"PREFACEIn presenting this list of permissible explosives and blasting devices, the Bureau of Mines desires to call attention to pages 16 and 21 outlining the conditions in use under which, and only under which, the explosive or blasting device is permissible.In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 16 and condition 2 on page 21. "INTRODUCTION Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States, Accordingly, the 74th Congress appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. In the discussions and hearing 2/ relative to the need for the survey, the opinion was expressed that crude oil held in storage for long periods had lost so much of its gasoline content that the economic significance of total stocks should be discounted materially. Therefore, a primary objective of the survey was to make a physical inventory of the crude oil held in storage above ground and to determine the quantities and characteristics of the light fractions contained in the various stocks."

"INTRODUCTION In previous reports 5,6./ results were given showing the amount of natural ventilation that takes place in manholes (capacities, 74.1 to 308 cubic feet) when the number of ventilation openings in the manhole cover ranged from no openings to a maximum of 4g.The tests warranted the general conclusion that the ventilation or air changes taking place in, a manhole increase as the area of openings in the cover of the manhole is increased, and are proportional (with the exception of a few erratic tests) to the area of the openings in the cover. The area of the openings was the chief factor that affected ventilation.The results did not show any marked change in rate of ventilation due to increased capacity or shape of manhole, when the results were expressed in terms of air changes per day versus area of ventilation openings in square inches per 100 cubic feet of manhole space.It was observed during these investigations that in certain tests that showed erratic results (that is, did not agree with the general average for a given set of test conditions) the wind velocity during the test period was also abnormal. In view of these findings it was decided to conduct a series of tests in which the wind velocity across the openings in the manhole cover could be controlled accurately to determine the effect of wind velocity on ventilation rate."

In March 1937 the entire country was shocked by news of an explosion of gas in a New London (Tex.) schoolhouse, which resulted in the death of 280 pupils and 14 t eachers. The Government investigators of this disaster believed that the cause was the ignition and explosion of a large volume of explosive natural gas-air mixture that had accumulated in a poorly ventilated space beneath the first floor of the main school building and that this accumulation was due to leakage from gas lin suspended underneath the floor to carry the gas supply to the school.!i/ For some years there has been a potential explosion hazard in school houses and other buildings that are supplied with water from deep wells in certain parts of Illinois. Notwi thstand.ing the disaster at New London, Tex., and the fact that there had been gas ignitions at four water wells in different parts of the State, the explosion hazard in schools and other buildings was not fully recognized until a few months after the disaster in Texas, when an explosion occurred in the settling basin of the municipal water works of Clinton, Ill., and another in a pump house of the municipal water works in Normal, Ill, The explosion in the settling tank of the municipal water works in Clinton, Ill., occurred on August 12, 1937, and a.id considerable damage to the settling tank, but fortunately no one was injured. At the time of this explosion rapairs'and aJ.terations to the water plant were in progress, and 10 men were employed in the immediate vicinity of the settling tank. Two of these men were enlarging a hole in the concrete side with an air hammer for the installation of a larger discharge line.

"INTRODUCTION In the course of the investigation the Bureau of Mines is carrying on to determine the causes, behavior, a. control of mine fires, the detection of incipient heating underground in the mines and above ground in refuse banks has received consideration.Many of the anthracite fires have been active for years and have progressed considerable distances free their original source.Some of the fires are in inaccessible territory, and it is often impossible to determine with any degree of accuracy their exact location or even the veins of coal that are afire, especially when the fire is in the upper strata and when it is impossible to go underground because of flooded conditions or the presence of an irrespirable atmosphere.In such cases, the only means by which the trend of a fire may be ascertained (as a result of any fire-fighting methods that may have been employed) are the sampling, exanination, and interpretation of the gaseous products coming from the fire area. The most important information desired is to know whether the temperature in the heated area is increasing or decreasing and to determine whether a fire that has been sealed is cooling down to normal mine temperatures or is maintaining its heat or is increasing in intensity due to infiltration of outside air.Interpretation of the analyses of gaseous products from refuse banks on the surface also should be of value in combating such fires. Refuse bank fires, with the additional danger of starting an underground fire through ignition of the outcrop, are by no means unknown in the anthracite coal region, and the causes of such fires are not always apparent. In a few cases the causes have been strongly suggestive of spontaneous origin."

