HARD as it is at any time to provide more than three million tons of coal each year for power plants, the task really gets rugged in the wintertime when the fuel freezes solid in the cars. At the Marysville plant of the Detroit Edison Co. the problem of unloading cars of frozen coal was severe because there was an unloader over only one of the two tracks in the coal unloading house. Moving downward by their own weight, with no driving force to aid them, the spuds of this old unloader were unable to break through the crust on a frozen coal car. 20,000 Lb Force To meet this problem, a new mechanical car unloader was installed over No. 2 track and placed in service in December 1947. It is a Kenney type unloader built by Heyl & Patterson, Inc. of Pittsburgh, Pa., a modification of equipment originally designed to unload iron ore cars. The major advantage of this unloader is the force with which it can drive the sharp spade on the end of its ram down through the pockets of a frozen coal car. The unloader consists of the following major units: 1. A traveling bridge structure. 2. A traveling trolley. 3. A retractable and oscillating ram. 4. The operators cab and controls. The bridge is provided with safety hooks to prevent its being lifted from the rails by the upwards push of the ram. The bridge will travel 190 fpm and has sufficient traction on its four wheels to move three loaded 70 ton cars. The trolley runs on tracks supported by the bridge girders and also has upper tracks to control the push from the ram. Two of the single-flange trolley wheels are driven by a one and a quarter hp dc motors equipped with magnetic brakes. The ram is raised and lowered by a 20 hp dc motor equipped with a magnetic brake. A full stroke of a little over 14 ft is given the ram through its rack and pinion drive and the spade can be pushed down into a loaded car with a force of about 20,000 lb. A 15 hp dc motor with a magnetic brake is applied to this drive and is able to swing the ram 45º either side of the vertical. The usual procedure in emptying a coal car is first to drive the sharp spade down through the coal until the pocket is opened and the coal starts to run out the hopper. When all the hoppers are open, the sweeping action of the ram and spade is used to move the remainder of the coal in the car over to the open hoppers. The travel of the trolley permits cleaning the sides of a coal car with the edges of the spade, using the sweeping motion of the ram. It is still necessary to clean out the corners of the car by hand. Final Clean-Out This unloader was a new development and there were improvements to be made before it was completely satisfactory, such as reduction in speed and conversion to ac drive motors. However, it helped at Marysville and unloaded many frozen cars that would have taken a lot of heating to thaw out enough for the old unloader to handle. The mechanical coal unloader described above was a considerable improvement but still left a job to be done by hand-the final cleaning out of the coal cars. The ram had the ability to open a hole through the hopper cars, but did not meet required unloading speed. The history of this refinery has been one of expansion. It now has the capacity to produce 240,000 tons of cathodes annually. A general flowsheet and descriptions of the plant layout, operations involved, and equipment used at one of the world's largest and most modern electrolytic copper refineries are presented. THE El Paso copper refinery of Phelps Dodge Refining Corp. was originally constructed by the Nichols Copper Co., in association with Phelps Dodge Corp. and the Calumet & Arizona Mining Co., in order to refine anode copper produced at the smelters of the two latter companies. Initial production was obtained from the plant in January 1930 and its annual refining capacity was 100,000 tons of anodes. In order to keep pace with Phelps Dodge Corp.'s increasing copper production in the Southwest, it became necessary in 1937 to increase the El Paso plant's refining capacity to 160,000 tons of cathodes annually. This was accomplished by adding two sections to the electrolytic tank house, increasing the number of anodes placed in each commercial electrolytic tank from 33 to 37, and making changes in the dc circuits which made it possible to put three generators on each of the two circuits instead of two, thus increasing the amperage on each circuit from 10,000 to 14,800 amp. The capacity of the two furnaces from which refined shapes were cast was increased by raising the sidedoor bays on the furnaces 6 in. An increase of 70 pct in the productive capacity of Phelps Dodge Corp.s Morenci Branch in 1942 again made it necessary to expand refining capacity. In order to accomplish this, Defense Plant Corp. set up a project to increase the capacity of the El Paso plant to 240,000 tons of cathodes annually. This project consisted of enlarging the tank house approximately 50 pct, the construction of another wire- bar furnace, and corresponding increases in other departments