It is therefore necessary for the engineer to understand the Federal Labor Law, the rights and obligations of companies and of their workmen, and the reasons for conflicts; to keep in mind the expense which may be caused companies; and to endeavor to avoid difficulties as far as possible. TWENTY-FIVE years ago no distinction was made between water wells and oil wells except in the nature of the fluid produced. Water wells usually showed no decline in their rate of production; when oil wells showed decline something in the manner of handling them was considered wrong. Both water and oil were believed to be subject to the same physical laws in their underground movement toward the wells. Today a sharp distinction is made between them. Whereas water exists alone in the porous formations at depth, oil is usually accompanied by gas. This mixture does not behave as a liquid alone. It is a frothy, seething mass of foam which approaches and enters the wells. Different physical laws come into play. Twenty-five years ago attention was directed entirely to the well itself; today the well is accepted as a mere hole in the ground, a hole to be equipped properly for efficient service, yet without any value whatever unless it is backed up by a sufficiently prolific reservoir. Then, we were concerned with wells alone, 3000 ft. in depth; now commercial wells and their reservoirs are 10.000 ft. deep. Petroleum engineering concepts have necessarily therefore undergone a change in this last quarter century. What are they today?

LIMESTONE surpasses any other rock or mineral in the number and diversity of its uses and in the quantity consumed fur industrial purposes. Either in the raw state or when calcined to lime it enters directly or indirectly into the manufacture of a great variety of products and its sphere of usefulness is continually expanding. The term "limestone" as here employed includes all varieties from high-calcium limestone, consisting almost entirely of the mineral calcite, to the highly magnesian variety, largely dolomite. Lime is also discussed .because lime is simply calcined limestone and often the material may be used in either the calcined or natural state. Limestone has been of service to man since prehistoric times but only in the last hundred years has it become one of the most important raw materials in industry. USE of gold leaf goes back to biblical and even to prehistoric times. Both gold and silver, as well as other metals, were employed in illustrating or illuminating manuscripts. The medieval monks also used bronze powders. Metals were subdivided as finely as possible by mechanical methods, or by granulation and then were pounded into finely divided flakes. Substances such as honey have also been employed, since early times to keep the flakes of metal apart during grinding. Stearic acid is a more modern agent used in flaking aluminum and other metals. Finely divided "blue powder" is a by-product in retorting zinc ores, and contains from 78 to 90 per cent of zinc metal. This has been used as a precipitant for precious metals in the cyanide process and for chemical reduction processes. The making of zinc dust by atomizing is a step well known in electrolytic zinc plants. The Thermit process of Goldschmidt also requires the use of finely divided aluminum.

AS this is written, the probability A is that the bituminous coal out- put for 1936 will approximate 420,000,000 tons (of 2000 lb.) with an average working time for all mines of 205 days. The results for 1935 approximated 369,224,000 tons, with the mines working about 185 days. The increase in production of 14 per cent is heartening. In anthracite, it is probable that the preliminary figures covering output for 1935, 51,- 003,000 tons, will be exceeded this year although the percentage of in- crease will almost certainly be small. The substantial tonnage of anthracite illegally mined, estimated to be 3,600,- 000 tons in 1935, with a similar large Lonnage in 1936, is in addition to the figure given above; it represents an open and flagrant disregard of law and property rights. ON the morning of Monday, Nov. 9, 1936, two motorcycles, with sirens screeching, - escorted a procession of 70 automobiles from the Colonia Railway Station in Mexico City to the Hotel Geneve. Riding in' the cars were just over 200 visitors- members of the A.I.M.E. and their guests. They had come, via St. Louis, in two special trains from 24 different states for the 146th General Meeting of the Institute. FOR the purpose of the following discussion the word "research" is interpreted as including all phases of development work on methods of manufacture, metallurgical characteristics, and uses of iron and steel. Research in the iron and steel industry then includes both plant re- search and laboratory research. Since iron and steel came into being, the steel consumer's plant and the steel producer's plant have been important factors in the development of the steel industry. Good minds have always been associated with both consumer and producer plants, so marked progress was made in the industry even when these were the only types of research and development groups in action.

DURING the past twelve years the underground shaft of the United States mine at Bingham has been sunk an additional 2000 ft. with stations and pockets cut every 200 ft. without interrupting the mining of 600 tons of ore per day and the advancing of 1500 ft. of development per month. Following is a brief description of the way the joint work is conducted. The vertical underground shaft is a three-compartment shaft with outside dimensions of 6 ft. 4 in. by 15 ft. 6 in., and inside dimensions for each compartment of 4 ft. 2 in. by 4 ft. 8 in. The manway compartment of the main shaft is used as the hoisting compartment in sinking operations; it is partially lined with 2 by 12-in, lagging and a bucket is used without guides or crosshead. Preparatory work includes the placing of a bulkhead in the manway compartment, 60 ft. above the lowest station or level, the installation of a hoist, a head sheave, a fleet sheave, a-signal system, air and water lines, and a trap door for handling waste.

