"INTRODUCTION Canister-type gas masks have become an essential part of the equipment of many industries, not only for use in emergencies, but also in performing normal operations of industrial processes and procedures, particularly where ventilation is not practically or economically feasible. They are also used widely for enhancing safety of operations which previous to the development of gas masks had been performed in harmful atmospheres.Since the inception of industrial gas masks the Bureau of Mines has been actively engaged in endeavoring to increase the efficiency and safety of these devices, and this bureau has become a source of advice to manufacturers in producing devices of good quality and to industry in the proper selection and use of these devices. In order to give first-hand information and keep current with the demands and needs of industry it is necessary to perform investi-gations from time to time. This report deals with tests of certain types of commercial gas-mask canisters for protection against mercury vapor.TYPES OF CANISTERS EXAMINEDThis investigation included tests of the following types of canisters:(a) Gas-mask canister filled with 725 c.c. of granular activated charcoal, 8 to 14 mesh, and of a quality used in gas masks which meet the Bureau of Mines approval requirements 4 for protection against organic vapors."

"INTRODUCTION Compressed air for operating coal-mining equipment is seldom considered in conjunction with modern methods and appliances. But the Jamison Coal & Coke Co. has proved the economy and efficacy of compressed air for this purpose at its Mine 8 near Farmington, 8 miles west of Fairmont, Marion County, W.. Va., and the mining industry as a whole concedes its superior safety in gassy or dusty coal mines.The uses for compressed air in coal mining are now generally associated with such equipment as coal punchers, chain-breast machines, and to a lesser extent the ""radialaxe"" type of mining machines.Electricity has rapidly superseded compressed air for power in coal mines during the past 20 years; and in the last few years the general, and often unwise, use of electricity at the face region has taken on added impetus through the widespread use of mechanical loading equipment.Some of the unfavorable results of this increased use of electricity are shown in the growing number of mine explosions and fires of electrical origin. In the past four years 59 explosions of this type took the lives of 672 men, or 74.8 per cent of the total number of deaths from explosions were due to explosions of electrical origin.3In 1926, an explosion in Mine 8 of the Jamison Co. killed 19 men. The exact source of ignition was not determined, although it was definitely decided that it was of electrical origin and probably was at an electric coal-cutting machine.Prior to this disaster the company had done some experimenting with compressed-air-driven mining machines, and its Mine 9 had been completely equipped with air-driven chain-breast machines; a few of these machines were also in use in Mine 8. The explosion, however, gave impetus to the adoption by this company of compressed air for operating face equipment. The chain-breast machines were as satisfactory as electric machines of the same type; but the trend in the industry was toward faster cutting machines, which required less physical exertion on the part of the operating crews. A track-mounted machine of the arcwall type was found to be suitable for the conditions and system of mining, so that one of these operated by compressed air was developed by the Jeffrey Manufacturing Co. working with the officials of the Jamison Co.The first of these machines was installed in the latter part of 1926 and additional machines were delivered from time to time, until at present there are nine of them in the mine. Necessary improvements have been made, with the result that a fast-cutting, easily handled, efficient, and safe mining machine has been developed for cutting the hard Pitts¬burgh bed coal of the Fairmont field."

Radioactivity, the property of radium that led to its isolation more than 30 years ago, is the characteristic that makes it of value in the treatment of disease. Tyler3 gives the following brief history of the investigation: The way to the discovery of radium was opened in 1895 by Rontgen, who found that the glow from a Crooke's tube contained penetrating rays, which .he called X rays. Prof. Henri Bequerel, while investigating the effect of various phosphor¬ escent substances, found that uranium salts produced photographic impressions even when enveloped with opaque substances. To Marie Sklovouski, a young Polish student, who later became Madame Curie, Professor Bacquerel delegated the task of learning how and why uranium possessed power to emit these peculiar rays, which he had proved to be electrical in character. Madam Curie, examining by electri¬ cal methods the radioactivity of a large number of minerals containing uranium and thorium, discovered that some specimens of pitchblende had about four times the activity of the metal uranium; that chalcolite, the crystallized phosphate of copper and uranium, was twice as active as uranium; that autunite, a phosphate of calcium and uranium, was quite as active as the same weight of pure uranium. In order to check these discoveries, she prepared chalcolite artificially, starting with pure products, but found that this artificial chalcolite had only the acti¬ vity represented by its composition, or, roughly, 40 per cent of the activity of uranium. This led to the conclusion that there was some element or substance in the residue from uranium minerals that possesses a high degree of activity. After an exhaustive chemical investigation of pitchblende from Joachimsthal, she found that this mineral contained not only uranium but also another radioactive sub¬ stance, to which she gave the name of polonium, in honor of her native land. Later in 1898, Monsieur and Madame Curie found still another element, which, when brought to a state of concentration, was several million times as active as uranium, and to this was given the name of radium. Debierne afterwards found a fifth radio¬ active substance, actinium; and in 1906 Boltwood isolated the metal ionium. Strict¬ ly pure radium chloride was first produced in 1902. The first radium was produced commercially from the uranium residues obtained from the mines of Joachimsthal, Bohemia. Tyler calls to attention that, as the ores were a government monopoly, search was begun at once for sources in other parts of the world. As a result, radium-containing ores have been found in about 10 countries.

