Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. ThE prediction of the activity coefficient for a solute in a multicomponent liquid metallic solution based on measurements in the related binary systems has been the object of study for some time, particularly in iron-base alloys.1,2 Very few measurements, however, have been made on nonferrous systems; furthermore, measurements made for the specific purpose of testing various prediction equations are almost nonexistent. The measurements here described of the activity coefficient of cadmium in liquid lead alloys were directed toward this goal. One of the most direct means by which the activity coefficient can be calculated has been based on the independent influences of each solute. When solute metals i,j, k, and so forth are present, the activity coefficient, y, of one of these (i for example) may be expressed as a product of factors which represent the effects of each of the other components:

The Bureau of Mines, U.S. Department of the Interior, is conducting research and development on a coal-burning gas turbine. This work includes the development of (1) turbine blades resistant to coal ash erosion, (2) equipment to feed coal under pressure to a turbine, (3) an efficient combustion system, and (4) equipment to remove coal ash from the gases that drive the turbine. Initial emphasis is being placed on testing the first turbine ever equipped with blades designed specifically for use with coal as the fuel. Operating tests with this turbine are now in progress. This paper describes the Bureau's coal-burning gas turbine development program and progress on this operating test.

[When a blast furnace has a certain defined burden and is operated under fixed conditions of blast temperature, etc., the fuel efficiency is determined by the extent to which the reducing gases can remove oxygen from the burden in the furnace stack. This is determined by two distinct factors: 1) The uniformity of gas-solid contact, and 2) The ease with which oxygen can be removed from individual pieces of burden. This latter is often called burden reducibility. When burdens were poorly prepared the first factor was by far the most important and a study of the reducibility of individual lumps was of rather academic interest recent years good burden preparation with emphasis on sized material has led to greatly improved gas distribution in the stack, and thus the second factor has become much more important and there has been a marked increase in interest in methods of measuring reducibility.]

The fracture path in a Cu-4 pct Ag alloy wet with mercury was found to he dependent on the heat treatment used prior to tensile testing. Both quenched and slow-cooled alloys were embrittled by the mercury.. For quenched alloys, which were single -phase, the crack path was intergranular. Slowly cooled alloys, which contained precipitate platelets, exhibited transgranular fracture. By comparing stress-strain data for these alloys with similar data on mercury -embyittled solid-solution alloys, it was found that the role of the precipitate and that of the grain boundary in the fracture process were equivalent . THE fracture path which results when metals are strained in a liquid environment appears to be dependent upon the nature of the specific system. Mixed transgranular and intergranular cracking has been observed in the 2024 T4 aluminum alloy when wet with a Hg-Zn amalgam.' Transgranular fracture was induced in an A1-4 pct Cu alloy by masking off the grain boundaries from the liquid Hg-Zn amalgam.' The embrittlement of solid-solution alloys of copper in mercury results in intergranular fracture.' The effect of a precipitated phase on the fracture path in copper alloys is the subject of the present investigation. Cu-4 pct Ag was chosen so that its behavior could be compared with previous work on embrittlement of copper alloys. PROCEDURE High-purity copper (99.999 pct) was used as a base metal, along with 99.999 pct purity silver. Melting was carried out in graphite crucibles with manual agitation to get adequate mixing. The ingots were homogenized by means of vacuum annealing, chemically cleaned, and cold-rolled with intermediate vacuum anneals, to the desired thickness of 0.025 in. The rolled sheets were sheared to the final specimen size of 1 by 0.025 by 0.1 in. The specimens were then electropolished in phosphoric acid (concentrated) and heat-treated in an evacuated capsule at the solution temperature of 770°C. One batch was slow-cooled and the other quenched in water. The thermal etching which occurred during heat treatment was sufficient to permit grain boundary and precipitate delineation. Tensile tests were carried out in air and in mercury on a Table-Model Instron at a pulling speed of 0.2 in. per min. Wetting was accomplished by electro-polishing in phosphoric acid, rinsing in alcohol, and immersing in a pool of mercury. Once wet the coating was stable throughout the mechanical tests. In our studies it was found that wetting the surface or total immersion in mercury produced identical results. For convenience, the wetting technique was used for the experiments described. The crack pattern was observed directly on the surface by removing the mercury after testing. De-wetting was accomplished by flame heating the samples in a vacuum after testing and before observation of the surface. No etchant or polishing was used so as not to obscure the crack pattern on the surface. The mercury removal, however, resulted in a pitted surface but otherwise left the pertinent features visible. Photomicrographs were taken in this condition so as not to disturb the structure associated with the crack pattern. The average precipitate spacing was measured previous to coating the sample with mercury by use of an optical eyepiece micrometer. Chemisorbed oleate films on the surfaces of fluorite, barite, and calcite were studied by means of infrared spectrophotometry. Evidence is presented which indicates the mineral anions, i.e., fluoride, sulfate, and carbonate, are displaced from the mineral surfaces as a result of the adsorption from aqueous solutions. Also, chemisorption reactions between oleic acid and fluorite or calcite occurred spontaneously in the absence of water. Carbon dioxide was identified as a reaction product when dry calcite was contacted with oleic acid. There was no evidence of reaction between oleic acid and barite in the absence of water.

