The firing of explosive charges by electricity dates back to 1745 when a Doctor Watson is said to have used an electric spark for igniting gunpowder. His method failed in practical application because, to ignite blasting powder, heat must be applied for a period longer than the duration of an electrostatic spark; Wheatstone found that this does not exceed 1/24000 sec. The usual result, therefore, of an electrical discharge in gunpowder is to scatter the grains, without igniting them. Benjamin Franklin partly overcame this difficulty by confining the powder and crushing grains that lay in the line of discharge. In 1822, after the primary cell had been discovered by Volta, Robert Hare, professor of chemistry at the University of Philadelphia, noticed the heating of a short piece of wire placed in the circuit of a voltaic battery. Later work by Oersted, Faraday, Wheatstone, and Henley resulted in the developmcnt of the magneto blasting machines. Fulminates of gold and silver are thought to have been discovcrcd by Cornelius Drebbel, about 1600. Pepys, in his diary for November 11, 1663, recounts a conversation with Doctor Allen, who told him about aurium fulminans "of which a grain ... put in a silver spoon and fired, will give a blow like a musquett and strike a hole through the silvel spoon downward, without the least force upward.'ll This fallacious belief that explosives act downwards only is still held by many who should know better. Fulminate of mercury was discovered by Howard in 1799. J. Shaw of Philadelphia is said to have invented a fulminate-of-mercury cap in 1814; his idea was later adopted by gunmakers in England and France. The principal advantages of mercury fulminate for use in detonators are the simplicity of exploding it and the great shock developed by its explosion.

Canadian newspapers from coast to coast, have been, for months, denouncing those articles entitled, "The Whisper of Death," which have been appearing in the Montreal Star. I have not read these articles as the newspapers do not print them; they just denounce them or class them as jokes. Apparently they think that they are not suitable for the ordinary Canadian to read. It appears, however, that the Star has said that unless we balance our budget, and that soon, we shall be bankrupt. That seems to me like common sense, though the Victoria Times says editorially that the Star claims will "shortly find a place in the joke column". In this editorial the Times quotes with much enthusiasm from the Quebec Telegraph. "Canada," says the Telegraph, "is all right. Her natural resources are so vast that no one need worry. Her future possibilities are limitless; her assets beyond figures". Does it not seem like the limit of nonsense for a country that is not paying its running expenses to make such pretensions? After fifty-five years of Confederation and much talk of national status we are still sponging on the mother country for our external defense; we still allow the hard pressed tax-payer in the old land to shoulder the entire burden. We even now refuse to accept able-bodied working-men from that small and overcrowded country and yet blatently talk of limitless resources.

In this paper it is impossible to more than touch on many of the commercial alloys of iron, chromium, and carbon, therefore the discussion is confined to the properties of some of the less well-known alloys with upwards of 20-per cent. chromium. The discussion has been based largely on the strictly engineering aspects of the alloys. Chromium has well-defined effects when added to the iron-carbon system. These effects depend on the amount of chromium added and on the composition of the iron-carbon alloy to which the addition is made, i.e. whether low- or high-carbon steel, cast iron, etc. In the case of the low-carbon steels, the chromium addition, when not in excess of several per cent., appears to exert an influence on the properties by its influence on the critical range. In the higher chromium alloys, the physical properties are influenced chiefly by the formation of new complexes, such as iron-chromium solid solutions and, with higher carbon contents, iron-chromium carbides of great hardness. Examination of the published data1 on the critical range phenomena of chromium-bearing steels up to several per cent. chromium indicates an agreement on the following points:

