Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. Coal supply analysis has since about 1973 become a major activity of many scholars and consulting firms. The present paper is an effort to explain in as nontechnical fashion as possible the state of the art and what implications, if any, the research has for those actually engaged in producing coal or regulating the industry. l The discussion stresses the coal supply side of the models and makes limited comments about other elements in the analysis. To orient the appraisal, it is desirable to recall the features of coal supply that an adequate model should capture. The first considerations are the locational aspects of the industry. Transportation costs can, in some cases, exceed the production costs of coal, and thus any adequate model must incorporate a treatment of the economics of transporting coal from one location to another. A second major issue is that of the heterogeneity of coal; models should treat as well as possible such key differences among coals as their Btu and sulfur content. Third, we recognize that, with given technology and labor, capital, and supply costs, an expansion of the supply of a given type of coal in a specific region will occur only if prices rise. This is the familiar proposition of textbook economics that supply is an increasing function of price. Finally, over time, changes in technology, input cost, and depletion interact to cause changes in the price of given amounts of coal. Economics represents the net effect of this process by a shift over time in the supply curve. During the 1950s and 1960s, the trend was to reduce the production costs of a given output; subsequently costs rose sharply.

At Copper Refineries Pty. Ltd., Townsville, two reverberatory furnaces of 420 tonnes capacity are used to melt 210000 tonnes/year of copper for subsequent anode casting. When the refinery commenced production in1959, these furnaces were of 300 tonnes capacity. The original furnaces featured a silica brick hearth, magnesite and chrome magnesite side 'walls, and a sprung silica brick roof, but were unsatisfactory because of thelow refractory life and high costs. With continuous expansion in production and the incentive to increase furnace life and capacity the design of these furnaces has changed greatly since that time.The present furnaces feature all basic brick, a flat suspended basic brick roof, very extensive use of watercooled copper sections, and are of substantially increased (420 tonnes) capacity. Particular attention has been concentrated on high wear areas such as the taphole, side walls, and charging door jambs. Each furnace in its 24 h cycle, is charged, the copper melted, impurities skimmed off, metal "poled" prior to casting, and cast.The service condition during each of these operations is important in considering furnace refractory life.The improvements in operating practices and furnace 'construction which enabled the capacity of the furnaces to be increased are discussed. The life between major repairs to side walls has increased from 90 charges to300 charges.The scope for future improvement is considered and areas for development are suggested.

"AbstractThe Suetut. Copper deposit, 230 miles northwest of Prince George, B.C., was discovered in August of 1971. Subsequent exploration has included 56,417 feet of surface diamond drilling in 139 holes. The deposit occur in gently dipping volcanic rocks of the Upper Triassic Takla Group, which out crops as rugged mountains.The general Mesozoic sequence comprises some 20,000 feet of green and red basaltic to andesitic rocks. The Lower Formation is characterized by subaqueous basalt, andesite and augite porphyry flows with interbedded breccias. They were rapidly deposited in tectonic depressions of limited extent and steep gradients. Facies changes are abundant. The Middle Formation. consists of volcaniclastic rocks made up of fragments from the underlying formation. Two cycles are discernible , both with basal turbiditic, tuffaceous sandstone and shale units overlain by massive, volcanic conglomerates exhibiting graded and cross bedding. A broader, shallower-water basin is indicated. The top of the uppermost unit was subaerially deposited. The Upper Formation is a variable sequence of volcanic sedimentary rocks. Detritus was supplied from a wide source area and included multiple reworked fragments of the lower formations and material from other rock groups known in the region. Zeolite facies metamorphism is recognized throughout: the entire sequence. Epidote is particularly abundant in the Middle Formation, demonstrating the results of metasomatism.The mineralized zone is approximately concordant with the strata over 100-200 feet of the Middle Formation succession . It lies just below the zone of transition from subaqueous to subaerial deposition in the top unit. Hematite, chalcocite, pyrite, bornite, chalcopyrite and native copper are disseminated throughout all sizes of lithic fragments and matrix. Concentration into the specific zone is believed to be due to upward leaching of copper during lowgrade metamorphic and metasomatic reaction. Precipitation occurred in the zone of hydration characterized by prehnite-pumpellyite below the oxidized subaerial rocks."

