The Päijänne Tunnel is being constructed to conduct raw water from Lake Päijänne to the Helsinki Metropolitan Area. The length of the tunnel will be 120 km and the cross-sectional area is 15.5 sq m. Excavation started in 1973 and will be completed in 1982. 94 km of the tunnel have been constructed from Lake Päijänne towards Helsinki. The construction has advanced according to plan, and due to Finland's hard bedrock there have not been any great surprises. When completed, the tunnel will meet the water requirements of the Helsinki Metropolitan Area for a long time in the future because, with a free fall of 36 m, 9.6 cu m/s of water can be conducted through the tunnel from Lake Päijänne to the Helsinki Area. With pumping it will be possible to obtain a flow of 15 cu m/s, although at first the discharge will only be 5 cu m/s. The tunnel was partly taken into service as early as March 1979 when it was possible to conduct water to the municipalities north of the Helsinki Area. It is already possible now to conduct water to Helsinki, too, but from the Korpimäki pumping station onwards it must be done through the River Vantaa, which is polluted. When the tunnel is completed in 1982, good quality water can be conducted from Lake Päijänne to the Helsinki Metropolitan Area through a continuous rock tunnel. The cost estimate in 1973 was $ 88 million while it is now $ 90 million notwithstanding high inflation. AREAS NEEDED FOR CONSTRUCTION The areas needed for construction were bought through voluntary deals. Areas of 4 - 5 hectares were bought along the tunnel line at about 5 km intervals. After nearly five years of economic hardship, the world copper industry is, in our opinion, about to enter a period of considerable strength. This opinion is based on three main propositions, namely: 1) there are a number of reasons, both general-economic and industry-specific why copper demand is likely to perform significantly, more strongly in the 1980's than in the 1970's; 2) the virtual cessation of investment in new facilities, especially at the mine level, over the past years makes it physically impossible for capacity to expand as fast as demand in the mid-1980's; and 3) there is much less "excess" inventory available than most analysts believe. If we are correct in these assumptions, then the implication is that copper prices will climb up to, and possibly beyond, the cost-justified price level. Combined with general inflation, this suggests a price in excess of $2/pound by 1985 or roughly treble the 1978 average.

In April, 1975 the Colorado School of Mines began monitoring rock mass response associated with a long- wall shield demonstration project near Raton, New Mexico. This project was sponsored by the U. S. Bureau of Mines (DOE) and performed at Kaiser Steel Corporation's York Canyon Mine. Two of the results of the intensive instrumentation effort are the empirical subsidence and horizontal strain models presented herein. These models are based on data gathered during mining three adjacent longwall panels (4N, 5N and 6N). A total of 251 permanent surveying monuments were monitored over the three-panel area. Lines of monuments were oriented along panel centerlines, perpendicular to centerlines and diagonal (45O) to centerlines. Active monuments were monitored twice a week, with less frequent monitoring of stable or slow moving monuments. Primary subsidence monitoring equipment consisted of an AGA Geometer Model 75 and a Wild T-2 Theodolite with -a Wild-Sercel DI-3S distomat.

PREPARATION CONTROL IN UNDERGROUND MINING Selective Mining According to district Depending upon the particular geographic loca- tion or seam characteristics, modern raw coal preparation practices can be used to obtain improved product quality and uniformity. Nevertheless, certain coal markets may require only marginal quality while others may require very high quality, and these objectives may be sought by commencing the preparation of coal underground at the "working face." Under- ground preparation involves choosing those portions of the seam which can be cleaned to satisfy predetermined market requirements involving ( 1 ) maintenance of uniformity in chemical quality, (2) elimination of removable impurities, (3) control of sizes and size ratios, and (4) control of moisture. The methods employed to attain these objectives vary widely with the (1 ) seam under development, (2) mining equipment available, and (3) changing trends in the consuming markets. When a mining property is opened and development progresses from one section to another, the (1) petrography of the coal in the seam does not remain uniform, (2) character of roof and floor are subject to change, and (3) character and prevalence of mineral impurities are subject to considerable variation. The quality of coal shipped to market from any mine depends upon intelligent foresight, planning, execution, and supervision. Mining becomes a highly technical art. The quality of coal as determined by chemical and petrographic analysis is without question one of the most important considerations in the development and life of any coal-mining property. Variations in such proper- ties as volatile matter, ash, sulfur, Btu content, and petrography are of considerable interest, and to a limited extent so are such properties as phosphorous content, free swelling index, plasticity, hardness, pressure formation during coking, and ash composition. The maximum and minimum specifications of these characteristics as established by competitive market conditions place definite limits on the marketability of a coal.

