Legislation up to the early 1950s prevented the mechanical extraction of pillars. The mines operating at that time had formed extensive areas of pillars. When permission for the mechanical extraction was gazetted, conventional equipment was employed for pillar extraction and generally using hand mining systems. The mid-fifty's saw the of continuous miners. These machines eliminated the disadvantages of conventional equipment and the necessity for multiple working places. Some new layouts for panels emerged; however, actual extraction methods of pillars still followed closely that of hand mining. During the early sixty's the extraction of standing or new formed pillars was undertaken by the "open-end lift" or a "split and lift" method.

Coal refuse slurry impoundments are dams constructed of coarse coal refuse to impound fine refuse (slurry) and water (25-30% solids). Both products are waste from coal preparation plants. A number of these structures in West Virginia, Pennsylvania and Kentucky were investigated to determine embankment stability. During the investigation a variety of embankment designs were encountered. The investigation determined the soil and geological characteristics of the embankments and the sites. This was accomplished by a test drilling and monitor installation (observation wells and piezometers) program, geologic study, and large scale mapping which allowed sub-surface profiles of the embankments to be constructed. The laboratory testing program concentrated on textural classification of the coal refuse, permeability and determining strength parameters to be utilized in the stability analyses. For the stability analyses, the Modified Fellinius Slip Circle, Simplified Bishop Slip Circle and Analysis for Translational Failure -were utilized. In all stability analyses hydrostatic pressure and earthquake were considered. This investigation indicated that 62% of the embankments analyzed are in a stable condition. The coal seam mined, the type of roof rock, and the gradation of the refuse influence the degree of compaction obtainable and the permeability of refuse. The shear strength of coal refuse appears to be controlled by its composition, moisture content, degree of compaction, amount and grain size of fines present. This investigation demonstrated these em¬bankments should not be treated as pure state-of-the-art dams; consideration must be given to the particular properties of coal refuse and the total refuse disposal system. Refuse dim slurry impoundments generally lack the site se- lection phase that is standard practice with siting most other types of dams.

A Bureau of Mines procedure was developed for the analysis of volatile matter in airborne coal dust-rock dust mixtures prior to, and resulting from, coal mine fires and explosions. Dust in the 10-to 20-mg weight range can be analyzed. Volatile matter is determined by a greatly scaled-down version of the empirical macro-scale method used by the Bureau. The alkaline earth carbonates in the rock dust are dissolved in acid prior to the volatile matter determination of the residue, and the rock dust content is calculated from the analysis of calcium and magnesium by atomic absorption.

This report presents a Bureau of Mines assessment of crude oil and associated gas production and reserves that would result from different drilling efforts in the lower or contiguous 48 States during the 1972-85 period. The drilling effort was based upon five growth rate assumptions from the 1971 level. Additions to crude oil reserves were computed for nine cases resulting from the use of three equations for findings per foot drilled and three constant revision factors. The results indicate that the United States will not become self-sufficient in crude oil production by 1985 and also illustrate the lead time required to reverse the decline in oil production. Discussion is limited to three of the nine cases to provide high, intermediate, and low results. More emphasis is on the intermediate case because it is indicative of the most probable trends. The methodology and statistical data are included in the appendices.

Electrophoretic mobility measurements of coal and pyrite particles in distilled water revealed a difference between the migration speeds of the two materials toward the anode in a dc electric field. This information led to the development of a laboratory electrophoresis column for separating fine pyrite from coal by utilizing the electrokinetic and the specific gravity differences between coal and pyrite. The study demonstrated on a laboratory scale that pyrite and other impurities can be separated from fine coal by electrophoresis using a stage separation technique. In a cost analysis, electrical power for electrophoresis was extrapolated to about $1 per ton of clean coal product. But, since the only successful tests ever made were in the laboratory with prewashed samples of minus 100-plus 325-mesh coal in distilled water, the cost figure derived is not representative of conditions prevalent in commercial coal cleaning operations. True conditions would reflect costs many times as great. In the course of the work, several scale-up techniques were considered but their feasibility became academic in view of the physical and economic problems associated with electrophoretic separation of pyrite from coal. Although the process and apparatus were finally deemed impractical for commercial coal preparation, the electrophoresis column may have some application as a laboratory device.