The use of a static bath of a heavy liquid of intermediate density between two mineral phases has been employed for beneficiation for over one-hundred years (1-6). In the case of the heavy liquid separation of coal from its included mineral matter, laboratory (3) and commercial (2,4) techniques have employed a halohydrocarbon or mixtures thereof, or solutions of inorganic salts and water with a specific gravity in the range of 2.0 to 1.30. As a laboratory tool, the heavy liquid separation is generally regarded as a standard permitting the "ideal" separation of a product coal and reject mineral matter. Each of the products in this case is polyphase since the separation is only based on apparent specific gravity of the product or reject material. The "Otisca Process" is an anhydrous heavy liquid separation process which employs a parting liquid with certain physical and chemical characteristics which make it particularly advantageous for expanding the laboratory separation process into the realm of commercial coal cleaning. The two key characteristics of the parting liquid are: 1) the heavy liquid does not react significantly with the coal product or reject material, and 2) the liquid permits complete dispersion of the coal product particles throughout the separation bath. The first point, i.e., the lack of liquid coal reaction (7-11), may be cited as one of the major reasons for the failure of other attempts at commercialization of heavy liquid processes. For example, if reaction does occur between the heavy liquid and coal or mineral matter, complete heavy liquid recovery becomes a very expensive complex process. The costs of heavy liquids alone prohibit their loss in the process as will be demonstrated later.

The extremely cold weather and heavy snowstorms of January and February in northeastern Pennsylvania--with frozen mining equipment, diminished preparation and lack of railroad cars--severely hampered the production and distribution of anthracite. As a result, the previous estimates for the 2 months have been revised. On March 1, 1977, at the Porter Tunnel of the Kocher Coal Company at Tower City, Pa., an underground flash flood, which apparently broke through the wall of an adjoining abandoned shaft, swept through the mine. As of March 9, 1977, four miners were reported killed, three injured, and five trapped in the wreckage. The Kocher Coal Company began operations at the Porter Tunnel in 1968 and has had no fatalities until this current tragedy. The mine employs 20 persons on the surface and 115 miners underground, producing 750 tons of coal per day. Of the 109 underground mining operations in the anthracite region, this is the one remaining large mine that employs over 100 men.

The purpose of this paper is to present an application of computer technology to assist the mineral company financial executive in assessing exchange risks. The paper is divided into five parts: Background, Translation Approaches, Theory, Empirical Validation, and Conclusion. BACKGROUND Exchange risk results from a change in the rate of exchange between a host and a home country's currencies. Legitimate reasons exist for changes in the currency exchange rates among countries in a world with over a hundred different currencies. These reasons include: different economic growth rates, social factors, cultural heritages, and political motivations. The problem of exchange rate changes are perennial and exist whether the world operates on exchange rates or floating exchange rate practices. The cause of the problem is trade and international payment imbalances. If one accepts the premise that exchange rates fluctuate over time, then the mineral company financial executive faces a continual process of reassessment of the impact of exchange rate changes on the financial worth of his company. (1) The mineral company financial executive prepares balance sheets and income statements that are audited by certified public account- ants annually for shareholders, bankers, and tax authorities. The financial executive translates assets and equities denominated in foreign currencies into domestic dollars, e.g., Japanese firms convert to Yen, French firms convert to Francs, and so on. In his Budget Speech on March 31, 1 977, the Honourable Donald S. Macdonald expressed concern about the financing of investments through new equity issues. He mentioned the need to render more attractive participation in the equity market by investors in all in come brackets. One of the measures introduced in the budget to accomplish this goal is the proposal to increase the dividend gross-up and tax credit in respect of most dividends received by an individual from Canadian companies. The following comments and tables serve to illustrate the impact of this particular proposal.