At the time of the preparation of the monograph upon the mining legisla- tion of Newfoundland, by the Imperial Institute of London, the existing local statutory law (as distinct from case laws and the applicable English acts) con- sisted of the following legislation: 1. Chapter 129 of the consolidated statutes, entitled "Of Crown Lands, Timber, Mines and Minerals," as amended by the Crown lands act, 1928. 2. Chapters 131 and 132 of the consolidated statutes (acts relating to mines regulation and rewards for discovery of minerals, respectively). 3. "PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. All of these factors must be considered in any plan outlined to prevent accidents resulting from falls of roof and coal.ACKNOWLEDGMENTAcknowledgment is made to the officials of the operating companies for their cooperation and assistance during the study and collection of data to complete this report.GENERAL INFORMATIONLocation and Ownership The mines included in this report are within 18 miles north and south of Kemmerer, Lincoln County, Wyo. The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.

The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

"The third annual safety contest for plants producing sand and gravel, which was conducted in 1911 by the United States Bureau of Mines in cooperation with the National Sand and Gravel Association, registered further progress in safety as compared with the two previous annual contests. Both the accident-frequency rate and the accident-severity rate were reduced.The period covered was the calendar year 1931; sixty plants participated, and 17 States were represented by the participating companies.The contest covered accidents and man-hours worked by all men at the participating plant who were employed by the same company; and it included work up to the point of delivery of the material directly to the consumer or to an independent agency of transportation--in other words, to the point of relinquishment of control of the material by the producer.The purpose of the yearly contests for producers of sand and gravel is to aid in the promotion of safety among the employees and in the reduction of accident costs to the companies. The contests develop friendly rivalry among the various plants and among the employees of individual plant in a concerted effort to prevent accidents.Two safety trophies are awarded annually, both of which are provided by Rock Products magazine. One of the trophies is for the host safety record among plants that were in operation the contest year 100,000 or more man-hours; the other trophy is for the best among plants that were in operation lees than 100,000 man-hours. Awards and the relative standing of the various plants are based upon statistical compilation by the Bureau of Mines of accident reports and employment reports furnished by the enrolled companies. are summarized at the close of each year, and the summaries are submitted to each company concerned for certification as to the accuracy of the summary and the completeness of the company's reports from which the summary was prepared. When the summery is returned signed by an official of the company, the records are considered to be a trustworthy basis for determining the relative standing of the various plants. The position of each plant is determined by its accident-severity rate; that is, the number of days of disability resulting from accidents for each 1,000 men-hours of work done by all employees at the plant."

Beasley, smelter superintendent, whose generosity, sympathy, and assistance made it possible to obtain this information for the mining industry.GENERAL DISCUSSIONWhen the charge has been dropped into the lead blast furnace, it is out of control of the operator to the extent that, whatever the material is, it must practically all be melted and run out of the blast furnace. The necessary uniformity of mixture to produce slags of regular composition and the choice of the slag—forming ingredients and products to be formed can be made only before the charge to dropped.It was found (R.I. 3096) at Kellogg, where the charge is mostly sinter, that the ratio of the slag—forming ingredients taken from each tuyere was nearly constant, in contrast to the irregular composition of slags taken similarly from a furnace whose charge consisted of ingredients differing greatly in chemical and physical nature, including size. If the charge consists almost entirely of sinter, the blast furnace should then operate more uniformly."

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

By a decree of March 14, 1929,5 the President of the Faitian Repub- lic, considering it to be necessary, until the mining legislation of the Republic shall have been revised, to put into effect the mining law of Decem- Der 4, 1860 (relative to mines, diggings, and quarries), by the authority given in article 55 of the Constitution, declared the law of February 14, 1919, to be abrogated and the provisions of the earlier mining law (December 4, 1050) again to be valid. No concessions were granted under the law of 1919. All citations in this paper, unless otherwise designated, refer to the law of 1930.

