I welcome this opportunity to speak before the Coal Division of the AIME in such an attractive setting as the Pacific Northwest. With the development of the Centralia project, the Pacific Northwest will have its first major coal-fired thermal electric generating plant. This State has a long history of coal mining that diminished with the passage of coal-fired steamships and locomotives but is now reviving with the growth of electrical power demand. Because this 1,400 row plant is to be supplied with surface-mined coal, it is particularly appropriate that this area be the setting for a talk on factors influencing the growth of surface coal mining in the West. During the course of my talk, I will touch on a number of factors including electric power demand, coal resources, production trends, environmental considerations and trends in State and Federal activities that I feel will influence surface coal mining in the West. Total electric power consumption by the year 2000 is expected to reach 9.4 trillion kilowatt-hours. Predictions of total coal consumption for electric power generation by that year range from a low of 845 million tons to a high of 1,520 million tons, or 2.6 to 4.7 times the amount used for this purpose in 1970.

It is axiomatic that in designing a bulk material handling system the primary consideration is the functioning of the machines. The structure is secondary -its reasons for being are to support, enclose and provide access to the machine, for servicing. This results in a wide variety of supporting structures. Other considerations are: plant layout, local soil conditions, climate, local laws and codes, and last, but by no means least, the Customer's wishes.

A summary of Bureau of Mines research on utilization and disposal of solid wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's Solid Waste and Materials Recycling Program is directed toward four main areas of research, development, and demonstration: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) utilization and stabilization of mine, mill, and smelter wastes; and (4) recovery and reuse of values from industrial waste products. A contract and grant program that supplements the in-house research and aids in the training of manpower in management of mineral-, metal-, and energy -based solid wastes is also discussed. This publication is an updating of Bureau of Mines Information Circular 8460 issued March 1970.

Both centrifugal and reciprocating-type pumps have been widely used in the transport of slurries. Although with some limitations, centrifugal pumps may be used, especially for short-haul systems, however, for the long pipelines the reciprocating pumps are better suited. A state-of-the-art review is presented in which a discussion of applications is made and some of the problems associated with meeting the proper design conditions for satisfactory service are discussed. Several developments underway give considerable promise of better pumps in the future, although the current level of development provides for an economical means to move slurries. The movement of liquids in pipelines necessarily occasions the use of pumps. The petroleum industry is familiar with the transport of solids through mud pumps and cementing and fracturing pumps where the movement of slurries is an everyday matter. In the drilling of an oil well, the circulating fluid utilized to remove drill cuttings is called drilling mud. This substance is usually a fairly sophisticated material designed to develop certain characteristics desirable in the drilling process. The cuttings are suspended in a moving column of this fluid and brought to the surface. The separation of the cuttings from the drilling fluids is accomplished by the use of shaker screens and settling pits; however, it is impractical to remove the cuttings completely and as a result they are pumped through the mud pumps back into the circulating stream. Over the years, mud pumps have been improved so that rather long life can be obtained from liquid end parts subject to the attritional effects of the abrasive-laden fluid. It is from this background that reciprocating-type slurry pumps have been developed. Centrifugal Pumps Centrifugal pumps have also been used to transport solids, where low heads are required, typically up to 200 ft or so, and for short hauls. The centrifugal pump is a hydrokinetic device wherein the increase in velocity of a fluid stream is converted to head, and to achieve high heads a large change in velocity is necessary. Abrasive laden fluids cause wear on impellers and casings as a result of erosion by the fluid and the suspended particles. Centrifugal pumps, therefore, can only be used where the internal velocity of flow is rela- tively low. The advantage of centrifugal pumps is their high capacity at relatively low capital cost and usually relatively small space requirement. One of the disadvantages of the centrifugal pump when used in slurry pipelining can be seen in its typical pressure-volume performance relationship, which tends to work against the application (see Fig. I). If an increase in pressure (head) is occasioned by flow restrictions in the pipeline, say by the dropping out of solids, a desirable characteristic of a slurry pump would be that it develop increased pressure to overcome the restriction. The centrifugal pump provides the increased pressure only at the expense of considerably reduced volume which then results in a lower flow velocity. With the reduced flow rate, adequate velocity to hold the material in suspension and keep it flowing in the line might not be achieved. If centrifugal pumps are considerd for the movement of solids in a long line, a series of pumps must be staged in order to provide the necessary motivating force. The production of salt through brining operations and the recovery of potash salts by means of solution with water constitute, in large measure, processes which have been used for many years. And although the salt industry has utilized dissolution techniques for years and years it has been only recently that a better understanding of the mechanism of solution has emerged. Greater adaptability of solution mining processes for recovery of valuable salts from ore bodies found at greater and greater depth has resulted in increased adoption of such methods. Because of the high costs of mining in beds of limited thickness, modifications probable when extracting mixed halites, and restrictions (mostly self-imposed) regarding the extent of cavern development to minimize or eliminate subsidence more information is needed on the solution mechanism. It is the purpose of this paper to present the fundamental aspects of the problem of total solution of salts and to point out the developments of certain solution mining techniques.

