The purpose of Volume II of this study is to provide a general plan for the pilot testing of two materials which could be used to tag explosives for both pre- and postdetonation identification and of tracing techniques which would thereby aid the investigator of an unauthorized bombing or explosion in being able to determine the source and/or user of the explosives. Volume I described the planning factors by which the tagging of explosives could be implemented on a National basis. 1.2 BACKGROUND Tagging explosives at the time of manufacture with a taggant material that could survive detonation, be recovered, and provide an investigative lead has been seriously studied for several years. This concept has gained widespread support among many law enforcement groups because of the scant clues that can presently be found among bombing residue.

It has been estimated that 30% of the United States coal reserves occur in the Western States at depths which would preclude exploitation by surface techniques. Much of this coal occurs in seams considerably thicker than those presently mined in other parts of the country. Recognizing the lack of technology and experience in exploiting the thicker seam range the Interior Department's Bureau of Mines is implementing a major "Mining System for Western Coal," research program which has as its ultimate objective the development and demonstration of underground mining methods and technology for extracting these seams. One investigation, being carried out by D'Appolonia Consulting engieers, under contract to the Bureau of Mines, is concerned with design of an entry system for longwall top slicing of thick western coal seams. This presentation presents an overview of some of the problems which have to be faced in designing such layouts.

This Bureau of Mines publication presents short-range projections of domestic liquid hydrocarbon production through 1980. Appraisal of future crude oil production was made by evaluating the relationship between primary and enhanced oil recovery and the total crude oil producing trends in each of the oil-producing areas of the United States. Future natural gas liquid production was generally estimated by projecting historical production. Estimates of production were prepared for each of the oil producing areas and summarized for the Petroleum Administration for Defense (PAD) districts and total United States. From 1975 to 1980, crude oil production for the conterminous United States is expected to decline from 7.8 to 6.4 million barrels of oil per day (BOPD), and it is expected to increase from 8.0 to 8.2 million BOPD for the total United States. However, these estimates do not include additional production expected from the Elk Hills field in California and the Yates field in Texas. If included, 1980 production for the conterminous United States would be 6.7 million BOPD and 8.4 million BOPD for the total United States.

Total suspended solids (TSS), generally referred to simply as sediment, is one of the four major parameters of water pollution associated with surface mining activities. The other three para¬meters are iron, manganese and pH. Currently the Environmental Protection Agency (EPA) is in the process of developing and implement¬ing effluent limitations for these pollutants pursuant to section 301 of the Federal Water Pollution Control Act Amendments of 1972, 33 USC 1811.1 To date, effluent guidelines for existing point sources have been published, and guidelines for new sources are forthcoming. The effluent limits which have already been developed for TSS have been subjected to some controversy.1 Some industry spokesmen have indicated that they may be unable to meet these effluent limitation guidelines for TSS. The industry claims that in certain areas the suggested limit is unattainable since high suspended solid loads already exist in streams due to numerous and various sources of nonpoint pollution which include agriculture, silviculture and urban construction for which no TSS effluent limits have been set. An opposite viewpoint asserts that the TSS limitations are too lenient since permit data from the Regions (U.S. EPA Regions) indicates present compliance for several companies under more stringent TSS limits. The experience at the Centralia mine in Washington is one example.2

A new prototype ionization-attachment fire detector was developed by the Bureau of Mines for detecting combustion-generated submicrometer particulates. It is much more sensitive than the conventional ionization smoke detector, and it has the following added features: 1. A primary charging current of unipolar air ions is generated by a gold-coated, radioactive center electrode of a cylindrical diode. 2. Submicrometer particulates are flowed axially through the unipolar cloud where they acquire charge. The charged particles impinge upon a third electrode, located downstream, resulting in a current which is directly proportional to the particulate concentration. 3. Additional electrodes analyze the particulates in terms of their mobility and thus determine their size distribution. 4. A filter and cyclone assembly protect the ionization chamber against ambient dust. An analysis of conventional ionization smoke detector performance is also presented in terms of source strength, chamber geometry, and applied potential.

Artesian pressures of unusual magnitude occur in the deeper aquifer units beneath a considerable part of southeastern North Carolina and extend into South Carolina. The high pressures were first observed in 1968 in wells near Wilmington that were drilled to "basement" rock and which were screened between depths of about 260 to 300 m (meters). The pressure was recognized by Peek and Heath1 as an anomalous geo-pressure and unrelated to recharge conditions in the region. Since 1973, much new information has been obtained on hydro-geologic conditions in the area and a preliminary report on the deep artesian pressures was published in 1975.2 Most of the basic information has been obtained from groundwater research stations constructed by the Groundwater Section of the North Carolina Department of Natural and Economic Resources as a part of Ground-water studies in the Coastal Plain Region. These stations consist of an exploratory well drilled to basement rock with wells completed in each principal aquifer unit to provide data on aquifer characterestics, water levels and water quality.