where necessary. The engineering work on this expansion was begun in March 1942. Actual construction was under way by August 1942, and the work was completed by March 1944. These additional facilities were purchased from Defense Plant Corp. by Phelps Dodge Refining Corp. in August 1949. The plant is in El Paso about eight miies east of the center of the city and near Highway 80 and the main lines of the Southern Pacific and Texas & New Orleans railroads. The plant site covers approximately 494 acres of company-owned land that is ideally adapted for its use, being well-drained sandy soil and having enough slope so that a minimum amount of excavation was required when the plant was constructed. There is still ample room on the plant site for any future plant expansion. The plant is constructed on four different ground levels and so arranged that the unrefined copper is unloaded on the highest level at the north side of the plant and the refined copper is shipped out from the lowest level on the south side of the plant. The receiving or unloading platform, weighing and sampling rooms, main floor of the tank house, acid and condensate storage tanks, and the slimes and copper sulphate plants are on the first or highest level. The tank house basement, yard scales, charging and furnace bays, balloon flue and stack, brick-storage building, substation and power house, boiler feedwater treating plant and pump house, water storage tanks, and change houses are on the second level. This second level also contains ample yard area for setting-up furnace charges, and for storage of custom scrap, cathodes, scrap anodes, blister, coke, and poles. I HIT the ceiling when I opened my November MINING ENGINEERING and after waiting a week to cool off I' still find it necessary to express my resentment of the gross libel embodied in the editorial introduction to Norman Stines' legitimate criticism of my paper on "Russia's Mineral Potential" (p. 949). The underlying thesis of my article, and a point that I tried to make even more clearly in my oral presentation at the St. Louis meeting last February, is that we should not over estimate the present and near-future mineral production of the USSR. The words that I resent in your boxed introduction are: "Opinions range from those presented by Paul Tyler ... to those of Norman C. Stines . . ." This is not merely an understatement that can be defended by admitting that the range goes much farther to the left, beyond me. It represents the appraisal that 90 pct of your members will carry away, namely that I am not only an incompetent observer-which may be true-but always that my bias is to applaud the efficiency of the beasts in the Kremlin-which is not true. Notwithstanding my efforts to clarify the record I now find myself branded as being at the opposite pole from 'Mr. Stines among the red-eyed worshipers of Communism or at least among the timid souls that shake in their boots in the belief that the Soviet system has created an invincible as well as an evil menace to the decent peoples of the world. My ideas are somewhere in the middle ground between Mr. Stines' complaisance or contempt and the exaggerated fears of several other observers whose views have received wide acceptance. PAUL M. It was thought that this article would be a basis for discussion of this important subject at the Annual Meeting. DISCUSSION L. E. Djingheuzian (Canadian Dept. of Mines and Technical Surveys, Ottawa)—In their Summary the authors say: "Reconciling the grinding efficiency with good metallurgy is still a problem." In the discussion of the first paper8 in his reply to W. I. Garms, Mr. Myers states: "Our grinding process with smooth I-in. balls has reduced by nearly one half the metallic losses in the fine micron sizes of the tailing. This is simply because less of the fine micron sizes are produced. Since the + 65 mesh size is the same as formerly, a higher percentage of the intermediate sizes are developed. These sizes have the highest floatability, require the least reagents, and use less floating time. "These factors contribute so heavily to the overall economies that dropping our power grinding gain from 28 pct back to 19 pct is a small detail. However, we feel that this is only a momentary situation and that eventually the best features of the grinding and flotation processes can be brought together, which is as it should be." Italics are mine. The above statements, to me, appear to be the answer to the opening statement in the Summary. Denoting the costs at different power grinding gains as: Power Grinding Power Grinding Gain, 28 Pct Gala, 19 Pct Cost of grinding G G1 Cost of flotation F F1 Value of metallic losses T T1 where G1 > G2 F3 < F, and T1 < T, we have: G1+Fl+T1<G +F+T. Since the authors accept the idea that "grinding in flotation plants becomes part of the &apos;conditioning&apos; of the feed to flotation",4 i.e., that in flotation the ball mill is primarily a conditioning machine, it can be postulated that Tennessee Copper grinding at