The oil industry is at the parting of the ways in relating fundamental engineering concepts to legal interpretations and field practices. The old concept, based on an erroneous analogy to wild game, that oil and gas are migratory substances and belong to him who reduces them to possession regardless of their point of origin in the reservoir, has come to be quite generally recognized as the basis of many of the serious ills and extravagances of the industry. The chain of consequences resulting from this erroneous conception has been traced elsewhere and need not be recounted here. The important problem at this stage in the development of the industry, when laws are being revised by legislative action and modified by court decisions; when added powers are being exercised by voluntary committees and official regulatory bodies; and when the need for control of output has forced itself to the forefront, is to see to it that new law and action are based on sound engineering concepts. Reservoir Energy Common Property Since the study of gas instituted by the Marland committee of the American Petroleum Institute in 1927, a great mass of information has accumulated concerning the function of gas in the development and production of oil. This wealth of data leads to the conclusion that every oil pool contains three resources: Oil, gas and reservoir energy. I take it that the central problem of this symposium is the ownership of these three resources and that "source" and "utilization" are involved because of their bearing on ownership through the demands of equity and conservation. In order to facilitate the discussion, permit me to state categorically, that: The oil and gas in a particular tract should belong to the owners of the mineral rights in that particular tract, but the reservoir energy should be common property of all owners of mineral rights in the pool I take it that apportionment of oil and gas among owners according to the relative amounts that exist in place in their respective tracts is

This paper, describing the milling practice at the oxide concentrator of the International Smelting Co., is one of a series on milling methods and costs being published by the United States Bureau of Mines. GENERAL DESCRIPTION The oxide concentrator is properly an integral part of the Tooele plant of the. International melting Co., located 5 miles from Tooele, Tooele County, Utah. It has a capacity of 300 tons of ore per day and uses an all-flotation process to treat custom siliceous oxidized lead ores obtained principally from the Tintic district in Utah. Ores found amenable to the process are purchased on a custom basis, the principal tonnages being obtained from the Tintic Standard and North Lily mines.

Introduction Within the last quarter of a century the Lake St. John-Saguenay valley has been converted from a quiet agricultural district to one of the important industrial centres in the Dominion. First there was the expansion -of the pulp and paper industry, and then, starting a little over ten years, ago, the development, in large .blocks, of the enormous hydro-electric power resources of the Saguenay river. Coincident with this power development, the world aluminum industry was rapidly expanding and looking for a new source of cheap power. This was found in the Saguenay valley-and so, in 1925, Arvida was established by the Aluminum Company of Canada as a location for one of the largest aluminum plants in the world. Arvida, an incorporated city comprising an area of some ten square miles, is ideally located on a more or less level plateau about 350 feet above the Saguenay river. Seldom has industry stepped boldly forth and carved out of Nature a community with full city status. The process usually goes through the steps of camp, village, town, and city, involving improper planning or lack of planning; all of which has been avoided at Arvida by starting out in the right way. While this community has only a population of approximately 2,000 at the present time, it is carefully planned for a population many times this figure. Streets, city parks, business and residential sections, have been definitely planned, and, with a City government, proper ordinances were passed at the beginning to ensure the building and maintenance of a model industrial community. As the crow flies, Arvida is about 35 miles due east of lake St. John, and 0 miles west of the St. Lawrence river at Tadoussac. From a shipping standpoint, it is well served by the Canadian National railways, with direct lines to Quebec and Montreal, and by ocean shipping facilities at Port Alfred, which is about 15 miles to the east on the Saguenay river and is served by the Roberval & Saguenay railway. The latter has interchange connections with the Canadian National at Arivda, and also operates a branch line into the city of Chicoutimi.