The successful commercial production of helium during the last few years has added greatly to its scientific interest. When the quantity of an element available for experimental purposes increases within a few years by 200,000 per cent., both public and scientific interest in the element are greatly stimulated. Before the war, probably, there was not more than 10 or 15 cu. ft. of helium in existence. The larger part of this was owned by Prof. Kam-merlingh Onnes, and was used by him in connection with his low-temperature work at Leiden. By experimental work during the war and immediately afterwards, the Canadians, under Prof. J. C. McLennan, produced about 60,000 cu. ft. of helium of various grades of purity. Up to Dee. 1, 1921, when the plant at Fort Worth was shut down because of lack of funds, there had been produced during the experimental work by the U. S. Government, during the war and afterwards. 2,300,000 cu ft. of helium averaging between 92 and 95 per cent. purity. After the new appropriation was made in 1922, the production plant was again started and at the time of writing was making about 15,000 cu. ft. of helium a day. Only three of the five units were being operated because of the inability to get sufficient gas to run at full capacity. The gas supply is owned by two companies and on account of a disagreement between them, it has been possible for some time to get gas from only one. It is expected that when all five units are running steadily, the daily production will be between 30,000 and 40,000 cu. ft. of gas averaging from 93 to 95 per cent. purity. When a metal or alloy is poured into a mold, internal stresses are set up by the cont,raction in volume on passing from the liquid state at the temperature of pouring to the solid state at the ordinary temperature. It is assumed by the writers that all castings are internally stressed. That any casting is internally stressed is shown by its warping or distortion on maturing at the ordinary temperature, by warping or cracking on heating, or by cracking or distortion on machining. In the investigation made by the writers, the internal stresses in cast non-ferrous alloys were studied with a view to examining the effects of heat treatment (i.e., simple anneal) on the release of such stresses. Data have been obtained that show quantitatively that internal stresses can be removed by appropriate heat treatment. The investigation was limited to a study of the effect of heat treatment on stress release in cast rings of the 87:7:5:1 copper-tin-zinc-lead alloy. The writers are indebted to E. G. Fahlman for the method used for inducing stress in cast rings; to M. E. Boyd for microscopic examination and for other aid; and to G. B. Dalrymple for the chemical analyses. General Information While casting stresses have been discussed considerably, they have usually been treated in a general way, and so far as the writers know no measurements of the magnitude of internal stresses in castings have been reported. That natural gas-gasoline can be used to advantage as a refrigerant is suggested by the fact that the "make" tanks and other parts of the equipment of gasoline plants frequently become coated with frost. The experiments reported in this paper confirm this assumption and indicate that volatile gasoline can be use used to advantage in many refrigerating plants. The Bureau of Mines is making a study of wax distillates in order to find out why satisfactory lubricating oils and waxes can be made easily from certain crude oils and only with difficulty from others. In the commercial distillation of crude petroleum it is customary to separate the distillates into the following groups: (A) Gasolines and naphthas, (B) Kerosenes, (C) Gas oil, and (D) Wax distillate (consisting mostly of light lubricating oil together with small amounts of paraffin Wax).

Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B. The rapid advance, during recent years, in the manufacture of articles that have been in common use for generations and the development of new materials entering into appliances and devices unheard of fifty years ago have created a demand for some of the more common non-metallic minerals. To supply this demand there has quietly developed a branch of the mining industry of which little is known by most mining engineers —the mineral-filler industry. In this paper, and generally in the trade, the term mineral filler is applied to a mineral used in its natural state after mechanical preparation only (such as grinding, milling and washing), without undergoing any chemical change and without exerting any chemical action on the substance with which it is incorporated. The consumption of mineral fillers is confined chiefly to large manufacturing centers in the Eastern and Northern Statcs. Where available, materials originating near the place of consumption are used, as most fillers bring a comparatively low price and, frequently, the freight may equal the cost of the finished filler at the mine. The Southern States have abundant deposits of non-metallic minerals suitable for fillers, which supply the manufacturing industries in adjacent states. Many of these deposits are equal to, or superior, in quality to those mined in the North, but they can not compete with them because of the freight rates. The mineral-filler industry has felt the present depression, but it has suffered less than most mining industries, for as a rule the mills are simple, the overhead expenses are low, and the labor is entirely local and can revert to farm work when the plant closes down. Many other deposits in the southern district will undoubtedly be developed when business revives and freight rates are adjusted. Most of the non-metallic mines are small and the tonnage handled is low in comparison with the tonnage involved in modern large-scale mining of coal, iron, copper, etc. On the other hand, at nearly all non-metallic