cost G1 is more efficient than grinding at lower cost G. This can be directly inferred from the Conclusion of the paper. Mr. Myers also emphasizes this at the end of his reply to Mr. Garms: "that grinding is for the purpose of preparing flotation feed and not grinding per se." This, to me, in the final analysis means that when the efficiency of grinding is weighted against the conditioning factor, the former becomes a function of efficient conditioning, hence, within the system in which proper conditioning is the dominant factor, the best grinding efficiency is provided by grinding which will contribute towards the optimum conditioning. This brings us again to the statement: "that if every grinding unit were considered as a conditioner for each following step, efficient grinding plants would become much easier to design."&apos; In other words, grinding equipment should be balanced against the flotation equipment and against chemical reactions taking place in the system. F. C. Bond (Allis-Chalmers Mfg. Co., Milwaukee)— The authors&apos; discussion of the probable ball motion in a slow speed high dilution mill is very interesting. When the 1-in. balls have worn down to about one fourth of their original weight they apparently first develop a flat surface; as wear progresses this flat face becomes concave, and other concave faces appear. It seems more probable that the first flat face may form at the softest part of the ball surface, and that each succeeding contact tends to force this flat face into sliding contact with a larger round ball; than that the flat faced ball tends to pair off with a particular round ball and to travel with it continuously. When the small worn ball has a flat face and is in sliding contact with a large round ball, the surrounding large balls will assume a more or less definite pattern, and slide against the worn ball, thus producing secondary concave faces. The primary concave face seems to be larger and better developed than the secondary faces. The ball charge can be divided into "concaves" which show at least one concave surface, "intermediates" which have developed flats or incipient concaves, and "rounds." Ball slippage is always present in a tumbling mill, and the mutual ball movement is necessarily a combination of rolling and sliding. The sliding motion is apparently concentrated upon the smaller worn balls which nest between the surrounding larger round balls. When each worn ball starts its upward path in the mill its primary flat or concave surface fits against a larger round ball, and the round ball slides upon it. The action may be something like that of the ball separator in a ball bearing, except that the worn sliding balls are always under considerable pressure. The material is ground under the combined influence of breakage 1—by impacts between falling balls and between falling and supported balls, 2—by being nipped between rolling balls, and 3—by being rubbed between the sliding balls. The rubbing action will be increased in the presence of worn balls with concave surfaces. The rubbing action probably produces a considerable portion of the finely ground slimes in the product. The worn balls commonly approach tetrahedrons in shape, and are very different from concavex, each of which has two equal opposed concave surfaces. Concavex were designed only to grind upon themselves, and not for use in combination with grinding balls. Their action in a grinding charge is very different from

“IT is decreed by Divine Providence that those who know what they ought to do and then take care to do it properly, for the most part meet &apos; with good fortune in all. they, undertake; on the other hand, misfortune overtakes the indolent and those who are careless in their work." These are the words of Georgius Agricola. to. those who are engaged in mining, taken from De Re Metallica, Book II, second paragraph. Safety in mining is just that simple, when considered on the basis of the individual. The words imply a .knowledge of what is to be done and how to do it. Armed with this knowledge it is only necessary to proceed with diligence and care to achieve the desired end without personal or financial mishap. Obviously the complication arises in the large company operating numerous mines and the consequent ramifications of company structure embodying management, supervision, engineering, and labor. Agricola stresses later on the importance of supervision and direction by the owners of the mine. We know that this principle is recognized today by the frequency with which the statement is repeated "a safety program must stem from management." People charged with responsibility for safety and management also stress the importance of securing the cooperation of the employees in formulating and carrying . out safe working practices. Safety committees consisting of employees, supervisors, and. representatives of management are recognized as the most practical method of achieving safety consciousness in all levels of mining company organization.