Resistivity, porosity, permeability, and saturation data were obtained on core samples from the Big Injun, Clinton, Gordon, Bradford Second and Third, and Venango Second oil sands and formation factor-porosity relationships were derived using the general form of Archie's equation F = aø-m, where F is the formation factor, ø is the porosity, and a and m are constants that depend on characteristics of the rock. It was found that a and m varied significantly between sands, as did the exponent in the Archie relation I = Sw-n, where I is the resistivity index and S, is the water saturation. The average exponent, n, determined from all data was 50 percent greater at residual oil saturation than at residual water saturation. Samples from each sand exhibited differences in directional resistivity and/or permeability. The Bradford Third sand data showed correlation between resistivity and permeability anisotropy.

By means of laboratory balling tests and a procedure for determining bentonite concentration in a green ball the present study revealed that the bentonite savings by mulling concentrate and bentonite prior to balling was sufficient to warrant installation of a full-size unit in a pellet plant. On the basis of this work, a muller was put on stream at Bethlehem Steel Corporation's Cornwall pellet plant in June 1969, and has operated continuously since then. Plant tests showed that the use of the muller resulted in bentonite savings of about -502 without any loss of green, dry, and fired ball quality. Virtually no maintenance problems have been encountered. This information is important to future pelletizing operations both from the standpoint of product quality and economics.

Comminution represents one of the major costs of mineral recovery from low-grade ores. Efficient mineral recovery in a typical low-grade ore grinding-flo¬tation process depends on grinding the ore small enough to liberate mineralization without producing excessive slimes, which would result in higher power and flotation reagent costs. Size criteria for efficient grinding should be stated in terms of the distribution of mineralization sizes, but as the mineralization-size distribution is difficult to determine, less desirable criteria of absolute particle-size distribution (PSD) are used in practice. Thus, there is considerable incentive to be able to analyze and predict the PSD performance of grinding circuits for control and optimization of the process. Any realistic model of a grinding circuit must account for recycle of oversize material; such oversize recycle adds to the total mill load and limits total production rate. Simulation of such closed-circuit operation to study grind factors affecting total throughput can be done in a straightforward fashion provided recycle calculations can be added to an accurate input-output model of PSD in the grinding mill itself. Such a total simulation of mill performance is of obvious practical value in assessing the practicality and benefits of various over-all mill control schemes and/or modes of operation. For example, considerable interest has been shown in the development of continuous on-line particle-size sensors and such instruments should be an operating reality in a few years. A total closed-circuit PSD model of this type would be invaluable in the utilization of, and in predicting the pay-out from, such an on-line particle-size sensor. The purpose of this paper is to present a new approach to the development of an input-output PSD model of a grinding mill. The model is continuous in the par¬ticle size coordinate, L, and is based on the principle of a particle population balance along the particle size coordinate. When the first Earth Resources Technology satellite (ERTS-A) is orbited by NASA next year, mineral exploration is expected to take a giant leap forward. There are many inherent advantages in going to space to study large regions of the earth, as existing space data have shown. A preview of what can be expected has already been provided by Gemini and Apollo color photographs taken over many parts of the world in the equatorial belt to 30ºN and S latitude. These comprehensive views cover some 100 sq mi, depicting prominent geologic features in a regional context. Placed side by side with mosaics of aerial photographs covering identical areas, the space pictures point up many inadequacies in the present airborne methods of data acquisition. To obtain a regional picture from aircraft, one must piece together many bits of data, and the final result suffers from variations in lighting and photographic reproduction that may obscure features important to the mineral explorer. By contrast, space photographs provide unsegmented synoptic views of large areas as they appear in a single instant under uniform lighting conditions.