The Committee on Rapid Excavation of the National Research Council has recognized in its 1968 report the need for "improvement of rock-mechanics techniques for measuring subsurface stress field in deep boreholes and for determining stress distribution in walls of underground excavations". The technique recommended in this paper as being most suitable for both deep hole and tunnel wall stress determination is Hydraulic Fracturing. Using this method stresses are calculated directly from the fluid pressures necessary to initiate and extend a fracture away from a borehole. Stress determination by hydraulic fracturing is rather insensitive to inhomogeneity or anisotropy, is not limited in depth except by the length of the hole, requires simple equipment which is commercially available, and can be carried out by unskilled personnel. The method has been worked out theoretically and extensively tested and verified in the laboratory. A number of field tests in deep holes ranging from 300 to 6300 ft have yielded surprisingly good results. Preliminary underground tests have been very encouraging and most recent measurements in a tunnel complex at the Nevada Test Site yielded stresses that were both consistent and reasonable when compared with the expected directionsand magnitudes. It is recommended that hydraulic fracturing be considered as a method of in-situ stress measurement both in the pre-excavation stage of design and during tunneling.

"FROM THE BEGINNING OF THE PIT, it was known that the surface mining method had a projected life of about ten years, and that the ore extended to depths recoverable only by underground mining. When serious consideration was given to underground mining in 1968, it was realized that tremendous advantages could be gained by starting the underground mine as early as• poss1ble. These included: 1. The availability of underground ore for grade control, which would become more difficult as the pit deepened. 2. The need to develop new systems, equipment and skills to take full advantage of the technological revolution in underground mining. 3. Early knowledge of rock behaviour through trial mining on a small scale prior to finalizing plans for major blocks. In addition, the pit would be available to guarantee the mill supply if problems were encountered. 4. With sufficient time and early mining experience a much better job could be done on all mine planning. Because ample reserves of economic underground ore were virtually assured, the desired underground mining capability became a function of two restraints: first, the time required to excavate and construct the permanent headframe, shaft and ore-handling facilities necessary to handle large volumes of stope ore; second, the time for lateral and stope development on at least one level which would normally follow shaft sinking. The decision made was to move immediately on the permanent hoisting installations and at the same time embark on the planned ramp from surface, which would allow much stope preparation to be completed prior to .bringing the shaft on stream. Both projects were placed on an urgent basis early in 196S' and the following decisions made shortly thereafter."

In ancient times, soda ash was obtained from water solutions of various desert earths. Later, it was produced by leaching the ashes of wood and seaweed. For the past 100 years, it has been manufactured by the ammonia-soda process, which employs large quantities of salt, limestone, and coal as raw materials.

In fact, thermal exploration has received relatively little attention in modern times compared to other potential field geophysical methods. There have evolved, however, two basic approaches to thermal exploration for subsurface heat sources. These are 1) the measurement of surface temperatures by infrared, thermal imagery and 2) the measurement of geothermal gradients in exploratory drill holes.

First of all let me say what a genuine pleasure it is to be here. Acapulco certainly is a beautiful change. I'm going to spend sometime talking about change, because frankly I'm astounded at the rate of change in our world today. One good example of this, reminds me that the first time I spoke before the AIME two years ago, we were at the Ramada Inn in Beckley, West Virginia. Today we're at the Princess Hotel in Acapulco, Mexico. Now that's what I call a change. Seriously though, I'm sure you've all heard it said that the most consistent thing about our society is its constant change. Five years ago, no one could have predicted the changes we experienced in the United States during the first half of the 1970's. In the past twenty-four months alone, we have seen two presidents, three vice-presidents and hundreds of administration and government personnel changes. We have stumbled from one social crisis to another, while suffering through rising inflation, major energy shortages and labor unrest that could plunge us into a full scale economic depression. In view of these constant and unpredictable changes around us, it's obvious that we must learn to deal with change and "roll with the punches" if we are to survive. A controversial book published recently, explores in detail the various aspects of change and its impact on man.

The mining engineer must be able to predict the structural behavior of the rock around underground openings so that he can answer questions relating to safety and economics. With the present status of rock mechanics knowledge, exact predictions cannot be attained and approximate idealizations are made. As a first approximation, structural design makes use of theory, laboratory testing of rock properties, and available experience from excavations in similar rock formations. However, realistic design can usually be obtained only after in-situ observations and measurements are made. After all the information is collected, judgement and experience play a most important role in the final formulation of the design. This paper describes part of a geotechnical program which was instrumental in obtaining information for the design of large oil shale pillars. The work was carried out during 1971 and 1972 in the experimental mine of the Colony Development Operation. Colony is an oil shale venture formed between Atlantic Richfield Company, Operator, The Oil Shale Corporation, Cleveland-Cliffs Iron Company, and Sohio Petroleum Company to conduct research and development in mining and retorting of oil shale, The property is located in the southern edge of the Piceance Creek Basin in northwestern Colorado, approximately 250 miles west of Denver (Figure 1) . Mining was conducted by the room-and-pillar method in a 60-ft high portion of the Green River Formation at a depth of 600 to 850 ft, Pillar dimensions are approximately 60 ft by 60 ft. The mine site is in the eastern face of the canyon containing the Middle Fork of Parachute Creek, The distance from the mine to the side of the mountain varies from 500 to 1,200 ft, and its height above the stream floor is approximately 700 ft.