The Bureau of Mines investigated the Gypsum-Camel deposit on Iyoukeen Cove Chichagof Island, Southeastern Alaska, from April 21 to August 26, 1948, as A part of the United States Department of the Interior program for developing an Alaskan construction industry. As gypsum is one of the components necessary for the manufacture of cement and one of the raw materials for plaster and plaster-board products, it is desirable to locate and develop a readily accessible deposit of gypsum in Alaska. In 1928, B. D. Stewart of the Territorial Department of Mines surveyed the gypsum deposits at Iyoukeen Cove, and during the summer of 1946 George M. Flint, Jr., and Edward H. Cobb of the Federal Geological Survey examined and mapped the old workings at Gypsum Creek and the prospect at Iyoukeen Cove. Both the Territorial Department of Mines and the Federal Geological Survey recommended the Gypsum-Camel prospect as warranting a diamond-drilling program by the Bureau of Mines. The Bureau of Mines project consisted of cleaning out and sampling, the old underground workings and diamond drilling from the surface to ascertain the lateral extensions of the deposit.

H. J. Kamack (E. I. du Pont de Nemours & Co., Inc., Wilmington, Del.)—Rittinger&apos;s law usually is stated to the following effect: "The work (or energy) consumed in particle size reduction is proportional to the new surface area produced." The law has been stated substantially in this way by Taggart20 Berry21 Dalla Valle22 Coghill and DeVaney,23 Richards and Locke," Gross,25 and many others, and, according to Gaudin,26 was originally expressed by Rittinger in the same form. Consequently there can be little doubt that this is the understanding of the law among most workers in the field of particle size reduction. Bond and Wang, however, express the law in the form "the useful work accomplished . . . ." (italics theirs). The distinction is critical, for in the form used by Bond and Wang the law becomes, as they themselves remark "merely a more or less arbitrary definition of useful work," while in its usual sense the law expresses a physical hypothesis which has been verified experimentally within certain limitations. Considering the way the law has been used, it might be stated more explicitly as follows: "In a given machine operating under a given set of constant operating conditions, the work consumed in the particle size reduction of a given material is proportional to the new surface area produced." Or, as Coghill and deVaney have said,27 "the (Rittinger) law holds only when the tests being compared are made under analogous conditions." There are occasions when the law transcends these limitations; for example, the surface area produced per unit energy consumption for a given material in a ball mill does not vary much over a fairly wide range of operating conditions. But by and large, the surface area production per unit energy consumption will vary with the operating conditions, the type of machine, and the material. The essence of Rittinger&apos;s law is that the surface area production per unit energy consumption is independent of the particle size, and this has been verified experimentally by numerous workers for numerous materials, within certain limits. An important limitation is that when one grinds to very small particle sizes, agglomerative forces may tend to interfere with size reduction so that the surface area increases less rapidly than Rittinger&apos;s law would predict. Within such limitations, Rittinger&apos;s law can be regarded as empirically established. The law has, however, certain theoretical implications, and it seems to be chiefly against these that Bond and Wang direct their criticism. Solids are believed to possess surface energy which is proportional to surface area. Thus, Rittinger&apos;s law implies a proportionality between surface energy produced and mechanical energy expended (for a particular material in a particular machine). It does not imply that all or most of the mechanical energy is transformed into surface energy; in fact it is known that most of the mechanical energy is transformed into heat. Bond and Wang assert that most of this heat arises from the damping of elastic vibrations of stressed particles. This may possibly be true for crushing (with which they are chiefly concerned), although in grinding it is probable that much of the heat arises from friction between particles. However, the fact that the surface energy is small compared to the heat energy does not invalidate Rittinger&apos;s law, which implies merely that they are proportional. The authors also criticize Rittinger&apos;s law on the grounds that "this theory cannot be justified mathematically, since work is the product of force times distance, and the distance factor is ignored," and "energy input must be the product of force times distance, and the Rittinger theory completely ignores large variations in the distance (strain dimension or deformation) throughout which a force must act to produce breakage of different materials." However, the quantities force and distance as such are irrelevant to Rittinger&apos;s law, which considers energy input as an integral quantity. The fact that different materials require different forces and strains (hence, different amounts of energy) to break them is incontrovertible but again is irrelevant to Rittinger&apos;s law, which, as