This paper summarizes a survey of fine-grinding practice in ore-concentrating plants throughout the United States, Alaska, Canada, Mexico, and Cuba as reported in the Bureau of Mines Information Circulars on milling methods. The survey covers 49 concentrators, which have a combined capacity of over 160,000 tons per day. In these plants 470 ball, rod, and pebble mills prepare material for flotation, gravity concentration, amalgamation, cyanidation, and air separation. The ores are those of gold, silver, copper, lead, zinc, molybdenum, feldspar, and pyrite. The metallurgy is that of the period 1928-32. Of these 49 concentrators, 36 are in the United States. They can treat 134,400 tons per day, and they have 326 fine-grinding mills. In the United States there are about 100 active or temporarily idle concentrators, exclusive of the many plants in the Tri-State zinc district, the washeries of the Lake Superior iron ranges and the Florida phosphate area, and small gold and silver concentrators. These 100 plants have an estimated capacity of 290,000 tons per day and employ about 650 ball, rod, and pebble mills. Consequently, since this paper covers about half of the production of this country it may be considered as particularly representative of fine grinding in ore mills in the United States.

The study of "bottom-hole' samples follow,-is in natural sequence the study of samples3 obtained under high pressures at the well heads of flowing wells. The principal object of this phase of gas-solubility research, started actively in January, 1530, was to gain a more accurate knowledge of the physical and chemical characteristics of the oil-gas mixtures that exist in natural reservoirs. In possession of actual data regarding the condition of the oil; the quantity of gas liberated from solution upon dimunition of pressure; and the relative volumetric proportions of gas to oil at various pressures throughout the flow string in a well, it should be possible to predict, with a fair degree of accuracy, what physical changes these mixtures would undergo throughout the life of a pool. Such information not only is important in designing flow strings in flowing wells but is important also in solving problems relating to pumping efficiency and the power required for pumping. Although certain fundamental rata Mere obtained in the stud of samples taken at the well head, "bottom-hole" samples are more representative of subsurface mixtures of oil and gas because they are obtained at reservoir temperatures, and before the oil has had the opportunity of intermingling with extraneous gas; that is, gas which either was not in solution originally, or which was liberated from solution at some higher pressure, and later became mired with the original undissolved gas.

A series of papers dealing with diamond drilling practices, compiled in accordance with an outline prepared by engineers of the United States Bureau of Mines, is to be published as information circulars by the bureau. This paper, the first of the series, describes the general practice at the United Verde mine during the last ten years; specific instances cited in the paper refer to 1930, the last year of full operation. The United Verde copper mine is located at the town of Jerome, Yavapai County, north central Arizona.

The flow of liquids through porous media is known to follow Darcy's law which states that the velocity of flow is proportional to the pressure gradient. This law is but a statement of the facts obtained from experimental studies and is, therefore, uncontroversial. It should be men-tioned, however, that it applies only when the flow is viscous in nature and that at excessive velocities which tend to produce turbulence, the velocity is proportional to some power of the pressure gradient, the exponent ranging from 1 to 0.5 as the degree of turbulence increases. However., experiments with media having permeabilities corresponding to those of actual producing horizons show conclusively that the actual flow of liquids in a producing horizon must be viscous except perhaps in the immediate vicinity of a well producing at a high rate. Therefore, one is justified in assuming Darcy's law to hold for cases of practical interest, as will be implicitly assumed in this discussion Given this basic law of flow it is possible, theoretically to obtain solutions to any problem of viscous flow of dead liquids1 by the usual methods of potential theory. However, problems of practical interest often present such complex geometrical configurations of sources and sinks (driving sources and output wells) as to make the analytical solutions extremely difficult or even impossible. It is useful, therefore, to note that Darcy's law is precisely equivalent to the law of electrical conduction, so that the pressure distribution in steady state porous flow of liquids is exactly the same as the potential distribution in an electrical conducting medium.2 This analogy permits the use of electrical models wherein the potential distributions may be measured with far greater facility and accuracy than is possible in actual fluid-sand models. Such electrical models were used in determining the pressure distribution about complex arrays of wells, an example of which will be shown later in the discussion of the 5-spot flood. One phase of the porous flow problems which is of considerable practical interest involves the tracing of an advancing fluid front. Thus,