In 1975 bituminous coal and lignite production in the United States reached an all-time high of 637 million tons, an increase of 6 percent over production in 1974. The output, valued at $11.9 billion f.o.b. mines, was produced at 5,100 mines in 24 states (6). Coal mining is the largest mining industry in Alabama. Production from Alabama's mines in 1975 was over 21 million tons, and present projections forecast a steady increase in production, with tonnages almost doubling by 1985 (5). Of the total quantity of coal produced, about 16 million tons were consumed in electric power generation and the remainder was used for metallurgical coke production, extraction of chemicals and petroleum based products, and power for industry. The fact that 75 percent of Alabama's power is generated by burning coal attests to the importance of this fossil fuel to the State. Approximately 14 million tons of coal were produced by strip-mining methods in Alabama during 1975 and about 7 million tons were produced by underground mining during the same period. Surface mining is expected to continue at about 14 million tons per year, but by 1980 underground coal mining is expected to increase to about 25 million tons (3). About 7 million tons of surface-mined coal in Alabama is subjected to some means of washing or cleaning. The methods used are screening accompanied by heavy media separation, jigging, tabling and flotation. Some of the simpler approaches employ screening and jigging, or tabling. Except where flotation is used, the screen undersize fraction (finer than 0.25 inch) is rejected, with the result that 10 to 15 percent of the coal is lost. Thus, in the State of Alabama an aggregate of about 1 million tons of coal is wasted annually in the fines which are impounded from treatment of surface-mined coal. The use of the Humphreys spiral to concentrate fine coal was practiced as early as 1947. At that time the Hudson Coal Company (1) used Humphreys spirals to concentrate anthracite fines. Copper electrowinning at Duisburger Kupferhuette was introduced in March 1975. The electrowinning plant has a capacity of 10,000 mT of copper cathodes a year. The cuprous oxide feed material is an intermediate product of the treatment of the leach solutions, originating from chloridizing roasting of pyrite cinders. This material is characterized not only by a wide spectrum of accompanying impurities, but also by an unusually high level of precious metals. As the priority set was the production of high-purity cathodes. there was a need for developing a process which would be suited to treat complex leach liquors . The process adopted consist s of an oxidizing leach in spent electrolyte, followed by two- stage purification, By this means. a low- acid pregnant copper electrolyte is obtained free of elements detrimental to copper quality. Electrowinning is carried out at a current density of 200 A / m2 in the presence of 10 g/l zinc. The electrowon copper has a conductivity of at least 101.4% lACS and a softening temperature not exceeding 200°C, which makes it a suitable product for continuous casting and dip ?forming.

During the design and construction of a coal preparation facility, there are many items that can cause serious problems if not properly handled in the early stages of a project. These problems can be a detriment to smooth owner/ contractor relationships, the designing of a flow sheet, the selection of equipment, the design of the facility, the maintenance of schedule and budget, and a smooth start-up. It is the purpose of this presentation to identify some of these problems and to suggest steps that can be taken to reduce or eliminate their impact.

Both capital investment and energy conservation demand very high component reliability in such systems. Friction Rock Stabilizers, trade name II Sp 1 it Sets'" have been under research and development by the author and the Ingersoll-Rand Company since February of 1973. The United States Bureau of Mines and the Mines Enforcement and Safety Administration as well as many mining companies have cooperated in field testing the device. Split Set rock anchors are distinctively different from the widely used mechanical rock anchors or fully grouted rock anchors. They control ground movement internally in a manner that allows controlled deformation during the early phase of the ground reaction curve but then, as secondary creep develops, anchorage per unit length increases and they serve to strengthen and stabilize the opening for long periods of time. The history of research and development of the Scott Split Set rock anchor system with accompanying laboratory and field test data is presented in this paper.

For shortwall mining to be profitable, the additional capital investment of about $1 million for shortwall roof supports must be offset by decreased total operating costs and/or increased coal production. The Bureau of Mines therefore conducted a demonstration project to compare shortwall and room-and-pillar mining. Daily two-shift production from the bureau of Mines-Beth-Elkhorn Corp. shortwall demonstration n project averaged 975 tons of raw coal, compared with 905 tons from a room-and-pillar unit operating undo r similar conditions. The estimated direct operating costs for the shortwall and room-and-pillar unite were $4.21 and $4.03 pier ton, respectively. The profitability of the shortwall system was found to depend not only on the increased depreciation cost of the powered roof supports and the decreased cost of supplies and materials but also on such factors as the fixed and variable indirect costs and the selling price of the coal. Shortwall mining was demonstrated to be a viable alternative to room-and-pillar mining.