mentioned before, applies -only to a single material. Even in theory, it would not be expected that the surface area produced per unit energy consumption would be the same for different materials, because the surface energy per unit area is presumably specific to each material. INTRODUCTION of bottom dump hauling units into the Ray, Ariz., stripping operation of the Isbell Construction Co., was motivated by several reasons, with what appears to be debatable results. The accepted theory of truck design for use in open-pit holds that end dump vehicles are the most adaptable for the work. But, because operations of the bottom dump, under certain construction and haulage conditions, proved economically feasible, the unit was put to work in the Ray copper pit. The decision to try bottom dump was reached after considerable observation of the unit in action on construction of earth filled dams, levees, airport construction and several other similar tasks. Basic tire design also motivated the choice. All things being equal, a vehicle running on low pressure single tires will outperform another operating on dual high pressure tires, providing load carrying capacities are the same. The investment required to equip a vehicle with four single tires to handle the same load as one with dual tires mounted on two axles and single front axles is about 60 pct greater. Thus, in order to reach the break even point on tire costs, single tires must operate 60 pct longer. Comparison is made with a truck outfitted with 10 16:00x25 tires. Two other factors were considered in selecting bottom dump trucks. It was felt the bottom dump principle would work well in dumping ore into a hopper where gate design fits this particular method. Also, with the absence of hydraulic dumping, ore pollution with oil is reduced. The mechanical simplicity of the unit also lent weight to its choice. Ordinary reasoning indicated maintenance costs would be low compared with other units carrying similar loads. The bottom dumping principle is not new. It dates back to the days when horses were used to haul the same kind of rig. The unit employed at Ray holds 25 cu yd struck measure, or approximately 42 short tons. Dumping is accomplished by releasing an air cylinder opening a dog holding the doors. Doors are closed by a cable system operating off a wheel wind deriving power by friction with the trailer tire. The unit is mounted on four 27.00x33 and two 14.00x24 tires on the front axle. The power unit is a 300 hp Cummins engine. Hydraulic power boosts the steering. A straight mechanical drive and friction clutch with 10 speeds is used. Conditions Not Ideal Top performance of the truck can be expected only under the conditions for which it was designed, in particular grades under 5 pct, handling fine material, and dumping where one thin layer can be placed on top of another. The machine will handle 42 tons per haul, operating at high speed, with only seconds used for dumping. On a 2 or 3 pct grade over a one mile haul,

"ALTHOUGH coal is generally the cheapest fuel on the basis of heating value it has been at a disadvantage in competition with other fuels because means have not been available for efficient •Conversion of its thermal energy to mechanical work. Taking the •railway application •as an example, the cost of Diesel oil is about three times that of its thermal equivalent in coal, but the overall efficiency of a Diesel locomotive is about five times that of a coal-fired steam locomotive. Accordingly, the Canadian railways are replacing all coal-fired steam Locomotives, as they are retired from service, with Diesel units. This conversion in itself represents a major loss to the coal industry because the value of railway fuel is approximately 130 million dollars per year, and there are other applications in the medium power range where oil is displacing coal. There is, therefore, a strong incentive to attempt development of an efficient coal-burning engine.Coal has never been a promising fuel for reciprocating internal combustion engines because of the time required for its combustion in pulverized form . This is not less than one-tenth of a second so that the speed of such an engine would have to be very slow. There are also serious difficulties of a mechanical nature arising from the necessity for intermittent combustion and the use of close-fitting pistons."

This report is concerned with the many sidelines that were investigated incidental to developing a process to produce ductile Zirconium by members of the staff of the Bureau of Mines laboratory, Albany, Oreg. The results of the main investigation, concerning the production of malleable zirconium by reduction of chloride with fused magnesium under helium, have been described in previous publications. These should be taken as a background to facilitate understanding of this work. Literature on the metallurgy of zirconium has been summarized in a separate publication (2), and references are given in this report only when new publications have to be considered or old ones stressed. Most of the observations described in this report can be applied to the problems involved in making titanium with virtually no change. In general, titanium is easier to reduce than zirconium, since its affinities are lower. Also, its chloride is easier to handle and keep clean because it is a liquid at room temperature.