"It has long been recognized that the properties of polycrystalline substances are not the same as those of single crystals. These differences are especially marked in metels and metallic minerals, and are of greatest practical importance in metal working and ore treatment. The property changes encountered in passing from a metal single crystal to a poly-crystalline aggregate are the same as are produced by cold-working a metal or by the precipitation of a disperse phase. Hence, we may logically assume that the property changes are all due directly or indirectly to the formation of interfacial area or internal surface. Our problem, then, is to ascertain the physicochemical state of the metal atoms at such internal surface and show how this physicochemical condition accounts for the pronounced changes of mechanical, magnetic, and electrical properties that accompany increased internal surface.GENERAL CONCEPT OF INTERNAL SURFACEIn 1678, Huyghens attempted to explain the double refraction of calcite by postulating that crystals were built from a regular arrangement of ellipsoidal particles. Over 100 years later, Abbé Hauy concluded from his studies of cleavage that crystals might be built from small units, but the units were of the same shape as the entire crystal. This idea, which was prevalent in mineralogical thought before the advent of X-ray spectrometry, was discarded when the great success of Bragg made it appear that the chemical atoms were in reality the elements of structure. In the further development of X-ray technique, however, C. G. Darwin, in England, and P. P. Ewald, in Germany, found it necessary to postulate crystal units con¬taining many atoms. The latter gave the name of mosaic crystals to those so constituted. The individual units are supposed to Possess the ideal atomic arrangements revealed by the X-ray but are not oriented with respect to one another."

Definite progress has been made in accident prevention in Illinois during the past few years; the State Department of Mines and Minerals is receiving excellent cooperation from coal companies and employees, the companies are making greater effort to maintain their mines in good condi- tion, and the employees are eliminating more unsafe practices. As a result, some coal companies have made commendable safety records that prove that coal can be mined with a comparatively low accident rate. However, there is need for further improvement, as the accident rate of the State as a whole is much higher than it should be. During the 55-year period 1882-1936, in- clusive, reports of the State Department of Mines and Minerals show a total of 7,005 (an average of 127.36 per year) men killed in and around the coal mines. Of this number, 6,425 (91.7 percent) were killed underground, 346 (4.9 percent) in the shaft, and 234 (3.3 percent) on the surface. Of the fatalities underground, 3,300 (51.3 percent) were killed by falls of roof, sides, or face coal, 1,167 (18.1 percent) by haulage, 639 (9.9 percent) by handling explosives, 579 (9 percent) by explosions, 151 (2.3 percent) by electricity, and 589 (9.1 percent) by other means. Of the fatalities in the shaft, 171 men (46.5 percent) were killed by falling down the shaft, 14 (41.6 percent) by the cage, and 31 (8.9 percent) otherwise. On the surface, 113 (48.2 percent) of the fatalities were due to railroad cars, 51 (21.7 percent) to machinery, and 70 (29.9 percent) to other causes. The fact that 7,005 lives (an average of 127.36 per year) were lost during 1882-1936 is sufficient evidence that in the past too little interest has been taken in safety by either the management or workers. A realization of this deplorable loss of life should act as an incentive to the industry to make greater effort to prevent accidents in the future. After an accident occurs, the facts pertaining to it become history, and anything that may be done afterward cannot change in any way the damage that has already been done, such as loss of life, personal injury, and destruction of property. The main benefit that can be derived from an acci- dent is that suitable procedure may be adopted and some lesson may be learned to aid in preventing a similar accident in the future. All accidents, par- ticularly serious ones, therefore should be investigated and an effort made