The report covers tests and criteria for the establishment of safe grounding systems for coal mines. The work deals primarily with under-ground coal mines, but much is applicable to surface mines as well. Included is an extensive guide to grounding and bonding procedures for mine surface substations. Xit-Rods are evaluated and shown to deviate from manufacturer's claims. An analysis shows that very long cables are difficult to monitor using audio frequency ground-check techniques. A method is developed to detect failing cable splices without removing the cable from service. Simulation and measurement are compared for a technique to detect bad rail bonds, and an assessment is made of grounding techniques for dc face equipment.

The Paper discusses the size and extent of in-pit dust suppression problems created by iron ore mining in the Pilbara region of Western Australia. Dust problems associated with drilling, loading, hauling and tipping are discussed indicating the large quantities of water which can be applied for dust control and attempts that have been made to rationalise this water usage to obtain maximum benefits from the applied water. The magnitude of the problem and the quantities of water involved can be appreciated when one realises that 275 000 tonnes of rock are moved on Mt. Whaleback each day and that there are 40 km of haulroad within the open pit. Initially dust suppression was limited to the spraying of haulroads by large water tankers. Now dust suppression is practiced during drilling and after blasting, wind blown dust is reduced by application, using water cannons,of large quantities of water to floor stocks prior to loading operations as well as by the installation of 16 km of automatically controlled fixed sprinkler reticulation on the main semi-permanent haulroads. The methods used to assess the water requirements for in-pit dust suppression are discussed and the extensive development testing used to evolve the present installations are 1. Environmental regulations require means for controlling emissions of SO2 NOx and particulate when burning coal. The combustion of coal in limestone fluidized beds is one of the most promising techniques for the necessary reduction in emissions. Fluidized-bed firing, furthermore, offers potential economies in capital equipment. The world's largest steam generator applying fluidized-bed techniques was built under the sponsorship of ERDA and installed in Rivesville, West Virginia. This paper describes the design and discusses the start-up and development difficulties which were experienced during the period from initial operation to current readiness for commercial operation. Other developments leading to utility and industrial fluidized-bed steam generating equipment are reviewed. The future potential of this promising technique is discussed.

As part of its goal of helping maintain an adequate supply of minerals to meet national economic and strategic needs, the U.S. Department of the Interior's Bureau of Mines is evaluating alternative technologies to treat oxidized taconites. Since process control is an essential element in the application of these process technologies, research was performed with a prototype monitoring system. A Californium-252 neutron source and a thermal neutron capture- gamma ray spectra analysis method was utilized to measure the amount of iron and the percent solids in the process slurries. The concentrate and tailing streams in a 410-kilogram-per-hour (900- pound-per-hour) pilot plant employing a selective flocculation and cationic flotation process were monitored. The results obtained showed that the thermal neutron capture-gamma ray reaction can be used to provide process control parameters.

In order to effectively model subsidence caused by underground openings, a two-dimensional computer code has been developed which couples near- and far-field response. The near-field is simulated by a discrete element block code and a finite difference code represents the continuum region in the far-field. The explicit equations allow rapid and inexpensive solutions to geometries which may lead to subsidence. Two sample problems are presented which illustrate the important features of the code.

When CIL presented their new theory of the Breakage Process and Delay Blasting at the 74th Annual Meeting of the CIM in 1972(1), there was hardly any open pit operation in Canada that was using longer than 25 msec. delays. To the contrary, 10 and 15 msec. surface relays were common, which in our opinion were no delays at all for open pit blasting.

The Bureau of mines evaluated the elution of uranyl carbonate from a strong base resin with a mixed carbonate eluant in a fluidized system. The system consisted of a multiple-compartment ion-exchange (MCIX) elution column with a continuous flow of solution, except for short periods when the resin increments were withdrawn. The exchange of uranyl carbonate from the mill-loaded strong base resin with an eluant composed of 1.0 [M] NaaCOs plus 1.0 [M] NH4HCO3 was studied. The effects of solution flow rate, aqueous-to-resin flow ratio, column diameter, compartment height, initial resin concentration, and column length were examined. The experimental data indicate that for the eluant examined, a resin residence time of 240 minutes is necessary to attain 90-percent elution efficiency. Also provided is a technique for sizing an elution MCIX column form pilot plant experimental data.