BACKOFEN&apos; reported recently that "the deformation texture of cold-drawn OFHC copper wire, after a reduction in area of 97.3 pct, may still be described as a composite of [lll.] and [loo] directions aligned parallel to the wire axis." In the introduction, he indicated that this was in contrast to the work of Hibbard,&apos; who reported a single [111] texture after a reduction of 96.4 pct. Unfortunately Backofen stated that this was a reduction in area when actually it was a reduction in diameter, as is clearly stated in the reference. Moreover, the results of Backofen are in complete agreement with the results of Hibbard. Backofen&apos;s 97.3 pct reduction in area is an 83.3 pct reduction in diameter, after which he foundadouble [ll11 and[l001texture with the former predominating. Similarly, Hibbard; after an 86 pct reduction in diameter found a double [Ill] and [I001 texture with the former predom- inating. Hibbard, however, when he drew the wire further to 96.4 pct reduction in diameter, found primarily a single [Ill1 texture as illustrated by Fig. 2 of ref. 3. Here also, Hibbard- reported evidences of the [loo] recrystallization texture found by Backofen. It might also be pointed out that Backofen not only drew his wire 97.3 pct reduction in area but also etched them over 99 pct reduction in area from 0.125 to 0.01 in. diam. Hibbard&apos;s wires were drawn directly to size. In summary, the deformation texture of cold-drawn copper wire still may be described as primarily a single Clll] texture after a sufficient amount of drawing, such as 96.4 pct reduction in diameter." a

THIS-report gives results of in investigation of the carbonizing properties of 18 coals, including 2 from Alaska, 12 from British Columbia, 3 from Washington, and 1 from Utah. Each coal was carbonized in the standard 13-inch Bureau of Mines-American Gas Association (BM-AGA) retort at 900° C. Plastic properties were determined by the Gieseler and Davis methods, and agglutinating and free-swelling properties were determined by standard methods. Expanding properties were measured in the Bureau of Mines sole-heated oven. From the results of the tests on these single coals, three coals from the Crowsnest area in British Columbia, representing Elk River Nos. 4, 9, and 10, were selected for blending with the Utah coal, which was from the Lower Sunnyside bed, Horse Canyon mine, Emery County. Lower Sunnyside also was blended with Wilkeson -Nos. 2 and 3 (Washington) coals, Pocahontas No. 3 from McDowell County, W. Va., and the Oklahoma low-volatile coal used in the blend carbonized at, the Provo, (Utah) coke plant at the time this investigation was started. Most of the blends contained 3 percent hard pitch, which is the proportion used at the Provo plant. The blends were also carbonized in 13-inch BM AGA retorts at 900° C. High-volatile B coal from the No. 3 bed, Evan-Jones mine, Lower Matanuska, Valley, Alaska, yielded poorly fused coke or char. M-bed coal from the Chickaloon mine, Upper Matanuska. Valley, Alaska, ranked as medium-volatile bituminous and coked strongly. It expanded 39.6 percent in the sole-heated oven at a. charge density of 55.5 pounds per cubic foot..

"ON NOVEMBER 15th, 1950, the Department of Mines and Technical Surveys announced the discovery of vermiculite near Perth, Ontario. The announcement followed nearly a month of study to determine so far as possible the potentialities of the deposit and quality of the material from surface indications. The mineral was identified by the writer in the field among samples submitted by Mr. Arthur Powers of Stanleyville or, September 22nd, 1950. Within a week of the announcement, mining rights to properties covering a major portion of the deposit had been acquired by commercial interests.Hitherto, Canada has had to import her entire requirements of vermiculite. Prospects of .a domestic supply gave promise of considerable benefit to many industries, particularly the building industry, and to the consumer public. Should the deposit •prove large enough there was also the possibility of exporting to centres in the United States.Field and laboratory studies were continued at the Mines Branch during the winter of 1950-51 as opportunity occurred. It is the purpose of this paper to describe the results of these •preliminary investigations, to attempt to present the Stanleyville occurrence in its proper perspective with regard to similar occurrences elsewhere, and to review the salient features of the vermiculite industry.Properties and UsesVermiculite is a hydrated magnesium aluminum silicate. In appearance it resembles mica, having the same micaceous cleavage, but it differs from that mineral in being very soft, pliable, and inelastic. Colours range from black through dark olive-green and brown to almost colourless."