Tremendous interest has been evidenced in the subject of dewatering and drying ooal for the past 10 years, and yet little effort has been made to summarize the literature, at least so far as this country is concerned. Only a few published articles have dealt solely with dewatering and drying coal. In most cases the subject has been discussed briefly, either in general terms or as to specific installations. It is desirable that a compendium be prepared collecting in one place information on the dewatering and drying of coal, the needs for this process in various fields, the available equipment, and the current American practice in regard to it. This work was underta..lten by the :Bureau of Mines in cooperation with the University of Alabama. New coal-washing plants in which various types of dewatering and drying equipment were in operation were visited in-Pennsylvania; Ohio, India...~a~ and Illinois. The dewatering·and drying of coel has .been studied in this coimtry by the Surface Preparation ·Committee of the ·coal Operato~s• Committee of the .American Mining ·Oongress. Petroleum technologists and progressive operators constantly are striving to increase the percentage of oil that may to recovered from reservoir rocks through wells. The exhaustive studies that have been made of the function of natural as in the production of oil, for example, have aided operators greatly in increasing the quantity of oil recovered from reservoirs. Natural gas dissolved in and otherwise associated under pressure with oil in reservoir rocks, however, is not the only source of energy available for moving oil through sands to wells. In becoming "reservoir—energy conscious" engineers have learned that in many petroleum reservoirs the edgewater flanking the oil accumulation constitutes a potential source of energy capable, through proper control, of increasing oil—recovery efficiencies materially. No longer is the encroachment of water into the oil— and gas—filled tart of the reservoir considered as an evil to be combatted by devious methods but rather a natural consequence, incident to the withdrawal of nil and as from the wells, that may be used advantageously in lengthening the flowing life of wells and increasing the economic recovery of oil and gas.

"INTRODUCTION The angle at which a hole is drilled has long been thought to affect the amount of dust disseminated into the air during wet drilling. The amount disseminated has been reported as increasing rapidly with the approach of the angle of the hole to the vertical (up) position. 4/ This has been explained commonly as being caused by a decrease in contact of water with the face of the drill hole; increase in amount of sludge dropping through the air; and increase in amount of sludge running down the drill steel and being thrown into the air by the rotation of the drill steel and by leakage of air from the front head of the drill.The steep up angles of the holes drilled are responsible, at least partly, for the higher dust concentrations found in such places as raises, compared with those at level faces, where most of the holes are drilled at angles farther from the vertical (up) position. The mining industry is coming to realize more and more the importance of the angle of the drill hole as a contributing cause of the high dust concentrations found in some raises. Much work is being done to counteract the effect of the angle of the drill hole on dust dissemination. The rate of rater flow through drill steels is being increased by the use of water tubes of larger diameter or by higher water pressures to obtain better contact between water and the face of the drill hole. Traps are being developed to catch the sludge from the drill hole and allow it to drain down through a special pipe before it drops through the air or runs down the drill steel. Drills that permit little or no air to leak from the front head along the drill steel are being designed and used. Care is being taken to prevent the exhaust from the drill dispersing the sludge into the air."

There was reported in Bureau of Mines Technical Paper 5754/ a series of tests to determine the compressibility and bearing strength of specimens prepared from blocks of potash salt obtained from a mine near Carlsbad , N. Mex . The events leading up to the investigation were sketched in a foreword by George S. Rice , then chief mining engineer of the Bureau ( retired September 30 , 1937 ) ; this foreword also gives a discussion of the possibility of increasing the ultimate total recovery of the potash salt by " second mining" of pillars or by use of a longwall system . In June 1936 , Rice and the senior author visited Carlsbad with H. I. Smith , chief of the mining division of the Geological Survey , to observe mining then in progress and to discuss with the management of one of the mines records of convergence of roof and floor which they were obtaining . It developed that serious thought was being given to the possibility of roof failure resulting from shear at the faces of pillars . There was envisioned the danger of such cracks extending upward to water - bearing strata . Obviously , the simple compression tests of the potash salt then being made would throw no light on this question , and tests of assemblies of potash and roof salts would have to be made . In this connection it is to be remembered that in the mine no sharp division exists between the potash salt being recovered and the nearly pure halite which forms the roof . The interlocked crystalline structure is continuous , and there is merely a very rapid decrease in the proportion of sylvite in a short distance vertically . Figure 2 of Technical Paper 575 shows that two samples near the top of the salt being mined contained , respectively , 51 and 65 percent potassium chloride . Contrasted with this is an analysis of the roof salt given on page 24 of that publication , which showed only 3.6 percent potassium chloride . As the data given in Technical Paper 575 show , the roof salt is much less plastic than the potash salt . The immediate roof may then be thought of as a more rigid stratum of indefinite extent resting on and continuous with yielding supports and loaded uniformly at the rate of 900 to 950 pounds per square inch . Just what thickness of the salt should be considered as immediate roof is uncertain .

THE Ontario Refining Company, Limited, wholly-owned subsidiary of The International Nickel Company of Canada, refines the entire blister copper output of the latter's Copper Cliff smelter. Prior to 1936, the blister was cast in 460-lb. cakes at the smelter, loaded on open cars, and transported by rail to the refinery, a distance of approximately 1 1/4 miles. Here the cakes were transferred to the plant narrow-gauge system, charged to furnaces, and re-melted. This procedure necessitated the operation of holding furnaces and casting machines at the smelter -extensive re-handling-and melting down of a cold charge at the refinery. Transfer of the copper in molten form direct from converters to anode furnaces promised a considerable reduction in costs, and this possibility was investigated. As a result, a portable holding furnace, or hot-metal car, was designed and constructed. It was placed in operation in July, 1936, to be followed a year later by three additional units of slightly modified design. Figure 1 shows the original car, and Figure 2 the lacer type. With four cars in service, operations were placed on an all 'hot-metal' basis.

The presence of tellurium in copper and, by inference, in copper alloys, has been considered seriously detrimental and has been avoided. In particular, very small amounts of tellurium have been found to produce red-shortness, although the effects on cold-working and ordinary physical and mechanical properties have not been known so definitely. References in the literature are few, but as long ago as 1881, Eglestonl reported that 0.083 per cent tellurium in fire-refined copper rendered the copper red-short and therefore worthless for hot-rolling. In hot-rolling copper cakes containing this amount of tellurium, he found that fine cracks appeared in the cakes on the first pass through the rolls, the cracks opening further in successive passes. When cold, the metal was said to be tough and malleable. A few years ago, during the course of an investigation in our laboratory on copper-base alloys, it was found that tellurium-bearing alloys could be machined much more freely than similar alloys not containing tellurium. The study was pursued further in this direction, and considerable data were obtained, which indicated that certain tellurium-bearing alloys might have properties of commercial interest. The work eventually led to patent protection,2 a wide range of tellurium-bearing copper-base alloys being covered. This article presents results obtained on the effect of tellurium on the mechanical properties of three copper-base alloys: commercial bronze (90 Cu, 10 Zn), 1.5 per cent tin bronze (98.5 Cu, 1.5 Sn), and silicon bronze (96 Cu, 3Si, 1 Zn). Several alloys were cast in each series, with tellurium content ranging from 0 up to about 1 per cent. The alloys were melted under charcoal in a clay-graphite crucible, using a high-frequency induction furnace, and were cast without undue difficulty in rod form, 15/8 in. in diameter. In a recent study1 of the deformation of metastable beta copper-zinc and beta copper-tin crystals, it was established that the parallel markings that appear on the surface of these crystals after slight deformation represent lattice transformations. Stereographic analysis showed that in beta copper-tin, the poles of these markings deviated one or two degrees from poles of the form {133}. In beta copper-zinc the plane delineated by the markings corresponded to no one crystallographic plane of the matrix lattice; the marking poles deviated from 5° to 11° from poles of the form (110), and were displaced only a few degrees from (110) zones. Inasmuch as the new transition lattices produced as the result of the deformation are different for each alloy, it was thought at first that the habits of the markings might be the result of a cooperation between matrix lattice and transformed lattice. (Both matrix lattices arc body-centered cubic.) Such a cooperative effect is thought to obtain in the formation of Widmanstätten figures, for it is well known that the matrix lattice alone does not determine the habit assumed by a segregate phase. On the other hand, it is not inconceivable that the dissimilarity in marking habit might be due to differences in deformation characteristics of beta brass and beta bronze. Barrett and co-workers2 have shown that slip-line habits in pure iron are markedly different from those in high-silicon ferrite; and although it has been repeatedly demonstrated that plates of a segregate phase do not necessarily form on the slip planes of the matrix lattice, deformation characteristics may be more intimately allied with plate formation when a transformation is made to occur as a result of plastic deformation. However, there is the fact that the orientation of markings in metastable beta copper-zinc is the same whether the markings be produced by quenching, deformation, or liquid-air cooling; likewise, quenching and deformation markings in metastable beta copper-tin are oriented in the same way with respect to the beta matrix. A series of studies of the corrosion of tin is under way in the Metals Research Laboratory at the Carnegie Institute of Technology. The complete program includes examination of the corrosion properties of high-purity tin and the changes produced in these properties by the addition of varying amounts of alloying elements. Other studies of this subject have been made recently under the sponsorship of the International Tin Research and Development Council, but these researches have been confined largely to the weakly acid environments commonly encountered in the canning industry.' There is little information available regarding the corrosion of tin under alkaline conditions, but such data would be of value, for a large amount of the metal is used under such conditions. The potential measurements to be described were made because they seemed to offer the most rapid method for obtaining a general view of the conditions to be encountered in such service. These experiments will also serve to establish a technique that will be of value in further studies. It must be emphasized that the results reported are those of controlled laboratory experiments and that the conclusions drawn cannot yet be applied to service conditions; rather, they point to the directions in which more exhaustive experimental work may be done to best advantage. Experimental Procedure The first work was devoted entirely to the problem of obtaining reproducible results from a series of potential measurements. Only the methods finally adopted as standard will be described here, except when the variations from these have furnished results of interest. The cell used is shown schematically in Fig. 1. It is characteristic of most scientific investigators that they are not satisfied with the discovery of new facts, no matter how curious or unexpected, but that along with the factual discovery there is a constant effort to understand. It appears that one's interest in, and satisfaction with, the discovery of an array of new experimental facts is enormously increased if one has at the same time a theory or hypothesis guiding one's expectation of what sort of new experimental discovery may lie around the corner. Conversely, as a theoretical physicist one's satisfaction with his theory is greatly enhanced if along with the development of the theory can go the discovery of new experimental facts, confirming or perhaps modifying the theory as it grows. Of course, there have been long arid stretches in the history of physics in which new data of unquestioned ultimate importance have piled up, without much inspiration or illumination in the way of understanding. For 50 years spectroscopy had such an arid history, but how irksome this was felt to be is plainly shown by the almost audible relief that greeted the first success by Bohr in injecting understanding into the situation, and by the fresh rush of experimenters into this field when the prospect of understanding had once been offered. The investigations in the field of high pressure, which have occupied me for a long time,' until the last few years have been in very much the same sort of situation as spectroscopy before the advent of Bohr. A great many kinds of data were collected for a great many solid and liquid substances, and there could be no question of the importance of these data, because the uniform change of dimensions produced by hydrostatic pressure is perhaps the simplest conceivable type of alteration to which a body can be subjected. But except for a few isolated flashes, there was no theoretical illumination, so that it had to be to a large extent the enthusiasm of the collector that kept me going. Small buttons of fused tantalum have been produced by are fusion in a vacuum, by drawing an arc between sticks of pressed tantalum and a tantalum-faced water-cooled copper block. However, ingots of appreciable size can be produced only by the heat-treatment of bars pressed from powder. The following outline covering the production of finished bars of tantalum by the methods of powder metallurgy is also used for the production of columbium, taking into account the difference in the melting points of these two metals. Pressing the Powder With possibly a few exceptions, a pressing operation is one of the essential steps in the practice of powder metallurgy. In fact, the author's experience with a number of high-melting-point metals and with numerous types of hard carbide compositions has led him to believe that this operation is often one of the most important in the entire process, and frequently one of the most difficult to carry out in a satisfactory manner. Defects due to improper pressing can readily lead to a defective finished product. It is the author's opinion that rarely is a bar or other article pressed from metal powder in such a way that all parts of the piece are uniformly pressed. The nearest approach to uniformity of pressing is possibly attained when the powder is contained in a flexible receptacle, such as rubber, and is pressed under a liquid by hydrostatic pressure. However, this method is not generally applicable. Hydraulic pressing in steel dies where one or two punches are forced into the die must usually be resorted to. As the pressure in such a die is built up, the powder begins to cling to the walls of the die with a tenacity dependent upon the nature of the powder, and this results in a bridging action, so that the layers of powder adjacent to the moving punch are pressed more heavily than those further removed in the mass. Frequently, as the pressure is carried higher, there may be a mass slippage of the powder upon itself, with the result that slip cracks are formed within the pressed

When a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite-ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. In applied mechanics and in metallurgy the transition from elastic to inelastic action is a matter of considerable interest and importance. Often the first inelastic deformation is apparently quite homogeneous; that is, uniformly distributed throughout the specimen. Sometimes this deformation is heterogeneous; that is, localized; inelastic deformation proceeds to some definite amount in restricted regions before adjacent regions of the specimen are inelastically deformed. In such cases the deformation does not become homogeneous until the whole specimen has been deformed the amount corresponding to that for each localized deformation. If the test is stopped before uniform extension sets in, the heterogeneous character of the deformation is apparent on the surface of the specimen through characteristic markings, which have been called "LÜders'" lines, "Hartmann's" lines, the "Piobert effect," or simply "flow figures." These markings are the source of considerable trouble in fabricating operations, particularly in the deep drawing of steel sheet. In many cases where the transition is of this nature, the stress developed at the upper limit of the elastic range is greater than the stress during the period of heterogeneous deformation, giving rise to the familiar "drop of the beam" effect in testing. The amount of the yield-point elongation, as well as the value of the stress at the lower yield point (the value to which the stress drops when yielding begins), are functions of the temperature and the testing speed. Lower temperatures and faster rates of testing increase both the yield-point elongation and the yield-point stress. These matters have been ably discussed in a recent paper by Winlock and Leiterl though, as brought out by the discussion of that paper, the phenomena are but little understood. The purpose of the present paper is to clarify the problem through the application of a simple principle, and to show that, through the application of this principle, a number of phenomena in the plastic deformation of metals become more readily understood. A considerable number of experiments in recent years have definitely established the fact that the internal friction or mechanical hysteresis of a metal under cyclic stress is a property that is highly "structure sensitive." Because of this fact, it has been suggested that an observation of this property, which often is referred to as "damping capacity,'' might be a useful indicator of structural changes taking place when a metal or alloy is subjected to any of a number of metallurgical treatments. Damping capacity is of interest to both engineer and metallurgist, but from a rather different point of view, and the information that each desires from such observations is of a different nature. The metallurgist is in search of various external indications of changes taking place in the interior of a metal; changes which are in themselves not directly observable. Even if the observed phenomenon cannot be explained in fundamental terms, it may be empirically related to certain characteristics of the material and prove of real value in research. Internal friction or mechanical hysteresis occupies such a position, and, although it is not well understood in terms of basic metallic theory, an observation of its changes can serve in a very useful capacity. Of course, there is nothing new in the measurement of damping, but the use of this property in metallurgical research constitutes a vast field, which has received all too little attention. The present work is essentially of an exploratory nature in this field and is an attempt to evaluate the process as a research tool. The phenomenon of age-hardening was chosen as a typical example of a structural change and one method of measuring damping was examined in considerable detail.