Mine financing, or providing adequate capital for developing and bringing a mining property into production, is an essential requirement for a successful operation. Today it presents a different picture than even twenty-five years ago. The day appears to be gone when a mining property could pay its own way from grass roots to production. The country has been quite thoroughly combed for surface showings from which sufficient initial profit could be immediately garnered to pay for further development and production facilities. The four M's for success in mining-mineral, market, management, and money-are still essential, but doubled or tripled wage costs and steep advances in cost of equipment and supplies throw increased emphasis on adequate capital funds for converting a prospect into a producer. Consequently, the old picturesque, although seldom rewarding, grub- staking procedure where a single venturesome citizen might advance funds to a prospector on a fifty-fifty basis for whatever discovery he might find, has largely disappeared. Its place, to some degree, has been taken by the small syndicate of venturesome members who band together for furnishing funds to a group of prospectors for the same general purposes. Such a syndicate has a definite organization and is usually assured of sufficient initial funds, or flow of funds, to carry on work for several years. It is usually headed by an engineer-promoter or an entrepreneur trader who has had considerable field experience as well as personal knowledge of his prospecting crews. For the owner of a potential mining property who has ample capital, the problem is to determine (1) justification for the necessary investment in exploration and development, and (2) the economics of the enterprise as to size and degree of integration of the ha1 operating entity. If the owner of such a property has little or no capital, he also faces these same basic problems but, in addition, must be able to present the findings of fact and persuade the prospective investor that the enterprise will produce

Arthur G. Metcalfe (SOLAR)—Three explanations to account for mechanical nucleation effects are considered in the paper, viz., theories based on fragmentation, agglomeration, and pressure-wave mechanisms. The authors show that none of these mechanisms will explain the results observed with tin and Sn-Pb alloys. A fourth mechanism of nucleation enhancement was developed during work at Armour Research Foundation on casting of beryllium and, although presented briefly on various occasions, the theory has never been discussed adequately. It is believed that this theory will explain many of the observations. Classical homogeneous nucleation theories assume that embryo nuclei are formed in the melt as a result of compositional and/or thermal fluctuations. Stable nuclei are formed when a critical size is reached such that the decrease in free energy for conversion of this volume of melt to solid offsets the increase of surface, energy. The assumption is made that the average properties of liquid and solid metal can be used. In practice this assumption is invalid and indeed is contrary to the postulation of thermal and compositional fluctuations in the melt. Actually the conditions favoring embryo formation bring the seeds of its own destruction—the thermal and compositional fluctuations leave the embryo surrounded by atoms of higher thermal energies and/or by solute atoms that depress the melting point. An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

An increasing amount of high-temperature metall~?~gical research is carried out in resistively heated tube furnaces in which a bare specimen is suspended by a fine wire at the midpoint of the tube. It is shown that the assumption of near-blackbody conditions on the surface of the sample may give rise to errors in optical pyrometry of 50°C or more. A number of papers published in the metallurgical literature in recent years have described the use of high-temperature tube furnaces for heat treatments, melting-point determinations, and other work. Typically, the tube is of a refractory metal with open ends, is heated by the passage of an electric current, and has concentric cylindrical radiation shields outside it. In at least one of these,' the specimen is contained within a crucible having a small hole in its lid through which optical-pyrometer measurements are made under essentially blackbody conditions. In another design,* the specimen is inside a muffle which is concentric with the heater tube and which contains a number of washerlike longitudinal radi- ation shields to reduce axial temperature gradients and to give conditions near the specimen closer to those of a black cavity. Yet another design3 employs a wire specimen coaxial with the heater tube. Blackbody conditions are simulated by passing current from a separate supply through the wire until it "disappears" against the background (the inside of the heater tube) as seen through a radial spy hole in the tube. Good agreement with known melting points is achieved when an optical pyrometer is used under such disappearance conditions as the melting point is approached. That this latter method works so well is due, evidently, to considerations such as those mentioned by Dike4 and others.5-8 A more common method than the above, however, has been the suspension of an uncovered specimen by a fine wire in a resistively heated tube with open ends. A radial spy hole about midway between the ends of the tube permits optical-pyrometer observations on the specimen, the inside of the tube, or both. So observed, the specimen typically appears to differ but little in brightness temperature from the inside of the tube. According to De vos9 the radiation from such a spy hole in an empty tube of reasonable 1ength:diameter ratio (e.g., 10 or greater) should be essentially blackbody radiation. For some years MINING ENGINEERING has published abstracts of the articles appearing in each issue and also of the Transactions papers published in the Quarterly. Beginning this month, a list of key words is being given with each abstract as an aid to indexing the articles for ease in retrieving them when they are needed. The value of a home or office system of indexing and retrieving technical articles is hard to over-estimate. How often is it that a technical problem comes up and someone says: "Oh yes, I've read something about that." Many hours can be expended tracing down that nebulous source. A modest indexing and retrieval system will save those tedious hours, and the person who is able to produce technical documents when they are needed will achieve an enviable status for being on the ball.

