explore in Western Canada.

The Bureau of Mines Mineral Industry Location System (MILS) is part of the computerized Minerals Availability System (MAS), a comprehensive data base of known mineral deposits. MILS, the location subsystem of MAS, has become widely used by the minerals industry and organizations with land-use planning and land management responsibilities. Information on more than 135,000 mineral locations and processing plants in the United States is contained in the data base. This information includes the name, location, mineral commodity, type of operation, bibliography, and cross-references for each property or prospect. Computer-drawn map overlays at various scales showing clustered MILS locations and computer printouts keyed to those overlays are available for inspection and reproduction at the Bureau's Field Operations Centers at Juneau, Alaska, Denver, Colo., Pittsburgh, Pa., and Spokane, Wash.

A method of monitoring roof stability in underground mines by detecting the changes in resistivity of roof material was tested. The device built by the USBM was tested over a 16 month period at the White Pine Copper Mine in White Pine, Michigan. Three falls of ground were monitored by means of as many as 11 sensors. Data indicate a correlation between changes in resistivity and impending structural failure. Problems were encountered with the high roof electrode impedance in the winter and spring due to the drying out of the roof material. Difficulties also developed in obtaining a permanent bond between the roof rock, the conductive epoxy and the electrode plate. Some data were lost due to timer and fuse problems within the unit. These were eventually rectified.

[A great number of papers have been presented at various Engineering Society meetings on the Unit Train subject. Moat are descriptions of facilities that have been constructed or are abort to be built. Many describe the facility as being the World's fastest, newest, largest, incorporating the latest technology and so forth, Many are duplications of installations that have been recently constructed, sort of carbon copies but perhaps arranged differently. The trend has been to incorporate loop tracks, rotary dumpers, indexers and, of course, the snivel coupler equipped unit train. How that the energy crisis has increased the use of coal, there has been a tremendous Increase in applications for permits to construct rail to river coal loading facilities. This paper is different. It does not describe any single existing facility, but is given to alert prospective terminal owners and engineers that there are items that require considerable study and evaluation beside merely selecting an indexer, car dumper, stacker, ship or berg loader and so on. An important item is the selection of the railway car which in turn can affect the selection of the method of loading and unloading. Let us list a few of the items that should be considered and discuss the areas that require examination:]

Mine valuation is a multifaceted, interdisciplinary process by which the economic viability of an old, existing, or new mining property or venture is determined. The problems associated with arriving at a representative and accurate value for a mining property are complex and numerous, and the procedures utilized in determining these values vary from simple, back-of-envelope calculations to sophisticated mathematical manipulations requiring computer modeling and analysis. Regardless of the complexity or the degree of sophistication associated with any particular project, the evaluation process must ultimately provide management with two basic types of information. First, the evaluation process should indicate whether or not the mining project is economically viable after careful consideration of all engineering, environmental, geologic, and other variables pertaining to the project. Second, the evaluation process should provide management in- formation on the relative attractiveness of the project when compared to other alternatives. In some cases, it may be extremely difficult to supply this information for a project directly. Nonetheless, the evaluation process should and must present all information necessary in a format which can be incorporated into the decision-making process as expeditiously as possible.

This report summarizes a study conducted to determine the state of the art of various rock removal systems and their capabilities. The Objective of the study was to determine if currently manufactured equipment can adequately accomplish rock removal in surface mine reclamation applications. Evaluations of state reclamation regulations, with regard to topsoil rock content, were made to determine the rock removal requirements. The major categories of equipment studied are rock pickers and rock rakes. The impact of rock removal implementation on the reclamation operations is discussed in detail.

The Rio Tinto-Zinc Corporation Limited (RTZ), through it exploration company Riofinex, commenced exploration for bauxite in the Amazonia region of Brazil during 1970. Following' encouraging indications, exploration licences were taken out and an exploration programme was initiated In February 1975, a preliminary 'feasibility report indicated that a project, based on the Miltonia plateau located close to the town of Paragominas in the State of Para, was viable and that barging might offer an economic solution to getting the product to an ocean-going port. A, decision was taken in April 1975 to proceed with a full feasibility study. In the latter stages of the study, an engineering consortium of Mendes Junior and Bechtel do Brasil was employed to review, and modify if necessary, the concepts that RTZ had developed for the project's operation. With these concepts agreed, the consortium was requested to make capital and operating cost estimates, and these became available during February 1978. The deposit is being developed by a Brazilian company Mineracao Vera Cruz S.A. (MVC) in which the present share-holding is owned 64 percent by RTZ and 36 percent by Companhia Vale do Rio Doce (CVRD). RTZ is a British based international group of mining and industrial companies with interests in almost every major metal and fuel. CVRD is a Brazilian mining company, 85 percent owned by the Brazilian Government, with a major interest in iron ore and also other non-ferrous metals. It is intended, in due course, that the company will become majority owned by Brazilian interests.