"Ecstall Mining Limited was formed to operate the Kidd Creek mine, discovered by Texasgulf Incorporated in 1961 the orebody is geologically very complex, containing rich values of zinc, copper, silver and lead. The first phase of the operation involved an open pit, railroad and concentrator complex, which was under construction in 1965 and began operations in late 1966. The open pit, with rim dimensions of 2,000 by 1,000 feet, was computer-designed and highlights excellent wall control and efficient ore extraction and grade control. The railroad was built over the worst type of muskeg country, but it has been well maintained, resulting in an uninterrupted supply of ore in the trains. The 10,000-tpd concentrator, located 17 miles from the mine, is highly instrumented and automated. It features computer control of reagents and, in addition to the copper, zinc and lead flotation circuits, has a modern gravity tin plant. The concentrator is large, because very fine grinding is required for good metallurgy and nearly 2,500 tons per day of concentrates are produced. In 1969, work was started on the underground mine to take over from the open pit; it began partial production in mid-1973. The mine is highly instrumented, has a ramp from surface, a high-production shaft, an underground gyratory crusher and an efficient orehandling system, and employs the latest mining techniques. The electrolytic zine plant, rated at 120,000 tons of slab zinc per year, started operation in April, 1972, with batch leaching and purification circuits. It has been converted to continuous leaching and is now in the process of converting to continuous purification. Further modernization and automation will be carried out in the next few years. Five service departments support the five operating departments. These are maintenance, engineering and technical services, geology, administration and employee relations. How these ten departments function and work together using the most advanced technology to produce an efficient operation is the main theme of the Ecstall Story."

"Crusher sizing and application in mining operations is the selection of a crusher or a series of crushers to reduce run of mine ore to a size suitable for either autogenous or conventional grinding. It is important that the crusher or crushers be sized to operate within the range to which they have been designed. By the range to which they have been designed, we mean that the reduction ration must be held between specified limits. Reduction ration is the relationship between feed size to product size.In todays plants reduction is usually accomplished in three stages by primary, secondary and tertiary crushers.Primary crushers are either jaw or gyratory and are designed to handle run of mine feed at an open side setting of 5-1/2” to 7”. Reduction ration should not exceed 7 to 1.Jaw CrushersThe model size of a jaw crusher signifies the feed opening. A model 60 x48 jaw has a feed opening 60” wide by 48” long. The 48” is the dimension between the top of the swing jaw and the top of the stationary jaw. The 60” is the width between the two side frames. The crusher open side setting is the discharge opening at the bottom of the crushing chamber with the jaws in an open position. When corrugated jaw plates are used, the open side setting is measured from tip of one jaw plate to the valley of the opposite jaw plate. If a jaw crusher has a 6” open side setting with a 1” jaw motion, you could also say it has a 5” closed side setting."

No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. The measurement of various gas concentrations in the atmosphere at a particular location has become a problem of considerable importance. Levels that need to be monitored vary from the range of percent for constituents such as oxygen to parts per million levels for gases like nitrogen dioxide. In particular, mine air can become contaminated with noxious or toxic gases from several sources: fires within the mine, diesel-powered equipment, and explosive sources. The contaminants that result are carbon monoxide (CO), carbon dioxide (CO2), and oxides of nitrogen (NO and NO2). Additionally, oxygen (O2) may be depleted. Thus, the workman can be exposed to potentially toxic or asphyxiating atmospheres. A device was needed that will continuously monitor the mine air in working areas and provide warning of hazardous atmospheres. The Mine Air Monitor was conceived as being a portable, rugged instrument capable of measuring the concentration of the various atmospheric constituents in the mine environment. The unit was to provide both warning signals and quantitative measurements when hazardous contaminants existed at too high a level, or when the oxygen was being depleted. The initial concept involved optical sensors for all of the contaminating gases to be measured, namely CO, CO2, CH4, and NO2, and an electrochemical cell to monitor O2. When the explosion proof requirements of Schedule 2-G made the concept appear to be unfeasible from the standpoint of weight and portability, the program was redirected and a three channel monitor employing electrochemical sensors was adopted. In this case the gases to be monitored were O2, CO and NO2. The remainder of the program was oriented towards obtaining good, commercially available lectrochemical sensors for the above gases, testing them, reducing deficiencies noted during these tests, and making the necessary modifications to integrate the three sensors into a Mine Air Monitor suitable for the mine environment.

This report covers the design and testing of a novel bulk materials conveying device by the Bureau of Mines. The transport concept of the device is to create a traveling wave with a steep front so that the bulk material slides and cascades down the front of the wave with some horizontal motion. Ideally, the front should act like a continuous chute. The concept of moving bulk materials along a belt without any forward movement of the belt itself was demonstrated. The conclusions reached were that the mechanism as designed could not overcome the inherent major disadvantages that would make the undulatory conveyor suitable for practical applications.