According to the principle of similarity, the physical and chemical configurations of a system can be defined by ratios of magnitudes within the system and do not de-pend on the size or nature of units of measurement. In the present work, the similarity principle was utilized in evaluating the reducibility of various iron ores in a rotary batch furnace under optimum operating conditions. It was then used successfully to extrapolate the results, first to the operation of a 20-ft. pilot-plant kiln and then to an industrial-size 80-ft. kiln. By means of this systematic analysis of kiln operation, it was possible to increase the production capacity of the kiln considerably. Traditionally, molybdenum and vanadium have been used chiefly as alloy metals in steel. They impart similar characteristics to most steels, and to some extent one can be substituted for the other. In the United States during the 1950's the production of steel increased about 5 percent, and the reported consumption of both of these alloy metals in steel increased some 40 percent. In Europe during the 1950's the production of steel in¬creased nearly 100 percent. Data on the actual consumption of these alloy metals in European steels are not available, but production and trade records show that the European supplies of molybdenum increased about 150 percent and those of vanadium about 350 percent during the 1950's. If most of the molybdenum supplies in Europe are being added to steel, as seems likely, then the European steel industry has nearly caught up with the United State in the rate of consumption of molybdenum in steel. The vanadium supplies, on the other hand, are puzzling--unless Europe is adding mach more vanadium to steel than is done in the United States, it seems reasonable to assume that other uses are consuming moderately large quantities of this metal or that appreciable amounts of it are being transshipped from Europe. To the extent that a changing volume of supply signifies a changing pattern of use, the increased demand for molybdenum and vanadium in Europe should be of interest to domestic producers and consumers of these metals.

WhEN basic refractories which contain peri-clase, MgO, are used in steel furnaces, they are altered by iron oxide to form magnesiowiistite, (Mg,Fe)O, and an iron-rich magnesioferrite, (Mg,Fe)Fe2O4. Silica, which is usually present, produces a silicate liquid that surrounds the solid phases. The individual crystalline grains of the above two solid phases grow at elevated temperatures. Previous papersL" showed that, if either periclase or magnesiowiistite is present as the only solid phase, its grain size increases in proportion to temperature and in proportion to the square root of time; the growth rate is reduced slightly if the amount of silicate liquid is increased. Similar results have been observed for iron-rich magnesioferrite.3 To determine the effect of the presence of two solid phases on the rate of grain growth, micro-structural studies have been made on samples containing both magnesiowustite and magnesioferrite. The experimental procedure was the same as that followed in the previous studies of this type.'12 Briefly, this included determination of compositions from the available phase relationships4 that would produce the two phases of interest at the firing temperature and using reagent-grade raw materials to prepare mixtures of these compositions. The mixtures were pressed into pellet-size samples and then fired at the desired time and temperature. The samples were water-quenched to preserve the microstructure present at the firing temperature. Standard reflected-light metallographic techniques were used for sample examination and sample analysis. Grain sizes were determined by measuring the mean diameter of a number of randomly selected grains in a two-dimensional microsection. A large cross section of the sample was covered to prevent biased data resulting from such effects as localized differences in the radius of curvature of the crystal grains. Examination indicates that grain growth is restricted when more than one solid phase is present. This is illustrated in Fig. 1 for: (a) magnesiowustite plus a silicate liquid; (b) magnesioferrite plus a silicate liquid; and (c) magnesiowiistite and magnesioferrite plus a silicate liquid. This paper is based on the accident prevention pro-gram carried out in the coal mines of Alberta. It defines the role of the Alberta Mines Branch and of The Work-men's Compensation Board, and relates how a safety pro-gram was initiated. The formation of the Alberta Class 1 Mining Safety Council is also described. The responsibilities of both management and the individual worker are then outlined, and the main features of a successful accident prevention program are delineated. T HE purpose of this paper is not to repeat generalities and platitudes about industrial safety, but rather to relate the experience of Alberta coal mines during the past number of years in their efforts to keep accidents to a minimum. It has been learned from experience that many basic principles are as sound today as they were 20 years ago. How-ever the complexities of modern mining methods and the modern man or miner have created problems that did not exist then.