SPEAKING generally, it may be said that leaching is the simplest method of recovering copper from its ores. Likewise it is perhaps the oldest method of treatment used by copper metallurgists of the modern era. Reliable records indicate that as early as 1752 cupriferous pyrite was leached in the famous Rio Tinto region in Spain. Though the manipulation was quite different from that in use today at Chuquicamata, New Cornelia, Inspiration, and Andes, it resembled that employed by Phelps Dodge at Bisbee, as described in Chapter XIV. Leaching consists of subjecting ore to the action of a liquid solvent or menstruum (usually an aqueous solution) which dissolves the major part of the soluble copper minerals. The resulting pregnant solution is drained off or otherwise separated from the residual ore; and the copper in the solution is then recovered by some appropriate means of precipitation. When sulphuric acid is the lixiviant, as is usual, the simplest procedure is to pass the copper-bearing solution through large troughs containing scrap iron. The iron displaces the copper in the solution, precipitating it as a slime coating the iron and varying in color -from bright copper to a dull black. This may be washed off at intervals, collected as a sludge, dried, and melted with a little fluxing material to produce reasonably pure copper. Usually, of course, the mud is sent to a smelter where most often its destination is the converter or reverberatory furnace. Modern practice uses precipitation on iron only as a complemental process to electrolytic precipitation or deposition, wherein the pregnant copper-bearing solution, acting as the electrolyte in a cell having insoluble anodes and copper cathodes, is depleted of the copper it contains. In view of the comprehensive accounts which have appeared in recent years of the oil fields of Burma, Assam and the Punjab,' this brief account will be restricted to an outline recapitulation of the position of the fields and a note on progress and developments in the last two or three years. It is actually peculiarly difficult to give an account of recent developrnents in the oil fields of the Indian Empire. The companies naturally are compelled to make a return to the Government of India of oil produced. These figures are published annually (about 10 months later) for each administrative district (which may include more than one field) where oil is produced, in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India). Some details of recent developments may be given in the Annual Report of the Geological Survey of India (also published in the Records), but otherwise the companies tend to preserve a policy of extreme secrecy. Some of the smaller companies usually publish wellhead production month by month in order to encourage their shareholders when such figures are encouraging, but the larger companies do not necessarily even give figures of production in their annual reports to shareholders. Occasionally details of new tests, new machinery, and so on, leak out through the daily or weekly press in India, but, except for generalized official statements, no details :ire available as to the number of new wells, depths, wells abandoned, or other figures which are common property in other parts of the world. In the country itself the geologists preserve the utmost secrecy, and at times quite a serious system of espionage is developed. [On December 2, 1932, the Governor of California called upon the representatives of the mining industry of the State to attend a meeting at Sacramento to discuss ways and means of assisting is relieving some of its perplexing and extremely distressing problems, particularly the mounting cost of accidents which faces the industry with an industrial insurance rate for classification of $11.85 per $100 of pay roll, effective January 1, 1033. The significance of this fact is at once apparent when it is realized that the classification rates per $100 of pay roll for mining have steadily increased for some time, as follows: $3.91 in 1924, $5.54 in 1925 and 1926, $8.04 in 1927, $8.53 in 1928, $9.05 in 1929, $9.42 in 1930, $10.54 in 1931, $10.99 in 1952, and $11.85 in 1133. In other words, the cost rates have acre than doubled, wile statistics indicate that the accident rates nave shown an entirely different trend. At the meeting mentioned, one of the management officials sounded an effective keynote when he declared that a spade should be called: a spade. The perplexing problems of any industry can be approached best and remedies applied if that policy is kept to the front. It is appropriate to mention that high accident rates and a decrease in wages in recent years have unquestionably accounted in part for a unit cost rate, on a pay-roll basis; it also is well to explain that the policy years3 1926 to 1930, inclusive, are the years on which the accident-cost experience for 193: is based. That accident rates :lave not undergone the expected beneficial chance in California's experience is apparent in the words of a Bureau of Mines report:4]