"Microscopic studies of peat moss indicate a highly porous material. In view of using this natural product as an adsorbing agent for the treatment of polluted water, studies of its adsorbing power for beef extract and alkyl benzene sulphonate solution were determined. The effects of time of contact, particle size, concentration of adsorbent and concentration of pollutant were studied. In the case of beef extract, there is a COD reduction of around 27 per cent; in the case of the alkyl benzene sulphonate, the percentage reduction varied from 72 to 95 per cent. A water treatment plant based on the adsorbing power of peat moss with simultaneous recuperation of the pollutant is proposed."

In pelletizing magnetic iron ore concentrates, about 6 to 18 lb of bentonite binder are added per ton of concentrate during balling to give green and dry strengths to the unfired pellets. The dry bentonite is mixed into the filtercake following the magnetic concentration circuit of the plant. The filtercake contains about 10% moisture, and the water may be of highly variable composition, depending on the particular concentration circuit, its source, and the ore being treated. A knowledge of the parameters that influence the balling operation is essential for optimal efficiency in producing balls strong enough to survive the treatment during transportation from the balling device to the furnace and during the firing operation. Furthermore, very weak unfired pellets probably contribute to high dust losses and poor furnace control. The factors that determine the strength of unfired pellets have received considerable study (1,2,3,4). Tigerschiold and Ilmoni(l) pointed out the significance of the surface area of the particles being pelletized. Merklin and Childs(2) reported on the effect of material size consist, chemical additives such as soda ash, lime, balling time, ball size, and the moisture content of green balls. Iwasaki and Zetterstrom(3) examined the detrimental effects of fatty acids on the pelletizing process. Stone(4) correlated the zeta potential of bentonites with the strength of unfired pellets. He found that, in general, a high negative charge on the bentonite is conducive to good balling. Although studies of pelletizing in the iron ore industry deal with a complex multicomponent system consisting mainly of the iron mineral, bentonite, and water, the last of these has received little attention, particularly with regard to the possible effects of mill water chemistry on the pelletizing process and the strength of unfired pellets. It is widely known that the composition of mill process water is an important variable in unit operations such as flotation, thickening, and filtering and that impure water can lead to poor metallurgical results. The results of the present study indicate that the chemistry of the mill water may be an important variable in the balling operation as well. Knowledge about this variable should contribute to lowering bentonite and oil consumption and to improving furnace performance. Such knowledge can also assist those who use balling in evaluating commercial bentonites for plant use as well as those investigating balling from a more fundamental point of view In this study we have examined 1) the effects of replacing mill process water in the magnetic concentrate filtercake with pure water, and 2) the effects of several chemical impurities that are commonly found in mill process waters upon the strength of unfired pellets. The results are interpreted in terms of the zeta potential of the bentonite and magnetite particles. The data lend support to a suggested mechanism whereby the electrostatic attraction of oppositely charged particle surfaces causes bentonite-bentonite and magnetite-bentonite bonding. This mechanism would also explain why several chemical additives e.g., sodium carbonates and phosphates, have such marked effects on increasing the strength of unfired pellets.

"Atlas Copco is introducing a new patented method for full-face boring. This paper presents the basic principles of the boring action and discusses the present experience regarding performance and costs. The Atlas Copco ""Full-facers"" are designed for hard-rock applications, although they are successfully boring in soft ground without major changes. The unique patented boring principle referred to as the 'Undercutting Method' permits these machines to bore, economically, in harder ground than machines based on the 'crushing principle'. This is mainly due to considerably lower cutting-tool costs, as the tungsten carbide tips only are in contact with one-third of the bored volume. The remaining rock is 'undercut' and peels off from a slight back pressure.The undercutting method also permits boring of non-circular headings and Atlas Copco has already manufactured two machines for rectangular drifts. This concept could revolutionize development work in mines employing trackless equipment."