In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. Except possibly by individual natives and Liberians (small specters), is now being carried on in Liberia, according to a late report. definite information is obtainable with respect to the mineral resources of e country, except that iron ores are said to be abundant. Within recent years , people have begun to realize the importance and significance of the mining and allied industries . The leading part the engineer plays in civilization is becoming recognized . However , accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business . It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization , but on the whole , the magnitude of the industry is underestimated . The uncertainties of mining , as evidenced by the variable results of prospecting on surface or underground , in an unknown new field or from the bottom levels of a mature mine , the ins and outs of tonnages and metal contents , the possibility of a widespread or even a sudden change between cost and realization-price , add to its picturesqueness and make mining attractive to some . To many , the fact that results are generally more uncertain and less predictable than in other industries lends added charm . The following pages may serve to call attention briefly to the importance of mining relative to other industries in the United States , in Canada , and in the world . Ordinarily , the annual primary mineral production of the United States amounts to about 5 billion dollars . The average for the last five years has been a little over 5 billion dollars . Last year , sadly enough , it was less than 34 billions . Just now , we are on the decline , and have been for the past two years . In Canada , the 5-year average was about 268 million dollars . Last year it was 227 million . Due in part to gold output ( in 1930 , for the first time , Canada's gold production exceeded that of the United States ) , the Canadian average is holding up better than ours . It has been estimated that the average world mineral production over the past five years has amounted to about 12 billion dollars , while in 1931 it was less than 8 billions . The mineral industries are as indispensable for the conduct of modern society as are those of agriculture , but , in the United States at least , they receive far less recognition from the Government . With us , agriculture is fostered by a great department that is maintained by enormous appropriations , while the mineral industries get but little financial support . In the United States , in the calendar year 1930 , the value of production by these two industries were as follows : to 1 . Agriculture ( inclusive of forestry ) 9.9 billion dollars ; mining 4.8 billions ; ratio 2 Direct appropriations by our Federal Government were 109 million dollars to agriculture and 2.8 million to mining , a ratio of 39 to 1. Obviously this is out of balance to the extent of 19 to 1 in favor of agriculture .

The number of natural-gasoline plants has shown a consistent decline in recent years, but the total capacity has increased steadily. The number of completed plants, as determined by a survey as of January 1, 1932, amounted to 959. Previous surveys of January 1, 1928 and 1930 showed 1,155 and 1,035 plants, respectively. Of the total plants on January 1, 1932, 859 were operating and 100 were shut down, compared with 999 operating and 36 shut down on January 1, 1930. The material gain in the number of inoperative plants in the last two years was probably due to the severe decline in prices of 1931. The low prices of 1931, which were approximately 40 per cent below 1930, made it virtually impossible for the majority of the independent plants, or plants not owned by a large integrated company, to operate at a profit. Accordingly, the majority of the plants removed from the list in 1930 and 1931 were owned by companies which were engaged solely in the manufacture of natural gasoline. The total daily capacity of the plants on January 1, 1932, amounted to 11,387,000 gallons, an increase of 871,000 gallons, or 8 per cent, in the two years 1930 and 1931. That the total capacity of the plants has increased while the number of plants has declined is due to the fact that nearly all the plants constructed in the last five years have been large plants. During 1931 the average total daily capacity of the operating plants was approximately 10,600,000 gallons, while the average daily production amounted to 4,944,000 gallons. This indicates that the plants operated during 1931 at 47 per cent of their capacity, compared with 58 per cent in 1930 and 61 per cent in 1929. Although more plants have been dismantled in Oklahoma in recent years than in any other State, it continues to rank first in number of plants. The mining law now in force in Finland is the Imperial Russian Ukase of 1883, promulgated November 12, 1883, by Czar Alexander III, with the sanc- tion and permission of the Finnish Estates. This law repealed prior legisla- tion, as follows: Crdinance of liay 25, 1857, concerning the appropriation of ores and minerals; as wall as the right to remove and utilize them; proclama- tion of January 20, 1868, amending, the ordinance of May 25, 1857; proclama- tion of October 3, 1621, concerning the appropriation of precious metals; and the proclamation of October 30, 1878, concerning prospecting for gold, etc., in Finnish Lapland. A proposal for a new mining lar is still being considered by the Finnish Diet. This new law, if and when promulgated, will differ only slightly from the law of 1683 but will be drafted in more modern language."