Introduction In northern Ontario, refractory clay is found on four rivers of the James Bay watershed: the Abitibi, the Mattagami, the Missinaibi, and the Moose. The clay all belongs to the same geological formation ( the Mattagami of Lower Cretaceous age) , and occurs within a structural depression or 'basin', the boundaries of which have never been defined but which appears to cover at least 1,500 square miles of territory. The recently constructed James Bay extension of the Temiskaming and Northern Ontario railway crosses the northeast end of the basin at the Onakawana lignite field, which by rail is 126 miles north of Cochrane, 605 miles north of Toronto, and 60 miles southwest of Moose Factory. Smoky Falls, the northern terminus of the railway owned by the Spruce Falls Power & Paper Company, Limited, is 7 miles south of one other point in the basin, i.e., the outcrops of refractory clay, sand, and kaolin at the foot of Long rapids on the Mattagami river. Smoky Falls is 50 miles north of Kapuskasing. In a very early report(l) , Dr. Robert Bell, of the Geological Survey of Canada, described '"light coloured marl in horizontal beds" from the Missinaibi river, and noted that the lignite also occurring in the river was probably :associated with the marls. This was undoubtedly the Cretaceous refractory day. Other early writers noted the occurrence of fire-clays, but it was not until Joseph Keele(2), of the Geological Survey, visited thee region in 1919 and studied the clays that their real significance was known.

[A study of mining methods and underground practices as they influence injury from falls of roof or coal reveals data as to the location in the mine where such injuries occur with the greatest frequency and as to some of the methods and practices which are in use for the prevention of injury. This paper, which presents statistics bearing on the frequency and place of occurrence of accidents and, discusses regulations and practices which have resulted in a low frequency rate from falls of roof and coal in a few representative mines takes its information from mine-accident reports and from the results of studies conducted in a group of 80 mines in the bituminous coal fields of western Pennsylvania, Ohio, and West Virginia. The statistics from this group of mines cover periods of one to four years but average 2 years and 7 months. During this time these mines produced over 110,400,000 tons of coal, equivalent to one-fifth of the annual production of all bituminous mines in the United States. The coal beds of the mines in the group studied are mostly flat, with local pitches of moderate degree. A number of mining plans are in use, each of which follows a general system of multiple entries, cross entries, and rooms. Room and pillar in panels either advancing, retreating, or half advance and half retreat and the block systems are employed. The methods of pillar extraction are by splitting, slabbing, pocket-and-stump, and open end. It is hoped that in presenting some of the details of the methods and practices at particular mines of this group which have commendable records in the prevention of injury some good may accrue to many other bituminous mines which 'nave similar natural conditions.]

This interpretation of the mining laws of the Irish Free State has been prepared from the best available material in Washington and is released subject to amplification and correction, if necessary, by American foreign-service officials. INTRODUCTION This paper is based upon the mines and minerals act, 1931, enacted by the Legislature (Oireachtas) of the Irish Free State (Saorstát Eireann), December 22, 1931, the lull title of which is "An act to establish a board to perform functions in relation to mines and minerals, to authorize the making of lenses of mines and minerals belonging to or vested in Saorstát Eireann, to name provider for facilitating the working of other mines and minerals and, for imposing restrictions on the working of minerals required for the support of buildings and works, to amend the law with respect to mines, and for other purposes incidental to the matters aforesaid.'

Limestone is the most widely used of all racks and is essential to a great many industries, including tae building trades, highway construction, metallurgy, agriculture, end many chemical and manufacturing enterprises. It occurs in some form in every State and is produced in thousands of quarries. Production in 1930 exceeded 134,000,000 tons. It has more numerous and more diversified uses than any other rock. This paper is designed to furnish general information on the various branches of limestone quarrying and their economic importance. Brief reference is made to dimension stone, and a more complete discussion follows of the uses, requisite qualities, quarry methods, grid processes of preparation of crushed and broken limestone. Footnote references serve to guide the reader to more detailed information.