Scope of the Courier 300 System The fact that reliable on-stream analysis is a prerequisite for effective flotation control is hardly disputed today. Nevertheless, up to now no system has been available that includes all the equipment necessary for successful analysis. However essential an on-stream analyser is in itself, reliable and accurate assaying can only be assured after techniques for sampling, handling the slurries and computing the X-ray data have been developed for the purpose. The Outokumpu Company's Courier 300 System is a complete package that can be installed and handed over with the key. It includes the equipment needed for sampling and handling the slurries. It has been developed from the start to meet industrial demands. Obviously an on-line system must comply with far stricter standards than one designed for a laboratory. Assays are computed by an Outokumpu 316 digital data processor, which is an integral part of the system and controls its entire performance. The computer software is programmed as a standard package, including a highly advanced new model for assay computation. Analysis output is available for a process computer, report typewriter:, and recorders. The package also includes calibration for slurry assays at our pilot installation before delivery. A complete Courier System can analyse up to 4Z slurries and six elements in each slurry. Thanks to its modular design, it can be dimensioned initially to the customer's requirements and is easy to expand later at low cost. Being a mining company itself, Outokumpu has been able to utilize its own long experience in non-ferrous metallurgy - an important factor contributing to the success of the Courier system. Calculations based on data related to the electrostatic precipitator illustrate the variation in the electric forces on a particle with change in position in the ionized field. The feeble forces in some separators are explained by the low field intensity at midpoint locations between the electrodes. When the particles are in contact with the exterior surface of a rotating cylindrical electrode, a high field intensity at the electrode surface combined with the image charge results in large electric forces. The permissible feed velocity increases as the square root of the electrode diameter, providing high values in efficiency and feed rate capacity, particularly in surface-to-mass ratio separations such as are encountered in secondary materials recycling operations.

This paper deals with the selection and design of a belt conveyor handling steam coal between a mine and a barge loading terminal, and extending for some 5 ¼ miles over some of the most rugged terrain in the state of West Virginia, U.S.A. After a thorough analysis by consulting engineers and the owner's engineers, a single-flight cablebelt conveyor was chosen as representing the alternative of greatest reliability and lowest over-all cost. The value analysis and design features of the system are covered in this paper along with an updated report on the performance of the system since its start-up in the spring of 1969.

The Wellman-Lord SO2 Recovery Process is operating commercially at one location in this country and at two locations in Japan. Tail gases from a sulfuric acid plant, from an oil fired steam generator and from a sulfur recovery unit are the respective applications. 1) At the Olin Corporation's Paulsboro, New Jersey, stack gas from a spent acid regenerative sulfuric acid plant-45000 SCFM - is treated in the W-L unit to reduce sulfur dioxide concentrations from 4500 ppm to less than 500 ppm. 2) At the Japan Synthetic Rubber plant in Chiba Prefecture, stack gas from an oil-fired steam generating plant - 120,000 SUM - is reduced from 2100 ppm S02 to less than 200 ppm. 3) At the Toa Nenryo Kogyo refinery in Kanagawa Prefecture, tail gas from a sulfur recovery (Claus) unit - 41,000 SUM - with, an inlet SO2 concentration of up to 13000 ppm is reduced to less than 200 ppm. The three installations are operating successfully and are capable of reducing S02 emissions to levels significantly below the concentration guaranteed. With the one exception of a higher than guaranteed chemical make up requirement at Paulsboro, utility and chemical requirements will be less than design.

Mercury exists in coal at very low levels; the structure of coal, the vapor pressure of mercury, and its almost universal occurrence introduce unusual problems into the analytical methods. Round-robin analyses by several laboratories, each using its own techniques, indicate that the average mercury content of coal is about 0.2 part per million. Some western coals are as low as 0.05 ppm.

The basic research program of the Scientific Coal Research Institute at Ostrava - Radvanice into the problem of geophysics has been influenced by the specific nature of present urgent geo- physical problems in mines and directed to attain higher grade of effectiveness, safety, and overall economy in mining activity. The research has been divided into two basic trends: Seismoaccoustic research deals with questions pertaining to safety in mining especially when work is in coal seams under "heavy roofs", i-e., thick beds of sandstone prone to rock bumps and characterized by caving. Methods have been developed with the definite aim to determine the time and space prognosis of critical states of tension in the rock mass when stability is disturbed as a result of mining activity. Seismic research is directed towards the determination of detailed structural and tectonic elements of the internal geological formation of the Carboniferous rocks, the establishment of continuity or tectonic faulting of coal seams, and the evaluation of magnitude, shape, and time changes in the rock mass surrounding the mine workings. The measurements have been applied either from the surface or in the underground workings according to the specific nature of individual problems. Satisfactory results have been obtained in some branches of this research, other branches being still in the stage of development. The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

This volume constitutes the final report for the Rescue Subsystem portion of the Coal Mine Rescue and Survival System program conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated Jung 17, 1970). The program was directed by the Special Systems Department of the Westinghouse, Baltimore, Maryland facility. The basic objectives of the CMRSS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major- sources: the Request for Proposal from the Bureau of Mines and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering (NAE).