"AbstractA polishing .technique is described together with two anodic etching methods for aluminum and its alloys. Some of the optical and structural characteristics of the film formed by •these etching methods are discussed and it is shown to what degree these properties of the film are related to the crystallographic orientation of the metallic substrate. Applications to the study of recrystallization and twinning phenomena and to the study of plastic deformation, banding, and texture estimation are discussed. Micrographs are shown .to illustrate the manner in which the technique is particularly well suited to the study of such phenomena.IntroductionThe physical metallurgist is constantly faced with the problem of polishing and etching of metallic sections. Mechanical polishing is tedious, time consuming, and not applicable whenever a surface entirely free from plastic deformation is required. Etchants are generally required to reveal the grain structure in order to determine its size, shape, and regularity, or to bring up constituents. In the case of aluminum, the .most common etchant to reveal grains is a mixture of three acids: HC1, HN03, and HF. This etchant is fairly satisfactory on certain alloys and for certain metallurgical conditions but in general fails to give a good definition of the grain on castings, on highly alloyed products, and whenever the grain is smaller than 100 microns in diameter. Besides size and shape, a grain, or crystal, has an orientation and may be endowed with several types of imperfections."

Numerous widely distributed pegmatites of the southern Black Hills of South Dakota contain small amounts of beryl, and two minor deposits are known in the northern Black Hills. Few mines have produced more than 50 tons, and the current, rate of production for the area is about 100 tons annually. Total production, since the first records, is 2,358 tons. Most of the deposits contain less than 1 percent beryl, although the beryl zones in several deposits contain 2 percent beryl or more. Estimated reserves of beryl total 11,824 tons, and an additional 234 tons has been measured; there are other unestimated reserves. The pegmatites are in a belt about the margin of the Harney Peak batholith in the southern Black Hills, although they fail into three districts. The most important, from the point of view of production and reserves, is the Keystone district. Many deposits also are found in the vicinity of Custer and Pringle. Small amounts of beryl occur in the dikes near Hill City. A little beryl has been produced from the Tinton district in the northern Black Hills, and an undeveloped dike has been discovered on Whitewood Peak near Deadwood. The beryl-bearing pegmatites are principally coarse-grained intergrowths or massive segregations of feldspar, quartz, and mica. Some of them contain notable amounts of lithium minerals, as well as some tantalite, columbite, and cassiterite.

"IntroductionTHE GOLDFIELDS AREA in northern Saskatchewan has be-come important in recent years because of numerous discoveries of pitchblende. The area is underlain by rocks of Precambrian age and, because of metamorphism and hydrothermal alteration, the geology in the vicinity of the pitchblende deposits is exceedingly complex and presents a challenge to all geologists •working in the district. This paper is a contribution to the geological literature of the area and presents a description of rock types, supplemented with petrographic, chemical, and spectrochemical data.Field work in connection with this paper was carried out during the summers of 1948, 1949, and 1950 while the writer was employed as assistant geologist for the Crown Corporation, Eldorado Mining and Refining ( 1944), Limited, Gold-fields area. Laboratory work was undertaken at the Massachusetts Institute of Technology during the winter months of 1949-50 and 1950-51 and extended through the summer of 1951.With the exception of SiO2and FeO, all of the new analyses ( 1) presented were carried out by quantitative spectrographic techniques under the supervision of Dr. L. H. Ahrens at M.I.T. Many of the techniques have only recently been developed at that Institute and detailed laboratory procedures have not yet been published."