The property of the Hudson Bay Mining & Smelting Company, Limited is located at Flin Flon lake, 85 miles northwest of The Pas, Manitoba, on the Manitoba-Saskatchewan boundary. The area is at latitude North 54°, and is approximately 1,000 feet above sea level. The ore-body occurs in amygdaloidal greenstones, which are to be referred to the earliest basic volcanic flows in the district. It was discovered in an outcrop on a point of land jutting into Flin Flon lake, and subsequent diamond drilling proved that it extends under the lake both to the north and south of the point of discovery. After the taking of soundings from the ice during the winter months, it was estimated that l,000,000 tons of overburden, mainly mud and clay, would have to be removed to expose the underlying ore. Flat diamond-drill holes indicated that the ore-body was separated into more or less independent lenses by horses of unmineralized greenstone, and that in places the overall width, including horses of waste, reached 450 feet. These several] conditions were the main factors influencing the management in their decision to adopt an open-cut method for the mining of the upper portion of the ore-body. Before it was possible to commence stripping operations, it was necessary to dam-off the eastern portion of Flin Flon lake, instal pumps, and de-water the dammed-off area. Dams for this purpose were constructed of mine waste rock and clay filler from nearby hillsides. Material for the bottoms of the dams was taken across Flin Flon lake in hopper-bottom barges. Trestles were then built on the dam bottoms and dams were complete by the time trackage was available. De-watering commenced in April, 1930, and was completed by the latter part of May of the same year. Estimated pump output for the period was roughly four billion gallons. Two Morris 10-inch dredging pumps were used, direct-connected to 250 h.p. electric motors. Individual pump capacity was rated at 3,000 g.p.m. against a 150-foot head. Average head for the operation was 50 feet, which increased the total output considerably. The pumps were mounted on floating barges in cribbings of piling driven at the lowest points in the lake bottom.

STUDIES on the precipitation of a face-centered from a body-centered structure-a common occurrence in alloy systems-are essential to the development of a theory for the formation of segregate structures. The separation of the alpha phase from the beta of the copper-zinc system is an example of this type of precipitation. EARLIER STUDIES ON THE SUBJECT R. F. Mehl and 0. T. Marzke1 in 1931 presented a paper giving the results of some investigations carried out by them on the segregate structures produced when the alpha and gamma phases of the copper-zinc system and the alpha phase of the copper-aluminum system precipi-tate from the beta phases of these systems. They showed that the alpha phase precipitates as needles close to the [111] directions of the beta phase. In the discussion of that paper some doubt was expressed about the nature of the segregate. More investigations were undertaken to determine the character of the precipitate in the copper-zinc system and also the orientation relationship between the matrix and precipitate. The present paper gives the results of these investigations. Since the publication of the earlier paper, several other papers on this subject have been published in this country and abroad. Haneman and Schroder2 reported that the alpha phase precipitates as needles along the [111] directions of the beta phase and that these needles align themselves to form plates on the {111} planes of the matrix. Mathewson and Smith3 pointed out that the {111} plane does not contain the [111] direction and that it would be quite impossible, therefore, for needles in the [111] direction to form plates on the {111} plane. The writer has been interested for some time in trying to appraise our industry's prospects for gasoline consumption over the next half dozen years or so. Anyone who has even approached the problem knows the intimate relationship to it of the number of automobiles in use— by automobiles I mean both passenger cars and trucks. Probably at least 90 per cent of our gasoline is used in automotive vehicles. Few of us in the oil industry needed to give much attention to the detailed figures, although the automobile industry seemed to interest itself in all sorts of calculations of replacement demand vs. new car demand, the average life of the car, the number scrapped, and the like. Probably many people in the oil industry, as well as outside it, were surprised at the way in which automobile registrations and gasoline consumption held up during the early years of the depression. Nor were they greatly perturbed when, as in the last two years, both registrations and consumption began to fall somewhat. That was natural enough; it