The effect of some of the reagents, namely hydrocarbon oil, Syntex (sulfated coconut oil surfactant), pine oil, sodium silicate, and lime, used at the Climax mill on the recovery and grade of molybdenite and gangue minerals has been investigated experimentally using factorially designed test approach in the laboratory. The results of the investigation are presented in two dimensional plots. The lower additions of lime (equivalent to a pH of 8 to 8.5) were desirable for maximizing recovery subject to constraints on grade. Higher additions of pine oil improved recovery, but only at the expense of grade. A mathematical model of the objectives of an operating plant was formulated and optimum reagent conditions obtained.

The subsystems themselves re divided into two categories based on the requency with which they are executed. The first time that a geologist is confronted with the necessity of evaluating a lateritic ore deposit, he may feel that nothing could be easier. Why should there be any problems in making an economic evaluation of a relatively flat-lying, surficial ore body? After several hundred thousand dollars worth of frustrating work often culminating in a series of non-reproducible data - the evaluator may be a sadder and wiser man. This paper will try to illustrate why the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist - and, more especially, how this problem can be solved. Volumes have been published on descriptive and genetic studies of lateritic ores. Obviously, there is time today only for the briefest description of such an ore body. The laterite is a soil formed under tropical conditions and resulting in the concentration, within the soil zone, of certain tri-valent metals.- especially, aluminum and nickel. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of, partially altered bed rock or saprolite. The most serious safety problems encountered in U. S. underground coal mines today are related to the roof bolting operation. Also, roof bolting is usually the operation which limits coal production of the section. The purpose of my paper is to review some of the research, developments, and new ideas related to roof bolting. Many of these ideas have originated at. coal mines or with manufacturers. Most of the research on fundamental improvements has been funded by, and is a part of, the excellent and broad plans of the Bureau of Mines.

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development. My presentation is from the viewpoint of the industrial mineral geologist, which is a relatively rare breed. Very few geologists become involved with industrial minerals for two reasons, I think: (1) Much of the industry utilizing non-metallic minerals has developed without the use of geologists in the begin¬ning and many of the management people, who generally derive from the processing plant supervision, tend to take raw materials for granted; and (2) non-metallic minerals are a very insignificant part of the curriculum of virtually all colleges granting a geology degree. One learns about the geology of industrial minerals by working with it. This "on-the-job-training" is probably best because it brings the geologist into close quarters with the production people and the production process. And the industrial minerals field has a distinctiveness when compared with the petroleum or metal mining field in that each deposit can yield a material differing in some aspect from that in any other or within the same deposit. The petroleum from a well in a given field will be similar to that from any other well, but a limestone on one side of a hill can differ signifi¬cantly in elemental composition, calcinability, soundness, specific gravity, or some other factor from the same ledge on the other side of the hill. This characteristic of almost certain variability creates problems sooner or later and provides for much of the employment of industrial mineral geologists. My job seen from the viewpoint of management is "Find us some rock we can extract and process at a profit." The industrial non-metallic geologist has much the same problems and approach as a detective. I do not mean the TV variety with the big mouths and the unfailing knack of spotting the wanted criminal immediately in a city of ten million people. Any real detective will tell you it takes leg-work, knowhow, and persistence to make a case. The same is true for the geologist who finds rock which can be quarried at a profit. "AbstractA number of plant-scale cyanidation tests were carried out in an attempt to uncover the causes of fluctuations in gold recovery efficiency. Computer analysis of the results verified that the treatment of reclaimed waste rock material along with normal run-of-mine ore was having an adverse effect on metallurgical efficiency. Mineralogical examinations showed that the free gold particles in the dump material were heavily tarnished or coated (predominantly by hydrated iron oxide), accounting for the lower recoveries. The indications were that the effect could be counteracted somewhat by using higher than normal cyanide and lime reagent concentrations and adequate leaching times. Analysis of the results showed further that leach pulp density was an important operating parameter affecting extraction efficiency. A variable activation energy leaching model provided an extremely good characterization of individual batch leach runs.IntroductionFLUCTUATING METALLURGICAL EFFICIENCY at the gold concentrator of the S.A. The combustible volatile matter in coal mine roadway dusts (CVM) has been determined using x-ray backscatter techniques. The correlation between x-ray and chemical techniques is reasonably good for the 92 samples from collieries on the Bulli seam, and the maximum error expected at the maximum level of 11· 5 weight per cent CVM permitted in the N.S.W. Coal Mines Regulation Act, 1912, as amended, is about ± 2·5 weight per cent. This x-ray technique can be used only when the combustible volatile content of the coal matter (cvm) varies within a limited range, and a separate calibration is required for each coal seam.Portable equipment based on a radioisotope x-ray source ahd digital ratemeter makes possible simple and rapid analysis, and with adaptation to use in coal mines should lead to much more comprehensive testing- ofroadways and hence improved overall prevention of coal dust explosions.

