Foreword At the outset, it should be stated that this paper does not pretend to present a panacea for the ills that 'frozen' wells are heir to, but rather is an attempt to bring to the attention of those whose special concern it is, a little theory and some facts, which have been brought to light recently, in connection with the problem of 'freezing' as it applies to naphtha-producing wells in the Turner Valley field, and to draw some conclusions that follow from the facts discovered. It should also be stated that the investigation is not to be regarded as in any sense complete, but in progress. Doubtless new facts will be brought to light from time to time which may modify present ideas on the subject, but whether favourable or contrary, these will be welcomed, as the purpose of the Department is to secure as complete information as possible of the factors contributing to 'freezing', since this must be the first step to an intelligent attempt to remedy or prevent its occurrence, if such can be done. It is possible, too, that the cause or causes of freezing may not be the same in all cases, but whether this be so or not will have to be determined later as new information comes to hand. Introduction One of the worries which must constantly confront the operators of gas-naphtha producing wells in Turner Valley-although all, fortunately, have not met with it-is the possibility of the occurrence of what is commonly called 'freezing' (going off production).

THE hoisting equipment selected for use at the Hecla mine in 1907 was one of the first Ilgner type Ward-Leonard controlled hoists put into ser- vice. Development of the Hecla below the 2000-ft. level, which is the ultimate depth of the old equipment, and the additional service required by the "Star," necessitated additional hoisting capacity. It will be our endeavor to give j70u a brief summary of the engineering which determined the selection of the new equipment. The engineer in making his decision as to size, speed, etc., must .make a duty study approximating as closely &s possible the actual opePating conditions which will eventually result. Primarily, it is necessary to know what work must be done. The amount of material which must be hoisted under the maximum condition, as well as its distribution from the various levels of the mine was carefully studied by the mining engineering department, as the ore reserves, their relative-position and the probable method of working them had to be considered. The final figures reached, taking into consideration four different operating conditions, were, in tons per day, as follows:

The Noranda concentrator was placed in operation in October, 1928, and the object of this paper is to outline operations during the twelve months which have elapsed since that time. The ores milled are massive sulphides carrying copper and gold, and, in certain cases, zinc. These ores have a specific gravity of about 3.8. The average assay of the copper-gold ore so far treated has been 2.0 - 3.5 percent Cu; 0.10 - 0.20 oz. Au; 40 - 51 percent Fe; and 6 - 15 percent SiO2. In this ore the copper occurs almost entirely as chalcopyrite, and the iron which is not combined with the copper is present mainly as pyrite and pyrrhotite. ?some iron is also combined with the silica, the ratio being about 1 to 4, and a small percentage is present as magnetite. The occurrence of the gold has been shown by microscopic work carried out by Prof. L. C. Graton, of Harvard University, to be very variable. Some of it is free, and is included within the base-metal sulphides or occurs at their boundaries. A similar distribution also holds for a portion of the gold which is combined as a telluride. Little is so far known of the occurrence of the silver other than that some of it may be combined with the gold in the telluride, petzite. The copper-zinc ore contains up to 6 percent copper, and has a very variable zinc content. The copper in such ore is present as chalcopyrite, and the zinc as sphalerite. In starting the mill we had three conditions to face; the first of these was climatic, the second was the lack of skilled flotation operators, and the third was the ore itself." The last of these three proved much more difficult to contend with than the other two combined.