CURRENT production of petroleum on such a vast scale presents many interesting problems- the solutions of which are important not only to those directly interested in the business, but to the nation as a whole. The industry is relatively young. Until the discovers of the Lucas gusher at Spindletop in 1901 petroleum production had not exceeded 60,000,000 bbl. per year compared with 1,100,000,000 bbl. in 1936. In 36 years then, the modern oil business, production, transportation, refining, and marketing has developed. I will first present a brief history. of oil production as a background for consideration of the present situation.

Markets have been unsettled from Johannesburg to London from New York and Toronto to Melbourne, despite repeated denials from, American and British authorities of any immediate intention to alter the price. Various economists and financial writers have blossomed forth with predictions that the price would be set at the old level of $20.67 per oz.; some have even been so brash as to state That a price of $15 would be necessary to bring production within control. These effusions, based entirely upon monetary theories and with no regard to production costs, serve to confuse rather than clarify the situation.

BENEFICIATION of iron-bearing formations is one of the major problems of research at the Michigan College of Mining arid Technology. Funds for this purpose hate been supplied by the State of Michigan supplemented by contributions of labor and some supplies from the Federal Government during the depression. The iron-mining companies have cooperated in securing samples and have also furnished much valuable information relative to the various formations.

THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

NINETEEN Thirty-Six was the biggest year in volume in the history of the oil industry, and unquestionably the best since 1929 in respect to profits. The quota of new and difficult problems to face seemed a little smaller during 1936 than in most recent years, and a somewhat better balance existed between the different branches of the industry. 'Domestic consumption of gasoline in 1936, estimated at about 475 million barrels-the highest on record, was approximately 11 per cent above 1935, and 26 per cent above 1929. Demand for crude oil increased in about the same proportion: over 1935, and the average production, of about three million barrels daily,' constituted a new high level.

WHEN the drilling of an oil well is completed a permanent opening from the reservoir to the surface must be provided. This is done by lining the hole with pipe, commonly known as casing. In the past, all but a small amount of casing has been run in the hole and joined by threads and couplings. Recently, however, in California, Texas, and Oklahoma, there has been a definite tendency 'to adopt -the welded joint for the following reasons: (1) Plain end casing for welding may be bought for 15 per cent less than thread-and-coupled casing; some of this is offset by the cost of welding the pipe in the hole but a respectable net profit remains.

ATHOUGH flotation has been a commercial process for over twenty years, the last two years have witnessed a sudden and phenomenal increase in our knowledge of how to separate minerals heretofore not considered amenable to flotation at all. As remarked by Professor Locke in the January issue. "Either commercial or laboratory flotation is reported on zircon, ilmenite, carnotite, kyanite, scheelite, chromite, fluorite, feldspar, cassiterite, wolframite, barite, and clay. Attractive patents on soap flotation are U. S. Nos. 2,000,656 and 2,040.187. A survey by Ralston in the February E. & M. J. adds many other minerals to this impressive list. The simple but pregnant fact is that any mineral can be coated, directly or indirectly, with a water-repellent coating, and since this is true, it follows that any mineral can be floated. Fundamentally, this is no new discovery, where, for instance, is the mineral that cannot he washed from a pair of dirty hands by means of soap and water, given the absence of refractory greases or oils which would have no proper place in flotation ?

THE ball mill has superseded stamps for the reduction of gold ores in most of the recently designed plants, partly because stamps are not suited to die fine grinding required for flotation, and partly to save space and construction cost. Experience with these new mills seems to confirm the idea that it is more difficult to recover bold from a ball-mill product than it is when stamps are used for crushing. Microscopical examination of particles of gold that have passed through a ball mill show that the gold has been pounded into exceedingly thin flakes coated with a talcy surface, making it more difficult to save by amalgamation, flotation, or concentrating. Bearing in mind that gold is extremely malleable, it seems reasonable that this should be so. Contrast the action in a stamp battery, where the crushing is by impact in the presence of mercury, to the grinding and rolling under pressure in a ball mill. It is well known that a better recovery can be obtained by panning or amalgamation from a sample of ore that has been crushed by mortar and pestle than from one reduced on a bucking board.

THE president of a large smelting and refining company once telegraphed me that they had acquired extensive mining interests in northern Peru and requested me to inspect their properties as it would be necessary to install a system of aerial tramways between their mines and treatment plant. The concentrator was about 50 mi. from the coast, reached by a fairly good motor road. From the concentrator an aerial tramway would he required, about 6 mi. long, to their first property, a gold and silver mine. The lower terminal of the tramway was at an elevation of 4000 ft. and the mine at an elevation of 9500 ft.