The important role of pit slope design in the overall economics of open-pit mining ventures has long been recognized and well documented.1 2 Any economic analysis of a pit slope design must reflect the trade-off between the benefits and the increased risk of slope failure inherent in steeper slope angles. The conventional practice in pit slope design is based on the factor of safety analysis.' The approach uses average values to arrive at a deterministic solution to slope stability. Past analyses based on this approach generally have had several drawbacks: 1. The risk from slope failure could not be quantified. 2. Only relatively simple pit wall geometries were considered. 3. The analyses were performed solely for the benefits of steeper slopes, seldom discussing the potential costs of slope failures. 4. Analyses were seldom considered in a year-by-year mine planning context. Recognizing that average values do not reflect the uncertainty in geomechanical parameters, a probabilistic philosophy to slope design has evolved. 4,5 However, this approach had not been fully developed to include complex slope geometries and mine planning consideration. In order to develop an integrated, pit slope design procedure, a research project was initiated at the University of Arizona during 1973 in conjunction with the Canada Center for Mineral and Energy Teleology. This research resulted in the development of a probabilistic design procedure. The remainder of this paper gives an overview of the probabilistic design procedure and a discussion of the requirements for the benefit-cost analysis of a pit slope design. Finally, the results of a case study undertaken at an operating mine are given.

Raise boring of mine ventilation shafts in many cases offers a lower cost and higher speed method of construction in comparison to conventional shaft sinking. Where underground access is available for raise boring the potential savings indicate that raise boring should be considered as an alternative to other methods. Raise boring machines are currently in use which have the capability for reaming shafts up to twenty feet in diameter, depending on the strata and depth. These large capacity machines make it possible to consider raise bored shafts for moving large volumes of air. Although we will consider here only ventilation shafts, raise boring should also be considered for men and material shafts. When the mine planner has determined the volume of air required through a shaft at a particular location he is faced with the problem of selecting the shaft size. The principal factors in optimizing the shaft size are the construction costs for the shaft 'and the power cost to move the air through the shaft. The larger diameter the' shaft is the more it costs to construct, but for a given volume of air the power required (cost) becomes lower as the diameter increases. The construction cost is paid only once, when the shaft is constructed. The power costs, however, are paid throughout the life of the shaft. Methods of optimizing air shaft size found in the literature (References 1 and 2) amortize the construction cost and include it in the average annual cost of operating the airshaft. These methods derive a formula for the average annual cost vs. shaft size and de-rive the formula to compute the optimum size for a given air flow rate. On the one hand, we lift the whole subject of energy out from its present-day involvement with short-term issues and take an important longer-term look at the solutions which lie before us. On the other hand, we recognize that short-term issues are important and, as we are reading and hearing, many of the right short-term solutions continue to elude our politicians, our policy makers, and even some of those with knowledge and authority in the energy field.A year ago, if you asked people how they would go about conserving energy, they would probably have said turn out the lights. They would probably say the same thing today, but they might also include other things such as driving the automobile more slowly or putting more insulation in the attic.