INTRODUCTION The accurate sampling of coal, as with most minerals, is a difficult task. Coal is a heterogeneous material made up of different types of coal and varying amounts of mineral matter. The product as mined may contain all the layers of coal and impurities found in the seam as well as portions of the stratas above and below the coal seam. The preparation plant is the device to size, crush, and/or remove impurities so the coal may be shipped as a salable product. Sampling may be needed at many stages in the preparation process. Although this chapter is primarily concerned with sampling in connection with preparation processes, the principles apply to all coal sampling. The main reasons for sampling in connection with coal preparation are: 1) To determine the washability characteristics of the raw coal by means of float and sink tests. These may be used for the design of a preparation plant, prediction of results to be obtained, or monitoring raw coal delivered to the plant. 2) To check the performance of various operating units in the plant, either by float. and sink tests or chemical analyses. 3) To determine the analytical characteristics of the products produced, such as moisture, ash, Btu, sulfur, etc. HISTORY The earliest accepted methods of sampling coal in the United States were given in US Bureau of Mines (USBM) publications by J. A. Holmes,l G. S. Pope,2 and A. C. Fieldner.3 The American Society for Testing and Materials (ASTM) more or less adopted the methods proposed by USBM in their Standard D-21-1916 and it remained a standard for many years. Briefly, this standard called for a 500 lb (227 kg) sample for coals less than 94 in. (19 mm) in size and a 1000 lb (454 kg) sample for all coals over 94 in. (19 mm) in size. No mention was made of increments, but there was an instruction that the sample should spread over the coal

Over the years, electric utilities have been faced with declining steam-coal quality, rising coal prices, and increasingly rigid and costly environmental standards. As a result, many utilities are beginning to show an interest in coal cleaning to upgrade coal by improving its heating value and reducing its sulfur content. Among the primary questions that must be answered for these electric utilities is whether the cost of coal cleaning can be offset by the potential cost savings in coal transportation and utilization in power generation. In search of at least a preliminary answer to this question, the Electric Power Research Institute (EPRI) engaged Bechtel to perform a case-by-case economic study to examine the cost effects of using cleaned versus raw coal to fuel new electric power plants. The results of two of the seven cases studied which involved western coals - one from Montana and another from Utah - are reported in this paper. Coal cleaning appeared to be a cost effective option for the Utah coal, but only marginally economical for the Montana coal. These cost results are expected to change to favor coal cleaning to a greater extent with the application of the final revised New Source Performance Standards regulating SO2 emissions just issued by the EPA. The study was based on the regulation originally proposed by the EPA under the 1977 Clean Air Act Amendments.

In this Bureau of Mines report, appropriate equations correlating the activity of water with the activities of electrolytes in binary and multicomponent solutions have been derived for computer calculation. It was found that the half-integer power series are far superior to the integer power series, for both types of series having the same number of terms. The pro-posed method of calculation is capable of accurately yielding the activities of all components from the measurements of the activity of a single component at various concentrations. This method replaces the cumbersome and objection-able method of graphical integration of the Gibbs-Duhem equation. Two novel methods are proposed for determination of activities of electrolyte solutions important in hydrometallurgy; (1) Water vapor pressure measurement by differential pressure transducers having an accuracy of 0.001 pet, and (2) transpiration method with an inert gas bubbled through concentrated solutions followed by the analysis of the evaporated and redissolved electrolytes with specific ion electrodes having a sensitivity of ±10-10 molal. The first method is suitable for nonvolatile electrolytes, and the second, for volatile electrolytes such as hydrogen halides, HN03, H2S03, etc. The existing methods of estimation of ionic activities have been surveyed, and the best method has been selected, discussed, and summarized.

Prior to initiating construction of a new mineral development project, sponsoring organizations must be convinced that the operation will be viable. Proof is typically provided by the feasibility study. Considerable man hours will be spent in assessing and evaluating data on the deposit, its environment, and the means of development. Impact studies must be made for various scales of operation, inclusion of by-products, new methods of treatment, deferent levels of integration, and infrastructure configuration. Examples of current materials handling cost estimates are provided from the ongoing investigation in which Amoco is a participant at Ok Tedi in Papua New Guinea and Gag Island in Indonesia.

1. INTRODUCTION The economic importance of bringing a new mine to production in the shortest possible time, is well known. In recent years the rate of escalation of mining costs has accelerated more rapidly than at any time in the past. This fact has enhanced the need to reduce time schedules and made it an overriding and predominant objective when planning new shafts. The squeezed profit margins and widely fluctuating metal prices have also increased the emphasis being placed on this aspect. Moreover the increase in the present value of future profits due to the reduction in the time element, can be so substantial that expenditure on equipment and additional labour can be justified conditional on sufficient gain in shaft sinking speed being achieved. The emphasis on time saving becomes more abundantly clear when considering the very large increase in the capital required to bring a modern underground mine to production. As an example, the initial capital expenditure requirements for a large new gold mine in the Western Transvaal, which has commenced production recently, is estimated at R200M, and a major extension to another deep level mine in the same area is estimated at R300M. With the uncertainty of future metal prices and the recent trends in increasing inflation, it is becoming more difficult than ever to estimate the profitability of proposed mining projects and any cost saving due to more rapid sinking of shafts can only assist in this respect. Since the shaft systems are frequently the most expensive set of underground excavations and no other underground work can commence until they are completed, the speed of shaft sinking is subject to closer scrutiny than in the past. In the following sections of this paper the factors contributing to the high average advance rates achieved by South African shaft sinkers are discussed. It is difficult, if not impossible, to estimate the effect of any single factor, in isolation, on the overall sinking achievements. However, the cumulative effect of improvements made in the inter-related activities is, probably, the most important contributor. Although there has not been any single major technical change or innovation to shaft sinking practices in the last decade, the average sinking speeds have increased, due to improved application and technical improvements in established procedures. 2. GENERAL When discussing South African shaft sinking techniques and average sinking rates compared to those achieved in other parts of the world, it should be remembered that the size and depth of South African shafts are often considerably greater than in most other countries. The Bureau of Mines measured the geochemical changes as H2S04 was used for in situ uranium leaching by Rocky Mountain Energy Company near Casper, Wyoming. Cores and ground water were analyzed before leaching. Water samples were taken from observation wells located between injection and production wells as the leach solution was brought up to full strength in several steps. Measurements were made of pH, Eh, temperature, conductivity, total dissolved solids, dissolved oxygen, HC03, U, V, Na, K, Ca, Mg, SO4, C1, Mo, Mn, Fe, Al, Si, F, P, As, and Se. The data were gathered to assist in geochemical modeling of leaching and to study the potential environmental effects of acid leaching. Environmental considerations appear favorable. For example, the concentration of Se, a toxic element often found in uranium deposits, stayed below the EPA standard for drinking water.

The U.S. Department of the Interior, Bureau of Mines, is conducting laboratory-scale research to determine the leaching conditions required with sulfuric acid for extracting base metal from a matte with a copper-to-nicke1 ratio of 6 to 1. The matte (61.2 pct Cu, 9.7 pct Ni, 3.3 pct Fe, 21 pct S, and about 5 oz of precious metals per ton) was prepared from Duluth Complex (Minnesota) ore by smelting a bulk sulfide flotation concentrate. The matte was pre leached at atmospheric pressure to selectively extract 20 pct of the nickel, and the undissolved solids were referred to as the matte residue. Autoclave leaching of the matte residue extracted over 95 pct of the nickel, copper, and iron. The remaining leach residue in the autoclave contained over 100 oz of precious metals per ton. The leaching conditions required were matte grind of greater than 98 pct minus 325 mesh, pulp concentration of 50 g/1, total pressure of 100 psig with oxygen at 150° C or 400 psig with air at 180° C, 50 g/1 H2S04, 700 rpm agitator speed, and 6 hours of leaching time. The leaching time was decreased to 2 hours by increasing the agitator speed to 1,300 rpm. Sulfuric acid concentration greater than 50 g/1 did not appreciably enhance the base metal extraction, but with less acid, residues with higher iron concentrations were obtained. Supersaturation of the liquor was prevented at 150° C by using a 1ixiviant that contained 30 g/l Ni and 20 g/1 Cu.