PRESIDENT WHITESIDE: The chair will now throw the meeting open to discussion. GEO. B. PRYDE: In the old days at Rock Springs we had electric plants situated about half a mile from our mines; we had small boiler plants; we had an electric plant with about 600 kilowatt capacity. About ten years ago we discarded the old steam plants and started building towards a centralized power plant. We now have three 2,500-kilowatt turbine generators and one 1,000, and our peak load is about 7,000 kilowatts. We have had to rebuild the old power plant, scrap the old machines, and install water tube boilers. We did this as a matter of economy in a small local plant we had years ago, and it has grown to be a large central plant, supplying power for about 20,000 tons of coal daily, and distributing this power within a radius of twenty miles. We have found this method of power to be more economical than with the old plants, and the people who buy power from us in the Rock Springs field say it has been to their advantage also. We found this last year, when we had to shut down for five months, that that plant was the only plant operating in the Rock Springs field, supplying all the power, running of fans and pumping during the time the mines were shut down, and it helped the situation very much. We had an old wooden building which we had to tear down, raise the walls, and put on a steel roof; had to rebuild the boiler room and rebuild the boilers. The water situation at Rock Springs has never been very good; we get our water from wells 250 to 500 feet deep, and use one and one-quarter million gallons a week. We have two large spray ponds and we have gotten along well. There isn't any comparison between the central power station and the old method of making power. (Applause.) FRANK YOUNG: I listened with a great deal of pleasure to the paper just read, and it struck me it was remarkable how a paper prepared by anyone could be so nearly identical and coincide so very near with the experience of another. It is just like some work I have had. I had the engineering part to do for the power plant for ten years, and I think at that time we did all of the things that he mentioned in his paper. Also his analysis of the cost of power seems to me exactly right. If I had gathered the figures and made the statement myself I think it would have been very much the same as was read. The genesis of some orebodies has been explained by the mingling and chemical interaction of water solutions of different compositions and the consequent precipitation of the mineral load of one or both solutions at their confluence. While this process can be proved in the laboratory, rarely can a positive demonstration be found in nature, for the conditions at the time an ore deposit is being worked are usually entircly differcnt from those that existed when the orebody was formed. For this reason, the present deposition of copper carbonate in the southern end of the Briggs mine of the Calumet and Arizona Mining Co. near Bisbce, Ariz., is of great interest. The developed orebodies in the Calumet and Arizona mines are roughly confined to two broad parallel zones separated at the north by a wedge of Copper Queen ground and at the south by an undeveloped block of Calumet and Arizona ground about 2000 ft. (610 m.) wide. The more westerly zone includes the Irish Mag, Oliver, P. and D., and Cole mines, none of which has been operated since 1919. Much of the water from this division is carried from the 1400-ft., or bottom, level at the southern end of the Cole mine in a long water drift through the undeveloped block to the 1300-ft. level of the Briggs mine at the southern end of the more easterly zone. Most of this water comes originally from outlying areas in the P. and D. mine, passing through parts of the lower. levels of the Cole mine, which are heavily mineralized with iron and copper sulfides. This sulfide zone has been opened up and slowly oxidizing for years. Originally a pure, potable water, the analyses of which are shown under A- in Tables 1 and 2, on its way through the mineralized area in the Cole mine it gathers copper, calcium, magnesium, iron, and aluminum sulfates, a load of dissolved mineral salts almost four times as great as that which it formerly carried; analyses B