The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces. The U.S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 20 or 30 ampere leak, would represent such a fault or illegitimate load and a substantial fire risk.

The purpose of this paper is to review and discuss some of the less evident and sometimes neglected opportunities for progressive developments in coal research. While a great deal of both promotional and technical information flows from some areas of coal research, output deficiencies in other areas of activity have reached a magnitude where important developments have been, and will increasingly be, unfavorably affected. These areas mainly involve coal mining and preparation. Some recommendations for the intensification of effort in these areas follow: Coal Mining While a huge tonnage of in-the-ground coal is assured, the location and distribution of these tonnages are becoming less favorable. The easy-to-mine coal which is located in or near population centers has been, or is being, mined. The vigor with which the less accessible reserves are recovered by the mining industry depends largely on the condition of the coal market at the time of mining. Hence, during a buyer's market, the commercially oriented mining industry is compelled to mine the easier and less costly reserves. Conversely, during a seller's market, the need to rapidly expand production results in more difficult mining and higher cost coal as few obstacles are encountered in finding markets. Hence, a seller's market tends to enhance the recovery of reserves while a buyer's market does not. One reason for today's fuel supply problems is that the Nation has recently emerged from a long-term coal buyer's market which lasted from about 1950 to 1968. During that period, national policy caused severe production cutbacks which regretably drove the industry to mining only the more accessible and better quality reserves. Often in order to remain in business, many hundreds of millions of tons of more difficult to mine reserves were abandoned and lost behind caved areas. Many of these reserves are close to population areas and would not have been lost in a more stable economic climate. It is difficult to fully account for all the impacts that were caused by the great buyer's market of the 1950s and 1960s. Besides the obvious loss of reserves that were once considered national wealth, the mining of better reserves tended to produce a generation of technically optimistic mining people. Mining people frequently became accustomed to looking at nothing less than outstanding mining conditions as a result of the declining market. Many are now and have long since received a re-education in the other half of mining. Going from many years of mining accessible, select and easy-to-win reserves, to the crash-driving of development entries in reserves that were considered unworthy of mining during 50s and 60s, frequently results in a much higher rate of encounter with in-seam and out-of-seam rock as well as with coal-deficient areas or "washouts." Intensive entry driving activity and compulsory non-selective mining in sometimes lean reserves were brought on by the need to rapidly open up new supplies of coal. Working under these requirements presents a continuing reminder that much more needs to be known about the relatively esoteric art of planning the best direction for driving entries in order to insure that a more consistent and greater supply of coal is available during early mine development. All of the preceding discussion tends to point to a need for a better estimate of those reserves of coal that are likely to be mined in the future. Such estimates should not be limited to the compilation of the amount of coal in the ground; but, where possible, should also include information concerning the capability for producing this coal. After all, a coal seam of ample thickness may have a degree of thickness variability, undulation, bad roof or floor, so as to make what would otherwise appear to be an attractive mining condition untenable. Underlying the problem involving the feasibility of producing known reserves is the need to develop better methods for the characterization of coal seams and associated lithotypes, based on drill core data, once at area is selected for mining. Reserves and their characterization involve aspects of exploration technology that are frequently considered mature. The resulting technological deficiencies may be the main reason why coal exploration frequently does not end with core drilling of a property, as it should, but extends into the mining operation during the driving of development entries. When exploration is extended to the driving of development entries, the near absence of integrated decision-making theory involving mining, geology, mathematics, and economics becomes, once again, all too painfully apparent and frequently results in very costly rationalizations. Hence, by the formal initiation of a concentrated program to combine the cyclical effects of economics with geology and mining, more relevant estimates of reserve distribution, tonnages, and production capability should be forthcoming. Moreover, a similar formal effort is needed to develop a combination of the most advanced concepts of mathematics, geology, and mining to better "see" coal seams as a means to favorably implement many long-range decisions involving mine safety and productivity. Much more applied research needs to be done on coal mining systems for mining in thin seams and/or under bad roof. Current difficulties in both of these areas at recently opened coal mines should provide a sobering glimpse into the future. Full-scale applied research, sponsored by appropriate federal agencies, is urgently needed on a scheme involving a new combination of established mining and preparation elements. The scheme may include: (1) a continuous mining machine remotely operated by a miner stationed at some distance behind the machine using a cord attached control box; (2) hydraulic transport of coal through pipes from the mining machine to a coarse refuse removal grid, crusher, and then on to portable concentrating equipment; (3) the hydraulic transport of clean coal out of the mine in pipes to the surface for thermal dewatering, if neces-