As it becomes more and more apparent that our nation must place a great deal of reliance on coal as an energy source in the coming decades, prospecting for new reserves Un Missouri and other states in the Western Interior Region is increasing. As more and more of the known reserve becomes committed to existing or planned projects operators will be forced to look beyond the fringes of existing coal fields for additional reserves. Perplexing geologic problems invariably confront all prospectors and are particularly bothersome to those new to a particular area. It is the purpose of this paper to alert prospective operators to geologic problems likely to be encountered and to offer guidance in the recognition and solution of these problems. Particular emphasis is placed upon geologic structure and washouts. Other geologic problems have been discussed in a previous paper.

This report is in three parts. The first part presents a review of theoretical models which have been developed to study removal operations for various types of materials. In the second part, a brief summary is given of coal cutting research. The majority of this work has been carried out in Britain using chisel type bits rather than the conical picks which are in general use in this country. However, a comparison of specific energies measured for conical picks in the laboratory and in the mine shows very encouraging correspondence. In the third part of the report, analytical models for coal cutting by picks are suggested. An extension of the British "tensile breakage" theory, developed for chisels, is given for picks. The role of crushing and cutting in coal removal is discussed as a theory which combines the two processes is shown to give reasonable predictions for specific energy requirements. Finally, directions in which the existing theory could be improved are presented and the need for further research is emphasized.

This report presents several systems for continuously monitoring the quality of air in underground mines that are being developed by the Bureau of Mines. Underground stations measure methane, carbon monoxide and nitrogen dioxide concentrations, air velocity, and air temperature. This information is transmitted over a single telephone pair to central stations located on the surface. The central stations display alarms and the data is selectably displayed on digital panel meters.

Mining activity began in colonial times with ironmaking operations scattered along the eastern seaboard. Iron furnaces and forges manufactured iron implements from bog iron ores using charcoal from the extensive forests as a fuel. Lead ores were mined in the Mississippi Valley and copper ores in the Lake Superior region. However, the real beginning of the American mining industry did not occur until the 19th century. The history of American mining is organized around three epochal events. The first was the discovery of gold in California in 1848, which marked the beginning of a period of apprenticeship in mining and metallurgical techniques. The second was the discovery of the fabulous Comstock Lode in western Nevada in 1859, which expanded mining throughout the Far West and led to large-scale underground mining and the development of smelting techniques for lead, silver, and copper ores. The third event was the building of a transcontinental rail-road system after the Civil War, which brought about the consolidation of the industry from a large number of independent mines, mills, and smelters into integrated operations run by large corporations. Thus developed the mining industry that today supplies the energy and critical materials for the great-est industrial complex the world has known.

In surface mining for coal, common practice for the disposal of preparation plant refuse is to bury it. As with surface refuse piles, these buried wastes can ignite and can also lead to ground and surface water pollution. Steps to ameliorate these problems have been devised over the years. C and K Coal Company, of Clarion, Pa., the largest Pennsylvania surface mining company, has incorporated all of these steps and added of few, of their own in their latest disposal practice. In addition to layering and compacting, C and K practices selective placement and dilution to minimize longterm problems.

Because segments of the Canadian mineral-based economy are dependent totally or in part on foreign sources of certain minerals, their well-being may well be affected by inability to obtain these minerals. Where such dependency exists, it is therefore important that contingency plans be available to counteract possible price increases or lack of supplies by means of technology, developed well in advance of any pending crisis . Canada is vulnerable to possible future real or artificial shortages of certain foreign-produced mineral commodities, and science and technology can provide information for the development of policies for counteracting efforts by foreign exporters to control prices or limit supplies.

This paper presents a discussion of the factors affecting copper scrap markets, including such items as price levels, freight. grades of material, sources and packaging. Reference will also be made to the effective life and turn-around of the copper content of some products. Introduction IN TERMS OF SIZE, copper scrap is second only to ferrous scrap in tonnage recycled. However, in total value, it is second to none. For example, world scrap recovery during the preceding 4 years averaged just under 2,300,000 metric tons per annum, and at an average price of 70 ¢ a pound, this works out at a turnover of about $3.5 billion, which indicates that the copper scrap industry, or recycling as it is now becoming known , is a substantial one.