To date Iron Monarch is the most important Australian source of iron ore and since HH5 has produced about 84 million tons of direct shipping ore containing 62 per cent iron and 3 per cent manganese.Previous geological work, mainly by Rudd, Edwards and Miles is reviewed and the results of later exploration by quarrying and drilling are discussed and modified interpretations of both stratigraphy and structure are advanced. Renewed study of the mineralogy of the iron ores is advocated.The Iron Monarch orebody lies on the up-thrown side of a major transcurrent fault that truncates it on its northern boundary. The nearby Iron Knob orebody is believed to occupy a horizon that is some thousand feet stratigraphically above Iron Monarch.The origin of the ore cannot be explained by any simple theory; development probably took place over a long period of time from Lower Palaeozoic to Tertiary.INTRODUCTIONIron Monarch orebody has supplied the Australian iron and steel industry with the greater part of its ironstone requirements since the establishment of the Newcastle steelworks in 1915. Annual production of direct-shipping ore has exceeded three million tons but declined slightly after 1956 when Iron Prince was brought into production. Total production of ore from Iron Monarch to the end of 1962 is about 84,000,000 long tons containing some 55,000,000 tons of metal.The deposit (Lat. 32°44'30"S : Long. 137°08'30"E) is 34 miles north-west of Whyalla, on the western shore of Spencer Gulf. A 42 in. gauge railway connects Iron Monarch and its associated small town of Iron Knob with Whyalla (Fig. 1).For the purpose of this paper Iron Monarch includes Iron Knob and the intervening jaspilite hill known as Substation Ridge, and the description of the general geology necessarily 'Assistant Chief Geologist, The Broken Hill Proprietary Co. This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. Instantaneous outbursts of coal and gas have occurred at various times in several working districts of Metropolitan Colliery, N.S.W.They have occurred in headings only, under both hand and mechanised conditions, and with seam gas ranging from mainly methane to nearly pure carbon dioxide. A modification of inducer shotfiring using a shear cut was introduced in 1955, and in 1961 full face firing both to a machine cut shear and off the solid was introduced. The current series of outbursts -1961 to 1963 - has been induced under these systems with full control of the time of outburst, but without prediction, and with some disappointing production features.Various aspects of current conditions and practices at Metropolitan are considered singular, such as the coarse granulometry of outburst coal, the prevalence of floor heave, the absence of strong structures at outburst sites, the possibility of outburst at any stage in pillar formation up to the last few yards, the effect of rate of advance on outburst occurrence, and the mildness of many outbursts experienced.It is concluded that inducer shotfiring is a reliable control but it suffers by comparison with outburst-free conditions, and that control by preyention would be preferable.INTRODUCTIONThe phenomenon of instantaneous outbursts of coal and gas has been described in detail previously (Hargraves, 1958). Briefly, it is a combined gas and stress hazard of deep coal mining, usually occurring in virgin work and during active face advance, when coal and seam gas burst from the face into the workings.Instantaneous outbursts have occurred sporadically at Metropolitan Colliery, N.S.W., since 1895. This study was prepared in response to the need for a series of data that reflect the basic flow pattern of energy resources in the United States. To effectively measure and analyze energy,2 it is necessary to prepare balances that reflect both production and consumption, and the various forms energy resources take at different stages of utilization. Before energy can be measured it must also be put into a common unit. In this study the common unit used is the British Thermal Unit (Btu). The ideal point to survey energy is at the stage of final ultimate use, representing the useful work derived from the interaction of energy inputs and the prime mover. Unfortunately this concept of efficient or useful work from energy output cannot readily be measured in the aggregate. With the present available official data, energy measurement can be carried to the point of calculation of net inputs of energy3 into the economy at various stages of utilization. However, preparation of energy balances, on a net basis is hampered by the fact that this can only be done for years when the censuses of Mineral Industries and Manufactures are taken, usually at 5-year interval.