The New Orient mine, owned and operated by the Chicago, Wilmington & Franklin Coal Co., has caused a great deal of comment and interest because of its unusual features and huge daily production. It is in Franklin County, Illinois, adjacent to the town of West Frankfort. The seam being mined is the Illinois No. 6 which in this locality is 9 to 12 ft. thick and lies approximately 500 ft. below the surface. Without fear of contradiction, it can be said that this is one of the largest coal mines in the world from a daily production standpoint. During 1928, New Orient produced 2,400,000 tons, which amounts to over 10,000 tons each day the mine operated that year. The mine is built for a capacity of 12,000 tons but has actually hoisted over 15,000 tons in one 8-hr, shift. This enormous production can perhaps be better visualized if it is realized that each day's operation depletes over two acres of coal. The general features of this mine have already been fully covered in a paper by George B. Harrington,' President of the Chicago, Wilmington & Franklin Coal Co. In a paper of the nature of Mr. Harrington's, it was unnecessary to stress any particular phase of mining conditions, consequently the ventilation problems were touched upon but lightly. In this paper an attempt has been made to describe some of the problems which have been encountered in providing adequate ventilation for the mine. Ventilating Conditions The acreage allotted to New Orient mine has a length, north and south, of approximately 6 miles, and a width, east and west, of 2 to 4 miles. A number of important considerations caused the hoist shaft, air shaft and surface plant to be located near the southeast corner of the property, instead of near the center, as is usual. During the initial phase of the mine development, the mine was ventilated through these shafts, although there was a full realization that at some future date other shafts would be required.

THE tensile properties of steels at elevated temperatures have been studied by numerous investigators,1 primarily for the purpose of determining their suitability for structural uses. Tests with this objective have been confined largely to the temperature range of approximately 20° to 500° C., because of the rapidly decreasing tensile strength at the latter temperature. Tests have also been extended to higher temperatures for the purpose of determining the most suitable forging range. This temperature range is also of theoretical interest. The phenomenon of increased tensile strength and decreased ductility in the so-called "blue-heat" range, approximately 200° to 300° C., is well known. It was suggested to the Bureau early in 1926 that a study of the properties of rail steels in this temperature range might prove of interest in relation to the studies of transverse-fissure failures in rails. There were available from another investigation3 several new rails from several different heats made to approximately the same specification requirements, the complete manufacturing histories of which were known. It was decided to determine, at least in the preliminary series of tests, only the ultimate tensile strength, elongation and reduction of area, because of the difficulty, time and cost involved in determining the proportional limit and yield point at elevated temperatures.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . "The present article is the second of a series of papers dealing with the dissolution of copper minerals in various reagents. Work done on the problem has been carried out at the Southwest Experiment Station of the United States Bureau of Mines, in cooperation with the Department of Mining and Metallurgy, University of Arizona. The first paper4 dealt with the dissolution of azurite, malachite, chrysocolla, and tenorite. Preceding articles5 have also dealt with other factors involved in the leaching of copper ores.Cuprite (Cu20) is usually considered as a mineral which is not adaptable to sulphuric acid leaching. Hofman,6 in describing leaching by sulphuric acid, states: ""Cuprite is decomposed into CuO and Cu; and ore carrying cuprite has to be oxidized (weathering, roasting) before treatment."" Greenawalt7 says: ""When acted upon by dilute sulphuric acid, it is partly reduced to metallic copper and partly oxidized into copper sulphate. When heated with strong acid it is entirely oxidized to sulphate."" Work to be described in this article was undertaken to ascertain the conditions whereby all the copper in cuprite could be converted into the soluble sulphate."

"Copper sulphate is a common flotation reagent for blende ores. Metallic iron also is present in the mill circuit, and a reaction between the iron and the salt would be in accord with well-known chemistry. The abundance of metallic iron in a flotation feed may be noted by even perfunctory examination. First of all the mine contributes metallic iron, then the coarse-crushing machines add their share, and finally the fine-grinding medium its portion. If the grinding is with cast-iron balls the amount of metallics is greater than when steel is used. Thus it is that much more metallic iron is present than would be indicated by noting the ball consumption. An estimate that the total amount of metallics is twice that supplied by the balls and liners might not be far amiss.That copper sulphate plates out on iron in an acid solution is well known, but since flotation is practiced commonly in solutions where acid has not been added this reaction has not been given sufficient thought.This problem has been the basis of a study undertaken jointly by the Mississippi Valley Station of the United States Bureau of Mines and the Missouri School of Mines and Metallurgy, at Rolla, Missouri. Its importance may be understood better when the tonnage of zinc ores now being treated by flotation in this country is considered. According to Gaudin4 5,536,244 tons of zinc or were treated by flotation during 1927. In these operations copper sulphate was employed as an activating agent; the amount per ton averaged 0.81 pound for straight sulphide zinc ores and 1.16 pounds for complex ores. Since such large quantities of zinc ore are treated by flotation and since metallic iron is always present, the importance of studying their reactions on each other and the effect of their reaction"

"During the last eight years there has been a noticeable increase in the use of permissible equipment in gassy and dusty coal mines. This trend has undoubtedly been toward greater safety in mining, but in spite of this all is not well ""along the front.""In many mines those in charge, either through ignorance or supposed economy, have neglected to install sufficient copper and maintain good bonding on the rails used for return circuits to have a safe working voltage for the permissible equipment which is intended to afford them safety.Low voltage, when properly analyzed, is not economy but frequently is an expensive oversight. Burned-out armatures, controllers, rheostats, and switches are costly in themselves to repair or replace, but the greatest cost in many instances is the loss of production resulting from idle and broken-down equipment.From a safety standpoint, excessive low voltage where permissible equipment is necessary is almost criminal negligence. A burn-out of any kind is liable to cause an arc that may burn its way through a casing wall and bring about a hazardous condition if gas or dust in explosive proportions should be present. Again, all wiring, both interior and exterior to the apparatus, is subject to the extra heating consequent upon low voltage. It should be remembered that if the voltage drops the current must increase a corresponding amount in order that the same work may be accomplished; and as the heating effect is as the square of the current, an enormous overheating of the electrical parts and wiring often takes place. This heating effect is especially detrimental to trailing cables used on portable equipment, because under the most favorable conditions the size of cable selected is only barely sufficient to do its work properly at a safe working temperature; therefore, when the extra current load is added because of poor voltage, overheating is sure to result, with consequent deterioration of the insulation, This effect greatly increases the liability of cable failures in service, and in turn adds to the hazards incident to the use of portable equipment of the permissible type involving the use of trailing cables.Some manufacturers have tried -to protect their equipment from low voltage, especially below a certain point, by -installing low-voltage relays which will trip when the voltage falls to a predetermined value. It is understood that some operators have hesitated or refused to install such low-voltage protection because they were aware that the voltage conditions were so poor that the equipment could not operate under the safe limits set. It is difficult to understand how any progressive company that is willing to go to the ex-pense of installing permissible equipment could be so shortsighted in this phase of common sense, safety, and economy."

"One of the functions of the United States Bureau of Mines is to investigate the ability of electrical mining equipment to operate in a gassy mine without danger of igniting explosive atmospheres. To accomplish this purpose, tests are made in which mixtures of gas and air are ignited in the equipment while it is surrounded by explosive atmospheres of the same composition. In such tests, records of pressures developed by the internal ex-plosions are obtained and observations are made of any flames, sparks, or smoke which may issue from bearings and joints. Occasionally the explosion pressures in a mining machine rheostat or a compartment of some other machine reach a value which is judged to be excessive or abnormal.A number of factors are known to influence the explosion pressures, and both German and. British investigators have irate extensive research on their effects. Much of this work had been done with artificial compartment which certain conditions could c held, constant while others were being varied. The U. S. Bureau of Mines has not made any research on a scale to compare with that of the British or German investigators; however, special studies have been necessary from time to time to determine the cause and remedy for high pressures obtained in the routine test of some piece of mining machinery. Thus it has been possible to verify some of tee theories established on a purely experimental oasis by practical tests of machines as actually built for mine use.Some of the factors determined the pressure that will result when an explosive mixture in a compartment or connected compartment is ignited are: (1) The volume of explosive mixture ignited, (2) the percentage of as in the mixture, (3) the amount of coal-dust in the compartment or compartments, (4) the degree of movement or turbulence of the mixture at the time of ignition, (6) tightness of the joints and bearings, (6) the size of opening between, compartments, (7) the distance between the point of ignition and openings, and (8) the cooling, effect of surfaces and of material inclosed in the compartments."

"The testing of explosives for permissibility for use in coal mines was begun by the technologic branch of the United States Geologic Survey in February, 1909, and continued by the United States Bureau of Mines from July, 1910; this testing has been carried on from year to year as the explosives were submitted by manufacturers. As a result of these many years of testing for permissibility a large amount of data has accumulated regarding the characteristics of permissible explosives. The manufacturer expects a sample of explosive submitted for test to meet the requirements for permissibility, otherwise the sample would not be submitted. However, in spite of the careful regulation and preparation of the formulas a certain percentage of explosives fails to pass the gallery tests. It is therefore interesting to note the proportion of failures at the gallery for a given composition of explosive. The fact should be emphasized that this discussion deals with all explosives submitted for test, both those which passed the tests and those which failed to pass. Explosives that failed to pass the tests were never designated as permissible explosives and have never appeared on any list of explosives permissible for use in coal mines.The Bureau of Mines classifies permissible explosives in two ways, according to the quantity of poisonous gases produced and according to the characteristic ingredient of the explosive.4 In this paper only two types of the latter classification are considered, as follows:"

"In the interest of accident prevention it is felt that a report of the measures taken during the past four years toward the reduction of fatal accidents in Alabama, especially in preventing falls of roof and coal, will be of interest throughout the mining districts.In order to determine the primary factors in the reduction of fatal accidents from falls of roof and coal, the operators, State Inspection Department, and the Alabama council of the Holmes Safety Association were asked: ""What has your organization done to help in the reduction of accidents from fails of roof and coal?"" The responses to this question have made this report possible.To bring out briefly the reduction in fatal accidents from falls of roof and coal as well as from all causes, the following three tables have been prepared.These statistics have been compiled from the records of the State Inspection Department.In the order mentioned, it is felt that credit for the reduction in fatal accidents from falls of roof and coal should be given to the individual operating companies, the State Inspection Department, the Alabama council and chapters of the Holmes Safety Association, and the Alabama Mining Institute. The individual operating companies naturally head the list in that they are directly concerned from a humanitarian as well as a financial point of view. The State Inspection Department through frequent and thorough inspections and by providing necessary statistics is largely responsible for the reduction. The Alabama council and its affiliated chapters of the Joseph A. Holmes Safety Association through its publicity and education reaches a large number of employees throughout the mining district. The Alabama Mining Institute defrays the council expenses and thus makes possible much of this service to the Alabama mining industry.In 1925 there were 49 fatalities, equivalent to 115,169 man days per fatality, from falls of roof and coal, which was by no means a good record; in 1926 the number and frequency of accidents were reduced to 42 fatalities and 149,096 man days per fatality. When in 1927 the fatalities from this cause mounted to 61 and the man days per fatality were reduced to 89,903, it was quickly realized that more concentrated efforts must be exerted to reduce such accidents.As early as August, 1927, at which time the fatalities from falls had reached a total of 31, the following letter from the Chief Mine Inspector was written to each operating company in the State and was the initiation of a very strenuous campaign by all parties concerned towards the reduction of accidents from falls of roof and coal."