The Miami orebody occurs in an altered Pinal schist. It is popularly known as one of the '(porphyry " deposits but, as at Inspiration and Ray, the ore is an altered mincralized Pinal schist. The orebody mined is the zone of secondary enrichment. Speaking in general terms, the area of the orebody at Miami may be considered as 1000 ft. long and 800 ft. wide. The vertical thickness varies from 200 to 400 ft., so that it is an extremely irregular mass. The study of the ground movement and resulting subsidence at Miami is complicated by the fact that the formation is not homogeneous throughout the mining area, the orebody terminating on its eastern extremity at a fault plane adjoining the Gila conglomerate. This conglomerate is a recent sedimentary deposit somewhat analogous to glacial drift and consists of boulders of granite, schist, and other material cemented with clay, and at times is quite hard. The fault dips eastward at an angle of 45". The original method of mining was top slicing, the slices being 10 ft. thick. At first, there was a good deal of experimenting with mining methods. Some undercut rooms were tried, and the stopes were filled with broken ore with the idea of removing intervening pillars by top slicing. The adoption of the top-slicing method in itself involved considerable experimenting, including some experiments with a long-wall system. The method finally adopted involved the operation of top slicing areas 250 ft. square, each with a central supply raise and ore-gathering raises, each block being worked as a unit. Mining operations in the Captain orebody, which connects with the boundary of the Inspiration property, were started by the room-and-pillar system, the rooms extending across the orebody, with widths of 10 to 15 ft., with 15- to 10-ft. pillars between. The intent was to operate the rooms as shrinkage stopes, permitting the pillars to crush when the ore was drawn from the rooms. It was found that the shrinkage stoping was unnecessary, so a system of block caving was adopted. This system was so successful in the Captain orebody that, about three years ago, the method of mining in the orebody was changed from top slicing to block caving, the method now in use. Many of the parts of motor cars, aircraft, etc., that require strong light construction, hence must be made of high-quality steel, are stressed to the maximum limit only in a very small volume. In parts subject to bending stress a line or even a point may take the maximum stress. A series of endurance tests under repeated bending in progress in the U. S. Bureau of Mines laboratories, like similar tests by other investigators, has shown the great difference in life of sister bars of the same stecl, handled in the same way and tested at the same nominal stress. It is known that a surface notch or scratch greatly increases the local stress over the nominal calculated stress; internal notches, such as those formed by inclusions or sonims, probably have a similar effect. From the tetss made by the Bureau of Mines, the cleanliness of the steel at the dangerous section, or point of maximum stress, seems to be one of the most important factors in determining the life of the piece. The more localized the stress, the more does chance, rather than the average properties, dctermine the life of the steel. The usual test, a tension test of a bar taken longitudinally, is not sensitive to the local drop in strength (or tendency to increase the true local stress over the nominal) because of inclusions, which probably have a more injurious effect in hard heat-treated steels, such as must be used when great strength is sought, than in softer steels. Users of steel who make transverse tests find surprisingly low ductility on transverse bars of dirty steel, though the longitudinal tests may be good. George Edward WebbeR, a member of the Institute since 1906, died in San Francisco, May 29,1922. Born in Dixmont, Me., in 1852, he went to California in 1857 where he lived until 1883 and received a thorough training in precious metal mining in the employ of his father and J. B. Haggin. In 1883, he went to the Black Hills, South Dakota, as superintendent of the Father DeSmit mine; later the Deadwood Terra also came under his management. These mines are now part of the Homestake Mining Co. In 1889, the Rothchilds asked Hamilton Smith to recommend an engineer to take the place of the late Henning Jennings, who had resigned from the El Calloo Mining Co., of El Calloo, Venezuela, in order that he might proceed to South Africa. Mr. Webber accepted the position, remaining there until 1893 when he returned to the United States on his way to Johannesburg, South Africa, where he had been appointed manager of the Crown Reef Mining Co., Ltd. Early in 1896, he became general manager of the Rand Mines, Ltd., and served in this capacity until 1911. During the latter part of this period, Mr. Webber was active in the greater amalgamations of H. Eckstein & Co., and it was largely on his advice that H. Eckstein & Co. carried out the negotiations preceding the formation of the Crown Mines, Ltd. On his retirement from South Africa, he returned to live in Ross Valley, near San Francisco, Cal. The Rand Mines, Ltd., of which Mr. Webber was general manager, was the largest company controlled by Wernher Beit, the leading London house interested in South Africa mining, whose local agents in Johannesburg were H. Eckstein & Co. This firm is now known as the Central Mining & Investment Corpn., and after the departure of Henning Jennings, Mr. Webber was the firm's most valued and confidential advisor and was very highly thought of in mining circles in South Africa. He was a ma of most upright and straightforward high character, plain spoken and sincere; and his recognized high character was one more qualification which aided his great success.

The apparatus in which the process of bright annealing of copper wire was carried out consisted of a section of iron pipe, 6 ft. long and 3 ft. in diameter. The pipe was provided with flanges to which were bolted the end plates for sealing, also with inlet and outlet tubes to allow for the displacement of the air in the pipe by natural gas. After charging with copper wire, sealing and displacing the air, the pipe was heated to 350' C. (662" F.). It was expected that the natural gas would furnish a neutral atmosphere which would prevent oxidation and give a satisfactory bright-annealed product. It was found, however, that the outer layers of wire were discolored and not suited for the use for which they were mtended. To obtain an idea of what was taking place in the annealing furnace, skeins of the hard-drawn wire were placed in a glass tube so that all changes in appearance could be observed as they were heated to different temperatures and under varying conditions. The temperature in each case was determined by means of a thermocouple placed in the tube close to the wire. Following is a summary of the results of these experiments: 1. When the wire was heated for 1 hr. in a current of natural gas at a temperature of 350") 400") or 500" C. (662", 752", or 932" F., respectively), there was a marked darkening of the wire throughout the skein. 2. When heated for 1 hr. in natural gas at a temperature of 600" C. (1112' F.), there was no coloration, the wire remaining clean and bright. 3. When heated in natural gas to 350" C. until darkened and the treatment continued with the temperature raised to 600' C., the coloration disappeared and the wire became clean and bright.