The peacetime activities of the Bureau&apos;s petroleum and natural-gas program have been reoriented to serve the needs of a national-defense program. When the United Nations sent troops to Korea after the North Korean Army crossed the 38th parallel in the latter part of June 1950, the Bureau&apos;s coordinated national program on petroleum and natural gas, with each major project forming an essential member of its framework, was carefully reviewed by those in charge of the work. As a matter of fact, the era of normalcy in which the petroleum and natural-gas research of the Bureau of Mines prospered during the fiscal year 19502/ was no sedative to the need for alertness on a national-defense front. The program, although conducted along peacetime lines in general, was scanned critically and repeatedly during that period to see where - if the need should arise -the emphasis could be shifted from peace to defense or war. Judging from the experience of two wars, it would not be long before the Bureau would be asked to use its trained technical personnel in applying techniques already learned in peacetime research to the requirements of munition and fuel needs of national defense. Near the end of January 1951, petroleum and natural-gas engineers of the Bureau of Mines began a comprehensive study of reservoir conditions in the Canyon Reef fields of Scurry, Borden, and Kent Counties, Tex. This work was preceded by published analyses of crude oils from Scurry County as early as April 1950. Well-informed persons in industry have estimated that these fields hold reserves that will yield 3 to 6 billion barrels of stock-tank oil. Although generally accepted good operating practices have been followed, engineering tests have shown that the natural energy, except in some favorable parts of the reservoir, will not be adequate for obtaining a high percentage of recovery. Correct information regarding the extent and availability of this vast reservoir of hydrocarbons is therefore of great concern to the Petroleum Administration for Defense in carrying out its responsibilities under the Defense Production Act.

COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to&apos; influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

THIS IS a history of a company whose roots run deep into the nation&apos;s past and whose field of operations has never been narrowly confined. The men who founded Phelps Dodge were men of initiative and imagination. They were men of strong convictions and upright character. They held fast to the simple virtues and traditions of the days when America was young. This heritage they passed on to their successors. From the very beginning, under such leadership, Phelps Dodge became a company of large affairs. It bought and sold, exported and imported, built factories and organized railroads, converted great forests into lumber, and operated coal and iron mines. Much of the iron, copper, and tin plate used in the United States for a generation was under its control. Its business abroad was extensive enough to warrant the organization of a separate partnership in England. Then, almost half a century after its foundation, the company began to substitute new activities for old and eventually transferred its major operations to the West, primarily to Arizona. PHILIP D. BLOCK, JR., vice president of Inland Steel Co., visualizes a fine future for the Menominee Range of the Upper Peninsula of Michigan. He sees a future unclouded by threat from foreign ore imports or the development of low grade ore processing in Minnesota. The statement was made during the opening of Inland&apos;s new Cayia mine near Crystal Falls. Inland, according to the vice president, is planning to use an increased amount of the high phosphorous ores found on the Menominee Range. He said that other steel companies will probably do the same, because the steel industry has learned how to use ores of high phosphorous content. He said: "I do not mean to imply that we can use an unlimited amount of high phosphorous ores or that we can burden our blast, furnaces with 100 pct high phosphorous ores, but we have reached the point where we can absorb a much larger percentage of these ores without any detrimental effects. Foreign ores and lowgrade Minnesota ores cost too much to offer real competition, Block said. Transportation costs from the Menominee range to steel producing centers in Chicago and on Lake Erie are less than for any other range in this country. In the meantime, the American operators of the Bomi Hills iron ore mine in Liberia, have reportedly signed a new agreement with the Government. Several months ago, President Tubman of Liberia expressed a definite dissatisfaction with the original contract. Informants state that the agreement only needs the approval of the Export-Import Bank, which loaned Liberian Mining Co. $4 million to develop the iron ore properties. Majority stockholder of the Liberian Mining is Republic steel, with 61.57 pct of the stock. Under the new contract, the Liberian Government will start to share in the profits when the indebtedness is liquidated and the return of invested capital accomplished, or April 1, 1957, whichever is earlier. Under the old agreement the Liberian Government received a 5 cent per ton royalty and an additional sum based on the price of pig iron. The royalty rate reached more than 17 cents per ton this year. After debt liquidation the Liberian Government will receive 25 pct of net profits for the first five years; 35 pct for the next ten years; and 50 pct thereafter. Until the Government starts to share in profits it will receive a royalty of $1.50 per ton in U. S. currency, in addition to royalties provided for in the old agreement.