"The petroleum refiners of the United States made rapid strides in fuel economy in 1928, when the calculated number of B. t. u. required to refine a barrel of crude petroleum was 637,000 as compared with 698,000 in 1927, a decline of 9 per cent. The major portion of this indicated increase in fuel efficiency was undoubtedly due to the gain in use of the pipe-still and the continuous process of refining as contrasted with the old batch method of distillation.,Almost without exception the new refineries are equipped with one or more pipe-stills, and many of the older plants are changing over to this type of equipment. The refineries of the Appalachian area are among the oldest and most conservative of the country, yet a number of them dismantled their old shell and cheese-box stills and installed pipe-stills in 1928.The more extensive use of the pipe-still was not the only way in which the refiners lowered their fuel requirements in 1928. The use of heat-exchangers, in which the heat from hot vapors to be condensed is used to heat the incoming cold oil, also increased in 1928, and in addition the refiners have kept abreast of the times in saving fuel through better insulation and improved burners.For the year 1928 the refiners burned as fuel the following: 46,400,000 barrels of-fuel oil; 3.362,000 short tons of coal; 114,950,000,000 cubic feet of natural gas; 77,313, 000,000 cubic feet of refinery or still gases; and 470,000 short tons of coke, in addition to a little electricity. This fuel was calculated to have produced a grand total of 582,156 billions of B. t. u., as compared with 578,784 billions B. t. u. in 1927.The total of 46,400,000 barrels of fuel oil burned represents an increase over 1927 of about 5,000,000 barrels, which made it about equal to the 1926 figure. Practically all of the refinery districts used more oil as fuel in 1928. The most important increase - over 2,000,000 barrels - occurred in the East Coast district, where greatly expanded throughput of foreign crude was instrumental in increasing fuel-oil production.The use of coal for fuel at refineries again registered a material decline, the total for 1928 of 3,362,000 short tons being 33 per cent below that of the previous year. The outstanding decrease in the use of coal in 1928 occurred in the East Coast district, where coal was probably replaced by oil. The use of coal for fuel at refineries in the States of Ohio, Pennsylvania, and West Virginia declined materially in 1928; the substitute used in the majority of cases was oil burned in pipe-stills."

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. The National Slate Association sponsored the cost study and chiefly through the efforts of President W. H. Smith and Secretary W. S. Hays, has aided greatly in conducting it. The added hazards to mining incident to oil and gas wells penetrating the coal measures in proximity to mine workings , have long been recognized in those fields where the extraction of oil , gas , and coal , has been in progress for a number of years . The history of these fields is replete with stories of serious mine fires , explosions , and miraculous escapes from both fires and explosions due to either oil or gas finding its way into the mine workings through the strata , or by mining into an unknown or uncharted and abandoned oil or gas well that had not been properly plugged . The Director of the Bureau of Mines , in response to numerous requests from coal operators and oil and gas operators , called a meeting in 1913 to discuss necessary precationary measures to take when drilling oil or gas wells through workable coal beds and to try, if possible . to formulate a set of regulations that might serve as a guide to those persons preparing regulations covering the drilling of oil and gas wells in the various coal producing States . This meeting was attended by representatives of the coal , oil , and gas industries , State geologists , State mine inspectors , and representatives of the Bureau of Mines . A committee was appointed to prepare a set of regulations , which was later published as U.S.Bureau of Mines Technical Paper 53 ; the discussions and results of the meeting werepublished as U. S. Bureau of Mines Bulletin 65 . Later , the American Institute of Mining and Metallurgical Engineers appointed a committee to draft a model law for the use of the legislature of any State concerned . This committee made its report on April 27 , 1928 . Several of the coal mining States now have more or less comprehensive regulations governing the drilling of oil or gas wells through workable coal beds , others have regulations that are inadequate , while some have no regulations . The State of West Virginia recently enacted a law containing reg lations which are the result of a comprehensive and careful study of the problem .

Mining men and State officials in their efforts to make mining safer are confronted from time to time with various complicated questions . In recent years these questions have tended to increase with the use of mechanical appliances . Twenty- five years ago electricity had hardly been used in mines . To - day there is practically no other means of transmitting energy employed in American mines , except in metal mines where compressed air is used for drilling and small portable hoists . In coal mines there has been a great increase in mechanization and a tendency to concentrate the mining operation , which has resulted in attendant difficulties of ventilation and intensified the danger of coal - dust in bituminous and subbituminous mines . The answers to the questions which arise are not always obvious , as is shown by the fact that even able , experienced men differ in their opinions of the best way to overcome a particular mining hazard . The difficulty of solving the problems is also demonstrated by the varying provisions in mine safety rules , both in official regulations and in the rules of those mining companies who are endeavoring to do more than follow the letter of the law . Such differences of opinion on the best way of meeting a difficult situation are often found within the same mining organization , and so it has been in the Bureau of Mines .