The submission of carefully prepared estimates of the oil reserves of the United States calls for no apology or explanation. In this country, petroleum is a rapidly wasting asset and an occasional appraisal of the amount remaining in the ground is a simple business procedure to safeguard the general welfare and the prosperity of the republic. The rumored danger of failure, in the near future, of the foreign supply on which we depend in constantly increasing amounts makes the immcdiatc review of our available reserves the more imperative. The Director of the U. S. Geological Survey, in March, 1921, requested the American Association of Petroleum Geologists to cooperate in the preparation of new estimates of the oil remaining in the graund. With the members of this cooperative committee, state geologists, regional geologists, oonsulting specialists, and geologists and engineers attached to many companies worked both independently and through subcommittees. The reports for districts, counties, fields, etc., after review by local or state committees, were discussed by the joint cooperative committee in conferences that, in some instances, were attended by the original compilers of estimates for the states or smaller areas. Finally the data were reviewed and the figures revised by the joint cooperative committee, so that the totals given in Table 1 represent the opinion of the committee, which was composed of F. W. DeWolf, W. E. Wrather, Roswell H. Johnsont Wallace A. Pratt, Alexander W. McCoy, Carl H. Beal, C. T. Lupton, G. C. Matson, K. C. Heald, W. T. Thom, Jr., A. E. Fath, Kirtley F. Mather, R. C. Moore, and David White, chairman. Oil geologists and engineers understand well the speculative nature and the chances of error that must attend estimates of the petroleum in the ground when they cover not merely prospective territory, but possible territory. A Japanese mining engineer was given a year's leave of absence by his company and dispatched on a tour of inspection of all the principal coal mining regions of the world. He visited the New Castle region of England, Wales, Scotland, France, Germany and Alsatian mines, the underseas col¬lieries at Nova Scotia and Vancouver, and our own important fields of Illinois, Pennsylvania, West Virginia, Kentucky, Colorado, Utah and Wyoming. You are probably surprised to know that after seeing all these, he pronounced the Gebo mine of the Owl Creek Coal Company as the most interesting operation he had seen. The Gebo Mine is located about three miles west of Kirby on the Chicago, Burlington & Quincy Railroad in the Big Horn Basin region of Wyoming, 500 miles north of Denver and 200 miles south of Billings, Montana. The mine is working on a coal bed five or six to eleven or twelve feet' thick, dipping 22 to 23 degrees toward the northeast. The coal occurs in what is called the Eagle formation; and is found between two massive sandstones from 25 to 65 feet thick, which, weathering into bold', gray-colored cliffs, serves as a guide to the location of the coal bed. The deepest workings have an overburden of 800 feet. Cleavage planes of the coal extend at an angle of 45 degres to the pitch, and perpendicular to roof and floor. The coal itself is generally clean and not difficult to cut. It ignites readily from spontaneous combustion, however, which circumstance makes an ever-present fire hazard which must be carefully watched and guarded against. The coal is classed as sub-bituminous with analysis about as follows: Moisture 17% Volatile Matter 33% Fixed Carbon 46% Ash 4% Sulphur, about ½ % B. t. u. value a trifle under 11,000. It is known as Owl Creek coal, is one of the best domestic and steam fuels in the West, and is very popular in Montana, Idaho, Washington, Wyoming, South Dakota and Nebraska. While the coal slacks somewhat rapidly when exposed to the weather, it stores readily for months if placed under cover. On account of the somewhat isolated position of the mine as regards manufacturing establishments, there was a decided difficulty in disposing of slack, especially during the early years of the mine (1907 to 1914), and approximately 10 per cent of the entire product had to be wasted as slack during those years. This difficulty has been largely overcome since 1914, due partly to growth of manufacturing establishments in tributary territory, and also to enlarged transportation facilities. Also largely due to its isolated position, the mine has been compelled to use an extremely large proportion of box cars, much over 50 per cent of the product (in some years 75 per cent) being shipped in box cars, which, of course, entails extensive loading equipment and increases cost of loading. The output of the Gebo Mine for 1920 was 348,000 tons, for 1921, 273,000 tons; the rate of production during the year 1922 was over 1,700 tons daily, and 2,000 tons daily in January, 1923. The mine was developed by driving three openings straight down the pitch, the main slope being 12 to 14 feet wide and 3,000 feet long. A little distance from the surface a pair of level entries were turned right and left, known as the first East and first West. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can't be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don't have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don't think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety' lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. Our membership at that time was composed largely of underground officials. I mean by "underground" officials, the superintendents to some extent, the mine foremen, their assistants,

E, through their monthly meetings, a report of the year's progress is almost superfluous To the members who read the monthly reports of the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh infor¬mation, yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come The beginning of 1924 was not propitious for the members of the mining profession, though tonnage, production for 1923 had been high and the gross value higher than for several years The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed or were working in other industries Toward the end of the year, higher metal prices were in sight Old-time optimism began to grow, and it now brightens the outlook for 1925 An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing The number of new members joining has remained about as it was in 1922 and 1923 The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute
