In the introduction to an excellent pamphlet, John Gross' makes the following statements: Although marked progress has been made along mechanical lines, the theory and conception of underlying principles have not advanced so rapidly. This lack of advance in theory may be attributed to the unfortunate situation resulting from the controversy as to whether the Rittinger or Kick law is applicable to crushing. Many pages of the technical literature are burdened with theoretical discussions in favor of one or the other of these laws, which have tended to cloud rather than to clear the atmosphere. Realizing the situation, the Milling Committee of the American Institute of Mining and Metallurgical Engineers, through its secretary, E. A. Hersam, studied the milling industry and, because of the apparently hopeless lack of agreement in the Kick versus Rittinger dispute (5, 13, 14, 16, 18. 19. 21, 22, 23, 24, 30, 34). concluded that a foundation lor the theory of crushing was of primary importance. The numbers in the paragraph quoted refer to papers listed by Mr. Gross in his Bibliography on Crushing and Grinding.I One is obliged to infer that these papers show "hopeless lack of agreement in the Kick versus Rittinger dispute." No. 22 is a paper by Arthur 0. Gates2 and No. 23 is one by the writer.3 Employing the subject matter contained in papers Nos. 22 and 232,3 the writer will show that their authors formulated identical conclusions, based solely on experimental evidence. Exactly the same defect in the Stadler hypothesis was described in each of the two papers, although entirely different experimental methods were employed in uncovering it. Both of the authors, independently, formulated the conclusion that Rittinger's was a true hypothesis and Stadler's false. The evidence in a third paper4 will be employed to prove that Stadler's hypothesis, when examined experimentally, is worthless. Stadler's Hypothesis Worthless It is the writer's opinion that the evidence available in 1915 and the corroborating evidence in 1916 was amply sufficient to eliminate the need for any further consideration of Stadler's hypothesis. Certainly the evidence produced in 1918 dealt this hypothesis its coup de grace. It follows, therefore, that in the year 1918 there was only one credible hypothesis left—the Rittinger hypothesis. Gates' Opinion What information is available in Mr. Gates' paper?2 His conclusions are not consecutively summarized, none the less they are perfectly clear. On page 876, Gates says, and it is a very significant utterance: But my results show, among other things. that many more of Stadler's energy units are obtained per foot-pound-applied in coarse than in finc crushing. This suggests a doubt as to the correctness of his unit, since one would expect a foot-pound-applied to produce the same number of "energy units," whether the feed and resulting product were coarse or fine. When austenite first forms from aggregates of cementite and ferrite, it is not homogeneous.' This inhomogeneity, consisting of both undissolved carbide and carbon concentration gradients, has a profound effect upon the characteristics of the austenite-pearlite reaction. The rate of formation of pearlite is increased by the presence of inhomogeneities2,3 and because of this (when the inhomogeneity is sufficiently pronounced) the hardenability of the steel is reduced.4,5 In addition to this kinetic effect, inhomogeneities will cause the direct formation of spheroidite from austenite at temperatures just below the Ael.6-11 The present report attempts quantitatively to evaluate the effect of inhomogeneity upon the rate of the austenite-pearlite reaction, presents a method of determining the austenitizing cycle necessary to obtain "practical homogenization," and considers the effect of inhomogeneity on hardenability. Effect of Inhomogeneities on Reactions Near Ae1 Few quantitative data are available representing the effect of undissolved carbide or of carbon concentration gradients upon the rate of the austenite-pearlite reaction. In procuring such data it is necessary to separate the effect of undissolved carbide from that of grain size, and this is not an easy task. The solution of carbide is always accompanied by an increase in the grain size, both effects contributing to the retardation of the reaction rate. It has been possible to make this separation and to obtain data that are independent of the grain size by the use of steels that differ only with respect to their tendency toward grain-coarsening. Steels C and D in Table I are such steels. These steels have been studied previously ;l,2,12 they differ only with respect to deoxidation practice; C was deoxidized with silicon while D, teemed from a portion of the same heat, was deoxidized with additional auantities of aluminum in the mold. C therefore is what is normally termed a "coarse-grained steel" and D is a, "fine-grained steel." These steels can be compared at the same grain size by heating c to a low temperature and heating D to an elevated temperature, producing a structure of austenite plus residual carbide in the former while forming homogeneous austenite in the latter; in such

The Tri-State district comprises an area of about 2000 square miles in southwestern Missouri, southeastern Kansas, and north- eastern Oklahoma. The part that is in and contiguous to Missouri is still sometimes designated as the Joplin district (Fig. I). Early Operations Mining operations in what is now the Tri-State district date from about 1848 and have been continuous to the present. Apparently the first discoveries of ore were made about the same time near the present sites of Joplin, Oronogo, and Granby. Lead minerals were found at grass roots, probably in shattered rock in shallow excavations, then these minerals were followed in shear zones to deeper horizons. The mining of zinc followed. Before 1874, zinc ore was worthless and discarded as waste. According to published records, the total production of lead to that date was 49,000 tons of metal from 70,000 tons of concentrates. Extensive and diversified resources justify large populations and great industries. To carry on the business of commerce and meet the demands of large populations, the utilization of tunnels in some form for transportation purposes constitutes an important link in modern civilization. The driving of tunnels has been appropriated by the tunneling branch of the heavy-construction industry, and the progressive steps taken by modern tunnel builders were not even dreamed of 50 years ago. Great strides have been made toward more rapid progress in tunneling in the United States during the past I0 years. Tunneling consists of a definite cycle of operations developed from ideas that are crystallized and translated into action programs through various engineering phases that begin with the first preliminary survey and do not end until the job is completed. Once the line of the bore is established and a time set for the completion of the work, the face must advance according to estimates prepared before the work commences. This schedule must be followed in regular sequence from the moment the drills start against a new face of rock until they are ready again to drill the Succdeding face, constituting a round. Mining is largely tunneling carried on under conditions often more inherently hazardous than actual tunnel construction, but for various reasons" tunne1ing is more hazardous than mining in any branch of the mineral industry. On the other hand, obstacles are sometimes encountered in heavy-construction tunneling projects that when met in mining enterprises do not offer comparable tasks to avoid or overcome them. One is the existence of water under high pressures. In mining enterprises, various alternatives offer a solution in driving a tunnel, even to the extent of its discontinuance or the abandonment of the mine, but a "construction" tunnel usually must go forward because some important project depends largely if not entirely upon it. This paper describes an unusual method of driving a water-supply tunnel through rock carrying water under pressures and conditions that did not permit the use of ordinary tunneling methods. The Delaware Aqueduct The new Delaware aqueduct is a Manhattan project of some magnitude; when regular it will contain what probably will be, for some time to come, the longest tunnel in the world. Various features in its construction are currently described in the trade journals of the construction industry, and informative engineering details are given in the Delaware Water Supply News, published twice a month by the Board of Water Supply of the City of New York. Work was begun on this project on March 24, 1937. The tunnel will convey water from reservoirs at the headwaters of the Delaware River to the City of New York.

Ordinarily age-hardening is thought of as being associated with a limited solubility of one metal in another. Much less has been written about the type of age-hardening that attends the formation of superstructures. Solid solutions generally have a disordered or random arrangement of atoms; that is to say, in a unit cell, such as that of the face-centered cubic lattice, there is no distinction between atomic sites. Atoms of a given metal may occupy cube corners or face centers. Under certain conditions, however, some alloys develop what is known as an ordered structure. In this case, cube corners would be occupied by only one type of atom and face centers by another type. Associated with this ordering process are many interesting changes in physical and electrical properties. Moreover, in many instances the alloys become susceptible to age-hardening. From the evidence now to be described, it appears that age-hardening in 14-carat gold alloys is due to the formation of both a superstructure and a precipitate. Alloys of the metals gold, silver and copper were known in antiquity. The available knowledge regarding their constitution has been ably summarized and extended by Sterner-Rainer,' Jänecke,2 Carter,3 Wise,4 and Coleman.5 Despite the long familiarity with these alloys and the numerous investigations of their properties that have been made, there is still much that remains unexplained. It has been known for a long time that the hardness of these alloys is closely related to the rate of cooling. Similar changes have been observed in the binary gold-copper systemI6 one alloy of which corresponding to the formula CU³AU, has been the subject of a careful and competent report by the English investigators, Sykes and Evans.7 They have established the fact that the shift of atoms from the ordered to the disordered condition takes place in some critical temperature range. At temperatures above the critical range the structure is random, and at temperatures below it the structure is ordered. No difference between these two structures is revealed by the microscope. Both have a face-centered cubic lattice and complete solubility, so that there is no evidence to suggest that the changes in properties are associated with a phase change. The more slowly the alloy is cooled, the higher is the degree to which the ordering process proceeds and the more marked is the increase in hardness. As experimental data were accumulated on I4-carat gold alloys, several contradictions arose. Certain observations tended to confirm the existence of a superstructure, while other observations seemed to be inconsistent with such a transformation. Two samples of drilling mud from the Hastings oil field, Texas, were tested, and the solids in each were separated into small fractions of a limited range in particle size. The mineral composition of each fraction by X-ray analysis is reported, and the results are interpreted in relation to other measured quantities, such as the physical properties of the original samples and the density of the various fractions. It was found that only 7 to 8 per cent by weight of the solids was of colloidal dimensions and that neither of the samples contained montmorillonite but did contain illite. Considerable calcite was also found. These data should be useful to the geologist interested in the origin and history of sedimentary strata as well as to the petroleum engineer. Introduction The questions, What is good drilling mud? What constitutes bad drilling mud? are pertinent, because the proper use and control of drilling fluids has been a factor of great importance in the successful drilling and completion of oil wells since the days of Captain Lucas. Adequate control of the characteristics of drilling fluids has assumed greater significance comparatively recently because of the problems introduced by caving formations in deep wells, costly blowouts and impressive mud bills. Much is known about the solution of some of the problems but, despite extensive research directed toward a better understanding of the physical and chemical properties of clay suspensions, it is difficult to define precisely a drilling mud, and much more difficult to say what constitutes a good mud. It is generally believed that the smaller particles of a drilling mud greatly affect its physical properties. In fact, it is customary to blame the colloids in a mud for nearly everything that goes amiss, because colloidal properties have effects out of all usual proportion on viscosity, filtration rate and reaction to electrolytes. It is germane to know whether drilling muds possess colloids and if so, the quantity and kind. Source oF Samples Two drilling muds from the Hastings oil field, Brazoria County, Texas, were selected because it is generally agreed that in this oil field good natural muds made solely from formations penetrated by the drill can be used until the well is nearly ready for completion. Customary drilling procedure in this field is to spud in with water, set a protective string of pipe, drill to 2500 ft. and set the surface casing. I TAKE it that the papers presented tonight on the subject of Reconstruction, as regards both gold and base-metals, are intended primarily to stimulate discussion of this important subject and, in regard to base-metals in particular, cannot in any manner be considered as a policy or plan to be followed as a panacea for all the ills which are bound to beset the industry when peace is declared. A famous cook-book written by a Mrs. Beeton contained a recipe for jugged hare which began with the instruction, "First catch your hare". To date, we have not caught the hare of victory and it may seem to many that any thought, energy, or effort devoted to the problem of reconstruction which will in any way impede the acceleration of the chase after victory will leave us open to the charge of being derelict in our duty as citizens. Much of our present trouble is due, however, to our lack of preparation for war in time of peace, and it follows that it is of equal importance in our national economy to prepare for peace in time of war. Most of us here tonight have vivid and sad memories of the chaos in the metal mining industry following the Great War of 1914-1918. In our own industry, mining, smelting and refining of nickel and copper, it was not a problem of absorbing the men who returned. There were only some three hundred who came back to the Mining and Smelting Division, and these men were all given their former jobs without any apparent difficulty. They were rehabilitated gradually due to the fact: that some of these men did not return for a year after the Armistice was signed. The numbers of men involved in the present conflict are much greater. We have to date in the armed forces upwards of 3,000 men enlisted from our employ.

Six years ago, I addressed the annual meeting of the American Society for Testing Materials on "Fuels of Today and Tomorrow."3/ Since then, our country has been drawn into another great war of veritably global extent, with unprecedented demands on fuels, foods, and materials in general. My purpose in this address is to review the changes in fuel supply and demand since 1937 and to give you my views on the outlook for the future. CONDITIONS IN. 1237 Daring 1936 the United States produced and consumed one-third of the world production of coal, two-thirds of the petroleum, and about 95 percent of the natural gas. Two-thirds of the oil produced in all countries since the discovery well was drilled in 1859 had come from American wells. With the exception of the three depression years 1931, 1932, and 1933, new oil reserves were being discovered since 1924 well in excess of our increasing rate of consumption. Discoveries of natural gas, likewise, were tremendous in volume, and this fuel was being transported to most parts of the country by pipe lines; some of them more than 1,000 miles long. We had all kinds of mineral fuels in abundance and at prices that did not stint anyone in the maximum utilization of the mechanical devices that were being developed on every hand. No one suspected that the time might come in a few years when, gasoline would be doled out to some of us at the rate of 1-1/2 gallons a week or that many of our fuel-oil furnaces would have to be converted to burn coal. Of course, these restrictions are due to unusual war conditions, such as lack of coastwise tanker transportation, unprecedented demand for aviation gasoline, and the shortage of rubber for automotive tires. However, these shortages do call our attention to the vital part of petroleum reserves in our country's future position among nations. Therefore, it is of special interest to review briefly the relations of recent supply and demand with respect to our various mineral fuels.

THE Granby Consolidated Mining, Smelting and Power Company, Limited, is engaged in the mining and concentrating of copper ores, and, incidentally, in the mining of coal and the production of electric power. The Company has been engaged in these various operations both on the mainland of British Columbia and on Vancouver island for the past forty-five years. This paper will attempt to cover their present operations in the Similkameen mining district of southern interior British Columbia. GENERAL CHARACTER OF THE DISTRICT The Interior Plateau in southern British Columbia ranges in elevation from 3,000 feet to 6,000 feet. In the vicinity of Princet0n, a depression in the Plateau forms a well defined basin which is floored with a series of nearly flat-lying Tertiary sediments containing some workable seams of lignite. From this basin, the upland surface rises gradually t0ward the south, from an elevation of 2,000 feet at Princet0n to 4,000 feet at Copper mountain, and 6,000 feet in the upper parts of the Similkameen basin, where it merges into the rugged and diversified t0pography of the Cascade system, with glacier inhabited peaks rising to over 9,000 feet. The valleys of Similkameen river and its tributaries are wide, having flaring sides and gentle slopes, and are separated one from another by subdued rounded spurs, of which Copper mountain is typical. The drainage of this district is taken care of by Similkameen river and its larger tributaries, such as Pasayten river, and Wolfe, Friday, and Whipsaw creeks. The name Copper mountain is applied to a gently arched, nearly flat-topped spur between the deep valley of Similkameen river to the west and the shallower valley of Wolfe creek tO the east. The mountain is appro-priately named from the number of copper deposits occurring on its sides and summit, some of which have been developed int0 an important producer, known as the Copper Mountain mine.

A GREAT deal of time and energy is now being devoted to the study of post-war reconstruction and rehabilitation, in spite of the fact that as yet we have not won the war in which we are presently engaged. If you feel that the study of post-war problems takes our thought away from the problem immediately before us, you may well query, "Well! What has all that to do with winning the war, our most urgent problem today?" The answer has been given by Principal James of McGill University, Chairman of the Cabinet Committee on Reconstruction: "Reconstruction is something which must be thought of in advance, partly for the purpose of recognizing exactly the influence of war-time activities, controls, and regulations on the post-war Canadian scene. Many people are acutely interested in this great problem. It is not that they are not interested in the war itself, or epochal events that are taking place from day to day. They have a vision of that future which they hope will be Canada's, and this vision inspires them to even greater efforts at the present time". The trend of events would indicate that changes, economic and industrial, after this war will be greatly out of line with those that followed previous wars in history, for the present struggle has involved every nation in the world. In the peace that will come, every engineer will have a task in bringing the most desirable order out of the most distressing chaos. We certainly are living in a changing world; we are witnessing geo-graphical and economic readjustments that no other generation in world's history has ever witnessed. And there is an opinion gaining strength in our Dominion, as in other lands, that after this war we shall live in a world in which our process of thinking and our very way of life will have to undergo drastic changes to cope with the new order of things. Sadly our world of today has had to revise the sublime vision that nation shall not lift up sword against nation, while salvage operations continue to beat ploughshares into tanks and the peaceful pruning-hook into a weapon for the deviltry of the commando.

THE blast furnace is the base of the steel industry, since there is no commercially practical way of converting iron ore directly into steel. In three hundred years, the blast furnace has developed from a small unit using charcoal as fuel and producing about one ton of iron in twenty-four hours to a furnace making upwards of 1,500 tons a day. The principle of the blast furnace is briefly this: A descending column of stock, consisting of ore, fuel, and flux, is met by an ascending stream of gases, consisting in part of gases formed by the combustion of the fuel and in part of pre-heated air which is blown into the lower part of the furnace. The flux combines with the impurities in the ore and the ash in the fuel to form slag, which is drawn off as liquid.

IN recent years, most of the reconnaissance work of the Geological Survey of Canada has been mapped on a scale of 1 inch to 4 miles. Topographic base maps, commonly made from aerial photographs, were available to the geologist for such work. The advent of war curtailed aerial photography for civilian purposes, and by 1941 all areas already photographed had been geologically mapped. Nevertheless, the need for geological maps to assist post-war prospecting was so apparent, and the country to be covered is so vast, that some new method of rapid mapping had to be devised. It was felt that the need would be met if geological maps could be produced at a scale of 1 inch to 8 miles, provided they were sufficiently accurate in topographic detail to serve as guides to travel. Though in such maps there would be considerable sacrifice of geological detail, they would serve to outline, at least approximately, the major geological units, some of which might prove of sufficient interest to warrant later detailed study. It seemed that such mapping would be particularly useful in the northern regions of Canada which the work of early explorers has indicated are underlain largely by granitic rocks. These, so far as is known, are barren of mineral deposits, but within them are known to be areas or bands of 'greenstones' of the type that, in some localities, have been found to contain valuable orebodies. The problem, then, was to devise a method of mapping, particularly of such greenstone bands, that would make it possible to cover a relatively large area-say 30,000 square miles-in one season and at a cost below that of 4-mile mapping, with, of course, some sacrifice of accuracy. The problem seemed to be threefold: (a) to observe as much of the bed-rock as possible; (b) to produce a topographical map of as much of the area as possible, with particular reference to portions of geological interest; and (c) to cover as large an area as possible in a limited time, which meant faster modes of travel than have hitherto been used. The obvious answer to all three phases of the problem was the use of aircraft. If rock types could be broadly differentiated from the air, reconnaissance traverses by air would supply the answer to the first part of the problem. For topography, air photographs taken on reconnaissance flights appeared to be the answer. For the third phase of the problem, the use of aircraft was ideal.

Each winter brings its toll of deaths and serious accidents from the deadly gas, carbon monoxide. Newspapers carry warnings to the public of the dangers of this gas, and frequent now items retort the finding of persons dead or unconscious from the effects of carbon monoxide, yet these accidents continue. Either those warnings are not read, or they are unheeded by people who feel that "It can't happen to me." It can happen to you - carbon monoxide is no respecter of persons, as evidenced by items appearing daily in newspapers all over the country. Carbon monoxide has been a threat to human safety as long as man has used fire to keep himself warm and to cook his food. The burning of any fuel that contains carbon may produce carbon monoxide. This is true of solid fuels such as coal, coke, and wood; of liquid fuels such as oil, gasoline, and kerosene, and of gaseous fuels such as natural or manufactured gas. In the process of combustion the carbon in the fuel unites the chemically with tat oxygen of the air to form carbon dioxide (CO2), however, if the supply of air is not adequate, combustion is incomplete and carbon monoxide (CO) will be formed.

WHEN austenite first forms from aggregates of cementite and ferrite, it is not homogeneous.1 This inhomogeneity, consisting of both undissolved carbide and carbon concentration gradients, has a profound effect upon the characteristics of the austenite-pearlite reaction. The rate of formation of pearlite is increased by the presence of inhomogeneities2,3 and because of this (when the inhomogeneity is sufficiently pronounced) the hardenability of the steel is reduced,4,5 In addition to this kinetic effect, inhomogeneities will cause the direct formation of spheroidite from austenite at temperatures just below the Ae1.6-11 The present report attempts quantitatively to evaluate the effect of inhomogeneity upon the rate of the austenite-pearlite reaction, presents a method of determining the austenitizing cycle necessary to obtain "practical homogenization," and considers the effect of inhomogeneity on hardenability. EFFECT OF INHOMOGENEITIES ON REACTIONS NEAR Ae1 Few quantitative data are available representing the effect of undissolved carbide or of carbon concentration gradients upon the rate of the austenite-pearlite reaction. In procuring such data it is necessary to separate the effect of undissolved carbide from that of grain size, and this is not an easy task. The solution of carbide is always accompanied by an increase in the grain size, both effects contributing to the retardation of the reaction rate. It has been possible to make this separation and to obtain data that are independent of the grain size by the use of steels that differ only with respect to their tendency toward grain-coarsening. Steels C and D in Table I are such steels. These steels have been studied previously;1,2,12 they differ only with respect to deoxidation practice; C was deoxidized with silicon while D, teemed from a portion of the same heat, was deoxidized with additional quantities of aluminum in the mold. C therefore is what is normally termed a "coarse-grained steel" and D is a "fine-grained steel." These steels can be compared at the same grain size by heating C to a low temperature and heating D to an elevated temperature, producing a structure of austenite plus residual carbide in the former while forming homogeneous austenite in the latter; in such

WE associate metals with hardness, toughness, and strength. But a curious paradox lies at the root of the valuable mechanical proper-ties of the metallic state: in order to be strong, a metal must be weak. This paradox, and the equally surprising fact that, in a sense, metals are not true solids at all, are among the topics here discussed by Sir Lawrence Bragg. (1) WHAT METALS MEAN TO US We employ various materials to build or fabricate the many objects we use in everyday life, choosing those whose properties are most suitable for the purpose which the object has to serve. Certain of these materials have been used from the earliest times, such as stone, wood, leather, and animal or vegetable fibres, each with its own peculiar valuable properties. Stone resists crushing and is very durable and permanent, as indeed it must be, since it has so long resisted change as a part of-the earth's crust. It is there-fore ideal for walls and buildings, and very early in his history man discovered how to make artificial stones by burning clay, with the advantage that they could be given any desired shape, and made into bricks or given elaborate forms as pottery. Wood is strong and tough and light, it resists tension as well as compression, and is nor brittle like stone. It forms beams and furniture and parts of tools or weapons. Leather is tough but at the same time iris flexible; it is ideal as straps or sheers. Vegetable fibres such as linen or cotton, and animal fibres such as wool and silk, owe their value to their flexibility and strength in resisting extension. They can be spun into yarn or rope, and woven into cloth. The technological age in which we are now living is replacing the natural products used by early man by a series of artificial products, but it is remarkable to see how in nearly every case we are copying Nature's materials. The wide use of concrete represents a developed art of making artificial stone. Artificial fibres such as rayon or ?nylon replace cotton, wool, and flax. Plastics are coming very much to the fore; they correspond to early man's use of horn, another substance with peculiar properties of roughness in all directions without the 'grain' of wood. For the most part we are following in the footsteps of our remote ancestors, though we can make for ourselves what they had to cull from wood and field. There are exceptions; for instance, we have discovered comparatively recently the number of uses to which natural rubber can be put, and are now making it artificially. This is a really new discovery; our ancestors had nothing with such remarkable powers of elastic stretching without breaking, and resistance to being abraded.

THE time-to-fracture test has been applied to pure platinum and to two alloys of platinum under the special conditions of small cross-sectional area of the specimens and of a test temperature above the annealing temperature. While the results are similar in character to those secured with large specimens of steel at temperatures below the annealing temperatures, two differences are noted: (I) an upward inflection in the curves for log stress vs. log time for the alloys, and (2) a sharp break in the curve for log stress vs. log time for pure platinum when single crystals filled the wire. The experiments showed that: (I) platinum and 10 per cent rhodium-platinum maintained their strengths at 1100°C. better than did 10 per cent iridium- platinum, and (2) the rhodium-platinum after a time exceeded the iridium-platinum in strength at 1100°C. Platinum alloys in their service at high temperatures encounter conditions some- what similar to those that exist in the usual form of the time-to-fracture "l test with steel. This paper is intended primarily to present results obtained by a "time-to- fracture" test under conditions approximating actual service for platinum (at the temperature 1100°C. under oxidizing conditions) with three materials, pure platinum (99.99 per cent), a platinum alloy with lo per cent iridium, and a platinum alloy with 10 per cent rhodium. The experimental procedure differed from that previously used in this type of measurement in that the samples were of small diameter (0.010 in.), were fully annealed, and were tested at a temperature definitely above their annealing points (600°C., 1000°C. and 1050°C., respectively, for 60 per cent cold reduction and 15 min. heating time2,3). The experimental arrangement was similar to that previously described,4 using as heating unit a small, horizontal, platinum- wound furnace, ½ by 12 in., maintained at constant temperature by an automatic controller. The samples were 0.010-in. wires, which had been annealed at 1200°C. by drawing them slowly through the furnace. The time-to-fracture was measured electrically. Elongation was not determined because of the difficulties inherent in the experimental arrangement. Life-that is, the time-to-fracture-was considered the important property in these first tests. No attempt was made to measure the reduction in area, but the types of fracture were noted qualitatively; in the text they are referred to as (I) the normal, plastic, or necked fracture, (2) the knife-edge fracture, and (3) the brittle or intercrystalline fracture with small reduction of area. Results for different constant applied stresses are plotted in Fig. I. In all cases at least two trials were made for each stress, although they cannot always be indicated separately on the curves. FOR some reason or other, Mine Taxation has never been a popular subject for discussion in meetings of this kind, and it has never received the study and consideration its importance demanded. By way of explanation, two reasons may be suggested. In the first place, the computation, adjustment, and final payment of taxes, have been looked upon in most cases as a Head Office chore. Secondly, since taxes represent an uncontrollable cost item, they have been treated as an added rather than an inclusive factor in calculating unit costs. Perhaps because I am half Irish, and therefore resent taxation of all kinds, perhaps because I am half Scotch, and am therefore concerned with the results, I have always taken a keen interest in this subject. Moreover, by some peculiar set of circumstances, I have been a participating party in many, perhaps I can say most, of the discussions on this subject that have taken place between the Governments and the representatives of this industry during the past thirty years. Looking backward, certain very definite impressions remain. Political considerations have never had any part in these discussions. Views have been exchanged upon the frankest possible basis, and, when we disagreed on some particular detail, we agreed to disagree, and followed through in harmony and? good faith. We, as an industry, have refrained from importuning and fault finding in ways that might be considered as petty or selfish, and it is only upon occasions such as this, where conditions necessitate action, that we lay our troubles before the powers that be. The Ontario Mining Tax Act was drafted by men who were earnest and practical as to purpose, and that Act has stood the test of time. It is, in. truth, a mode! Act, for it has been copied in its general clauses by both Quebec and the Dominion of Canada. We all know that, when a machine is running smoothly, we should leave it alone. The same is true of a well designed, easily applicable, taxation measure, and our present difficulty with respect to this Act arises out of an amendment made in 1916. In that year, you will remember, the Dominion imposed a wartime Income Tax Act. It was described as a wartime necessity and it was intimated t:1 at with the end of hostilities its application would be restricted and finally cancelled. The rate of taxation was modest, and when the Ontario Government was asked that the Dominion Income Tax be allowed as a deductible item, they readily acquiesced. This was looked upon as a temporary arrangement.