Bureau of Mines research on methods for reclaiming land disturbed by the minerals sector of the economy has produced a specific procedure for effectively germinating seed of Indian ricegrass, a drought-tolerant plant valuable for reclaiming arid and semiarid sites. This report describes the procedure which consists of acid-treating the seed followed by temperature and light cycling treatments. Use of the procedure resulted in an average germination rate of 29 percent, ranging from 18 to 56 percent. Seed subjected to long cold treatment but with acid treatment yielded an average germination rate of 9.2 percent, ranging from 6.6 to 14.7 percent. Untreated seeds (controls) gave germination rates less than 0.1 percent.

Altered and unaltered coal from the Star-Key Mine near Edmonton, Alberta has been tested under compression and under tension. The test results showed that altered coal samples have an appreciably lower strength than unaltered coal. Altered coal samples do not give a linear load-displacement curve, peak strengths are poorly defined and yielding is observed over a range of loads, so the material can be regarded as relatively plastic. However, unaltered coal samples produce a linear loading curve with a high tangential modulus and an easily distinguished peak strength at which there is a sudden brittle failure. These findings lead to important differences in the theoretical design of ribs and pillars in underground mines in the two coal types. The substantial differences in the strength properties and behaviour of the two types of coal are governed by a higher intensity of cracks in the weathered coal. Two causes of the additional cracking can be suggested-subaerial weathering and subterranean weathering of the coal.

Ground check monitors may be made in several configurations. Each type has unique characteristics and provides different safety attributes when applied to different mine situations. In this paper, the monitor types are discussed in relation to the mine situations. It is shown that the selection of the monitor type can have a significant effect on the safety of the resistance grounded power system. The options are discussed, and the conclusion is drawn that only one monitor configuration can provide maximum safety. Unfortunately no monitors of this configuration are presently available. In addition, when the monitor capabilities and ground wire configurations are considered as a system, it can be shown that certain configurations will lead to maximum safety. Arising from prospecting success, the underlying worth of the shares of a publicly listed mining exploration company can increase many-fold. Prompt and accurate reporting during the exploration stage is therefore essential. While there is scope for varying degrees of optimism or caution in statements about the future economic prospectivity of a mineral deposit which has been discovered, the directors of a mining exploration company have both a legal and ethical obligation to keep their shareholders and the general public fully informed as to the state of progress of, and significant factual results arising from its exploration efforts. Suggestions are made as to the desirable form and content of exploration reports up to and including the time when the orebody has been delineated in terms of assured tonnage and grade. The benefits which will flow from this greater disclosure are discussed.

Demand for primary aluminum ingot increased during February, and several producers temporarily suspended new bookings for ingot. Alcoa announced that it would restart a potline at its Warrick, IN aluminum smelter by April 1, 1979, increasing the operations of that plant to its full capacity of 290,000 tons per year. At the end of February, it was reported that Alcoa would reactivate two of the seven units at its idle Point Comfort, TX smelter in May 1979, increasing the company's annual capacity by about 60,000 tons.

Mercury balances have been obtained for the flotation circuits at Pamour Porcupine Mines, Timmins, Ontario, and at Brunswick Mining and Smelting Corporation, Bathurst, New Brunswick. The mineral form of mercury in both deposits has been ascertained. At Pamour Porcupine, the mercury is approximately evenly divided among sphalerite, native silverelectrum and tetrahedrite-tennantite; at Brunswick Mining, this element is contained mostly in the sphalerite, although tetrahedrite (and possibly pyrite) also contains minor quantities.

Three longwall mining methods practiced in foreign countries are described that have potential for increasing underground recovery and productivity in thick coalbeds of the Western United States. The methods are multislice long-walling, longwall caving, and high-face longwalling. Foreign practice and possible application in the United States are discussed.

"3.1. IntroductionAmong the six platinum-group elements (POE), four have identical cubic symmetry, two identical hexagonal symmetry (Table 3.1). Despite crystallographic differences, there is a clear relationship expressed in the chemistries of the POE: they tend to be mutually soluble in one another and can frequently substitute for one another in compounds with other elements. This chapter consolidates the data on phase relations of the POE and the compounds they form with elements selected for their known or potentially important mineralogical significance- As, Bi, Cu, Fe, Hg, In, Ni, Pb, S, Sb, Se, Sn and Te-together with selected data for the occurrence of POE in certain elements such as Au and Ag, and compounds such as FeS. Resources used to compile the data are those available from the chemical, mineralogical and metallurgical literature. First each element is discussed, with composition limits of solid solutions drawn from binary phase diagrams. Single element data are followed by a discussion of the relevant binary systems and a tabulation of data for binary compounds found in those systems (Table 3.2). Tables and diagrams for the ternary and quaternary systems for which information is available follow, and finally the very limited information on the solubility of POE in mineralogically important elements and compounds is presented.The chemical, mineralogical and metallurgical literature on the unary and binary systems is extensive and widely scattered in many languages and publications; fortunately, most of the data needed to compile this chapter can be found in reliable compendia. The most useful and most recent of these works is by Moffatt (1979), because it provides a ready index to all material relating to binary systems listed in previous compendia; furthermore, the Moffatt compendium will reportably be kept up to date by annual supplements."
